Petrol price raised by Rs 7.50 per litre

In the steepest ever hike, petrol price was increased today by Rs 7.50 a litre with effect from midnight tonight. State-owned oil firms said they will raise petrol price by Rs 6.28 per litre excluding local sales tax or VAT. The hike translates into Rs 7.50 per litre in Delhi. Petrol in Delhi currently costs Rs 65.64 a litre and after the increase it will be priced at Rs 73.14 per litre.

Earlier in the day, the Left parties had opposed any such move saying it will be a cruel blow to the people reeling under price rise.

With rupee depreciation leading to jump in oil import bill, petroleum minister S Jaipal Reddy on Tuesday said there is an immediate need to raise fuel prices, but refused to say when the hike will actually take place. "It (price increase) is very essential but (before hiking rates) we have to talk to political parties," he told reporters.

The government had decontrolled petrol price in June 2010 but rates were last increased on November 4 last year. This despite oil price rising by 14 per cent and 7 per cent fall in value of rupee against the US dollar. Price of diesel, kerosene and cooking gas were raised in June last year.

"If rupee depreciates by one against the US dollar, our oil companies lose Rs 8,000 crore (annually)," Reddy said.

At the bottom of the form, make sure your account type is set to "link shrinker".

adf.ly only pays through PayPal or "AlertPay", so be sure you're signed up with one of the two.

Working with RSS Feeds

Okay, so now what you want to do is go to Google, and search for any website that posts information and updates about the specific niche that you chose to base your twitter account on.

When you find the site you want, look for something on the page that will link you to that websites RSS feed, If you have trouble finding if they provide feeds or not, you can either go to "FIND" or "SEARCH" located in your browsers toolbar and type RSS in the search box, or enter the web site address in Google and add rss after it.

This will usually bring you to a page where you can select what rss feed you want, some sites offer multiple rss feeds so select the one you feel fits your needs.

Adding Your RSS Feed To TwitterFeed

Go back to twitterfeed.com, and create a new feed.

Add Feed To Twitterfeed

For this step all you have to do is copy the url of the feed you want to use, and paste it in to twitterfeed.

Add whatever you want for the name, and in the "Blog URL or RSS Feed URL" area, copy/paste (add) the url of the rss feed you want to use.

On the same screen click the "Advanced Settings" button and go to "shorten link through", there is a drop down box beside it, open it up and scroll to the bottom and select "Custom", Leave it empty for now and go back to Adf.ly, while logged in to adf.ly go to the top of the page and click Tools, on the tools page go to "API Documentation" and click.

Also you may have noticed that in the modified link "advert_type=int" has been removed, this is because TwitterFeed has issues showing the interstitial ad (full page ad) and just leads to a dead page when clicked, or shows the ads but doesn't redirect to the desired page, so the only way to fix this is by removing the "advert_type=int" instruction from the link and adf.ly will automatically use the interstitial link instruction and will work properly with TwitterFeed.

Now when that's done, all you have to do is copy and paste your new link into the twitterfeed Custom endpoint box and "Continue to step 2" on twitterfeed.

"There are more advanced options that will serve you well, but you can play around with that on your own time."

Make sure that you are logged in to the twitter account that you want to use with twitterfeed, you are going to want to activate your twitter account with twitterfeeds oauth so it will automatically post feed/blog updates to your twitter account using the rss feed that you provided to twitterfeed, when that's all done, click done at the bottom, twitter will now get updated feed posts from twitterfeed, and the links in each post will now be automatically shrunk using adf.ly and posted to your twitter updates, and every time someone clicks your adf.ly link, you make a bit of cash.

अपने देश के लोग मुझे चौंकाने का कोई मौका नहीं छोड़ते हैं। मैं इस बार यह बात दिल्ली के जंतर-मंतर पर रविवार को अन्ना हजारे के एक दिन के धरना-प्रदर्शन में जुटी भीड़ को देखने के बाद कह रहा हूं। मुझे लग रहा था कि ज्यादातर लोग थक गए होंगे और वहां मुट्ठी भर या ज्यादा से ज्यादा दो-चार सौ लोग पहुंचेंगे, लेकिन उस छोटी सी जगह पर इकट्ठा हुआ जनसैलाब अभिभूत कर देने वाला था। इस पर से कई पार्टियों के नेताओं के आंदोलन को समर्थन देने की घोषणा के बाद सरकार घिरी हुई लग रही है और जरूर चिंतित होगी। अब वह सोच रही होगी कि इस महीने के अंत में रामलीला मैदान में होने वाले बड़े आंदोलन से पता नहीं क्या निकलेगा। ये सब सोचकर ही सरकार के पसीने छूट रहे होंगे।

मैं चकित हूं कि कैसे इस आंदोलन ने बार-बार लोगों को गलत साबित किया है। बड़े-बड़े टिप्पणीकार हमेशा तर्क देते हैं कि आंदोलनों में अब लोगों का भरोसा नहीं रहा। यह बीते दिनों की बात हो गई है।

हालांकि,इसके लिए बहुत हद तक सरकार ही जिम्मेदार है। एक बार फिर मैं दोहराऊंगा कि सरकार के डर्टी ट्रिक्स डिपार्टमेंट ने जिस तरह से लोगों की भावनाओं को आहत करने वाले काम किए, उसके बाद तो ये सब होना ही था। इस पर से नियमित अंतराल पर नए घोटाले आते रहे, जिसने आग में घी का काम किया।

सरकार ने जिस तरह से अभी हाल में सोशल मीडिया पर अंकुश लगाने की कोशिश की, वह जख्म पर नमक रगड़ने जैसा काम था। यह गैर-जरूरी और बचकाना भी था। पहले चार दिग्गज इंटरनेट कंपनियों को बंद कमरे में कायदे-कानून से बाहर जाकर अतिरिक्त कदम उठाने की हिदायत दी और जब यह बात लीक हो गई तो निर्लज्ज के तरह व्यवहार करने लगे। आज के दौर में, जब सोशल मीडिया पर कंट्रोल असंभव है, सरकार में कोई पुराने राजतंत्र की तरह सोचता है तो वह बेवकूफ है।

ध्यान देने वाली बात यह है कि मैं यहां यह डिबेट नहीं कर रहा हूं कि सोशल मीडिया पर जाने वाले कॉंटेंट पर कुछ नियंत्रण होना चाहिए या नहीं। व्यक्तिगत तौर पर मेरा सोचना है कि सोशल मीडिया पर ऐसी बहुत सी बेकार या गलत सामग्री होती है, जिसे वहां नहीं होना चाहिए। ऐसे कॉन्टेंट को वहां न देखकर मैं भी यकीनन खुश होऊंगा। लेकिन इसका तरीका वैसा नहीं हो सकता जैसा कि सरकार सुझा रही है-हर सामग्री की हर मिनट जांच। अगर ऐसा अनिवार्य हुआ तो नेट पर जितनी बड़ी मात्रा में कॉन्टेंट होता है, उसके लिए हर किसी को जो नेट से जुड़ा है कुछ और करने के बजाए हर समय बस इस पर ही नजर रखनी पड़ेगी। जब आप किसी असंभव काम की बात करते हैं, तो आपको उसके जवाब में होने वाली प्रतिक्रियाओं के लिए भी तैयार रहना चाहिए, जैसा कि रिऐक्शन सरकार को मिला है और उम्मीद है कि सरकार ने उससे सबक सीखा होगा।

यकीनन सोशल मीडिया दोधारी तलवार है, लेकिन इसमें नकारात्मक के बजाय सकारात्मक पहलू अधिक है। बड़े दुख की बात है कि सरकार में ऐसे लोग भरे हुए हैं, जो सोचते हैं कि वह दुनिया को समझते हैं। इन लोगों की परिस्थितियों पर कोई पकड़ नहीं है। चुस्त टीम अन्ना और उनके समर्थकों ने जिस तरह मीडिया को हथियार बनाया, उसके सामने लगातार इनके चेहरे लाल पड़ गए।

फिर से सरकार के डर्टी ट्रिक्स डिपार्टमेंट की बात करते हैं। जो चीजें एकदम साफ दिख रही थीं उन्हें भी जिस तरह से बार-बार इन लोगों ने धूमिल करने की कोशिश की, उस पर अवाक ही हुआ जा सकता है। सरकार कितनी बार प्रदर्शनकारियों के तर्कों को मानने के बाद मुकर गई यह कोई मजाक नहीं है।
जब पूरी संसद ने 'सेंस ऑफ हाउस' के आधार पर अगस्त में अन्ना हजारे से रामलीला मैदान पर किए गए अनशन को तोड़ने का अनुरोध किया था, तब उस सेंस का मतलब था कि टीम अन्ना की मांगों पर गंभीर होने का संकेत देना। अब सरकार उनकी हरेक मांग को बेशर्मी से खारिज कर रही है। यह अवांछनीय है। सरकार के इसी व्यवहार और बार-बार सामने आ रहे घोटालों से अधिकांश लोगों के अंदर गुस्सा बढ़ रहा है और वे अपने को ठगा महसूस कर रहे हैं। इसी वजह से यह आंदोलन अपनी गति नहीं खो रहा है और मूवमेंट को ताकत मिल रही है।

