Request For Proposal 2013 - UNESCO: for Ecological Restoration of Degraded Critical Orangutan Habitat and Supporting Community Based Ecotourism Development in Gunung Leuser National Park

Since 2005, the UNESCO and Gunung Leuser National Park (GLNP) have worked together to improve the conservation of the National Park and to promote sustainable livelihoods in the villages located in its surroundings. Among the array of activities that the UNESCO Environmental Science Unit has carried out in GLNP, one of the most relevant is the Ecosystem Restoration Program in Sei Serdang.

Started in 2008, the Ecosystem Restoration Program aims to restore degraded areas inside the national park by applying a scientifically sound accelerated natural forest succession process. As such, the Ecological Restoration has several preliminary assessments and studies in order to define the best methodology to implement ecosystem restoration. The ecological restoration will reach the targeted aims by following the ecosystem approach through the replication of the natural forest succession process.

Objectives:

The main objectives are:

a) To improve the capacities of the GLNP in dealing with the most common issues towards the conservation of the park, such as illegal activities and lack of updated and accurate data on the field conditions. This will be done following the Ministry of Forestry programme on Resort Based Management (RMB), already implemented in other National Parks in Indonesia.

b) To restore critically degraded forest areas that constitute main habitats for orangutans and other relevant wildlife

c) To establish a system to record the restoration activities progress and success that can be applied to all restoration activities in GLNP.

Expected Outputs:

a) Resort Based Management system established in at least 4 resort offices in GLNP and lessons learnt.

b) Maintain the ecosystem restoration in the 27 Ha in Sei Serdang, in close coordination with GLNP and the appointed restoration team.

c) 73 Ha of degraded forest in Sei Serdang restored following an accelerated natural succession process, in close coordination with GLNP and the appointed restoration team

d) Comprehensive restoration database including information about planting dates and location, conditions of the seedlings, and the data collected during the monitoring, and data collected during the monitoring activities, i.e. growth rate, survival rate, species specific statistics, wildlife encounters, rainfall, temperature, etc.

e) Comprehensive report on all of the project activities

The purpose of this announcement is to invite qualified organizations to submit Applications to JSI Research & Training Institute (JSI) under the Advancing Partners & Communities (APC) Project in support of wheelchair service development in less resourced settings. The goal of the award is for people with disabilities in developing countries to have greater access to affordable and appropriate wheelchairs and services.

JSI is acting at the request of the United States Agency for International Development (USAID). All grants awarded under this solicitation will be sub-grants from APC. The Advancing Partners & Communities Project is a USAID Cooperative Agreement awarded to JSI for the purpose of providing grants solicitation, award, technical assistance and management services on behalf of the USAID Bureau of Global Health and USAID Missions.

The Application should encompass activities that 1) expand the provision of wheelchairs; 2) provide training for wheelchair service personnel; and 3) foster an enabling environment toward effective wheelchair service management and development.

The total award for this project, including sub-awards, will be up to $9,000,000 (nine million) USD. Sub-awards may range from $300,000 up to $1,500,000USD per organization. Organizations may receive only one sub-award; however, the single sub-award may support activities in one or more countries.

TOYOTA has initiated a number of corporate activities to make their commitment to the environment, such as the world's first mass-production and sales of hybrid vehicles, the construction of an environmental management system (including the ISO 14001 certification), and active disclosure of environment-related information. In recognition of various achievements in environmental protection and improvement, TOYOTA received the Global 500 Award from the United Nations Environment Programme (UNEP) in 1999.

The Toyota Environmental Activities Grant Program was inaugurated in 2000, commemorating TOYOTA's receipt of the prestigious Global 500 Award, to further demonstrate TOYOTA's responsibility for the environment and sustainable development. Since then, as part of its corporate philanthropic activities, TOYOTA has been conducting the Grant Program to support environmental activities implemented by NPOs and other non-profit private groups.

