HOUSTON (AP) — A 20-year-old woman has been charged with murder after her car being pursued by police who suspected her in a shoplifting incident slammed into another car at a Houston intersection, killing a woman and seriously injuring her three children.

Shiquinta Franklin was held in jail Friday on $50,000 bond.

The chase began Thursday afternoon outside a shopping mall in suburban Humble and ended miles later in northeast Houston when her fleeing vehicle ran a red light and crashed.

The 43-year-old woman in the struck car was dead at the scene. Her children are hospitalized.

Police say Franklin and two female companions tried to run away on foot but were caught.

Names of the others involved have not been immediately released. Online court records did not list an attorney for Franklin.

The headline is very misleading - The vandalism in question is a child's like drawing of a black person's face - Nobody has any idea if this was in fact racism or just a poor attempt to draw on a famous person's grave marker. Police have been called after Michael Clarke Duncan's grave was vandalised with racist graffiti, it has been revealed.

A member of the late actor's family told TMZ.com that when she visited her relative at the Forest Lawn Cemetery in Hollywood Hills, she noticed that an offensive cariacture of a black man had been etched on the centre of the tomb.

The woman believes that the image was intended to be an illustration of 'S*****o' - a derogatory term previously used as an offensive description of a black person.

After discovering the vandalism, the woman filed a police report with the LAPD. According to TMZ.com, police are considering the vandalism a 'hate crime'.

Meanwhile, the cemetery have removed the image, but are doing their utmost to find out who committed the crime.

Oscar-nominated actor Clarke Duncan, most famous for his role in The Green Mile, died in September last year aged 54.

His death followed a heart attack on July 13 from which he never recovered, resulting in a severe lack of oxygen to the brain.

Following the actor's tragic passing, his fiancée Omarosa Manigault-Stallworth said: 'I'm devastated. He was the love of my life.'

The 6ft 5in, 300 pound star appeared in dozens of films, including box office hits Armageddon, Planet Of The Apes and Kung Fu Panda.

Duncan had a handful of minor roles before The Green Mile brought him an Academy Award nomination for Best Supporting Actor in 1999, but unfortunately he lost out to Michael Caine after the British legend won his second Oscar to The Cider House Rules.

The film, based on the Stephen King novel of the same name, starred Tom Hanks as a corrections officer at a penitentiary in the 1930s. Duncan played John Coffey, a convicted murderer.

Chicago Public Schools officials have suspended an employee of Dunbar Vocational Career Academy on the South Side after a video surfaced that appears to show him pushing a 16-year-old female student down a flight of stairs.

On the video, which seems to have been taken on a cell phone, it appears the man then hovers over the girl at the bottom of the stairs and shoves her again when she gets up and lunges at him. The video was posted on www.worldstarhiphop.com.

Mark Sutter, an attorney retained by the girl’s family, issued a statement Thursday reading: “We are shocked by the unjustifiable assault committed by the CPS employee. The video and the egregious actions of the CPS employee speak for themselves. The family has retained Attorney Mark Sutter and the law firm of Sutter and Ori to pursue all available avenues at this point while they investigate what may be an ongoing pattern of conduct at Dunbar Vocational Career Academy.”

The incident occurred Tuesday at Dunbar at 3000 S. King Drive, said Alex Abate, another lawyer for the family. He said the girl was treated at a hospital emergency room, but he declined to provide further information.

CPS issued this statement Thursday:

“The safety of our students is our top priority. CPS takes matters of employee misconduct very seriously, especially when it involves an employee whose job it is to ensure the safety of students (But we do NOTHING when black children act like assholes) . Once CPS was made aware of this incident, immediate action was taken to remove this individual from his position while the investigation continues.”

Police are investigating but said no charges have been filed.

Edison, N.J., Police Officer Michael A. Dotro Arrested for Fire-Bombing Police Captain's Home with Family Inside

(EDISON, N.J.) -- An Edison, N.J., police officer is behind bars, accused of setting the home of his captain ablaze while the family of five was asleep inside.

Flames, believed to be from a Molotov cocktail thrown at the two-story home, came within inches of where Captain Mark Anderko's two children were sleeping, but the kids along with his wife and 92-year-old mother all made it out uninjured.

