That is something that stuck in the teens minds.....one young girl who had been through more hell than what most adults experience in a lifetime made this remark.....

Shawn makes me feel like I am somebody...she talked to me like a friend is supposed to talk to you and she even told me I'm pretty even though I know I'm ugly. The individual listed below is wanted by the South Sioux City Nebraska Police Department who have issued a WARRANT for her arrest in her alleged role in the death of an 8 month old baby.

Madrigal was babysitting the baby. When the mother of the little boy returned from work to pick up her baby he acted strange and the mother took him to Mercy Medical Center in Sioux City Iowa who then life flighted him to Omaha Nebraska where he later died.

When the police went to the babysitters home to question her she had already vacated her home.

Your help is needed to assist in the location of this woman immediately.

This little 8 month old baby deserves Justice!

IN HONOR OF EVELYN - SMILEY

Evelyn would have been 4 years old on October 1st, 2009.....had she been allowed to live.....

We chose to honor Evelyn who was also known as "Smiley" by walking through the mobile home park where she lived and passing out safety kit bags.

These bags held some wireless window alarms, a panic alarm, an ink pen and notepad, a kid friendly safety pamphlet with not only our number clearly posted but also 911. There were also stuffed animals given to every child in the trailer park.

It may not sound like much but seeing the smiles on many of the childrens faces that received the stuffed animals and then the gratitude of the adults receiving the packets made this small gift an enormous experience for the DeTour Teens.

The teens learned a huge lesson as well that day....they learned that it doesn't take much to give out compassion and to be kind.

He showed millions of people how difficult it often is to keep a smile on your face and hope in your heart. Iowa Sex Offender Registry Makeover

Iowa Sex Offender Registry Gets A Makeover!
As of July 1st, 2009, the State of Iowa is giving their sex offender registry a makeover! Iowa seems to continously taking the lead to protect their citizens when it comes to sex offenders and the laws enacted to protect our most priceless citizens - the children......
In the past, one of the more difficult issues when it comes to the sex offender registry is when there is consensual sex between an 18 year old and his or her 15 or 16 year old partner. It has posed a much discussed topic when the 18 year is listed as a "sex offender" when in fact he doesnt really "qualify" as a predator type to be listed on the registry. This new law is called the "Romeo & Juliet" exception. Under this new law the "Romeo & Juliet" offenders will be placed under what is now called a "Tier 3 classification".
A Tier 3 classification is best explained as follows:

will not be bound by the 2000 foot rule
must avoid additional exclusionary zones that prevent loitering in areas where children are present.For example, arcades, libraries and public swimming pools etc. If a registered sex offender has a legitimate reason such as little league baseball games, family reunion etc, then they are allowed to go to parks where children are present. To go onto school grounds the offender must receive special permission from the school itself. Otherwise they must keep within 300 feet from these places. If a sex offender has been convicted of manslaughter, murder, burglaries, attempted burglaries and assaults with intent to commit sexual abuse they could be classified as a Tier 3 offender.
Conviction of criminal transmission of HIV qualfies an offender as a Tier 3
Offenders who previously qualify as a Tier 2 offender and re-offend and commit another Tier 2 crime are then qualified to be listed as a Tier 3 and would have to report in person to the sheriff every 3 months

A Tier 2 Classification is best explained as follows:

Lewd and lascivious acts with a child or an in-person attempt to lure a minor into sexual contact will qualify offender as a Tier 2 offender.
False imprisonment or the transport of a minor by a non-parent for sexual activity also qualifies the offender as Tier 2 offender.
People convicted of incest or child pornography will be qualified as a Tier 2 offender. Counselors, therapists or school employees who have sexual contact with children 13 and under would be placed in the Tier 2 offender listing as well.
Tier 2 offenders must check in with their county sheriffs office every six months.
A sex offender who has a Tier 1 conviction and re-offends would be placed automatically into Tier 2.

