Nolambur residents fast for road

CHENNAI: More than 600 residents of Nolambur, near Mogappair, from varied backgrounds and age groups, staged a hunger strike on Friday for a road. The protest was held at a venue opposite TI Cycles factory, Ambattur from 10am to 5pm.

The residents demanded that Sri Ram Nagar Main Road be laid and said the 150m-long road has been a problem between them, Chennai Corporation and private land owners for seven years. "The road is the cause of all our problems," said G Suresh, president, Federation of Nolambur Residents' Association. "A school van with kindergarten children got stuck in a dump here two weeks ago and several of them fell. Some even suffer from spondylitis because of the travel."

For more than 10,000 residents, this road is the only access to West Mogappair. It is now overflowing with sewage as the drainage system is also broken, the residents complain. "Our children are hospitalised often with infections due to the mosquitoes that breed because of the sewage. It needs to be cleared immediately," said Shivakumar Anirudhan, a resident.

At least three parties claim ownership to different parts of the road. While the corporation acquired one part for Rs 87 lakh a year ago, it hasn't reached a settlement with other parties. "We can't lay a road in an unapproved layout. An affidavit has been filed in court. Rules don't allow the corporation to negotiate with the private owners or acquire the land directly. Residents can approach metrowater to fix the sewage line provided the private owners agree," said a corporation official.

If no action is taken even after their protest, the residents have threatened to boycott the general elections.

After a spate of chain snatching incidents in the neighbourhood, the police have pulled up their socks and taken steps to ensure residents feel safe, says D. Madhavan

For a fortnight now, residents of Anna Nagar and those of its neighbouring areas have been stopped at numerous check points. The spurt in chain snatching incidents in the area has led to such vigil.

The police have turned areas such as J.J. Nagar, Nolambur and Thirumangalam into a fortified zone with check points at almost every street and main road. Apart from examination of the motorists’ documents, the police are also checking for drunken driving.

“Earlier, checks in Anna Nagar were done mainly for drunken driving cases. Now they include verification of vehicle documents. We also keep an eye on the movements of residents and outsiders,” said a police officer.

Last week, more than eight chain snatching incidents occurred in a span of two days in the city, of which three took place in JJ Nagar, Nolambur and Thirumangalam. In fact, in December last year alone, of the 83 chain snatching complaints registered with the city police, Anna Nagar accounted for 19.

Interestingly, the city police commissioner S. George, resides in Nolambur. There is round-the-clock surveillance by beat policemen around his house with nearly a half-a-dozen CCTV cameras installed there.

Anna Nagar police district consists of Villivakkam, Aminjikarai, Maduravoyal, Rajamangalam, Kolathur, JJ Nagar, Nolambur and Thirumangalam. Unlike other areas within the Anna Nagar police district limits, Nolambur, Thirumangalam and J.J. Nagar have a high percentage of residents who fall within the high-income bracket. Further, these areas are thinly populated and less congested. This works in favour of criminals as they can make their getaway without fear of being noticed.

More importantly, most of the chain snatching incidents that happened in the past two months were between 5. 30 a.m. and 6 a.m., when police surveillance was low. The victims were women who were out in the morning drawing kolams in front of their houses.

“When we are busy with our kolams, we expect people, who are on the road this early, to be either a newspaper vendor or the milk man and are not alarmed by them. They take advantage of this and attack us. Also, they disappear in a matter of seconds,” said S. Devikala, a resident of Anna Nagar.

The beat police teams have now been increased with three policemen in each team, headed by a sub-inspector. Each team will always be on the move within their specified area. Besides this, special police teams in plainclothes are deployed on robbery-prone spots in the neighbourhood.

All entry and exit points have been sealed with an increased number of policemen at the check points there.

Residents have welcomed this initiative. They believe the increased surveillance should not be at the cost of personal liberty of the residents, who are mostly elders and pensioners. Further, residents also pointed that in the name of law and order, such steps should not be used to harass innocent residents. “We have noticed an increased presence of policemen in our neighbourhood recently. A sense of security is being felt,” said S.N. Balasubramanian, president, Exnora Club of Anna Nagar.

CHENNAI: The sudden spurt in incidents of chain snatching in Anna Nagar has forced police to throw a ring around the locality. Vehicles checks have been intensified, more plainclothesmen are on duty and barricades will be placed at all entry points to the locality.

