Người Philippines tiếc vì không phản đối Trung Quốc sớm hơn

Hôm 5/4, chính phủ Philippines cuối cùng cũng đã làm việc mà lẽ ra đã nên làm từ hai năm trước - đó là những gì mà Indonesia, Malaysia và Việt Nam từng làm - gửi lên LHQ thư phản đối về việc Trung Quốc tuyên bố chủ quyền với toàn bộ Biển Đông.

Trung Quốc đã chính thức thông báo chủ quyền với những gì mà lịch sử họ gọi là "Nam Dương" (nghĩa là Biển phía Nam) và nghĩa là tên mà thế giới gọi là "Biển Hoa Nam - Biển Đông" . Nhưng "Nam Dương" còn được sử dụng trong tiếng Quan Thoại và nhiều phương ngữ khác của Trung Quốc với nghĩa "Đông Nam Á" (nghĩa là hầu hết các quốc gia tạo nên Asean, Hiệp hội các quốc gia Đông Nam Á).

Điều này giải thích vì sao Indonesia, dù không tuyên bố chủ quyền với bất kỳ phần nào ở Biển Đông, cũng đệ đơn phản đối lên LHQ năm ngoái. Họ phải bảo vệ để chống lại việc bất ngờ trở thành một phần của Trung Quốc, nếu "Nam Dương" có nghĩa là "Đông Nam Á". Và họ cũng góp phần đảm bảo việc sử dụng tính quốc tế của Biển Đông - nơi tàu thuyền từ khắp nơi trên thế giới qua lại, kể cả tàu thuyền tới Indonesia.

Malaysia và Việt Nam đệ đơn phản đối lập tức - một ngày sau khi Trung Quốc đưa ra bản đồ 9 đoạn (đường lưỡi bò hay còn gọi là đường chữ U) về Biển Đông năm 2009.

Bản đồ mà Trung Quốc đệ trình cho thấy đường hình chữ U ở Biển Đông. Nó bao trùm toàn bộ vùng biển và chỉ cho phép còn lại một số không gian nhỏ hẹp tính từ ranh giới bờ biển của các nước Asean khác nhau. Tất cả các nước có chủ quyền với một số đảo và những khu vực khác tại Biển Đông vì thế không có quyền trên vùng biển, nếu theo bản đồ của Trung Quốc.

Private funeral for Michael Jackson held at Los Angeles cemetery

About 200 invited guests Thursday night gathered at Forest Lawn Memorial Park in a Los Angeles suburb for the funeral of Michael Jackson, more than two months after the pop star's death from an overdose of a powerful sedative.

Members of the Jackson family arrived at the cemetery shortly after 8 p.m. for the burial ceremony, which was earlier scheduled to begin at 7 p.m.

The self-proclaimed King of Pop, who died June 25 at 50 after being rushed to the hospital in deep coma, was to be buried at the cemetery that is the final resting place of such late Hollywood celebrities as Clark Gable, Humphrey Bogart, Walt Disney and Nat King Cole.

Among the guests in attendance included former wife Lisa Marie Presley and longtime Jackson friends Elizabeth Taylor and Macaulay Culkin.

Authorities took extra measures to ensure that the service remained private as the cemetery was closed to the media and public. Security officers patrolled the grounds in search of trespassers, and police in helicopters kept a close watch from theair.

Meanwhile, flight restrictions over the cemetery were approved by the Federal Aviation Administration to keep news media helicopters at bay.

Los Angeles County coroner's office, which conducted an autopsy on Jackson's body after his death, has ruled his death a homicide,and his death certificate lists "injection by another" as the cause.

However, no charges have been filed regarding to the death of Jackson as prosecutors are still investigating the case.

Conrad Murray, Jackson's personal physician at the time when hedied, told investigators he gave the pop star a series of sedatives and the powerful anesthetic propofol to help him sleep.

Somali insurgent groups retake towns from gov’t forces

Islamist rebels in Somalia have retaken two main southern towns as heavy fighting in the center of the war-torn country left almost 20 people, mostly fighters, dead and dozens more wounded, officials and witnesses said on Thursday.

Following fierce battles, the Islamist insurgents of Al-Shabaaband Hezbul Islam recaptured the southern Somali towns of Luuq and Bolu Hawo in Gedo province, days after the two towns fell in the hands of the Somali government forces and allied militia from a moderate sect.

"We took the towns with the help of Allah from the apostate forces. We killed 12 of them and many more were wounded," Muse Arale, spokesman for Hezbul Islam, told reporters in Mogadishu.

Residents in the towns confirmed the casualty figures which were also reported by local media in Mogadishu.

Meanwhile, the Somali government forces and the Islamist movement of Al-Shabaab were clashing in Beledweyn and Bolu Burteh towns in the central Somali province of Hiran, 300 km north of Mogadishu.

Witnesses said the fighting broke out after the Somali government forces attacked the town of Bulo Burteh where Al-Shabaab fighters are in control while Islamist groups within Beledweyn, the provincial capital of Hiran, began attacking the government forces stationed in the town.

