"Obviously Kate Middleton is going to be put under a microscope in terms of the press coverage, and how important she'll be is really her call," she adds.

Ms Middleton's style has been described as "classic, stylish and conservative", and most high street stores are scrambling to sell copies of Ms Middleton's key outfits.

Indonesia needs 600 new pilots a year

With the increasing number of aircraft passengers every year, Indonesian airlines also plan to increase their fleets, but this is expected to create a shortage of human resources, particularly pilots, a Transportation Ministry senior official says.

“Generally, with the current growth in passenger numbers for air transportation reaching 15 percent every year, there is a wide gap in the availability of local pilots,” Air Transportation Director General - Heri Bhakti said Thursday.

Heri was talking on the sidelines of the Indonesian National Air Carriers Association (Inaca) general meeting in Jakarta.

He added that in 2010 there were around 51.7 million passengers on domestic flights, an increase of 18 percent over the 43.8 million recorded in 2009.

The association also saw an increase in international routes that recorded 6.6 million passengers in 2010, far more than the 5 million passengers in 2009.

This situation would force air carrier companies to increase their fleets, which will require an addition of up to 600 pilots a year, Heri said, adding that the current output of pilots from the eight
local aviation schools only amounted to around 200 to 300 people a year.

“And they cannot fly planes immediately after they graduate. They must at least become copilot candidates, copilots and then captains, which takes at least a year or up to 3,000 flying hours,” Hari said. By the middle of 2011, there were around 7,000 pilots working for Indonesian airlines, 300 of them foreign.

African Refugee Children at High Risk for Kala-azar, Malaria, Viral Infections

Some 300,000 children are receiving vaccinations against polio and measles at one of the largest refugee camps in Kenya. They also are receving vitamin A and de-worming tablets as health workers try to protect the children against deadly viral and parasitic infections.

Severe malnutrition has blinded one child, but her mother still hopes she will survive.

"I pray so that she gets back on her feet here, otherwise there is not much I can do but leave it all to God," said a mother. Yet another child has met an all-too-familiar fate. She is among the 40 to 50 children who the United Nations estimates die every day from malnutrition on the Horn of Africa.

Josette Sheeran, executive director of the U.N. World Food Program, says the epic drought often forces mothers to abandon weak children as families walk for days to get to refugee camps in Kenya and Ethiopia.

“About one out of four are really in dire conditions and if children get to level four malnutrition only about 40 percent can even be revived," said Sheeran.

Pediatricians warn that malnourished children are susceptible to infections and that mortality is particularly high among children under five.

Dr. Peter Hotez is a tropical disease expert.

“Children are vulnerable to a number of viral pathogens, including measles, bacterial pathogens including those that cause cholera and other diarrheal diseases, as well as bacterial pathogens that cause bacterial meningitis," said dr. Hotez. "Finally they are susceptible to parasitic infections especially a terrible disease called Kala-azar, otherwise known as visceral leishmaniasis.”

Dr. Hotez says that in addition to their urgent need for food and shelter, these children also need essential vaccines.

“Measles vaccines, possibly cholera vaccines as well, the meningitis vaccine - remember this is not too far from the meningitis belt of Africa so immunizing against meningococcus A," he said. "And then we want to provide hepatitis control so hepatitis vaccination would be ideal."

Health experts also advise sleeping under insecticide-treated bed nets to prevent deadly outbreaks of malaria in overcrowded refugee settings. More than two million children are at risk of malaria and kala-azar in famine stricken Africa.

US-North Korea Talks to Begin in New York

U.S. and North Korean negotiators will meet Thursday morning in New York for their first direct talks in more than 18 months. Crowd control officers were expected to put up barricades outside the U.S. Mission to the United Nations, where the talks are to start sometime after 9 a.m. local time (1300 UTC) The U.S. side will be led by special envoy Stephen Bosworth.

Vice Foreign Minister Kim Kye Gwan, who leads the North Korean delegation, expressed high hopes for what are expected to be two days of meetings when he arrived in New York Tuesday. He said now is the time "for all countries to reconcile."

But U.S. officials have been more cautious, saying they simply want to determine whether North Korea is serious about fulfilling commitments it made in 2005 to scrap its nuclear program in return for aid and diplomatic benefits.

North Korea has been seeking a resumption of six-nation talks on those programs, after walking away from the negotiations in 2008.

North Korea set the stage for what could be a contentious meeting late Wednesday when its ambassador to the United Nations criticized the United States for its own nuclear weapons. Sin Son Ho said at a U.N. General Assembly meeting that the United States should negotiate a treaty to abolish its own weapons if it wants to tell other countries to give up theirs.

In Pyongyang Wednesday, North Korea reiterated its longstanding desire for a peace treaty with the United States to formally end the 1950-to-1953 Korean War. However Washington has long maintained that it will not forge a separate peace with Pyongyang before it reconciles with South Korea.

The United States invited Kim and his delegation to New York following the success of surprise talks between the North and South Korean nuclear negotiators last week in Indonesia. The talks signaled a possible thaw after more than a year of high tension between the two countries.

South Korea has been demanding an apology from the North for the sinking of a warship, the Cheonan, by what it says was a North Korean torpedo in March 2009. Pyongyang denies any role in the sinking.

The South also wants an apology for a deadly artillery attack in November on a border island, Yeonpyeong. North Korea claims the South provoked the attack.

