With climatologists <a href="http://www.ect.coop/weather-effects/seasonal-forecasts/forecasters-see-milder-winter-ahead/35064" target="_blank">predicting a milder</a> winter for a large chunk of the nation this year, energy users will be consuming less power.<br /> Even so there are a number of measures Americans can take to ensure their heating bills aren’t through the roof this winter. Some efforts may <a href="http://www.prnewswire.com/news-releases/simple-steps-for-staying-warm-and-saving-money-this-winter-132049043.html" target="_blank">take money to save money</a>, like booking HVAC inspections or replacing windows. If you get a chill wearing shorts and a light top, grab some pants and a sweatshirt instead of reaching for the thermostat.<br /> Turn the heat down at night and when no one is home, and after baking, let the oven cool off with the door open. Also, replace old or worn weather stripping around doors and windows and don’t leave vents open in unused rooms.<br /> Even with the predicted heating cost hikes, available fuel supplies — oil and natural gas — are above recent historical averages. While China has stepped up its traditional rhetoric in the wake of a U.S. $5.8 billion arms sale by Washington to rival Taiwan, analysts say both sides are more focused on improving bilateral ties than on stoking regional tensions. Chinese foreign minister Yang Jiechi hit out this week at what he said was "the wrong decision," calling on Washington to revoke the planned arms sale immediately, official media reported. "This has ... grossly interfered in China's internal affairs and seriously undermined China's security, its endeavor to achieve peaceful reunification and China-U.S. relations," Yang said. "The Chinese side urges the U.S. side to ... correct the mistake of selling weapons to Taiwan, immediately revoke the above-mentioned wrong decision [and] stop arms sales to Taiwan," he was quoted as saying by the official Xinhua news agency. But analysts said Yang's comments were carefully calculated to satisfy military hawks at home, while reminding pro-independence Taiwanese of their bigger, stronger neighbor. Taiwan has been governed separately from mainland China since the ruling Kuomintang Nationalist Party (KMT) fled there after losing a civil war to Mao Zedong's communists in 1949. However, Beijing still regards the island as part of its territory and has threatened military action should the island formally declare independence. Arms package Under the terms of the arms package announced this week, Taipei will receive new radar, weapons systems, pilot training, spare parts, and structural upgrades. But advanced technologies linked to the F-16 C/D models will not be going to the island, with analysts citing concerns that the latest U.S. military technology could fall into Chinese hands. "Every time the Americans [sell arms to Taiwan], China protests," added Xie Jiaye, head of the California-based America-China Association for Science & Technology Exchange. "But these protests never amount to anything much." Analysts of the bilateral relationship, which has been strained in recent months by concerns over China's military ambitions, economic disputes, and Beijing's human rights record, said the issue of arms sales to Taiwan appeared to have reached an equilibrium for the time being. China broke off defense ties with the United States in January 2010 over American plans to sell Taiwan more than U.S. $6 billion worth of arms, including Blackhawk helicopters, Patriot missiles and mine sweepers. This time around, Washington has stopped short of a plan to sell 66 new F-16 fighter jets to Taiwan, and Taipei will have to settle for a retrofit of existing planes. Both sides now seem anxious to maintain a stable relationship following a series of high-level military and political exchanges, analysts said. Obliged by law The United States is obliged by its own laws to supply arms to Taiwan despite the fact that Washington switched diplomatic recognition from Taipei to Beijing in 1979. But Xia said U.S. officials have avoided upsetting a careful diplomatic balance between the two sides, who have never officially ended the state of civil war between them. "Of course, this is a fairly sensitive issue in the U.S.-China relationship, and it's a long-running one," said Xia. "Every time they sell arms to Taiwan, this will get a strong reaction from the Chinese side. However, whenever they do sell weapons to Taiwan, it's always weapons of defense, rather than weapons that could be used offensively," he said. "This I see as a balancing point." According to Zhu, Beijing's rhetoric wasn't just aimed at Washington, however. "I think the aim of Beijing's protest is partly to change the U.S. attitude, but also partly in the hope of influencing the forthcoming elections in Taiwan," he said. The opposition Democractic Progressive Party (DPP) has displaced the KMT from power several times since the island became fully democratic in 1996 with its first direct presidential election. Incumbent KMT president Ma Ying-jeou, who is credited with smoothing relations across the Taiwan Strait, and boosting cultural, economic and transportation links, will