A Tier 1 Classification is best explained as follows:

Tier 1 Classification is for the least serious sex offenses. Examples of this would be allowing minors to view pornography, using a computer to lure or mislead a minor for sexual activities or conduct with a false identity - for instance - a MySpace account stating that the offender is a 15 year old boy seeking a girl for sexual activities would qualify for Tier 1 if convicted of such crime.
Sex offenders who are age 13 and under AND are convicted of 2nd or 3rd degree sexual assault will qualify for Tier 1 classification.
Some sexually-motivated forms of stalking or harassment could also qualify an offender for Tier 1.

With almost 5000 persons listed on the current Iowa registry - the state is reviewing each and every one of them to place them into the appropiate tiers.

An additional change is that a sex offender now has 5 days to report AND register in the county of jurisdiction if they are working in a county that is different from where they actually live. For instance - if a sex offender lives in XYZ County and they work in ABC County, they MUST register in both counties or they will be in violation of the sex offender registry law.

Under this new law, if a sex offender's victim was a minor the sex offender will not be allowed to work at places such as carnivals, schools, or arcades. In addition to that a sex offender will NOT be allowed to volunteer when the group or organization involves children. Children meaning under the age of 18 years of age.

The Watchful Eye Foundation highly commends the State of Iowa for stepping forward and taking on the very difficult task of "re-vamping" their sex offender registry. We strongly urge other states to follow this example in protecting our society from those that do not hesitate to harm our nations children.

Recently we were notified about a Nebraska sex offender who was convicted of sexual assault against a minor 3 times, and was on the Nebraska sex offender registry as a level 3 offender. A level 3 in the state of Nebraska is the "high alert" level - which means that chances are that he will re-offend.

This particular individual who is currently on the sex offender registry in the state of Nebraska - as a level 3 - has recently purchased the franchise of a toy store in the state of Iowa. He travels the 5 miles to leave the state of Nebraska and enter the state of Iowa to work at the Mall at his toy store which caters specifically to children - they build teddy bears.

This guy's website clearly states that they "cater to children" ......it seems as nothing is sacred - not even teddy bear workshop stores. It is understandable that sex offenders will stoop to just about any level to be able to reach out to children even after convicted of horrific and heinous crimes against children. What I do not understand is how a million dollar company would allow their good name to be tarnished with that of a sex offender by allowing them to purchase a franchise.

Law enforcement has been notified in both states as well as the sex offender registry offices. Supposedly, nothing can be done because the sex offender just owns it, they have not been able to prove that he is working there. Seems owning a toy store when you are a level 3 sex offender is okay - you just cant run the cash register.

Little Evelyn current update

It has 20 days since the little girl named Evelyn was brutally sexually abused and murdered. She was only 3 years old. Alot of feelings have occurred in many people, disgust, anger, sadness and most of all I think that it has brought out a fear and realization that no matter who you are, no matter where you live or where you are, your feeling of being safe especially in your own home, has changed.

Many people everywhere are writing in and stating that regardless of that fact that they live nowhere in the vicinity of the murder, that their safety issues are on high alert. One person wrote - " for as long as I can remember I have slept with my bedroom window slightly open for fresh air. Since the murder of little Evelyn I no longer do this. In addition to that I sleep with a baseball bat close to the bed, just in case."

This letter was written not by a child but by an adult. An adult who now realizes through the death of Evelyn that her safe sleeping habits have now been compromised by the monster that brutalized little Evelyn that night.
I think that it is time that we realize that we need to be pro-active in our lives.

People have asked me numerous times, "how are the parents of little Evelyn doing".....my answer is always the same....."they are surviving the best they can given what has happened. For the rest of their lives they will have a void that will never change. Their lives are forever different as they notice even the small things such as glancing back into the back seat of the car and no longer seeing 3 little children all buckled in - or packing away Evelyn's little Dora the Explorer plate that she ate on at every meal, or placing her little clothes carefully folded into a box as they just can't bear to part with them. No their lives will never ever be the same. There is nothing that anyone can ever do to lighten this load of sadness that has come to this family. As you walk into the livingroom of the new home that they now live in, there are no little girl toys such as baby dolls or little pink stuffed animals - there is however pictures of little Evelyn everywhere. It is hard to look at these pictures of this once happy, carefree little girl who imagined herself to be just like Dora the Explorer when she got older.....yes, it is hard to imagine the child that a few weeks was jumping and dancing to the music of Dora the Explorer has been viciously and cruelly removed from this earth by a monsters lust for little girls. My own personal hopes as I look at these pictures of Evelyn are that she is now bouncing off of the clouds and smiling more than ever for all eternity in the safe protection of angels.

