The number of Dublin CA Foreclosures and Short Sales Declined in 2014

The median price of condos in Dublin, CA continues to increase in 2014, but it did not quite reach the 2005 peak. The impact of foreclosures and short sales on home prices in Dublin and the greater Tri-Valley is no longer significant.

Median Price of Dublin CA condos still lags behind highs of 2005

The median price of condos in Dublin increased by 10% in 2014, but condo prices are still lower than the historical high established in 2005. The median sale price for Dublin CA condos during the 4th quarter was $535,625.

The annual median price of Dublin CA condos increase in 2013 over 2012 was 36.7%, showing that the increase in value has slowed to a more sustainable pace in 2014. The days of flipping for a fast profit are behind us, but moderate growth could be a good indicator of market stability.

San Francisco Giants fans in and around Dublin, CA are ready to join the ticker tape parade on Friday, October 31st. BART is prepared to carry hundreds of thousands of baseball fans to Downtown San Francisco this Halloween to celebrate the Giants World Series seventh game win. Using every available train possible, BART will run its rush hour service all day. To ensure that everyone can get home safely, trains will run until 2:00AM. Trains to and from the city will be at maximum length and frequency.

About 100 extra BART employees in yellow vests will be stationed throughout the system to help with crowd control and to assist passengers. BART Police will have extra patrols and extra train technicians were also on hand just in case. Ticket sales tables will be set up at Fremont, Dublin, Bay Point and Millbrae stations to help speed up ticket purchases.

Large crowds are expected and passengers should anticipate long lines and crowded trains. BART will have additional staff on hand to help customers who need assistance and offer crowd control. BART officials are urging fans to buy their roundtrip tickets or load up their Clipper® cards before Friday’s ticker tape parade in San Francisco.

The non-profit organization was founded in 1992 to bring local businesses and schools together to raise funds and enhance student experiences in the Dublin Unified School District. Executive Chef Gabe Caliendo’s menu seamlessly blends modern, globally-inspired flavors with comforting and craveable classics. Residents of the East Dublin Positano neighborhood turned out in force last month at Dublin City Council meeting to voice their concerns over a proposed plan to change the zoning designation of a vacant lot in the Positano Development from “semi-public” to “public/semi-public.” The 2.1 acre parcel, located on Positano Parkway and West Cantara Drive, is owned by builder Braddock and Logan and is currently zoned for “semi-public” use.  According to the Eastern Dublin Specific Plan,  “semi-public” land allows for “quasi-public uses, such as child care centers, youth centers, senior centers, special needs program facilities, religious institutions, clubhouses, community centers, community theatres, hospitals, private schools and other facilities that provide cultural, educational, or other similar services and benefit the community.”

Sites designated as Public/Semi Public are “not restricted to public uses and can be approved for joint development…Development of housing on a site designated on the General Plan Land Use Map as Public/Semi-Public Facilities shall be considered consistent with the General Plan when it is developed by a non-profit entity and serves to meet affordable housing needs or the housing needs of an underserved economic segment of the community.”

Braddock and Logan is pushing for the zoning change to “allow for a wider variety of uses,” and has suggested in the past that the property could be used for affordable housing. This could be in the form of high-density housing.

When Positano residents got wind of the proposed change, they immediately rallied. A petition to stop the proposal was circulated, and residents came together as a group to voice their concerns at the City Council meeting. On the day of the meeting, Braddock and Logan contacted the city and requested that the re-zoning discussion be removed from the table. The topic was pulled from the agenda and representatives of the builder did not attend the City Council meeting. However, the council did open the floor to comments from Positano residents, all of whom voiced opposition to re-zoning. Several written comments were also read into the record and it was noted that the petition included over 200 signatures.

Braddock and Logan tried to get approval to build 12 houses on the land several years ago, but the proposal was shot down by the city due to opposition from the homeowners living adjacent to the lot. Positano residents have vowed to block re-zoning efforts at every turn.

The City of Dublin, CA now has a history website, GhostsOfDublin.com. The website is designed as a digital history featuring interactive maps, re-photography, and a re-creation video of Amador-Livermore Valley 500 years ago. It also includes resources for those who are interested in teaching Dublin’s past, and those who are planning a visit to the Dublin Heritage Park and Museums.