Sponsored by GDF SUEZ, the Nordic Development Fund (NDF), the government of South Korea and the Inter-American Development Bank (IDB), the contest is seeking proposals that promote innovative solutions to energy problems, benefit local communities or regions, create jobs and contribute to the reduction of greenhouse gas emissions.

Award winners will receive up to $100,000, as well as technical and business development support to implement and scale up their ideas, moving from a pure concept level to a pilot-tested stage supported by a business plan ready for submission to other financial entities.

The Robert Carr civil society Networks Fund is pleased to announce the second Request for Proposals (RFP) for global and regional civil society networks addressing HIV related issues. Global and regional networks and consortia of networks that meet the definitions and criteria set by this RFP, are invited to apply for a grant to support core-funding and/or programmatic needs of the network for up to two years (2014/2015).

The Robert Carr civil society Networks Fund will continue to fund both global and regional networks, but with a positive funding bias towards proposals submitted by consortia of networks, followed by proposals submitted by global networks, followed by proposals submitted by regional networks. Regional networks are encouraged to form or join a consortium for a joint application. The Robert Carr civil society Networks Fund is likely to fund larger consortia or networks in a variety of sectors, rather than a broad selection of networks in many sectors.

The Robert Carr civil society Networks Fund will prioritize funding for networks that have a proven track record in working towards the Robert Carr civil society Networks Fund outcomes. New and emerging networks can be recommended for funding to the extent that they fill a gap in the global HIV and AIDS response, and are submitting an application in a consortium with other global and/or regional networks with a proven track record.

The Robert Carr civil society Networks Fund will prioritize funding networks that are open, enabling coordinated action and dialogue within the network membership. The Robert Carr civil society Networks Fund is unlikely to fund professional associations, project consortia, or groups of individuals as ‘networks’ if they do not fulfil these characteristics.

Regional networks can apply for a minimum of $ 100,000 and a maximum of $ 350,000 per network per year, for two years maximum. Global networks can apply for a minimum of $ 100,000 and a maximum of $ 500,000 per network per year, for two years maximum. A consortium can apply for a minimum of $ 200,000 per consortium per year, for two years maximum. As the size of different consortia may vary substantially, no fixed ceiling is set for an application by a consortium.

The aim of the Partnership to Strengthen Innovation and Practice in Secondary Education (PSIPSE) is to accelerate innovation in secondary education programming, research, and development in selected countries. It is led by a group of private donors and donor advisors, including ELMA Philanthropies Services, Human Dignity Foundation, MacArthur Foundation, MasterCard Foundation, and Wellspring Advisors, who have come together to encourage a new wave of innovation and learning in secondary education. This collaboration was born from the principles of the Global Compact on Learning, which underscores the importance of collaborative action to achieve quality learning outcomes, and supports goals of the UN Secretary General’s Global Education First initiative. Participating donors not only work with each other, but also actively aim to enrich the knowledge base of the wider secondary education field.

The PSIPSE began in early 2012, when a Call for Proposals was issued to solicit projects that could help inform the imminent expansion and transformation of secondary education. The 2012 Call yielded over 500 letters of inquiry and, ultimately, 19 projects were selected for over $8 million in support. The 2013 Call for Proposals builds on this momentum and channels attention to critical gaps research has identified in the delivery of more widespread and quality secondary education. Donors have allocated $10 million for the 2013 Call subject to the quality of proposals received.

Strategic Focus:

The PSIPSE’s focus is both upper and lower secondary education. Where schooling at the upper level is further divided between traditional general secondary education and vocational education, PSIPSE is focused on increasing the relevance of general secondary education learning. PSIPSE supports programs and projects targeted to the formal education system and informal programs that help students transition to or re-enter the formal system. PSIPSE is interested in four thematic areas: demand, improving teacher effectiveness, promoting employment-relevant skills, and alternative educational models for learning (see ‘Thematic Areas of Interest’ section below).

