&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;Florida’s construction contract activity in December was a microcosm of the state’s overall year, as nonresidential and nonbuilding markets declined significantly, and residential picked up the pace, according to the latest information from McGraw-Hill Construction.&lt;/span&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;For the latest month, McGraw-Hill Construction estimated the value of Florida’s nonresidential contracts at about $299.1 million, or 42% lower than the same period of a year ago. The nonbuilding market, which includes infrastructure contracts, tallied $226.1 million, or about 20% lower than a year ago.&lt;/span&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;Residential contracts improved, however. The company estimated new housing projects at more than $778.1 million for the month, or 19% better than a year ago.&lt;/span&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;For 2011 as a whole, the pattern was similar. Nonresidential ended up the year 17% worse than 2010, with nearly $5.8 billion in new contracts started during 2011. Nonbuilding contracts totaled nearly $6.9 billion, or 24% behind last year’s tally. McGraw-Hill Construction estimated the residential sector’s 2011 total at nearly $9.6 billion, or 10% better than 2010.&lt;/span&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;Overall, Florida experienced approximately $22.2 billion in new contracts during 2011. While only ninth in wind generation added during 2011, with 297 megawatts, it has nearly triple that amount under construction this year, the American Wind Energy Association said Thursday.&lt;br /&gt;
Association officials and wind industry executives said in a conference call that 2012 looks like a big year for added wind generation. But 2013 and beyond could be disastrous if Congress fails to quickly approve an extension of a federal production tax credit for wind power, they say.&lt;br /&gt;
If the credit isn't extended, wind industry jobs are likely to be "cut in half," association CEO Denise Bode said.&lt;br /&gt;
Greg Wortham, executive director of the Texas Wind Energy Clearinghouse, said that if the credit isn't extended, Texas companies in the wind-equipment manufacturing and supply sectors will have to let many employees go because "they'll just have no work, no order books for 2013."&lt;br /&gt;
Wortham is also mayor of the West Texas wind-energy hub of Sweetwater, whose economy, thanks to wind-power development, "is probably more bustling than it ever has been," he said in a telephone interview Thursday.&lt;br /&gt;
The wind association said Texas is still the nation's wind-generation powerhouse, with 10,377 megawatts of capacity, far ahead of No. 2 Iowa (4,322 megawatts) and No. 3 California (3,927). The U.S. installed 6,810 megawatts of wind capacity in 2011, increasing total capacity by 17 percent, to 46,919 megawatts.&lt;br /&gt;
Texas has 857 megawatts under construction this year, second only to Kansas, the association said. But Kansas had less than one-eighth of Texas' installed capacity at the end of 2011.&lt;br /&gt;
Critics of wind energy note that West Texas and the Panhandle --home to most of the state's wind farms -- don't have much wind on blazing-hot summer afternoons when electricity demand peaks in Texas. Some members of Congress want to halt large subsidies for wind and solar power.&lt;br /&gt;
Renewable-energy proponents suggest pairing wind and solar farms, since the sun generally shines on hot summer days, even if the wind isn't blowing.&lt;br /&gt;
Texas set a wind-power generation peak record of 7,400 megawatts Oct. 7, according to the Electric Reliability Council of Texas, the operator of the power grid for most of the state. Most came from West Texas and the Panhandle, but 967 megawatts were generated along the Gulf Coast.&lt;br /&gt;
That record is equivalent to 11 percent of the record peak-power demand of 68,379 megawatts in the ERCOT region Aug. 3.&lt;br /&gt;
Bode said that she believes that Congress will extend the production tax credit, but that it is imperative for lawmakers to act soon to give wind companies time to plan projects for 2013 and beyond.&lt;br /&gt;
If Congress waits until year's end, it could cost tens of thousands of wind-related jobs, so "there's an incredible urgency" to act, Bode said.&lt;br /&gt;

determination can get you. He was a standout in the Star Mazda series, winning the Expert division two years&lt;br /&gt;