Sources in the region said nearly eight people were killed in the clashes in both towns which are now partly controlled by both sides. Residents said dozens of civilians were also wounded in the latest flareup of violence in the region.

Kinh hoàng giết người, phanh thây, nấu chín và...

Đó là câu chuyện rùng rợn nhất, tàn độc nhất, khó hình dung nhất mà tôi từng biết trong suốt mười mấy năm làm báo, ba mấy năm làm người, đã đi khắp dải đất Việt Nam này.

Cháu bé Hoàng Thị Duyên - sinh năm 2002 - đã bị tên Hà Văn Pẩu chém chết, phanh thây, nấu chín và... Lực lượng công an vào xã Đồng Giáp, huyện Văn Quan, tỉnh Lạng Sơn truy bắt Pẩu, họ thu được tang vật rùng rợn là những phần thi thể của bé Duyên. Tang vật của tên đồ tể kinh hoàng nhất được cơ quan điều tra thu giữ gồm "đủ bộ": 1 dao cán gỗ, 1 dao quắm, 1 cuốc, nồi, xô nhựa, vỏ phích, thớt gỗ... và 1 chiếc đĩa sứ to!

Tôi ngược dòng sông Kỳ Cùng, ngược rừng lên Đồng Giáp mà vẫn văng vẳng lời trăn trở của đại tá Trần Đăng Yến - Giám đốc Công an tỉnh Lạng Sơn: Chuyện quá rùng rợn, Pẩu là người tâm thần, không có gì đảm bảo được rằng, sau thời gian bắt buộc đi chữa bệnh, thả về bản, Pẩu sẽ không tiếp tục... giết người dã man? Thực tế, việc để người tâm thần sống trong cộng đồng mà không được giám sát, quản lý, chữa bệnh đầy đủ là quá sức nguy hiểm.

Kinh hoàng và rất... kinh hoàng!

Thôn Cốc Sáng lèo tèo vài nóc nhà người Nùng lợp ngói ống khá gợi cảm giữa bạt ngàn ruộng cấy lúa nước. Nhà của Hà Văn Pẩu - kẻ thủ ác và nhà của nạn nhân Hoàng Thị Duyên ở rất gần nhau, họ là hàng xóm từ lâu đời và sau chuyện động trời kia, họ vẫn là hàng xóm khá lành lẽ của nhau. Không một gợn oán thù. Bố của nạn nhân Hoàng Thị Duyên ngồi ngơ ngẩn bên bờ suối, có khách hỏi vào nhà cháu bé bị "phanh thây" (từ mà báo Tiền Phong đã dùng khi đăng tin vụ này), anh chỉ ậm ừ dẫn đường vào... nhà mình.

Bóng dáng hãi hùng của con quỷ Hà Văn Pẩu vẫn còn choán trên từng nét mặt, ánh nhìn của cặp vợ chồng rủi phận. Chị Nguyễn Thị Mai (mẹ nạn nhân) già nua, vụng về hút vào khoảng tối của căn nhà trình đất hoang tàn để tìm một cái gì đó liên quan đến bé Duyên. Suốt cuộc đời, cho đến khi bị phanh thây, cháu Duyên chưa một lần được chụp ảnh. Vì bị Pẩu dùng dao quắm chém chết, quắp đi xả thịt ở bên nhà Pẩu (nghĩa là chết ở ngoài đường), nên, theo như phong tục người Nùng, bé Duyên sẽ không được thờ ở trong ngôi nhà mà bé đã sinh ra. Ban thờ bé gồm một tấm gỗ mục buộc ghếch ngoài ô cửa sổ gỗ của căn nhà nện đất, không ảnh thờ, không một "phẩm vật" gì ngoài hai quả chuối xanh nằm héo hắt.

Theo tờ giấy khai sinh mà UBND xã Đồng Giáp cấp, thì bé Hoàng Thị Duyên sinh ngày 5.7.2002. Bố cháu - Hoàng Văn Ín, sinh năm 1970, đi nghĩa vụ biên phòng trở về, lấy chị Nguyễn Thị Mai (SN 1969) đã muộn, lại hiếm muộn, mãi năm 2002 mới đẻ được một mình cháu Duyên. Vì đói khát phải đi gánh gạch thuê, đi hàng tuần trời mới về thăm đứa con độc nhất một lần, nên anh chị phải gửi cháu Duyên sang ở với bà nội, là bà Hà Thị Nghiệm, năm nay 75 tuổi. Bé Duyên đến tuổi đi lớp mẫu giáo lớn, nói chuyện bi bô suốt ngày. Lần nào anh ẹn về, Duyên cũng chỉ một mực muốn bố ở nhà chơi... túlơkhơ với con. Con ở nhà chán lắm, bà nội không biết chơi túlơkhơ. Bây giờ, đã tự tay đi chôn đứa con gái nhỏ, anh Ín, chị Mai mới bắt đầu tự giày vò mình: Giá mà có một tấm ảnh bé Duyên để mà ngắm. Bấy nhiêu năm, lầm lũi nhục nhằn, họ chưa bao giờ cho con đi chụp ảnh cả.

