भारतीय रुपए में व्यापार करने के लाभ

कम होगा भारतीय व्यापार में जोखिम

रुपए में लेन-देन से भारतीय व्यापार के लिए जोखिम कम होगा। कच्चे तेल सहित आयात किए जाने वाले ज्यादातर सामान का भुगतान रुपए के माध्यम से किया जाएगा, जिससे प्रति वर्ष अरबों डॉलर की बचत होगी।

मुद्रा की अस्थिरता से सुरक्षा मिलेगी जिससे कारोबार की लागत में कमी आएगी और व्यापार का बेहतर तरीके से विकास सम्भव हो सकेगा।

इससे भारतीय व्यापार में वैश्विक स्तर पर सुधार हो सकता है। डॉलर सहित विदेशी मुद्रा भण्डार कम रखने की जरूरत होगी। विदेशी मुद्रा विशेषकर डॉलर पर निर्भरता घटने से भारत पर बाहरी प्रभावों का कम असर होगा।

कम होगी डॉलर पर निर्भरता

रुपए में कारोबार होने से अमेरिकी डॉलर पर निर्भरता कम होगी। वर्तमान में भारत डॉलर की जरूरत को पूरा करने के लिए अन्तर्राष्ट्रीय बाजार में रुपए बेचता है। इसमें समय भी लगता है।

विगत कुछ महीनों में डॉलर की मजबूती होने से विश्व के कई देशों में आयात महँगा हो गया। ऐसी स्थिति में भारतीय रुपया डॉलर के विकल्प के रूप में महत्वपूर्ण भूमिका निभा सकता है।

कन्वर्जन फीस बचाने में मिलेगी मदद रुपए में व्यापार बढ़ने के साथ ही RBI को भारतीय मुद्रा के लिए खरीददार तलाशने की जरूरत नहीं होगी। इससे भारतीय रुपए की माँग में वृद्धि होगी।

इण्टरनेशनल बैंकों को कन्वर्जन फीस नहीं भेजने से जो राशि जमा होगी, वह देश के अन्दर अन्य कार्यों में काम आ जाएगी।

भारत का रुपी (Rupee) ट्रेड सेटलमेण्ट सिस्टम अन्तर्राष्ट्रीय लेन-देन के लिए डॉलर और दूसरी बड़ी मुद्राओं की जगह रुपए का इस्तेमाल करने का एक तरीका है। वस्तुओं और सेवाओं के आयात-निर्यात के लिए देशों को विदेशी मुद्रा में भुगतान करना पड़ता है। अमेरिकी डॉलर विश्व में हर जगह मान्यता प्राप्त मुद्रा है, इसलिए ज्यादातर लेन-देन डॉलर में ही किए जाते हैं।

डॉलर की कमी से रुपए को फायदा

भारत के साथ रुपए में व्यापार करने में दिलचस्पी दिखाने वाले ज्यादातर देश विदेशी मुद्रा भण्डार में डॉलर की कमी का सामना कर रहे हैं। ऐसी स्थिति में भारतीय रुपए को विकल्प के रूप में बढ़ावा दिया जा सकता है। मॉरीशस और श्रीलंका के लिए विशेष वोस्ट्रो खातों को RBI ने मंजूरी प्रदान की है। इसके साथ ही ताजिकिस्तान, क्यूबा, लक्जमबर्ग, सूडान, बांग्लादेश, नेपाल, म्यांमार आदि देशों ने रुपए में ट्रेड सेटलमेण्ट करने के लिए अपनी मंजूरी प्रदान कर दी है।

रुपए के मूल्य ह्रास को नियन्त्रित करना भारत मूलतः एक आयातक देश है तथा भारतीय रुपए का मूल्य भी घट रहा है। ऐसी स्थिति में अन्तर्राष्ट्रीय व्यापार हेतु लेन-देन के लिए रुपए का उपयोग करने से भारत से बाहर जाने वाले डॉलर के प्रवाह को रोकने में मदद मिलेगी।

इससे मुद्रा के मूल्य ह्रास को कम किया जा सकेगा हालाँकि यह बहुत सीमित सीमा तक सम्भव हो सकेगा। इसके अलावा भारत के विदेशी मुद्रा भण्डार पर दबाव कम होगा।

वस्तुओं व सेवाओं का बेहतर मूल्य निर्धारण भारतीय रुपए में व्यापार करने से बिलिंग क्षमता के साथ भारतीय व्यापारी अपनी वस्तुओं एवं सेवाओं के लिए बेहतर मूल्य प्राप्त कर सकते हैं।

इसके अलावा इस तन्त्र से मुद्रा रूपान्तरण प्रसार को कम करके व्यापार में दोनों पक्षों को बेहतर लाभ हो सकता है। इस प्रकार यह एक लाभकारी पहल है।

