FILMING ON LOCATION IN CALIFORNIA - SENATE BILL AB 1839

There may be several reasons why movie makers choose California to film their productions, but if Senate Bill AB 1839 passes, they may just have four hundred million more...Dollars that is!

Even though Hollywood has long been considered the home of the film industry, the State of California is currently losing the fight to remain the top contender when it comes to making movies at home. This is due in part to other states and countries offering higher tax credits and more lucrative incentives for productions who choose to film on location there. Filming on location here in California has fallen by about 50% since 1996, and TV Pilot production has fallen 73% since it reached its peak in 2007.

Although it is still pending full Senate approval and the okay from Gov. Jerry Brown, the State Appropriations Committee voted 5-0 on legislation that will increase the amount of funds available to those film makers who choose to film on location in California from a mere $100 million dollars to a whooping $400 million, allowing eligible productions to receive tax credits of up to 25% of specific production related costs, such as crew salaries and set production.

Changes also include getting rid of the current lottery system used by the state to determine which productions are eligible for the tax credits and removal of restrictions that previously disqualified larger productions (those with filming budgets in excess of $75 million dollars) from receiving the credits.

The changes to the existing bill are a result of the failures of the program created in 2009, which was supposed to curb the number of productions being filmed outside of the state.

These tax credits have become an integral part of the film-making process because studios and producers use the credits to offset their annual tax obligations. Some producers even use the promise of tax credits to secure bank loans for the production and to obtain private investment capital, both which are crucial to the making of a feature film, and it is common practice in the industry to factor these dollars into a production's filming budget.

Many involved in this hot industry topic say they are confident the measure will clear the Senate with ease mainly because the program is designed to help stimulate economic factors, create economic expansion and increase the number of job statewide.

Vanessa Bednar was born and raised in Mt.Prospect, Illinois. She went to Maine West High school. As a child she was always an entrepreneur going door to door bothering her neighbors selling pillows, plants, homemade Barbie perfume, or other items. At 19 she opened a tanning salon with her business partner James while attending community college at Oakton.

Oakton is where she got the taste of the acting bug and it bit hard. It was in California where she started pursuing her acting career that she obtained her SAG card in 1996. She did various promotions with Hawaiian Tropic and appeared in several movies as a Hawaiian Tropic girl such as Vegas Vacation and My Favorite Martian. Having produced over 100 live model search events all over the world, she never left the stage, as she hosted most of the events as well as produced them.

Vanessa was the Executive producer for the 25th Anniversary Hawaiian Tropic International Model search featuring Everclear. The show was syndicated nationwide. She has booked over 40 roles in three years and is not stopping. Her goal is not to be a star, just to continually work. Being on set is her bliss. Vanessa is also a writer and her first book will be published this year.

Writer, Actor and Vocalist, Charlia Boyer has done them all. Charlia started writing music when she was nine, poetry when she was twelve and short stories and plays thereafter. Charlia has loved to perform, write and create since childhood. She has had numerous record contracts and is currently working on her solo CD entitled, “Time to Heal”. She received her B.A. degree from California State University in Northridge with a major in Liberal Studies and a concentration in Music & Theater. She also completed her Master’s Degree in Creative Writing at the University of Denver.

She has worked with such artists as Isaac Hayes, Coolio and Gail Jhonson, to name a few. She was the main force in a band called “Budahat” who was signed to Atlantic Records. This band received several offers from major labels and after a slight bidding war decided to make their home at Atlantic Records.

She has written several songs produced by Richard Wolfe that have been featured on such daytime television shows as "One Life To Live" and "All My Children". Her songs were also featured on such primetime shows as “Franklin & Bash”, "Cashmiere Mafia", “Crash”, "South Beach", "Kevin Hill" and "Cuts". You can also hear her song entitled "My Child" in a documentary about mothers dealing with children in gangs that was released in 2011. She has written several plays and musicals performed by The God’s Gift of Light youth choir organization that were under her fifteen years as director. In the midst of her writing songs for television, Charlia founded her production company, ChaRo Productions.

With her founding of ChaRo Productions; her primary focus is that of shaping young minds that are eager to learn through the Performing Arts. She is teaching students how to become effective writers and performers in their earlier years while at the same time improving the level of illiteracy that exists in our education system. Her lifelong dream is to open a non-profit Performing Arts School where she will have the opportunity to allow children to express their creativity through the pieces they write and perform.

She is also no stranger to the stage; not only has she toured with her bands “Shades” & “Budahat”, she has also been in and toured with several musicals and promotions such as Disney’s “Hercules”, “Tell Hell”, “Bigger than Bubblegum”, Blame it on the Movies” and “Saving Grace” to name a few.

She hopes to continue writing plays, films as well as books that will enhance the creativity and intellect of our youth. She has completed the sound track for her hit Gospel musical entitled, “Overcome, Overjoyed” and is currently planning a countrywide tour for the near future. This is just the beginning for this enthusiastic dynamo so look out for her!

SYNOPSIS:
Single dad, Thomas Holiday(Malik Barnhardt), is marrying Susan (Karen Malina White ) and everyone is happy except their kids. The parents go out for an afternoon date. The kids are left with JoJo (Lavelle Crawford) the nanny. JoJo drops the kids off at a relative’s in South LA but the kids decide to take the bus back to Malibu. The movie is Similiar to "Home Alone" except they want to go home alone. This is a hilarious kid's adventure for the whole family.

DOVE WORLDVIEW:
The kids are funny and the story is good! This film is about a blended family and it demonstrates that families are worth fighting for or, in this case, overcoming the struggles and growing pains. The story focuses on Susan and Jo Jo, and what happens when they are left with the maid while their father goes out on a date with his fiance. The maid quits because of Susan's attitude and it becomes a revolving door for the kids who wind up with several families watching them. The girls have an adventure before eventually arriving home. The story might remind the viewer of "Home Alone." The language features a strong word but other than this the content is fairly tame. We are pleased to award this movie our Dove Seal for ages twelve plus. Enjoy the kids and laugh along with their adventures.

Joe Cain and Tyler Maddox Simms have announced a promotional collaboration with Panther Racing and Maddox Entertainment at the Indy Car Weekend MATV World Championships on September 14th and 15th at the Auto Club Motor Speedway, in Fontana, CA.

Panther Racing’s #4 Indy Car, driven by JR Hildebrand, will feature decals for two films: Who’s Watching the Kids, now available on DVD, on the rear wing, and Beverly Barrio, in pre-production, on the front wings. Tyler Maddox Simms is the writer/director for both films. Who’s Watching the Kids stars Lavell Crawford, Elise Neal, and Joe Torry, and Beverly Barrio is scheduled to feature Wayne Lopez, Lorenzo Lamas, and Manny Streetz.

“I am delighted to introduce my films to the IndyCar audience,” explained Tyler Maddox Smith. “Since I produce entertainment primarily for the urban audience, this collaboration might seem a bit unusual. Most people associate today’s youth with text messaging, Facebook, and long conversations on cell phones. Unfortunately, not all teens have it this easy. Each year, more and more young adults are subject to different challenges that no one, let alone a young person, should have to endure. Whether they’re sent to juvenile hall, homeless, or coming from an abusive home, adolescents are in desperate need of support and love.

The Maddox Foundation sponsors a "Free" Film Boot Camp, which provides training in various areas of film making, including editing, lighting, filming, etc. This year The Maddox Foundation teamed with Compassion Care Center to offer a film boot camp. The program was quite a success with a 90% completion rate, and a documentary was made as the class project. The students put their training to work!
