The Minister of Shipping and Road Transport & Highways Nitin Gadkari has said that projects worth Rs. 1 Lakh Crore under Sagarmala programme are at various stages of implementation and development. The Sagarmala Development Company (SDC) has been incorporated under the Companies Act, 2013. The company has an initial Authorized Share Capital of Rs. 1,000 Crore and a subscribed share capital of Rs. 90 Crore.

The main objective of the company is to identify port-led development projects under the Sagarmala Programme and provide equity support for the project Special Purpose Vehicles (SPVs) set up by the Ports / State / Central Ministries and funding window and /or implement only those residual projects which cannot be funded by any other means / mode.

The Cabinet had approved the formation of the SDC under the administrative control of the Ministry of Shipping in July 2016. The company would help in structuring activities, bidding out projects for private sector participation, identifying suitable risk management measures for strategic projects across multiple States / Regions and obtaining requisite approvals and clearances.

The implementation of the identified projects would be taken up by the relevant Ports, State Governments/Maritime Boards, Central Ministries, through private or PPP mode. The Company would act as the nodal agency for coordination and monitoring of all the currently identified projects under Sagarmala as well as other projects emerging from the master plans or other sources.

It would also undertake the preparation of the detailed master plans for the Coastal Economic Zones (CEZs) identified as part of the National Perspective Plan (NPP) SDC would be raising funds as debt/equity (as long term capital), as per the project requirements, by leveraging resources provided by the Government of India and from multi-lateral and bilateral funding agencies. It would also aim to increase the scope of private sector participation in project development.

The incorporation of SDC is part of the ambitious Sagarmala Programme by the Government of India which aims to harness India’s 7,500 km long coastline, 14,500 km of potentially navigable waterways and strategic location on key international maritime trade routes. The concept of the Sagarmala Programme was approved by the Cabinet in March 2015.

The National Energy Policy (NEP) aims to chart the way forward to meet the Government’s bold announcements in the energy domain. The four key objectives of the new energy policy are access at affordable prices, improved energy security and independence, greater sustainability and economic growth. The policy is being discussed by NITI Aayog with different stake holders.

The new policy differs from the previous policy while including the issue related to sharp decline of crude oil prices, change in solar energy technology, heightened concern of climate change issues, ambitious target of Renewable energy and rural electrification agenda adopted by the Government.

All the Census villages are planned to be electrified by 2019, and universal electrification is to be achieved, with 24x7 electricity by 2022. Our INDCs target at reduction of emissions intensity by 33%-35% by 2030, achieving a 175 GW renewable energy capacity by 2022, and share of non-fossil fuel based installed capacity in the electricity mix is aimed at above 40% by 2030.

Q.1 A lot of small businessmen, housewives, artisans, workers may have some cash lying as their savings at home, will the income tax department ask questions if the same is deposited in banks?

A.1: Such group of people as mentioned in the question need not worry about such small amount of deposits up to Rs.1.5 or 2 lacs, since it would be below the taxable income. There will be no harassment by Income Tax Department for such small deposits made.

Q.2: Will the Income Tax Department be getting reports of cash deposits made during this period? If so, will the current threshold of reporting requirement of reporting cash deposits of more than Rs.10 lacs will only continue?

A.2: We would be getting reports of all cash deposited during the period of 10th November to 30th December,2016 above a threshold of Rs. 2.5 lacs in every account. The department would do matching of this with income returns filled by the depositors. And suitable action may follow.

Q.3: Suppose the department finds that huge amount of cash above Rs.10 lacs is deposited in a bank account, which is not matching with the income declared, what would be the tax and penalty to be paid on the same?

A.3: This would be treated as the case of tax evasion and the tax amount plus a penalty of 200% of the tax payable would be levied as per the section 270(A) of the income tax Act

Q.4: It is believed that a lot of people are buying jewelry now, how does department plan to tackle this?

A.4: The person who buys jewelry has to give his PAN number. We are issuing instructions to the field authorities to check with all the jewelers to ensure that this requirement is not compromised. Action will be taken against those jewelers who fail to take PAN numbers from such buyers. When the cash deposits of the jewelers would be scrutinized against the sales made, whether they have taken the PAN number of the buyer or not will also be checked.

