राकेश नाथ/एसएनबी नई दिल्ली। बीते 2010 में पानी की दरों में हुई बढ़ोतरी ने दिल्ली जल बोर्ड को सर्वाधिक आमदनी कराई है। यह आमदनी बिलिंग के जरिए ही हुई, लेकिन राजस्व में इजाफे का कारण पानी की दरों में बढ़ोतरी रहा। यही कारण है कि बीते पांच वित्त वर्ष के आंकड़ों के अनुसार वित्त वर्ष 2010-11 में बोर्ड को सर्वाधिक आय हुई है। इस वित्त वर्ष में बोर्ड को 925 करोड़ 31 लाख के करीब आय हुई है। बीते चार वित्त वर्ष में यह आमदनी कम रही है। बोर्ड को यह आमदनी पानी के बिलों, विकास शुल्क, बायो गैस शुल्क और पैक्जड वॉटर की बिक्री के जरिए होती है। बोर्ड के मुख्य कार्यकारी अधिकारी रमेश नेगी के अनुसार वित्त वर्ष 2011-12 का ब्योरा अभी तैयार हो रहा है। बता दें कि बोर्ड द्वारा जनवरी 2010 से पानी की दरों में इजाफा किया गया है। उस दौरान घरेलू पानी की दरों में 0-6 किलोलीटर तक पानी निशुल्क रखा गया था, यानि छह हजार लीटर पानी का बोर्ड कोई शुल्क नहीं लेता था। दिसम्बर में पानी में बढ़ोतरी के फैसले के बाद पहले स्लैब में 0 से 10 किलोलीटर तक के लिए दो रुपए प्रति किलोलीटर की दरें तय कर दी गई। इसी प्रकार 10 से 20 किलोलीटर की दर तीन रुपए, 20 से 30 किलोलीटर में 15 रुपए और 30 से अधिक किलोलीटर की खपत करने वालों के लिए पानी की दरें 20 रुपए प्रति किलोलीटर कर दी गई। बोर्ड अधिकारियों के अनुसार दरों की इस बढ़ोतरी से जल बोर्ड के राजस्व में इजाफा हुआ। बोर्ड द्वारा पांच वित्त वर्ष के उपलब्ध आंकड़ों के अनुसार वित्त वर्ष 2006-07 में बोर्ड को 420 करोड़ 5 लाख रुपए, 2007-08 में 466 करोड़ 22 लाख रुपए आय हुई है। इसी प्रकार इन दो वित्त वर्षो में तुलनात्मक 46 करोड़ 16 लाख रुपए अधिक आय हुई। इसी प्रकार वित्त वर्ष में 2008- 09 में राजस्व में 23 करोड़ 63 लाख रुपए की गिरावट आई। इस वर्ष बोर्ड की आमदनी घटकर 442 करोड़ 58 लाख रुपए हो गई। इसी प्रकार वित्त वर्ष 2009- 10 में पानी की दरों में हुए इजाफे से आमदनी में एकाएक काफी इजाफा हो गया। यह इजाफा करीब 206 करोड़ 77 लाख रुपए अधिक हुआ। इस साल बोर्ड की आमदनी बढ़कर 649 करोड़ 36 लाख रुपए हुई। इसी प्रकार अगले वित्त वर्ष यानि 2010-11 में बोर्ड की आमदनी में 275 करोड़ 95 लाख रुपए का इजाफा हुआ। बोर्ड ने इस साल 925 करोड़ 31 लाख से अधिक का राजस्व हासिल किया है। विभाग ने कमाये 925 करोड़ पांच वित्त वर्ष में 2010-11 में सर्वाधिक आयl

With the increasing pollution in air and ever-increasing number of pollution creating vehicles on roads,demand of time is to switch over to environmental friendly means of transport.

To spread message of using cycles for travelling distances National Service Scheme Unit of Sri Guru Gobind Singh College of Commerce ,University of Delhi,is taking an initiative to organise "Go Cycling event" on February 15th 2012 from 11am.until 2pm.