Theo lời khai của "dã thú" Hà Văn Pẩu trước toà, hắn giết bé Duyên bởi vì hắn nghĩ rằng hắn có thể dùng thi thể cháu để chữa bệnh yếu sinh lý cho mình, trong những đêm chán đời, mất ngủ, Pẩu thường nằm mơ thấy thiên sứ bay xuống và xui Pẩu phải "hạ sát" một đứa trẻ như theo cái cách như vậy.

SN 3.4.1974, Pẩu đã từng lấy vợ, song, vì "trên bảo dưới không nghe", nên vợ Pẩu đã bỏ Pẩu theo người khác ở bên Chi Lăng. Buổi chiều định mệnh đó, Pẩu đi bán củi về, uống chút rượu, rồi cầm con dao quắm sang chỗ cháu Duyên và cháu Lợi (12 tuổi) đang ngồi nhẩn nha chơi ở nhà anh Hà Văn Đoàn (anh ruột Pẩu). Pẩu xông tới, dùng con dao quắm sắc ngọt, chém hai nhát thật lực vào cổ bé Duyên, rồi cắp bé vào nách mình, hùng hổ đi về phía nhà mình.

Thấy Pẩu hung dữ như con thú hoang, bé Lợi nhanh chân chạy trốn và lớn tiếng kêu cứu. Anh Hà Văn Đoàn - anh ruột Pẩu - trông thấy, chạy theo ngăn cản nhằm cứu bé Duyên. Pẩu quay lại, dùng dao quắm chém anh Đoàn liên tiếp nhiều nhát vào đầu và tay khiến anh Đoàn nằm gục tại chỗ. Pẩu về nhà và "làm thịt" bé Duyên theo đúng nghĩa đen, thi thể Duyên bị "pha" làm nhiều mảnh bỏ ở nhiều vị trí khác nhau.

Khi Công an Lạng Sơn nhận tin báo, đã huy động nhiều lực lượng vào truy bắt, Pẩu chạy trốn lên rừng. Phải dùng nhiều biện pháp nghiệp vụ, đón lõng, sau một đêm lẩn trốn, sáng hôm sau, thấy có vẻ yên ổn, Pẩu đang lật khật trở lại nhà mình thì bị tóm.

Điều khiến nhiều người dự phiên toà ở TP.Lạng Sơn hôm ấy hết sức bất ngờ, là với hành động điên loạn "trời không dung, đất không tha" ấy, mà Pẩu vẫn rành rọt, khúc chiết khai đủ thứ trước toà hơn cả người... tỉnh táo.

Người điên gây án: Lỗi là do "người tỉnh"

Với tội danh giết người và cố ý gây thương tích, trong một phiên toà mở công khai tại TP.Lạng Sơn, Hà Văn Pẩu đã bị tuyên phạt án tử hình và buộc bồi thường 32 triệu đồng cho gia đình bị hại. Nhưng, qua nhiều lần giám định pháp y tâm thần, cơ quan chức năng đã xác định rõ: Pẩu là bệnh nhân tâm thần.

Vì thế, bản án tử hình dành cho Pẩu kể trên đã bị huỷ, Pẩu được đưa về Bệnh viện Tâm thần Trung ương bắt buộc chữa bệnh cho đến khi khỏi. Lúc khỏi bệnh, Pẩu sẽ được thả về bản Cốc Sáng. Cũng giống hệt như trước đây: Pẩu đã từng chữa bệnh ở chính cái bệnh viện tâm thần đó và thả về chính cái bản Nùng Cốc Sáng vốn thanh bình kia. Liệu có một vụ án mạng nữa sẽ xảy ra khi Pẩu ra khỏi BV Tâm thần không? Không ai dám chắc.

Đại tá Trần Đăng Yến - Giám đốc Công an tỉnh Lạng Sơn - thẳng thắn bày tỏ nỗi đau đời này: Trước nạn người tâm thần gây án quá nhiều ở Lạng Sơn, chúng tôi đã phải cho lực lượng đi rà soát toàn tỉnh, thì ít nhất có tới 680 bệnh nhân tâm thần, họ rất dễ có những hành vi nguy hiểm, bởi họ đang "chung sống trong cộng đồng". Có khi họ đi lang thang vô định ở ngoài đường. Người "điên" cũng là con người, sao không có cơ quan nào gom họ lại, khám bệnh, điều trị, quản lý, nuôi dưỡng họ một cách đầy đủ? Cứ để họ sống ở địa phương, sống trong cộng đồng, nói là để cán bộ cơ sở quản lý, nhưng có quản lý được không?

Ông Yến nhấn mạnh: Mỗi tỉnh nên tiết kiệm các khoản chi khác mà xây một cái trung tâm bảo trợ xã hội thật sự, thu gom hết các đối tượng tâm thần lang thang vào chữa trị, quản lý chặt chẽ. Đó còn là một việc làm thể hiện bản chất nhân văn của xã hội ta nữa.