seek re-election in January 2012. The EU also slapped Libya with an arms embargo and imposed a visa ban for members of Gaddafi's inner circle, as world powers moved quickly and in virtual lockstep to punish the Libyan government for its violent crackdown on demonstrators. <br /> Secretary of State Hillary Rodham Clinton, addressing a meeting of the U.N. Human Rights Council, catalogued the atrocities Gaddafi's regime is alleged to have committed, and said the international community is "speaking with one voice" in demanding his immediate removal. <br /> "They have used heavy weapons on unarmed civilians. Sure they've been snapped by paparazzi over the last few years and there has been the occasional official photograph of the two taken to mark their engagement and at other large Royal gatherings, but aside from that they have remained low key.<br /> Yesterday that changed as the pair stepped out into the limelight on their first real set of engagements since William popped the question.<br /> <a href="http://us.rd.yahoo.com/dailynews/yblog_royals/wl_yblog_royals/storytext/a-date-with-kate/40389241/SIG=125k390fa/*http://www.reuters.com/news/pictures/slideshow?articleId=USRTR2J1UF"></a><br /> As soon as the visits were announced a few weeks ago there was a buzz in the air, how many passes would we get, what access would we have, how many shooters do we need, what will she wear!!<br /> This would be the first proper opportunity for the media en masse to shoot the couple in a 'real' environment, the huge desire from agencies and newspapers to secure an accreditation for the event was only equaled by the palace's desire to ensure the event was managed sensibly to garner both great coverage and ease Miss Middleton into public life as gently as possible.<br /> Security at all Royal events means that the number of media is strictly controlled and is usually further managed by the use of a system of Rotas and fixed points. In a nutshell this means that the bulk of the photographers will be corralled in a pen at one static point for the event, usually either for the arrival/departure, whilst a much smaller group of photographers, typically 3, are selected on a rotational basis to cover the whole event, with this material then pooled with the other organizations later.<br /> <br /> We got lucky, the William and Kate assignment had fallen on our rotation, meaning we would have one photographer with them all the time and another penned in with the world's press.<br /> Photographers had begun marking their territory the night before the event, such was the interest. As myself and UK chief photographer Dylan Martinez applied the last piece of tape to secure his ladders to the photographers pen our thoughts turned to how we would cover the event.<br /> It would be like shooting fashion week, a film premiere, news assignment and portrait session all at the same time. The appetite for pictures of Kate on her own is huge and we needed every variety: portraits, half and full lengths, details of her outfit. Factor in that her fiance is a Prince and this was their first engagement together and the English phrase 'every cough and spit' summed up perfectly what we'd need to file.<br /> <a href="http://us.rd.yahoo.com/dailynews/yblog_royals/wl_yblog_royals/storytext/a-date-with-kate/40389241/SIG=125k390fa/*http://www.reuters.com/news/pictures/slideshow?articleId=USRTR2J1UF"></a><br /> The rota photographer, in this case me, is shepherded from place to place during a visit so is often in a better position to shoot than those outside. This means that the hours spent with Dylan before they arrived working out angles and positioning and then repositioning the 2 sets of stepladders in the pen were crucial in ensuring he would have the best angle to cover as much of the event as possible. <br /> The couple arrived and within minutes you could tell it was going to make great pictures. Kate looked stunning. She seemed really relaxed and was readily flashing the most beautiful smile. The strongly gusting wind that playfully kept on blowing her hair everywhere also helped. You really couldn't go wrong. <br /> The couple seemed really at ease together and the chemistry between them made for great pictures as they beamed at each other and shared jokes. He said getting them freed was a priority.<br /> The seven leaders freed Tuesday had been detained on terrorism charges since surrendering to the government May 19.<br /> Many Red Shirt protesters are poor, rural supporters of ousted Prime Minister Thaksin Shinawatra, who was overthrown in a 2006 military coup after being accused of corruption and disrespect for the country's constitutional monarch, King Bhumibol Adulyadej. All rights reserved.</div><div class="blogger-post-footer"><script type="text/javascript"> </script> <script type="text/javascript" src="http://pagead2.googlesyndication.com/pagead/show_ads.js"> </script></div> <p><a href="http://feedads.g.doubleclick.net/~a/g1gLBjnWH5Me8D8b_McWmZa0ewU/0/da"></img></a><br/> <a href="http://feedads.g.doubleclick.net/~a/g1gLBjnWH5Me8D8b_McWmZa0ewU/1/da"></img></a></p> </article> <article> <h1>UN Rep Investigates Land Dispute</h1> <p>2011-02-20T11:24:00.000-08:00</p> <div class="storyimage" style="clear: right; float: right; margin-bottom: 1em; margin-left: 1em;"> <div class="photobyline">AFP</div><div class="photocaption">Surya Subedi talks with Hun Sen (L) in Phnom Penh, Jan 19, 2010.