Vendors’ group hit Baguio market dev’t negotiations

BAGUIO CITY -- A leader of an association of vendors at the City Public Market assailed the city government’s negotiations with SM Prime Holdings (SMPH) despite their clamor the development plan could have included their proposal.

During the Feb. 20 public consultation on the plan to develop the market, lawyer Zosimo Abratique, president of Baguio Market Vendors Association (BAMARVA) said the city government initially involved the vendors in planning the market’s improvement but things took a different turn when city officials decided the development should be through a public-private partnership (PPP).

“We were consulted but naiba na,” Abratique said recalling that SMPH’s proposal as presented during the consultation was different from its earlier proposal submitted to the P4 Selection Committee.

Abratique said the general clamor of vendors was for the city government to finance the development, not a private entity.

He said the vendors feared displacement, higher rent and unfair competition in the event the developer allows new tenants into the developed area.

“We feel like this is a done deal. We cannot find a way to present an alternative. Iba yung original proposal, at iba na itong end product. Parang hindi na unsolicited proposal. It appears that it became a negotiated deal,” Abratique told the City Council’s committee on laws, which organized the public consultation.

Abratique said they were not opposed to the development but preferred for the government or for the vendors themselves to shoulder a portion of the cost of development.

SMPH’s original proposal was to manage 70 percent of the developed market, while the 30 percent will be managed by the Baguio local government.

This proposal was reportedly amended while terms of development were being negotiated. Under the amended terms, the city government will manage the public market 70 percent with 30 percent by SMPH.

However, the market building, initially said to be seven storeys will reportedly become eight storeys.

The number of years where SMPH may operate has also been revised, though this has not been disclosed during consultation.

The market development project is estimated to cost P4.50 billion.

The proposal is now under review by City Development Council.

Market vendors and other concerned citizens of Baguio have asked the P4 Selection Committee to divulge the terms of negotiation between the committee and SMPH, proponent of the market development project.

As the project inched closer to the Swiss Challenge, stakeholders who attended the public consultation on Feb. 14, at the Baguio Convention and Cultural Center said the committee should be transparent and present to the public the 34 terms of negotiation.

The P4 has so far given only an overview of the terms, citing the non-disclosure agreement between the committee and SMPH.

However, terms have been presented to the City Development Council (CDC) as part of the process before endorsement to the City Council.

Lack of details about the 34 terms of negotiation, limited the discussion in a public consultation, a stakeholder said.

“I ask the city council to maximize the 120 days. Ang hirap nagdidiscuss na hindi namin alam ang complete terms”, a stakeholder said.

Under the new Public-Private Partnership law, the approving authority (the City Council in this case), has 120 working days to decide on whether to approve the terms as endorsed by CDC.

Holy Ghost Extension Kagawad George Bangsoy, who is also a vendor in the market, echoed the sentiment.

He told a representative of SMPH who attended the consultation, “Adu gamin ti detalye nga saan nga maibagbaga isunga ada fear kanyami nga vendor. Tell us so we can have an informed decision.”

The terms of negotiation were presented to the CDC last Feb. 14.

The CDC has 30 days from receipt of the Notice of Completeness to review the proposal and submit a report to the City Council about its concerns and decision.

Mayors league head hits Abra poll violence reports; no deaths

BAGUIO CITY – The president of the League of Municipalities of the Philippines (LMP), Mayor Joseph Bernos of La Paz, Abra assailed Wednesday reports of political violence in the province saying peace and order situation improved.

Speaking during induction of officers of the Baguio Correspondents and Broadcasters Club on Tuesday evening at the Beneco Hall in this city, Bernos said for over a decade, no politician was killed during an election in the province.

During the past four to six elections, Abra did not record any election-related killings, he said.

“The political landscape in Abra has changed. For the past three months, bago ang political dynamics sa Abra (the dynamics in politics is new), he said.”

Bernos said Abra used to be a perennial election hotspot and the province gained notoriety because of political violence.

“We are from the Cordillera, nakakahiya kami sa Abra kapag pinag-usapan ang election violence. Hiyang-hiya kami nadadamay ang Cordillera because we are a part of it (We in Abra were ashamed when election violence was being talked about. The whole Cordillera region is being dragged because we are part of it),” he said.

Bernos said they have been trying for years to erase the public’s image of Abra as an unsafe place.

During the recent Joint Security Council meeting, Brig. Gen. David Peredo, Police Regional Office-Cordillera director, said Abra was placed under the Commission on Elections' "Orange" category due to the previous records and not because there is an ongoing peace and order problem in the province.

Code "orange" indicates the presence of armed groups and incidents of poll-related violence.

“Because they have a record, they cannot be considered as green category but that is already past, it is different now,” Peredo said.

Meanwhile, with the ongoing Cordillera Administrative Region Athletic Association (CARAA), Bernos said they are keeping an eye on the athletes, and noted that they have improved their standing compared to the previous years.

“For the first time in many years, as of Tuesday, we are number 2, next to perennial winner Baguio City,” he said.

He added as LMP president, he urged 27 participating municipalities to fully support the athletes.

“We have to look at the welfare of the athletes kasi noon kulang ang support sa mga pangangailangan nila. This time we made sure that municipalities support the athletes (We have to look at the welfare of the athletes because previously, they lacked that needed support. KIJBUNGAN, Benguet – In the mountains of Kibungan, Benguet, lies a breathtaking yet little-known wonder—the Les-eng Rice Terraces. Unlike the famous terraces of Ifugao, Les-eng remains untouched by mass tourism.

To get there, one must be willing to embark on a challenging trek, winding through steep trails and pine-covered slopes. But for those who make the journey, the reward is an unforgettable view of lush green terraces carved into the mountainside—evidence of the community’s deep connection to the land. More than a scenic view, Les-eng is not just a place to admire; it’s a living testament to the hard work and ingenuity of the indigenous people. For generations, farmers here have cultivated traditional rice varieties such as sampuling, miracle, diket, bongkitan, dinara, palgay, and balatinao, grown without chemical fertilizers or pesticides.

These terraces are more than farmland, they are a way of life, passed down from ancestors who carefully shaped the landscape to sustain their families. The long and extreme trail getting to Les-eng isn’t that easy.

The trek can take up to six to eight hours, depending on the weather and the hiker’s pace. If you have a vehicle, you get there to Tacadang for five hours from La Trinidad Benguet then have a 2-hour walk to arrive at Les-eng.

The trail winds through deep forests, steep ridges, and narrow footpaths, sometimes revealing stunning rock formations and waterfalls along the way like what they called, The Crying Mountain.

Despite the difficulty of the journey, it is worth considering as you can have memorable experience. Every step offers a glimpse into the untouched beauty of the Cordillera Mountains.

The people of Tacadang, where Les-eng is located, live simple yet fulfilling lives. They rely on farming, and traditional hunting, using what nature provides rather than modern conveniences.

