Wollen Mills NA seeks Parliamentary Assistance on April 9^th

Their board and NA members are looking to propose amendments to their constitution and would like to have a neutral parliamentarian presiding over the meeting. They do not require an expert in Robert’s Rules of Order, they are mostly concerned with providing oversight of the proceedings. The meeting will be held at the Wollen Mills Chapel at 7 pm. 2018 Comprehensive Plan Update Follow-up Engagement

In the spring and summer of 2017 a series of workshops and outreach events were held to gather feedback from the community on how updates to the Comprehensive Plan should be shaped. Now the community is invited to attend workshops in May to review the material and provide additional feedback. Each workshop will contain the same format and materials. Dates, times and locations of the workshops are:

Police Civilian Review Board Community Forum

The City of Charlottesville has scheduled a community forum for 17 candidates seeking positions on a new seven-member Police Civilian Review Board. The forum will be moderated by local mediation consultant Robert Garrity. It will be held Tuesday, April 24 from 5:30 pm to 8:45 pmat the Jefferson School African American Heritage Center. FY 18-19 Action Plan Draft and 2018-2022 Consolidated Plan Draft Available for Public Comment

Listen First in Charlottesville: April 20-22, 2018

The Bridge Alliance Education Fund will be hosting a series of events to support the progress of healing and reconciliation in Charlottesville and to inspire America towards mending the frayed fabric of society by bridging divides. Drought Warning

Weeks of dry conditions have caused lower-than-normal river and reservoir levels. As a result, the City of Charlottesville is requesting residents to reduce water usage in order to sustain water supply levels. On October 3^rd, 2017, the City of Charlottesville issued a Drought Watch press release, which put in place voluntary drought restrictions related to outdoor water use. On October 5^th, Rivanna Water and Sewer Authority issued a Drought Warning for Charlottesville and Albemarle County. We are particularly concerned with the declining water level of the South Fork Rivanna Reservoir, which is less than half full at the moment. As a result, the City of Charlottesville is expected to issue a Drought Warning in the coming days, which would involve mandatory drought restrictions. These restrictions include no outdoor watering, no washing of any vehicles, no washing exterior surfaces, and other water usage limitations.

The city will be updating information regarding Charlottesville’s drought status on our Drought Webpage (www.charlottesville.org/Drought), as well as our social media pages (Water Conservation Facebook- https://www.facebook.com/CVilleWaterConservation and Twitter- https://twitter.com/CvillePW). RSWA now accepts sample-size, 1 quart, 1 gallon and 5 gallon latex and oil-based paints in their original container as a daily service at the Ivy Materials Utilization Center located at 4576 Dick Woods Road in Ivy.

The McIntire Recycling Center is open every day except Tuesdays, from 8:30 am to 6:30 pm until November 4^th. Winter hours are 8:30 am to 5:30 pm. The Center is located at 611 McIntire Road.

Oktoberfest – This year’s Oktoberfest will be on Sunday, October 15th, 3 to 5 pm, at the Fry’s Spring Beach Club. Nominations for new board members and volunteers for delivering flyers are being sought!

CAT Route 4 will experience a shift in service frequencies. In early May, CAT held three public meetings to solicit feedback from passengers about proposed changes to Route 4. Based on the feedback received at these meetings and from comments received via phone, mail, and email, CAT's proposed Option 2 was selected. More information about these meetings and the proposed options can be found here. In summary, Route 4 will have an increase in service frequency during the morning and evening commutes while midday and late night service will have a reduction in frequency. The new service schedule can be found here.
Jefferson Park Avenue Construction - Construction activity on Jefferson Park Avenue near Cabell Hall is scheduled to be being on Monday, July 10, continuing through mid-August. The work will take place from 7:00 p.m. to 5:00 a.m.

Fry’s Spring Station Social – The neighborhood associations of Fry's Spring, Jefferson Park and Lewis Mountain are getting together to offer our neighbors a chance to hang out and get to know one another. The Station will offer food specials. There will be live entertainment following our happy hour. Come join us! Thursday, August 24th, 5:30 to 7:30 PM.
Comprehensive Plan Update 2018 - Draft Chapters for Comments

On November 30, 2017, Council and the Planning Commission agreed that some chapters of the comp plan had received extensive work in 2013 and could move forward with an on-line review followed by community meetings. Staff has provided updates to each of the following chapters and would like to ask community groups and all members of the public to review and provide comment.