रुपए की वैश्विक स्वीकृति

रुपए में बढ़ती स्वीकार्यता, अन्तर्राष्ट्रीय व्यापार निपटान धीरे-धीरे वैश्विक स्तर पर रुपए में वृद्धि करेगा। इससे अन्ततः एशियाई बुनियादी ढाँचा निवेश बैंक जैसे फण्ड बैंकों से लिए गए ऋणों को चुकाने की क्षमता में वृद्धि कर सकेगा।

17 बैंक ब्रॉन्च में खुले वोस्ट्रो खाते

रुपए में व्यापार को आसान बनाने के लिए 17 भारतीय बैंक शाखाओं में रुपए में विदेशी व्यापार की सुविधा के लिए विदेशों में भागीदार व्यापारिक बैंकों के साथ विशेष वोस्ट्रो खाते खोले गए हैं।

भारतीय बैंकों में प्रमुख 12 बैंक क्रमश: भारतीय

स्टेट बैंक, केनरा बैंक, यूनियन बैंक ऑफ इण्डिया, यूको बैंक, HDFC बैंक, इण्डसइण्ड बैंक, यस बैंक और IDBI बैंक आदि शामिल हैं।

इसके बाद अगर कोई भारतीय खरीददार किसी विदेशी व्यापारी के साथ रुपए में लेन-देन करना चाहता है, तो सारी राशि वोस्ट्रो खाते में जमा की जाएगी। जब भारतीय निर्यातक को सप्लाई किए गए सामान के लिए भुगतान करने की जरूरत होगी तोवोस्ट्रो खाते से कटौती की जाएगी और राशि निर्यातक के खाते में जमा की जाएगी।

क्या है वोस्ट्रो खाता?

वोस्ट्रो खाता (Vostro account) एक ऐसा खाता है, जिसमें घरेलू बैंक विदेशी बैंकों के लिए घरेलू मुद्रा रखते हैं। इसमें भारतीय रुपए को देखा जा सकता है। घरेलू बैंक इसका उपयोग अपने उन ग्राहकों को अन्तर्राष्ट्रीय बैंकिंग सेवाएँ प्रदान करने हेतु करते हैं जिनको वैश्विक बैंकिंग की जरूरत होती है।

यह वोस्ट्रो खाता रखने वाला विदेशी बैंक के धन के संरक्षक के रूप में कार्य करता है और मुद्रा रूपान्तरण, भुगतान प्रसंस्करण एवं खाता मिलान जैसी विभिन्न सेवाएँ प्रदान करता है।

कैसे खुलता है वोस्ट्रो खाता?

विदेश का कोई बैंक स्पेशल वोस्ट्रो खाता खोलने के लिए भारत में AD बैंक से सम्पर्क कर सकता है। भारतीय AD बैंक, RBI से इसके लिए मंजूरी प्राप्त करता है। RBI से मंजूरी मिलने के बाद भारतीय AD बैंक में विशेष रुपया वोस्ट्रो खाता शुरू कर दिया जाता है।

दोनो पक्षों के बीच रुपए में व्यापार शुरू होने के साथ ही करेन्सी का एक्सचेंज रेट, मार्केट रेट पर तय कर लिया जाता है। इसके बाद दोनों पक्ष आपसी सहमति से रुपए में कारोबार शुरू कर सकते हैं।

रुपए में व्यापार की चुनौतियाँ

भारतीय रुपए की अस्थिरता

भारतीय रुपया अस्थिर एवं विदेशी मुद्रा बाजार में उतार-चढ़ाव वाला माना जाता है। अतः इसे कुछ अन्तर्राष्ट्रीय व्यापारियों व देशों के लिए निपटान मुद्रा के रूप में कम प्रयोग किया जा सकता है या कम रुचि दिखा सकते हैं।

वित्त आयोग एक संवैधानिक संस्था है। भारतीय संविधान के अनुच्छेद 280 (1) में उल्लेख है कि संविधान के शुरू के दो वर्ष के अंदर और उसके हरेक पांच वर्ष की समाप्ति पर अथवा उससे पहले ऐसे समय पर जिसे राष्ट्रपति आवश्यक समझे एक आदेश द्वारा वित्त आयोग का गठन कर सकते हैं। इसके बाद संसद द्वारा 1951 में वित्त आयोग अधिनियम 1951 बनाया गया, जिसके अनुसार नियमित अंतराल पर वित्त आयोग गठित किए जाते हैं। बता दे कि वित्त आयोग को एक निश्चित कार्य सौंपा जाता है जब वह कर लेता है, तो उसे भंग कर दिया जाता है जिसे सामान्यतः उसे करने में दो से तीन वर्ष लगते हैं वित्त आयोग की सिफारिशें पांच वर्ष तक लागू रहती हैं।