Còn ông Dũng - Chủ tịch UBND xã Đồng Giáp, nơi có "thảm hoạ người điên" Hà Văn Pẩu - thì thở dài, giản dị: Nếu Pẩu được điều trị rồi thả về, thì bà con sợ lắm, sẽ không dám ra khỏi nhà mà đi làm nữa đâu.

Theo thống kê của Phòng Cảnh sát điều tra tội phạm về trật xã hội - Công an tỉnh Lạng Sơn thì trong khoảng 2 năm qua, trên địa bàn xảy ra tới 9 vụ giết người mà đối tượng gây án là người tâm thần hoặc có biểu hiện tâm thần. Việc gây án của người tâm thần ở Lạng Sơn đang đặt ra cho người "tỉnh táo" một bài toán đau lòng: Chúng ta đang giết chết người tâm thần và giết chết chính chúng ta, bằng việc thả bệnh nhân tâm thần vào cộng đồng mà không hề... quản lý.

Ví dụ như trường hợp Hà Văn Pẩu giết người man rợ kể trên: Trước khi "xuống tay" với cháu Duyên, Pẩu đã đánh vợ mình tàn ác rồi đốt chăn màn, treo quần áo vợ trong rừng như ma tà một cách điên dại, khiến vợ Pẩu phải sợ hãi bỏ đi; Pẩu đã phá toàn bộ căn nhà 5 gian của gia đình mình để dựng một cái lều bé xíu... Hành vi điên loạn của Pẩu ai cũng biết. Pẩu từng về BV Tâm thần Trung ương chữa trị. Tuy nhiên, biết Pẩu điên, sao người ta vẫn thả Pẩu về bản với rất nhiều nguy cơ gây án, mà không có biện pháp nào quản lý hữu hiệu?

Nguyên tắc thả bệnh nhân tâm thần như Pẩu về cộng đồng, là y tế, chính quyền địa phương và gia đình phải phối hợp cho bệnh nhân uống thuốc, quản lý chặt chẽ. Đằng này, theo điều tra của PV Lao Động, Pẩu đã được thả lỏng rượu chè, lang thang, chửi bới mà không gặp bất cứ ngăn cản nào. Thậm chí, một nhân viên Trạm y tế xã cho biết: Từ nhiều năm nay, Pẩu không uống một viên thuốc nào, cũng không có sổ tâm thần ở ngoài trạm! Điều đó chứng tỏ một điều rằng: Người điên Hà Văn Pẩu đã bị thả lỏng trong cộng đồng, nếu không giết bé Duyên, thì nó cũng giết người khác!

Hoá ra, nỗi đau do người "điên" gây ra, nó lại xuất phát từ sự vô cảm của không ít người "tỉnh táo" trước những thiệt thòi của đồng bào mình.

Lỗ chân lông to thường đi kèm với tình trạng tăng tiết bã nhờn và nguy cơ sinh mụn cao. Để phòng ngừa, bạn cần chú ý các điều sau:

Làn da mịn màng là mong ước của mọi phụ nữ. Thế nhưng, ngoài mụn, vết nám… lỗ chân lông to cũng ảnh hưởng nghiêm trọng đến thẩm mỹ của da mặt.

Bên cạnh “lũ” mụn đáng ghét thường xuất hiện trên mặt, tình trạng lỗ chân lông “phình to” cũng gây phiền toái cho các bạn gái. Chúng không những làm giảm độ thẩm mỹ mà còn gây khó khăn cho bạn khi trang điểm.

Làm thế nào để phòng ngừa lỗ chân lông nở to?

Lỗ chân lông có chức năng làm cho các tuyến nhờn dưới da hoạt động, cung cấp dầu và bảo vệ bề mặt da.

Kích thước lỗ chân lông phụ thuộc vào nhiều yếu tố như giới tính, tuổi tác, di truyền, sự tác động của môi trường, ánh nắng mặt trời… Các lỗ chân lông trên vùng chữ T thường lớn hơn những vùng khác.

Trong đó, sự tích lũy của các tế bào chết, sản phẩm trang điểm, môi trường bụi bặm, sự tăng tiết bã nhờn chính là nguyên nhân tác động nhanh nhất.

Lỗ chân lông to thường đi kèm với tình trạng tăng tiết bã nhờn và nguy cơ sinh mụn cao. Để phòng ngừa, bạn cần chú ý các điều sau:

- Tế bào chết cần được loại bỏ thường xuyên, làm thông thoáng lỗ chân lông.

- Sự tăng tiết chất nhờn có thể lấp đầy các lỗ chân lông. Chính vì thế, bạn cần sử dụng các sản phẩm trang điểm có tác dụng hấp thu chất nhờn (oil-absorbing make-up).

- Vệ sinh da mặt thật kỹ, luôn tẩy trang sau khi trang điểm.