Three versions are provided for review:

A draft showing updates on a clean document,
The marked-up draft showing what changes are proposed,
The adopted 2013 Comp Plan language.

· Virginia Primary Election – Tuesday, June 13^th. Each of the candidates for City Council and Commonwealth Attorney that will appear on the primary ballot were invited to introduce themselves at a recent FSNA meeting. Due to a mistake on our part, a typo in his email address, Commonwealth Attorney candidate Jeff Fogel didn’t receive his invitation. We have offered him the opportunity to introduce himself here. Mr. Fogel wrote:

The Commonwealth Attorney is in a position to create structural and systemic change to a system long in need of repair and I will, as well, be an advocate to the other components of that system. In other words, to be part of the solution and not part of the problem and to help light the way for others to follow. Unfortunately, Charlottesville is a contributor to mass incarceration and to racial disparities in the criminal justice system. We need to systemically examine all policies that feed mass incarceration and racial disparities. The people who commit acts of violence or prey on our community need to be punished, and an office under my leadership will do so. However, many people who are non-violent and do not prey on the community would be far better served through mental health services, substance abuse treatment or other holistic services that provide healing, opportunities to rebuild family structures and reduce the burden to taxpayers. Some of my specific proposal are below.

1. Keep as many non-violent people out of the criminal justice system as possible by referral to social service, treatment services and other agencies;

2. To reduce as many first time felony cases to misdemeanors as possible so that people have a chance to become productive members of our community;

3. Assure that the office would be a death penalty free;

4. To argue for low or no bail for those unable to afford pre-trial bail,

5. Not to overcharge crimes in order to secure pleas bargains and to constrain the power of judges and juries to impose overly lengthy sentences;

6. Not to charge anyone with an offense that carries a mandatory minimum sentence. Instead find another comparable offense to charge;

7. To carefully scrutinize all cases secured by searches to determine whether the search was legal and whether any racial element infects the process;

8. To carefully scrutinize all cases brought by our local drug task force, especially with informants:

9. To carefully review policies and practices that may increase racial disparity;

10. Not prosecuting mere possession of marijuana;

· Free Trolley Detour - Beginning Monday, June 12, Charlottesville Area Transit (CAT) will implement a long-term detour for the Free Trolley. Construction on McCormick Road will prevent the route from serving bus stops between the McCormick Road Bridge and University Avenue. The detour will last through Friday, August 11. To navigate around the construction, the Free Trolley will use the McCormick ramp to reach Emmet Street. The route will then travel north on Emmet Street before making a right onto University Avenue. A temporary bus stop will be installed on University Avenue near the Newcomb Road intersection. Passengers who typically board the bus at the Chapel should instead use the temporary bus stop.

· 2018 Comprehensive Plan Update Kick-Off – Over the next year Charlottesville will be undertaking an update to the City’s Comprehensive Plan. The Plan is our vision as a community that guides decision making process for such matters as Land Use, Housing and Transportation. The last public workshops (with identical format and information covered as all the previous workshops) will be held Wednesday June 21, Charlottesville High School Atrium, 6 – 8 pm

Removal of the Dam on Moore’s Creek

The City is considering a stream improvement project that would remove the breached dam on Moore’s Creek (near the end of McElroy Ave). At the last meeting there was a request to consider repairing the dam, rather than replacing it. The City inquired with the Army Corps of Engineers and received the following response:

“We typically are not looking to create dams on small streams. However, should someone propose such a project at this location, it would likely be in individual permit minimum of 120 days to process once a complete application is received. If the project were to back up water, the applicant may be responsible for stream mitigation (typically $300-$500 per foot). Also, there would have to be a purpose and need for the dam to be repaired. If the dam were repaired it would have to be done according to historic architecture and coordinated with DHR.”

