Alexandru Marias, un dezvoltator web din Deva a lansat astazi primul si singurul site de formulare online din Romania.

Site-ul ofera posibilitatea oricarui Internaut roman sa-si faca cont gratuit si sa creeze formulare in cativa pasi simpli iar acestea vor putea fi accesate si completate online de orice utilizator de Internet.

Formularele online au fost folosite cu success pe web in intreaga lume inca de la inceputul Internetului, dar pana acum crearea unui formular online in Romania necesita ajutorul specialistilor in IT si unelte de dezvoltare avansate.

Pe FormulareOnline.ro formularele pot fi create cu ajutorul unei interfete usor de folosit de publicul larg, si pot fi accesate direct sau copiate catre orice alt site, blog sau cont de facebook. The 2010 German Grand Prix returns to Hockenheimring after being held at Nürburgring GP-Strecke in 2009.
In 2008 Champion Lewis Hamilton won the 2008 German Grand Prix for McLaren–Mercedes, at Hockenheim. Former German Grand Prix winners in the field for 2009 include Fernando Alonso of Renault and Rubens Barrichello of Brawn GP. Barrichello and Alonso have also been successful at the Nürburgring when the circuit hosted the European Grand Prix.

Who can forget Red Bull-Renault’s hot ticket Mark Webber’s glorious win last year. Australian Mark Webber took both his first pole positions and his 1st Grand Prix win, with Sebastian Vettel winning second, giving Red Bull their third 1-2 of 2009. Championship leader Jenson Button could only manage fifth.
At the beginning of the race Mark Webber and Rubens Barrichello were side by side coming to the first corner where Webber clashed wheels with Barrichello, for which he later received a drive-through penalty. The Brawn driver still succeeded in leaping the Red Bull driver to take the lead. Lewis Hamilton also made a fast start in the McLaren and played for the lead, but slightly touched Webber at the first corner and received a puncture, ending his opportunity for points. He lost a lap in the pits, ultimately finishing 18th, still one lap down. Jarno Trulli also collided with Kazuki Nakajima’s Williams at the first corner, and the Italian had to pit for a new nosecone for his Toyota, leaving him at the back of the field with Hamilton.

As for the circuit, it is no surprise that it will provide a real mix of corners with low and high speeds. Every part of the circuit will test skills of cars and drivers, like mechanical grip, technical abilities, etc.

Cu ceva zile inainte de Ziua Copilului, guvernantii si restul clicii mancatoare de buget s-au gandit la oarecari surprize pentru tineretul tarii, pentru viitorul poporului. Boc si-ai lui, coordonati de undeva de mai sus, de la puntea de comanda, au executat dansul pinguinului schiop, chior si surd, parafand si semnand hartiile pentru taierile de pomina ce framanta natiunea de ceva vreme. Ca o apoteotica stare de lucru, pentru bunastarea si linistea viitorului, copiii au fost maltratati, linsati, decapitati prin ordonante si legi, astfel incat sa se potriveasca vorba: cine are, sa si-i creasca, cine nu, sa nu-i doreasca! Si este mai mult decat elocvent ca nici bocul, nici carmaciul n-au nevoie de progeniturile noastre, atata timp cat nu le sunt de folos la buget. Or, copiii nostri sunt prea micuti pentru a participa in vreun fel la bunastarea parlamentarului si guvernantului, pe cand copiii lor sunt deja pe la cancelarii vestice, cu mici apartamente, de 800.000 de euro, masini ce ar redresa prin vanzare cel putin un procent al economiei nationale si fitze irationale de copii tampiti crescuti la bloc. Asa ca de Ziua Copilului, bocul, carmaciul si clica au hotarat: prea multi copii, prea multe alocatii, prea multe burse. Prea mult popor. Sa se mai taie cate ceva! Si bocul a zis, din varful pantofilor, soptit: poporul nu mai are de mancare. Hai sa colaboram cu taietorul Ciomu!