वित्त आयोग में अध्यक्ष सहित कुल पांच सदस्य होते हैं। संसद ने वित्त आयोग अधिनियम 1951 द्वारा निर्धारित किया कि आयोग के अध्यक्ष पद पर वही व्यक्ति नियुक्त किया जाएगा जिसको सार्वजनिक कार्यों में अनुभव प्राप्त हो। वित्त आयोग के सदस्यों के लिए निम्नलिखित योग्यताएं निर्धारित की गई हैं–
● उच्च न्यायालय या सर्वोच्च न्यायालय के न्यायाधीश होने की योग्यता रखता हो।
● सरकारी वित्त एवं लेखों में विशेष ज्ञान प्राप्त व्यक्ति।
● वित्तीय मामलों तथा प्रशासन के क्षेत्र में अनुभवी व्यक्ति।
● अर्थशास्त्र में विशिष्ट योग्यता प्राप्त व्यक्ति।

वित्त आयोग केंद्र और राज्यों के मध्य करों के शुद्ध आगमों के वितरण, राज्यों के मध्य ऐसे तत्संबंधी भाग के आवंटन, भारत की संचित निधि में से राज्यों की सहायता अनुदान को निर्धारित / शासित करने वाले सिद्धांतों तथा देश के सुदृढ़ वित्त व्यवस्था के लिए राष्ट्रपति द्वारा आयोग को सौंपे गए किसी अन्य विषय के संदर्भ में अपनी अनुशंसा करता है। वित्त आयोग के पहले अध्यक्ष के.सी. नियोगी थे।

पंद्रहवें वित्त आयोग का गठन
प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने 22 नवंबर, 2017 को 15वें वित्त आयोग का गठन करने के लिए अपनी मंजूरी प्रदान कर दी थी जिसके बाद 27 नवंबर, 2017 को इसका गठन हुआ। 15वां वित्त आयोग 1 अप्रैल 2020 से लेकर 31 मार्च, 2025 तक की पांच वर्षो की अवधि के लिए सिफारिशों को कवर करेगा। योजना आयोग के पूर्व सदस्य और पूर्व सांसद एन.के. सिंह 15वें वित्त आयोग के अध्यक्ष बनें। आयोग के 4 सदस्य होंगे जिनका विवरण इस प्रकार है-

वित्त आयोग (Finance Commission) – भारत में संघ एवं राज्यों के वित्तीय संबंधों के सफल संचालन और सुदृढ़ीकरण के लिए सुझाव देने हेतु संविधान के अनुच्छेद 280 में वित्त आयोग के गठन का प्रावधान किया गया है। यह एक अर्द्ध न्यायायिक निकाय है। इसका गठन राष्ट्रपति द्वारा प्रत्येक पांच वर्ष में या आवश्यकातानुसार किया जाता है। जबकि राज्य वित्त आयोग का गठन भारतीय संविधान के अनुच्छेद 243 (1 ) की द्वारा किया जाता है।

वित्त आयोग का गठन
वित्त आयोग में एक अध्यक्ष और 4 अन्य सदस्य होते हैं, जिनकी नियुक्ति राष्ट्रपति द्वारा की जाती है। उनका कार्यकाल राष्टपति के आदेश के तहत तय होता है और वे पुनर्नियुक्ति के लिए अर्ह भी होते हैं। संविधान ने इन सदस्यों की योग्यता और चयन प्रक्रिया के निर्धारण का अधिकार संसद को प्रदान किया है। इसी अधिकार के अंतर्गत संसद ने यह निर्धारित किया है कि आयोग के अध्यक्ष को सार्वजनिक मामलों में अनुभव के आधार पर तथा चार अन्य सदस्यों को निम्नलिखित योयताओं के आधार पर नियुक्ति किया जाना चाहिए।

2. भारत की संचित निधि से राज्यों के राजस्व में सहायता अनुदान संविधान के अनुच्छेद 275 के तहत को अभिनिर्धारित करने वाले सिद्धांत।
3. राज्य वित्त आयोग द्वारा की गई सिफारिशों के आधार पर राज्य में नगरपालिकाओं और पंचायतों के संसाधनों की अनुपूर्ति हेतु राज्य की संचित निधि के संवर्धन के लिए आवश्यक उपाय।
4. राष्ट्रपति द्वारा सुदृढ़ वित्त के हित में निर्दिष्ट कोई अन्य विषय।

आयोग राष्ट्रपति को अपनी रिपोर्ट सौंपता है। राष्ट्रपति इस रिपोर्ट को इसकी सिफारिशों पर की गई कार्यवाही के व्याख्यात्मक विवरण के साथ, संसद के दोनों सदनों में प्रस्तुत करवाता है। वित्त आयोग की सिफारिशें सलाहकारी प्रकृति की होती हैं। अत: इनको मानने के लिए सरकार बाध्य नहीं होती है। यह केंद्र सरकार पर निर्भर करता है कि वह राज्यों को दी जाने वाली सहायता के संबंध में आयोग की सिफारिशों को लागू करे।

वर्ष 1951 से अब तक 15 वित्त आयोगों का स्थापना हो चुकी है। 15वां वित्त आयोग के अध्यक्ष के रुप मे एन.के. सिंह को चुना गया है। 15वां वित्त आयोग अपनी रिपोर्ट अक्टूबर 2019 तक सौपेगा।