मैं एक बार फिर कह रहा हूं कि टीम अन्ना की कुछ मांगें हो अव्यावहारिक लगती हैं। लेकिन, यह नहीं भूलना चाहिए कि आकाश में पहुंचने के लिए सितारों का लक्ष्य रखना पड़ता है। पुराने माल (सिस्टम) को नए पैकेजिंग में पेश करके टीम अन्ना को इसी से संतोष करने के लिए कहने ले नहीं चलेगा। और, जब वे इस पूरे मसले को आहत करने वाले तरीके से साधने की कोशिश करते हैं तो यह अपने पैर पर कुल्हाड़ी मारने जैसा होता है। अब इतने समय में बार बार अपना ही नुकसान करने में सरकार के इन पिठ्टूओं ने महारत हासिल कर ली है।

उनके इसी रवैये के चलते हर चीज को नुकसान पहुंच रहा है। दुनिया में हमारी पहचान एक भ्रष्ट समाज के तौर बन रही है, जबकि इस आंदोलन को अभूतपूर्व करार दिया जा रहा है।

ऊपर से ईमानदार दिखने वाले लेकिन मंशा से बेईमान लोगों को एक साथ लेकर एक विचार विमर्श करना कितना मुश्किल हो सकता है! यह सब समझना काफी मुश्किल है। अवधारणा को मैनेज करना मुश्किल है। पिछले दिनों सरकार ने अपने कृत्यों से अपनी विश्वसनीयता को काफी हद तक खो दिया है। कुछ लोगों को बातचीत से बाहर करके शुरू से इस मसले पर काम करना सरकार के लिए अच्छा होगा। जैसा कि मैंने कहा, आंदोलन में कुछ तर्कसंगत आवाजें हैं और सरकार की ओर से गंभीर कोशिश भी। गंदी चाल चलने वालों को इस सबसे बाहर करने का आंदोलन के नेता और जनता द्वारा वेलकम किया जाएगा। एक बार कोशिश करके देखिए!

कानून बदलने के लिए दिया विधेयक, सूचना मांगने का कारण बताना होगा

महाराष्ट्र के शिरडी संसदीय क्षेत्र से शिवसेना सांसद हैं भाउसाहब वाकचौरे। 39 साल की सरकारी नौकरी से हुई आय से सांसद बन गये। इन्होंने सूचना कानून में संशोधन के लिए एक निजी विधेयक पेश किया है। दो सितंबर 2011 को लोकसभा में पेश हुआ यह विधेयक। चाहते हैं कि सूचना मांगने वाले नागरिक से इसका कारण पूछा जाए कि उसे सूचना क्यों चाहिए। अगर अधिकारी को लगे कि नागरिक की मांग सही नहीं, तो सूचना देने से इनकार कर देगा। विधेयक में यह प्रावधान किया गया है कि सूचना मांगने वाला नागरिक तत्संबंधी कारण बताएगा और कारण नहीं बताने पर या अपर्याप्त कारण बताने पर जनसूचना अधिकारी उसके आवेदन को अस्वीकृत कर देगा।

सूचना का अधिकार अधिनियम 2005 की धारा छह-दो में स्पष्ट प्रावधान है कि नागरिक को सूचना मांगने का कोई कारण या अन्य कोई व्यक्तिगत विवरण बताने की जरूरत नहीं। उसे सिर्फ अपना संपर्क पता देना है। लेकिन सांसद महोदय ने जो संशोधन दिया है, उसके अनुसार नागरिक को यह कारण बताना होगा कि उसे सूचना क्यों चाहिए।
इस निजी विधेयक से स्पष्ट है कि हमारे जनप्रतिनिधि जनता से कितने कट गये हैं। उन्हें नहीं पता कि दुनिया कितनी आगे निकल गयी है। नागरिकों, खासकर नौजवानों की लोकतांत्रिक आकांक्षाएं काफी बढ़ चुकी हैं। उनमें देश का मालिक होने का एहसास पैदा हो रहा है। नागरिकों में मालिकाना का एहसास होना या ओनरशिप की तरफ बढ़ना लोकतंत्र के लिए सकारात्मक चीज है। लेकिन संसद में यह विधेयक पेश करने वाले सांसद महोदय की नजर में सूचना मांगने वाले लोग असामाजिक तत्व हैं, जो अधिकारियों का भयादोहन करने या धन ऐंठने के लिए सूचना मांगते हैं।
नागरिकों के प्रति ऐसी नकारात्मक धारणा रखने वाले सांसद से अब शिरडी के मतदाताओं और देश के नागरिकों को यह पूछना चाहिए कि वह नागरिक अधिकारों को संकुचित क्यों करना चाहते हैं। इससे पहले कि सांसद महोदय कानून बदलवा दें, उनसे जो पूछना हो, पूछ लें।
सांसद महोदय कह सकते हैं कि सारे नागरिकों पर आरोप नहीं लगा रहे, बल्कि सिर्फ गलत करने वालों की बात कर रहे हैं। लेकिन ध्यान रहे कि उन्होंने जो संशोधन पेश किया है, उसकी चपेट में तो सारे नागरिक आएंगे।
हमें सूचना क्यों चाहिए? महाराष्ट्र के ही मुंबई के तीन नटवरलाल ने दस साल पहले पटना की आईडीबीआई बैंक पटना से लगभग 22 करोड़ रुपये लोन लिया। रांची के टुपुदाना में तीन कारखाना खोलने के बहाने लिया गया लोन गटक गये। यह जनता की गाढ़ी कमाई का पैसा था। इन कारखानों के लिए आदिवासियों को विस्थापित करके रियाडा द्वारा ली गयी जमीन भी अब तक बेकार पड़ी है। न आदिवासियों के लिए खेती में काम आयी, न कारखाना खुला। हमने आरटीआई से इसका डिटेल निकाला, अखबार में कई किस्‍तों में उजागर किया।
सांसद महोदय के अनुसार हमें आईडीबीआई बैंक को बताना होगा कि यह सूचना क्यों चाहिए। क्या आप हर किसी को बताते चलेंगे कि आप एक असामाजिक तत्व नहीं हैं? क्या यही हैसियत रह जाएगी भारत के स्वतंत्र नागरिकों की?
आखिर किसके प्रतिनिधि हैं भाउसाहब वाकचौरे? अगर वह जनप्रतिनिधि हैं, तो क्या शिरडी क्षेत्र के मतदाताओं ने उन्हें ऐसा जनविरोधी विधेयक पेश करने का सुझाव दिया है? क्या सांसद महोदय अपने क्षेत्र या देश के किसी भी हिस्से में नागरिकों के बीच जाकर अपने विधेयक के पक्ष में राय लेना चाहेंगे? क्या उनके संसदीय क्षेत्र में एक जनमत संग्रह कराकर देखा जाए कि नागरिक उनके विधेयक के बारे में और खुद उनके बारे में क्या राय रखते हैं? क्या किसी सांसद को अपनी मरजी से कुछ भी करने, पूछने के लिए छोड़ दिया जाए या कि इससे पहले उसे अपने मतदाताओं की राय लेने का कोई प्रयास करना चाहिए? महाराष्ट्र में सूचना आंदोलन काफी मजबूत है। विडंबना है कि सांसद महोदय ने नागरिकों के बीच जरा भी चर्चा की होती तो वह ऐसा जनविरोधी विधेयक पेश नहीं करते। अब समय आ गया है, जब हम ऐसे बुनियादी सवालों पर सीधी बात करें।
इंटरनेट पर उपलब्ध सूचना के अनुसार सांसद महोदय की संसद में उपस्थिति मात्र 65 फीसदी है। 39 साल सरकारी नौकरी के कारण गोपनीयता और लालफीताशाही के पक्षधर हैं। कई संगठनों से भी जुड़े रहे। सरकारी नौकरी और संगठनों में रहते हुए आखिर कितना पैसा बचा लिया, जो आज के महंगे दौर में चुनाव जीत गये? क्या सरकारी नौकरी में रहते हुए उन्होंने शिवसेना को अनुचित लाभ पहुंचाने वाले ऐसे कार्य किये, जिसका पुरस्कार उन्हें पार्टी टिकट के रूप में मिला? अगर हां, तो क्या किसी कानून के तहत इस पर कार्रवाई हो सकती है? जिन पदों पर और जिन संगठनों में रहे, उनमें क्या वाकई कुछ ऐसा है, जिसका इतिहास खुलने का उन्हें भय है?
अगर हमें लोकतंत्र को मजबूत, प्रभावी बनाना है तो नागरिकों के प्रति नकारात्मक रवैया रखने वाले नेताओं-अधिकारियों से दो-टूक सवाल पूछने ही होंगे। यहां श्रीमान सांसद जी के बारे में लोकसभा की साइट पर मौजूद सूचना प्रस्तुत है –

भ्रष्टाचार के मामलों में विपक्षी दलों और सिविल सोसायटी के हमलों का निशाना बनी मनमोहन सिंह सरकार ने नौकरशाही पर लगाम कसने के लिए जबरन रिटायरमेंट और रिटायर होने के बाद पेंशन में कटौती का महत्वपूर्ण फैसला लिया है। भ्रष्टाचार पर वित्त मंत्री प्रणव मुखर्जी की अध्यक्षता वाले मंत्री समूह की पहली रिपोर्ट में ये सिफारिशें की गई हैं, जिन्हें सरकार तत्काल लागू करने जा रही है।