With this Programme,Students are aiming to spread the environmental as well as health benefits of using cycles as a means of transport.To realize this aim,they will be covering a large journey on cycles.They will start the Journey from their College itself and will reach Delhi University covering the heavy traffic areas of Shalimar Bagh,Azadpur,Kingsway Camp etc.. The Riders will then take a break of 15 minutes and will continue the journey in North campus.

DERC TO INVOLVE CONSUMERS IN PLAN TO CUT POWER COST

The Delhi Electricity Regulatory Commission (DERC) plans to launch an initiative under which consumers will have the option of cutting down electricity consumption during peak hours.

The initiative is being taken to optimise power purchase at peak hours by discoms through voluntary participation of the consumers to help bring down the power purchase cost of by the companies. The price of power goes up during peak hours. The discoms have to spend more to arrange electricity for peak hours.

The initiative was announced at a meeting DERC held with all stakeholders.

DERC officials said that consumers will be provided with a new metering system, which will facilitate two-way communication between the discom and the consumer.

DERC chairman P.D. Sudhakar said the “demand response” is a new initiative for optimising the power purchase at peak time through voluntary participation by the consumers.

नई दिल्ली।। बिजली बिल में फ्यूल सरचार्ज जोड़ने के खिलाफ अब अपीलेट ट्रिब्यूनल जाने की तैयारी हो गई है। पूर्व केंद्रीय मंत्री और बिजली आंदोलन के संयोजक विजय गोयल ने कहा कि फ्यूल सरचार्ज के नाम पर बिजली दरों में 5 पर्सेंट की बढ़ोतरी बर्दाश्त नहीं की जाएगी। हम इस फैसले के खिलाफ अपीलेट ट्रिब्यूनल में अपील करेंगे। साथ ही लोक अभियान के तहत बिजली आंदोलन को तेज किया जाएगा। उन्होंने कहा कि 18 फरवरी को कॉन्स्टिट्यूशन क्लब में बिजली अदालत लगाना शुरू किया जाएगा।

गोयल ने कहा कि 5 पर्सेंट दाम बढ़ने से लोगों में बहुत गुस्सा है। लेकिन हैरानी यह है कि बिजली कंपनियां फिर डीईआरसी से 18-28 पर्सेंट दाम बढ़ाने की मांग कर रही हैं। उन्होंने कहा कि अगर दिल्ली सरकार और बिजली कंपनियों की मिलीभगत चली तो दिल्ली में बिजली 10 रुपये प्रति यूनिट हो जाएगी। उन्होंने बताया कि बिजली आंदोलन का मुख्य मकसद जनता की शिकायतों को दर्ज करना है। यहां सभी तरह की शिकायतें सुनी जाएंगी जैसे तेज भागते मीटर, खराब मीटर, लोड बढ़ोतरी आदि।

Dear Mr Vohra,

All our arguments facts and figures against unjustified hike by DISCOMS seem to be falling on deaf ears.DERC simply is not interested in looking at discrepancies which we have been pointing out at the DERC hearings,looks like it was a futile exercise and lot of our precious time was wasted . DISCOMS have gone ahead with the planned hike which is going to reach 8o% in due course to cover up their so called imaginary losses.Its time Delhites woke up and protested the open loot of Discoms supported by DERC. We on our part will continue raising our cries of dissent and helplessness each time there is a hike annoncement by DISCOMS.

DERC must reply to the residents of Delhi that :

Why you raised the prices by 22% ?
Why you enhanced the power tariff by 5% for fuel surcharge ?
Why you want to introduce Time of Day power tariff ?
Why you again want to raise the tariff from 18% to 28% ?

Why don't you answer us about the UNEXPLAINED DISCREPANCIES found by you in the Audited statements of Discom's as below :

Revenue collection :

How the revenue collection in April & May can be just 82.36% and 78.44% in case of BRPL & 61.37% ( ? ) and 79.24% in case of BYPL. Where is rest of the money ? What is the actual amount being said to be not collected ? Do they mean they have GIFTED the rest of the money to consumers ? Do they mean, they had targeted collections in the rest of the months ? If yes, how they could not collect it in April & May ? This needs to be checked thoroughly as the collection efficiency is said to be 92.6% & 89.2% respectively, in case of both Discoms.

How the revenue collected in both of the cases i.e. BRPL & BYPL in April is about 40% of the average of rest of the months. Was there any strategy to show lower collections ? What is the actual difference in monetary terms ?