</div></div><br /> <h5>By: RFA.ORG 2011-02-18</h5>A UN official visits the site of a land dispute as part of his inquiry into human rights in Cambodia.<br /> <div id="story_body" style="position: relative;"> A United Nations human rights representative visited a Cambodian village community embroiled in a land dispute on Friday as part of a fact-finding mission for a set of wider reforms he is recommending to the country’s leadership.<br /> <br /> The visit by Surya Subedi, the U.N. special rapporteur on human rights in Cambodia, came on the fourth day of a 10-day trip to the country, and followed a meeting with Prime Minister Hun Sen where he expressed concerns about the country’s court system and a new law on nongovernmental organizations.<br /> <br /> Subedi told RFA that it is important to take the complaints of Cambodia’s rural population into consideration in addition to speaking with high-level officials while forming an overview of the country’s human rights situation.<br /> <br /> “I wanted to speak to people from all walks of life in Cambodia, and I wanted to see the villagers for myself to listen to them directly—their grievances—and then see for myself the area where they are living now and the conditions there as well. This is purely a fact-finding mission and … [for] information gathering,” Subedi said.<br /> <br /> He traveled to the site, in central Kompong Chhnang province, to investigate a land dispute case in which NGO worker, who represented the villagers, had been jailed. The dispute was with a company owned by Lauk Chumteav Chea Kheng, the wife of Cambodia’s mining minister.<br /> <br /> <b>Land grab</b><br /> <br /> Sam Chankea was convicted in January of “defamation” against KDC International Co. after he told RFA in a 2009 interview that the company had committed an “act of violation” when it confiscated land from the villagers, because the provincial court had yet to rule on the disputed property.<br /> <br /> The dispute dates back to 2002 when KDC International took possession of some 184 hectares (455 acres) of land from more than 100 families in the area.<br /> <br /> “I now have a much better idea and information about the plight of the villagers and the disputed land," Subedi said.<br /> <br /> "I will try to speak to government authorities about what they have been doing about this dispute and what the response of the other party has been and what other avenues there are to look after the interests of the villagers,” he said.<br /> <br /> “I will consider whether I will need to intervene at certain levels of government authorities, and if I decide to do so, I will not hesitate to do so.”<br /> <br /> Subedi said that he had a number of meetings scheduled with various ministers and that he planned to use the Pursat land case as an example of how the government must work to improve its human rights record.<br /> <br /> <b>Fact-finding meetings</b><br /> <br /> In addition to meeting with the prime minister, Subedi has been busy since arriving in Cambodia on his fourth mission for the U.N., meeting with officials from the ruling party and from the opposition, observing trials, and speaking with NGOs.<br /> <br /> On Wednesday, the special rapporteur met with Thun Saray, director of the Cambodian Human Rights and Development Association (ADHOC) to discuss the concerns of domestic NGOs operating in the country.<br /> <br /> “The problems include a land crisis that adversely affects the people. We propose a swift and satisfactory solution for those who have been affected by the land conflict,” Thun Saray said in an interview recounting their conversation.<br /> <br /> The land issue in Cambodia dates from the 1975-79 Khmer Rouge regime, which forced large-scale evacuations and relocations throughout the country. <br /> <br /> This was followed by mass confusion over land rights and the formation of squatter communities when the refugees returned in the 1990s after a decade of civil war.<br /> <br /> Housing Cambodia’s large, young, and overwhelmingly poor population has posed a major problem ever since.<br /> <br /> <b>Judicial reform</b><br /> <br /> Thun Saray also advised Subedi that Cambodia’s notoriously ineffective judicial system is in dire need of restructuring.<br /> <br /> “The justice system should be reformed. We all see the shortcomings and flaws in the system. The reform should start by looking into the flaws point by point. For example, the flaws happen in the process of trials and court proceedings which result in unjust rulings,” he said.<br /> <br /> “The public is unsatisfied with the current process of court trials. We have to look, investigate these shortcomings, and fix them.”<br /> <br /> More than one-quarter of Cambodian court defendants reported being tortured or coerced into confession, and ordinary people said they lack faith in the justice system, according to a 2009 judicial review released by Cambodian anti-corruption organization The Center for Social Development.