नई व्यवस्था के तहत पेंशन में 10 % की मामूली कटौती 5 साल के लिए और कड़ी सजा के तौर पर कटौती उम्र भर हो सकती है। सूत्रों के अनुसार, भ्रष्टाचार के दोषी लोक सेवकों के मामलों को फास्ट ट्रैक कोर्ट में निपटाया जाएगा। ऐसी 71 स्पेशल सीबीआई कोर्ट में से बाकी 61 कोर्ट तेजी से बनाने के लिए यह मामला राज्य सरकारों के समक्ष उठाने और हर चौथे महीने इसकी समीक्षा का फैसला किया गया। सरकार ने परामर्श संबंधी प्रक्रिया को कुछ स्तरों पर खत्म करने का भी फैसला लिया है। लोकसेवकों पर मुकदमे की मंजूरी मिलने में देरी को ध्यान में रखते हुए मंत्री समूह का मानना है कि यह बहुत जरूरी है कि मंजूरी के बारे में निर्धारित 3 महीने में फैसला लिया जाना चाहिए। संबंधित अथॉरिटी से इसकी मंजूरी नहीं मिलने पर अगली अथॉरिटी से मंजूरी मांगी जा सकती है। अगर यह अथॉरिटी मंत्री है और मंजूरी नहीं देता, तो इसका आदेश 7 दिन के अंदर प्रधानमंत्री के पास जमा करना होगा। हर मंत्रालय और विभाग के सचिव कैबिनेट को बताएंगे कि मंजूरी का कोई भी आवेदन 3 महीने से ज्यादा लंबित नहीं है।

गौरतलब है कि इन दिनों सरकार पर मजबूत लोकपाल बिल बनाने का भारी दबाव है, जिसके तहत राजनीतिक भ्रष्टाचार के अलावा नौकरशाही में फैले भ्रष्टाचार पर अंकुश लगाने की मांग सब तरफ से की जा रही है। माना जा रहा है कि सरकारी कर्मचारी के लिए रिटायरमेंट के बाद भी जुर्माने का कानून भ्रष्टाचार को रोकने में अहम भूमिका निभाएगा, जबकि अभी तक ऐसे मामलों में रिटायरमेंट के करीब पहुंचे सरकारी कर्मचारी को मामूली जुर्माने के बाद छोड़ दिया जाता है या फिर सभी लाभों के साथ रिटायर कर दिया जाता है, जिसे बदलकर पेंशन में 20 प्रतिशत कटौती के साथ जबरन रिटायरमेंट में बदला जा सकता है। हालांकि काम नहीं करने पर जबरन रिटायर किए जा रहे अफसरों की पेंशन में कटौती नहीं की जाएगी।

नई दिल्ली।। अन्ना हजारे के आंदोलन के बाद देशभर में राज्य सरकारों ने जनता से जुड़े कामों को तय समय सीमा में पूरा करने, लापरवाह अधिकारियों के खिलाफ जुर्माना करने और भ्रष्टाचार निवारक संस्थाओं को अधिकार देने जैसे कदम उठाने शुरू कर दिए हैं।

मध्य प्रदेश और बिहार सार्वजनिक सेवाओं को ज्यादा प्रभावी तरीके से मुहैया कराने संबंधी कानून पहले ही लागू कर चुके हैं, वहीं छत्तीसगढ़, हिमाचल प्रदेश और दिल्ली भी इस दिशा में काम कर रहे हैं। मध्य प्रदेश में शिवराज सिंह चौहान सरकार ने जनसेवा गारंटी अधिनियम को लागू कर 1 साल से भी कम समय में 36 लाख शिकायतों को निपटा दिया है।

बिहार ने सार्वजनिक सेवा में खामियों से जनता को छुटकारा दिलाने के प्रतीकात्मक कदम के रूप में बीते स्वतंत्रता दिवस पर सेवा का अधिकार अधिनियम लागू किया है। यहां जुर्माने की अधिकतम राशि 5,000 रुपये है। हिमाचल प्रदेश ने मॉनसून सत्र में हिमाचल प्रदेश जनसेवा गारंटी विधेयक-2011 पास किया है। इस अधिनियम में भी अधिकतम 5,000 रुपये जुर्माने का प्रावधान है।

इसी तरह दिल्ली में भी 15 सितंबर से समयबद्ध सेवा आपूर्ति नागरिक अधिकार अधिनियम-2011 लागू हो जाएगा। हालांकि इस अधिनियम में लापरवाह अधिकारी के खिलाफ मात्र 200 रुपये के जुर्माने का ही प्रावधान है। राजस्थान मंत्रिमंडल ने भी राजस्थान सार्वजनिक सेवा आपूर्ति गारंटी विधेयक-2011 को राज्यपाल की मंजूरी के लिए उनके पास भेजा है।

छत्तीसगढ़, लोकसेवा गारंटी अधिनियम को अंतिम रूप देने में लगा हुआ है। उत्तर प्रदेश का कहना है कि उसके पास पहले से इस तरह का एक कानून है। उड़ीसा में भी सभी विभागों को निर्देश दिया है कि वे सार्वजनिक प्राधिकरणों द्वारा मुहैया कराई जा रही सेवाओं के विवरण अपनी वेबसाइट्स पर उपलब्ध कराएं।

पंजाब के मुख्यमंत्री प्रकाश सिंह बादल, सेवा का अधिकार कानून लाना चाहते हैं, जिसका उद्देश्य शासन में सुधार लाना है। जम्मू एवं कश्मीर ने राज्य जवाबदेही आयोग के प्रमुख पद पर एक रिटायर्ड जज की नियुक्ति की है। यह आयोग हाल तक नेतृत्वविहीन था।

महाराष्ट्र भी लोकायुक्त को व्यापक अधिकार देने की योजना बना रहा है। असम प्रभावी लोकपाल की वकालत कर रहा है, जबकि झारखंड शीतकालीन सत्र में भ्रष्टाचार निवारक विधेयक विधानसभा में पेश करेगा। महाराष्ट्र भी काम में लेटलतीफी करने पर अपने अधिकारियों पर शिकंजा कसने की तैयारी कर रहा है।

कौन दे रहा है पार्टियों को इतना चंदा?

नई दिल्ली ।। राजनीतिक दल अपने चंदे का बड़ा हिस्सा ऐसे स्रोतों से जुटा रहे हैं, जिनके बारे में कोई जानकारी नहीं है। वे जो इनकम टैक्स रिटर्न दाखिल करते हैं, उनसे तो ऐसी ही बात सामने आई है। कांग्रेस, बीजेपी, एनसीपी और बीएसपी ने बीते 5 बरसों के दौरान चंदा देने वालों की जो लिस्ट और रिटर्न दाखिल किए हैं, उनसे साफ होता है कि इन दलों ने उन दानदाताओं की पहचान नहीं उजागर की है, जिनसे उन्हें ज्यादातर फंड मिलते हैं।

मसलन, 2004-05 से लेकर 2008-09 तक कांग्रेस ने कूपनों की बिक्री से कम से कम 978 करोड़ रुपए जुटाए, लेकिन उसने अधिकारियों को सहयोग देने वालों की कोई लिस्ट नहीं मुहैया कराई। इसकी तुलना में इसी अवधि में कांग्रेस ने चंदा देने वालों के नाम पर महज 85 करोड़ रुपए जुटाए।

बीजेपी विपक्ष में रहते हुए चंदा जुटाने में उतनी कामयाब नहीं रही है। उसने 2005 से 2009 के बीच आजीवन सहयोग निधि कूपनों की बिक्री से 32 करोड़ रुपए हासिल किए। इसके मुकाबले उसे ज्ञात दानदाताओं से 95 करोड़ रुपए मिले।

जहां तक बीएसपी का सवाल है तो वह आकार छोटी होने के बावजूद फंड जुटाने में ज्यादा कामयाब रही है। पार्टी को 2007-08 से 2008-09 के बीच यानी महज दो बरसों में 200 करोड़ रुपए का नकद चंदा मिला। बीएसपी ने उसे सहयोग करने वालों के बारे में कोई जानकारी नहीं दी है। पार्टी का दावा है कि सारे चंदे 20 हजार रुपए से कम हैं। जब इनकम टैक्स अधिकारियों ने चंदा देने वालों की पहचान उजागर करने की कोशिश की, तो बीएसपी ने दलील दी कि उसे नकद धनराशि देने वाले पार्टी के गरीब समर्थक हैं, जिन्होंने पार्टी नेता मायावती के प्रति प्रेम के चलते ऐसा किया।

रीप्रेजेंटेशन ऑफ पीपल्स एक्ट के मुताबिक, राजनीतिक दलों को किसी शख्स या कंपनी की ओर से प्राप्त 20 हजार रुपए तक के चंदे की जानकारी देनी होती है। इस मामले से परिचित लोगों का कहना है कि यह महज इत्तफाक नहीं है कि ज्यादातर चंदे 20 हजार रुपए से ऊपर नहीं होते, जिसके चलते दान देने वालों की पहचान जाहिर नहीं हो पाती। इस मुद्दे ने भ्रष्टाचार के खिलाफ मुहिम चलाने वाले एक्टिविस्ट का ध्यान खींचा है और उन्होंने राजनीतिक फंडिंग में पारदर्शिता लाने के लिए मुहिम चलाने का फैसला किया है।