“Part of the objective of the website is to foster community through a greater understanding of this area’s past, a shared past with our closest neighbors, Pleasanton and Livermore,” noted website creator Rita Szollos. “If you have any old photos or landscapes or stories you’d like to share or contribute we’d love to hear from you so we can see the site grow. Contact details are given at the bottom of each webpage.”

Szollos, is a graduate of California State University East Bay. The site and its content were painstakingly researched and prepared as part of her final project to earn a Master of Public History.

Two years ago, Abe Gupta was appointed a Dublin Councilmember. Time and time again, Gupta has stood with the residents and held land owners and developers to the pedestrian-friendly retail center they had promised in the Dublin Ranch Villages area. Gupta graduated from the prestigious Stanford University at the age of 19 with a degree in structural mechanics. After attaining a law degree at 23, he became a practicing attorney and has been teaching as an adjunct faculty member at San Francisco Law School.

Heavily involved in business and entrepreneurship, Gupta has advised a number of technology start-ups in the San Francisco Bay Area and is the proud owner of several local businesses.

“I have been honored to serve our community as an elected leader. I am proud of the work that we have been able to accomplish to this point, but the job is not done. I will continue to provide both the efficient and effective leadership that our residents deserve, while encouraging economic development and promoting local opportunity.

After a three-week investigation and surveillance, Dublin Police Services conducted a warranted search for an illegal marijuana farming operation on Wednesday, August 6th, in the 5400 block of Aspen Street near Dougherty Elementary School in Dublin, CA.

During the search, Dublin Police Services uncovered over 1,000 plants, about 82 pounds of processed marijuana. The amount of marijuana seized is estimated to be over $10,000 in U.S. Each room of the residence contained illegal marijuana grows, equipment used to cultivate the marijuana, and a complex ventilation system to hide the smell of the marijuana. A total of nine subjects were arrested in connection with this large marijuana farming operation in East Dublin.

Regency Centers Corporation, a national owner and operator of grocery-anchored neighborhood shopping centers, broke ground three months ago at the Persimmon Place, a new ground-up development in Dublin, CA. Construction seems to be humming along just fine, as the building structures begin to take shape. A Verizon retail store, a nail and hair salon, and a Hand & Stone Massage and Facial Spa franchise will join Nordstrom Rack and Homegoods at the long-awaited Whole Foods Market plaza.

Regency Centers is the preeminent national owner, operator and developer of high-quality grocery-anchored and community shopping centers. As of the end of 2013, the company owned 328 retail properties, including those held in co-investment partnerships. Including retailer-owned square footage, the portfolio encompassed 43.3 million square feet located in top markets throughout the United States.

While Whole Foods Market has already established a solid presence along the peninsula corridor, it has yet to fill the significant gap along I-680 that remains between San Ramon and San Jose. The Whole Foods in Fremont is an important step towards bridging that gap. The new Regency Centers project across from SAP and Hacienda Crossings and in East Dublin now seems the optimal location for Whole Foods, because it will not only help the beloved national grocer fill the obvious gap along I-680 but also launch its foray along the much-traveled I-580.

The good times are certainly here again for Whole Foods Market. Whole Foods’ stock price has increased by over 400% since its nadir in late 2008. Just a few years ago, Whole Foods had committed to become an anchor at the practically dead Green on Park Place project across from Hacienda Crossings. Tough times hit Whole Foods in 2008, and the store pulled the plug on the proposed 55,000-square-foot store in Dublin. Once Whole Foods bailed, the developers at the Green on Park Place lost the other retailers that had been waiting for Whole Foods to close the deal. With no interest from any retailer, the developers were unable to find a bank willing to finance the project. What was Green on Park Place’s loss is just what the Regency Centers needs to kickstart its proposed grocery-anchored retail project in Dublin.

In spite of the severe drought, sale of Safe and Sane Fireworks remains strong in and around Dublin, CA. In the East Bay, a total of 35 fireworks stands, nine of which in Dublin, opened last Saturday. Many residents in the Bay Area have expressed concerns over the potential fire danger the fireworks may bring. “I’m not gonna be buying fireworks this year I feel with the drought conditions it’s really a hazard, and I don’t know why towns are still allowing this to be done,” said Dublin resident Mary Ellen in an interview with ABC 7 News.

