The following resolution will be presented by Baldwin van der Byjl:

I move that the Oak Grove Community Council support the Gladstone Library serving the Oak Lodge Library Service Area if the building is located near public transportation routes, consists of 16,000 square feet minimum, and includes standard library amenities such as a community room, IT, and programs, etc.

You see, the Lege, in its infinite wisdom, decided to pressure counties to turn over libraries to cities, so a system which has worked for many, many years, needs help.

I am writing this letter to inform you, not alarm you. We are contacting parents of students who live in the Oak Grove Elementary School area to inform you that a convicted sex offender, who has been legally paroled, is living in the school’s attendance area. We are notifying you so you can respond in a responsible manner for the care of your children. Please use this opportunity to reinforce how you expect your student to respond to strangers in all situations. Please remember that education and awareness are the best preparation in these circumstances. Thank you for your efforts on behalf of our students and your children.

Over the last few weeks, we have had prowlers in the Courtney (between Linden & McLoughlin) area. Here is a description of a trio that was interviewed by the Sheriff. From Eric: Below are the names, descriptions and address of the three young men who were prowling the Courtney Square Apartments about 10 days ago.

Robert Eugene Stacy, Caucasian, age 28, 6 ft. tall, 190 lbs, Black hair, hazel eyes, short unkempt black beard, dressed in dark colors. Robert has a felony conviction. Address is 2717 SE Courtney Ave, # 11 - this is the Greenfield apartments, formerly the Balboa.

Luis Ortiz Fiallos, Hispanic, Age 28, 5’7” tall, 160 lbs, black hair, brown eyes, goatee, dressed in black hoodie with grey sweat pants, his address is: 13980 Se Linden Ln. This one has the wife that showed up in the middle of the interview with the deputies.

Zachary Brian Reed-Botle, Caucasian, Age 21, 6 ft. tall, 140 lbs, brown hair, brown eyes, dressed in dark clothes. His address is 4431 SE Roethe Rd.

If the unsettled Library Project is one of your PASSION ITEMS, please note the following message from Ed Gronke: An item on the agenda at the last Gladstone City Council meeting was the establishment of a Citizens Advisory Committee on the proposed library. The Committee's responsibility is to discuss and deliver a recommendation to the City Council by no later than May 14, 2014 on an appropriate ballot measure for the November election. At present, they have prepared some preliminary cost estimates of different configurations for the library but not much else. This is an extremely tight deadline to meet for a committee starting from scratch sometime in late February. The make-up of the committee thus far is: Minimum of 10 members: 5 from the various governmental bodies in Gladstone (City Council, School Board, Library Foundation, Library Board, Clackamas County) plus 5 "citizens" from Gladstone and the Oak Lodge communities.

Library Committee Applications should be submitted to the City of Gladstone within the next 10 days (about January 29, 2014). The Gladstone website has an application form for committees and boards on line. Because the timeline is really short, Ed’s recommendation is to download the application, print it, fill it out and hand-deliver it to Gladstone City Hall. If you have questions on this project or have trouble finding the application on the website please direct them to the City of Gladstone instead of to Ed.

PLANNING FOR FUTURE TRIMET BUS SERVICE

In anticipation of the new high-capacity transit option the Portland-Milwaukie Light Rail Transit Project will bring to the region, TriMet is launching its bus service planning process with the goal of maximizing ridership and service. Working with the community in the Portland-Milwaukie light rail corridor from downtown Portland, to inner SE Portland, Milwaukie and north Clackamas County, TriMet will talk with residents, transit riders, businesses, and other stakeholders to identify how bus service can work best with the new MAX light rail. New school boundaries for the Rex Putnam High School attendance area elementary schools are being developed and discussed by a boundary committee that is comprised of Parents, Citizens, Staff and Board members. The elementary schools that will be impacted by boundary changes include Bilquist, Concord, Oak Grove, Riverside, and View Acres due to the School Board voting to close Concord Elementary School at the end of the 2013-2014 school year.

The Boundary Committee has met twice and is scheduled to meet two more times, as noted above, to finalize an advisory report to the superintendent to inform his recommendation for boundary changes to the Board on February 13, 2014.

Boundary discussions have included:

· How is a neighborhood defined?

· What makes good boundary lines?

· How should a mix of single-family and multifamily housing and income levels be considered in the process?

· How should busing and walking be considered?

· How do we balance initial impacts, possible long-term benefits, along with many other factors?

You will also have opportunities to directly communicate to the NCSD Board during the regular Board business meetings on February 13, February 27 and March 13, 2014.

Item #1: HEALTH IMPACT ASSESSMENT / ROAD SAFETY AUDIT

Great news – Clackamas County Public Health received grant funding to do a Health Impact Assessment as a part of a Road Safety Audit. The Assessment project will be underway early this year with the grant money being used to study a section of McLoughlin Blvd from Boardman to Hull. Upon completion, the Assessment will add another layer of analysis about how to improve the pedestrian/bike/roadway safety in crossing McLoughlin Blvd. While this study is over a short section of McLoughlin, it can be utilized as a case study for the rest of McLoughlin and other similar roads in the County.