स्विट्जरलैंड में काला धन रखने वाले भारतीयों की अब खैर नहीं है वहां कि सरकार इस तरह की जमा राशि पर टैक्स लगाएगी।

इस बारे में स्विट्जरलैंड के वित्त मंत्रालय ने कहा कि उनका देश ऐसे धन पर टैक्स लगाने को तैयार है लेकिन कोई भी निर्णय लेने से पहले दोनों देशों के बीच बातचीत होगी। जर्मनी और इंग्लैंड के साथ स्विट्जरलैंड ने ऐसी संधि कर ली है और काला धन रखने वाले वहां के नगारिकों पर टैक्स लगाना शुरु कर दिया है

इस टैक्स को फाइनल विथहोल्डिंग टैक्स कहा जाता है इसके तहत 27 प्रतिशत से 48 प्रतिशत तक टैक्स काला धन पर लगेगा। इंग्लैंड के साथ संधि के तहत वहां के नागरिक जिनका काला धन वहां जमा है, अगर वे यह टैक्स देने को राजी नहीं होंगे तो स्विट्ज़रलैंड की सरकार उनका नाम उजागर कर देगी।

भारत भी काले धन पर टैक्स लगाने की बात कह रहा है अगर यह संधि हो जाती है तो सरकार को इस टैक्स से ही इतना पैसा आ जाएगा कि उसका बजट घाटा पूरा हो जाएगा। समझा जाता है कि वहां के बैंकों में भारतीयों का एक लाख करोड़ डॉलर से भी ज्यादा काला धन जमा है।

Kejriwal: 'I will not compromise with corruption'

In the first of a two-part interview with Sheela Bhatt, Arvind Kejriwal, the Magsaysay Award winner in 2006, explains his motivation and his methods:

What was on your mind when you started this movement? At the end of it, how do you feel?

Firstly, it is not (Kisan Baburao 'Anna' Hazare ending his fast) the end of the movement. It is the process that is going on.

What we had in mind and we still have in mind is the enactment of a strong Jan Lokpal bill. Anna's fast was just part of the process. It appears to be a long process.

Did you expect the movement to take shape in the manner it did?

No. We never expected such a huge turn-out.

Many people feel your capacity to draw crowds made the movement successful. Did you manage the crowd or was it spontaneous?

How can we manage the crowd? We don't have money to get people and bring them there (New Delhi's Ramlila Maidan and elsewhere). We don't have the resources to book buses and transport them. What do you mean by managing the crowd?

I mean, you have contacts in the NGO networks... You may have called all of them and got the crowds.

If you contact all the NGOs in the country it won't sum up the crowd that came on the streets.

What's your reading: Why did people support you?

I think there are three reasons.
First, there is huge anger against mis-governance, corruption and injustice that the present establishment is perpetuating.
Second, this was not an anti-corruption movement. This is a movement which is talking about one of the solutions in the form of the Jan Lokpal bill.
The third factor is the leadership of Anna Hazare that combines spirituality with politics, which is a rare combination.
I will not say that he is as big in stature as Mahatma Gandhi, but he has a few similar characteristics. As we know, Gandhi combined spirituality with politics.
So, when Annaji said there is corruption and there is a Jan Lokpal bill, some people may not have understood what it is. But they thought if this man, who is a fakir and who has no assets and no liabilities, is saying that it his prescription for solving corruption then he must be right.
That's why large crowds flocked in support of the movement.
Some people say it reminded them of the Jayaprakash Narayan movement in the mid- 1970s. Others say the crowds resembled supporters of the Mandal agitation. Some dismiss it as a movement only supported by the middle-class.
I don't think this allegation sticks anymore. All over the country, people from the villages came to the cities to join the movement. At the Ramlila Maidan, people from surrounding villages came in big numbers. (The well-known social scientist) Yogendra Yadav said he visited several villages and he saw that village after village participated in the movement. I don't think it was just a middle-class movement.
It is said you are an unreasonable negotiator.
That is a very wrong impression that is doing the rounds. We were in the forefront of the movement, so allegations are being made against me, Kiranji (Bedi) and Prashant (Bhushan). We have a core committee that decides the set of demands.
When we go for negotiations the committee gives us the mandate under which we have to negotiate. We are given elbow space for negotiations. We stick to it. Before going to any meeting we take Annaji's permission.
You started the movement saying you wanted the Jan Lokpal bill by August 30. What you have now is merely a 'sense of the House' which is not binding on anybody. Why did your negotiations fail?
(Kejriwal does not refute the contention that the negotiations failed.)
When we started this (Hazare's fast) we were very confident that with the kind of public turnout, the present government would be sensitive to public sentiment. This is what democracy is all about. We had complete faith in Indian democracy.
But as time passed, the government'S insensitivity towards the public became very clear. It was almost like... they just don't care for the people and they just don't care for the number of people. So, 'the wall' that existed between the government and the people... slowly it became clear that the wall had a much deeper foundation.
It is a huge wall. There is complete disconnect between the people and the present government.
Secondly, it also became clear that present government has no leadership. We were talking to someone, he made some promises, and he went back on his promises. Then you speak to someone else, he made promises, and again he went back on his promises. You didn't know whom to talk to.
In the first round of talks, we asked (Finance Minister) Pranab Mukherjee and (Law Minister) Salman Khurshid what are the sticky issues in our Jan Lokpal bill. They gave us three issues: The Citizens Charter; covering the lower bureaucracy, and the appointment of Lokayuktas in the states.
Annaji decided to stick to these three issues, which were the issues that also affected the common man.
These three issues were 'sticky' from the government's point of view, right?
Yes. They said broadly the Jan Lokpal bill is fine with us except for these three sticky issues. So, Annaji said he would not end his fast till Parliament and the government accepted these three demands.
That is a little strange. The government said they have a problem with these three issues and still they agreed to give up on these three issues on a platter.
Exactly. That is why Anna said he is asking for these three demands. These three issues deal directly with the common man.
Lots of people say it is difficult to understand you.
Lots of people tell me I am straightforward. They say main tho bahut seedha hoon (I am very straight).
Your critics say you are a megalomaniac. People say you are on a high because people are flocking around you. In public life, you know the importance of perception and reality. Can you explain why such an image is being formed about you?
That you should ask the people who are forming such an image. See, for the first time we are struggling against such politics. Image tho banayi jati hai (image gets formed). In government, there are people giving twists to the issue.
To begin with they attacked our credibility, aggressively. That didn't work out.
Now, they are left with no weapon. So, now they are bent upon showing that Anna Hazare is not one with others in Team Anna. They are trying to show us divided. They are creating the perception that Team Anna has hardliners and 'softliners.'
Who are you? A hardliner?
Why am I in the movement? I have a desire to see that a strong Jan Lokpal bill gets enacted. I drafted the initial drafts of the Lokpal bill. I am doing whatever is necessary to get a strong Jan Lokpal bill.
In the process, if you allege that I am not flexible, then tell me how do I compromise with corruption? Where do I compromise?
I completely disagree if someone says that corruption of junior government officers should be overlooked.
We must bring them under the ambit of the Jan Lokpal bill. I don't regret it if on the basis of such arguments I am branded a hardliner.
Those who know you for many years tell us your mind is a closed mind because you think what you believe is the only truth.
This is totally false. If it was so, then we would not have made 14 versions of the Jan Lokpal bill. If you compare the first draft of the Jan Lokpal bill and the latest version, you will find jameen-aasman ka farak hai (there is a huge difference).
We travelled all over the country. We got many suggestions. If we were stubborn or if we were not ready to bend, then our draft would not have been modified so many times.
One very serious allegation against you is that you created Brand Anna. This movement, some critics think, is the successful launching of Brand Anna.
In your profile feature in Caravan magazine it is mentioned that you told Anna Hazare: 'Instead of the Gandhi of Maharashtra, we'll make you the Gandhi of India.'
I have not said any such thing to Anna.
Anyway, you went to Maharashtra. You brought Hazare to New Delhi.
We requested him to come to New Delhi. He was not 'brought. There is a difference.
He read the Jan Lokpal bill. He liked it. He said that he kept fighting on issues related to corruption. He told me, "You are talking of such a Lokpal which will hit at the root of corruption."
He said we activists will not have to go after, say, a public distribution scandal or the NREGA (National Rural Employment Guarantee Act) scandal in a piecemeal manner. He liked the idea because he thought that the Lokpal will addresses the fundamental issue.
You had worked in north India. You had an idea that Anna Hazare's personality would suit your...
(Rushes to react) I know Annaji since 2003-2004. I had a chance to see him when we were fighting for the Right to Information Act.
Where did you meet him for the first time?
I don't recollect exactly where we met but...
What clicked between you?
I liked him. He is very genuine about issues. He is without frills and the rhetoric of ideologies of the Left, Right or centre. He goes straight to the issue. He understands the problem, searches for the solution.
He will do everything for a solution to an issue. He is a straightforward man. He is a simple and spiritual man. I like that.
Some critics say he is not a simple man, he is a simpleton. He has been successful at the level of village mukhiya (headman) and you are trying to make him a national figure.
I completely disagree. This is belittling Anna Hazare. This is belittling his wisdom.