Cum poti sa nu mai platesti creditul si sa scapi

Romanii cu restante la banci care nu au niciun fel de bunuri sau venituri, cei care pleaca din tara sau cei in cazul carora bancile nu au intreprins timp de 3 ani actiuni de executare silita in vederea recuperarii creditului scapa de plata datoriei.
O prima situatie care poate absolvi debitorul de plata creditului este implinirea termenului de prescriptie a creantei, care este de 3 ani, spune Dinu Petre, partener in cadrul firmei de avocatura Cunescu, Balaciu si Asociatii. Aceasta inseamna ca daca timp de 3 ani, compania in bilantul careia se afla creanta bancara nu a facut niciun demers in vederea recuperarii creditului, fie ca e vorba de imprumuturi garantate sau negarantate, datoria se prescrie.
Altfel, daca in termenul de prescriere banca nu apeleaza la dreptul sau executoriu (care ii revine prin ordonanta de urgenta nr. 99 din 6 decembrie 2006) sau nu mandateaza un executor extern pentru recuperarea creantei, sau nu trimite in judecata debitorul, debitorul nu mai are obligatia rambursarii datoriei, dupa trecerea a 3 ani de cand nu a mai platit ratele.
“O banca sau institutie de credit poate intrerupe cursul prescriptiei extinctive sau termenul de prescriptie prin introducerea unei cereri de chemare in judecata, arbitraj, executare silita”.
Acelasi termen de prescriere este valabil in cazul asiguratorilor sau firmelor de recuperare care au preluat restanta.
In practica se pare ca este aproape imposibil ca o banca sa ajunga in situatia de a pierde bani din cauza intrarii in vigoare a prescrierii datoriei, mai ales ca pentru a trece la executarea bunurilor, ea nici nu are nevoie sa apeleze la o instanta judecatoreasca.
In schimb, atrage atentia Iulian Urban, seful firmei de recuperare debite Urban si Asociatii, bancile se feresc uneori sa apeleze la acest drept, cand iau in calcul costurile mari presupuse de executarea silita.
“De multe ori, bancile schimba firmele de colectare, in speranta ca vor grabi recuperarea creantelor, si astfel termenul de recuperare intarzie”, a declarat Urban, mentionand ca restantele existente in portofoliul bancilor inca din 2007, ce reprezinta un volum destul de important, ar putea ajunge sa se prescrie la inceputul lui 2010, nemaiputand fi recuperate.

O a doua situatie in care debitorul restant ajunge sa nu mai poata fi obligat sa plateasca imprumutul este cand acesta nu poseda niciun fel de bun si nici nu este retribuit in vreun fel, asa incat banca nu isi poate recupera debitul nici prin executare silita si nici prin poprirea salariului, in perioada de prescriere. Aceasta situatie este valabila pentru creditele negarantate, in cazul celorlalte putand fi executate garantiile.
Potrivit expertilor judiciari, in aceasta situatie creditul nu poate fi recuperat de la rudele debitorului, intrucat legea nu permite acest lucru.
“Totusi, in cazul in care se demonstreaza ca debitorul a instrainat bunurile tocmai pentru a se sustrage de la executare silita, exista posibilitati juridice de readucere in patrimoniu a bunurilor instrainate”, a mai spus Dinu Petre, partener in cadrul Cunescu, Balaciu si Asociatii.
“De asemenea, in situatia in care se demonstreaza ca restantierul a intrat in mod voit in aceasta situatie, pentru a nu achita creditul, el este pasibil de raspundere penala”, a explicat Petre.
“In momentul in care executorul nu gaseste bunuri sau bani pe numele debitorului, procesul de recuperare se blocheaza, iar toata munca depusa nu are o finalitate”, au declarat pentru reprezentantii firmei de recuperare Kolcze Iliuta & Asociatii, care au atras atentia ca astfel de situatii sunt in practica destul de rare.
“De cele mai multe ori este vorba de cazuri in care debitorul face mai greu rost de bani si implicit intarzie cu plata, dar in final plateste”, au completat acestia.

Un al treilea caz in care este foarte probabil ca debitorul sa scape de obligatia rambursarii creditului este cand titularul de credit a parasit tara si nu a lasat in urma bunuri ce pot fi executate. Banca are mijloace legale de a il executa silit pe datornic, pe bunuri ori venituri obtinute in strainatate, insa procedura este complicata si poate fi chiar mai costisitoare decat valoarea creditului.
In prezent, exista o prevedere legala care permite urmarirea debitorului in afara spatiului tarii, in vederea executarii bunurilor pe care acesta le-ar putea dobandi acolo, care se bazeaza pe respectarea sentintei de executare date local, de catre forurile judecatoresti din afara tarii, a declarat Dinu Petre.
Costurile de executare sunt de regula insa foarte mari, iar creditorul trebuie sa puna in balanta daca ele pot fi compensate de debitul recuperat, asa incat urmarirea debitorului peste granite sa merite acest efort.
“Odata creanta trimisa spre executare, executorul va face de regula verificari din 6 in 6 luni ale situatiei datornicului, pentru a vedea daca acesta s-a intors in tara. Chiar daca debitorul se va intoarce in tara dupa 10-20 de ani, el este pasibil de executarea silita a bunurilor ce au intrat intre timp in posesia sa, pana la recuperarea debitului”, a declarat Alexandra Ruse, director de colectare la Coface.
Ceea ce se intampla in practica este descris de reprezentantii Kolcze Iliuta & Asociatii: “Singura solutie este apelarea in instanta, citarea debitorului si chemarea sa in judecata prin mica publicitate. Debitorul fiind plecat din tara, nu se va prezenta, iar cazul va fi castigat de catre creditor. Sentinta pronuntata in dosarul respectiv se investeste cu formula executorie, urmand executarea silita de catre un executor judecatoresc. In caz ca se vor descoperi bunuri sau bani in conturile titularului, se vor folosi pentru achitarea debitului. In caz contrar, de cele mai multe ori procesul de recuperare se opreste aici”.
Potrivit informatiilor furnizate de recuperatori, decesul debitorului nu poate reprezenta o situatie in care banca nu isi mai recupereaza creditul. “Situatiile tragice de acest gen sunt reglementate de legea succesiunii, care prevede ca restanta trebuie achitata de rudele acestuia”, a explicat Alexandra Ruse.