Not very long ago,the prime minister of India meant nothing to him.He was the supreme authority and Manmohan Singh knew that very well and never dared to question him.He visited the parliament occasionally and never bothered to participate in any kind of discussion.Even the union cabinet ministers had to wait for months to get an audience with him.But this man from Gujrat,Narendra Modi, destroyed all that. The massive electoral defeat changed his world upside down. Now Rahul Gandhi has to go here, there and everywhere. He lands at every spot wherever he can gather some limelight. For these reasons Rahul Gandhi hates Narendra Modi So much. He has become staunch anti Hindu and anti India now.Otherwise he would have never supported the traitors.

The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister Shri Narendra Modi, has given its approval to a new scheme the “Pradhan Mantri Krishi Sinchayee Yojana” (PMKSY). It will have an outlay of Rs. 50,000 crore over a period of five years (2015-16 to 2019-20). The allocation for the current financial year is Rs. 5300 crore.

The major objective of the PMKSY is to achieve convergence of investments in irrigation at the field level, expand cultivable area under assured irrigation (Har Khet ko pani), improve on-farm water use efficiency to reduce wastage of water, enhance the adoption of precision-irrigation and other water saving technologies (More crop per drop), enhance recharge of aquifers and introduce sustainable water conservation practices by exploring the feasibility of reusing treated municipal based water for peri-urban agriculture and attract greater private investment in precision irrigation system. The scheme also aims at bringing concerned Ministries/Departments/Agencies/Research and Financial Institutions engaged in creation/use/recycling/potential recycling of water, brought under a common platform, so that a comprehensive and holistic view of the entire "water cycle" is taken into account and proper water budgeting is done for all sectors namely, household, agriculture and industries.

The programme architecture of PMKSY aims at a 'decentralized State level planning and execution' structure, in order to allow States to draw up a District Irrigation Plan (DIP) and a State Irrigation Plan (SIP). DIP will have holistic developmental perspective of the district outlining medium to long term developmental plans integrating three components namely, water sources, distribution network and water use application of the district to be prepared at two levels - the block and the district. All structures created under the schemes will be geotagged.

The programme will be supervised and monitored at the national level by an Inter-Ministerial National Steering Committee (NSC) under the Chairmanship of the Prime Minister with Union Ministers of all concerned Ministries. A National Executive Committee (NEC) is to be constituted under the Chairmanship of the Vice Chairman, NITI Aayog to oversee programme implementation, allocation of resources, inter ministerial coordination, monitoring and performance assessment, addressing administrative issues etc. At the state level the scheme is to be administered by a State Level Sanctioning Committee (SLSC) to be Chaired by the Chief Secretary of the respective States. The committee will have all authority to sanction the project and also monitor the progress of the scheme.

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for the India’s first integrated National Policy for Skill Development and Entrepreneurship 2015. The Policy acknowledges the need for an effective roadmap for promotion of entrepreneurship as the key to a successful skills strategy. The previous National Policy on Skill Development was formulated by the Ministry of Labour and Employment in 2009 and provided for a review after five years to align the policy framework with emerging national and international trends.

The Vision of the Policy is “to create an ecosystem of empowerment by Skilling on a large Scale at Speed with high Standards and to promote a culture of innovation based entrepreneurship which can generate wealth and employment so as to ensure Sustainable livelihoods for all citizens in the country”.

To achieve this Vision, the Policy has four thrust areas. It addresses key obstacles to skilling, including low aspirational value, lack of integration with formal education, lack of focus on outcomes, low quality of training infrastructure and trainers, etc. Further, the Policy seeks to align supply and demand for skills by bridging existing skill gaps, promoting industry engagement, operationalising a quality assurance framework, leverage technology and promoting greater opportunities for apprenticeship training. Equity is also a focus of the Policy, which targets skilling opportunities for socially/geographically marginalised and disadvantaged groups. Skill development and entrepreneurship programmes for women are a specific focus of the Policy. In the entrepreneurship domain, the Policy seeks to educate and equip potential entrepreneurs, both within and outside the formal education system. It also seeks to connect entrepreneurs to mentors, incubators and credit markets, foster innovation and entrepreneurial culture, improve ease of doing business and promote a focus on social entrepreneurship.

