Primary Job Functions:

* Ensures all navigation operations are carried out in accordance to Frontier Drilling's policies and procedures.
* Operates dynamic positioning (DP) equipment under the direction of the Chief Mate.
* Assists in maintaining rig stability and position, including draft, trim and heel, as needed.
* Assists in the setup of the DP system operational parameters.
* Assists in performing preventive maintenance on DP equipment.
* Assists with running and maintaining records for hydrophones and beacons.
* Ensures there is adequate power and reserves of power for the maintenance of position and operations.
* Ensures that all defects and anomalies are reported to the Chief Mate and relevant department heads.
* Assists in training of crewmembers in fire fighting, safety and deck operations.

Education:

* High school diploma or equivalent is required.
* Work experience and demonstrated ability of oral and written communications may be substituted in lieu of formal education.

Professional Experience:

* Must have a minimum of two years experience as a 2nd Mate/DPO on a vessel outside of the drilling industry or six months experience as 2nd Mate/DPO with another drilling contractor on a deepwater vessel or one or more years experience as 3rd Mate/ ADPO with Frontier Drilling.

Licenses, Certifications, Credentials, Training and other Requirements:

* Valid and current BOSIET certificate.
* Valid Unlimited 2nd Mate National license or equivalent.
* Valid Dynamic Positioning Operator's certificates.
* Valid medical examination and vaccination certificates.
* Valid GMDSS Radio Operator License.

Because it contains Mercury (poisonous) which cause migraine, disorientation, imbalances and different other health problems when inhaled. And many people with allergies, causes them severe skin condition and other diseases just by touching this substance or inhaling it.

Also the ministry warned by NOT cleaning the debris of the broken bulb with the vacuum cleaner, because it would spread the contamination to other rooms in the house while using the vacuum cleaner again.

It must be cleaned through normal broom or brush and be kept in a sealed bag and thrown right away from the house in the bin for hazardous materials.

Do ExxonMobil, Total Have the Edge in Uganda Oil Stakes Race?

U.K.-based Tullow Oil PLC (TLW.LN) favors selling part of its Ugandan oil interests to U.S. oil company Exxon Mobil Corp. (XOM) or France's Total SA (TOT) to participate in their development, according to people familiar with the sale process.

Tullow Oil previously said it had opened its data room in October to companies interested in buying minority stakes in its Ugandan discoveries. At least 10 international companies expressed interest in the blocks located in the Lake Albert area.

People familiar with the matter have now confirmed that Tullow prefers Total and ExxonMobil, which were among those invited to its data room.

The Tullow-operated blocks hold the largest part of Uganda's reserves, with about 2 billion barrels of discovered or prospective resources, measured in oil equivalent. The international oil companies' interest highlights the industry's strengthening appetite for access to Africa's emerging oil nations.

Tullow prefers to team up with ExxonMobil or Total because both are experienced in developing pipelines and refining projects, and both have strong financial capacity, one of the people said.

Ugandan President Yoweri Museveni hosted a November meeting in the country with ExxonMobil executives to discuss the possible acquisition of a stake in Tullow's acreage, according to a Ugandan security ministry memorandum seen by Dow Jones Newswires.

The Ugandan government is expected to make a decision on the Tullow stake sale early this year.

Total declined to comment Monday about the proposed sale of a stake in Tullow's Uganda acreage.

ExxonMobil's press office for exploration and production didn't immediately comment Monday.

Tullow Oil Uganda Ltd. declined to comment, while a spokesman for Tullow in London didn't return a request for comment.

The security ministry's memo also warned the government against approving a related deal--the proposed takeover of Heritage Oil PLC's (HOIL.LN) Ugandan interests by Italy-based Eni SpA (E). The document said that such a deal could hurt the country's economy.

Heritage and Tullow Oil are joint owners of blocks 1 and 3A, which means Tullow's new partner may have to work with Eni.

Tullow had hoped to secure bids from potential stake buyers by the end of 2009, according to the security ministry's memo, which was submitted to President Museveni in December. However, Heritage's decision to sign a letter of intent with Eni for the sale of its Ugandan interests has complicated Tullow Oil's plans.

