NEW DELHI: Sanitation projects to reduce open defecation, increasing green cover and emphasis on creating assets form the crux of the Narendra Modi-led government's blueprint for redeploying UPA's flagship social sector programme — the Mahatma Gandhi National Rural Employment Guarantee Act or MGNREGA.

Top officials aware of the government's re-orientation roadmap for the rural employment guarantee scheme, being steered by rural development minister Nitin Gadkari, told ET that assessment of its outcome would go beyond number of man days of work offered to tangible ground-level changes it achieved.

For instance, people digging a pond will have to mention the storage capacity being created, its impact on groundwater level, and so on. Similarly, folks erecting compost pits will have to outline the quantum of compost they will generate.

According to the officials, it is proposed that about half of the scheme's fund allocations will be earmarked for rural sanitation projects and plantation of trees along highways and rural roads. While farm-related projects will continue to get 60% of MGNREGA funds, as under the UPA, the NDA is putting in place a more rigorous system to monitor asset creation.

The plan is in sync with Finance Minister Arun Jaitley maiden Budget speech earlier this month, where he said wage employment would be provided under MGNREGA "through works that are more productive, asset creating and substantially linked to agriculture and allied activities".

"The leader - who could be the NREGA sachiv or any villager representing his or her fellow villagers asking for work under the programme - will have to stipulate the outcomes," one of the officials said, requesting anonymity.

While payments won't be contingent on achieving these outcomes, 'consistently poor outcomes will need to be explained', the official explained. The idea of planting trees and granting rights and responsibilities to the poor to boost their income is not new. It had been used in undivided Andhra Pradesh a few years ago.

This idea will now be rolled out nationally in 2014-15. Villagers will be given Rs 15 as maintenance fee for every sapling that survives. This is expected to work as an incentive for them to care for the saplings and follow a specified schedule in the first year of plantation (apart from watering the plants).

The species of trees to be planted would be decided by local communities in consultation with state forest and horticulture departments. The National Highways Authority of India and the rural roads departments are expected to identify the highways and roads along which tree plantation can begin by the end of this month.

As for the sanitation component, the national sanitation programme will pay for material and NREGA will pay for labour.

Monitoring to see whether intended outcomes are being achieved would need a higher level of scrutiny than the present system entails. "The states are a concern. Some have very poor monitoring abilities," the official conceded.

However, the proposed overhaul has evoked mixed reactions. Experts agree that more compost pits, trees, and ponds are urgently needed to shore up rural India's weakening soils, loss of trees and falling groundwater levels.

The question is whether these problems should be fixed using MGNREGA. Corruption and payment delays have shrunk the number of people seeking work under the NREGA, said Himanshu, assistant professor in economics at JNU's Centre for Informal Sector and Labour Studies.

"MGNREGA is not a sanitation programme, but a safety net for people who can demand work whenever they need it. In the process, some assets also get created," he told ET, adding that the Act ceases to deliver 'work available on demand' the moment it gets linked to another program like sanitation. "What if the money for sanitation is not released? Then NREGA, with 20% of its budget earmarked for sanitation, will suffer," he added.

Labour Budget 2014-15 -Count down

Sec 14 (6) of the Mahatma Gandhi NREG Act envisage that the DPC shall prepare in the month of December every year a Labour Budget for the next financial year containing the details of anticipated demand for unskilled manual work in the district and plan for engagement of labourers in the works covered under the Scheme and submit it to the district Panchayat. Para 6.1.3 of the Operational Guidelines for Mahatma Gandhi NREGA 2013(4th Edition) stipulate that Labour Budgets are to be prepared in accordance with the process prescribed in sections 13 to16 of MGNREGA which is further elaborated in chapter 6 of the Operational Guidelines for Mahatma Gandhi NREGA . Labour Budget means a document which involves assessment of the quantum of work likely to be demanded in the district along with shelf of projects to meet this demand. This matching of demand and supply of work is the process of planning under MGNREGA and this is to be achieved through the preparation of a Labour Budget (LB)

The District Programme Coordinator has to ensure strict adherence to the principles of bottom-up approach from planning to approval of the selected shelf of projects by each of the Gram Sabhas (GSs) in the district. The projects to be taken up as part of the Labour Budget should emerge from an integrated plan for local development with focus on Natural Resource Management especially on a micro watershed basis so that sustainable livelihoods are created

Government of Kerala, as per Circular referred as first paper above has issued detailed Guidelines for the preparation of Labour Budget and Shelf of projects for 2013 14 with the time line for completing the processes involved in it. The suggested time line for preparation of the LB for 2014 15 are as follows: -

The Government Circular issued for the preparation of LB for the year 2014 15 is based on the MGNREGA Guidelines of 2013. Supreme Court order to increase wages

EW DELHI: The paltry Rs 353 crore increase on last year's 33,000 crore budget allocation for implementation of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) may not fit the bill as the Supreme Court on Friday ordered implementation of new wages effective since April 1.