Officer Michael A. Dotro, who's been with the Edison Police Department for 10 years, was questioned about the Monday morning incident Wednesday evening. The next day, investigators returned with a warrant to search the cop's home in Manalapan, N.J., according to Dotro's lawyer Lawrence Bitterman. Following the search, Dotro was arrested and charged with five counts of attempted murder and one count of aggravated arson. Bail was set at $5 million.

"My client tells me it makes him sick to his stomach that he's been accused of this," Bitterman told ABC News. He says his client will plead not guilty and ask for bail.

"I've known him for 12 years and find it absolutely incomprehensible that he could have done this," said Bitterman.

Dotro has been suspended with pay and was arraigned in New Brunswick, N.J. Friday afternoon.

One law enforcement official told ABC News that Dotro has a "long history of disciplinary issues," including complaints against him of police brutality.

According to a series of reports by the Star Ledger, officer Dotro was accused of being one of the chief suspects in a 2008 theft of a police car, but after an investigation, was not criminally charged. Dotro was also accused of police brutality in 2005 after arresting a member of the township's sizeable Asian-Indian community. But, according to the Star Ledger, Dotro was cleared amid community protests and headlines.

The Edison PD, one of New Jersey's largest police departments, has spent years embroiled in an ugly civil war that has, at times, spilled into public view. Dotro and his captain are known to be on opposing sides of the internecine battling.

Sources tell ABC News that Anderko had recently written a harsh review of Dotro that could hinder the officer's chances of a promotion.

Bitterman insisted his client has no harsh feelings towards the captain.

"Officer Dotro expresses his deepest condolences to Captain Anderko and his family," said Bitterman.

After numerous incidents, the state Attorney General's Office has taken a more aggressive role in overseeing the conduct of the Edison Police Department's Internal Affairs Unit, receiving monthly reports and reviewing cases. This new incident could lead the AG to invoke the state law that allows the state to take over the Edison force, a state official said.

"They used to just use IA to go after each other," the official told ABC News. "But this takes it to a whole new level."

PHOENIX (Reuters) - Arizona lawman Joe Arpaio violated the constitutional rights of Latino drivers in his crackdown on illegal immigration, a federal judge found on Friday, and ordered him to stop using race as a factor in law enforcement decisions.

The ruling against the Maricopa County sheriff came in response to a class-action lawsuit brought by Hispanic drivers that tested whether police can target illegal immigrants without racially profiling U.S. citizens and legal residents of Hispanic origin.

U.S. District Court Judge Murray Snow ruled that the sheriff's policies violated the drivers' constitutional rights and ordered Arpaio's office to cease using race or ancestry as a grounds to stop, detain or hold occupants of vehicles - some of them in crime sweeps dubbed "saturation patrols."

"The great weight of the evidence is that all types of saturation patrols at issue in this case incorporated race as a consideration into their operations," Snow said in a written ruling.

He added that race had factored into which vehicles the deputies decided to stop, and into who they decided to investigate for immigration violations.

The lawsuit contended that Arpaio, who styles himself "America's toughest sheriff," and his officers violated the constitutional rights of both U.S. citizens and legal immigrants alike in their zeal to crack down on people they believe to be in the country illegally.

The ruling came days after a U.S. Senate panel approved a landmark comprehensive immigration legislation that would usher in the biggest changes in immigration policy in a generation if passed by Congress.

The bill would put 11 million immigrants without legal status on a 13-year path to citizenship while further strengthening security along the porous southwestern border with Mexico.

St. Clair County Circuit Judge Michael Cook has been charged with heroin-related offenses in federal court in East St. Louis.

Authorities say Judge Michael Cook and newly appointed St. Clair County Judge Joe Christ were staying at the Cook family's hunting lodge in western Illinois' Pike County on March 10 when Christ was found dead. A coroner said Friday that Christ died of a cocaine overdose.

He waived indictment on charges of possessing heroin and being an unlawful user of a controlled substance in possession of firearms, according to documents filed today in the U.S. District Court for the Southern District of Illinois.

Cook has consented to a prosecution by information rather than indictment.

He waived formal arraignment on the information and entered a plea of not guilty to all charges.

Cook was present today for a hearing before Magistrate Judge Clifford Proud. It began at 9:55 a.m. and ended at 10:10 a.m.

The case was initially assigned to U.S. District Judge Michael Reagan, but Reagan recused himself. It has been reassigned to U.S. District Judge William D. Stiehl.

A trial is scheduled to begin July 15.