According to the memo, a joint operating agreement between Heritage and Tullow, signed on Aug. 22, 2002, doesn't allow Heritage to sell its stake without Tullow Oil's consent.

Tullow Oil is the sole owner of block 2 on the Ugandan side of the Albertine rift.

"Tullow Oil officials say that they will resist the [Heritage assets] deal at all costs," the memo said.

ConocoPhillips Turns on Taps at North Belut Gas Field

According to a report by Dow Jones Newswires, ConocoPhillips announced Thursday that gas production commenced on November 16 at the North Belut field, located in Indonesia's South Natuna Block B.

The North Belut field is anticipated to reach production of 200 million standard cubic feet per day by 2010, with 20,000 barrels per day of condensate and liquefied petroleum gas, the report said.

nitial production was slated to begin in September, but the startup was delayed by the operator over concerns about the field's production stability, Dow Jones noted.

- Participate in any other HSE meetings when necessary.
- Ensure that all TEPR and Contractor personnel working on Kharyaga pads and Kharyaga vicinities are wearing the appropriate PPE and that it is used properly.
- Coordinate with the Site Doctor in order to keep all First aid stations on Kharyaga remote pads proper equipped.
- Perform Safety & Health Training for all TEPR and Contractor personnel working on Kharyaga Site.
- Perform PtW training for TEPR and Contractor personnel. The HSE Supervisorr could be assigned as HSE Authority for Kharyaga remote pads in particular cases, as per Site Management decisions.
- Verify the proper implementation of TEPR PtW system on each Remote Pad.
- Ensure that all necessary gas check is performed if it is indicated as Safety precautions on the PtW form.
- Ensure the proper implementation and compliance of TEPR H2S Policy.
- Ensure the proper follow up / inspection of all H2S Escape masks, Portable Gas detectors, Gas Beacons.
- Perform training to TEPR and Contractors personnel working on Kharyaga Site regarding TEPR Anomaly Cards reporting system and ensure the implementation and participation of all personnel on remote pads. Keep update the Anomaly card database and follow up pending actions close out.
- Supervise and monitoring lifting operations carry out on Kharyaga remote pads and ensure that all lifting gears and equipment have been correctly inspected and certified before start any lifting / offloading of materials.
- Ensure that all Gas cylinders storage areas in Kharyaga remote pads are properly defined and are in compliance with TEPR HSE procedures and RF regulations.
- Perform Monthly Portable Fire extinguishers inspections on each Kharyaga remote pads and ensure that are fully operative and kept in good conditions.
- Inform to Maintenance department of any disability of the fire and gas detection system on remote pads.
- Participate as Fire & Rescue Team member – squad leader during emergencies exercises or real emergencies on remote pads.
- Perform maintenance and testing of Breathing Apparatus. Perform on site SCBA training for operators or contractors personnel.
- Perform weekly / monthly SCBA inspection.
- Perform, organize and participate in emergency drills, exercises and alarm testing.
- Supervise the proper disposal of hazardous / domestics wastes on Kharyaga Site.
- Ensure that all personnel arriving to Kharyaga Site already have passed the HSE Induction.
- Supervise that all jobs in Kharyaga remote pad is being performed safely and following safety practices as per TEPR HSE rules and RF regulations.
- Monitoring weather conditions (wind speed and temperatures, visibility) during execution of jobs on Kharyaga Site and inform to the concerned discipline Superintendent if there is risk of accidents.

- Frequent contacts with contracting companies working on the Kharyaga facilities.

Details are as follows:

As an experienced Operations Superintendent for major offshore projects, this individual is responsible for ensuring appropriate and timely overall operations input into the Project Engineering and Resource Development designs. Reporting to the Operations Manager, the successful candidate will require substantive experience in subsea engineering and operations, with an ability to optimally recover the field's hydrocarbons in the most economic and reliable manner to ensure the maximum value of the resource is achieved. The successful candidate will also lead the development of the project's operations and maintenance strategies as well as the establishment and execution of a staffing strategy for the project. Once the project design is complete and construction has begun, the successful candidate will assume preparation of commissioning procedures and operational readiness activities.