Arvind Kejriwal: The man the govt loves to hate

Sheela Bhatt profiles Arvind Kejriwal, a crucial member of Team Anna, who has emerged as one of the key players in the movement for a strong anti-corruption law.
A new leader is born. Arvind Kejriwal these days is one of the most frequently interviewed leaders of Anna Hazare's team.
It is not that he was an unknown entity before. He won the prestigious Magsaysay Award in 2006 for his contribution to the common man's right to information. Before he attained celebrity status during Hazare's fast, he ran a non-governmental organisation called Parivartan and is one of the brains behind the India [Against Corruption campaign.

Along with Hazare, Kejriwal, 43, has shaken the government, enthused sections of Indian youth and changed the course of public debate. All that in a few weeks! All this because he teamed up with Hazare.
In Team Anna, several different personalities have clicked. A conventional social worker, a maverick former police officer, a lawyer with conviction and a representative from the middle class with a crusader's zeal have nothing in common between them, but they have done something that political parties with disciplined organisational structures have not been able to do.
Kejriwal is, largely, considered the brain behind the Hazare phenomenon.
In person, he comes across as a simple, but stubborn man, with no material taste. He wears trousers that seem a size too big, his shirts are what government clerks in small towns wear. His body seems weak. These days he constantly coughs and hardly sleeps. He is severely diabetic and says he does not have much personal wealth.
His small family lives in Kaushambi on the outskirts of New Delhi. His wife, who zealously keeps a low profile, works in the income tax department and takes care of their two children in her activist husband's absence.
It sound unbelievable to anyone who saw and heard him in the run-up to the end of Hazare's fast on August 28 -- when he delivered a 20+ minute speech at the Ramlila Maidan -- but he is basically an introvert. He smiles rarely, but he always looks into the eyes of the person whom he is talking to. He is media savvy and a clever communicator. He has a clear picture of what he wants to do and is quite assertive about it.
He is comfortably a part of the 'new India' and he uses the fruits of liberalisation in communication and technology with elan.
Kejriwal has a penchant of going into the nitty-gritty of the subject at hand. At times, he is too argumentative. Cabinet ministers Pranab Mukherjee, Palaniappan Chidambaram and Salman Khurshid found him unrealistic, his demands almost absurd and were exasperated by his tough posture.
Kejriwal finds these powerful ministers not just unreliable, but uncaring of the people's demands. Currently, he is anxious about the support he may or may not get from the political parties in his endeavours in the coming months. That keeps him stressed. He will attend a Vipassana meditation course in Jaipur for ten days in mid-September.
The coming days will reveal if Kejriwal is a man of substance or not. How he navigates the emotions generated during Hazare's fast at the Ramlila Maidan to get an irreversible outcome from the establishment in curbing corruption will be watched.
His critics in the government want him removed from the scene, but less harsh minds think he is self-righteous and his assessment of the Indian political class is unrealistic.
If you debate his weaknesses with him, one finds that his contemptuous view of the political class may be a blessing that keeps him going with the hope that one day he will achieve a strong Jan Lokpal.
Kejriwal has no halo like Hazare, but the government knows it has to deal with him. That is why he is under scrutiny. Social activist Aruna Roy, once Kejriwal's associate in the Right to Information campaign and a member of the government's National Advisory Council, has said that Hazare's team does not respect dissent from others while they dissent with the government.
Some find in Kejriwal shades of an autocrat who wants to dominate Hazare and his mind. He is accused of manipulating the Indian instinct for idol worship to achieve his goals.
Author-activist Arundhati Roy has strongly discredited the Hazare movement. Team Anna is a bit rattled by her criticism. The Congress party's major accusation is that the India Against Corruption campaign is a right-wing movement with a hidden Rashtriya Swayamsevak Sangh agenda. Kejriwal's alleged comfort level with anti-Congress political forces disturbs government ministers greatly.
Kejriwal may emerge as an impressive leader who can articulate his views clearly. But he has not, so far, proved to be a successful negotiator. In real terms, Team Anna's movement to enact the Jan Lokpal Bill has not achieved substantial success. The Ramlila Maidan fast's success has given Team Anna a moral edge, but nothing more.
Most of the criticism of Kejriwal could be attributed to envy. But he is trying to convince whoever cares to listen -- "Leave me alone, talk about my agenda."
Congress leaders allege, privately, that Kejriwal has logistical support and funds, supplied by a couple of corporate houses including a leading automobile major, and two media barons, to do whatever he dreams of. Kejriwal staunchly refutes charges that he has the kind of resources which Congress leaders allege.
Right now, his only strength is that middle-class India's support to the Hazare movement appears to be increasing. Like Hazare and another Team Anna member, lawyer Prashant Bhushan, Kejiral is stunned to see that after the Ramlila event they have a sturdy platform to fight a long-drawn battle.
Team Anna is facing a crucial moment full of possibilities that could lead India to commit itself, through Constitutional means, to fight corruption. But seeing the mood of the Congress and the Bharatiya Janata Party, it is likely that Team Anna will achieve only mixed results, in the best possible scenario.
The original draft of the Jan Lokpal Bill is already buried. It is also possible that the government's pressure and tactics can break Team Anna's cohesion. Another issue is that Team Anna wants to achieve something while bargaining with vital constituents within the framework of the Indian Constitution, but it fought and mocked the very same constituents during the Ramlila Maidan event. This is an inexplicable and inherent contradiction.
Team Anna and the government do not have any common meeting ground. Congress General Secretary Rahul Gandhi's strong stance and body language, while speaking in the Lok Sabha on August 26, is testimony to this. The BJP is merely grabbing its opportunity by supporting Team Anna and making politically correct noises. The people in power and members of Parliament just do not want to acknowledge Team Anna's success.
They do not want to endorse what some experts have said -- that Team Anna has brought the middle-class into the political discourse. Ranbir Sammadar, director of the Mahanirban Calcutta Research Group, noted on Monday that 'The legitimacy of the streets has increased' due to Hazare's movement.
The middle class is back in the public discourse and that will be Kejriwal's weapon in coming days.
Kejriwal is a dreamer from small-town India who arrived in the national capital with clear thinking of how to make changes in the real India. He is no less a dreamer than the czars of corporate India who want to see the nation on the path of development.
The government, which is in a mood for confrontation, will have to accept one day that, in the short term, Kisan Baburao 'Anna' Hazare and his team are the current reality. Government ministers will also see that Kejriwal has an agenda to change India. One can ridicule him, but one will not be able to suppress him easily with or without Hazare.
Kejriwal is looking for the decentralisation of power that the Indian establishment wields. He wants to see the power gifted by the Constitution to govern and shape this vast country shift from the national and state capitals to the villages. Kejriwal wants Swaraj. Hearing such talk, powerful ministers and government supporters laugh at him and Team Anna.
In this tussle, the income tax department, Kejiwal's former employer, sent him a notice to recover dues from 2007 onwards when he worked in the government's IT wing as an Indian Revenue Service officer.
In Parliament, the government wants a privilege motion issued against another Team Anna member, Kiran Bedi [ Images ]. The government, it appears, has not learnt lessons after bungling Hazare's arrest on August 16 and sending the Maharashtra-based social activist to Tihar jail.
Kejriwal's everyIndian looks, dress sense and his 'aam aadmi' Hindi misled the people in power and some Opposition leaders to treat him as just another 'ordinary activist' who could be humbled by the use of State power.
This arrogance misled the government on August 16 and will likely mislead it again.
The wind is blowing in Kejriwal's favour. It is time the government takes notice of the challenge he poses. It appears the government is underestimating Hazare, Kejriwal and Bhushan's pursuit of the anti-corruption movement and overestimating the possibility of anarchy that they may bring to the established power structure.
It is possible that in this intensely psychological and riveting political war, Hazare and Kejriwal are consigned to the dustbin of history and the political class may prove cleverer and shrewder than them, but the government's counter-war cannot be motivated by vindictiveness alone.
It is time to listen to what Arvind Kejriwal says before branding him an enemy of the State or dismissing him as a stubborn megalomaniac. The government's counter-strategy needs to be on the basis of a correct assessment of the man and his mission.

Yet another terror blast. Eleven lives lost, scores injured, hundreds traumatised, millions wondering whether we will ever again live with a sense of security in the land of our birth.

The Prime Minister and the Home Minister have made statements that one does not really need to hear because, tragically enough, the very same statements are made every time a terror blast takes place.

Rahul Gandhi is visiting the RML Hospital, where the injured are being taken to receive medical care. Is there a single good reason for his visit? Is the RML Hospital not equipped to take care of the injured? Will the doctors and other medical staff discharge their duties better because Rahul Gandhi is visiting? Will the injured get any relief from pain? Will those who have lost their limbs get them back? Will the family members forget even for a millionth of a fraction of a second the pain of their loved ones ?

Does he not realise that his visit throws all arrangements at the hospital awry, and that the police force will have to step up security measures, move away relatives and friends of those injured in the blast and others receiving medical care at the hospital? Are the doctors to attend to the patients or to brief him?

When will our leaders cease to make empty gestures?

If Rahul Gandhi is so concerned about the victims of the terror blasts, why does he not ask the government to take concrete, meaningful measures to improve internal security? Why does he not press for police reforms?