- Nặn mụn, đặc biệt ở đầu mũi, cũng là một trong những nguyên nhân làm to lỗ chân lông.

- Tiếp xúc thường xuyên với ánh nắng mặt trời có thể làm cho các tế bào da xung quanh bờ của lỗ chân lông dày và rộng hơn. Thường xuyên sử dụng kem chống nắng và tránh tiếp xúc lâu dưới ánh nắng mặt trời.

Khi lỗ chân lông nở to bạn phải làm gì?

Bôi a xít Azelaic: Đây là loại a-xít có thể tìm thấy trong các loại hạt như lúa mì, lúa mạch, có tác dụng chống vi khuẩn P.Acnes và tụ cầu khuẩn epidermidis gây mụn trứng cá. Không có mụn, tất nhiên kích cỡ của lỗ chân lông sẽ “gọn” hơn.

Typhoon Morakot kills 62, injures 35 in Taiwan

Another 35 people were injured after the typhoon hit much of the central-south part of the island. The casualty list did not include a crew of three on board a helicopter that crashed during a disaster-relief mission in southern Pingdong.

Powerful wind paralyzed the power supply for 1.58 million households as of 6:30 p.m. Monday, 1.51 million of which have restored power. Typhoon Morakot also damaged telecom facilities in central-south Taiwan, according to local disaster-relief authorities.

According to statistics released by local agriculture authorities, as of 10 a.m. Tuesday local time, losses in the agricultural and fishery sectors stood at about 6.85 billion New Taiwan Dollars (about 209 million U.S. dollars).

Disaster-relief centers have dispatched helicopters to transport villagers and air-drop goods in mountainous regions in central-south Taiwan where roads and bridges were destroyed by floods.

People have started to repair homes and infrastructure in parts of central-south Taiwan where water started to retreat, local media reported.

In Tainan, Kaohsiung and Pingdong, the water supply for 710,000 households was cut off by flood and it was estimated that at least 24 hours are needed to bring the system back to normal.

People from a wide range of social sectors including government, enterprises, entertainment and TV stations donated cash and goods worth millions of New Taiwan Dollars to support disaster-relief work.

Red Cross organizations on both the Chinese mainland and Taiwan have called for people to make donations in relieving the disaster.

An agricultural company in Fujian Province said it was contacting authorities in Kaohsiung County amid its attempt to send vegetables to Taiwan.

In Mount Ali, a renowned and popular scenic spot, 16 mainland tourists trapped during the typhoon were evacuated Tuesday afternoon.

The Kuomintang party on Tuesday thanked the mainland for the latter’s concern over Taiwan’s losses in typhoon Morakot.

Cross-Straits goodwill and interaction displayed in times of major disaster should be cherished by people on both sides, read the letter written by Kuomintang.

On Tuesday, the mainland-based Cross-Straits Agricultural Exchange Association sent its condolences to farmers and fishermen who suffered losses in typhoon Morakot via a letter forwarded to the Taiwan Farmer’s Association.

The White House immediately hailed the unexpected data.

"This morning we received additional signs that the worst may be behind us," said President Barack Obama in remarks after the report was released. "We have pulled the financial system back from the brink."

However, Obama also warned that there were still many challenges ahead.

"We have a steep mountain to climb and we started in a very deep valley," said the president. "We have a lot further to go. As far as I'm concerned, we will not have a true recovery as long as we're losing jobs, and we won't rest until every American that is looking for work can find a job."

"Baitullah Mehsud has adopted war strategy like Osama bin Laden and Mulla Omar to lead his men from undisclosed location," he said.

A former parliamentarian from South Waziristan Maulana Mirajuddin also denied Baitulalh's death reports.

Mirajuddin, considered being very close to militants in Waziristan region, told reporters that according to his information Baitulalh has not been killed.

The government sources said Friday it is the part of the TTP's strategy to deny their chief's death.

Pakistani Interior Minister Rehman Malik told media that Mehsud had likely been killed in the missile attack on Wednesday, adding that he had some information, but they didn't have material evidence to confirm it.

Meanwhile, Baitullah's personal driver Muhammad Qasim, who was killed in the U.S drone attack in South Waziristan on Wednesday, was buried Saturday in his hometown of Mardan, a main city in the northwest, locals said.

A senior security analyst Mehmood Shah said that Baitullah is dead but Taliban are hiding the news as they are facing problems to elect new chief. He said if Baitullah is alive they Taliban should have denied the reports earlier.

Meanwhile, there have been 992 more patients of the new virus admitted to the hospitals in the past week, bring the total number of the hospitalizations around the country to 6,506, or an 18-percent increase compared with the previous record of 5,514.

Since the outbreak of the A/H1N1 flu in late April, The CDC has reported on its website the latest development of the new virus every weekend -- including numbers of deaths and conformed and probable cases of the new flu virus.

But beginning from July 24, the CDC has changed the reporting requirements for the A/H1N1 influenza by local health jurisdictions. The new reporting requirements will track mainly hospitalized and fatal cases, the CDC said, adding that non-hospitalized case reporting is no longer needed at this stage of the pandemic.

