It also speculates the young Spaniard may benefit from Repsol.

Multiple sources say Bourdais was told after qualifying 20th Saturday at the Nurburgring his services would no longer be needed after Sunday’s race.

That may have been the explanation for the Frenchman’s hugging of teammembers following his departure from the race after a hydraulics failure.

According to ITV-F1, however, Bourdais told French broadcaster TF1 he has a contract in place and will be in Hungary.

The team Web site, as of this posting, is still touting the four time Champ Car champion as one of its drivers.

Sources say due to the lack of testing, STR want to get the young Spaniard time behind the wheel of an F1 car in preparation for a full season in 2010.

Alguersuari, British F3 champion, would be the youngest F1 driver in history at 19 years and 125 days. He replaced Brendon Hartley as third driver for RBR/STR at the beginning of the month.

Willis leaves Red Bull

Red Bull Technical Director Geoff Willis has left the team after his position was eliminated.

Willis, who made a name for himself at BAR before being let go by Honda, was reunited with Adrian Newey at Red Bull, whom he had worked with in the 90s.

According to sources, Willis is often credited as the man who makes Newey’s designs work reliably on the track. Interesting timing, considering Red Bull’s sudden surge as a title contender.

A young driver backed by Repsol, a high level position being made redundant? Pure conjecture here, but the underlying thread in both of these RBR/STR moves could be money.

---

SpeedRead's on Facebook - Become a fan!

Webber takes first win

Nothing was going to keep Mark Webber from getting his first F1 win this afternoon. Not a drive through penalty, not the famous Nurburgring weather, nothing.

When all was said and done, the Aussie headed a Red Bull 1-2 in the German Grand Prix and closed the gap on Jenson Button and Brawn GP, as the Red Bull boys continue to turn what just a few weeks ago looked like a cakewalk for Button into a pretty entertaining race for the title.

A harrowing first corner saw Webber cut across on Rubens Barrichello, a move deemed dangerous by the stewards who awarded the drive through. It seemed Webber’s best chance at a victory was lost, but he quickly made the ground back up, a testament to how superior the Red Bull was to the Brawn on this track.

Meanwhile, Heikki Kovalainen’s good start led to a “Trulli train” behind the Finn that held up points leader Button, Felipe Massa and Sebastian Vettel, quickly making it into a two horse race.

Button clashed with Lewis Hamilton’s KERS aided McLaren at the start, but a bold move from the champion saw him go off. A cut tire forced Hamilton to pit, and he finished the race the only lapped runner of the day.

A refueling rig problem put an end to Barrichello’s challenge, and the Brawn three-stop strategy did the rest, handing Vettel the second spot. Massa finished third to give Ferrari a podium. Nico Rosberg took a deserved fourth in the Williams.

The best the Brawns could do was fifth and sixth, Button getting his teammate in their final stops.

Fernando Alonso and Kovalainen rounded out the top 10.

Heartbreak of the day goes to Adrian Sutil, who once again saw a chance at points taken away when Kimi Raikkonen took off his front wing. The Force India was emerging from the pits after his first stop. The German, a victim of Raikkonen last year in Monaco when looking at a points finish, wound up 15th.

Sebastien Bourdais, in perhaps his final race for Toro Rosso, and Raikkonen were the only retirements.

As we head to Hungary, Red Bull creeps ever closer to Brawn at the top of the constructor’s race. Meanwhile, both Red Bull drivers move ahead of Barrichello -- Vettel into second and Webber into third -- in the driver’s championship, where Button still holds a 20-point edge at the top of the table.

You have to go all the way back to 1981 to find the last time an Australian won a grand prix. Considering where Mark Webber was at last winter, recovering from a broken leg and dislocated shoulder, that can only make his win maiden win all the sweeter.

German Grand Prix (60 laps)

Mark Webber, Red Bull-Renault

Sebastian Vettel, Red Bull-Renault

Felipe Massa, Ferrari

Nico Rosberg, Williams-Toyota

Jenson Button, Brawn-Mercedes

Rubens Barrichello, Brawn-Mercedes

Fernando Alonso, Renault

Heikki Kovalainen, McLaren-Mercedes

Timo Glock, Toyota

Nick Heidfeld, BMW Sauber

Giancarlo Fisichella, Force India-Mercedes

Kazuki Nakajima, Williams-Toyota

Nelson Piquet, Renault

Robert Kubica, BMW Sauber

Adrian Sutil, Force India-Mercedes

Sebastien Buemi, Toro Rosso-Ferrari

Jarno Trulli, Toyota

Lewis Hamilton, McLaren-Mercedes +1 lap

Kimi Raikkonen, Ferrari, 34

Sebastien Bourdais, Toro Rosso-Ferrari, 18, Hydraulics

Missed it? The German Grand Prix as it happened...