China extracts and produces about 95% of the world's rare earth minerals, and since last year it has cut its exports. The World Trade Organization recently ruled China's export quotas on certain raw materials violate international trade laws. Japan, the EU and the United States have all contested that China's quotas drive up the price of products, while China argues that it's trying to protect the environment by foraging less land for rare earth minerals.

So why should you or I care about the global spat over rare earth minerals? I posed that question to American David O'Brock, the CEO of Molycorp Silmet AS, a rare earth processing plant in Estonia.

"Since the average person buys most of their household items, electronics and clothing from China, it directly relates to every aspect of their life," O'Brock explains.

The list of rare earth minerals and metals reads like a foreign language to me, so I asked O'Brock to explain the practical uses of some of them:

Didymium - mainly used in high strength magnets which are put into electronics that make noise or have a small motor in them - also is used in cars with electric seats and windows.

Niobium - used in MRI machines, rockets and atomic accelerators - is an element that's needed for super conductivity or high temperature applications.

Tantalum - used in chemical plants, aerospace turbines, glass coating and wire coating – helps keep our phones and laptops small because it has a very high surface area when it's made into powder form. It regulates the electricity flow without burning out the circuitry.

Because China has such a foothold in the rare earth industry, international companies find themselves forced to manufacture inside China to get around the export quotas. The European Trade Commissioner Karel de Gucht told CNN, "If they continue like this, we will not hesitate to take action and we will certainly consider retaliatory action... Losing jobs in the U.S. and E.U. is not acceptable. We are arguing there should be a level playing field."

But don't hold your breath. China plays hardball. Shortly after the WTO ruling, China released its export quotas for the second half of the year. There was virtually no change from the previous number. The Chinese government maintains it's cutting back on domestic production to control the immense environmental damage that results from mining rare earths. According to Xinhua News, the government has suspended issuing new rare earth mining licenses and announced more stringent environmental standards.

GOP governors: Stimulus money may hurt in long run

Though they support some federal action to help their states recover from the recession, several Republican governors said Sunday they plan to turn down a portion of what's offered in the stimulus bill that President Obama signed last week.

"If we were to take the unemployment reform package that they have, it would cause us to raise taxes on employment when the money runs out -- and the money will run out in a couple of years," Mississippi Gov. Haley Barbour told CNN's "State of the Union" on Sunday.

The Republican governors of Idaho, Alaska, Texas, South Carolina and Louisiana expressed similar concerns. But one of their colleagues, California Gov. Arnold Schwarzenegger, had a message for them Sunday on ABC's "This Week." When asked about broader complaints from lawmakers such as South Carolina Gov. Mark Sanford about the stimulus package leading to more debt, Schwarzenegger responded, "I am more than happy to take his money or [that of] any other governor in this country that doesn't want to take this money. I take it because I think California needs it."

Schwarzenegger said he does not foresee a need for a tax hike in the future to sustain the unemployment provisions. In a separate interview on CNN's "State of the Union," Schwarzenegger said the complaints are "partially" right, but that using the money for now "cannot hurt." And another governor, Michigan Democrat Jennifer Granholm, told CNN, "We'll take it." South Carolina, I'll take your money. Louisiana, we'll take it," Granholm said in an interview recorded last week and broadcast Sunday on "State of the Union."

"We got plenty of work here, plenty of jobs that we would like to create here," Granholm added as she discussed the struggling auto industry and job losses in her state.

A leading Democrat, meanwhile, said he does see a potential problem.

"I'm not sure that we can, over the long run, cope with the high unemployment compensation standard that this mandates for states," Pennsylvania Gov. Ed Rendell, the head of the National Governor's Association, told "Fox News Sunday."

"But I don't care. My people are suffering," he added. "They need that extra money. And right now that's paramount in my mind."

At issue is a portion of the unemployment assistance stipulated by the stimulus bill, which provides federal dollars to expand unemployment insurance in the states. In exchange for accepting that, states would have to expand the number of people who are given jobless benefits.

In Louisiana, for example, that portion of the funds would total nearly $100 million, state officials said. Gov. Bobby Jindal, a rising GOP star, has announced plans to turn it down.

"The $100 million we turned down was temporary federal dollars that would require us to change our unemployment laws," he told NBC's "Meet the Press."

"That would have actually raised taxes on Louisiana businesses. We as a state would have been responsible for paying for those benefits after the federal money disappeared."

The law demands a "permanent" change to state law, Jindal said.

Jindal and the other governors do plan to accept other funds offered by the stimulus, including money to increase benefits for those who are receiving them. And even some governors who have expressed disappointment in the stimulus package are not shying away from any of the funding.

"I don't like this bill, but it is now the law. ... It's now our responsibility and opportunity to try to implement it," Minnesota Gov. Tim Pawlenty told "Fox News Sunday."

Calling his state "a major net subsidizer of the federal government," he said, "We're paying the bill either way -- we're going to take our share of the money."

In the end, some governors who would like to turn down a portion of the federal funding may not be able to. The law stipulates that state legislatures can overrule governors. Massachusetts Gov. Deval Patrick, a Democrat, said Americans are making it clear to all governors that they should accept whatever help they can get.

"Everywhere across the country, certainly in Massachusetts ... people want their roads repaired, they want their bridges repaired, they want a clean energy strategy ... and real alternatives, and they want us to be candid with them about those needs," he told CNN's "State of the Union."

Monetize use english much better than you use the other language, you know why? many people say if your blog use english content that will provide coverage to get visitors in the world, although my english languange is not to good.