Here is an online petition to the Home Minister, asking him to issue directions that so long as the police authorities do not publicly declare that a visit to the site of the terror attack or the hospitals will no compromise the investigation or the interests of the victims of the attack, no one who is not directly connected with the investigation will visit the site or the hospitals, including Ministers, Members of Parliament and other VIPs. नई दिल्ली।। दिल्ली हाई कोर्ट में बुधवार को हुए ब्लास्ट पर ई मेल का सस्पेंस और गहराता ही जा रहा है। अब एक और मेल मीडिया हाउसों को भेजा गया है। इस नए मेल के मुताबिक ब्लास्ट हूजी ने नहीं बल्कि इंडियन मुजाहिदीन ने करवाया है। गौरतलब है कि बुधवार को ब्लास्ट के बाद हरकत-उल-जेहादी इस्लामी (हूजी) ने इस ब्लास्ट की जिम्मेदारी ली थी। इस मामले में अब तक जम्मू-कश्मीर से 4 और यूपी से 1 संदिग्ध को हिरासत में लिया गया है।

कुछ मीडिया संगठनों को गुरुवार दोपहर करीब साढ़े बारह बजे भेजे गए एक ई-मेल में खुद को इंडियन मुजाहिदीन का सदस्य बताते हुए छोटू नाम के एक शख्स ने कहा है कि बुधवार को दिल्ली हाई कोर्ट के बाहर हुआ ब्लास्ट हूजी ने नहीं बल्कि उसके संगठन ने कराया था। इतना ही नहीं, मेल में मंगलवार को एक और ब्लास्ट की धमकी दी गई है।

'फिर करेंगे ब्लास्ट, रोक सको तो रोक लो'
मेल भेजने वाले ने कहा है कि 'हम मंगलवार को मॉल में एक और ब्लास्ट करेंगे, रोक सकते हो तो रोक लो।' यह ई-मेल इंडियन मुजाहिदीन की ओर से ही भेजा गया है या फिर किसी ने शरारत की है, पुलिस इसकी जांच कर रही है।

किश्तवाड़ से भेजा गया था पहला मेल
गौरतलब है कि दिल्ली ब्लास्ट के ठीक बाद हूजी ने भी ई-मेल भेजकर इस ब्लास्ट की जिम्मेदारी ली थी। यह ई-मेल harkatuljihadi2011@gmail.com आईडी से कश्मीर के किश्तवाड़ से भेजा गया था। जम्मू-कश्मीर के किश्तवाड़ शहर में एक साइबर कैफे पर छापेमारी के बाद पुलिस को इस बात के पुख्ता सबूत मिले कि दिल्ली हाई कोर्ट के बाहर हुए विस्फोट की जिम्मेदारी लेने वाला ईमेल यहीं से किया गया था। पुलिस ने 4 लोगों को हिरासत में लिया है।

जम्मू से 230 किलोमीटर दूर किश्तवाड़ स्थित ग्लोबल इंटरनेट कैफे के मालिक से पूछताछ के बाद जांच अधिकारियों को इस बात की थोड़ी-बहुत जानकारी मिल गई है कि ई-मेल करने वाला व्यक्ति कैसा दिखता था। एक वरिष्ठ पुलिस अधिकारी ने गुरुवार को बताया, 'हमें इस बारे में कुछ जानकारियां मिली हैं कि उस व्यक्ति की कद-काठी कैसी थी और वह कैसा दिखता था। उसकी तलाश के लिए पुलिस दल तैनात किए गए हैं।' पुलिस ने दुकान के मालिक ख्वाजा महमूद अजीज व उसके भाई खालिद अजीज से पूछताछ की। उनके साइबर कैफे के रेकॉर्ड्स की जांच की जा रही है और यह पता लगाया जा रहा है कि बुधवार को वहां कौन-कौन पहुंचा था।

स्केच से मिलता-जुलता युवक यूपी से अरेस्ट
दिल्ली ब्लास्ट मामले में पांचवीं गिरफ्तारी यूपी के बलरामपुर से हुई है। इस युवक की पहचान शहजाद के रूप में की गई है। पुलिस के मुताबिक इस युवक की शक्ल बम ब्लास्ट के संदिग्धों के जारी स्केच में से एक से मेल खाती है।

विकिलीक्स के संस्थापक जूलियन असांज और यूपी की मुख्यमंत्री मायावती के बीच हुई तानेबाजी किसी के भी होठों पर मुस्कान ला देगी। विकिलीक्स ने खुलासा किया कि मायावती ने अपने पसंदीदा सैंडल्स लाने के लिए अपना एक प्राइवेट जेट विमान लखनऊ से मुंबई भेजा था। इस खबर के बाद मायावती ने गुस्साते हुए कहा कि असांज को पागलखाने भेज दिया जाना चाहिए। असांज मायावती के इस बयान से निश्चित तौर पर चौंके होंगे इसीलिए उन्होंने पूरी गंभीरतापूर्वक उनको यह सलाह दी कि जो कुछ उनकी साइट ने लीक किया है, वह सरकारी अमेरिकी दस्तावेज है और अगर इससे उन्हें कोई समस्या है तो वह उनसे नहीं हिलेरी क्लिंटन से इस बारे में बात करें। इसके साथ ही उन्होंने चुटकी भी ली कि मायावती को अपना प्राइवेट जेट विमान यूके भेज कर उन्हें बुला लेना चाहिए, जहां उन पर आरोप लगा कर उन्हें उनके ही घर में नजरबंद किया हुआ है। उन्होंने यह भी कहा कि वह भारत में शरण पाकर बहुत खुश होंगे और यह प्रस्ताव भी दिया कि वह मायावती के लिए इंग्लैंड से बढ़िया से बढ़िया चप्पलें भी ला सकते हैं।

मुझे पूरा विश्वास है कि बहुत से लोगों को यह संवाद मजेदार लगा होगा। मुझे भी लगा। लेकिन ईमानदारी से देखें तो, इसमें आखिर ऐसी क्या नई बात है? लीक हुए डॉक्युमेंट ने भले ही मायावती को निशाना बनाया हो लेकिन हम सब जानते हैं कि हमारे महान लोकतंत्र में ऐसा तो होता ही रहता है। अगर लीक हुए डॉक्युमेंट में कोई गड़बड़ी है तो शायद यह कि प्लेन को मायावती का निजी जेट बताया गया है। ज्यादा संभावना इस बात की है कि यह राज्य सरकार का प्लेन रहा होगा। केंद्र और राज्य सरकारों के (लगभग) सभी विमान उच्च पदाधिकारियों द्वारा इसलिए इस्तेमाल किए जाते हैं ताकि वे अपना कीमती वक्त गंवाए बिना यहां से वहां जल्द से जल्द पहुंच पाएं और जो समय बचे वह 'राष्ट्र की सेवा' में लगा सकें। बहुत ही अच्छी मंशा है!

आपको शायद याद होगा कि हाल ही में एक खबर आई थी कि जम्मू और कश्मीर के युवा चीफ मिनिस्टर उमर अब्दुल्ला छुट्टियों के दिनों में राज्य सरकार के प्राइवेट हेलिकॉप्टर का उपयोग राज्य के पिकनिक और टूरिस्ट स्पॉट पर आने-जाने में करते हैं। और यह सब वह सरकारी काम के नाम पर करते होंगे, यह मैं पूरे यकीन के साथ कह सकता हूं।

मैंने श्रीनगर में अपने एक फ्रेंड से बात की थी जो वहां की गतिविधियों से काफी करीब से जुड़े हैं। उन्होंने बताया था कि जब से यह खबर आई है तब से मुख्यमंत्री की पिकनिकें काफी कम हो गई हैं। अब यह तो काफी गैरजिम्मेदाराना रवैया हो गया! एक उच्च पदासीन व्यक्ति कैसे काम करेगा अगर उसके हर कदम पर नजर रखी जाएगी? बिल्कुल गैरजिम्मेदार पत्रकारिता है!