A local farmer once joked that he felt shy for serving freshly cooked native chicken to his guest. He thought that canned sardines is better to have than the native chiken but you know that this native chicken is more organic and safe to consume than the process sardines.

This humility and deep appreciation for homegrown food show the Tacadang people’s strong sense of self-sufficiency. Preserving the Cultural and Traditions Treasure Though Les-eng remains largely undiscovered, local leaders and residents are becoming aware of the possible potential that it offers in an ecotourism destination.

They hope that if visitors come, they will respect their land and culture. They believe that tourist could help preserve their way of life while allowing them to witness the beauty of the terraces without causing harm.

Les-eng Rice Terraces were crafted 100 years ago some of it were during the World War 2. During that time famine occurs vegetables and fruit were difficult to grow but because of their resiliency they were able to adopt other methods of farming that’s when they discover and start to build those stairway rice fields.

Les-eng Rice Terraces is more than just a beautiful destination. It is a piece of history, a symbol of resilience and bravery. And a reminder that some of the world’s greatest wonders are found in the most unexpected places.

LA TRINIDAD, Benguet -- As the crowd roars in anticipation, a lone figure stands at the center of the cage, eyes focused, fists clenched, and heart pounding. For Joshua Felix Pacio, a 29-year-old Igorot fighter from Beckel of thisd town, this is more than just a fight. It’s a culmination of years of hard work, unwavering faith, and a journey that began long before he ever stepped into the ring.

Joshua’s path to Mixed Martial Arts (MMA) was anything but conventional. At 11 years old, he was not an aspiring fighter—he was an obese child simply looking for a way to get fit. Martial arts seemed like the right choice, so he started training in Muay Thai, later shifting to Wushu. By 16, he had discovered his true passion—MMA.

“Honestly, I didn’t expect to become a fighter,” Joshua admits. “At first, I just wanted to lose weight. But when I started competing, I kept losing… yet I loved it anyway.”

What began as a fitness journey soon transformed into an obsession? He wasn’t just training to shed pounds anymore—he was training to win.

For Joshua, the road to becoming a fighter wasn’t easy, especially when it came to his parents’ reactions. His father, Nimrod Pacio, was more supportive from the start but could never attend his live fights due to work abroad. It wasn’t until Joshua’s rise to the international stage that his father had the chance to watch him compete live.

His mother, on the other hand, struggled with the idea of her son stepping into the cage.

“She couldn’t bear to watch me get hurt,” Joshua recalls. “She never watched my fights live, but she supported me in her own way. Over time, she saw how I improved, and eventually, she accepted it.”

Though physically apart at times, his family’s quiet encouragement became one of his greatest strengths.

For Joshua, martial art is more than just a sport—it is a discipline that has shaped his character. “The first thing martial arts teaches you is discipline,” he says. “It has changed my life—my attitude, my mindset, everything.”

But above all, faith remains his foundation.

“I don’t pray to win; I pray for God’s protection and guidance,” he explains. “Victory is a result of hard work and God’s favor, but defeat is part of the journey. If you lose, you reflect, improve, and move forward.”

His strongest opponents are not just the fighters he faces inside the cage but also the mental battles that come with setbacks. Through it all, he remains steadfast in his belief that every challenge has a purpose.

Moreover, balancing academics with training was one of Joshua’s biggest early challenges. As a varsity athlete at the University of the Cordilleras, he juggled daily training sessions with schoolwork.

“It was tough—training twice a day while studying. But my heart was in martial arts so I just enjoy it,’’ he shares.

Another most significant challenge Joshua faced early on was dealing with bashers. As his fame grew, so did the criticisms. For many athletes, negative comments can be discouraging, but Joshua saw it as a sign of progress. Instead of letting criticism affect him, he used it as motivation to work even harder.

“If you have bashers, it means you’re growing and becoming successful,” he said.

As he prepares for his upcoming fight with Jarred Brooks, a formidable opponent from the United States, Joshua remains focused. His mindset going into every fight is —trust in God and execute the game plan. – Laren P. Longbabe is a student of the Benguet State University)

‘The last Itneg speaker’

‘When a language fades, what do we lose?’ An unfamiliar sound echoes through the small room. The midday sun casts a warm yellow glow on the gathering of babaket—elderly women—engaged in their usual chatter over dark, bitter coffee.

Their voices carry a familiar warmth yet feel distant, their words flowing naturally between them but strangely foreign to me. Now, those echoes belong to a language that left with her.

When my grandmother passed away, so did the last fluent voice of our ancestors. No one in our family speaks Itneg anymore—not like she did.

And I wonder, how did we let it slip away? My grandmother often spoke to us in Ilocano, but with the babaket of our barangay, she spoke Itneg. Growing up, I watched her transform into another person whenever she spoke that language—it was like they had their own world, a secret language just for them.

Their words would rise and fall like a song only they knew, their laughter carrying the weight of shared understanding. As a child, I was curious, maybe even eager to learn, to catch a glimpse into that hidden world. But after she passed, that curiosity, that flicker of interest, was extinguished just as it had begun.

I started to notice it when I was in school. My classmates and I spoke Ilocano or Filipino, sometimes English, but never Itneg. It was a language reserved for the elderly, spoken only in quiet corners or family gatherings.

They never taught us, the younger generation, to learn and speak it, so we didn’t. At the time, I never questioned it. But now, I wonder—was it truly unintentional? Did they think it was unnecessary? Or was there something deeper?

My mother, who grew up in Baguio, barely spoke Itneg herself. She had left the mountains of Kalinga as a child, and with time, the language faded from her tongue. This is how it begins—not with deliberate rejection, but with distance.

One generation moves away, the next speaks less, and soon, a language disappears. Not with a grand farewell, but with silence. I wonder now if there was also a stigma attached to it, a quiet shame imposed by a world that valued mainstream languages over our own.

In school, we were encouraged to speak English. In cities, it was Filipino. Itneg, like so many other indigenous languages, was pushed further into the margins, its speakers dwindling year by year.

Experts say that when a language disappears, an entire way of life vanishes with it. According to UNESCO, a language disappears every two weeks, and by the end of the century, up to 90% of the world’s languages could be lost due to modernization, migration, and the dominance of major languages.

But for those who lose their language, it’s not just about words—it’s about losing a part of who they are. And yet, I have to admit something painful: I never really bothered to learn from her. If I had just gone up to my grandmother and asked her to teach me, maybe—just maybe—everything could have been different.

Maybe she wouldn’t have been the last speaker of Itneg in our family. Language is memory. It carries the songs of our ancestors, the wisdom of old stories, the traditions that have shaped us. When we stop speaking it, we stop hearing those voices. We forget. And that is the greatest loss of all.

But is it truly lost? Or is it simply waiting—faint, distant, but still there? My elder sister seems to think so. In her own quiet way, she is trying to learn Itneg. She listens to old recordings of our grandmother, repeats the words under her breath, and sometimes even asks the babaket about certain phrases. At first, they were surprised—amused, even. But then, I noticed something else. When she asked, they answered.