Special thanks to Joe Marek and Karen Buehrig for their efforts in doing the lion’s share of the application prep work. to obtain these funds! Stay tuned for more information as this area project develops.

Item #2: ODOT PROJECTS UPDATE

The following schedule information / updates for the ODOT / OR 99E Projects was provided by Rick Keene. ODOT will be scheduling a public meeting in January to discuss both projects.

· Project: OR 99E – Naef Rd – Clackamas River Bridge

The project went to bid last October. The contractor, Oregon Mainline, has been given Notice to Proceed. The ODOT construction project manager is Wayne Statler. Mr. Statler said he does not expect the contractor to start paving and sidewalk work until March. If you have questions about the Naef – Clackamas River. Bridge project please call Mr. Statler's office directly at 503/731-3197.

· Project: OR 99E – Vineyard Road

This project is still in design. The expected bid let date is June 12, 2014. The project still consists of intersection signalization and ADA ramp upgrades. ODOT is also considering adding a traffic separator on the north leg of the intersection and a pedestrian refuge island near the Oak Lodge Library. If you have additional questions regarding the Vineyard project contact Rick at the number below.

Our Deputy Robby Nashif can be very effective –

He responded to the parking complaints turned in at the CIA meeting. He had 3 vehicles towed, marked two for 72 hours, ticketed four and tagged another three for removal. He was going to check back in 24 hours on the the others that were tagged and the others for 72 hours later in the week. Thanks Robby. Thanks Adam.

The first hour of the program will be a discussion of the "Metro Natural Areas Local Option Levy" Measure 26-152. This levy will be 9.6 cents per $1,000 of assessed value. About half of the money will be spent on restoration projects and the other half for park operations. The people discussing this levy will be Carlotta Collette, our Metro representative, and John Charles from the Cascade Policy Institute.

SPECIAL DISTRICTS – CANDIDATES FORUM

The second hour of the program will be dedicated to the Special Districts: Clackamas Community College (CCC), North Clackamas School District (NCSD), Oak Lodge Sanitary District (OLSD) and Oak Lodge Water District (OLWD) with the OLWD candidates being last as it will likely be the most contested race.

This is the opportunity for Citizens from the Oak Grove, Jennings Lodge, Oatfield Ridge and other areas of North Clackamas County to hear the views and ask questions about the issues the candidates expect to be facing if elected to the respective positions they are seeking. Time will be allotted for audience questions after each candidate’s initial presentation.

The CIA Forums are open public discussions. All are welcome.

The members of Milwaukie Elks Lodge #2032 touch the lives of people in the area in ways that many of you may not be aware of. The funds raised at the Fear Asylum are used to support their many community activities. They provide and pack the weekend food supplies for North Clackamas School District’s ‘Back Pack Buddies’ program. They also support the Children’s Eye Clinic at the Casey Eye Institute at OHSU, a Boy Scout Troop, a Veteran’s program, the Relay for Life, etc.

Also for your Elks Lodge update – The County Commissioners, sitting as the Clackamas County Housing Authority, have not yet exercised the option to purchase the Milwaukie Elks Lodge/Property. The outdoor swimming pool has been drained, sealed and planned to be open for next summer’s use. The Elks continue to solicit members. Thelma is their Membership Recruitment Chairperson. Is Oregon still participating in the proposed '50-state' settlement regarding abuses of the law by banks in mortgage securitization? Rolling Stone reports that it's a bad deal for Florida since the Sunshine State is estimated to have lost 62 billion, and since the entire 50-state settlement is now set to 20 billion total, I am very curious as to what Oregon's estimated losses are due to this particular kind of bank fraud.

Especially of interest is the use of the commercial firm MERS instead of properly registering transactions locally. How much did Oregon's counties lose in taxes through bypassing Oregon law regarding transaction reporting?

Now that New York and California have pulled out, I hope the state of Oregon will also consider how paltry our slice of that 20 billion might be.

A reminder that the Park Ave Forum will meet this coming Wednesday evening, from 6:00 to 6:45 pm at Rose Villa's Fellowship Hall located at 13505 SE River Road.

The purpose of the Forum is to provide those with interests in the area near the intersection of Park Ave and McLoughlin Blvd with current, accurate information on the variety of happenings taking place, as well as providing a place for neighbors to meet with neighbors. All community members are welcome.

Open House on projects for regional transportation funding set for July 21

Clackamas County and the cities of Happy Valley, Milwaukie, West Linn and Lake Oswego are proposing six potential transportation improvement projects to be considered for funding with flexible federal funds administered by Metro.

The limited amount of funds – approximately $3 million for Clackamas County – must be spent on projects that benefit pedestrian, bicycle and freight movement. The money will be available in 2014-15. More information about the program is available from Metro and by clicking here.

“This is a wonderful opportunity,” said County Commission Chair Charlotte Lehan, “to improve travel options for our residents that promote sustainable communities and a healthy lifestyle. I’m also pleased that we are keeping freight movement, which is so important to our business community, at the top of our priority list.”

