MIAMI – Burger King is looking to put some pep into its new breakfast push by giving out free cups of coffee every Friday morning this month.

The goal is to promote the company's new breakfast menu, which rolled out in September. The company launched a major marketing blitz, with the aim of eating up some of McDonald's market-leading morning business.

Coffee, including specialty drinks such as mochas, has been a major driver of business for McDonald's. Now Burger King is highlighting its Seattle's Best Coffee, which it started selling earlier this year, to drive more breakfast business its way.

The company will give out free 12-ounce cups of the coffee, which sells for $1 each. No purchase is necessary. Guests can receive the coffee during breakfast hours, until about 10:30 a.m.

Burger King declined to say how much it is spending on the promotion, which will be highlighted in a marketing campaign. It expects to give away between 2 million and 4 million free cups throughout the promotion.

The chain will also give away coupons for free iced Seattle's Best Coffee for a future visit. Those drinks, in either vanilla or mocha flavors, were among nine new breakfast items the company introduced earlier this fall.

Other items include blueberry biscuits and pancake platters.

Burger King North America Chief Marketing Officer Mike Kappitt said the company is seeing a significant increase in breakfast sales and traffic. He said the new line of breakfast platters are among the more popular items.

Home price index falls 0.2 pct. in August

WASHINGTON – Home prices are weakening around the country, even in metro areas that were showing strength earlier in the year.

The Standard & Poor's/Case-Shiller 20-city home price index released Tuesday fell 0.2 percent in August from July. Fifteen of the cities showed monthly price declines. Prices are expected to drop further in the coming months.

The biggest drop came in Phoenix. Prices there fell 1.3 percent from a month earlier. And prices in three California cities that had been rebounding — San Francisco, San Diego and Los Angeles — fell by less than 1 percent in August from July.

Detroit, Chicago, Washington, New York and Las Vegas were the only cities to show monthly price increases. The 20-city index has risen 6.7 percent from its April 2009 bottom. But it remains nearly 28 percent below its July 2006 peak.

A higher proportion of foreclosed homes likely pushed down California markets, said David Blitzer, the S&P index's chairman. During the summer, foreclosures were moving swiftly. That was before allegations surfaced of mortgage lenders using flawed documents to foreclose on homes. Lenders responded by freezing foreclosures in many states.

Even with the declines, the San Francisco area's home prices have surged more than 21 percent from spring 2009, when they hit bottom. Prices in San Diego have risen nearly 14 percent and in Los Angeles they have increased by more than 10 percent in that same period. Home prices would have to rise by more than 50 percent in each of the markets to return to their peaks during the housing boom.

Those California cities "had come back very fast and very strongly," Blitzer said. "Prices come down when you get a lot more foreclosures."

Problems with flawed foreclosure paperwork could weaken home prices. That would happen if buyers fear purchasing foreclosed homes because the sale could be contested — or even canceled — if the previous owner claims the foreclosure was invalid.

In an October survey taken by the National Association of Realtors, about 23 percent of real estate agents said they have a client who is no longer interested in purchasing a foreclosed property due to the foreclosure-document mess.

In the short run, however, the documents problem could prop up sale prices if fewer foreclosed homes are put up for sale.

Home prices rose in many markets from April through July. But those increases were mostly fueled by government tax credits, which have expired. Now that the peak buying season is over, a record number of foreclosures, job concerns and weak demand from buyers are pushing prices down.

Kadhafi warns against 'contagion' of Sudan partition

SIRTE, Libya — Libyan leader Moamer Kadhafi warned on Sunday ahead of a south Sudan independence vote that the partition of Sudan would be a "contagious disease" that could spread to other African states.

"What is happening in Sudan could become a contagious disease that affects the whole of Africa," Kadhafi said at the opening of an Arab-Africa summit in the Libyan coastal city of Sirte.

"We must recognise that this event is dangerous," he said of the planned January 9 referendum on southern Sudan independence which could see Africa's largest country split in two.

A second, simultaneous, referendum is set to be held in the disputed oil-rich Abyei region straddling north and south Sudan.

"The partition of Sudan is likely to change the map of the country. But other (African countries) will change too," the Libyan leader told the gathering, which is being attended by Sudan's President Omar al-Bashir.

Vote preparations are way behind schedule and tensions remain high.

On Saturday, clashes erupted in Khartoum as opponents of Sudan's potential breakup after the referendum protested during a visit to the capital by UN Security Council ambassadors.

The "referendum for both southern Sudan and the Abyei region in 2011 continues to be a source of concern, given the complexity of pre- and post-referendum issues which need to be resolved," chairman of the African Union Commission Jean Ping told the Sirte summit on Sunday.

The referendum is a central plank of an accord known as the 2005 Comprehensive Peace Agreement (CPA) that ended two decades of civil war in Sudan, a north-south conflict in which two million people died.

Arab League chief Amr Mussa voiced concerns at the summit about "the referendum's impact on security and stability on a large region of Africa and the Middle East."

He said the League was working with Khartoum to resolve outstanding issues over the referendum, and stressed the need for "good preparation."

Mussa called for "a credible and transparent ballot that reflects the will of the people of south Sudan and the Abyei region."

In a summit draft declaration seen by AFP, the Arab and African leaders stress the need to "respect Sudanese sovereignty, territorial integrity and independence."

The draft "Sirte Declaration" also affirms their "complete rejection of any attempt to undermine its (Sudan's) sovereignty, unity, security or stability."

"The importance of completing negotiations on questions pertaining to issues in post-referendum south Sudan" is also underlined in the draft.

According to the document, the leaders also "reject resolutions by the International Criminal Court against the Sudanese president."

Bashir, the first sitting head of state to face arrest warrants issued by the ICC, denies masterminding war crimes and genocide in Sudan's war-wracked western region of Darfur.

The gathering is also set to discuss establishing a strategic partnership between Arab and African states in areas such as energy, trade and food security.