Last week, on Wednesday night and Thursday alone, there were more than eight chain-snatching incidents in the city of which three took place in JJ Nagar, Nolambur and Thirumangalam in Anna Nagar. Police said in the last month, Anna Nagar district had reported a majority of the chain-snatching incidents.

Police found that the robbers take U-turns if they see officers on the road. "We have assigned police personnel in plainclothes on the stretches prone to robberies. If plainclothesmen see a suspicious vehicle they will alert personnel at the next check post to keep an eye on it. If the same vehicle tries to take a U-turn again, it will be cornered by another set of police," a senior police officer said.

Most of the robberies took place early in the morning when women were drawing kolams in front of their houses. Police said more than 19 of the 83 chain-snatching complaints registered in the city in December 2013 were from Anna Nagar.

Following the rise in robberies, a senior police officer conducted a review meeting to observe the modus operandi of the thieves. The officer said, "We found that many robberies were reported between 5.30am and 6.30am when there are very few beat police and vehicles on the road."

So police have decided to put barricades at all entry points to the streets and have police personnel manning them. "We have instructed police to conduct vehicle checks from 5am onwards," the officer said.

767 residents’ associations turn up at grievance meet

A total of 767 residents’ welfare associations participated in the first meeting held for redressing grievances pertaining to civic issues on Saturday. A total of 1,123 petitions were received.

Speaking at the meeting, Mayor Saidai Duraisamy said such meetings would be held at the zonal level in the next phase. “Residents will be invited to a meeting with officials after one week. The issues raised will be resolved.”

“We have requested the Corporation to initiate work on converting an unused Aavin booth to a ration shop in Ragavendra Colony,” said R. Sundaresan, president of Sayee Nagar Residents’ Welfare Association.

A residents’ welfare association of Nolambur raised the issue of poor sanitation facilities. “We do not have public toilets. Many poor residents defecate in the open,” said Parthasarathy, a resident.

Traffic near the Wavin junction in Ambattur Industrial Estate was affected for over three hours on Wednesday morning as residents of Mogappair and Nolambur staged a road roko demanding basic facilities.

The residents' welfare associations of eight blocks in Mogappair West and Nolambur organised a human chain near Mogappair West bus terminus. As the human chain did not evoke response from the authorities concerned in the Ambattur Municipality and Nolambur Panchayat, the residents staged a road roko at the junction. K. Kasi, vice president of Eighth Block Residents' Welfare Association, Mogappair West, said the roads in their localities have not been relaid for over five years. Frequent mixing of sewage with drinking water supplied by Chennai Metrowater was another complaint. Mr.Kasi said the letting of sewage into the stormwater drain network in the areas posed a health hazard.

The residents demanded that the Mogappair West bus terminus needs to be improved. They dispersed after the Villivakkam MLA B. Ranganathan and Ambattur Municipality Chairman K.N. Sekar assured them that a meeting would be convened to discuss the issues.

Overruling an earlier order of a single judge, a division bench of the Madras high court has ruled that Nolambur Residents' Welfare Association cannot seek a direction compelling theTamil Nadu Housing Board (TNHB) to execute a sale deed at a tentative cost, having agreed to pay the final cost as fixed by the managing director of TNHB.

The original petition filed by members of the association-on which the single judge passed an order on September 25, 2008-said the TNHB had issued regular allotment orders to all the selected applicants. The cost was tentatively fixed at Rs 80,000 per ground in 1988 with the TNHB stating the final cost would be determined later, taking into account development charges and escalation in cost.

Challenging this, the association moved the high court, and the single judge declared the order as null and void and granted a permanent injunction restraining the housing board from demanding the final cost.

A blood donation camp was recently organised by the Lions Club of Vidyodaya. The camp was held at Citilights Meadows Flat Owners Welfare Association, Nolambur.
Around 100 units were collected by Dr Padma and team from RGGH. “As part of the club activities, we had organised this blood camp,” said K Mohan, former president, who conducted the event in collaboration with Saravanan, secretary, Lions Club of Vidyodaya.