Please protect your children. Regardless of who you think you know is safe - when it comes to your children you can never be 100% sure. Predators come in all shapes and sizes and are usually someone that is well liked by everyone - especially children. It is up to all of us to take on the role of being pro active and educate ourselves and others to prevent this.

Update on Murdered 3 year old Girl in Nebraska

This is a picture of Evelyn. A 3 year old little girl who on May 23rd, 2009 was brutally raped, sodomized and murdered in her own bed.

While Evelyn lay dreaming about princesses and fairy tales a monster broke through her bedroom window and bestowed upon her the most heinous and hideous crimes that there ever was.

Melisio de Jesus Camacho was transferred to Lincoln Nebraska due to the fact that there was concern for his safety in the Dakota County Jail. His preliminary trial is set for June 16th at 1pm in the Dakota County Nebraska Courtroom.

A memorial fund for Evelyn has been set up at the Dakota County State Bank. The family is not able to continue living in the mobile home where the crime occurred due to the overwhelmingly trauma.

3 Year Old Toddler Raped and Killed By Intruder

Between the hours of 1am and 3am Saturday May 23rd, 2009 a 3 year old child was killed in South Sioux City, Nebraska.
A 29 year old man named De Jesus Melisio-Camacho of Sioux City, Iowa crossed over into Nebraska and committed one of the most hideous and heinous crimes that a person could commit on a child.
While this innocent child lay sleeping in her bed this Camacho somehow gained access into the house through a window and raped and then sodomized this little girl, ultimately killing her.
Police were able to quickly make an arrest due to the little girls 5 year old brother who was in the same bedroom and who witnessed a large portion of the crime.
Camacho had been in the home before as a family friend or aquaintenance.
What sickens me the most about this is not only the crime committed but the pain that this child must have been forced to endure while possible still breathing.
Her mother who was sleeping in the bedroom next to the childs and did not hear anything, woke up around 5am and discovered the child.
In a panic the mother and father raced thier child to the hospital which was about 3 miles away instead of calling the police or an ambulance. The police were notified by the hospital and quickly resolved the case by immediately locating Camacho.

When we know more on the case it will be posted. Please upon completion of reading this post pause and say a prayer for one 3 year old girl who won't grow up to know about kindergarten or school friends and dances. Her life has been ended cruelly and abrubtly at the hands of a real living breathing monster.

SCENIC PARK TABLES GET MAKEOVER

SCENIC PARK IN SOUTH SIOUX CITY,NEBRASKA IS THE DESTINATION FOR THE WATCHFUL EYE FOUNDATION'S DeTour TEENS! For the next few weeks the teens in the DeTour Program will be "making over" the picnic tables at Scenic Park Campgrounds. The theme will be a variety of things such as Hello Kitty, Sponge Bob, Dora the Explorer, Little Mermaid and America-Remember our Soldiers. This is a speciality project that is sponsored by the City of South Sioux City Parks and Rec department providing the paint. Watchful Eye provides the labor of love for this great project. EXCEPTIONAL KIDS

West Middle School in Sioux City, Iowa
Recently I had the honor of being asked to be a guest on the West Middle School's news program called "WILDCAT NEWZ".
This entire program is a scaled down version of a real television newsroom, complete with reporters, broadcasters and anchor people. The difference is not in the quality of the work however, only the size and ages of the people running the show.
I was so impressed with the professionalism of these young middle school children that they left me almost speechless. Every single part of the aired broadcast is set up and arranged and run by these kids. Having been on many news programs, I was taken aback at how these young people have this project down to a work of art.
These kids write the news, direct the news and run all of the equipment. As the program begins there is a countdown - again by the student team. As in a real newsroom, there is the hurried last second running around before the 30 second count begins. The entire class huddles together as the two anchor people take their seats and then the show begins.
They start out the show with their introductions and then go through a researched "words of wisdom". Once this is completed they go on with the weather and any special events that may be coming up that day or week. The anchorperson then introduces the guest - this special day it was myself, and then I am seated at the news desk.
I applaud the extraordinary work that these kids as well as their teacher are doing! West Middle School in Sioux City Iowa you are an awesome example of what kids can do!!!