Safe and Sane Fireworks are allowed to be sold in the City of Dublin by non-profit organizations that meet all of the requirements set forth in the Dublin Municipal Code Chapter 5.24. Sale of the Safe and Sane Fireworks provide many of these worthy non-profit organizations with a huge windfall they need. Participation in the annual sale of Safe and Sane Fireworks within Dubiln’s borders is awarded through a random drawing at Dublin City Hall in May.

Given that grass fires in the dry, hot regions of the East Bay have already been frequent, residents in and around Dublin are right to be concerned. The City of Dublin and its public safety departments have done everything they can to promote firework safety and urge extreme caution in their use. According to ABC 7 News, Dublin Police Services has announced that it will have 13 extra officers on patrol on the 4th of July. On top of the additional police presence, the Alameda County Fire Department has pledged to increase its force by 25 percent on that day.

No fireworks of any type, including Safe and Sane, are permitted at Dublin multi-housing units or at any undesignated Dublin park, other City facility, or school. The City of Dublin has four designated parks where the use of Safe and Sane Fireworks are permitted from 10:00AM to 10:00PM on the 4th of July only. They include:

  • Alamo Creek Park (Dougherty Road and Willow Creek Drive)
  • Dublin Sports Grounds (Dublin Boulevard and Civic Plaza)
  • Emerald Glen Park (Tassajara Road and Gleason Drive)
  • Shannon Park (Shannon Avenue and San Ramon Valley Road)

At last Tuesday night’s meeting, Dublin City Council unanimously adopted the Dublin Open Space Initiative and created an urban limit line along the eastern side of the city. This urban limit would preserve the voter-approved Alameda County Measure D and maintain Doolan Canyon as open space zoned for agriculture. “We took a strong stand against unchecked urban sprawl last Tuesday night,” said Dublin Councilmember Abe Gupta. “I believe in smart and responsible growth, but growth always and in all ways is neither smart nor responsible.”

Doolan Canyon is a gorgeous piece of currently protected land sandwiched between Dublin and Livermore, CA. Pacific Union Homes and an investment group led by Charter Properties and the Lin Family are hoping to develop the area as part of what is currently proposed to be an active lifestyle senior community with 1,990 homes.

Of course, most people in the Tri-Valley do not believe Pacific Union Homes will stop at just 1,990 homes for seniors. Citing “market conditions” as Charter Properties has done at the Promenade, Pacific Union Homes will likely toss out the plans for senior housing in favor of a massive development with homes in the thousands once the area falls under Dublin’s sphere of influence and is zoned for residential use.

For over two years, residents in and around Dublin, CA have been quietly sharing their concerns about the city’s eastward expansion towards Livermore through the Save Doolan Canyon online petition hosted on the Around Dublin Blog. In addition to Dublin City Hall, the signed petitions from concerned Tri-Valley residents have been going to Save Mount Diablo, Sierra Club, Tri-Valley Conservancy, Friends of the Vineyards, Friends of Livermore, and the highly regarded Greenbelt Alliance. The grassroots movement eventually found its leaders in the Friends of Dublin Open Space.

The Friends of Dublin Open Space submitted the Dublin Open Space Initiative of 2014 in mid-April with 3,670 signatures. The State of California allows 26 weeks for signature collection, but the Friends of Dublin Open Space and their passionate volunteers were able to meet this requirement in just eight weeks.

Just as Dublin Open Space Initiative wrapped up its signature collection drive, the developers found their champion in former Dublin mayor Janet Lockhart and began its campaign of confusion with a competing initiative ironically named Let Dublin Decide against Dublin’s electorate. The Let Dublin Developer Decide initiative would allow Pacific Union Homes to bypass voter approval and cram thousands of homes in Doolan Canyon.