Proposed projects for Clackamas County and its urban cities will be available for review and comment at a public open house set for 6 to 8 p.m., Thursday, July 21, at the County’s Development Services Building, 150 Beavercreek Road, Oregon City, OR 97045.

People are also welcome to comment by email or regular mail to Transportation Planning Supervisor Karen Buehrig atkarenb@co.clackamas.or.us or at the Development Services Building in Oregon City. Comments will be accepted through Thursday, July 21.

The six proposed projects (listed in alphabetical order) are:

· 82^nd Avenue Boulevard between Monterey and Sunnyside; sponsored by Oregon Department of Transportation and Clackamas County -- Add median treatments, sidewalks, bike lanes, street lighting and bus shelters. Request: $2.969 million of the estimated $6 million of improvements

· Boones Ferry Road/Lake Grove Town Center Multi-Modal Improvements; sponsored by City of Lake Oswego – Reconstruct cross-section of Boones Ferry Road from Kruse Way to Madrona, adding bike lanes, sidewalks, planting strips, mid-block pedestrian crossings and a greenstreet median to treat stormwater. Request: $1.5 million for preliminary engineering.

· I-205 Multi-Use Trail; sponsored by City of West Linn – Improve pedestrian and bicycle mobility from 10^th St/Salamo Rd in West Linn to 11^th St/Main St in Oregon City. Request: $1.55 million for project development and construction.

· Mt. Scott Creek Trail Extension; sponsored by City of Happy Valley and North Clackamas Parks & Recreation District – Create a safe, alternate pedestrian route from the trail/footbridge west of 122^nd/129^th Ave, west to Southern Lites Park, south under Sunnyside Rd to Mt. Talbert Nature Park. Request: $180,000 for project development and design.

· Regional Freight Intelligent Transportation System Project; sponsored by Clackamas County – Improve freight mobility in congested subareas of the Clackamas Industrial Area with improved signal equipment, signal timing and minor roadway improvements. Request: $790,000 for development and construction.

· SE 17^th Avenue Multi-Use Regional Trail Connection; sponsored by City of Milwaukie, North Clackamas Parks & Recreation District, Metro – Construct a trail on the west side of SE 17^th Ave to connect the Trolley Trail and Springwater Corridor. Request: $3 million, to complete the $3.4 million project.

The projects, which are in various stages of planning, were proposed by individual jurisdictions, and reviewed and moved forward by the Clackamas Transportation Advisory Committee (CTAC), with input from the Regional Freight Advisory Committee and the Clackamas County Pedestrian/Bicycle Advisory Committee. Recommendations on which projects to fund will be made by the County and cities. The final decision will be made at the regional level.

Your Lives Were At Risk, He Was Asleep At The Switch

http://www.oregonlive.com/portland/index.ssf/2011/05/post_86.html reveals the supervisor at Portland's Bureau of Emergency Communications did not know how to activate a reverse 9-1-1 phone system that could have warned nearby residents last week of chemical fumes escaping from Precision Castparts, according to a city review of what went wrong.

The BOEC supervisor on duty contacted the wrong bureau to activate the system. The supervisor contacted the Portland Police Bureau to put in place its Portland Emergency Notification System, but that system became defunct in July 2009, the city analysis showed.

The BOEC supervisor was not aware that Portland's new FirstCall system was activated in December 2010, under the oversight of Portland's Office of Emergency Management.

The incident started Wednesday with a power outage at Precision Castparts, located where boundaries for Milwaukie, Portland and unincorporated Clackamas County converge on Southeast Johnson Creek Boulevard.

After the electricity went out, the company switched to a backup generator but was unable to power up the pollution-control equipment, resulting in release of a cloud that consisted of hydrofluoric acid, nitric acid fumes and nitrogen dioxide, according to incident reports and DEQ officials.

"During the incident there was a lack of adequate and clear communication between the multiple agencies as it related to the community notification system,'' the city's analysis said.

Further, BOEC and Portland's Office of Emergency Management lacked clear written protocols for activating the new FirstCall system. The system is managed by POEM and the Portland Water Bureau. When activated, it can notify residents in a geographic area through published land line phone numbers, unpublished numbers, cell phone numbers and e-mail addresses that residents allow into the system.

The emergency management bureau tested the system in the Johnson Creek area of Southeast Portland on April 27. But the final approval of the warning system is not scheduled to be adopted by the City Council until the end of June, city reports show.

The analysis found that additional training is needed on the new system and the steps to activate it. Training will be provided to BOEC and Portland's public safety and emergency response bureaus.

In the wake of last week's incident, city policy has been updated to clarify procedures for activating the reverse 9-1-1 system. Requests for activation must now be coordinated through POEM, via the POEM duty officer or POEM director. BOEC will also now come up with internal protocols for its use and activation, according to the city analysis.

The city also tonight released a time line of what occurred last Wednesday night, showing that by the time officials figured out who was responsible for activating the system, it was too late.