4th ANNUAL GANG AWARENESS FORUM

The Watchful Eye Foundation - WEF USA will be holding their 4th Annual Gang Awareness Forum on April 30th, 2009.

For the past four years these forums have been held in the evening hours to allow additional time for parents and others to attend. WEF USA will be holding another forum specifically geared towards parents later in the year.

April 30th's forum will have Alberto Gonzales from Omaha, Nebraska as the Keynote speaker. Alberto has been on the Ricki Lake Show as well as the Queen Latifa Show. Years ago Alberto ran with the worse of the worse......he knows first hand what gang life is all about and how damaging it can be to not only yourself but to your family and friends.

The Watchful Eye Foundation intregates educational information along with reality - meaning we believe it takes more than opening a book to learn how to deal with a situation. We believe that often times it is first hand knowledge and experience that allows us to be as successful as we are in what we do.

PROOF THAT AMBER ALERT WORKS

Anyone that may have doubt whether the AMBER ALERT
works or not, should have been in Yreka, California last night.
Francis Collins age 3, was kidnapped from the home of her mother and fathers friend while they were all sleeping at 4:30am March 2nd, 2009.
Francis's Mom and Dad woke up when they suddenly heard their baby girl scream. They were too late as they ran outside and saw their little girl sitting on the lap of her abductor. They were able to give a great description to the police and an AMBER ALERT went out immediately.
Last night on March 2nd, their little girl, Francis Collins was found near the Oregon border unharmed. Her abductor Kody Koplin was charged with her kidnapping.
Amber Alerts save lives! Please let the State of Florida know that yet one more life has been saved by an Amber Alert and that the state should NOT cancel out the Amber Alert program in Florida.

When I first discovered Salvia it was because some teenagers had told me that it was the "legal high" that was pretty popular. I started to investigate this and was really shocked at what I learned. My goal here is to not only inform you - our readers - but to ask you to help us in getting this banned not only in the United States but world wide.
Two hits of Salvia and your'e high!
It is my understanding that Salvia is possibly more dangerous than marijuana and just as potent as LSD which is a hallucinogenic and very, very dangerous as well as habit forming.
Though I have not discovered anywhere that Salvia is said to be addictive, I believe it won't be too long before there is a very serious problem with this.

For those of you who may not be familar with Salvia - you can smoke it, drink it, chew it, just about any form of digesting it will bring about the immediate hallucinogenic high.

BAN IT!
What is really amazing to me is that the issue of banning this is being tackled in the United States as state by state. For a country that is so focused on safety and protecting our children, I found it quite surprising that the Salvia was being allowed to be brought into the United States period.
Some questions that need to be raised for the United States are:

Why does it need to be banned state by state? Why can't we focus on banning it by the country?

Why do we need to wait for a disasterous event prior to banning this hallucinogenic from any single state - let alone country?