Instead of reporting confirmed and probable cases of the A/H1N1flu virus, the CDC has transitioned to using its traditional flu surveillance systems to track the progress of both the A/H1N1 flu pandemic and seasonal influenza.

These systems work to determine when and where flu activity is occurring, track flu-related illness, determine what flu viruses are circulating, detect changes in flu viruses, and measure the impact of flu on hospitalizations and deaths around the country, the CDC explained.

Despite the summer heat and humanity, the A/H1N1 flu has continued to spread in the country as a whole, with formidable increases of deaths in a number of states in recent weeks. California and Florida have been reporting more deaths in the past month.

The CDC officials and experts are urging people to be well-prepared for the pandemic declared by World Health Organization last month. They believe the A/H1N1 flu will shape up as a category 2 pandemic similar to the 1957 Asian flu outbreak in the fall and winter.

The federal and state officials are preparing for massive A/H1N1 flu immunizations, starting with schoolchildren when they return school later this month.

Gorillas found to be source of HIV for 1st time

Researchers have discovered an HIV infection in a Cameroonian woman which is clearly linked to a gorilla strain as against the previous research that showed the HIV, the main source of human infections, originated from a virus in chimpanzees, according to media reports Monday.

HIV originated from a similar virus in chimpanzees called Simian Immunodeficiency Virus (SIV) which have been reported in other primates, including gorillas.

French doctors treating the 62-year-old Cameroonian woman who was living in Paris said her case showed the infection was more closely related to SIV from gorillas than HIV from humans, Nature Medicine reports.

Before moving to Paris, she had lived in a semi-urban area of Cameroon and had no contact with gorillas or bush meat, suggesting she caught the virus from someone else who was carrying the gorilla strain, the reports said.

Analysis of the virus in the laboratory has confirmed that it can replicate in human cells, it said.

Co-author Dr David Robertson, from the University of Manchester, said it was the first definitive transfer of HIV seen from a source other than a chimpanzee, and highlighted the need to monitor for the emergence of new strains.

British expert: Xiao Xiao receives torch lit by Dolly

"Xiao Xiao," which means "tiny" in Chinese but represents a big victory for scientists as the world's first cloned mouse from iPS cells, was highly praised by an expert at Britain's Roslin Institute where the first cloned mammal Dolly was born.

"Most research progresses in small steps. Xiao Xiao represents a jump forward," said Bruce Whitelaw, head of the Division of Developmental Biology at the Roslin Institute, and editor-in-chief of the journal Transgenic Research.

This is because Xiao Xiao finally proved that iPS cells, the abbreviation of induced pluripotent stem cells, are truly pluripotent. Stem cells are cells that can differentiate into specialized cell types for organisms to grow or repair themselves. In a developing embryo, stem cells can differentiate into all of the specialized embryonic tissues, therefore the embryonic stem cells are called pluripotent.

In 2007, Japanese and American scientists declared at the same time that they induced skin cells into the status of pluripotent independently, which implicated that an adult cell could be reprogrammed to its "embryonic status" and then develops to a full functional creature.

"iPS cells are truly a revolution," said Whitelaw. Since then scientists have developed many types of cells from iPS cells, e.g. heart cells, blood cells, cornea cells and nerve cells. But though researchers all around the world tried hard, no one had yet reported a full functional mammal from iPS cells.

In that sense, Xiao Xiao declared the victory of the revolution as two Chinese groups reported "mice made from induced stem cells" online in Nature and in Cell Stem Cell respectively on July 23.

Whitelaw said, "The world must now believe that iPS cells can be truly pluripotent."

The Chinese group of Qi Zhou and Fanyi Zeng reported 27 live births including Xiao Xiao in one of the two papers. Though some died after just two days and some displayed physical abnormalities, a number of mice have passed one of the most fundamental tests of health: all 12 mice that were mated produced offspring, and the offspring showed no abnormalities. The team said it now has hundreds of second-generation and more than 100 third-generation mice.

"The true test of pluripotency is the ability to derive an entire fully functional animal from the pluripotent cell. This animal must develop and grow then age. It must be able to reproduce and this is exactly what Qi Zhou and Fanyi Zeng have shown in their paper," Whitelaw extended his special appreciation on that.

Though Dolly was created by the cloning technology of nuclear transfer, while Xiao Xiao was by introducing iPS cells into an embryo, the resulting animals in both cases are clones, Whitelaw said.

"Yes, Xiao Xiao received the torch lit by Dolly," he commented while reviewing the history of clone.

About practical implication of Xiao Xiao, Whitelaw said it showed us the prospect to translate iPS technology into other animal species such as livestock.

Whitelaw highly praised the work of Chinese scientists.

"The two Chinese groups in achieving this success have shown persistence and dedication to the task. They have achieved what other groups all around the world have not managed yet. They deserve the credit for this achievement," Whitelaw said.