German Grand Prix - Nelson Piquet rounded out the top 10 in his Renault, out qualifying teammate Fernando Alonso.

Things look glum here for Toyota, BMW Sauber and Williams, all buried deep on the grid, while Sebastien Bourdais, rumored to be on thin ice at STR, did nothing to improve his job prospects by qualifying last. Bourdais will move up to 19th, however, after Timo Glock was penalized for the 'potentially dangerous' blocking of Alonso in Q1.

Once again, weather was a factor, rain hitting at the start of Q2, and cool and wet looks likely to continue to be the story tomorrow as Webber looks for another career first.

Provisional grid and pre-race weights

Mark Webber, Red Bull, 661kg

Rubens Barrichello, Brawn GP, 647

Jenson Button, Brawn GP, 644

Sebastian Vettel, Red Bull, 661

Lewis Hamilton, McLaren, 654.5

Heikki Kovalainen, McLaren, 664.0

Adrian Sutil, Force India, 678.5

Felipe Massa, Ferrari, 673.5

Kimi Raikkonen, Ferrari, 674

Nelson Piquet, Renault, 676

Nick Heidfeld, BMW Sauber,

Fernando Alonso, Renault, 668.2

Kazuki Nakajima, Williams, 683.6

Jarno Trulli, Toyota, 683.7

Nico Rosberg, Williams, 689.6

Robert Kubica, BMW Sauber, 673.5

Sebastien Buemi, Toro Rosso, 674.5

Giancarlo Fisichella, Force India, 662.5

Sebastien Bourdais, Toro Rosso, 689.5

Timo Glock, Toyota, 662.3*

*penalty

---

Missed it? Curtis Brighton and Jeffrey G. Belskus take over, George remains on the board.

A statement from Mari Hulman George, IMS chairman of the board, said George was asked to restructure the management staff and “now would be the time for him to concentrate on his team ownership of Vision Racing with his family and other personal business interests he and his family share.”

George had been rumored to be on his way out in the spring, but had emerged with his position intact.

In his role, he was chief negotiator with Bernie Ecclestone for the United States Grand Prix, which dropped off the calendar after the 2007 edition when the two sides failed to reach an agreement on a contract extension.

The IRL support staff remains untouched, with Terry Angstadt president of the commercial division and Brian Barnhart president of the competition division. The following decisions were taken:

FORMULA ONE WORLD CHAMPIONSHIP

All currently competing teams have committed to the FIA Formula One World Championship.

There will be no alternative series or championship and the rules for 2010 onwards will be the 2009 regulations as well as further regulations agreed prior to 29 April 2009.

As part of this agreement, the teams will, within two years, reduce the costs of competing in the championship to the level of the early 1990s. The manufacturer teams have agreed to assist the new entries for 2010 by providing technical assistance.

The manufacturer teams have further agreed to the permanent and continuing role of the FIA as the sport’s governing body. They have also committed to the commercial arrangements for the FIA Formula One World Championship until 2012 and have agreed to renegotiate and extend this contract before the end of that period.

All teams will adhere to an upgraded version of the governance provisions of the 1998 Concorde Agreement.

The following teams have been accepted for the 2010 FIA Formula One World Championship.

TEAM , CONSTRUCTOR
SCUDERIA FERRARI MARLBORO, FERRARI
VODAFONE McLAREN MERCEDES, McLAREN MERCEDES
BMW SAUBER F1 TEAM, BMW SAUBER
RENAULT F1 TEAM, RENAULT
PANASONIC TOYOTA RACING, TOYOTA
SCUDERIA TORO ROSSO, STR TBA
RED BULL RACING, RED BULL RACING TBA
AT&T WILLIAMS, WILLIAMS TOYOTA
FORCE INDIA F1 TEAM, FORCE INDIA MERCEDES
BRAWN GP FORMULA ONE TEAM, BRAWN TBA
CAMPOS GRAND PRIX, CAMPOS COSWORTH
MANOR GRAND PRIX, MANOR COSWORTH
TEAM US F1, TEAM US F1 COSWORTH

In view of this new agreement and with the prospect of a stable future for Formula One, FIA President Max Mosley has confirmed his decision not to stand for re-election in October this year.

So, it seems that's it. A painful split is avoided, and Max is out. For now, we can move forward with a good idea this year's champion will get to defend his title, and F1 as we know it continues.

---

SpeedRead's on Facebook - Become a fan!