Billing :

There is a clear indication that the game has been played with the consumers in the month of April & May. The billed units were lesser by 100 MUs & 60 MUs in case of BRPL / BYPL in the same period during last year. Moreover, the Billed units in April were 167 MUs lesser than the energy sold by BRPL in March, same year. How the Billed units can be lesser by 167 MUs from March to April in the same year ? This needs to be checked thoroughly as it has raised many doubts on the working of Discom’s. Billing for rest of the months MUST ALSO BE thoroughly rechecked.

Purchase cost :

How the power cost can be raised from 297 Crores to 648 crores in case of BRPL & from 216 Crores to 466 crores in case of BYPL during April to November i.e. in a span of just 6 – 8 months? It’s said the increase was by 117% & 116% respectively in both the cases. Do you think it matches the national price index ? What was the percentage of increase in the last few years ? Is the increase exhibited now, in the same ratio as that of in earlier years ? What the Auditors have mentioned over it ?

SHOCKING :

It’s even more surprising that in case of both the utilities, the power purchase cost during the month shown in one statement does not match with the corresponding cash flow statements.

AT & C Losses :

DERC earlier vide its circular had indicated AT&C losses reduced to just 14% to 20% for various Discoms. Than how these have been increased upto 27.36% & 32.28% in both the cases. This must be checked thoroughly as it can have a massive impact on the visible profitability of DISCOM’s.

Collection targets :

Where is the rest of appx. 10% & 7% of the billed amount to be collected. Is it being shown in the Sundry Debtors or they have written it off as bad debts ?

These are the clear cut indications of the anomalies existing in these DISCOM’s and we are sure that there is a big loophole in the whole story.

राजधानी की तीनों बिजली कंपनियों ने दरें 18 से 28पर्सेंट तक बढ़ाने की मांग की है। बिजली कंपनियों ने पिछलेसाल के मुकाबले इस बार टैरिफ में काफी कम बढ़ोतरी कीडिमांड रखी है। पिछली बार कंपनियों ने 84 पर्सेंट तकबढ़ोतरी का प्रस्ताव रखा था। आरडब्ल्यूए और जनसंगठनइसके पीछे पब्लिक प्रेशर को वजह मान रहे हैं। उनकाकहना है कि बिजली कंपनियों को पब्लिक ने जिस तरहएक्सपोज किया है , उसी का नतीजा है कि बिजलीकंपनियां बेतुकी डिमांड करने से बच रही हैं।

कंपनियों ने दिल्ली इलैक्ट्रिसिटी रेगुलेटरी अथॉरिटी (डीईआरसी ) को अपने आने वाले संभावित खर्चों का हिसाबदेकर टैरिफ पिटीशन दाखिल की है। इसे डीईआरसी नेएडमिट कर लिया है। कुछ ही दिनों मंे इसे आम कर दियाजाएगा। टैरिफ तय करने की प्रक्रिया में 3 से 4 महीने का वक्त लगेगा , जिसके बाद बिजली की नई दरें लागू होजाएंगी।

डीईआरसी के चेयरमैन पी . डी . सुधाकर ने एनबीटी को बताया कि बिजली कंपनियों ने ऐवरेज रेवेन्यूरिक्वायरमेंट ( एआरआर ) दाखिल की है। टाटा पावर दिल्ली डिस्ट्रीब्यूशन लिमिटेड ( पुराना नाम एनडीपीएल )ने करीब 18 पर्सेंट टैरिफ बढ़ाने की मांग की है। बीआरपीएल ने बिजली दरों में 19.8 पर्सेंट और बीवाईपीएल ने27.85 पर्सेंट बढ़ोतरी की मांग पिटीशन में की है।

सुधाकर ने बताया कि हम बहुत जल्द पब्लिक नोटिस जारी करके बिजली कंपनियों की याचिकाओं को सबकेसामने लाएंगे। लोग इसे पढ़कर अपने सुझाव या आपत्तियां दे सकते हैं। इसके अलावा , स्टाफ पेपर भी जारीकिया जाएगा , जिसमें बिजली कंपनियों की पिटीशन की अहम बातें होंगी। इससे लोगों को पता चलेगा किकंपनियां किस आधार पर रेट बढ़ाने की मांग कर रही हैं। इसके बाद जन सुनवाई होगी। फिर टैरिफ तय किएजाएंगे। इस पूरे प्रोसेस में 3 से 4 महीने लग जाएंगे।

In a similar incident a few days ago in Dilshad Garden a scooterist from Jagat Puri had lost his life.We are happy that we could save the life of someone, whom we dont even know.