All proposed projects should incorporate fresh thinking and raise new possibilities that address challenges in the secondary education agenda. The PSIPSE invites potential partners to push the boundaries of creativity; consider cost-efficient, innovative solutions; and re-think the content, instructional methods, delivery systems, and partnerships common in secondary education. Projects should be context-relevant and evidence-driven, and should yield insights that can expand the policy horizons of government planners, other large scale implementers, and technical experts. The PSIPSE hopes projects can also inform future educational investment by various donors.

Target Populations:

Applicants are encouraged to submit proposals for projects that benefit the following marginalized populations:

· Learners living in low-resource or poverty-affected areas

· Girls and young women

· Learners with physical, intellectual and/or developmental disabilities

Applicants may propose work in the following geographic areas:

East Africa*

· Eastern Democratic Republic of Congo

· Ethiopia

· Kenya

· Rwanda

· Tanzania

· Uganda

*: Note, projects targeting conflict-affected populations are welcomed only in the Eastern DRC (North Kivu, South Kivu, Province Orientale, Maniema) and in Uganda (Northern Uganda, West Nile Sub-region, and Western Uganda). Funding in Uganda is not restricted, however, to conflict-affected populations, nor to any particular parts of the country.

Applicants must hold a Swedish doctoral degree or an equivalent foreign degree. The doctoral degree must have been awarded no later than the closing date for applications in this call. APEC Climate Center (APCC) located in Busan, South Korea, aims at realizing the APEC vision of regional prosperity by providing climate information services and technical support for better regional planning and reduction of economic losses due to adverse climate conditions. APCC produces real-time operational climate prediction information based on a well-validated multi-model ensemble system, with contributions from over 17 institutes in the APEC region. APCC contributes to building capacity in prediction and monitoring of weather and climate for developing countries by making available costly climate data and information. Developing countries without the capacity to produce their own climate predictions are able to access optimized, high-cost global climate predictions produced by APCC.

The APEC Climate Center (South Korea) will host a training program in August 2013 on "Producing High-Resolution Climate Information: Scientific Basis and Application." The program invites applications from young scientists at research institutes in developing countries who are working in climate science or a climate-related field. It also invites professionals at national and regional meteorological agencies who work in climate prediction and monitoring.

The program will fund participants' airfare, accommodation, and perdiem.

Participants who successfully complete the training program will receive a certificate of completion. The program will be taught by a highly qualified and diverse team of scientists.

The EU FAO FLEGT programme will issue one call for proposals in the year 2012 and in 2013. UNESCO’s International Fund for the Promotion of Culture (IFPC) is launching a call for proposals for artistic and creative projects. It prioritises young creators (18-30 years) and projects from or benefitting developing countries.

Are you an artist? An NGO or non-profit private body, or a public body whose activities contribute to the promotion of culture and artistic creation? If your project meets the criteria set out in the Operational Guidelines of the International Fund for the Promotion of Culture (IFPC), you can submit your projects to benefit from the support of the Fund.

The Center for Decision Research (CDR) at Chicago Booth is pleased to announce a $250,000 grant competition for work that uses behavioral science to explain or inform the ways that people pursue, experience, or fulfill purpose in their lives. The CDR is now accepting letters of intent for this competition, with the expectation that several 18-month projects (with budgets of at least $10,000, but not more than $125,000) will ultimately be funded starting in January 2014.

This RFP is the second of two conducted as part of the New Paths to Purpose Project, led by Richard Thaler, Ralph and Dorothy Keller Distinguished Service Professor of Behavioral Science and Economics, and Eugene Caruso, Associate Professor of Behavioral Science, supported with funding from the John Templeton Foundation. Though the specific focus of this current RFP (see our Overview and Goals section) is different from the first, the overarching aim of all NPP initiatives is to use behavioral science to reshape the study, as well as the prevalent understandings and experiences, of purposeful living.

