PUNJAB TECHNICAL UNIVERSITY, MOHALI CAMPUS, INDIA LAUNCH OF PG AND B.Sc IN TECHNICAL TRANSLATION AND INTERPRETATION

   Considering the growing demand for translation and language related services in India as well as abroad, Punjab Technical University today (April 25, 2012)launched Post Graduate (PG) Diploma and B.Sc in Technical Translation and Interpretation. It is for the first time that such type of courses have been launched in India. These courses will commence from coming July session at the Mohali campus.
    In the beginning, the courses in PG Diploma will cover Hindi and Punjabi followed by Spanish, French and German for B.Sc respectively. At the launch of these new courses, Dr. Rajneesh Arora, Vice-Chancellor of Punjab Technical University, said that considering the high demand and the gaps in terms of trained human resource in this field the university had decided to launch these courses. Nowadays, translation is not only needed for promotion of literature and cross cultural activities, it has become an essential tool for keeping pace with the globalization phenomenon which is inseparable from technology and localization processes, he added.
    Sh. Ravi Kumar, President Indian Translators Association, who is also an Entrepreneur and Founder of Modlingua Group a leading translation company with 500 clients spread across the globe observed that as per national knowledge commission there is immediate requirement of 5 lac trained language professionals in India as Translation, Interpretation, localization, IT and newer technologies have added unprecedented dynamism in economic, social and cultural activities across the globe. He said, “the role of translation becomes more critical when multinational companies need to contact their customers in real time in local languages. Therefore, it is quite evident that over the past decades, localization has progressed from being an added effort by some software publishers to a multi-billion dollar professional industry requiring numerous translators and interpreters at all levels.

    Dr. Arora, the honorable vice chancellor also added that to promote above mentioned language courses the existing infrastructure will be used for research and development activities in languages and technology such as machine tools, memory tools, terminology management, project management and publication of specialized text. The university is also starting a SMS facility for the students as per which the queries of students would be answered within six hours.

GENDER BUDGETING AND WOMEN EMPOWERMENT

Introduction:

Development is one of the basic theme or issue that exists in a society. As human development occupies centre stage in the global development debate gender equality and gender equity are emerging as major challenges. The term Gender Budgeting describes the initiative taken by government at various departments. The IDRC (2001) conceptualize gender budget as initiative which analyze how governments raise and spend public money, with the aim of securing gender equality in decision making in the distribution of the impact of government budgets both in their benefits and in their burdens. The impact of government budgets on the most disadvantaged groups of women is a focus of special attention. The process of gender budgeting refers to the process of conceiving planning, approving, executing, monitoring and analyzing the budgets in a gender sensitive way. It helps the government in policymaking and check the imbalance. Gender budget is a tool for achieving women empowerment and gender equality. It reduced gender discrimination and will check socio-economic disparity between men and women. It is a policy framework, methodology and set of tools to assists government to formulate a budget that cater the need of all and which in a way to gender friendly policy. Gender Budgeting helps assesses the gender differential impact of the budget and takes forward the translation of gender commitments to budgetary allocations.

The emphasis on gender budgeting is nothing but maintaining equality, which could be defined, as gender mainstreaming. According to Stotsky (2006), “to be more useful gender budgeting should be integrated into gender budget process in a way that generates tangible improvements in policy outcome”. In the year 1995 United Nations Fourth World Conference on Women held at Beijing helped to initiate gender mainstreaming by calling for the integration of a gender perspective in budgetary policies and programmes. Since the Beijing Conference the pressure to introduce gender budgeting in order to maintain gender mainstreaming becomes more.

Since inception as an independent state India has been focusing on the issues of women. The five-year plan introduced schemes for the upliftment of vulnerable people and society .The first and second five years plans aimed to set up agencies for the development and empowerment of women. The third, fourth and interim plans were also made provision for women’s education, pre natal and child health service. But it was seventh plan which declare its objective of bring women into the mainstream of National Development. The Eight Plan (1992-1997) promised empowerment of women and ensures flow of benefits to women in the core sectors of education, health and employment. The ninth plan assures at least 30% of funds/benefits from all development sectors to women. Empowerment of women was it strategic objective. The Tenth Five Years Plan (2002-2009) suggested specific strategies, policies and programmes for women empowerment. With its outlay of Rs. 13780 crores it want its budget to be gender friendly. In the Eleventh Plan period, the existing system of gender based planning will be extended to other ministries and departments and not only confined to those that have historically been perceived as ‘Women Related’. The Eleventh Plan highlighted that the gender Budgeting and Gender Outcome assessment will be encouraged in all ministries /departments at Central and State levels.