खैर, मजाक से हट कर बात की जाए... सच तो यह है कि विकिलीक्स ने जो 'खुलासा' किया है, वह असल में 'खुलासा' है ही नहीं। यह एक ऐसा कैंसर जो सिर्फ टॉप पॉलिटिशन्स के बीच ही नहीं बल्कि टॉप बाबूओं और यहां तक कि सेना में भी फैला हुआ है।

आमतौर पर मैं अपने सैन्य बलों को बदनाम करने से बचता हूं। लेकिन, यह तो एक खुला हुआ राज़ है कि कैसे एयर फोर्स के ट्रांसपोर्ट एयरक्राफ्ट का सीनियर ऑफिसर्स द्वारा मिसयूज किया जाता है। किसी अधिकारी का ट्रांसफर हुआ उसका पर्सनल सामान ट्रांसपोर्ट विमान से यहां से वहां (जैसे दिल्ली से गुवाहाटी) ले जाया गया और ट्रिप को बताया गया ऑफिशल। यह कोई नई बात नहीं है। सब जानते हैं कि यह नियमों के खिलाफ है लेकिन यह धड़ल्ले से होता है।

और, सरकारी बाबूओं के बारे में तो क्या कहा जाए! जब बात ऑफिशल मशीनरी के मिसयूज की आती है तो वे शायद हमारे संसाधनों के सबसे बड़े ठग हैं। नियमानुसार, उन्हें केवल सरकारी कामकाज के लिए सरकारी वीइकल दिया जाता है। हां, कुछ सीनियर अधिकारी इसका अपवाद हैं या वे लोग भी जिनको सुरक्षा कारणों से हमेशा सरकारी वाहन लेना पड़ता है। मैं निजी तौर पर ऐसे कुछ टॉप अधिकारियों को भी जानता हूं जो अपने पर्सनल वाहनों का इस्तेमाल करते हैं, खुद चलाते हैं और प्राइवेट फंक्शन अटैंड करते हैं। ये लोग एकदम अपवाद हैं। ऐसे गिनेचुने लोगों में एक पूर्व गृह सचिव भी हैं जिन्होंने अपने निजी कामकाज के दौरान सुरक्षा चिंताओं की उपेक्षा करते हुए हमेशा अपना वाहन इस्तेमाल किया।

मुझे याद आ रही है एक सरकारी अधिकारी से हुई मेरी झड़प। बात कुछ साल पहले की है जब मैं गुड़गांव के निकट एक पतली सड़क पर साइकलिंग कर रहा था। यह लाल बत्ती वाली गाड़ी थी जो इस इलाके के टॉप गॉल्फ कोर्स की ओर बेलगाम भागी जा रही थी। उस तेज़ गाड़ी से बचने के लिए मुझे हड़बड़ाकर साइकिल बिल्कुल किनारे करनी पड़ी। चूंकि गॉल्फ कोर्स ज्यादा दूर नहीं था, मैंने पीछा किया और जब अधिकारी गाड़ी से उतर रहा था, उस समय उसे पकड़ लिया। मुझे याद है - मैंने तीन चीजें पूछी थीं। पहली, उसने अपने ड्राइवर को सेफली चलाने के लिए क्यों नहीं कहा? दूसरा, वह कार पर लगी हुई लाल बत्ती का इस्तेमाल क्यों कर रहा था? तीसरा, वह गोल्फ खेलने के लिए सरकारी कार में क्यों आया है? उसने कोई जवाब नहीं दिया था, बल्कि मुझे तुच्छ समझते हुए भगाने की कोशिश की थी। उसके ड्राइवर ने मुझे धमकाया भी। मैंने यह नहीं बताया कि मैं मीडिया से हूं।

लेकिन, मैं डटा रहा और मजबूती से अपने तर्क रखे और उसे नियमों के बारे में बताया और कहा कि वह जो कुछ कर रहा है, वह गलत है। उसे बड़ा झटका लगा कि अव्वल तो कोई उससे ऐसी बहस कर रहा है और दूसरे, वह नियम भी जानता है। वह तुरंत ठंडा पड़ गया और उसने माफी मांगी।

मैं उस दिन अपनी बात कहने में कामयाब रहा था, इसका मुझे संतोष है लेकिन मुझे लगता है कि वह बात वहीं खत्म नहीं हो जानी चाहिए थी। सोचिए, कितना बढ़िया हो अगर हममें से कोई एक व्यक्ति आरटीआई दाखिल करें और पता करे कि बेहतर गवर्नेंस देने में जुटे बाबू लोग सरकारी वाहनों का किस हद तक दुरुपयोग करते हैं! मैं मानता हूं कि करोड़ो रुपए डकारनेवाले बड़े ठगों के मुकाबले इन छोटे ठगों द्वारा उड़ाई जानेवाली रकम अपेक्षाकृत काफी कम होगी, फिर भी हमारा यह कदम इस बात का संकेत दे सकता है कि हम अब जग चुके हैं और यही नहीं, उनके हर गलत काम पर सवाल करेंगे।

अब समय आ गया है कि हम उन्हें बता दें कि हमने उन्हें जनता का काम करने के लिए चुना है न कि हम पर हुकूमत करने के लिए। और, बाबू यह भी जान लें कि उन्हें 'पब्लिक सर्वेंट' ऐसे ही नहीं कहा जाता है।

Amar Singh arrested, sent to Tihar jail in cash-for-votes scam

Rajya Sabha MP and former Samajwadi Party leader Amar Singh and two former Bharatiya Janata Party (BJP) MPs were Tuesday arrested and sent to judicial custody for alleged involvement in the cash-for-votes scandal during the July 2008 trust vote in Parliament. Special Judge Sangita Dhingra Sehgal sent Amar Singh as well as Fagan Singh Kulaste and Mahavir Singh Bhagora to judicial custody till Sep 19.

Amar Singh, wearing a cream kurta pyjama, looked shocked when he heard the verdict.
He was soon whisked away by policemen.
Dismissing the interim bail plea, the judge said: "The application is at prerequisite stage to decide. Therefore, let the prosecution file the replies."
The judge also observed that grounds for interim bail are similar to that of regular bail.
Within a couple of hours of pleading for exemption from personal appearance, Amar Singh presented himself before a Delhi court, which summoned him in the 2008 cash-for-vote scam, and sought interim bail.
Amar Singh, who had earlier through his counsel sought exemption from attending the court on medical grounds, appeared before Special Judge Sangita Dhingra Sehgal armed with all his medical reports.
Making a fervent plea to the court to grant him bail on medical grounds, 55-year-old Singh said that he has only recently undergone kidney transplant at Singapore and requires intensive round the clock medicare.
Personally arguing his case for over five minutes, he said he has also developed infection in his urinary tract for which he has to visit Singapore for tests every three months, besides being in constant touch with doctors.
"I lost my kidneys and I am now living on borrowed kidneys. There are hazards of being in public life and there is infection in my urinary track which is dangerous for my borrowed kidney," said Singh.
"I was having (health) problems since yesterday. I have faith in judiciary and in the Constitution. I was treated in Mt. Elizabeth Hospital in Singapore and have to travel every three months (for medical check ups)," said Singh, pleading to the court to take note of his health condition.
On July 22, 2008, three BJP MPs waved wads of currency notes in the Lok Sabha ahead of a trust vote, alleging they were given the money to vote in favour of the Manmohan Singh government.
The chargesheet alleged that during investigation "sufficient evidence" came on record that on the morning of July 22, 2008, Amar Singh "hatched a criminal conspiracy with his secretary Sanjeev Saxena to deliver cash of Rs.1 crore as illegal gratification".
On its part, the Samajwadi Party said that Amar Singh is being made a scape goat. (With PTI inputs)

It focuses on the Americans' attempts to evaluate the political atmosphere in Uttar Pradesh. It says political officers travelled to three cities in UP in October 2008. The conclusions are less than flattering for the Chief Minister.

The cable says that a range of "business, political, academic and media contacts generally agreed that Chief Minister Mayawati and her Bahujan Samaj Party (BSP) have done little to promote development since her May 2007 election. According to several journalists, the law and order situation in UP has improved only in that Mayawati has centralized corruption in her own hands."

The cable estimates that Mayawati "has become a virtual paranoid dictator replete with food tasters and a security entourage to rival a head of state" -presumably, this assessment was based on the informal interviews conducted by the Americans in Lucknow, Kanpur and Varanasi.

"Mayawati is obsessed with becoming Prime Minister and the BSP will spend huge sums in next year's national polls. With all signs pointing to another coalition government in Delhi, Mayawati could be a powerbroker and perhaps even a king (or queen) maker," the cable predicts.

It also says that the different groups who shared their opinion of Mayawati with the Americans must deal with "Mayawati's vice-like grip on all levers of power. All decisions must run through Mayawati or her very small coterie of advisors."

The cable says, "One Lucknow journalist related a story in which a State Minister was forced to do sit-ups in front of her as penance for not first asking permission to call on UP's governor. Mayawati forced a civil servant to resign when she learned his daughter had joined the Congress Party in Delhi."

The Americans were informed that the security in UP had improved with Mayawati's governance but because "Mayawati has institutionalized corruption with competitive fealty payments to her replacing shootouts." The cable also says that Mayawati's revenue sources include "payoffs and kickbacks from almost every interaction that large businesses have with the state government, standard practices in UP."

A colourful descriptor of Mayawati's "Eccentric Paranoia" says "When she needed new sandals, her private jet flew empty to Mumbai to retrieve her preferred brand. According to Lucknow journalists, she employs nine cooks (two to cook, the others to watch over them) and two food tasters.

She fears assassination and demanded from the central government the highest level of protection available. In addition to this outsized security apparatus, she constructed a private road from her residence to her office, which is cleaned immediately after her multiple vehicle convoy reaches its destination."

There's also an ominous prediction for Mayawati in the cable. "India has seen such political personalities before, and never failed to deal with them eventually at the ballot box." (Read the entire cable here)

headlines, the Congress Party appointed Rahul Gandhi its
General Secretary for affairs relating to the Youth Congress
and the National Students Union of India, the students 'wing
of the Congress party. As one of a handful of AICC General
Secretaries of the All India Congress Committee, he will

automatically become one of about 20 members of the Congress
Working Committee (CWC), the highest decision-making body of
the party. Gandhi's elevation to the inner-sanctum of the
party comes after nearly two years of pleading by many
Congress Party workers and family loyalists. Rahul himself

desire to learn more before taking a leadership position.