When she struggled, they corrected her with patience. The language that once filled the room with warmth and familiarity was beginning to breathe again, even if only in small whispers. And so, I wonder: is it truly gone, or is there still a chance to reclaim it?

Maybe languages don’t disappear all at once. Maybe they fade, waiting for someone—anyone—to bring them back. Maybe, if we listen closely, the echoes of our ancestors are still here, waiting to be heard again. – (Via Amor Perillo is a student of the Benguet State University)

A call for clearer legislation

On various social media platforms, the issue of discounts for vulnerable groups specifically senior citizens, and persons with disabilities (PWDs) has been a recurring topic of discussion—shedding light on the need for clearer legislation and regulation on its implementation.

While discounts for these vulnerable groups are mandated by law and should be provided rightfully so, there is a need to iron out gray areas in the implementation of these discounts to ensure that these sectors receive their benefit without disproportionately hurting businesses.

A surprising and troubling reality that has come into light recently is how transport network vehicle service (TNVS) drivers are forced to bear a significant portion of these discounts, which of course impacts their livelihood. Under the law, senior citizens, PWDs, and students are entitled to a 20 percent discount for transportation.

In many traditional public transportation settings such as buses and trains, these discounts are fully shouldered by the companies or public utility vehicle operators. However, the situation is far too different for ride-hailing platforms—where companies get a commission from varying fares charged to passengers.

Compared to the profits made by transport network companies, TNVS drivers are in a largely financially disadvantaged position to absorb the costs of these discounts. This is probably why some decline rides from senior citizens and PWDs—simply because they cannot afford to take the financial hit. Such a practice fosters an environment of discrimination and is just unsustainable for drivers in the ride-hailing industry.

In essence, the current system favors transport network companies and greatly disadvantages drivers.

It is easy to pin the blame on transport network companies for passing on these discounts to their drivers instead of shouldering it themselves, but the problem goes beyond the lack of accountability of these companies.

More than the unfair practice being implemented by these companies, the broader problem rests on the lack of a clear regulatory framework that details the process of implementation of these discounts—from who should bear the cost down to the validation of IDs.

As the service provider platforms, transport network companies bear a greater responsibility for these mandated discounts. Various corrective measures can play out for this such as fully passing the discount to the transport network companies to ensure that drivers receive their full fare or creating a subsidy system for riders for the discount. The bottom line here is drivers, who are in a largely financially disadvantaged position, should not be forced to shoulder the impact of these discounts alone.

It is in this light that the government should immediately step in to resolve this imbalance by defining clear and fair regulations not only to ensure that those entitled to these discounts receive them but also to protect the industries that provide these from fraud.

Essential to correcting this imbalance is addressing the issue of access. A validating mechanism should be put in place to ensure that actual senior citizens, PWDs, and students get access to these discounts and those who are abusing the system of these discounts are penalized.

On the implementation of these discounts, the government must address gray areas in the current legislation with concrete and detailed processes to hold businesses accountable. In the same light, stricter regulatory measures must be implemented to ensure that businesses that should provide these discounts are protected from fraud—a practice that negatively impacts not only the businesses that cover these discounts but also actual PWDs, senior citizens, and students who should be benefitting from these.

Certain sectors have also called for transport network companies to reimburse retroactively the drivers who shouldered the discounts.

This needs further consideration because existing laws point to the discount being tied to the transportation service provided by TNVS driver-operators, not by transport network companies. Therefore, compelling these companies to shoulder or reimburse the discount value would necessitate legislative amendments to existing laws.

In summary, this is an issue of fairness and justice.

If we truly want to support vulnerable sectors, we must ensure that the system designed to protect them does not end up harming others. Drivers deserve to earn a decent living while passengers deserve to properly receive the discounts they are entitled to under the law.

It is up to the government to create an enabling regulatory environment for this. Only through well-crafted and detailed policies can we strike a balance between social responsibility and economic sustainability.

Demonic attacks on the rise

THIS should be no surprise to us. With the way things are now—new technologies offering more temptations than real advantages, and people spiritually and morally impoverished—what can we expect? That’s why requests for exorcism and deliverance have dramatically increased these days, not to mention the increasing cases of mental illness, psychological disorders, suicide, etc.

We should never take the devils for granted. They are always around, ever scheming and plotting against us in many, many ways, and often in a manner that is so subtle that we may not even notice them. As St. Peter would put in his first letter: “Your adversary, the devil, prowls around like a roaring lion seeking someone to devour.” (5,8)

We should never consider the devils as a myth, or as some kind of literary device only to highlight a point in the drama of our life. They are as real as you and me. Our problem is that we think lightly or, worse, falsely of them. And so, we become completely unprepared to deal with their antics.

But in spite of that unfortunate fact of life, we should remember that the devils cannot do anything against us unless allowed by God. And if allowed, it is because God in his mysterious providence can always draw a greater good from any evil the devils may cause in us.

We need to have a good grip on this rapidly emerging menace. And the first thing to do is to entertain the possibility that indeed these people who are disturbed by evil spirits are both mentally sick and demonically bothered.

Yes, while it’s true that the predicament can be an either-or proposition, we should not dismiss the possibility that it can also be a both-and one. Not just disjunctive, but also conjunctive. Let’s remember that the devil is always around. It’s not paranoia to be always alerted of the devil’s existence and his constant efforts to destroy us, usually in very sweet ways.

It would be good if we level up in our knowledge of psychology. This field of science is getting to be more and more relevant these days. It cannot anymore be the exclusive interest of some people. Everyone should know at least the basics of psychology and from there start accumulating relevant helpful information.

But we should never forget that the psychological and mental mechanism of a person is steeped in his spiritual dimension that can lead him either to the supernatural or infranatural world. It cannot be studied from the point of view of empirical science alone. It has to input the truths of faith to enable it to cope with the full range of its possibilities.

This is a point that should be taken more seriously these days. The complicated challenges of our times that have brought about many good things and also many bad things cannot but make this kind of demand. We have to take our faith more seriously, assimilating it in our system and making it the guide and shaper of our lives.

With our faith, we have the answer to all the questions, the solution to all our problems, even if the answers and solutions it offers may not be the ones we want. But they are the answers and solutions that God himself gives, and not just us.

Faith is the great healer, the constant pacifier, because it brings Christ into our lives, Christ who heals and who constantly tells us, “Do not be afraid...” We should bring our faith to bear on our sciences and on our other sources of knowledge. -- Email: roycimagala@gmail.com

BAGUIO CITY -- Just like all the rest of the special days that we commemorate, February 23 that would be 116 years by next Sunday, cannot be moved and should not be moved just to accommodate events and whims of politicians and their lap dogs.