Cook was released on an unsecured recognizance bond. His release came with some conditions, among them he was ordered to surrender his passport, submit to drug testing and participate in substance abuse therapy if deemed advisable.

In related developments, Pike County Sheriff and Coroner Paul Petty confirmed that former St. Clair County Associate Judge Joseph Christ died in March of cocaine intoxification.

A statement released by the Coroner’s office states that Christ was found in a cabin in rural Pleasant Hill by Cook.

The statement released from Pike County says that cocaine and paraphernalia were taken into custody by the coroner at the time Christ’s body was discovered and was submitted to the Illinois State Police Forensic Lab in Springfield.

Cook was the only other person on the property at the time of the incident, according to the statement.

It also says that the Pike County 911 system received a call from the cabin at 6:18 p.m. on Sunday, March 10, indicating that a white male, age 49, had been found unconscious on the floor of a bathroom.

Warrants were executed Wednesday evening at Cook’s Belleville home, court chambers and the hunting cabin in Pike County

Cook is being represented by J. William Lucco of Edwardsville and Michael J. Nester of Belleville.

Assistant U.S. Attorneys James L. Porter and Suzanne M. Garrison are prosecuting the case.

Background

The case against Cook was revealed Thursday morning, when State’s Attorney Brendan Kelly filed close to 500 motions for the substitution of judge in pending criminal cases before Cook. Kelly stated in those motions that he has assisted in and advanced a federal investigation of Cook.

Chief Judge John Baricevic said Thursday that the motions were moot because he had already reassigned all of the criminal felony cases Cook presided over. Baricevic said Cook had between 200-225 cases on his docket. A handwritten sign posted on Cook’s chambers stated that cases had been reassigned to Circuit Judge Robert Haida.

Kelly elaborated on the reasons for seeking substitution from Cook in only two of the hundreds of motions. He cited the cases of Deborah A. Perkins, 65, and Douglas Oliver II, 47, of Fairview Heights who were charged in September with concealment of the homicidal death of Jessica M. Williams of Collinsville.

Investigators identified Perkins and Oliver as responsible for moving the body of Williams - who died of a heroin overdose – from Fairview Heights to Washington Park to conceal her death.

Kelly stated in the Perkins and Oliver motions that he had filed complaints Thursday with the Illinois Judicial Inquiry Board and the Illinois Attorney Registration and Disciplinary Commission (ARDC).

In the other hundreds of motions Kelly filed, he referenced the reasons enumerated in Perkins and Oliver.

Kelly has been contacted for comment, but has not responded.

Christ’s death came less than two weeks after he had been appointed an associate judge. He had been assigned to hear domestic violence cases.

Prior to joining the judiciary, Christ served as a prosecutor for nearly 18 years and worked on cases involving violent crime and homicides.

Baricevic told the Record in March that Christ died of natural, but unknown causes. U.S. Sen. Richard Durbin in a March 18 Congressional tribute to Christ also noted that the judge died “from natural–though certainly unexpected–causes.”

Cook became an associate judge in 2007 and was appointed a circuit judge in 2010, filling the vacancy created by Annette Eckert’s retirement.

Before becoming a judge, Cook practiced law with his father, Bruce Cook, at the Belleville law firm of Cook, Ysursa, Bartholomew, Brauer & Shevlin. He also previously served as an assistant public defender.

Baricevic said on Thursday that it would be inappropriate for him to comment on when he became aware of the investigation of Cook.

“It could interfere,” he said. “I have had prior communication.”

When asked if any of the cases resolved in Cook’s court could be in jeopardy or prejudiced, Baricevic said, “Until we know the outcome, we don’t know the answer to that.”

“My first concern is to ensure in the minds of citizens that their system is honest and responsive.”

He said there would be a complete investigation and that “no stones” would be “unturned.”

A 22-year-old man has been charged on suspicion of making malicious comments on Facebook following the murder of British soldier Lee Rigby.

Benjamin Flatters, from Lincoln, was arrested last night after complaints were made to Lincolnshire Police about comments made on Facebook, which were allegedly of a racist or anti-religious nature.

He was charged with an offence of malicious communications this afternoon in relation to the comments, a Lincolnshire Police spokesman said.

CeaseFire Illinois workers say Chicago police officers are increasingly ordering them off street corners in Woodlawn along with gang members, interfering with their efforts to tamp down violence in the crime-plagued neighborhood.