<br /> <br /> Poor training of the judiciary, bribery, torture, underfunding, a lack of independence, and frequent pre-trial detention of prisoners for terms exceeding the legal limit of six months are among problems with the judiciary often cited by rights organizations.<br /> <br /> At the end of his last visit in June, Subedi said the judiciary faced “tremendous challenges in delivering justice for the people of the country, especially the poor and marginalized,” adding that some judges were simply not interested in upholding the law.<br /> <br /> <b>NGO law</b><br /> <br /> Thun Saray also discussed a controversial draft law put forth by Cambodia’s National Assembly which would severely curtail the ability of foreign and domestic NGOs operating in the country to carry out their work.<br /> <br /> Last month a U.S. State Department spokesman said the United States had “serious concerns about the law as drafted and strongly opposes the enactment of any law that would constrain the legitimate activities of NGOs.”<br /> <br /> The State Department urged Phnom Penh to consult with NGOs on the substance of the draft law and to “reconsider whether such a measure is even necessary.”<br /> <br /> Cambodia’s government has long had an antagonistic relationship with human rights groups and NGOs operating in the country. <br /> <br /> Last year, Hun Sen said he wanted the U.N. human rights office in Cambodia closed and its representative, Christophe Peschoux, sacked.<br /> <br /> Subedi is expected to hold a press conference in Phnom Penh on Feb. 24 during which he will review some of the key issues raised during his visit before compiling a report for the United Nations.<br /> <br /> He last presented his findings to the U.N. in September 2010.<br /> <br /> <i>Reported by Pon Bun Song and Khe Sonorng for RFA’s Khmer service. She has now addressed the issue again in a major speech on the subject. <br /> <br /> Based on the universal human rights framework, internet freedom – or as Secretary Clinton deemed, the freedom to connect – applies the freedoms of assembly, expression and association to cyberspace. <br /> <br /> Today, as we look around at world events, this commitment is more important than ever. By preserving these rights in the digital era, we preserve the promise and the possibility of the internet as a platform for ideas, innovation, connection and economic growth. <br /> <br /> Against the backdrop of Egypt and the largest internet shutdown of our time, we have heard numerous calls to honour the freedom to connect, in particular to seek and share information over the internet, from President Obama and Secretary Clinton as well as leaders around the world. <br /> <br /> The internet has become the public sphere of the 21st century – it is the global town square. Here in Cambodia, the government has repeatedly stated its commitment to internet freedom. Internet use in Cambodia has risen over 1,700 percent in 10 years, with over 170,000 users now online. Internet cafes have sprouted up in all the major cities. <br /> <br /> And the fact that the Cambodian economy has grown so quickly during that same period is no coincidence. As people gain economic security they seek additional opportunities to connect with each other, and ensuring those opportunities are available will contribute to further growth. <br /> <br /> Cambodians and people around the world come together every day on the internet to connect to one another, sample a universe of news and information, or make their voices heard. And through this discourse, be it online or in person, new dimensions of debates that we have been having for centuries emerge: how best to govern, administer justice, pursue prosperity and create the conditions for long-term progress, both within and across borders. <br /> <br /> The connectivity that the digital age fosters has only added new urgency to how we address these age-old issues. The choices governments make today will determine the face of the internet in the future and they will not be easily made. <br /> <br /> The choices we face are familiar, but the space in which we confront them is not. How do we protect: liberty and security? Transparency and confidentiality? Freedom of expression, while fostering tolerance and harmony? <br /> <br /> First, too often liberty and security are seen as mutually exclusive, but we must have both to have either, both online and offline. We are reminded daily of both the promise and the peril of the information age. <br /> We must have enough security to enable our freedoms, but not so much as to endanger them. In the balance between liberty and security, the fulcrum is the rule of law. <br /> <br /> Our allegiance to it does not vanish in cyberspace. Neither does our commitment to civil liberties. The United States is equally determined to track and stop terrorists and criminal activity online and offline. In both spheres, we pursue this goal in accordance with our values. It is no secret that “security” is something invoked as a justification for limiting internet freedom.