Roughly 25 residents and community leaders spoke in favor of the Dublin Open Space Initiative, while barely a handful stood up for the developer’s initiative. Supporters of the Open Space Initiative expressed grave concerns over the negative impact more residential development would have on Dublin. In its deliberation, Dublin City Council agreed with the residents and pointed out that the Dublin Open Space Initiative would essentially preserves the status quo, which is an endorsement of Dublin’s general plan and its Eastern Dublin Specific Plan.

As it sided with the residents, Dublin City Council voted 5-0 to adopt the Dublin Open Space Initiative immediately and put the Let Dublin Developer Decide initiative on the November 4th ballot. In addition to approving an urban growth boundary along Dublin’s eastern borders, Mayor Tim Sbranti and Councilmember Gupta will draft the ballot argument against the Let Dublin Developer Decide initiative. “This battle is far from over,” warned Councilmember Gupta. “The developers have crafted an ingenious ballot initiative aimed to confuse Dublin’s voters. We need to make sure our residents see the Let Dublin Decide initiative for what it really is, so we can protect Dublin’s urban growth boundary.”

Applications are now available for students in Dublin, CA who are interested in participating in the Dublin Police Services annual Youth Academy. The Youth Academy will be held Monday, July 28th through Friday, August 1st. Students ages 14 to 18 are encouraged to apply.

The week-long Academy will be held at the City of Dublin’s Regional Meeting Room, 100 Civic Plaza, in Dublin. Each session will be conducted between the hours of 9:00AM and 12:00PM. There is no fee to attend the Academy.

The Academy is an excellent opportunity for students to learn specific elements of the law enforcement profession. The Academy is designed for students who have an interest in the field of criminal justice. Students should be prepared to participate in some interactive and physical training exercises.

The Academy may include courses in the following areas:

  • Crime Lab Tour
  • Santa Rita Jail Tour
  • Alameda County Sheriff’s Regional Training Center Tour
  • Backgrounds & Recruiting
  • Crime Prevention / Community Policing
  • Police Station Tour
  • Traffic Motor Unit

All applicants under the age of 18 years old must have parental consent before attending the Academy. Classes will be limited to 20 – 25 students, and City of Dublin residents will have first priority. Potential participants must successfully complete a background investigations check, sign waiver forms, and be approved by the Chief of Police. Felony or misdemeanor arrests are cause for application denial.

Last Tuesday night, Summerhill Homes and land owner John DiManto got exactly what they wanted from Dublin City Council. The DiManto parcels extend from the land just north of Gleason Drive all the way down to I-580. Summerhill Homes is proposing to cram at least 400 residences on Parcel 2, Parcel 3, and Parcel 4.

Summerhill Homes requested approval from Dublin City Council to initiate a General Plan and Eastern Dublin Specific Plan Amendment Study on Parcel 2. Dublin City Council was also asked to direct staff to continue with the General Plan Amendment and Eastern Dublin Specific Plan Amendment Study for Parcel 3 and Parcel 4. After an extended discussion that lasted close to 2:00AM, Summerhill Homes and land owner John DiManto got everything they had asked for with three YES votes from Dublin City Council. Councilmember Abe Gupta cast the lone dissenting vote. Mayor Tim Sbranti recused himself from the vote, because he owns a condo in the nearby Villas at Dublin Ranch Villages.

“My NO vote on Tuesday was because the current proposal for Parcel 2, Parcel 3, and Parcel 4 remains a bad deal for the City of Dublin. If we continue to build homes on land previously zoned for retail, we would be severely limiting Dublin’s economic potential as a city,” said Councilmember Gupta. “In the last year, the developer has come to us three times, each time with slightly more retail. We have to continue the fight for a project that is balanced with sufficient space zoned for commercial and fits seamlessly with what we have already built in the area.”

The paltry retail component shown at the City Council meeting was compared to Fourth Street Berkeley by Summerhill Homes, but Fourth Street has an Apple Store along with many restaurants, cafes, and stores. The proposed development, argued the residents at the meeting, is too small to draw customers like Berkeley’s Fourth Street.

Dublin residents are tired of being “promenaded,” a term coined last Tuesday night at the Dublin City Council meeting and now with its own Urban Dictionary entry. In light of what has happened at the Promenade, Dublin residents are unwilling to trust the developers to build pedestrian-friendly projects balanced for retail and residential uses at their word. So far, more than 300 residents have signed a petition on Change.org, asking the Dublin City Council to vote in the City’s best interest.