We encourage applications from both basic and applied behavioral science research teams, and welcome principal investigators at both the senior and junior levels (i.e., faculty, senior research associates, post-doctoral scholars/fellows or doctoral candidates at educational institutions or other research centers both in the US and abroad). We believe this diversity in our network will directly serve a major goal of this grant competition: to aid the NPP project in building a strong pipeline of researchers in this new area, and thereby faciliate the ongoing development of rigorously scientific and readily actionable insights into the human experience of purpose.

Second Call For Proposal 2013 - CFC: for Support of Community Development

The CFC (an intergovernmental financial institution) provides financing to organisations and enterprises engaged in commodity value chains. Through financial support, the CFC seeks to support implementation of innovative interventions that target new opportunities in commodity markets leading to commodity based growth, employment generation, increase in household incomes, reduction in poverty, and enhancement of food security. The intervention should be scalable, commercially viable and financially sustainable and have a measurable positive impact on the stakeholders in commodity value chains.

The calls for proposals that advance commodity development in its member countries. Financial support in the form of grants and loans ranges from US$100 thousand to US$1.5 million. Funding is targeted mainly to for-profit organizations and social enterprises for production, value chains, and marketing across a wide group of commodities (agricultural crops, tree crops, timber, bamboo and rattan, minerals, and others).

The CFC targets its support at each link in the commodity value chain i.e. increasing production and productivity, enhancing value addition, increasing access to markets and reducing risks by financing innovative measures and actions. Specifically targeted areas are:

Grant Program 2013 - UN OCHA: Humanitarian Research and Innovation

The OCHA Policy Development and Studies Branch invites applications to its 2013 Humanitarian Research and Innovation Grant Programme. The programme encourages and enables original research and writing on issues and trends relating to humanitarian needs and response.

Requirements:

All research projects must be completed within six months and result in a 20 to 40-page paper and a possible presentation at an OCHA policy forum. The final papers will be published on the OCHA website.

Field research in countries with humanitarian response activities is strongly encouraged.

The maximum grant payable under this programme is US$4,000. The exact disbursement will be determined by the nature of the work and the number of selected projects.

Eligibility:

The programme is open to people of any nationality who are interested in improving humanitarian assistance. Applicants should either have relevant academic credentials, such as an MA or a PhD, be currently enrolled in an advanced degree programme or have work experience relevant to their proposal. Applicants proposing field research are generally expected to be residents of that country or to have extensive experience working in that context, as well as relevant language skills. Organizations are not eligible to apply.

Call For Proposal 2013 - CTI PFAN`s:Pilot Programme for Financing Adaptation related Climate Change Projects

Developing countries will experience some of the worst impacts of climate change and given the constraints on the availability of public sector resources, it is generally accepted that significant private sector financing will be required to play a role in addressing many of the challenges of adaptation.

CTI PFAN’s Pilot Programme for Financing Adaptation related Climate Change Projects seeks to identify promising projects which have the capability of raising private sector financing. Selected projects will be offered free professional advice on project development and structuring and will be connected with investment through CTI PFAN’s global investment networks. The best projects will also be showcased at an Investor Forum to be held later in 2013.

Project Eligibility:
CTI PFAN seeks project proposals that are financially and technically viable, environmentally
beneficial, socially responsible and meet the CTI PFAN adaptation criteria:

Adaptation related projects are those that help reduce the vulnerability of human and natural systems to the current and future impacts of climate change and climate-related risks, increasing or maintaining adaptive capacity and resilience in the targeted regions and countries through investment for project implementation. There are no sectoral exclusions but projects in the following sectors will be targeted for selection:

Call For Proposal 2013 - USAID/DFID: Humanitarian Innovation Initiative

The USAID/DFID Humanitarian Innovation Initiative is a special opportunity for applicants to the Development Innovation Ventures (DIV) competition whose proposals address challenges in the humanitarian sector. Funded with support from DFID, the Initiative is run in collaboration with USAID’s Bureau for Democracy, Conflict, and Humanitarian Assistance.