<br /> <br /> Arresting bloggers, prying into the peaceful activities of citizens and limiting or closing off access to information does not make a society more secure for the long term. Silencing ideas does not make them go away. Second, we must protect both transparency and confidentiality. Transparency is critical. We can and should give citizens information about their governments. <br /> <br /> But confidentiality is also paramount. It protects the ability of organisations and governments to carry out their missions and best serve the public interest. Governments do have a higher standard to meet when invoking confidentiality, because they serve the public. But all governments require some degree of confidentiality when dealing with matters such as public safety and national security. <br /> <br /> For example, it would not be sensible to publish on the internet details of sensitive negotiations between countries on how to locate and dispose of nuclear materials or how to combat the violence of drug trafficking networks.<br /> <br /> Third, we must seek to protect free expression while at the same time fostering tolerance. Just like a town square, the internet is home to every kind of speech: false, offensive, constructive and innovative. With an online population of more than 2 billion people that is rapidly growing, the diversity of speech online will only proliferate. <br /> <br /> As stated in the Universal Declaration of Human Rights, all people have the right to freedom of expression. The challenge is to support freedom of expression online while emphasising the importance of tolerance, respectful discourse and peace. We believe the best way to do this is to promote more speech, not to limit it. Exposing and challenging offensive speech, rather than suppressing it, allows for public scrutiny and response. In the marketplace of ideas, those ideas with merit will become stronger and those without merit will in time fade away. <br /> <br /> The principles of internet freedom are rooted in the openness of the platform, the internet should remain an engine of ideas, innovation and economic growth. Open markets for new products and services catalyze entrepreneurship, innovation and investment. We have seen the benefits of investment and innovation in the global internet marketplace flow to those nations that make openness the hallmark of their internet policy. <br /> <br /> As we move forward and the universal town square of the internet continues to flourish, we are confident that we can protect and advance the principles of liberty and security; transparency and confidentiality; and free speech and tolerance. Many <br /> <br /> of the people were quite surprised how tough it was with the heat and roads. Last year we used 1500 litres of water in eight days, and that didn’t include water riders bought themselves.”<br /> <br /> Clark said the shorter trip, for three or four days, was being organised for May or June this year because several people last year requested a less challenging journey. The trip will encompass the temples around the Angkor area, plus further north near the Cambodian-Thai border.<br /> <br /> Clark said the riders of the longer marathon must raise $3000 to participate, while riders of the shorter marathon will need to raise $2000. Over the years, several Cambodian government officials even accused me and my newspaper of attempting to “destroy the nation”.<br /> <br /> At the very least I’ve never been called a spin doctor for the Cambodian government. But on the issue of the current border dispute between Cambodia and Thailand surrounding Wat Preah Vihear, I’m as angry as all Cambodians are at what we perceive as a Thai-initiated conflict of grossly unjust proportions.<br /> <br /> We are not alone. Since this issue flared up two years ago, I have not met one Asian or Western diplomat, one foreign aid worker or one expatriate businessman in Phnom Penh who disagrees. Even a few Thai friends have sheepishly expressed support for the Cambodian side on this spat.<br /> The nagging question that perplexes us all is why Thailand is trying to export its domestic political problems and dump them on poor Cambodia? The sentiment here is that if the red shirts and the yellow shirts want to fight it out, do so somewhere in Thailand, but don’t use Cambodia as a scapegoat.<br /> The view from Cambodia is simple: the issue of sovereignty over the temple was decided back in 1962 when the case was submitted to the International Court of Justice in The Hague. <br /> If Thailand didn’t want to abide by the court’s ruling then why did it agree to submit the case in the first place? And why are they groaning now and firing artillery shells at the temple almost 50 years later?<br /> Moreover, when Thailand says: Well, we controlled the temple in the 1800s and before, the Khmers have a simpler reply: Yeah, but WE BUILT IT! We started construction in the early 9th century, modified and improved it for 250 years and then continued to pray there and celebrate our Gods for another three centuries until you guys stole it after you sacked and looted our capital at Angkor Wat three times between 1352 and 1431. Thank you very much. End of story.