The objectives of formation of NITI Aayog are as follows:

i. To evolve a shared vision of national development priorities, sectors and strategies with the active involvement of States in the light of national objectives. The vision of the NITI Aayog will then provide a framework ‘national agenda’ for the Prime Minister and the Chief Ministers to provide impetus to.

ii. To foster cooperative federalism through structured support initiatives and mechanisms with the States on a continuous basis, recognizing that strong States make a strong nation.

iii. To develop mechanisms to formulate credible plans at the village level and aggregate these progressively at higher levels of government.

iv. To ensure, on areas that are specifically referred to it, that the interests of national security are incorporated in economic strategy and policy.

v. To pay special attention to the sections of our society that may be at risk of not benefitting adequately from economic progress.

vi. To design strategic and long term policy and programme frameworks and initiatives, and monitor their progress and their efficacy. The lessons learnt through monitoring and feedback will be used for making innovative improvements, including necessary mid-course corrections.

vii. To provide advice and encourage partnerships between key stakeholders and national and international like-minded Think Tanks, as well as educational and policy research institutions.

viii. To create a knowledge, innovation and entrepreneurial support system through a collaborative community of national and international experts, practitioners and other partners.

ix. To offer a platform for resolution of inter-sectoral and inter-departmental issues in order to accelerate the implementation of the development agenda.

x. To maintain a state-of-the-art Resource Centre, be a repository of research on good governance and best practices in sustainable and equitable development as well as help their dissemination to stake-holders.

xi. To actively monitor and evaluate the implementation of programmes and initiatives, including the identification of the needed resources so as to strengthen the probability of success and scope of delivery.

xii. To focus on technology up-gradation and capacity building for implementation of programmes and initiatives.

xiii. To undertake other activities as may be necessary in order to further the execution of the national development agenda, and the objectives mentioned above

India is a 2 trillion dollar economy today. Can we not dream of an India with a 20 trillion dollar economy?

You will see India as a country of opportunities, unmatched across the world. India can be a role model of growth and cohesiveness for the rest of the world.

The government must nurture an eco-system where the economy is primed for growth; and growth promotes all-round development. Where development is employment-generating ; and employment is enabled by skills. Where skills are synced with production; and production is benchmarked to quality. Where quality meets global standards; and meeting global standards drives prosperity. Most importantly, this prosperity is for the welfare of all. That is my concept of economic good governance and all round development.
Development has to result in jobs. What we need is not just more production, but mass production and production by masses.

Development seems to have become the agenda only of government. It is seen as a scheme. That should not be the case. Development should be everyone's agenda. It should be a people's movement.

Economic development cannot take a nation forward on its own. We need a society and economy which complement each other. We need to take care of the poor, deprived and left behind sections of society.

The ultimate objective of subsidies should be to empower the poor, to break the cycle of poverty, and become foot-soldiers in our war on poverty.

We need to cut subsidy leakages, not subsidies themselves.
सरकारी तंत्र की दो समस्याएं हैं - वे जटिल भी हैं और शिथिल भी; Government systems suffer from two weaknesses. They are complex. And they are slow. We need to change this. Our systems need to be made sharp, effective, fast and flexible. This requires simplification of processes and having trust in citizens. This needs a Policy Driven State.

What is Maximum Governance, Minimum Government? It means government has no business to be in business.

First, we need to focus government on the things that are required of the State. Second, we need to achieve competence in government so that the State delivers on the things it sets out to do.
Reforms are not an end in itself. Reforms must have a concrete objective.

Small acts can drive reforms. What appears minor can actually be vital and fundamental. Generating 20,000 MW of power attracts a lot of attention. That is important. At the same time, 20,000 MW of power can be saved through a people’s movement for energy efficiency. The second is more difficult but is as important as the first. Small indeed, is beautiful.

A major institutional reform is the move away from merely planning, to transforming India. The setting up of NITI Aayog, is a step in this direction.

Laws are the DNA of government. They must evolve with time.
We are committed to achieving the fiscal deficit target announced in the budget.

We are today a nearly 100% banked country.

Financial unity - bringing everyone into the financial system - is one cause which both capitalists and socialists agree on. What, my friends, can be a bigger reform?

The consensus we arrived with States for amending the Constitution to implement GST is a major breakthrough. This alone has the potential to make India competitive and attractive for investment.