February 23, 1909 was not founded nor invented for the sake of holding events such as the celebrations being held in the city in the same month. It was the day when Justice Oliver Wendell Holmes Jr. of the United States Supreme Court swung his gavel to lay down a landmark ruling acknowledging the “Native Title”.

Justice Holmes ruled that “lands that were originally occupied in private capacity since time immemorial never became public lands.” The Baguio area has never been “public” as there were Ibaloy occupants even prior to the arrival of the Spaniards, later the Americans.

The central figure in the USA SC ruling was Mateo Cariño, the Ibaloy chieftain who sued the American government in the early 1900s for occupying his land illegally and deceptively. He fought for his land where John Hay was established, all the way to the higher courts.

He won his case in court that led to the recognition of the “Native Title”. He won without seeing the fruit of his fight. The Native Title ruling, a.k.a. Cariño Doctrine, stated that lands in Baguio held since time immemorial by the Ibaloys are private lands.

Thus, on February 23, 2025 or 116 years after the ruling, the Ibaloys would gather at the Ibaloy Heritage Garden at the Western section of Burnham Park to hold a simple commemoration of the day when Mateo Cariño won his land case.

On that day, Ibaloys would assemble to remind themselves of the struggles that their ancestors had to go through even prior to the appointment of outspoken leader Mateo Cariño as the Ibaloy headman of Kafagway.

But the annual celebration would be like any ordinary fiesta unless it is explained to the crowd that the day commemorates the time the US Supreme Court through Justice Holmes in 1909 ruled and recognized the land rights of Ibaloy headman Mateo Cariño over what is now known as Camp John Hay.

Every Ibaloy who is aware of this has the obligation to inform those who do not know the reasons for the celebration. It is also for this reason that the annual gathering was called “Onjon” Ni Ivadoy (Reunion of Ibaloys) to unite tribal members for a common cause.

However, the annual event does not anymore function as expected in the first place. Most of those who attend no longer engage in discussing strategies and help correct the injustices on ancestral lands, and strengthen Mateo Cariño’s Native Title Doctrine.
Mostly, those who come do not share ideas and solutions to issues brought about by the colonial and Philippine government’s takeover of Ibaloy lands under the City Charter. They simply attend to see who is who, partake of the meat, get drunk, be merry and go.

By the way, the Native Title ruling came ahead six months before the Charter of Baguio was issued on September 1, 1909. That means, the American colonizers disregarded Justice Holmes’ ruling and practically grabbed Ibaloy private lands when they issued a charter to take control over lands in Baguio that, according to the US Supreme Court, were never “public”.

For more than 50 years before the Treaty of Paris on April 11, 1899, Mateo Cariño and his ancestors possessed their land by installing fences for holding farm animals, tilled parts of it and used most of the area for cattle pasture.

In the years 1893, 1894, 1896 and 1897, he made an application but with no avail until he was able to process a possessory title over the land under his name in 1901. Still, even if he had a title, he could not have it registered because the Philippine Commission Act No. 926 of 1903 exempted the Province of Benguet from its operation.

Fast forward, since Cariño’s land was not registered as it had no paper title to show the court in the Philippines, he lost his case. However, he appealed his case to the United States Supreme Court.

Then on February 23, 1909; Justice Holmes declared: “It might perhaps, be proper and sufficient to say that when, as far as testimony or memory goes, the land has been held by individuals under a claim of private ownership, it will be presumed to have been held in the same way from before the Spanish conquest, and never to have been public land.”

This proves that the native title to land or ownership of land by natives in Baguio and the Cordillera by virtue of possession under a claim of ownership existed since time immemorial and exempted from the theory of Jura Regalia or Regalian Doctrine under the Spanish colonizers.

The uniqueness of Baguio is not just its being the cool city of Pines but as the home base of the Indigenous Peoples Rights Act or IPRA of 1997, and that it was the haven of the American colonizers in the Cordillera.

Thus, Baguio is where the Native Title in Cariño vs. Insular Government was defined. The doctrine was applicable not only in the Philippines but in other countries, such as the United States and Australia that adopted it for the rights of their indigenous peoples.

This year, let us see to it that the significance of the event would not get lost in the steps of the tayao, drowned in the flowing liquor, and meat boiling in a large vat.

There’s a story from an Ifugao wedding that illustrates the significance of their traditional rice wine, bayah. At the "punlistaan"—a table where gifts for the newlyweds are placed—a guest was served a drink as a gesture of gratitude. But to his disappointment, he realized that what he was handed wasn’t the traditional bayah, but instead a mixture of juice powder and water. Disgruntled, he muttered loud enough for everyone to hear, "Higayu man hituwe u’unga! Udu’dul man di hubul mu tun malumii an natempla." (This was your laziness, you young ones. The last juice from the wine jar is better than this sweet mixture.)

In that moment, he was lamenting the decline of a cherished tradition—the bayah, which has been a symbol of Ifugao culture for generations. Traditionally, bayah was essential for mumbaki (shamans) in performing sacred rituals, especially those tied to the rice fields. This is also served during cultural events, from weddings to harvest celebrations. But today, the bayah—once a life-giving nectar—seems to be drying up. The reasons for this are twofold. First, the shift towards other faiths has led to the abandonment of many indigenous practices. Second, the intricate process of making bayah (called iwa) has become a daunting task. In today’s fast-paced world, it’s easier to buy ready-made alcoholic drinks, or even substitute with non-alcoholic beverages from the store. Not to mention, imported wines and locally-produced liquors like 2x2 have gained popularity, with some even claiming the latter gives a “better hangover.”

The people however still cultivate the daya’ot in its many varieties which is the main ingredient for the native rice wine. So, if there’s one thing that could draw the younger generation back to bayah, it’s the process of making it—a practice that involves both skill and patience.

The process begins with ulut—the separation of rice stalks from the grains. It’s worth noting that rice harvesting is done carefully, cutting stalks at a specific length to allow for bundling. A single bundle of rice is referred to as botok—the basic unit of measure. Traditionally, about three bundles are used to make hin-iwa (enough for one batch), though some would argue that hindalan (five bundles) is the ideal amount for processing.

Next comes bayu (milling the rice) using a mortar and pestle, done at the same time as to’op (winnowing) to separate the rice from the hulls. For dark glutinous rice, the grains are roasted in a pan, constantly stirred with an inadu (wooden spatula) until golden brown. Once roasted, the rice is steamed, but only enough water is added to make it half-cooked. For white glutinous rice, the process skips the roasting step and goes directly from milling to cooking.

Once the rice is half-cooked, it’s spread in a ligawu (a winnower) to cool. During this time, banana leaves are gathered, carefully heated over a fire to make them pliable for wrapping. The binokbok (native yeast, usually in bar form) is then pounded and pulverized. The yeast, made from the roots of onwad (a local herb), finely ground rice, mother yeast, and ginger juice, is sprinkled over the cooled rice and mixed well using a smaller inadu. The amount of binokbok used depends on the ono’nong (the processor’s instinct and knowledge).