The National Institute of Public Finance and Policy (NIPFP) undertook the first formal exercise in gender budgeting at the national level when they analyzed gender budget. It point out low proportion of women related allocation in the Union Budget and the tendency for revised allocations being less then budgeted projections. The study concluded that the inclusion gender perspective is lesser then the budgeted projections. The yearly analysis of budget from the point of view of women is a must to enhance women’s economic empowerment. Northeast India is one important area, which needs gender friendly budgeting. There is a need for the provisions in the composite programmes under education, health, and rural development in Northeast. The Assam government introduced gender budgeting in its 2008–09 gender budgeting and allocation was made to in fact every department. As a premier state of Northeast India, Assam needs gender Budgeting very seriously. The year 2009 experiences its share of gender budgeting in Assam. There are some sectors where government provides schemes and allocated funds for the women empowerment. If the analysis of budget for the allocation of funds for women for the last two sessions were studied it will be found that governments thrust area is not gender empowerment but other sectors where earnings are more. The gender budget initiative of the Department has opened up new vistas of research and analysis of public expenditure in the country and opened serious methodological debates for carrying out such analysis. Budgets garner resources through the taxation policies and allocate resources to different sections of the economy. The Budget is an important tool in the hands of state for affirmative action for improvement of gender relations through reduction of gender gap in the development process. It can help to reduce economic inequalities, between men and women as well as between the rich and the poor (NCAS, 2003). Hence, the budgetary policies need to keep into considerations the gender dynamics operating in the economy and in the civil society. There is a need to highlight participatory approaches to pro-poor budgeting, green budgeting, local and global implications of pro-poor and pro-women budgeting, alternative macro scenarios emerging out of alternative budgets and inter-linkages between gender-sensitive budgeting and women empowerment There is need to highlighted the urgency of sharpening the methodological tools for monitoring the progress of Women’s Component Plan introduced in the Ninth Five Year Plan. The proposed study will try to bring out the prospect of gender budgeting and gender empowerment. It will help the scholars, researchers, government and NGO’s to formulate gender specific budget and also will try to point out how it could identify schemes that are gender friendly and helped in gender budgeting programme.

To determine how far govt. has taken initiative in Gender Budgeting.
To determine how far women are benefited from Gender Budget.
To deliberate on awareness and acceptance of gender budgeting in the government working.

Gender Budget and Women Empowerment of North East India;
Government Schemes and Gender Budget;

Gender budgeting in different areas- Agriculture, Education, Rural Development, Health and Family Welfare etc.

It’s our pleasure to place PRAGYAN March, 12 issue before you (Volume ix; Issue iii) at a time when whole country is in the mood to welcome the Nabavarsha (New Year) and the Assamese around the globe celebrating the Rongali Bihu. The Pragyan family wish you all a happy and prosperous Nabavarsha ( Bongabda / Vaskarabda ১৪১৯)

Though a little late, we didn’t forget the legendary Music and Literary maestros like Dr Bhupen Hazarika and Mamoni Raisom Goswami, whom we lost only a few months back-- in last Nvember. Aruni Kashyap one of the promising Assamese writer and novelist in English expressed his appreciations for the late Novelist Indira Goswami ,while Prafulla Gogoi , one of the prominent cultural activist of Bharatiyo Gananatya Sangha and writer of the state evaluated life and works of Late Signer, Writer and Film Director Bhupen Hazarika in his own way. So did Debasish Tarafdar, one of the renowned Bengali poet and novelist of our time. Apurba Bhaskar Gogoi, chief editor of Pragyan, made a serious research on famous painter and film director Maqbool Fida Husain.

The American Educationist Joseph Landsberger continues to write on Study Guides and Strategies. This time he has written on ‘Thinking and Memorising’ ,the same translation by Bantimala Devi and the Bengali Translation by Sushanta Kar will again appear in his own site.