<br /> Cambodia has no interest whatsoever in another protracted violent conflict with anybody. The Kingdom is still trying to recover from 30 years of civil war, Pol Pot madness and the ensuing guerilla conflict in the ’80s and ’90s that in total cost the lives of more than 2.5 million Cambodians and left the country in ruins. Every dollar spent on the military conflict there is a dollar lost for building desperately needed roads, schools and hospitals.<br /> The Thai accusation that Cambodia has had some secret plot to steal Thai land along the border is also seen as ludicrous.<br /> Everybody knows that since 1970 Cambodia has been too consumed with domestic strife to take even one metre of land from any of its neighbours. In fact, foreign aid officials who worked on the Thai border in the ’80s will readily admit that border creep worked in reverse. It was Thai farmers living in peace – and I’m not accusing the Thai government of some orchestrated campaign here – who took the opportunity to plant a few extra hectares in disputed border areas while internally Cambodia was in complete disarray.<br /> If there is one thing that is clear, it is that the entire border needs to be systematically surveyed and demarcated, step by step, once and for all.<br /> As for the disputed 4.5 square kilometres just north of the temple, why not consider this: Turn the area into the Cambodian-Thai International Friendship Park and set it up as a jointly managed enterprise by both countries’ Ministries of Tourism. Invite in hawkers, entrepreneurs, whatever, from both sides of the border to set up businesses to cater to the millions of tourists who will want to visit the site in the coming decades and beyond. Tax revenues could be shared by both nations equally. Everybody wins.<br /> It could also be a model for other border disputes around the globe.<br /> If the Thais want a protracted, bloody fight on their hands over the temple, they’ve got one. In the 20 years I’ve been in Cambodia the Preah Vihear issue is without question the only one I’ve seen that has united the entire nation. Cambodian TV stations have been running fundraisers off and on with donations large and small pouring in from all quarters for two years. Even the normally truculent Sam Rainsy Party and others in the opposition are fully on board.<br /> It’s clear from a visit to the temple last week that the Cambodian military has dug in for the long haul. New heavy tanks, armoured personnel carriers and ammunition “donated by friendly countries” are evident all over the base of the escarpment. Battle-scarred veterans, no doubt from all of Cambodia’s four previously warring factions and including ex-Khmer Rouge who controlled the temple from 1975 to 1998, are now all operating under one flag.<br /> And yes, of course there are Cambodian soldiers with weapons bunkered around the temple. If they weren’t there the Thai military could literally walk in and take control of it in five minutes. What government in Phnom Penh could allow that?<br /> If this dispute goes real hot, relations between Cambodia and Thailand will be ruined for years, hundreds on both sides will die needlessly and the economic costs to the two countries will be astronomical.<br /> Cooler heads need to prevail, but rest assured the Cambodians will never, no matter what the price, give up control of Wat Preah Vihear.<br /> Why should they? United Nations Security Council as the body addresses the outbreak of fighting between the two countries earlier this month.<br /> Cambodian and Thai troops stationed at the border near Preah Vihear temple engaged in four consecutive days of clashes earlier this month, leaving at least 10 people dead and displacing thousands of civilians from both nations.<br /> Speaking at the Phnom Penh International Airport prior to his departure for New York on Friday, Hor Namhong said he planned to brief the Security Council about Thailand’s “invasion”.<br /> “I will inform the UN about the reasons that Thailand is making war against Cambodia and I will request that the UN guarantee an end to the fighting,” he said.<br /> Prime Minister Hun Sen called last week for the UN to deploy peacekeepers along the border in a bid to stem the hostilities.<br /> Thailand, however, has consistently argued that the conflict would be best resolved under the auspices of the countries’ bilateral Joint Border Committee.<br /> In his weekly television address today, Thai premier Abhisit Vejjajiva reportedly said Thailand would use the UN meeting to refute Cambodia’s claims about Thai aggression and press for a bilateral resolution to the conflict.<br /> “We’re confident that we can explain that [Cambodia’s claims] are wrong,” Abhisit said.<br /> “Cambodia is calling for [intervention by] a third country, the UN and peacekeeping forces.<br /> “Thailand will call for a return to bilateral talks on demarcation.”<br /> Thai officials including Foreign Minister Kasit Piromya are prepared to present evidence to the UN showing that Cambodia used Preah Vihear as a military base in violation of its international obligations.<br /> Tensions between the two countries have been heightened since 2008, when the 11th century temple was listed as a UNESCO World Heritage site for Cambodia over Thai objections.