Maliki arrived in the city of Sulaimaniyah, some 330 km north of Baghdad, and was received by Iraqi President Jalal Talabani, a Kurd, and senior Kurdish leaders.

Later in the day, Maliki held talks with the Kurdish leaders at Dukan resort, some 75 km northeast of Sulaimaniyah, during which the two sides voiced commitment to solving their problems in reference to the constitution and forming committees to continue discussions over the disputed issues between Baghdad and the Kurdish region.

"Our meeting was positive and we have agreed to support the national unity and the federal system," Maliki told reporters after meeting with Talabani and Masoud Barzani, the president of the Kurdish Regional Government (KRG).

"We also agreed on the necessity of finding a mechanism to continue discussions to solve the pending problems between the region and Baghdad," Maliki said.

For his part, Barzani said his regional government will send a delegation to Baghdad soon to continue the discussions.

Maliki's talks with Kurdish leaders came amid U.S. pressure on the central government and the Kurdish authorities to compromise the deep differences between Arabs and Kurds before the U.S. troops complete withdrawal from Iraq in 2011.

Maliki's visit is his first to the autonomous region since he took office in 2006 as prime minister of Iraq's first permanent government after the U.S.-led invasion in 2003.

The talks between Baghdad and the Kurdish region came on the heels of Kurdish parliamentary and presidential elections that resulted in re-election of Barzani as the president of the KRG and two main Kurdish parties retaining control of the Kurdish parliament.

The Kurds' demands to expand their autonomous region in northern Iraq to include the oil-rich and ethnically-mixed province of Kirkuk and other areas in the Iraqi provinces of Nineveh and Diyala have increased tensions between Maliki's Shiite-dominated government and the Kurds.

In June, the Kurdish parliament in Arbil approved a new draft constitution for their autonomous region, legalizing its claims to the oil-rich Kirkuk as well as other disputed areas in Nineveh and Diyala provinces, a move widely condemned by Arabs as a step toward splintering Iraq.

U.S. diplomats and military officials have repeatedly warned the potential for a confrontation between Iraqi central government and the Kurdish region.

Last week, U.S. Defense Secretary Robert Gates visited Iraq and urged both Arabs and Kurds to solve their disputes before American troops leave Iraq by the end of 2011, in line with a security pact signed late last year between Baghdad and Washington.

"We are willing to assist in resolving disputes over boundaries and hydrocarbons, disputes that require continued commitment to the political process by word and deed," Gates said.

The main Kurdish parties, the Kurdish Democratic Party (KDP), led by Barzani, and the Patriotic Union of Kurdistan (PUK) of Iraqi President Jalal Talabani, ran the region's parliamentary elections on July 25 in a joint list and won 57 percent of the votes.

Observers see Iraq's parliamentary elections early next year push Maliki to seek support from the powerful Kurdish parties as his own grouping is unlikely to gain enough seats by its own to secure majority in the 275-seat Iraqi parliament.

Three killed in Tel Aviv club shooting

A shooting incident happened in a Tel Aviv club Saturday night, causing three dead and at least 10 wounded, local media reported.

A police spokesman told Israeli television Channel 10 that a man and a woman were killed on the spot.

A third victim died in hospital, Israeli emergency services said.

Medical care workers said that at least ten people were wounded, six of whom seriously, local news service Ynet reported.

Witness said that a man dressed in black entered the club and began to shoot in every direction with a handgun, and then fled.

The incident was "criminal, rather than nationalistic," the police spokesman said.

China steel makers striving for unified price

China's steel industry association said on Friday that it plans this year to unify the spot and long-contract prices for the country's iron ore imports.

It will also set a ceiling for charges levied by import trading firms, as part of an effort to regulate the market.

The proposal was the top item of discussion at the steel industry body's two-day semiannual meeting, said Luo Bingsheng, deputy chairman of the China Iron and Steel Association (CISA), at a press conference.

The term prices negotiated with global miners should become a benchmark unified price, and the import agencies could charge 3-5 percent in commission on top of the term prices, Luo said.

The move aims to regulate excess iron ore import by steel makers and trading firms, which distorted the supply and demand balance and disrupted the annual contract talks, Luo said.

The price talks, which are continuing, appeared to be snagged on China's insistence upon bigger reductions than the 33 percent cut agreed to earlier with Japanese and Korean steel mills. News reports and industry analysts say China wants a 40 percent price cut.

Luo said foreign iron ore suppliers promoted massive sales on the spot market, leading to huge stockpiles.

Spot iron ore accounted for 82.7 percent of imports this year, leading to excessive imports that far exceed actual needs, the CISA said.

Luo made the remark as the spot price of iron ore in China surged above the contract prices offered by three large miners - Rio, BHP and Vale.

Benchmark spot prices of iron ore in China rose above $100 a ton on Thursday, as compared with $58 a ton in April, according to industry consultant Mysteel.

Iron ore imports rose 29.3 percent year on year, to 297 million tons, in the first half of this year, while traders imported 131 million tons, up 90.4 percent from last year.