Once the mixture is ready, it is placed in a labba or tudung (containers made from rattan or bamboo) and carefully wrapped in banana leaves to prevent exposure to air. The containers are hung, with one end lower than the other, preferably in a dark and undisturbed corner. After a day, a small opening is pinched at the end to allow the initial juice (tonoh) to flow out. Over the next two to three days, the tonoh is collected in another container.

When no more tonoh is expected, the rice is transferred into a clean and dry clay jar, and the remaining tonoh is added back in. The jar is tightly sealed with banana leaves and cloth, then placed in a room or corner to ferment for anywhere between five days and two weeks. During this period, the tonoh ferments and becomes bayah. After the fermentation period, more liquid may be added in a process called tomyang to extract additional rice wine.

From one batch of hin-iwa, four to six bottles of undiluted rice wine (often contained in 4x4 gin bottles) can be produced. The wine maker may then heat sugar until it darkens, boil it in water, and mix it with the remaining rice in the jar to produce more fermented liquid. This process can be repeated until no further fermentation is observed. The last remnants of the wine, often bitter in taste, are called hubul.

Bayah is a product of local ingredients and thus, connects the drinker to Mother Nature. Its intricate production process makes it a labor of love, and according to folklore, the rice used to make wine is a gift from the gods. It's assumed that this is similar to the tapey of other Cordillera groups. A word of caution, however from a local proverb: Nan natong an page ya onwad ya adi mahna mi’nong hinan ballu an dalan di u’unga. (The spirit of the mature crops used in making bayah doesn’t mix well with the undeveloped, youthful blood.)

In essence, bayah is not just a drink—it is a deep connection to culture, nature, and tradition. It’s a reminder of the love and effort that goes into creating something that sustains both the body and the soul. But just like love, one must be careful with the nectar, for it can be both sweet and bitter—nourishing for the soul, yet overwhelming for the untested heart.

Tagel campaigns for revival of customary politics in Benguet

LA TRINIDAD, Benguet -- For decades, campaigning in Benguet was a friendly competition. Candidates may have had differing opinions and strategies on how to address issues in the province but dirty politics was unheard of then, according to observers.

Old folks say this practice that is rooted from indigenous practices suddenly changed in recent years, however.

Gone are the days when opposing camps campaigned together and even shared resources to buy food which they eat with the community, they say.

The political scene in the province has changed and turned into personal rivalry not only among the candidates but even among their supporters, they add.

Running on a platform of land, values, people, One Benguet, a socio-political movement, intends to bring back the customary political practices in the province.

Vice Gov. and One Benguet congressional candidate Ericson “Tagel” Felipe said while culture is dynamic and changes over time, he said there are practices that should remain. This includes preserving the positive values of the i-Benguets.

“Culture is dynamic. It changes but traditions should remain kasla diay tongtongan wenno tavtaval”, Felipe said, adding the tongtongan or tavtaval is a form of a participatory government for it allows community members and leaders to deal with issues cordially.

“Nagpintas ti panagkakadua tayu ti pulitika. Ma-discover tayu pay ketdi nu sinnu pay ti dadduma nga kakabagian tayu”, Felipe said, recalling the past political exercises of the province where kinship played a huge role why Benguet was able to sustain a peaceful political atmosphere.

Running on a platform of land, values, people, Felipe and One Benguet said clean politics devoid of any demolition jobs is one of the indigenous values they want to sustain in Benguet.

Ahead of the campaign period in March, Felipe urged his supporters to always be civil and avoid attacking members of opposing camps.

In his speaking engagements, Felipe said one’s fate, whether in politics or in other aspects in life, is determined by the Almighty.

In his speaking engagements, Felipe reminds his audience about the long-held tradition in Benguet -- that politics in the province is fair game.

He said there should be no mudslinging and nothing should be taken personally. Felipe stressed that the end of the day, they are still one community.

“Let us leave it to God. Ti importante, saan tayu nga aga-apa”, the Vice Governor said.

Law on use of public infra, business in parks violated

BAGUIO CITY – Implementation of city ordinance 67, series of 2008, that prohibits and makes it unlawful for any person, individual, or group to obstruct, cover or use any portion of public infrastructures in parks and providing penalties, was found not to have been fully implemented.

This was stated in a status report, Dec. 12, 2024, on the legislative monitoring and evaluation of the said measure conducted by Nechel Ocasion, local legislative staff assistant 3, of the City Council and submitted to Vice Mayor Faustino Olowan.

The status report’s conclusion was based on information and reports submitted by the General Services Office (GSO), City Environment and Parks Management Office (CEPMO), City Buildings and Architecture Office (CBAO) and all the city’s punong barangays.

It urged the City Council to consider recommendations of concerned offices like including as one provision in the ordinance office responsible implementation of its provisions; include in the list of prohibited acts: setting up of illegal booths, stalls, and extensions on allocated areas of concessionaires, use of areas and portions of city parks for prohibited activities such as henna tattooing, nail cleaning, placarding, selling phone loads, and other activities.

Penalties will increased and concessionaires shall voluntarily remove illegal structures and extensions while in the case of involuntary removal, the CEPMO, Public Order and Safety Division (POSD), and the CBAO Demolition Team shall be authorized to remove these.

Other recommended actions were strict enforcement of the ordinance, public awareness campaigns, involvement of barangay officials and volunteers, implementing a park management system, incentivizing corporate or group sponsorship for park maintenance, establishing clear boundaries for commercial use, community education and awareness, enhanced monitoring and penalties.

Travelers told: Skip Kennon Road to avoid heavy traffic

BAGUIO CITY – Motorists are advised to avoid Kennon Road in going to or from Baguio to avoid being caught in heavy traffic due to repairs at the temporary bypass area.

In an advisory sent to the media on Wednesday, engineer Khadaffy Tanggol, regional director of the Department of Public Works and Highways in the Cordillera Administrative Region (DPWH-CAR), said, "There will be heavy traffic flow from Feb. 12 to 14, 2025, due to road surface correction along the temporary bypass of Kennon Road."

The bypass road located at Camp 2, Tuba, Benguet was built middle of 2024 after a portion of the road collapsed due to continuous heavy rains.

Tanggol, in a private message, said the repairs would be done to address the difficulty of traversing the area, especially for cars not intended for off-road.

He said the department has issued a continuing advisory that Kennon Road has limited access for light vehicles but only for those that can manage to pass dirt and mud as the bypass remains temporary pending the start of the full repair of the damaged area.

He suggested the use of Marcos Highway, San Pascual Road or Naguilian Road for more convenient travel.

Tanggol asked for the public's understanding as they came up with remedies to provide better travel conditions, despite the temporary nature of the repair.

Kennon Road repairs continue to be implemented every year after the historic road incurred major damage as a result of the 1990 Intensity 7 earthquake that hit northern Luzon.