Mosley ain't going anywhere

If Max Mosley wasn’t going to leave office over last year’s colorful scandal, no one should have believed he would voluntarily stand down and retire at the end of this term. After all, it is only what he said he was going to do.

In news that certainly won’t come as a shock to anyone, Mosley has been making noise about standing for re-election.

Mosley says it is for the FIA to decide who its leader shall be, and he will not be removed. Insiders have been saying Mosley’s removal is one of FOTA’s goals, and that is certainly the way the FIA chief sees it, and that's why he may need to stick around.

The BBC quotes from a letter Mosley sent to FIA members:

“Over recent weeks it has become increasingly clear that one of the objectives of the dissident teams is that I should resign as president of the FIA.

“Last year you offered me your confidence and, as I wrote to you on 16 May 2008, it was my intention not to seek re-election in October this year.

“However, in light of the attack on the mandate you have entrusted to me, I must now reflect on whether my original decision not to stand for re-election was indeed the right one.

“It is for the FIA membership, and the FIA membership alone, to decide on its democratically elected leadership, not the motor industry and still less the individuals the industry employs to run its Formula 1 teams.”

Meanwhile, FOTA moves forward in setting up its new series, while some members continue to talk about finding a compromise.

The World Motor Sport Council meets Wednesday, and there is some interesting analysis available ahead of the meeting.

The BBC’s F1 Mole blog takes a look at how things got to this point. Of interest:

“The Mole's sources say that on Wednesday last week, the teams' umbrella group Fota had agreed a compromise with FIA president Max Mosley that would have seen everyone sign up for F1 in 2010.

It appears, though, that when Mosley sent through the documentation the following morning, he had changed the date until which the teams had to commit to F1 from 2012 to 2014.

For Fota, it seems this was the final straw - one more piece of evidence of what they see as Mosley's autocratic and arbitrary decision-making.”

While James Allen goes into what we can expect from tomorrow’s WMSC meeting.

And Joe Saward waxes philosophical.

---

Hey, Ferrari would like to know if you are with them. Teammate Mark Webber dispatched Barrichello in the first round of pit stops, and barring mechanical difficulties Red Bull looked sure to deliver on the promise it had shown all weekend.

Barrichello took third in the lead Brawn. Championship leader Jenson Button provided some of the best action in the closing stages of the race. The Briton, after suffering a start that saw him drop back to ninth, battled back to put pressure on Nico Rosberg for fifth. For a few moments, even fourth place Felipe Massa looked to be vulnerable.

In the end, Button would settle for sixth, his starting position, and valuable points. Massa and Rosberg finished fourth and fifth, respectively.

Last year's winner, Lewis Hamilton, had a race to forget, one lap down in 16th, but that didn’t stop him from thrilling the fans with some donuts after the race.

Only two retirements, both as a result of the same incident, when Sebastien Bourdais made contact with Heikki Kovalainen in an attempt to overtake at Abbey.

So, on to Germany. A difficult weekend for Button, but he only lost three points to teammate Barrichello, second in the championship. Silverstone suited the Red Bull, but the real question is whether the team have taken a real step forward. Vettel’s Red Bull teammate Mark Webber starts third.

The best championship leader Jenson Button would manage was sixth, behind the Toyota of Jarno Trulli and Kazuki Nakajima, who put in a last minute stunner to take fifth.

The big losers for the day were Adrian Sutil and Lewis Hamilton. Sutil, who nailed third in Friday’s second session, lost it at Abbey in Q1, resulting in a red flag that ruined Hamilton’s flyer and left him on the outside looking in at the end of the first session.

So, once again, Vettel is in prime position. But he will want to avoid a mistake, because he has two hungry vets on his tail, both looking to take that first big win of the season.

Meanwhile the odds look long for the championship leader. It all adds up to a memorable send off for one of F1’s storied tracks, if this is indeed the end of the road. Bernie told the BBC if Donington’s not ready, “Silverstone will ‘for sure’ host the British Grand Prix next year.”

The grid and pre-race weights

Sebastian Vettel, Red Bull, 666.5 kg

Rubens Barrichello, Brawn GP, 657.5

Mark Webber, Red Bull, 659.5

Jarno Trulli, Toyota, 658

Kazuki Nakajima, Williams, 652.5

Jenson Button, Brawn GP, 657.5

Nico Rosberg, Williams, 661.5

Timo Glock, Toyota, 660

Kimi Raikkonen, Ferrari, 654

Fernando Alonso, Renault, 654

Felipe Massa, Ferrari, 675

Robert Kubica, BMW Sauber, 689.5

Heikki Kovalainen, McLaren, 695.5

Nelson Piquet, Renault, 682.5

Nick Heidfeld, BMW Sauber, 665.5

Giancarlo Fisichella, Force India, 668

Sebastien Bourdais, Toro Rosso, 687.5

Adrian Sutil, Force India, 692

Lewis Hamilton, McLaren, 666

Sebastien Buemi, Toro Rosso, 672.5

FIA post-qualifying press conference - Since the formation of FOTA last September the teams have worked together and sought to engage the FIA and commercial rights holder, to develop and improve the sport.