The UPA government had on February 13 notified new wages for states. For Bihar, wages increased by 16.6% to Rs 153 a day while in Jharkhand it went up by 14.9% to Rs 158. Wages in Andhra Pradesh, Mizoram, Nagaland, Sikkim and Tripura were increased by 14.8%.

Despite the annual increase in wages under MGNREGA since 2011, minimum wages in more than a dozen states are still higher. This was the reason why the Karnataka High Court had directed the Centre to pay MGNREGA wages in accordance with the Karnataka State Minimum Wages Act.

The Centre had appealed against the HC order in the SC, but in January, the apex court refused to stay the HC order saying payment of minimum wages was mandatory under law. This forced the UPA government to revise the wages under MGNREGA.

But the revised wages, as specified in the February 13 notification and effective from April 1, is estimated to cost the exchequer an additional Rs 1,000 crore. However, the increase of Rs 353 crore might not be enough to implement the rural employment guarantee schemes.

A bench of Justices S J Mukhopadhaya and S A Bobde disposed of the Centre's appeal saying implementation of the new wage structure as per the February 13 notification had rendered the petition infructuous.

However, it kept open the question — should states pay minimum wages as provided under the law while implementing MGNREGA — open for future and said if any challenge was made to the notification, then the court concerned would decide it on its own merit uninfluenced by the Karnataka HC judgment.

When the national job scheme was started in 2006, the minimum wage for agricultural labourers in each state was taken as the standard wage for MGNREGA workers. However, in 2008, the Centre decided to revise the MGNREGA wage rate by indexing it to consumer price index for agricultural labourers.

മൂന്നാം ദിവസം വീണ്ടും ഡാമാന്റു ചെയ്തു. ബാക്കിവരുന്ന 180 ദിവസം 20 പേര് 9 ദിവസം ചെയ്താലെ ആ ജോലി തീരു. 10 ദിവസത്തേക്ക് വരെ മുഴുവന് പേര്ക്കും ഡിമാന്റ് ചെയ്തു. ( ആരാ വരുന്നതും വരാതിരിക്കുന്നതും എന്നറിയില്ലല്ലൊ ) എന്നിട്ടും പണി 10 ദിവസം കൊണ്ടു തീര്ന്നില്ല. വീണ്ടും ഒരാഴ്ച നീണ്ടു.

മാര്ച്ചു വരെ ഇതായിരുന്നു ഈ വാര്ഡിലെ സ്ഥിതി.
ഈ മാസവും ഇങ്ങനെയാകും എന്നു കരുതിയാണ് ഡിമാന്റ് മുന്കൂട്ടി 14 ദിവസം നല്കിയത്.

ബാങ്കിലേക്കുള്ള വേതന വിതരണ സ്റ്റേറ്റ്മെന്റ് തയ്യാറാക്കുന്നത് ഡാറ്റാ എന്ട്രി ഓപ്പറേറ്റര്മാരുടെ വളരെയധികം സമയം ചിലവഴിച്ചിരുന്ന ജോലിയാണ്.

മസ്റ്ററോളുമായി ഒത്തുനോക്കി ലിസ്റ്റ് തയ്യാറാക്കി ബാങ്കിലേക്കും പോസ്റ്റോഫീസുകളിലേക്കും സ്റ്റേറ്റ്മെന്റ് തയ്യാറാക്കുന്ന ജോലിയില് വളരെ ആശ്വാസകരമായ മാറ്റം ഉണ്ടായിരിക്കുന്നു.

നേരത്തെ മെനു ഐറ്റമായി ഉണ്ടായിരുന്നുവെങ്കിലും പ്രവര്ത്തനത്തിലില്ലാതിരുന്ന Generate Wage List എന്നത് ഇപ്പോള് ലഭ്യമാണ്.

ഇതുപയോഗിച്ചാല് ഒരു വര്ക്കിന്റെ മുഴുവനായോ ഭാഗികമായോ ഉള്ള വേജ് ലിസ്റ്റ് തയ്യാറാക്കാം. ഒരോ ബാങ്കിലുമുള്ള തൊഴിലാളികളുടെ അക്കൌണ്ട് അനുസരിച്ച് ഈ ലിസ്ററ് ജനറേറ്റ് ചെയ്യാം.
ജനറേറ്റു ചെയ്യുന്ന വേജ് ലിസ്റ്റ് Excel ഫയലായി ലഭിക്കുകയും ചെയ്യും.