Entrepreneurs, businesses, non-governmental organizations, academics, local partners, and others from around the world are encouraged to apply to DIV with innovative solutions to key challenges faced by the humanitarian sector (no special activity is required of applicants to identify themselves as Humanitarian Innoavation Initiative applicants).

The Initiative will support winners of the DIV competition —including technology, business models, policy practices, and more—that have on-the-ground evidence of their capacity to support humanitarian response and disaster preparedness around the world. These might include programs that specifically relate to:

1. Reduction of mortality and morbidity and strengthening emergency health initiatives;

2. Protection of vulnerable populations;

3. Prevention and treatment of acute malnutrition;

4. Provision of safe shelter and settlements;

5. Support to communities to recover livelihoods;

6. Enhanced use of data, and monitoring of program performance and impacts; or

7. Improved disaster risk reduction in low-income, high-risk countries.

The Initiative seeks applicants to Stage 2 and Stage 3 of the DIV staged financing model: candidates offering strong evidence of successful pilot implementation may apply for grants of up to $1 million (DIV Stage 2). Candidates with solutions that have already been successfully tested at significant scale are eligible for grants of up to $15 million (DIV Stage 3).

Select winners of the Humanitarian Innovation Initiative will receive technical assistance from The Skoll Centre for Social Entrepreneurship at the Said Business School, Oxford University, for implementation and scale-up activities.

The Masterplan for Rehabilitation and Revitalisation of the Ex‐PLG area in Central Kalimantan, highlights that poverty is concentrated in specific geographical areas due to a combination of factors. These include socioeconomic challenges, the relative success of former hydrological management efforts. Poverty in Central Kalimantan province is amongst the highest in the country, reaching 36% of the population. In the area of the transmigration settlements, poverty rates rise up to 60‐70%. Poverty is not spread evenly and there is a socio‐economic dimension to poverty and illegal logging. This disparity of poverty levels among communities creates an ethnic dimension to the division between those who profit from unsustainable use of resources and those who are then left to deal with the resulting environmental consequences.

Assessment Objectives:

1. To understand the current state of forestry and agriculture in Buntoi Village

2. To identify the sources of family income and livelihood, including those derived from agriculture, forestry, rubber and natural resources. Make a short list of those activities most likely to reduce poverty and increase resiliency.

3. To determine practices those contribute to sustainable land use of forestry and agricultural areas.

4. To determine the mechanisms put in place by the government to enable community and private participation in forest development and management.

5. To understand the environmental issues in the project site, especially those associated with changing climatic conditions and socio-cultural dynamics in the community level.

6. To identify potential climate-proofing practices that can potentially contribute to the sustainable livelihood of the communities.

Outputs:

The contractor will provide the following outputs:

1. Household survey data entry and analysis in MS-excel worksheet

2. FGD report summary in MS-Word and recorded documentation (voice, picture, video)

3. Comprehensive Assessment Report including quantitative and qualitative analysis of questionnaires and FGD results Indonesian. The report content should cover all of the objectives above.

4. Executive summary of report and MS-Powerpoint presentation in English.

Request For Proposal 2013 - UNESCO: Ecological Restoration of climate-proofing agricultural sector to improve Community Resilience to Climate Change in Central Kalimantan, Indonesia

In order to stop further deforestation and to provide alternative sustainable livelihoods to communities living in ex‐PLG area, the Masterplan calls for the revitalization of agriculture and improvement of socioeconomic conditions. Many farmers and inhabitants already have diversified livelihood strategies, for example by planting coconut, harvesting rubber or keeping livestock appropriate to the area likewater‐buffaloes. However, access to education and capacity building still remains a problem. The establishment of community learning centres will enhance the livelihoods of local people and contribute to communities’ longer term resilience to climate change, by facilitating and hosting pilot initiatives that promote sustainable development and which encourage a more efficient use of natural resources. The aim of the action is to promote the exchange of information and increase the local communities’ resilience to climate change impact.