“Dublin can be so much more than just another bedroom community. To be a great city, we need to have a diversified economic strategy that starts with building out the retail Dublin has promised its residents since the inception of the Eastern Dublin Specific Plan,” said Councilmember Gupta.

Summerhill Homes also has the blessings from Dublin Unified School District (DUSD) to move forward with the construction of 400 more homes on the Dimanto parcels. “There will not be any adverse impact to the district from the potential General Plan Amendments that Summerhill Homes is proposing,” wrote Dublin School Superintendent Dr. Stephen Hanke in support of the project. “In fact, the proposed adjustments may result in a slight reduction in numbers [at Kolb Elementary School].”

Mayor Tim Sbranti, who is currently running for the 16th Assembly District State Assembly seat, is pleased with Summerhill Homes’ new proposal. In a call to a nearby resident, Mayor Sbranti said the plans are headed in the right direction. He explained that the City Council cannot oppose Summerhill’s plans without many residents asking for specific modifications.

Mayor Sbranti is advising residents make constructive suggestions to the newest proposal, in light of the veiled threats made by Summerhill Homes on the project’s website. Calls to reject the new proposal could easily cause Summerhill Homes to revert to its original proposal, which has higher density and less neighborhood commercial.

“Summerhill is the final item on the agenda, and given how many other items we will be discussing (including the budget), I don’t think people need to worry about getting there before 7:00PM (at the earliest),” said Mayor Sbranti. The public meeting tonight will begin promptly at 5:30PM. For residents who remain unconvinced that more homes will bring relief to the student overcrowding at Kolb Elementary School, they would be wise to remember this is what happens when they let Dublin Developers decide. Summerhill Homes believes it has a proposal for the long-vacant DiManto parcels in Dublin, CA. Two weeks ago, in preparation for the upcoming Dublin City Council meeting on Tuesday, May 20th, Summerhill Homes gave interested residents a preview of what it plans to unveil in the City Council Chambers two weeks ago. The public meeting next Tuesday will begin promptly at 5:30PM.

The DiManto parcels extend from the land just north of Gleason Drive all the way down to I-580. The town hall meeting from two weeks ago covered what Summerhill Homes plans to build on the land just north of Gleason Drive (parcel 4) down to Central Parkway (parcel 3).

Summerhill Homes has made little change to its plans for parcel 3 and parcel 4. It still wants to squeeze over 160 two-story single family homes on those parcels. The community open space is now split into two locations – one at corner of Aviano Way and Brannigan Street and the other at the corner of Central Parkway and Tassajara Road. Summerhill Homes did add a parking lot with roughly 20 spaces within parcel 3 on the side of Brannigan Street, but it will not be sufficient to absorb the parking overflow from the nearby Dublin Ranch Villages and Sorrento West.

At the public meeting next Tuesday, Summerhill Homes will also be unveiling its plans for the swath of land between Central Parkway and Dublin Boulevard (parcel 2). Automobile traffic on Finnian Way will not be able to go through parcel 2. The zoning for parcel 2 will be medium high density residential along with general commercial. A portion of the medium high density residential may be set aside for the city’s generous affordable housing program. Residents in Sorrento West will get a preview of Summerhill’s plans for parcel 2 later tonight at 7:00PM in the grand room at its clubhouse.

Summerhill Homes plans to put the commercial portion of parcel 2 on the side of Tassajara Road. The entrance to the proposed plaza will be directly across from the entrance to the Shops at Waterford. According to residents who attended the town hall meeting two weeks ago, Summerhill Homes is in talks with Regency Centers to develop the commercial portion of parcel 2. Regency Centers is currently building the new Whole Foods Market plaza at the corner of Dublin Boulevard and Hacienda Drive. Summerhill Homes intends to build a mixture of 240 single family homes and town homes on parcel 2.

If approved, Summerhill Homes’ new proposal will add at least 400 residences on the DiManto parcels. Summerhill Homes has not indicated how it plans to mitigate the impact these new homes will have on the schools in the area. Kolb Elementary School’s enrollment has already exceeded 1,000 students.