There are 152 iron ore importers in China this year, exceeding the 112 licenses that CISA issued, the association said.

Luo said the annual talks were ongoing and CISA would keep working to push them forward.

"We are working for a reasonable result and hope to reach a win-win situation," Luo said.

"For small steel companies, a unified price system is definitely good news," said Fan Haibo, a steel analyst from Xinda Securities. "Large steel mills and trading companies have made huge profits by selling iron ore to small steel factories who do not hold import license."

"But how to define which firms have 'agent license' seems essential. Giving them the privilege is akin to guaranteeing a business always makes a profit," he said.

ormer Philippine president Corazon Aquino passes away

Former Philippine president Corazon "Cory" Aquino died early Saturday morning at age 76 after battling colon cancer for over a year, her family said.

"Our mother peacefully passed away at 3:18 a.m., Aug. 1, 2009, of cardio-respiratory arrest," the senator said in a statement.

"She would have wanted to thank each and every one of you for all the prayers and your continued love and support. It was her wish for all of us to pray for one another and for our country," he added.

Aquino was diagnosed with the disease in March 2008 and has been confined at the hospital for more than a month.

Previously a housewife, Aquino was pushed into politics after the assassination of her late husband, opposition senator Benigno "Ninoy" Aquino, upon his return from exile at the Manila International Airport in 1983.

She led the military-backed mass revolt, known as "People Power" revolution, in 1986 to unseat the then president Ferdinand Marcos, putting an end to his 26-year iron-fist rule. And she became the country's first female president in 1987.

On Saturday, Philippine President Gloria Macapagal-Arroyo, now in the United States for a working visit, expressed her condolences over the demise of the former leader.

Press Secretary Cerge Remonde, who is accompanying President Arroyo in her U.S. trip, told a Philippine radio station that the government is set to declare a week of mourning for Mrs. Aquino's death.

"President Gloria Macapagal-Arroyo joins the rest of the nationin mourning the demise of former president Cory Aquino and joins the entire country in expressing our most sincere condolences to the Aquino family over this development," Remonde said.

Remonde noted that the former president, under the law, is entitled to a state funeral, but added that this would be subject to the family's approval.

Scientists discover secrets of red wine’s health benefits

Red wine's health benefits lie in resveratrol which works as an effective therapy for life-threatening inflammation, a new study has found.

The study not only explains resveratrol's one-two punch on inflammation, but also shows how it, or a derivative, can be used to treat potentially deadly inflammatory disease, such as appendicitis, peritonitis, and systemic sepsis, said a team of scientists from Scotland and Singapore.

The study was published in the August 2009 print issue of Journal of the Federation of American Societies for Experimental Biology (The FASEB Journal) .

In the study, the researchers administered an inflammatory agent to two groups of mice. One group was pretreated with resveratrol and the other group was not. The mice that were not pretreated with resveratrol experienced a strong inflammatory response, simulating disease in humans, while the group pretreated with resveratrol was protected from the inflammation.

The scientists then examined the tissues of the mice to determine exactly how resveratrol was able to protect the mice from inflammation. They found that resveratrol used a one-two punch to stop inflammation in the mice by preventing the body from creating two different molecules known to trigger inflammation, sphingosine kinase and phospholipase D.

This finding suggests that resveratrol may be harnessable as a treatment for inflammatory diseases and may also lead to entirely new resveratrol-based drugs that are even more effective, said the researchers.

"Strong acute inflammatory diseases such as sepsis are very difficult to treat and many die every day due to lack of treatment, " said Alirio Melendez, senior lecturer on the faculty of medicine at Glasgow Biomedical Research Centre in Scotland and one of the researchers involved in the work.

"Moreover, many survivors of sepsis develop a very low quality of life due to the damage that inflammation causes to several internal organs. The ultimate goal of our study was to identify a potential novel therapy to help in the treatment of strong acute inflammatory diseases," he added.

"The therapeutic potential of red wine has been bottled up for thousands of years," said Gerald Weissmann, M.D., Editor-in-Chief of The FASEB Journal, "and now that scientists have uncorked its secrets, they find that studies of how resveratrol works can lead to new treatments for life-threatening inflammation."

Escaping prisoners rob banks in Belgium

Three men on the run after escaping from a Belgian prison are reported to have carried out no fewer than four bank robberies since their escape on July 23, said VRT news on Saturday.

Ashraf Sekkaki and his two accomplices have been identified on CCTV footage from four small banks that were robbed earlier this week. The banks were all robbed in the same way by three masked men. In all four cases, the robbers made their escape in a small black car, said VRT news.

A clerk at one of the banks that was robbed recognized Sekkaki and Abdelhaq Melloul-Khayari. The two are also clearly recognizable on video footage of the robbery of a bank in Retie, Antwerp province. The third fugitive, Mohammed Johri, is believed to be the driver of the getaway car.

The three men made their escape from a high security prison in Bruges on board a hijacked helicopter. They later hijacked a car in the East Flemish town of Aalter. Although the car was later found, the fugitives are still at large.