CHENNAI: For quite a while now, residents of Nolambur have constantly complained about the deplorable condition of roads and of garbage remaining uncleared in the area. But not stopping with merely complaining about the state of affairs, close to a hundred residents from the VGN Minerva Housing Complex decided to march to their neighbour’s house and ask for some help. “When we read that P Benjamin had been elected Deputy-Mayor, we realised that we had a neighbour who could make a change,” said N Mathivanan, who initiated the march. It of course helped that Benjamin, the elected councillor of Nolambur, happened to live almost in the adjoining compound.
“We sent a mail out asking for members to sign a petition about the amenities we needed and then, we fixed upon the idea of walking to his house and explaining our problems,” he added. On Saturday morning, out of the 572 flats in the complex, close to 80 persons landed up nice and early, ready to go meet the Deputy Mayor. They were joined by another 20 residents from another residential colony nearby and the march was underway. “When we met him (Benjamin), he was very gracious and invited us in. However, because we could not all fit into his home, we had an informal meeting outside where he promised us that he would come to our complex with officials soon,” stated the resident.
Much to their surprise, though they did not expect any immediate response, Deputy Mayor Benjamin along with Corporation and Municipality officials arrived at the Complex before 11 am and asked them to explain exactly what problems they faced. The overwhelmed residents then poured out their concerns: bad approach roads for nearly three kilometres from the main road, industrial waste dumped in empty plots overnight, no public transport and no streetlights.
After listening to the various issues, he ordered immediate patchwork and said that other amenities would be provided after ‘consultation with concerned officials’, said Mathivanan. “He has assured us that we will be able to see a change in one month and we are confident that he will deliver.” he added.

The Civil Supplies and Consumer Protection Department has decided to form one more zone in Chennai, taking the total number of zones to 17, Food and Civil Supplies Minister E.V. Velu informed the Assembly on Friday.

Referring to the creation of the Virugumbakkam Assembly constituency after the delimitation of constituencies, the Minister said the Villivakkam, T. Nagar and Saidapet zones of the department came under the new constituency. The new zone would be formed by combining 40 fair price shops attached to the three zones and 26 shops in Maduravoyal, Nolambur and Vanagaram, all close to Virugumbakkam. As of now, 98,305 family cards were attached to the 40 shops and 52,560 cards to the 26 shops. In total, there would be 1,50,865 cards and 66 shops in the Virugumbakkam zone.

Prior to the re-organisation, 73 fair price shops and 1,38,794 family cards were attached to the Villivakkam zone; 94 shops and 1,72,768 cards to T. Nagar and 96 shops and 1,76,226 cards to Saidapet. Hereafter, the respective numbers of shops and cards would be 62 and 1,12,299 for Villivakkam; 79 and 1,39,338 for T. Nagar and 82 and 1,37,846 for Saidapet.

Mr Velu noted that the number of family cards had gone up considerably in suburbs of the city.

Elevated bridge to be built over Cooum

Chennai: Residents of Mogappair will soon have better connectivity to Poonamallee High Road, thanks to a 100-ftlong, four-lane, elevated bridge that will be constructed over the Cooum river near the MGR University in Nerkundram.

The state highways department has called for tenders for the project and will issue the work order next month. The bridge will cost Rs 16 crore.

The need for such a bridge has been a long-pending demand. The existing road-level bridge over the Cooum, constructed about four decades ago, is in a dilapidated state and could collapse any time. The bridge does not even have parapet walls on either side and poses a hazard to users of the stretch, particularly at night. “There is an urgent need to build a new bridge here since the existing bridge has almost collapsed. Pedestrians and vehicle users have to be very cautious here. The danger is more at night when visibility is poor,’’ said Gopinath, a motorist.

The highways department’s move has evoked a welcome response from residents in Mogappair and Nerkundram.

“Once the new bridge is built, more people will prefer to use the adjoining Mogappair East Main Road, which links Tirumangalam Main Road near the Golden Flats bus stop to Poonamallee High Road in Nerkundram. It can even be made a bus-route road since it will reduce the travelling distance between Nerkundram and Tirumangalam Main Road, from six to three km. Similarly, people from Ambattur Industrial Estate can reach the Koyambedu bus terminus without passing Collector Nagar and Tirumangalam junction. The bridge can also lead to the introduction of a direct bus service from Avadi and Ambattur to Nerkundram, Maduravoyal and Vanagaram,’’ said Anantharaman, a Mogappair resident and a regular on MTC buses.

Currently, there is no direct bus service from Nerkundram and Maduravoyal to Ambattur Industrial Estate.

While highways officials said that the new bridge was scheduled to be completed in 18 months from the date of commencement of work, residents in the area urged authorities to ensure that there was no delay in the commencement and completion of construction work.

MODERN MAKEOVER: The road bridge across the river Cooum linking Mogappair with Poonamallee High Road is in a dilapidated condition. This will be replaced with a four-lane elevated bridge

New pits are formed, shallow pits get deeper and deeper pits welcome you with full of water.