The alleged harassment is the latest sign of tension between CeaseFire and police at a time when the two are supposed to be partners under a first-of-its-kind city contract to reduce shootings and killings in the South Side community.

Adam Collins, a spokesman for Superintendent Garry McCarthy, defended the police conduct, saying officers have a right "in the interest of public safety" to disperse groups off street corners "where gang members are known to congregate."

But CeaseFire workers say it is interfering with their work mediating conflicts, which often involves talking to rival gang members hanging out on the same corners. Over the last two months, as police disperse gang members, officers have routinely been rousting CeaseFire workers — known as "violence-interrupters" — off corners along 63rd Street near King Drive, CeaseFire said.

Police should be able to distinguish gang members easily from CeaseFire workers clad in their trademark orange shirts and nylon jackets, noted Marilyn Pitchford, program manager for CeaseFire Woodlawn.

Two men suffered graze wounds near the Red Line station in the South Loop late this morning, authorities said.

One of the men, 57, was standing at a bus stop east of State Street on Roosevelt Road shortly after 11 a.m. when he heard a gunshot and felt something hit his leg, police said, citing preliminary information.

The other man, 30, suffered a graze wound to the back, police said.

Both were being taken in good condition to Northwestern Memorial, officials said.

We at Dana Safety Supply were recently offered and received a shipment of ammunition from one of our larger distributors. This ammunition was sold as "self defense rounds" and were touted as being "extremely hot".

Upon receipt of the ammunition we immediately saw it as a threat to body armor. The bullet nose is "lead-free", extremely light (50 gr. 9mm & 60 gr. .40 cal), has a hollow point nose with a hollowed out interior, and is marketed as the "Fastest known handgun ammunition in the world" with muzzle velocities in excess of 2000 FPS.

The speed and bullet construction raised significant concern to the safety of our LEO customers. A decision was made by Dana Safety Supply NOT TO OFFER THE AMMUNITION TO THE OPEN MARKET until testing could be completed.

I alerted one of the armor companies we represent (company name withheld at this time) and brought the round to their attention. A box of 9mm and .40 cal were overnighted to their testing facilities two weeks ago.

In the interim we utilized our in-house shoot box and a non-expired, NIJ 0101.05 Interim Standard Level II vest (manufacturer withheld) to do our own non-official testing. Many LEO's are still wearing '.05 Interim Standard vests.

The vest was mounted to a standard "torso" shoot box filled with clay. The clay utilized was not the standard "Roma Plastilina" clay utilized in official shoots, nor was it standardized to the correct temperature range. The shots were also not chronographed during the shoot. The shoot was for informational purposes only and was non-scientific.

Out of 12 total rounds fired into the vest panel, 6 penetrated.

This morning we received a telephone call from the armor manufacturer who was officially testing the ammunition, this time shooting against CURRENT TECHNOLOGY NIJ 0101.06 Standard Level II vest. The '.06 vest stopped all of the 9mm ammunition, but four out of eight rounds of USM4 .40 Cal penetrated the armor in laboratory conditions.

In speaking with the distributor of the ammunition it was found that the following box counts were received and subsequently sold into the open market:

6,750 Boxes of 20 were sold in .45 ACP

7,500 Boxes of 20 were sold in .40 Cal

33,400 Boxes of 20 were sold in 9mm

That is ONE distributor, this ammunition was sold through numerous other national suppliers.

DSS will not sell this ammunition to other than LEO / Military Personnel. I do not believe other firearms suppliers know of the armor penetrating characteristics of this ammunition, and therefore believe it is flooding into the market. Ammunition sales are at an all time high level, and although this is expensive ammunition we believe it will be widely purchased.

Please be aware of this new threat. The FBI is being advised through the armor manufacturer as well and will likely be sending out an advisement nationwide.

New Illinois Concealed/Carry Bill would eliminate any local control - One uniform law across Illinois - And slaps local elected officials in the face for trying to control new concealed/carry rules

— Gov. Pat Quinn, Mayor Rahm Emanuel and Senate President John Cullerton decried a bill to legalize concealed firearms that is backed by powerful House Speaker Michael Madigan, contending it would invalidate strict local gun laws like Chicago's ban on assault weapons.

That opposition, however, didn't stop Madigan from advancing the bill Thursday, demonstrating that after months of negotiations, the time for talking was over. Predicting it would pass the House, Madigan has indicated that a vote on the measure could come as early as Friday.