Prashanta Bora is continuing with his career tips ‘Notes for Freshers’. Another two valuable write ups on career in Media Anthropology by Dr Pradeep Nair and Indian Rural Inventors will sure motivate enough the young readers.

We regret for our late appearance with PRAGYAN December, 11 issue (Volume ix; Issue ii). Due to some technical reason we couldn’t make it on time. Still, we are happy to inform you that in this issue we’ve tried to present a good number of writings on Science and as we always do, tried to focus on some socially relevant issues, in this issue we’ve focused on International Year of Chemistry and Forest. That made the issue one of the biggest in size. Dr Arindam Adhikari tried to explain what the Lotus Effect is, while Pinky Purakayastha expressed her concern on Indian Forest. Baikuntha Das and Ranandra Khaund tried to explore relation between Forest and people depended on it.

Prashanta Bora is continuing with his career tips ‘Notes for Freshers’. Teachers might feel benefited from the information presented on the research journals in the column ‘Career Tabloid’.

Asomiya Jatiyo Abhidhan Vol III released

The Volume III of Asomiya Jatiyo Abhidhan was released in a function held at District Library hall here today. ( 29-01-12)Inaugurating the function organized for releasing the volume, Dr Amarjyoti Chaudhury, Vice-Chancellor of Tezpur University stated that use of language should flow like a river and it collected water of both the sides and similarly Assamese language must collect the words or languages of all the tribes, cast, creed of Assam so that it would help to create ‘Bor Asom’.

He also congratulated the publisher of the dictionary, Asom Jatiyo Shikhya Samanay Parishad (AJSSP) as a team for its efforts to compile a dictionary reflecting the exact notion of ‘Bor Asom’. Dr Chaudhury further added that it was a remarkable day in the history of not only of the Assamese literature but also for the Assamese society as well. Releasing the dictionary in the function, Dr Bhim Kt. Baruah, Professor of Dibrugarh University, Deptt. of Assamese, stated that the book, third of its series, would help the people of Assam to know about Assamese literature in details in present day context. He also suggested that the letters of both of consonants and vowels that were not being in use in day to day life should be obliterated.

Dr Baruah also added that it was the results of continuous praiseworthy efforts of some people to make it possible for publication of the valuable series for the people who would be able to pursue Assamese language in true manner.

The function that was presided over by Dr Madan Sharma, Professor of Tezpur University, Dept of Foreign Language, was organized jointly by the All Assam Moran Students Union and All Assam Muttock Students’ Union under the joint auspices of Asom Jatiya Shikhya Samanay Parishad and Assam College Teachers’ Association (ACTA). It was attended and addressed by Dr Naren Changmai, president, ACTA, Dr Mahendra Hazarika, HS Kanoi College, Dibrugarh, Dr Jogen Bora, president, AJSSP, Dr Amiya Pator, president, Tiwa Sahitya Parishad and office bearers of many organizations of socio culture and students. The meeting was conductged by Dr Debobrata Sharma, secretary, AJSSP.

Justification for the proposed seminar:
There is a crucial question all over the world: Is India a candidate for becoming a super powering the next decades to come? The answer varies. India deserves an advance place in world politics not because of her area or population but also due to her economic and social development.India is known as a target source for outsourcing in IT sector. But there is doubt on it. Whether this success is sufficient for a sub-continent? What are the strengths and weakness of India and Indian society? India is considered as one of the emerging super power in the World. This potential is attributed to several indicators. However the country suffers from many economic, social and political problems that it must overcome before it can be considered as a super power. It is also not as influential on the international stage as compared to USA or former USSR. There are a number of obstacles on the way of India’s emerging as a global power such as border disputes, insurgency, social issues, lack of international representation etc.
Keeping in view all these aspects, the Department of Political Science, Women’s College, Tinsukia is going to organize a three- day UGC sponsored national seminar on “INDIA AS AN EMERGING SUPER POWER: POSSIBILITIES AND OBSTACLES”. The aim of the seminar is to gather opinions of academicians of different points of views throughout the country. It is expected to find a number of solutions of different obstacles that play hindrances to make India a super power.The findings of the seminar may help the administrators and politicians to sort out the policies that may help our country to achieve the top most position in the world politics in near future.