Unprecedented worldwide financial turmoil has inevitably placed great challenges before the F1 community. FOTA is proud that it has achieved the most substantial measures to reduce costs in the history of our sport.

In particular the manufacturer teams have provided assistance to the independent teams, a number of which would probably not be in the sport today without the FOTA initiatives. The FOTA teams have further agreed upon a substantial voluntary cost reduction that provides a sustainable model for the future.

Following these efforts all the teams have confirmed to the FIA and the commercial rights holder that they are willing to commit until the end of 2012.

The FIA and the commercial rights holder have campaigned to divide FOTA.

The wishes of the majority of the teams are ignored. Furthermore, tens of millions of dollars have been withheld from many teams by the commercial rights holder, going back as far as 2006. Despite this and the uncompromising environment, FOTA has genuinely sought compromise.

It has become clear however, that the teams cannot continue to compromise on the fundamental values of the sport and have declined to alter their original conditional entries to the 2010 World Championship.

These teams therefore have no alternative other than to commence the preparation for a new Championship which reflects the values of its participants and partners. This series will have transparent governance, one set of regulations, encourage more entrants and listen to the wishes of the fans, including offering lower prices for spectators worldwide, partners and other important stakeholders.

The major drivers, stars, brands, sponsors, promoters and companies historically associated with the highest level of motorsport will all feature in this new series.

Note to Eds: Statement issued by FOTA on behalf of BMW-Sauber, BrawnGP, Scuderia Ferrari, McLaren-Mercedes, Red Bull Racing, Renault, Scuderia Toro Rosso, Toyota.

The FIA has since responded:

Press Release
2010 FIA Formula One World Championship
19/06/2009

The FIA has noted the latest press statement from FOTA.

The FIA is disappointed but not surprised by FOTA’s inability to reach a compromise in the best interests of the sport. It is clear that elements within FOTA have sought this outcome throughout the prolonged period of negotiation and have not engaged in the discussions in good faith.

The FIA cannot permit a financial arms race in the Championship nor can the FIA allow FOTA to dictate the rules of Formula One.

The deadline for unconditional entries to the 2010 FIA Formula World Championship will expire this evening.

The 2010 FIA Formula One World Championship entry list will be announced tomorrow.

UPDATE -- This was somewhat inevitable:

Press Release
The FIA and FOTA
19/06/2009

The FIA’s lawyers have now examined the FOTA threat to begin a breakaway series. The actions of FOTA as a whole, and Ferrari in particular, amount to serious violations of law including wilful interference with contractual relations, direct breaches of Ferrari's legal obligations and a grave violation of competition law. The FIA will be issuing legal proceedings without delay.

Preparations for the 2010 FIA Formula One World Championship continue but publication of the final 2010 entry list will be put on hold while the FIA asserts its legal rights.

---

SpeedRead's on Facebook - Become a fan!

A virtual lap of Silverstone

<div style="text-align: center; FOTA sends a letter

Lola has pulled the plug on its planned return to Formula 1.

Passed over in the initial entry list last Friday, the team was thought to be a wild card to replace an existing entry if no solution could be reached with the FOTA squads.

Lola's omission was a bit of a surprise, given the organization seemed pretty far along in its development and was likely well funded.

Does Lola's decision mean, as some are speculating, Lola knows something about the negotiations we don't? Five teams on the list have asterisks based on their conditional entries, and have until the 19th to drop those conditions. In fact, it is all a bit confusing, as the FIA has some FOTA squads listed as unconditional entries, specifically, the two Red Bull teams and Ferrari.

FOTA released a statement to set the record straight, and Ferrari released its own statement saying it had not changed its stance. Ditto Red Bull.

Perhaps just one more play in the gamesmanship between Max Mosley and the teams? Destabilize the remaining eight FOTA squads and ignore Ferrari's position in one fell swoop?

Joining the grid are three new outfits: Team US F1, Campos and Manor. All three plan to use Cosworth power, marking the organizations return to the top level of motorsport.

Obviously, US F1's inclusion is interesting news for stateside F1 fans. Campos was somewhat expected. The big surprise was Manor.