Single wrong step, you will be in hospital (beware no hospital nearby and in these damaged roads, travelling is a bigger pain....) later than sooner (no i have written correctly...)

BAD ROADS GIVE DRIVERS BUMPY RIDES

Drivers, beware: A slew of shoddy state roads await you -- and your vehicle.

All roads that are connecting Nolambur are worst. (Worst is a soft word).
All your vehicles will have to be replaced within 6 months if you travel daily in this area.

Car owners, beware, wheel allignment is a must once in three weeks.

If you want to live in any of the Formra, DABC,VGN apartments, you need a car. No public transportation is available. Even if urgent no auto is available.

To tell someone the route to reach ur apartment would be difficult task.

The bridge near golden eagle theatre has been closed from 09.09.09 (Excellent date !!!)

Show cause notice - TNPCB

TNPCB has given show cause notice to all the apartments in the Nolambur area.
The issue is that the apartments have been built without the permission of TNPCB and sewage is sent out in trucks.
Real issue: All builders provide STP plants. But none of these work properly. Hence people who live are forced to use the trucks to dispose sewage.

There is no sewage line, no water connections (Ground water is bad... to say least. Water is brown in color.)

With more apartments coming (VGN,DABC,FOMRA) its going to be difficult to get good water to drink. Water table will go even lower.

Will local panchayat help ? But why should they, if there is no benefit for them. In democratic country, government staff need not work for the citizens... Right!!!

Hence new buyers please be aware of this.

From an area housing brick kilns until a few decades ago, Nolambur, a village panchayat to the west of the city, is emerging as a prime property attracting huge investments from real estate developers and home-seekers.
Sandwiched between Mogappair West and Ambattur Industrial Estate, Nolambur is witnessing rapid development of residential colonies. Spread over about 800 acres, the area is dotted with freshly-painted high-rise buildings, luxury apartments and independent houses.
Several places, such as VGN Nagar and Sriram Nagar, are abuzz with construction activity of massive apartment complexes. A resident of Nolambur, Grace Joseph, said, “My house is surrounded by apartment complexes. Several such big apartment complexes have come up in Nolambur over the last eight years.”
People working in the vicinity and those on the lookout for a better environment began moving into the area a few years ago. Soon, high-rise buildings would outnumber the independent houses, Ms. Joseph said.
Nolambur is gaining prominence despite lack of basic infrastructure and the continued threat of flooding during monsoon. Its proximity to well-developed areas such as Anna Nagar and Mogappair and connectivity to the city were some of the reasons for its growing popularity. According to Nolambur panchayat sources, the population has increased from about 3,700 to 20,000 in the past 12 years.
Residents recall that Tamil Nadu Housing Board set the trend by developing property in Phase I of Nolambur during the late 1980s. This was followed by the entry of private builders who began constructing houses to suit the requirements of different category of customers.
At least 10 builders are promoting residential projects ranging from a plot with eight apartments to huge complexes with around 300 apartments. A representative of one of the flat promoters said in spite of escalating cost of raw materials, several builders show keen interest in constructing high-rise buildings as the apartments get almost immediately booked once it is developed.
Reputed schools and hospitals within a 3-5 km radius also attracted the property developers and seekers. It is an area where land is available at about Rs.50 lakh to Rs.60 lakh a plot (2,400 square feet).
The going rate for a 1,000 sq ft apartment starts at Rs.35 lakh.
T. Chitty Babu, chairman and managing director of Akshaya Homes, says the area is being preferred by promoters as Nolambur borders the Ambattur industrial estate, which is emerging as a prominent information technology hub.
It is easy and time saving to get approvals as the area is not of agricultural use. However, long-time residents feel that the infrastructure development has not matched up to the mushrooming of residential apartments.
M. Selvamani, secretary, Nolambur Residents’ Welfare Association, says most roads are a shambles and the area is bereft of a proper sewer network, drinking water facility and parks. He raised concern over the spurt in high-rise buildings that may affect groundwater table and lead to pollution.
Nolambur panchayat president V.Rajan said the increasing real estate activity has helped the revenue of the local body increase three-fold since 2000. The funds would be used to provide basic amenities, such as roads and street lights.
“We have provided approval for two complexes with a total of 600 apartments in the last one year,” he said.
The area would soon get drinking water and sewerage network as Chennai Metrowater has proposed to take up the projects.