FASS Organises a Discourse on the Uniqueness of the Assamese Scripts in Jorhat

       FASS International is organising a discourse on the subject,"The Uniqueness of the Assamese Scripts - Its Historical Perspective"

    Appointed Speakers: Rajen Barua (USA); Azizul Haque (GHY)       Dibrugarh University already confirmed their participation. IIT GHY regretted their inability to attend but are sending their commnts and views on the topics. Local members from OXX will be present.
         The following may be taken as a summary of the theme of the meeting:
         During the time of the 'Charyapadas' (7th to 12th century) and after, the languages as well as the scripts of Assamese, Bengali, Orissa and Maithili were the same. It is from this common root that later these languages have separated and developed their own separate scripts. So far as the Assamese and Bengali scripts are concerned, with the advent of the modern printing press in the nineteenth century, both the languages are using exactly the same script except for the two identifying letters of Ro and Wab-Bo. However, this common script is being called the 'Bengali' script in the National and international level. R.D Banerjee,s book written in 1919 "Origin of the Bengali Script' is a case in point which stated that Assamese does not have its own separate scripts. Indian national scholars also adopted this line thinking as reflected in the book by Dr. A. H Dani (published in 1961) which also stated that Assamese are using the Bengali scripts. Sadly enough, although Assamese are having various discussion within themselves about unique development of the Assamese scripts, there has not been proper response to the above challenges. As such so far as the uniqueness of the Assamese script is concerned, we are still on a feeble ground not because we don't have a unique and separate script but because there has been dearth of serious and in-depth study and discourses about the evolution and development of the Assamese scripts, especially in relation with the Bengali scripts. This has resulted in great doubts and confusion even among the Indian scholars. Of late, it has also created a problem in Unicode which has simply named simply named the common Assamese Bengali scripts as 'Bengali' scripts.
         Thus we have two problems to solve.
         One is to prove on the National level that Assamese has an independant and separate scripts which evolved in parallel with Bengali, Maitheili, Orissa etc.
   Two is to come up with some common agreements among the Assamese as to what may be termed as proper acceptable Assamese response to the Unicode.
         The discourse will try to come up with some agreements on the the above.

Womens' Studies and Development Cell, Tinsukia College unit , in association with XOBDO and PRAGYAN, Tinsukia College, Organized a Workshop on Unicode and writing Assamese on Net at Tinsukia College on 5th November, 11, Saturday at 11.30am. Principal Dr Bhuban Gogoi inaugurated the workshop. Sangita Baruah, president, WSDC honored two guest resource persons Abhijit Kalita, NEPCO, Duliajan & Gunadeep Chetia, Dibrigarh University with traditional Assamese fulam gamocha . The third one was Sushanta Kar, a faculty of Tinsukia College. Subhadeep Paul assisted them while demonstrating on net.
A few outsiders also took part in the workshop along with the students and faculty. There were almost fifty participant in all. Gunadeep Chetia talked on Unicode and inbuilt Unicode support system in computer, Abhijit Kalita introduced Xobdo key board (XOBDO KB) and appealed to write for Assamese Wikipedia and contribute for XOBDO, while Suhanta Kar introduced AVRO keyboard and the know-hows of creating blogs and sites.He also has shown how to write all most all the Indian languages using PramukhIME

Schedule of IIT-JEE 2012 Announced

The Indian Institutes of Technology (popularly known as IITs) are institutions of national importance established through an Act of Parliament for fostering excellence in education. There are fifteen IITs at present, located in Bhubaneswar, Chennai, Delhi, Gandhinagar, Guwahati, Hyderabad, Indore, Jodhpur, Kanpur, Kharagpur, Mandi, Mumbai, Patna, Ropar and Roorkee. Over the years IITs have created world class educational platforms dynamically sustained through internationally recognized research based on excellent infrastructural facilities. The faculty and alumni of IITs continue making huge impact in all sectors of society, both in India and abroad. Institute of Technology, Banaras Hindu University (IT-BHU), Varanasi and Indian School of Mines (ISM), Dhanbad, are amongst the oldest institutions in India and are known for their immense contributions towards society at large and for science and technology in particular.