Azalea Park

Garden Shed – The garden shed and its contents were purchased back in 2011 with a Neighborhood Development Grant to the FSNA. An MOU written at the time said that the “FSNA will provide maintenance to the garden shed, greenhouse and tiller … as long as each item continues in functional condition.” The FSNA will need to identify a new point person for the garden shed and equipment, otherwise Parks and Rec has stated they intend to remove the shed and dispose of the contents.
Azalea Park Invasive Species Clean-Up – Autumn Olive has begun to leaf out with the recent warm weather. Control of this invasive species requires applying herbicide directly to the stumps immediately after cutting. If you are interested in assisting in a clean-up day in coordination with Park staff, please email me at: fsna.president@gmail.com. Date to be determined based on volunteer availability.

Fry’s Spring Station Social – The next social will be at Fry’s Spring Station on Thursday, March 23rd. There will be food and drink specials and live music beginning at 8 pm. We hope to see you there!
Cville Village Community Event – The simulcast on February 13th was unfortunately canceled due to a snowstorm in the host city of Boston. A new date has not yet been announced.
Mobility Summit for Belmont Bridge Replacement – The City of Charlottesville invites you to attend the first community event for the Belmont Bridge Replacement Project. The drop-in style, highly interactive workshop will be organized around a variety of stations to 1) identify community values, 2) learn about challenges and constraints and 3) gather feedback on design elements. Saturday, March 11th, 9 am to 1 pm at the Sprint Pavilion. Inclement Weather Location – Water Street Center.

The Ivy Materials Utilization Center (MUC) will now offer paint collection on a daily basis in order to better serve their customers’ needs and eliminate long lines at their Fall and Spring Household Hazardous Waste days. The Rivanna Solid Waste Authority (RSWA) board approved this change on June 28th, 2016 and began accepting paint August 3rd. In addition, three generous Jefferson Park Circle residents opened up their houses to the tour. Many thanks to the homeowners, Preservation Piedmont and the Fry's Spring Beach Club.

On Sunday, April 17, Preservation Piedmont will celebrate the Fry's Spring Historic District with a neighborhood walking and home tour from 1-4pm.

We will park and gather at the Fry's Springs Beach Club at 1pm for light refreshments and remarks on the history of the club and neighborhood. We will then take a brief look at the spring before walking to Jefferson Park Circle to see a few of the fascinating homes built in the early 20th century.

It’s really winter! The blizzard of 2016 may have been disruptive, but it also afforded many of us the chance to connect with our neighbors. With so many cars buried in the snow, it was natural for many residents to travel by foot, if only to enjoy the beauty of a fresh snowfall. FSNA thanks those who worked so hard in the days after the storm to clear a safe path. It’s also very heartening to know that so many of you think of your neighbors who need help with the heavy lifting. For folks who are unable to shovel, even just giving them clear access to the sidewalk or street makes a huge difference!

The City Fire Chief, Andrew Baxter, recently shared news of his team’s efforts during the storm: “Our troops did an amazing job throughout the storm during difficult conditions. We added additional staffing and utilized two four-wheel drive units that provided improved access to some of our neighborhoods that were greatly affected by the snow. We had a “near-miss” fire in an apartment building on JPA across the street from Fry’s Spring Station during the storm. Fortunately, a rapid, robust response was able to keep a contents fire on the balcony from extending into the building.”

Charlottesville is looking for a new Police Chief. From the City Director of Communications: “The search for the next Charlottesville Police Chief is underway and the City of Charlottesville is seeking feedback from the public. Anyone with thoughts about what they would like to see in the next Chief of Police may email policechiefsearch@charlottesville.org”

RSWA Amnesty Days are here! The Rivanna Solid Waste Authority has announced collection dates for household hazardous waste (April 1-2), furniture and mattresses (April 9), appliances (April 16) and tires (April 23). Charlottesville Trash and Recycling Collection Delayed

CHARLOTTESVILLE, VA - Charlottesville City curbside trash and recycling will not be collected on Monday, January 25, due to inclement weather. All curbside trash and recycling in the City will be delayed by one day for the entire week. Monday collection will happen Tuesday, Tuesday collection will happen Wednesday and so on. Safe Routes to School: Jackson-Via Harris Road Project

Two hundred of Jackson-Via's 333 students live within a mile of the school, but less than 35 of them walk to school regularly. If the street environment improved, more parents would send their kids to school on foot or by bike. In November 2014, Charlottesville was awarded a Safe Routes to School grant to eliminate barriers to walking and biking to school on Harris Road.