“Platim de 10 ori diferenta!”… Si au platit-o!

Mulţi dintre noi am văzut pe diverse panouri publicitare din oraş mesajul „Dacă găsiţi în altă parte mai ieftin, plătim de 10 ori diferenţa!” Promoţia aparţine lanţului de magazine Carrefour, prezent şi în Constanţa printr-un magazin care, la rândul lui, susţine aceeaşi campanie. Această strategie de marketing a atras atenţia multor clienţi ai hypermarketului, care au flat ulterior că în spatele promoţiei este ascuns un regulament aspru, astfel încât, şansele de a primi suma ce reprezintă de 10 ori diferenţa de preţ a unui produs achiziţionat sunt practic nule. Astfel, cel care are de câştigat din această campanie este comerciantul, şi mai puţin cumpărătorul. Dintotdeauna a existat o concurenţă acerbă între hypermarketuri. Zilnic suntem asaltaţi cu promoţii care mai de care mai incitante, scopul fiind atragerea cât mai multor clienţi, şi implicit realizarea unui profit cât mai ridicat, mai ales acum, în perioadă de criză. Bonusuri, premii, cadouri, reduceri, toate acestea se află acum în oferta hypermarketurilor din Constanţa, printre care şi campania „Dacă găsiţi în altă parte mai ieftin, plătim de 10 ori diferenţa!”. La demararea acestei campanii, s-au găsit şi unii cetăţeni cu spirit „întreprinzător”, care au făcut adevărate averi prin încasarea acestei diferenţe de preţ. „În urmă cu ceva timp, un consumator mi-a destăinuit faptul că, la începutul promoţiei ‹Dacă găsiţi în altă parte mai ieftin, plătim de 10 ori diferenţa!› de la Carrefour, şi-a pus la cale un bun plan pentru a câştiga nişte bani. Acesta şi-a trimis familia, formată din patru membri, în toate magazinele mari din oraş, cu scopul de a cumpăra produse ce se găseau şi pe rafturile din Carrefour, dar la preţuri mai mici, reuşind performanţa de a se îmbogăţi cu un miliard lei vechi într-un timp foarte scurt. Probabil, realizând dezavantajul acestei campanii, regulamentul de aplicare a sa este acum cu totul altul”, a declarat directorul Oficiului Judeţean pentru Protecţia Consumatorului(OJPC) Constanţa, Dionisie Culeţu. La ora actuală, şansele de a recupera diferenţa de preţ expusă în campanie sunt practic nule. Conform regulamentului afişat pe site-ul hypermarketului, clientul trebuie să fi găsit spre „comercializare în aceeaşi zi, acelaşi produs (aceeaşi marcă, tip, gencod produs-marcă de înregistrare), la un alt magazin cu acelaşi obiect de activitate, situat în acelaşi oraş şi cu suprafaţa de vânzare mai mare de 2.500 m˛, în aceeaşi zi în care a achiziţionat un produs din Carrefour, însă la un preţ inferior celui practicat în magazinul Carrefour”. Foarte puţini ştiu însă că există un regulament şi, cu atât mai mult, că acesta este disponibil pe site-ul hypermarketului. Considerându-se traşi în piept, tot mai mulţi constănţeni au reclamat la OJPC Constanţa lipsa de informare în ceea ce priveşte campania „Dacă găsiţi în altă parte mai ieftin, plătim de 10 ori diferenţa!”. Inspectorii OJPC au constatat că hypermarketul este „acoperit” de regulamentul promoţiei, însă vor încerca să obţină o modificare a regulilor. „Această promoţie a fost bună la început, acum nu reprezintă decât o vânătoare între hypermarketuri. Am stabilit o întâlnire cu directorii magazinelor care au acest gen de promoţii să vedem ce facem în privinţa acestui regulament, pentru a nu mai induce în eroare clienţii”, a mai spus Dionisie Culeţu.

In primele 3 luni ale anului, Amonil si-a reduc cu 17,4% cifra de afaceri, la 62,18 mil. lei (14,5 mil.m euro), fata de aceeasi perioada din 2008.

Compania are un capital social de 111,26 mil. lei, divizat in 1,11 miliarde actiuni, cu o valoare nominala de 0,10 lei.