Grooming the Heir

to demonstrate his effectiveness as a political leader, Rahul
Gandhi led a delegation of AICC officials to meet the Prime
Minister to request expansion of the National Rural Employment Guarantee Scheme, the UPA government's signature
program to pass on the benefits of India's economic growth to
the rural poor. Gandhi demanded that the program be extended
to entire country from the 300 districts which it now covers.
The Prime Minister pledged to give the issue serious
consideration, although some observers say it is a done deal and will be announced soon.

5. (U) Gandhi next made his debut on the international stage
when he flew a few days later with his mother to New York
where world leaders had gathered for UNGA meetings. Sonia
and Rahul participated in international tributes to Mahatma
Gandhi and the UN designation of Mahatma Gandhi's birthday as the International Day of Non-violence.
They were feted by the Indian community in New York.

Party Reorganization: Prelude to a Poll? ---------------------------------------

6. (SBU) The Gandhi appointment came as part of a larger
reshuffle in the party secretariat and reorganization of
party units in some key states. This fueled speculation that
the country was headed towards snap mid-term elections. Talk
of early elections subsided quickly, however, when on October 12 Prime Minister Manmohan Singh and Congress Party president
Sonia Gandhi publicly softened their stand in their face-off with the Left parties on the US-India civil nuclear agreement
(Refs A, B). Sonia Gandhi's unequivocal assertion that the
Congress Party would work to ensure the UPA government
completes its five year term has decreased the prospects of a
mid-term election. Nonetheless, the party reorganization
suggests that the Congress Party is revamping itself for
elections, whether they are held early or on schedule in
2009.

7. (U) Sonia Gandhi appointed five new faces to the CWC
while dropping eleven members or "invitees" in the party
reorganization. In addition to reconstituting the party's
media committee and manifesto committee, she appointed four
new AICC General Secretaries (including Rahul) and 10 new AICC Secretaries. She also announced changes in party
leadership in four states -- Punjab, Rajasthan, Uttarkhand,
Uttar Pradesh -- where the party has suffered serious
setbacks in the last state elections.

A Changing of the Guard?
------------------------

8. (SBU) The Congress Party highlighted the increased
responsibilities given in the reorganization to a cadre
of young and energetic MPs. In addition to Rahul Gandhi, at
least five -- Jyotiraditya Scindia, Sandeep Dikshit, Sachin
Pilot, Priya Dutt and Jitin Prasad -- were installed at
various levels in the party hierarchy. Minister of State for Commerce Jairam Ramesh was appointed to head a group to look
into "Future Challenges." This attention to younger MPs and
emphasis on the "future" suggests that the Congress Party is
trying to position itself as the party for the young and the
next generation and contrast it with the aging leadership of
the BJP and some of its regional rivals. With about 70 percent
of India's population below 35, there is a huge
potential payoff for any product that appeals to the young.

Cabinet Reshuffle?
-----------------

9. (SBU) The Congress Party reorganization also led to a
flurry of stories about the prospects of a cabinet reshuffle
as the UPA government prepares for elections, whether in 2008
or in 2009. In an interaction with the press on October 11,
Sonia Gandhi hinted that young MPs may find a place in the
cabinet to mirror their increased prominence. Any cabinet
reshuffle that occurs would also likely address claims of two
UPA allies. Former Coal Minister Shibu Soren of the small
Jharkhan Mukti Morcha party wants his job back after a higher
court overturned his conviction in a murder case. He had
been forced to resign from the cabinet in 2006 when a lower
court found him complicit in the 1994 murder of a member
of his staff. The Dravida Munnetra Kazhagam (DMK) party, as one
of the larger UPA constituents, has been pressing for
additional representation in the cabinet.

Reaction --------

10. (SBU) Congress Party officials and workers reacted with
enthusiasm and fanfare to the elevation of Rahul Gandhi and
the infusion of the younger MPs into the organizational
structure. Unfortunately for them, the buzz surrounding the
appointment was short-lived. It was overshadowed immediately
by euphoric nation-wide celebrations when India lifted the
cricket Twenty-20 World Cup on September 24 by defeating arch-rivals Pakistan. The BJP dismissed the Gandhi
appointment as predictable and a non-event. BJP leader
Venkaiah Naidu said, "The Congress is known for its dynastic
politics. It is their dynasty; the Congress has a right to
appoint anyone it wants."

11. (SBU) The press stayed with the Rahul Gandhi and "young
blood" story for a few days, with most independent columnists
and editorials in general agreement that the Rahul Gandhi
appointment was inevitable, on balance positive for the
party, but not a panacea for the challenges facing the
Congress Party as it has serious organizational work to do in
preparing for the next Parliamentary election. A veteran
Hindustan Times journalist told Poloff that for the first
time in two decades the Congress Party has a clearly
designated successor in place, which adds policy stability
and organizational steadiness to the party going forward.
Noting that Rahul Gandhi is the only young Indian political figure with nation-wide appeal, the journalist felt that
Gandhi could help enhance Congress Party prospects with those
who see the "next generation" as India's hope. He felt that
the most significant immediate impact of the Gandhi
appointment will be to "sideline the old brigade." The
coterie of advisors such as Ahmed Patel, Oscar Fernandes and
Ambika Soni who surround Sonia Gandhi will see their power
diminish as party officials and workers from around the
country now have someone even closer to the center of power
to go to for decisions, guidance and complaints.

Comment: Son Rise
-----------------

12. (C) Rahul Gandhi's appointment to a senior party post is
another step in the carefully calibrated grooming of Rahul
Gandhi to eventually follow his father, grandmother and
great-grandfather to higher office. Earlier this year, Rahul
Gandhi led the party's campaign in the Uttar Pradesh (UP)
elections. Although the party put in a dismal performance,
Gandhi no doubt gained valuable experience from the rough and
tumble of a UP campaign. His new AICC job will allow him to
acquire organizational experience as well as build an
independent constituency for himself among the younger cadres
and future leaders of the party.

13. (C) Much has been made about Rahul Gandhi taking a
party post once occupied by his father en route to becoming the
Prime Minister. The political landscape that Rahul steps
into, however, is very different from what Rajiv Gandhi
encountered in the eighties. The Congress Party then was by
far the most dominant political force in the country. Except
for a brief post-Emergency period, it had been in power
continuously since independence. It had a clear majority in
Parliament. It controlled most key state governments.
Opposition parties, including the BJP-precursor Jan Sangh,
were mere irritants to Congress Party rule. Rahul Gandhi
enters the national stage in starkly different circumstances.
The Congress Party is a much weakened entity. The
Dalit-Muslim-Brahmin coalition that kept it in power for so
long has unraveled. The party no longer has a presence in
Uttar Pradesh, once the seat of its power in Delhi.
Regional parties have gained at the expense of the Congress Part as
they have better harnessed regional aspirations. Coalition
government is the rule rather than the exception in Delhi.
More recently, the party has been weakened by its reversal on
the US-India civil nuclear agreement (Ref A) as well as in some
pockets by the Ram Sethu controversy (Ref C). The upcoming Gujarat elections (Ref D) will provide a key test of the Congress Party's
strength and its willingness to risk early national elections.

14. (C) Little is known about Rahul Gandhi's personal
political beliefs, if any. He is reticent in public, has
shunned the spotlight, and has yet to make any significant
intervention in Parliament. His singular foray to center
stage during the UP elections was unremarkable. He is widely
viewed as an empty suit and will have to prove wrong those
who dismiss him as a lightweight. To do so he will have to
demonstrate determination, depth, savvy and stamina. He will
need to develop his own networks of loyalists and operators.
He will need to engage with coalition allies and cross words
with the opposition. In sum, he will need to get his hands
dirty in the untidy and ruthless business that is Indian
politics. Relying solely on family inheritance may get him
the top job but it will not be enough to make for a successful
long-term political career in India. As for the younger MPs who
have been promoted, they are smart, articulate and energetic.
Their ascension makes for a good story-line. Their achievement
and success during the last three years and half years,
however, has been modest. In order to succeed in the next
election the Congress Party will need to do more than simply
don a younger face.

The chief minister of India's Uttar Pradesh state sent an empty private jet to get a pair of sandals from Mumbai, leaked US diplomatic cables say.

Ms Mayawati, an icon to millions of low-caste Dalits, rules over India's most populous state which is also one of the poorest in the country.

But the cables on whistleblower site Wikileaks described her as "obsessed with becoming Prime Minister".

Ms Mayawati or her office is yet to respond to the leaked cables.

An official in the state government told the BBC the government was unlikely to respond.
Cables, dated 23 October 2008 and marked confidential, are among the latest set of documents released by Wikileaks in recent days.

"When she needed new sandals, her private jet flew empty to Mumbai to retrieve her preferred brand," the cables say.

They add that the chief minister is paranoid about her security and "fears assassination" and employs "food tasters" to guard against poisoning.

She maintains a "vice-like grip on all levels of power" and all decisions must run through her or a small group of advisors, the releases say.

Ms Mayawati has sparked controversy for building statues of herself and other Dalit icons, but she denies encouraging a personality cult.

In the last few years, huge concrete parks have been built in the state capital, Lucknow, and Noida, a Delhi suburb, with scores of massive stone statues of Ms Mayawati dotting the landscape.

Statues of political leaders are generally put up posthumously, but Ms Mayawati says that belief is outdated.

Critics accuse her of self-glorification. She accuses them of conspiring against her.