Among the new projects is the 99 percent completed rock shed at Camp 6 that hopes to address the frequent landslide in the area that closes the whole 33-kilometer stretch of road. (PNA)

City Council eases process, rules for power connection

BAGUIO CITY -- The Baguio City Council recently enacted an ordinance that will simplify the process for obtaining Certificates of Final Electrical Inspection (CFEI) or Certificates of Electrical Inspection (CEI) by the City Buildings and Architecture Office (CBAO), making it easier for Baguio residents to connect to the electrical grid.

By reducing bureaucratic hurdles and simplifying document requirements, the ordinance seeks to ensure more households can access electricity which is essential for modern living standards.

Through this initiative, the city is able to help its residents get access to reliable electricity, thus uplifting their standard of living.

The ordinance cited data from the Department of Social Welfare and Development-Cordillera which indicated many households in the city still lack electricity service connections and still rely on gas lamps and candles for lighting.

The simplified process applies exclusively to residents of Baguio City occupying residential dwellings subject to investigation by the CBAO.

On the other hand, structures with active demolition orders, located within waterways, or declared high-risk areas by government agencies are disqualified.

Requirements include an electrical plan compliant with the Philippine Electrical Code; proof of ownership such as deed of sale, waivers, tax declaration, or authorization from the registered/declared building owner; certificate of non-tax delinquency; barangay certification.

Additional documents, if applying through a representative, are the following: original notarized letter of authorization or Special Power of Attorney; photocopy of the notarized contract of lease/agreement (if applicable); or photocopy of any document showing proof of relationship of the representative to the principal owner such as birth certificates, marriage certificates, or death certificates.

The above requirements may apply to structures under the purview of Torrens title system and the National Building Code of the Philippines.

Applications for electrical connections must be filed with the CBAO which will then be evaluated by the CBAO for completeness and compliance with the Philippine Electrical Code. The applicant pays the recommended fee, receives an official receipt, and submits it to the CBAO for review and approval. Applications must be processed by a qualified Professional Electrical Engineer (PEE), or Registered Electrical Engineer (REE), or RME (Registered Master Electrician), or other electrical practitioners duly accredited by the Benguet Electric Cooperative, Inc. (BENECO) and the Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE), Baguio-Benguet Chapter or the applicant.

In cases of fraud or non-disclosure of relevant information, the affected party will be required to voluntarily remove and surrender their electrical service connections.

The ordinance has been transmitted to the City Mayor’s Office to be signed by Mayor Benjamin Magalong before its implementation.

Filipinos warned against visa fraud, scam artists

As peak travel season comes

Filipinos traveling abroad are advised to be vigilant against visa scams and fraud by entities promising they can influence approval.

Visa outsourcing firm VFS Global, which handles the visa-related administrative tasks for 28 foreign missions in the Philippines, said visa applications in the country are at “volumes higher than ever before” due to a surge in outbound travel, increasing risk in processing delays.

This, in turn, is being taken advantage of by scammers by posing as embassy associates or VFS Global staff, who make false promises about visa approvals.

In a press conference in Taguig City on Wednesday, VFS Global Head of North Asia and the Philippines Bernard Vijaykumar said the volume of visa applications from the Philippines grew by 38 percent in 2024 compared to 2019, surpassing pre-pandemic levels.

Among the most popular destinations among Filipinos are Australia, Canada, Germany, Greece, Italy, the Netherlands, Norway, Saudi Arabia, Switzerland, and the United Kingdom.

“With rise in outbound travel demands from the Philippines, the demand for visas, and thereby booking visa appointments for various countries have also increased,” he said.

“This increased demand has become an idle play to scammers and fraudsters who trick visa applicants for money by making false promises."

Vijaykumar said these entities may send fake appointment letters or even use fake email IDs to scam applicants, especially those rushing to get their visas at the earliest possible time.

“We strongly encourage all travelers to apply for their visas well in advance of their intended travel dates. Waiting until the last moment not only increases the risk of delays but also exposes applicants to fraudulent entities seeking to exploit their urgency,” he said.

The executive clarified that VFS Global does not work with any third-party entity for appointment bookings.

VFS Global caters to 28 sovereign governments in the Philippines namely Australia, Austria, Belgium, Bulgaria, Canada, Croatia, Czech Republic, Denmark, Finland, Germany, Greece (represents Portugal), Hungary, Ireland, Italy, Lithuania, Malta, New Zealand, Nigeria, Norway (represents Iceland), Saudi Arabia, Slovenia, South Africa, Sweden, Switzerland, The Netherlands, United Arab Emirates (Dubai visa and Attestation Services), Ukraine, and the United Kingdom.

Its function is limited to front-end administrative tasks only, which include collecting visa application forms and required documentation, and enrolling biometrics, if applicable.

Vijaykumar said it has no role in the decision-making process of granting or refusing a visa.

Meanwhile, he reminded applicants to apply for visas as early as booking flights and accommodation.

Most countries, he said, accept visa applications up to 90 days or three months before their date of travel.

For Schengen Visa, applicants may already six months before their departure.

He added scheduling visa appointments is “free” and can be booked only on www.vfsglobal.com.

There could be a nominal service fee to prepay for select countries. -- PNA

DOH: Dengue cases now 491 in Cordillera towns

BAGUIO CITY -- The Cordillera regional office of the Dept. of Health here bared fever cases in the region dropped by 19 percent first five weeks of the year compared to cases recorded same period last year.

   Victoria Malicdan, Nurse V of the DOH-CAR’s regional epidemiology and surveillance unit, said that from January 1 to February 1, 2025, there were already 491 dengue cases that were reported in the different parts of the region compared to the 605 cases reported during the same period last year.
   For this year, Benguet had the highest number of dengue fever cases with 137 followed by Baguio City with 116 cases, Apayao – 91 cases, Kalinga – 48 cases, Mountain Province – 43 cases, Ifugao – 36 cases and Abra – 20 cases.
   Last year, Benguet still recorded the highest number for dengue fever cases during the same reckoning period with 218 followed by Baguio City with 97 cases, Ifugao – 78 cases, Apayao – 72 cases, Mountain Province – 70 cases, Kalinga – 40 cases and Abra – 30 cases.

   The DOH-CAR official claimed that while dengue cases are decreasing in the region, there is also a concerning increase of cases in Apayao, Kalinga and Baguio City.
   Based on the data made available by the DOH-CAR, 34 barangays had clustering of cases that warranted the implementation of appropriate interventions from the concerned health offices in the affected areas.
   Further, 276 dengue-afflicted individuals or 56 percent of the reported cases had been admitted in the different health facilities in the various parts of the region where they were provided with the necessary medical treatment.
   Malicdan said that the health department remains committed in implementing increased awareness on the appropriate preventive measures, particularly the 4s strategy, to protect the members of the vulnerable and marginalized groups from contracting the deadly virus that might compromise their health condition.
   Moreover, she assured that there will be a coordinated response among concerned government agencies and local governments in ensuring the implementation of the necessary programs, projects and activities that will protect the people from the prevalence of the said illness. - PIO

Local absentee voting registration ongoing; deadline up March 7

BAGUIO CITY – The Commission on Elections (Comelec)-Baguio urged eligible individuals to avail of local absentee voting (LAV) option.