<br /> At least seven troops had been killed in periodic skirmishes in the area prior to the most recent round of clashes.<br /> UNESCO said in a statement on Friday that former UNESCO head Koichiro Matsuura of Japan had been appointed as Special Envoy to address the Preah Vihear issue with Cambodia and Thailand.<br /> “Mr Matsuura … will visit Bangkok and Phnom Penh to discuss how the World Heritage site can be safeguarded.<br /> “He will examine with both sides how to lessen tension and promote dialogue around the preservation of the temple, within the organisation’s mandate,” UNESCO said.<br /> No date has yet been announced for Matsuura’s visit.<br /> The temple sustained surface-level damage to its staircases and exterior during the fighting from bullet and artillery fire, while Wat Keo Sekha Kirisvara, a nearby pagoda, was also hit.<br /> Thailand and Cambodia clashed at a UNESCO meeting last year in Brazil at which the Kingdom submitted management plans for the temple.<br /> Thailand has called for the site’s World Heritage registration to be delayed pending a resolution of the countries’ border disagreement.<br /> The Association of Southeast Asian Nations has also offered assistance in resolving the dispute.<br /> Indonesia, which holds the ASEAN chair, has invited foreign ministers from all 10 members of the regional bloc to a meeting in Jakarta on February 22 to discuss the issue, Ministry of Foreign Affairs spokesman Koy Kuong said.<br /> Thailand has also agreed to attend the ASEAN meeting, which Indonesian Foreign Minister Marty Natalegawa has said will aim to facilitate a bilateral solution to the dispute.<br /> Natalegawa met with senior Cambodian and Thai officials last week to discuss the issue.<br /> In a statement issued on Saturday, the Council of Ministers’ Press and Quick Reaction Unit said four Cambodian soldiers, one policeman and two civilians had been killed in the clashes.<br /> Some 31 people were injured and 2,956 families were displaced by the fighting, the statement added.<br /> “Although there have been no major attacks since 7 February, there remains a high risk that renewed attacks may be mounted at any time, particularly as Thailand continues to increase its forces and weaponry along the Cambodian-Thai border,” the statement said.<br /> Men Sophea, a Cambodian solider stationed at the border, said today that the situation at the border was quiet, though he claimed Thai troops had attempted over the weekend to provoke their Cambodian counterparts by setting off grenades near the frontline.<br /> The Bangkok Post reported on Saturday that Thai commanders had ordered an additional 20,000 troops to the area.<br /> Chum Poy, governor of Kulen district in Preah Vihear province, said today that roughly 500 of the 2,956 families evacuated in the fighting had returned to their homes.<br /> Local officials will consider allowing the remaining families to return home after learning the result of the UN meeting today, he said.<br /> Groups including the National Committee for Disaster Management and the Cambodian Red Cross are providing aid to the displaced, and on Friday, Hun Sen ordered government officials to provide further assistance in schools – but nonprofit group Pour Un Sourire D’Enfant (PSE) is doing its best to take reading to the masses.<br /> <br /> Two mobile library vans travel around the city visiting up to 16 schools a week. Every time the van arrives, children rush to mob the helpers, choose a book and settle on a mat outside to read their choices.<br /> <br /> Each bus carries at least 5,000 books, many of them donated by other nonprofit organisations such as Asia Foundation, SIPAR or Room to Read. <br /> <br /> The two vans, identifiable by the large signs saying Biblio Sourire, aim to visit two schools a day each, and have been running around the capital since late 2006.<br /> <br /> PSE’s press officer, Touch Len, says that the purpose of the library helps to encourage young people to read because books, libraries and reading are still rare in Cambodia. <br /> <br /> “We want young people to read and to cultivate the habit of reading. Usually we go to schools which don’t have enough books of their own,” he says.<br /> <br /> “Actually we work with three levels – primary, secondary and high schools, but we would like to encourage more children at primary schools to read, so we go to primary schools more than other schools,” said Min Sok Heang, who is in charge of PSE’s mobile library program.<br /> <br /> He said they tried to time the library visits in break times so students don’t have to disturb their normal lessons.<br /> <br /> “Some schools have spare rooms, but it doesn’t mean teachers don’t want to establish libraries. It’s because they can’t afford to buy books or don’t have a librarian to run the library.” <br /> <br /> Min Sok Heang said that books were available in Khmer, English and French, and the stock included specialist texts in mathematics, physics or chemistry as well as more general topics of interest. “When they see our vans coming, students and even teachers are so pleased because we have many books for their students to read.