ഈ ലിസ്റ്റ് ബാങ്കിലേക്ക് ഓണ് ലൈനായി ട്രാന്ഫര് ചെയ്യാനുള്ള സംവിധാനവും ഭാവിയില് ഉണ്ടാവാം ( ഇന്റര് നെറ്റ് ബാങ്കിംഗ് വിപുലമാകുന്നതോടു കൂടി)

ആയതിനാല് ഇതുവരെ നല്കിയിട്ടുള്ള ബാങ്ക് അക്കൌണ്ടു നമ്പരുകള് എല്ലാം ശരിയായതാണെന്നു ഡാറ്റാ എന്ട്രി ഓപ്പറേറ്റര്മാര് ഉറപ്പുവരുത്തണം. ബാങ്കുകള് മാറിയിട്ടുണ്ടെങ്കില് ഉടനെ തിരുത്തണം. എഡിറ്റുചെയ്യാനുള്ള അവസരം ഇപ്പോള് ലഭ്യമാണ്.

വേജ് ലിസ്റ്റ് ജനറേറ്റു ചെയ്യുന്നതിന് ശരിയായ ബാങ്ക് കോഡ് അത്യാവശ്യമാണ്, അല്ലെങ്കില് ഒരു ബാങ്കിലേക്കു തന്നെ പല വേജ് ലിസ്ററുകള് ഉണ്ടാകും തൊഴിലാളികളുടെ അക്കൌണ്ടില് നല്കിയിട്ടുള്ള ബാങ്ക് കോഡ് എഡിറ്റു ചെയ്ത് നല്കുക.

ഡിമാന്റ് ചെയ്യുമ്പോള് ശ്രദ്ധിച്ചാല് അതു അറിയാം. ബാങ്കിന്റെ പേരു ശരിയാവാം പക്ഷേ കോഡ് തെററാണ്

പല പഞ്ചായത്തുകളിലെയും അക്കൌണ്ടുകള് പരിശോധിച്ചപ്പോള് ഒരു വാര്ഡില് തന്നെ 10 ലധികം പേരുടെ ബാങ്ക് കോഡ് തെറ്റായി നല്കിയിട്ടുണ്ട്.

റാന്നി ഗ്രാമ പഞ്ചായത്തിലെ 12,4,7 വാര്ഡുകളിലൂടെ കടന്നു പോകുന്ന തിരുവാഭരണപാതകളാണ് പുനരുദ്ധരിക്കുന്നത്

2011 ഡിസംബര് 27 ന് പ്രവ്യത്തികള് ആരംഭിച്ചു. പ്രധാന പാതകള് കൂടാതെ ഇടവഴികളും ഉണ്ട്. ഇടവഴികളെല്ലാം തന്നെ കാടു കയറി കിടക്കുകയാണ്.

വടശ്ശേരിക്കര ഗ്രാമ പഞ്ചായത്തിലൂടെ കടന്നു പോകുന്ന തിരുവാഭരണപാത പള്ളിക്കമുരുപ്പ് മുതല് പേങ്ങാട്ടു കടവ് വരെയുള്ള പാത തെളിക്കല് പ്രവ്യത്തി ജനുവരി 1 മുതല് ആരംഭിക്കും.

ഓരോ പ്രവ്യത്തിയുടേയും പേരുകള് പൂര്ണ്ണമാവണം. ...... തോട്, ......... കാന എന്നല്ലാതെ തോട് പുനരുദ്ധാരണം എന്നാവണം.

The IFSC has been designed as an 11-digit alpha-numeric routing number. This is in consonance with the number of digits in the SWIFT coding system which follows the ISO standard (9362) for identifying banks/branches. The composition of bank code and branch code is as follows:

The four-digit alphanumeric codes for banks are the same as registered with SWIFT. In the last six spaces, most banks use the Basic Statistical Returns (BSR) codes allotted by the Reserve Bank for reporting statistics while some use their own existing internal branch codes. As a member of the INFINET, the Reserve Bank would use SFMS for financial and non-financial communication between its own offices and the banking and financial sector. For this purpose, the Reserve Bank has assigned IFSC codes for its own departments in the Central Office and Regional Offices.

The INFINET, VSAT-based satellite and leased line network, is for the exclusive use of the banking and financial sector. Standardisation of message formats is a concurrent objective along with optimising the use of the INFINET. Consequently, the Structured Financial Messaging Solution (SFMS) has emerged as the Electronic Data Interchange (EDI) system for banks, allowing exchange of secure and structured messaging within the banks and between banks using the INFINET.

After a detailed study of message formats available in other systems such as the Society for Worldwide Inter-bank Financial Telecommunication (SWIFT), UN/EDIFACT and COMET standards, the choice has devolved on SWIFT message formats for intra- and inter-bank communication message transmission with suitable modifications. The pattern adopted has also been drawn from that used by the SWIFT.