Comelec-Baguio Election Officer John Paul Martin said LAV is a privilege for police officers, soldiers, teachers, other government employees and members of the media who cannot vote on May 12.

Those who want to avail of LAV may apply either at the Comelec central office in Manila or local Comelec offices until March 7.

LAV is allowed for national positions only. Voting period will be on April 28 to 30 from 8 a.m. to 5 p.m.

“This is an initiative of the Comelec to allow them to participate in the election even if they have an election duty to render and they cannot cast their votes at their respective precincts,” he said.

He cited as example a police officer who resides in Abra but will be assigned to Mindanao for election duty.

“The policeman can still vote through the LAV and exercise his right to vote,” Martin said.

LAV participation is not just exercising the constitutional right but will keep the voter’s record active, he added.

The ballots will be sealed and forwarded to the LAV division for the feeding of the ballots to the automatic counting machine.

“ It will be a separate canvassing and separate voting process because they have a different ballot from the regular voters,” Martin said. -- PNA

BAGUIO CITY — Two new Mpox cases have been recorded in this city, bringing to four the number of laboratory-confirmed infections.

Donnabel Panes, chief of the city health services office’s epidemiology and surveillance unit, said the new cases, both 21 years old, have been isolated and are nearing recovery.

Panes said the patients are being closely monitored and contact tracing is being conducted to prevent the spread of the disease.

She said there is no cause for alarm, adding that the public should learn more about Mpox, its risk factors and how to prevent getting infected.

The World Health Organization has identified five risk factors for contracting Mpox: having multiple sexual partners, engaging in MSM or men having sex with men, having a housemate diagnosed with the disease, exposure to health workers and traveling to countries with high Mpox cases.

Mpox can be transmitted through close physical or skin-to-skin contact, respiratory secretions and contact with objects contaminated with fluid or blood of an Mpox patient.

The public has been reminded to wear face masks, sanitize with alcohol when outdoors and wash hands regularly to avoid contracting the disease.

More CJHDevCo sub-lessees withdraw injunction against Camp John Hay recovery

BAGUIO CITY -- More sub-lessees of CJH Development Corporation (CJHDevCo) have withdrawn their injunction application seeking to stop the Bases Conversion and Development Authority (BCDA) from fully recovering its Camp John Hay property, after a Baguio court denied a similar application filed by other CJHDevCo sub-lessees.

On 05 February 2025, Branch 79 of the Baguio Regional Trial Court (RTC) denied the application of several foreign nationals, asking for a temporary restraining order (TRO) to stop the return of the 247-hectare Camp John Hay property, together with all improvements, to the BCDA.

Following this favorable ruling for BCDA, another group of CJHDevCo sub-lessees, who had filed a similar TRO, has now withdrawn their application.

“We understand the plight of those affected as they were deprived of their hard-earned money with false promises of owning homes and having lucrative investments.

However, blaming the government, which is simply following the final ruling of the Supreme Court, would be misdirected.

We encourage all stakeholders to reach out to us so we can help untangle all confusion and clarify uncertainties regarding their situation, and explore proper remedies under the law. We call on all stakeholders not to be misled by statements repeatedly issued by other parties," said BCDA Chairperson Atty. Hilario B. Paredes.

Atty. Paredes emphasized that the Supreme Court, in its final ruling, reversed the Court of Appeals ruling and upheld the arbitral award, saying that the leased property, including all new constructions and permanent improvements, must be returned to the BCDA.

The Supreme Court likewise reinstated the Writ of Execution issued by Branch 6 of Baguio RTC and the Notice to Vacate issued by the court’s ex-officio sheriff insofar as persons claiming rights over improvements in Camp John Hay are concerned.

The BCDA reaffirms its pledge for a smooth and orderly transition in Camp John Hay. All stakeholders affected during this period are encouraged to reach out to the BCDA to discuss reasonable concerns within the bounds of the law.

Issuance of notices vs illegal poll materials up

The Commission on Elections (Comelec) on Tuesday announced that it started issuing notices to remove illegal campaign materials of candidates running for national positions Wednesday as part of its “Oplan Baklas.”

In a forum in Manila, Comelec Chairperson George Garcia said sanctions await winning senatorial candidates and party-list groups in the May 12 polls who would ignore these notices.

“There are about 7,500 issues of show cause orders and non-proclamation of winners in barangay (elections). So if they want to suffer the same fate, it's okay, don't remove illegal campaign materials,” he said, referring to the candidates in the 2023 Barangay and Sangguniang Kabataan who were sanctioned for the same offense.

“We have already announced the addresses of the candidates’ headquarters so that the letters will be forwarded there.”

Aspirants and party-list organizations were given three days to remove their illegally posted campaign materials.

"If they will not remove (these campaign materials) in three days, we will sue them. We will just write them a letter of disqualification due to election offense, one to six years imprisonment,” Garcia said.

He added that they would no longer accept the reason that the questioned posters or campaign materials were posted or produced by their political rivals.

“We will always presume that the face on the posters, we will presume that they put it up. Therefore, we will issue them with show cause orders and then the notice to remove campaign materials,” Garcia said.

“We can suspend the proclamation, and even if they assume (office), we can remove them. We have removed governors, city mayors because we saw that there was a violation of the election laws.”

He also called on the public to flood them with pictures of illegal campaign posters through their social media accounts so the Comelec could inform its local poll body offices and take action.

Considered unlawful campaign materials are individual posters, billboards, posters, and tarpaulins exceeding 2 ft. by 3 ft.; collage-like posters exceeding 2 ft. by 3 ft.; and posters with single letters of names, when assembled to form a size exceeding 2 ft. by 3 ft.

Also prohibited are campaign materials that are not in designated common poster areas, which are plazas, markets, barangay centers, and similar places, where posters may be readily seen or read and with the heaviest pedestrian and/or vehicular traffic in the city or municipality.

Garcia also reported that they collected so many paper materials on the first day of the campaign period for national positions.

“The Comelec has collected so many papers today that we cannot destroy or we will be violating election laws. We will properly account what we have collected and dissolve them per region or province,” he said.

He described the first day of the campaign for national positions as “very good,” noting that there were no huge banners along EDSA and other major thoroughfares.

The campaign period for senatorial bets and party-list groups will end on May 10. -- PNA

LUBUAGAN, Kalinga – Folks of this town are celebrating as the most-coveted beauty crown in in the province was won by the municipality for the first time since the separation of Kalinga and Apayao in 1995.