These institutions offer courses leading to Bachelor’s degree in a number of engineering, technological and scientific disciplines. Integrated M.Sc. courses in pure and applied sciences and Integrated M.Tech. courses in a few disciplines are also offered by some of these Institutions. In addition, some IITs offer Dual-Degree M.Tech. programmes, wherein both B.Tech. and M.Tech. degrees are awarded.

Credit-based academic programmes offer flexibility to students to progress at their own pace. A minimum level of performance is necessary for satisfactory progress. The medium of instruction is English.

Admission to the Undergraduate Programmes at these institutions for all Indian and Foreign nationals is made through a Joint Entrance Examination, IIT-JEE (formerly known as JEE).

The examination will be held on Sunday, April 8, 2012 as per the schedule given below:

Paper 1:	09.00	to	12.00 hrs	(IST)

Paper 2:	14.00	to	17.00 hrs	(IST)

The schedule will remain unaltered even if the above date is declared a public holiday.

Type of Examination

There will be two question papers, each of three hours duration. Both the question papers will consist of three separate sections on Physics, Chemistry and Mathematics. The questions will be of objective type, designed to test comprehension, reasoning and analytical ability of candidates.

The answers for each of the questions are to be marked on a separate, specially designed, machine-gradable sheet of paper (ORS – Optical Response Sheet). While answering each of the questions the candidate is expected to darken the bubble(s) against correct answer(s) using black ball point pen only. In some sections, incorrect answers may be awarded negative marks.

DEPARTMENT OF SCIENCE & TECHNOLOGY (DST) DST-DFG AWARDS FOR PARTICIPATION IN THE MEETING OF NOBEL LAUREATES & STUDENTS

           Each year since 1951, Nobel Prize winners in Chemistry, Physics, Physiology or Medicine have been meeting in Lindau, Germany, to discuss major issues of importance to their fields with students from around the world. The meetings include lectures, panel/round-table discussions on interdisciplinary topics and informal small-group meetings with the Nobel Prize winners. The DST has been sending a group of students / young researchers to these meetings, since 2001.
It is planned to send a group of Indian Students /young researchers to the 62nd Meeting of Nobel Laureates & Students during 1-6 July 2012, which is in the area of Physics and related disciplines. Applications are invited from bright and young students and researchers in these fields of natural sciences for availing this DST-DFG award. The lectures and discussions are at a level appropriate for students/researchers in their early research careers. More details of the meeting can be seen at www.lindau-nobel.de

Terms of Award: The selected participants will be provided transportation, lodging (twin-sharing basis) and boarding allowance, jointly by DST, German Research Foundation (DFG) and Lindau Committee for the Meeting of Nobel Laureates & Students. The Registration fee is waived for the Indian participants. After the Lindau meeting, the Indian group will also visit premier German scientific institutions for one week.
        No escorts/ accompanying persons will be allowed with the participants. The applicants would also not be allowed to withdraw the nomination after selection for the event.
Eligibility
Note:   i. Only Indian students (by citizenship) studying/working in India are eligible.
             ii. Engineering/Tech. students are not eligible.
There are three categories of participants to be nominated:
A. Undergraduate students
B. Masters students & Doctoral Students; and
C. Young Post-doctoral.
     All selected participants shall show a genuine interest in science and research, show a strong commitment to their principal field of studies and to the interdisciplinary work, receive strong support of their application by their academic advisor and/or by internationally renowned scientists, through a detailed letter of recommendations, be fluent in English, capable of active participant in discussions, belong to the top 5 per cent of their class, Not already have a permanent position (Researchers with permanent positions-in particular on professor level-will in general not be admitted to the meetings) not have participated in the previous Lindau Meetings Deliver fully completed applications to DST and after short listing by DST, the online application to Lindau website (incomplete applications shall not be considered); Commit themselves to being present for the full duration of the meeting
Maximum 35 years as on 1st July 2012.
Additional eligibility requirements in each category are:
Category-A Undergraduate Students, who exhibit a solid general knowledge in Physics and the natural sciences, and
Have done some practical work and/or have laboratory experience.
Category-B Master’s and Doctoral Students, who Show excellent academic accomplishments; and have produced some very good research work;