UNESCO will provide capacity building on sustainable practices that will reduce the incidence of extractive and unsustainable agricultural practices, while at the same time improving the local stakeholders livelihoods, with a long term vision. UNESCO has been conceived with UNOPS and will be closely linked to the proposed UNOPS‐built community learning centre, as a physical platform to build the capacities of local communities, as well as to share scientific and traditional knowledge about ecosystem restoration, sustainable agroforestry and climate change. UNESCO will define together with the community, and combine local/traditional knowledge with scientific knowledge, provided by national and international experts to build the capacities of the local stakeholders. Proposed activities include intergenerational exchange on traditional conservation and farming practices, exhibitions on sustainable livelihoods and renewable energy sources as well as workshops concerned with climate change adaptation and mitigation and REDD+, ecosystem restoration methodologies, and exchange of information with other relevant partners (potentially including Green Schools already active in the province).

The main objectives are:

§ Forest composition study in the peat land forest, covering assessing the potential of replicating the natural forest succession process as the platform to develop a community and scientific-based ecological restoration methodology as well as training curricula and module for the local context

§ Community training and community garden to transfer knowledge on how to restore degraded ecosystem to the local community using scientific and community based ecological restoration methodology

§ Training on climate-proofing the agricultural sector on community level to generate alternative income. This training will be designed by using the baseline assessment result provided by UNESCO.

Outputs expected of the Contractor:

§ Comprehensive report on forest composition study and propose as scientific and community based ecological restoration methodology in peat land forest in Ex-Mega Rice Project

§ Training curricula and modules on knowledge on how to restore degraded ecosystem to the local community using scientific and community based ecological restoration methodology

§ Training curricula and modules on climate-proofing agricultural sector on community level to generate alternative income, which incorporates the result of baseline assessment.

The main objectives are:

A. To undertake and ensure the continuity of periodic monitoring and evaluation on the process of accelerated natural forest succession in Sei Serdang and Sei Musam;

B. To carry out a forest composition study in a primary forest with similar environmental conditions to the one to be restored. As the basis to develop a scientific-based ecological restoration methodology, the study shall cover but not limited to:

a. Assessment of the potential of accelerated natural succession in the area,

b. Overview of the use of fast growing species, local species and attractive species for wildlife;

C. To provide accurate and scientific information for the national park staff, including the park manager, on the ecosystem restoration methodology that is being applied in Sei Serdang and will be applied in Sei Musam;

D. To develop the practical guidelines on a scientific-based ecological restoration based on the experience of the restoration activities in Sei Serdang. The development of guideliness requires full participation from the numerous stakeholders whose experiences in applying the accelerated natural succession in the area in the lowland forest, including conservationists and scientists as well as Forest Protection and Nature Conservation (PHKA) and Watershed Management Body (BPDAS) Ministry of Forestry; and

E. To disseminate the practical guidelines among relevant stakeholders on ecosystem restoration through a national workshop, in order to share lessons learnt and standardize the methodologies used in other areas.

Expected Outputs:

A. Comprehensive evaluation report on the implementation, monitoring and results of the restoration activities carried out in Sei Serdang, including recommendations/proposed planning for follow up monitoring and evaluation activities to ensure the continuity of monitoring and evaluation.

B. Comprehensive report on forest composition study in a primary forest with similar environmental conditions to the one to be restored in Sei Musam, as such assessing the potential of the accelerated natural succession in the area, including an overview of the use of fast growing species, local species and attractive species for wildlife as the basis to develop a scientific-based ecological restoration methodology

C. Proposed a scientific-based ecological restoration methodology to be adapted in the new restoration area, with special intention on the measures that need to be revised in deviation from the Restoration Design prepared for Sei Serdang area.

D. Final draft on the practical guidelines on a scientific-based ecological restoration on lowland forest applying the accelerated natural succession process

E. Minutes of meeting of national workshop on the lesson learnt and best practices in a scientific-based ecological restoration on the lowland forest applying the accelerated natural succession process

F. Comprehensive report on all of the project activities