The odd tensions among the four top Chicago Democrats who run state and city government are exacerbated by twin deadlines: the legislature's own scheduled May 31 adjournment date and a June 9 date set by a federal appeals court for Illinois to come up with a concealed carry law after it struck down the nation's only state ban on possessing firearms in public.

The House bill is sponsored by Rep. Brandon Phelps, D-Harrisburg, the legislature's strongest voice for gun-owner rights. It would put in place a statewide standard for concealed carry that would not allow Chicago or other home-rule communities to enact stricter local laws on where guns could be carried.

Moreover, it would wipe out Chicago's existing gun laws by removing the right of home-rule communities to enact their own firearm regulations.

"This legislation as written is a massive overreach that goes far beyond the conceal carry issue," said Quinn spokeswoman Brooke Anderson. "The measure would repeal Chicago's assault weapons ban and put public safety at risk. We oppose this."

After lawmakers had gone home for the day, Emanuel's office issued a statement opposing Madigan's plan, saying the mayor is "committed to working with the leaders" on legislation to combat gun crimes and keep illegal guns off the street.

Actor Steve Forrest, best known as the star of the 1970s action drama "S.W.A.T.," has died.

Forrest passed away at his home in Thousand Oaks on Saturday, his family announced. He was 87.

"S.W.A.T.," which aired on ABC for two seasons in 1975 and 1976, was a spinoff of the Aaron Spelling and Leonard Goldberg-produced series "The Rookies." Forrest played Lt. "Hondo" Harrelson, the tough-yet-tender leader of the S.W.A.T. team in a Southern California city. He was best known for his catchphrase, "Let's roll."

Born as William Andrews in Huntsville, Texas, Forrest served in the Army during World War II and fought in the Battle of the Bulge before attending college at UCLA. He was the younger brother of actor Dana Andrews, who starred in "Laura" and "The Best Years of Our Lives."

Forrest's acting career began with a series of uncredited roles in the early 1940s, in such films as "Sealed Cargo" and "The Ghost Ship." He was later discovered by Gregory Peck while performing in a play at the La Jolla Playhouse and given a sceen test. He went on to make appearances in multiple movies and TV shows, including many westerns such as "Gunsmoke," "Bonanza" and "The High Chaparral."

A Lisle man was charged with DUI after his BMW struck two women in the River North neighborhood, according to police.

The crash happened in the 100 block of Ontario Street, between LaSalle Avenue and Wells Street, about 10:10 p.m. Thursday.

Michael Lapato, 26, was driving west on Ontario when he hit two women crossing in the middle of the block, authorities said.

A man was shot to death Thursday afternoon in a parking lot in Zion, according to police.

In a statement released Thursday night, police said they responded about 4:35 p.m. to a 911 call for shots fired in the Aldi store parking lot in the 2800 block of Sheridan Road.

Police found “a single deceased adult male gunshot victim in the front seat of a vehicle on the lot,” the statement said.

The Lake County Major Crimes Task Force is assisting the Zion Police Department in the investigation.

A representative of the Lake County coroner’s office was not available for comment Thursday night.

Chicago taxpayers still could end up pouring hundreds of millions of dollars into the coffers of the company leasing the city's parking meters under Mayor Rahm Emanuel's revamp of the much-reviled deal, a Tribune analysis has found.

Most of the extra money Chicago Parking Meters LLC stands to collect would come from penalty payments for meters taken out of service and excessive use of disabled parking permits, despite the mayor's efforts to reduce both. The company also could get an additional $76 million from a new pay-by-cellphone system Emanuel wants added to the contract.

All told, the Tribune analysis found that the company could amass an estimated $517 million in additional revenue on top of the parking meter fees it already stands to collect, clawing back nearly 45 percent of the $1.15billion the company paid the city to lease its paid street parking system under then-Mayor Richard M. Daley.

A San Diego County sheriff's deputy shot a suspect during a physical altercation with "four intoxicated people smoking marijuana" in the laundry room of an apartment complex in Vista, officials said Thursday.

The incident occurred Wednesday night. The suspect, whose name was not released, was taken to a hospital and was listed in stable condition.

The deputy, who was also injured, was treated at a hospital and released.

A Taser was used in the incident, but it was unclear whether it was used by the deputy or the suspect, the sheriff's department said.