Category-C Postdoctoral scientists, who:

Have up-to 5 years of postdoctoral experience (optimum about 2-3 years after doctoral degree)
have published results of own scientific research in refereed journals, preferentially as 1st author,
have presented their work at international scientific meetings, preferentially as lecture.

a) One complete set of original application duly forwarded by Head of the Institute, in prescribed format along with one set of photo copies of the awards/certificates substantiating the information provided in the application duly attested.
c) Letter of reference from an academician or scientist acquainted with the applicant;

Student Scientists to Submit Space Station Experiments

              Expedition 29 Commander Mike Fossum encouraged students to participate in the YouTube Space Lab contest via a broadcast from aboard the International Space Station. (NASA)
View large image "Your experiment, 250 miles above Earth, for the whole world to see." That is the promise made at the end of the video on the official YouTube Space Lab contest Website. NASA has partnered with Space Adventures to support this competition. Space Adventures is collaborating with YouTube and Lenovo. Armed with initiative and imagination, students have the chance to envision and design their own experiment with the ultimate prize -- flying it on the International Space Station.

    The contest opened on Oct. 11, 2011, and will continue to accept submissions in the form of a two-minute duration video through Dec. 7. Students age 14 to 18 can become researchers in their own right by proposing up to three separate original entries on the official YouTube Space Lab contest Website. Participants can enter as either individuals or in teams of up to three people. Entries must include an experiment question, hypothesis, method and expected results.

    Part of the appeal of the contest is the prestigious panel of judges that are lined up to select the finalists, including professor Stephen Hawking, NASA's Leland Melvin, ESA astronaut Samantha Cristoforetti, JAXA astronaut Koichi Wakata and Cirque du Soleil founder Guy Laliberte, among others. The final selection includes a public vote which will begin via YouTube on Jan. 3, 2012.

    "The space station really is the greatest science classroom we have," said Leland Melvin, associate administrator for education at NASA Headquarters in Washington and YouTube Space Lab judge. "This contest will capitalize on students' excitement for space exploration while engaging them in real-life scientific research and experimentation."

    As an award, six regional finalists will get to travel to Washington, D.C., to participate in a zero-g flight. On March 13, two global winners will be announced. The global finalists will get to travel to either Russia, where they can engage in an authentic astronaut training experience, or Japan to watch their experiment blast off into space. They also receive the grand prize of having their experiments performed on the space station and live streamed for the public via YouTube.

    This competition aims to inspire students to look beyond their daily studies and ask their own questions of the universe around them. Proposed experiments will focus on either life sciences or physics with the hope that the entrants will take their experiences with them as they continue in their education, perhaps towards careers in math and science. NASA astronaut Mike Fossum encouraged students to participate from aboard the space station via his own YouTube video.

    "YouTube Space Lab is a once-in-a-lifetime opportunity for you to have your experiment performed by astronauts like me in the space station," said Fossum. "Imagine, you become the scientist! Your experiment is performed in space and streamed back to Earth. The world watches as your scientific investigation unfolds. What will you do from onboard the International Space Station?"

    The official YouTube Space Lab Website asks some initial prompting questions, such as can plants survive beyond the Earth and whether or not proteins grown in space could reveal the mysteries of life. The real thrill, however, is the unlimited potential opened up in the minds of students as they begin to ask their own questions and seek real answers. With previous student experiments in space having already led to new knowledge, there is no boundary to what exciting possibilities this latest opportunity to probe young minds may create.

Byatikram MASDO initiates a national seminar on famous novelist and writer Late Sandipan Chattopadhyay in association with Sahitya Akademi on his Birth anniversary on 25th October, 2011 from 10 am in Lakshiram Baruah Sadan, near District Library, Guwahati. The national seminar will be inaugurated by the President of Sahitya Akademi, Sri Sunil Gangopadhyay. সন্দীপন চট্টোপাধ্যায় (২৫ অক্টোবর ১৯৩৩ - ১২ ডিসেম্বর ২০০৫) ছিলেন বাংলা সাহিত্যের 'আভাঁ গার্দ' লেখকগোষ্ঠীর অন্যতম। তাঁর উল্লেখযোগ্য রচনাগুলি হল ক্রীতদাস ক্রীতদাসী (১৯৬১), সমবেত প্রতিদ্বন্দ্বী ও অন্যান্য গল্প (১৯৬৯), এখন আমার কোনো অসুখ নেই (১৯৭৭), হিরোশিমা মাই লাভ (১৯৮৯), কলকাতার দিনরাত্রি (১৯৯৬) ইত্যাদি। গল্প লিখেছেন ৭০টি, উপন্যাস ২১টি, এছাড়াও লিখেছেন অসংখ্য নিবন্ধ। একইসাথে লিখেছেন সন্দীপন চট্টোপাধ্যায়ের ডায়েরি, যা তার মৃত্যুর পর প্রকাশিত হয়।