Mosquitoes can be erradicated very very easily with just little but sincere & appropriate efforts

I am DMS ESIC Hospital okhla Delhi & am also younger brother of shri KK Aggarwal who joined NTPC in 1977 & took voluntary retirement in 2011.

I devoted my free time in detecting & managing mosquito breeding sites for last 16 years & have come to the conclusion that mosquitoes can be erradicated very very easily with just little but sincere & appropriate efforts.

I have taken photographs of massive mosquitogenic places with massive presence of larvae. One very important observation is that there are some person who are creating massive mosquitogenic conditions & donot want that mosquitoes should finish.Acts of these people are easily identifiable if one is aware of it. Ihave many photographs & videos to prove it. Iwish to share my knowledge with any one who is willing to do something for total erradication of mosquitoes from an area for ever.

Subject: Objections/Suggestions - DRAFT DELHI ELECTRICITY SUPPLY CODE AND PERFORMANCE STANDARDS REGULATIONS, 2012.

Sir,

At the outset I wish to state that this Draft on Performance of DISCOMS - is just an Eyewash - as this draft touches only Peripheral issues .... while the Key Points of Performance Standards and a rotten infrastructure have been left unattended. I am filing my objections UNDER PROTEST and more so to make it a matter of OFFICIAL RECORD for posterity, than for any expectation of any meaningful outcome, giving relief to long suffering citizens.

Some of the more important Key Points that have not been adequately addressed are page wise .....

Page 12 - Explanation: Past cases where 3 phase connections have been given for loads less than 10 kW, no changes are contemplated by these Regulations.

Unfair to over 25 Lakh existing consumers - This is discriminatory and open to challenge in the High Court as willful omission to benefit DISCOMS.Please refer to the minutes of earlier Public Hearing, over three years of correspondence and the meeting held at DERC in Sept. 2011, it has been clearly brought to the notice of the Commission that due to Residual Back Flow consumers are being fleeced 25% to 40% extra due to fast running meters. DERC had issued an Ad. in leading Dailies on 24th Dec. 2011 addressing the issue in an oblique manner, beyond the comprehension of common consumer. DERC through this Draft is trying to make this practice of making unearned Profits a permanent affair.

Page 15 - In case "no-due certificate" is not obtained by the previous owner, the applicant before purchase of property may approach the Business Manager of the Licensee for a "no-dues certificate". The Business Manager shall acknowledge receipt of such request and shall either intimate in writing outstanding dues, if any, on the premises or issue "no-dues certificate" within one month from the date of application.
Not Fair ...... No dues certificate should be given within 7 working days ...... Property Transactions are Cost/Time Sensitive and with records being computerised, it should not be difficult for DISCOMS to comply.

Page 36 - WIRING - (ii) At the time of testing of installation, if the Licensee's representative finds that there is a defect in the consumer wiring, he shall serve notice in writing to make such modifications as are necessary to render the installation safe. (iii) The connection shall be energized only on removal of the defect. (iv) The licensee shall disseminate information with respect to Earth leakage in internal wiring for consumer benefit, as also about the need to maintain distinct phase and neutral wires per metered network within the premises.
Not Fair..., Giving an escape route to DISCOMS ........ We had clearly asked for DISCOMS to give separate Neutral upto each Metering Point as per relevant Act/Code. This Draft does not talk of Residual Back Flow resulting in unearned 25% to 40% extra profits by DISCOMS ..... the Licensee disseminating information about the need to maintain distinct phase and neutral ..... does not explain to the lay man that he may have to foot the bill of his neighbours heavy load consumption. We had also asked for imposition of punitive penalties in case of non compliance and refund unearned profits over the past three years since Electronic meters were installed. This should be treated as a criminal offence of willful cheating and dealt under Criminal law including imprisonment.