The ARCA Racing Series presented by RE/MAX and Menards  visits the Illinois State Fairgrounds in Springfield, Illinois this Sunday for  an action-packed, one-day show on the one-mile dirt oval. The first of two  events away from paved racing surfaces for the ARCA Racing Series drivers, the  Springfield dirt brings an opportunity for those drivers with diverse racing  backgrounds and a love for the grassroots dirt racing to shine. &lt;/div&gt;&lt;div class="MsoNormal"&gt;Another solid opportunity to gain major ground in the  championship standings and potentially pull of a second victory on the season  was unexpectedly put to an end prematurely for Marks last weekend at New Jersey  Motorsports Park. Taking the green flag from the pole position on Sunday  afternoon, Marks pulled out to a commanding lead over the rest of the field,  leading the most laps all afternoon until a late race caution shuffled up the  running order. Restarting in the fourth spot with less than 15 laps to go, Marks  was choosing an inside line to make a pass going into turn one when he was  tapped from behind and sent into the inside wall. &lt;/div&gt;&lt;div class="MsoNormal"&gt;Towing a brand new Construct Corps Dodge Charger to  Springfield this weekend, Win-Tron hopes to bring back some good luck with a new  car that hasn’t seen the track yet this season. Marks is also optimistic about  his chances, as he enjoys competing on the dirt tracks. &lt;/div&gt;&lt;div class="MsoNormal"&gt;“I love racing the dirt,” Marks admitted. “The only dirt  racing I've done was the ARCA&amp;nbsp;races in 2007 and it was a total blast.&amp;nbsp; I'm  really looking forward to&amp;nbsp;getting back because Win-Tron has had some great runs  on the dirt and&amp;nbsp;I know we'll have a good car.” &lt;/div&gt;&lt;div class="MsoNormal"&gt;Springfield was the site of one of the two dirt races  Justin competed at in 2007, where he qualified his Robby Benton-owned machine  13&lt;sup&gt;th&lt;/sup&gt; and finished the day in fourth. "I want to redeem ourselves a little bit for the other road course race in Palm Beach. I'm looking forward to starting up front and keeping the car up front, and we get a good pit stall choice. "Growing stimulus activity was clearly offset by weak private-sector demand and diminished state and local construction budgets last month," says Ken Simonson, the association's chief economist. "Unfortunately, construction employment is likely to remain both relatively low and unstable until at least early 2011."&lt;br /&gt;
&lt;br /&gt;
Construction employment declined from 5,626,000 to 5,591,000 between April and May 2010, Simonson notes. Meanwhile the construction unemployment rate, which is not seasonally adjusted, actually declined from 21.7% to 20.1% during the same time period. With more than 1.7 million construction workers unemployed, however, Simonson notes that the industry's unemployment rate was still more than double the national rate and was the highest May rate since the series began in 1976.&lt;br /&gt;
&lt;br /&gt;
Non-residential construction employment was particularly hard hit in May, accounting for 28,100 — or more than four out of five — of the jobs lost in construction last month. Citing construction spending figures released earlier this week, association officials note that developer-financed construction investments, including office, retail and multi-family residential, are down significantly this year.&lt;br /&gt;
&lt;br /&gt;
Given high vacancy rates, private-sector construction demand is likely to remain weak for many more months, according to association officials, adding that state and local construction demand would remain soft for even longer considering the budget shortfalls for most state and municipal governments. They association urges Congress and the Administration to take advantage of low construction costs by acting on long-stalled infrastructure bills, such as the six-year surface transportation legislation.&lt;br /&gt;

"With the temporary stimulus already starting to run its course, it is time for federal officials to act on the longer term infrastructure programs that will give construction workers a change to make it through the protracted construction downturn," says Stephen Sandherr, the association's CEO. &lt;br /&gt;
The result could set the course for thousands of other homeowners stuck with homes that stink like rotten eggs.&lt;br /&gt;
&lt;br /&gt;
The drywall emits a sulfuric gas that corrodes metal and destroys air-conditioning units. Homeowners have also complained of health problems such as trouble breathing, headaches, itchy eyes and nosebleeds.&lt;br /&gt;
&lt;br /&gt;
"Homeowners are in a bad situation," said Victor Diaz, lead attorney in a class-action case in South Florida. "If you know you have Chinese drywall, it's impossible to sell your home."&lt;br /&gt;
&lt;br /&gt;
The Miami trial involves Banner Supply Co., which has sold drywall in Florida for more than 40 years. The company bought bad drywall from importers in 2006 and later discovered it was tainted.&lt;br /&gt;
&lt;br /&gt;