১৯৯৫তে বঙ্কিম পুরস্কার, ২০০২তে সাহিত্য অকাদেমি পুরস্কারে পুরস্কৃত এই লেখকের ৭৮তম জন্মদিনে এবারে ঘটা করে পালিত হচ্ছে গুয়াহাটিতে। আয়োজক সাহিত্য একাদেমী এবং ব্যতিক্রম মাসডো। “সন্দীপন চট্টপাধ্যায়ঃ ব্যক্তি ও ব্যক্তিত্ব” সম্পর্কিত এক জাতীয় আলোচনা চক্র অনুষ্ঠিত হবে আগামী ২৫ অক্টোবর,১১ গুয়াহাটির লক্ষীনাথ বরুয়া সদনে ( অসম সাহিত্য সভা ভবন)। উপস্থিত থাকবেন সন্দীপনের বন্ধু তথা সাহিত্য একাদেমীর সভাপতি কবি-ঔপন্যাসিক সুনীল গঙ্গোপাধ্যায়। এছাড়াও থাকবেন যাদবপুর বিশ্ববিদ্যালয়ের চলচ্চিত্র বিষয়ক অধ্যাপক সঞ্জয় মুখোপাধ্যায়, প্রাবন্ধিক অদ্রীশ বিশ্বাস, কৌরব লিটিল মেগাজিনের সম্পাদক কমল চক্রবর্তী এবং অধ্যাপক অমিতাভ চক্রবর্তী।

‘কৃত্তিবাস’ প্রকাশের শুরুর দিনগুলো থেকে সন্দীপন সুনীল এক সঙ্গে কাজ করেছেন। সেরকম বাংলা সাহিত্যের এক উজ্জ্বল নক্ষত্র বন্ধুর জন্মদিনে আরেক নক্ষত্র বন্ধুর এমন আয়োজন তাও অসমের রাজধানী গুয়াহাটিতে—সে এক বিরল ঘটনা। ব্যতিক্রমের সম্পাদক সৌমেন ভারতীয়া সাহিত্য অনুরাগী সমস্ত পাঠক লেখক, এবং শিক্ষক , ছাত্র-ছাত্রীদের এই আলোচনা চক্রে যোগ দিতে আহ্বান জানিয়েছেন।

ব্যতিক্রম ইতিমধ্যে বছরজোড়া কর্মসূচীর মধ্য দিয়ে রবীন্দ্র জন্ম সার্ধশত বার্ষিকি পালন করেছে। উদযাপন করেছে ভূপেন হাজারিকার জন্মদিন। আগামী বছর এরা ঘটা করে শ্রীমন্ত শঙ্করদেবের জন্মদিন পালনের কথাও ভাবছেন।

Subir Bhaumik is All Set to Launch A New Englsih Daily 'the Seven Sisters Post' .