Fatima Rose Peralta, a first-year college student taking Bachelor of Science in Criminology at the Kalinga State University, gracefully walked and brilliantly answered her way to the Miss Kalinga 2025 title in Bulanao, Tabuk City on Feb. 10.

Other Lubuagan beauties brought home the Miss Kalinga - Apayao title before, but it was Fatima who brought the Miss Kalinga crown to the municipality for the first time according to the Lubuagan Municipal Information Office.

Fatima wrapped up the grand coronation night with Miss Kalinga 2024 Audrey Magallis passing her the crown after her take on the final question got the nod of the judges and wowed the crowd.

The question: ‘Miss Kalinga’s theme is elevating timeless beauty and elegance. As the next Miss Kalinga 2025, how has this theme guided your journey towards winning the Miss Kalinga 2025?’

Fatima said she had never felt empowered until she joined the Search for Miss Kalinga, saying that the theme elevating timeless beauty and elegance reflects women’s sophistication, and that comes from being true to one’s self.

“I believe that in joining in this pageantry, I have found what really makes me feel beautiful and confident and that is being authentic of who you are,” she said.

The newly crowned Miss Kalinga likewise took home with her the Best in Creative Attire and Best in Evening Gown awards.

Fatima shared during the competition that she had seen how difficult life can be for the less fortunate, narrating she used to sell snacks, vegetables, and fruits just to help her family make ends meet.

“…putting this within my mind and heart, it allows me to open my eyes how beautiful life is – allowing me to persevere, to work harder, and always see the beauty of every instances. Ultimately, as an aspiring Miss Kalinga, I want you to take my story as another inspiration that would contain you to resonate and empower others,” she said.

Other ladies who took home crowns and titles at the grand coronation night included Ezra Kiser Lagasi of Tabuk City who was hailed the Miss Kalinga Tourism 2025; Claire Baguitan of Rizal, Miss Kalinga Environment 2025. DTI joins Pangasinan LAB for All to boost local biz

DAGUPAN CITY, Pangasinan -- The Dept. of Trade and Industry joined the LAB For All Project to signify the DTI’s commitment to bring essential government services and programs directly to communities nationwide last Feb. 6.

The LAB For All Project, headed by First Lady Liza Araneta Marcos, is a priority undertaking to enhance access to vital services, ensuring that citizens receive the support they need in a timely and efficient manner.

Through this initiative, the DTI Region 1 aimed to contribute to the overall development and empowerment of local communities by facilitating access to business, trade-related services, resources, and information.

With DTI Regional Operations Group Assistant Secretary Dominic Tolentino and DTI Region 1 Regional Director Merlie Membrere at the helm, the DTI showcased its services to the community.

"We are excited to be part of this transformative project. Our participation in LAB For All reflects our dedication to serving the public and fostering economic growth at the grassroots level,” Asec. Tolentino said.

DTI set up a vibrant array of products from One Town, One Product (OTOP) program.

Attendees explored the Ilocos Region-made goods by local artisans. From the exquisite loom-weaving products of Ilocos Norte and Ilocos Sur to the unique “Luca”l products of La Union and the innovative “Ang Galing” products of Pangasinan, these were all displayed at the OTOP Display Booth.

In addition to the OTOP display, DTI offered a comprehensive suite of vital business support services.

Twenty-nine experienced mentors from Go Negosyo provided expert guidance to a total of 159 entrepreneurs looking to start or grow their businesses during the mentoring sessions through the 3M (Mentorship, Money, Market) on Wheels Program.

Facilitation of business name and Barangay Micro Business Enterprise (BMBE) registrations to streamline the process of formalizing businesses were also available. For those in need of financial assistance, the Small Business (SB) Corporation team provided information and guidance on accessing various financing options.

DTI’s participation in the LAB for All program underscores its commitment to a whole-of-nation approach to development by working in collaboration with other government agencies and private sector partners.

Meanwhile, Asec. Tolentino took the opportunity and visited the Shared Service Facility (SSF) Project at the Food Innovation Center, located within the Pangasinan State University (PSU) Bayambang Campus.

The initiative seeks to enhance local food innovation and entrepreneurship. The facility houses machines and equipment specifically designed for food processing, preservation, and packaging. Some of these invaluable resources were provided by the DTI to empower students, cooperatives, associations, and micro, small, and medium enterprises in the region.

MMA WINNER -- Carlo Bumina-ang (top) bagged a career-defining win at ONE Fight Night 28.

Carlo “The Bull” Bumina-ang achieved a remarkable first-round technical knockout victory against his South Korean opponent Song Min Jong in One Fight Night 28 at the Lumpinee Boxing Stadium in Thailand on Friday evening, February 7, 2025.

Bumina-ang pummeled his opponent with a flurry of strikes early in the round, prompting the official to stop the fight in just 53 seconds.

Bumina-angs’ win on Friday marked his strong comeback after suffering a defeat against Enkh-Orgil Baatarkhuu last August at ONE Fight Night 24.

Bumina-ang, in his interview with the media, recalled that he began formal training in martial arts in 2017 because of the influence of his brother. At first, he wanted to become a basketball player, but he found his true calling in martial arts.

Reflecting on his earlier triumphs, Bumina-ang shared he won a silver medal in the Vovinam men’s 65 kg of the 31st Southeast Asian Games at Soc Son Gymnasium in Vietnam in 2022.

The Cordilleran fighter then brought home a bronze medal in kickboxing when he returned to the Southeast Asian Games in 2023 and continued to shine as he gained a double-gold medal feat at the 2023 Pan-Asian Gi & No-Gi Jiu-Jitsu International Open.

Bumina-ang resumed his MMA career through the weekly ONE Friday Fights series in 2023, in which he acquired consecutive victories.

Bumina-ang is currently a part of Team Lakay and now holds 6 wins and 1 loss MMA record. He has gained national recognition as a fighter with unwavering strength.

MALASIQUI, Pangasinan – The Pangasinan Police Provincial Office (PPO) has tapped around 2,000 tricycle drivers and operators (TODA) in the province to serve as force multipliers in crime prevention and rescue operations.

In a phone interview on Wednesday, Pangasinan PPO director Col. Rollyfer Capoquian said the members of the TODA Rescue will help the police in crime prevention efforts and assist them in the maintenance of public safety.

“They are on the road 24/7, making them valuable partners in crime prevention. We will train them in basic life-saving skills, first aid, and emergency response,” Capoquian said.

He highlighted that tricycle drivers, who operate in densely populated areas and navigate narrow roads, are well-positioned to respond to emergencies.

Their ability to quickly transport victims to healthcare facilities makes them crucial in rescue operations.

"Their familiarity with their respective area qualifies them as first responders or rescuers," Capoquian said.

He said the TODA Rescue members have no salary but they will be given perks such as red cross cards, priority lanes on license renewal, and issuance of police auxiliary stickers.

Aside from the training, the rescuers will also have their identification cards. -- PNA