The crux of case is when Banner Supply learned of the problem and what the company did about it.&lt;br /&gt;
&lt;br /&gt;
Banner Supply reportedly said it stopped using the drywall when it received a few complaints about an odd odor from homeowners who bought WCI Communities homes in South Florida. The company then reportedly made a deal with the manufacturer that involved receiving replacement shipments of domestic drywall in exchange for keeping quiet about the drywall's smell.&lt;br /&gt;
&lt;br /&gt;
A company attorney told the South Florida Business Journal that it made the deal because the company didn't know at the time about corrosive effects on metal or any health problems.&lt;br /&gt;
&lt;br /&gt;
"All we knew was there was a complaint related to smell, five homes in WCI had it, and test results showed no health concern," attorney Michael Peterson said. "There was no indication of corrosion or personal injury."&lt;br /&gt;
&lt;br /&gt;
Some experts estimate as many as 100,000 homes were built with the bad Chinese drywall. Builders typically use domestic drywall but turned to China amid a shortage during the housing boom.&lt;br /&gt;
&lt;br /&gt;
The U.S. government is investigating complaints but has recommended that homeowners replace the drywall. Some builders have offered to take care of the problem for clients, but others have not.&lt;br /&gt;
&lt;br /&gt;
Builders have estimated it costs, on average, about $100,000 per home to tear out and replace bad drywall. The region's current regulatory environment is not conducive to a healthy construction industry or a viable housing market, members of the industry and government officials agreed Thursday during a forum on "Building Construction Jobs in North County."&lt;br /&gt;
Organized by the San Diego North Economic Development Council and funded by a grant from the County of San Diego Neighborhood Reinvestment Program, the forum focused on policies affecting the construction industry and provided contractors with information about large projects under way at Lindbergh Field, Marine Corps Base Camp Pendleton and highway construction administered by San Diego Association of Governments (SANDAG) and the California Department of Transportation (Caltrans).&lt;br /&gt;
In San Diego County, permits required to build midrange single-family homes are so expensive that developers cannot make a profit, said Gary Knight, president and CEO of the San Diego North Economic Development Council.&lt;br /&gt;
It is a major concern for local governments as the region strives to accommodate expected population growth of an additional 1 million people by 2030. Assembly Bill 32, California's comprehensive climate change legislation, disallows the large development projects needed to accommodate such growth, said Steve Kildoo, a member San Marcos' Planning Commission.&lt;br /&gt;
In attempting to accommodate such growth, local governments are experiencing a high level of community opposition. The philosophy is, "if we don't build it, they won't come," Kildoo said.&lt;br /&gt;
"Ask Valley Center how well that is working out for them," Kildoo said.&lt;br /&gt;
A host of new regulations are also adding costs and increasing the time needed to complete projects, said Chris Rice, a project manager with RiceBuilt Construction Co.&lt;br /&gt;
"We had to sandbag 500 yards away from the house just to put a shovel in the ground," said Rice, describing efforts undertaken to comply with new stormwater regulations on a recent project.&lt;br /&gt;
California is pioneering such environmental regulations, but may be doing so at a great cost, Kildoo said.&lt;br /&gt;
"It's nice that California is leading the nation in this arena but the bad thing is, it puts us at a competitive disadvantage," Kildoo said.&lt;br /&gt;
Such regulations place additional stress on struggling construction businesses, said Andy Berg, executive director of the National Electrical Contractors Association (NECA) San Diego. The economic climate has resulted in a highly competitive bidding environment. Many contractors are bidding at 3 percent below cost as they seek revenue to carry them through the recession.&lt;br /&gt;
However, the market is not all doom and gloom. The economy is beginning to recover, though it may be a while before the construction industry experiences an uptick, Berg said.&lt;br /&gt;
"Construction is a lagging indicator," Berg said.&lt;br /&gt;
Berg advised members of the industry to use the recession to retool their businesses and prepare for the market's turnaround. NECA is preparing by increasing the enrollment of its training program, despite unemployment rates of 20 percent among its apprentices.&lt;br /&gt;

The Top 400, as a group, generated $290.63 billion in revenue in 2009, down 14.1%, from $338.38 billion, in 2008.