    The Nor’eastern Post has been renamed the Seven Sisters Post. The daily will be launched from Guwahati and Dibrugarh in the first week of November, 2011. It will be a publication of the Saradha Group.
    It will be a hyper-regional paper, giving extensive coverage to the entire Northeastern region. At the same time, our World Page will then focus on global developments but primarily look at the Afro-Asian scenario, drawing on non-western sources to give an alternate view of the world. We will have a features page and an op-ed page that will be rich in contributions from the locality, region, nation and often from our neighbourhood. We intend to do two pages of business in keeping with the emerging opportunities.
    Our Sunday supplement will seek to showcase original creative writing from the region and neighbourhood, besides focusing on its varied traditional and contemporary life. We intend to print from other Northeastern states soon. Our team comprises media professionals from the region who have worked in top national dailies such as The Times of India, The Hindustan Times and Mail Today. Our chief editor is Subir Bhaumik, the BBC’s former East India bureau chief. Naba Sarma, ex-bureau chief of The Economic Times, our business editor, will be backed by Abhijit Deb, formerly with the Reuters.
    In short, it will be a paper with a difference that the region has long waited for.
    As the Literary Editor of the Seven Sisters Post, my aim will be to showcase the literatures produced in the Northeastern region to a wider audience as well as to make readers in the region aware of the richness of their own literatures. Literature from the Northeast is usually treated as a homogenous entity, but my effort will be to bring out the diversity within it. It is hoped that this will establish a dialogue of equality and harmony among the many constituents producing the various ‘literatures’ of the Northeast.
     This is a call for contributors to share their creative and critical writings as well as translations with the newspaper.
     The critical writings/features could relate to any aspect of the literature of any of the regions within the Northeast. They may also deal with particular writers or texts or genres.
    -          In creative writing, poetry submission is particularly welcome, although space permitting, we might also occasionally carry pieces of fiction/memoir/literary non-fiction.
    -          We will also devote considerable attention to translations of classic and contemporary literary pieces. The translators must however, have acquired the necessary permissions from the original copyright holder. A short translator’s note and adequate information about the original author are also required.
    Contributions from writers living in/hailing from outside the Northeast are especially welcome. I am also looking at ‘mainlanders’’ views of Northeast literature.

North East India Research Forum is for all the researchers who hail from beautiful North Eastern part of our country and who are involved in scientific research in various institutes in different parts of the globe.
This forum was created on 13th November 2004. It mainly comprises of the researchers belonging to the North East India . They are also publishing quarterly newsletter N. E. Quest regularly. The July, 2011 issue got released recently. Dr Dr. Bipul Sarma, Chem. Eng. Dept., MIT, USA and the editor of the issue wrote about the issue:

Facebook discussion brings us to talk about several crucial and sensitive topics with valuable opinions by the forum members. Invited article is a creative thought particularly publishing articles like Industrialization, Capitalism and Communism that surely provides flavour from off domain. Thank to authors and contributors.

I want to focus the importance of two closely related all-encompassing topics, teaching and research. Teaching and basic research can only bring the prosperity and integrity of a nation. The famous quote by Abraham Lincoln during the midst of civil war, "I strongly refused to accept America's sole purpose was mere survival, so I created National Academy of Sciences, founded colleges, and began the work of the transcontinental railroad and towards the discovery of new and useful things" easily demonstrates tremendous importance of science for a better world and mankind. People always love to talk about "research", "technology", "innovation" like exciting phrases. But we should be always cautiously attentive to teaching and how to educate people. Nevertheless we all know the quality of teaching is the most influential single factor in determining whether a student will succeed or fail. The progress and prosperity of future generations will depend on what we do now to educate the next generation. Thus without genuine expertise in the field of teaching the problem is only going to get worse.

It is true that integration of a nation is strongly dependent on basic scientific research, innovation, and technologies. Vannevar Bush, who was the scientific advisor to President Franklin Roosevelt, quoted as "Basic scientific research is the scientific capital".

Let me share you one novel thought of present time in the development of pharmaceutical industries. We all probably know the development of just one successful drug from its design stage to over the counter (tablets or doses form) costing billion dollars and 10-20 valuable years to the industry. All manufacturing processes involved in this development are performed individually known as batchprocesses. MIT and the Swiss pharma industry Novartis in collaboration started a multi-year innovative project with the aim of bringing all batch processes into continuous mode. This means starting from the synthesis of a drug in organic laboratory to the manufacturing of tablet will be in continuous. This is one of the simple attempts to put forward ideas towards application and ease life. I am sure if we work with our friends around the world, we proceed more rapidly and more cost-effectively to resolve many of the challenges we face. Also this will help us reflect globally in character. Let’s work hard with a genuine goal and legal motivation and look for new frontiers. I wish long live of this forum. We shall feel happy if N. E. Quest is contributing something toward educate our people by sharing knowledge. "