Today, India’s cooking gas subsidy is the world’s largest Cash Transfer Programme.

I recently assured Public Sector Banks they will have total autonomy in taking business decisions.

The mantra of independence was Satyagraha. And the warriors were Satyagrahis. The mantra of New Age India must be Swachhagrah. And the warriors will be Swachhagrahis.

People must understand the Clean Ganga program, as an economic activity also. The Gangetic plains account for 40% of our population. They have over one hundred towns, and thousands of villages.

I intend to launch a massive National Program for PDS Computerisation.

Railway stations can become growth points for the nearby villages.

We will link farmers to global markets. We will give the world the Taste of India

No other politician has betrayed the common man of this country so much as has been done by the AAP and Arvind Kejriwal. If he were a typical politician then his action would have not shocked so many people. He was expected to raise above petty politics and try to eradicate corruption from the system.Inspired by the Lalu-Mulayam brand of politics he too joined the bandwagon of "secular-communal politics" only to garner the bulk votes of a section of society to further his own interest.
This kind of sheer opportunistic behaviour was not expected of him and as a result even his most ardent followers started to part away from him and his party. Now he is left with a very low support base that will barely fetch a few seats for him. That too because Congress is in pathetic condition and those opposed to the BJP are forced to vote for him .If MIM attracts minority votes the way it has done in Maharastra then Kejriwal will be confined in a single digit.

Raj Thackerey Of MNS was behaving as if he owned Maharashtra and he would assume the post of chief minister whenever he wished so.Now he has been relegated to nothing and is unlikely to be considered a potent political force in the state.

Arvind Kejriwal suffers from the same symptom.Last time people reposed faith in his party because of his crusade against corruption. But the way he behaved afterwards was simply disgusting. He swore by his children ,that he would not form government with the help from the Congress. But he formed the government with the help from the Congress.

Then he went to Bareli to become a certified secular politician. All his action was contrary to the assurance he had given to the electorate. His own party workers were such aghast with his behaviour that he was publicly slapped several times.

Kejriwal and a few of his techie friends believe that 'AAP Nautanki "would be enjoyed perennially. But people are fed up with him and he is destined to join Raj Thackery after the election result .People are not as fool as these fellow understand.Kar Lo Nautanki Kuch Aur Din.

Manmohan Singh as the Prime Minister of India had sent government officials to England to defreez the Bank Accounts of Italian Broker Quatochi.

It is a well known fact that the said broker was a very close friend of Gandhi family. The account had money which was credited for BOFORS deal. The moot question however is that why Indian government would bother to send its officials to England so that the account is defreezed in order to enable the Italian broker to withdraw the money ?

It is logical and safe to assume that a major part of that booty must be meant for someone who was such powerful that Manmohan Singh had no choice but to obey the order .The government came out with some bizarre justification and the issue died down because newer scams unearthed in the meanwhile.

A German Magazine had named the same powerful family having Swish Bank account. But as is the case in India LAWS are only meant for ordinary mortals.Big and powerful are never caught. Now when the government of Narendra Modi is showing the intent to catch the thieves, those who have been indulging in corruptions are crying hoarse. They are now accusing the present government of covering up.Ulte Chor Kotwal Ko Dante ?

Narendra Modi has galvanised the nation .He has ignited hope and aspirations that finally India will be able to get rid of MAFIAS" who have been able to appropriate all the benefits meant for poor and downtrodden for themselves by dubious means .

People of India expect Narendra Modi to usher in a different kind of politics.Politics of development is the need of the hour and they yearn for that.

But the man trusted most by Narendra Modi,Arun Jaitely is falling short of that expectation .The way Arun Jaitely has handled the BLCK MONEY issue is shocking for millions of BJP supporters.

First on retrospective tax issue ,Jaitely disappointed many. Now on Black Money issue he had to take U-Turn after the Supreme Court forced him to do so.This has certainly eroded the credibility of this government.

Mr. Jaitely must be advised and told to not indulge in "Politics Congress Style" any further .Narendra Modi should take note of this and ask Arun Jaitely to concentrate on the job assigned to him .
Arun Jaitely is known for maintaining fine balance and having good equations with other party leaders. All those who held high hopes from Arun Jaitely would be feeling disappointed and let down.