Page 60 - 55 Direct Theft .....

Unacceptable - DISCOMS are supposed to curb theft and take all steps needed and RWAs support strict action against power thieves ........ However DISCOMS should not be allowed to seek enhanced Tariffs on account of Theft. They should bear the cost as business loss, as they were supposed to control theft ..... just as a shopkeeper is not supposed to charge the consumer for the materials stolen or pilfered from his shop.DISCOMS can be at the most be allowed a Fixed 3% Distribution loss. This step alone will make DISCOMS stop thefts due to Political Considerations. Zero Theft should be a part of Guaranteed Performance Standards.

Page 61 - (v) Lodging of FIR/Complaint in Special Court. FIR shall be got lodged immediately by the A.O. in the police station on the proforma attached as Annexure-XV immediately with in 24 hrs. after detection of theft and subsequent disconnection of supply. In case of non filing of FIR then the licensee may file complaint before the Special Court within 72 hours of the disconnection of supply.

Discriminatory - Law should be same for any theft ......... when consumer steals clear provisions are mentioned ........ whereas due to Residual Back Flow DISCOMS are also stealing from consumers and no such provisions are laid out.

Page 78 -Voltage Complaints - xiii The Area Assistant Manager/Designated Officer shall ascertain if the problem can be rectified by changing the Tap position of the transformer or proper control of the capacitors installed in the system and if possible, he shall do so. However, in case the Assistant Manager finds that problem is due to deficiency in the distribution system requiring up-gradation of distribution lines, transformers, capacitors etc., he shall inform the District Manager for taking further necessary action.

Vague - In our past correspondence and in Public Hearings, RWAs have been demanding strict Compliance in the Matching of Neutral to the Absolute Earth Potential as per relevant Act/Code. This alone is the main cause of Fluctuations and Spikes, resulting in damaging expensive household appliances like TV, Fridge, Ac etc and unnecessary expenditure on Voltage Stabilizers. Performance Standards pertaining to Stable and uninterrupted 24X7 Power was one of the reason why Privatization was done. Consumers should be compensated for the losses due to Fluctuations and Spikes and be a part of Schedule I of Guaranteed Performance Standards. In the absence of any punitive provisions DISCOMS do not find it important to invest in such infrastructure.

Pages on Guaranteed standards of performance -

Inadequate - These are just peripheral issues ..... though important ..... but in the absence of Substantive issues like Theft, Residual Back Flow, lack of uninterrupted 24X7 power keeping the Inverter industry alive and burning a hole in the consumers pocket, Neutral not being matched to the Absolute Earth Potential hurting the consumer, Ugly Overhead Wiring spoiling the city scape etc without which the purpose of privatisation is defeated and is proving very costly to the consumers. Unless all these issues are made a part of Guaranteed standards of performance ...... the whole exercise will remain just an EYEWASH.

This is without prejudice to any other submission that may be submitted at the time of hearing.

Time Of Day plan of BSES : Now be prepared to pay more during peak hours as power tariff

Around a month ago we had a meeting with BSES CEO Sh Ramesh Narayan at Karkardooma head office of BSES. CEO explained in depth about the TOD scheme. He informed that BSES has the Data of usage for every consumer for every 15 minutes and therefore they exactly know about the Peak hours & Off Peak hours. BSES gave the RWAs a feedback form to be filled saying YES or NO for the TOD Scheme i.e. time-of-day tariffs for residential consumers in Delhi. RWAs were told that these forms will be sent to DERC for consideration of TOD for Delhi.

We, there itself, enquired more and criticised it as there were clear apprehensions that in the garb of TOD scheme, consumers will be forced to pay more during the peak hours & there may be a little less charges during off peak hours.

Doubts raised by me were that PEAK HOURS may include the MORNING HOURS when our kids have to go to school or in the evening when the housewives cook the food n we all have our dinner. On the other hand OFF PEAK hours may be in the night after 12 am when we don't require any power at all.

The impact will be, that consumers will be FORCED to pay at PEAK RATES when they require the power MOST. Infact this is another way to increase the POWER TARIFF in Delhi & DERC must understand its hidden impact on the consumers of Delhi before proceeding further.

नई दिल्ली। आपके घर की वोल्टेज की तरह ही बिजली की दरें भी घटेंगी-बढे़ंगी। बिजली की मांग जिस समय कम रहेगी दरें भी कम होंगी। जबकि अधिक मांग के समय दरें भी महंगी रहेंगी। डीईआरसी वर्ष-2012-13 का नया टैरिफ लागू करने के साथ टाइम ऑफ डे टैरिफ को जोड़ने की तैयारी में जुट गया है। योजना के तहत पीक ऑवर्स में अधिक बिजली खर्च करने पर उपभोक्ताओं को अधिक जेब ढीली करनी पड़ेगी। जबकि नॉन पीक ऑवर्स में बिजली खर्च करने पर कम रकम खर्च करनी पड़ेगी। नया टैरिफ पुराने टेलीफोन के टैरिफ प्लान की याद ताजा करेगा।

दिल्ली विद्युत विनियामक आयोग (डीईआरसी) के चेयरमैन पीडी सुधाकर ने बताया कि वर्ष-2012-13 का टैरिफ तय करते समय इस योजना को लागू किया जाएगा। टाईम ऑफ डे टैरिफ पर काफी समय से काम किया जा रहा है लेकिन अभी तक इसे लागू नहीं किया जा सका है। उम्मीद है कि अगली बार टैरिफ तय करते समय इस योजना को लागू कर दिया जाए। इसके तहत पीक ऑवर्स और नॉन पीक आवर्स का समय तय किया जाएगा। शाम छह बजे से लेकर रात के दस बजे तक को पीक ऑवर्स माना जाएगा। इस अवधि में बिजली खर्च करने पर अधिक खर्च करना पड़ेगा। जबकि देर रात या सुबह बिजली की खपत पर कम जेब ढीली करनी पड़ेगी।

घरेलू और व्यावसायिक दोनों ही उपभोक्ताओं के लिए भी पीक ऑवर्स और नॉन पीक ऑवर्स का समय एक ही होगा। गर्मी के दिनों में बिजली की मांग पांच हजार मेगावॉट तक पहुंच जाती है। जबकि कई बार दिल्ली में बिजली की मांग तीन हजार मेगावॉट से भी नीचे रह जाती है। ऐसे में बिजली कंपनियों को नुकसान होता है, क्योंकि उन्हें बिजली बेचने का अधिकार नहीं है और बिजली बेकार चली जाती है। इस योजना के लागू होने से अधिकतम और न्यूनतम मांग के बीच की दूरी को भरा जा सकेगा।

HC asks DJB to frame water meter rules

NEW DELHI: The Delhi high court has asked theDelhi Jal Board to place before it the rules relating to installation fee and rent payable for water meters.

Justice Hima Kohli, in a recent order, asked the board to place the rules and regulations before it and in case DJB hasn't made the rules, to frame it in eight weeks' time and inform HC.

HC was hearing a plea by Indian Water Meter Manufacturers seeking clarity on rules for installation, usage and maintenance charges levied by the DJB on customers.

TOD POWER TARIFF : now be prepared to pay more during peak hours to BSES

Around a month ago we had a meeting with BSES CEO Sh Ramesh Narayan at Karkardooma head office of BSES. CEO explained in depth about the TOD scheme. He informed that BSES has the Data of usage for every consumer for every 15 minutes and therefore they exactly know about the Peak hours & Off Peak hours. BSES gave the RWAs a feedback form to be filled saying YES or NO for the TOD Scheme i.e. time-of-day tariffs for residential consumers in Delhi. RWAs were told that these forms will be sent to DERC for consideration of TOD for Delhi.

No water supply to PM's house, President's Estate for two days

There will be no water supply in almost the entire NDMC area, including the President's Estate and Prime Minister's house, on Wednesday and Thursday as the Chandrawal and Wazirabad plants will remain shut for a repair work. Residents of west, north and south districts will also be affected.

The Chandrawal and Wazirabad water treatment plants, along with a raw water pump house at Wazirabad water works, will remain shut on these two days due to repair of the main supply lines and interconnection work, said the Delhi Jal Board (DJB).