Here is a list of the countries and states that have banned Salvia.
Australia
As of June 1, 2002, Australia became the first country to ban Salvia and salvinorin. According to the Australian Drugs and Poisons Committee, salvia had not yet shown evidence of damage or threat to public health/safety but had potential to be abused. In a statement which has been criticized as self-negating the committee said, "there was no evidence of traditional therapeutic use other than in shamanistic healing rituals".
Croatia
Salvia divinorum was banned in Croatia in April 2008 by addition to the official list of illegal substances and plants.
Denmark
With effect from August 23, 2003, Salvia divinorum and salvinorin A were classed as 'category B' drugs in Danish law. Category B includes psilocybin mushrooms, cocaine, amphetamine, and several others substances that are only legal for medicinal and scientific purposes. Possession carries a penalty of up to 2 years in prison.
Finland
Finland passed legislation in August 2002 making it illegal to import Salvia divinorum without a prescription from a doctor.
Germany
Salvia divinorum was effectively banned in Germany in February 2008 by addition to the official list of illegal substances.
Sweden
Salvia divinorum and salvinorin A were added to Sweden's list of controlled substances with effect from April 1, 2006.
Spain
The sale of Salvia divinorum has been illegal since February 6, 2004. The law only prohibits commerce. It does not make possession or use a crime.
Italy
In August 2004, the Italian government decreed salvinorin A "a substance with hallucinogenic properties that may cause conditions of abuse and can manifest latent psychiatric pathologies like acute psychosis and depressive psychosis even in an irreversible way" and put it and the plant Salvia divinorum on their ‘table I’ of outlawed psychotropic substances in March 2005. The Italian government referred to an evaluation of Salvia made by the Italian National Health Institute, assessing it as "a powerful natural hallucinogen" to justify their decision. Cultivation of the plant or the possession of more than 0.5 mg of Salvinorin A carries a penalty from 6 to 20 years in prison.

Here is what the DEA has listed on their site:
The DEA website is reviewing Salvia divinorum and is evaluating the plant for possible scheduling. Daniel Siebert claims he was informed on July 20, 2007, that the DEA had initiated an Eight Factor Analysis of Salvia divinorum. The Controlled Substances Act requires that this analysis be performed before a substance can be scheduled as a controlled substance. The eight factors considered are:
Actual and potential for abuse
Pharmacology
Other current scientific knowledge
History and current pattern of abuse
Scope, duration, and significance of abuse
Public health risk
Psychic or physiological dependence liability
If an immediate precursor of a controlled substance
Based on the results of the analysis, the DEA may recommend that Salvia divinorum be scheduled as a controlled substance. This analysis will probably take several months to be completed.

In November of 2008 it was reported by Channel 4 news in Jacksonville Florida that the state of Florida is being asked to cut back 34 of their state funded programs due to budget cuts. Two of the programs are the AMBER ALERT and the SEX OFFENDER REGISTRY NOTIFICATION.
I would like to strongly urge all of our readers to contact the following State Representatives in Florida and urge them that corners need to be cut somewhere other than these two areas.
The Amber Alert system is a vital part when it comes to a missing child. The success from it has been enormous.
The Sex Offender Registry Notification also is a vital part in safety as well for our children.
I understand that jobs have been cut however, these two vital programs are like lifelines when it comes to our kids.

Raina Hulit's Killer agrees to plea agreement

Matthew Hettinger today accepted a plea agreement that would allow him to avoid a jury trial where he could have possibly been charged with a much harsher charges those being 1st degree murder.
Hettinger has pleaded guilty to attempted murder, voluntary manslaughter, and willful injury causing serious injury.
The attempted murder charge, a felony, carries a maximum sentence of 25 years. The manslaughter and willful injury charges are also felonies with a 10 year maximum each. Hettinger would be serving the terms consecutively, adding up to a possible 45 years in jail.

Robert Campbell Jr. charged with creating his own "peep" show!
In the summer of 2008, a female guest of the Quality Hotel in Sioux City, Iowa filed a complaint to the local police department that she had been violated. Not violated in the sense of raped or beaten but violated in a manner that is equivalent to the same horrible crimes as being raped or beaten.
Campbell told police that while he was a maintenance man at the above named hotel, Campbell took it upon himself to create mini "peep" holes so that he could view women in the bathrooms of the hotel. He would seek out his victims in various manners, such as while they were relaxing at the pool or in the lobby. When the female guest would go into their hotel room bathrooms which are supposed to be private, Campbell would sneak off down the maintenance tunnel and take a look.
We are not talking about one or two rooms - we are talking about over a hundred rooms that had these "peep" holes bored into the bathroom vent filters. According to Campbell he admitted to police that he had viewed well over 100 victims and had been peeping on guests for the last four years.
Campbell is accused of viewing, photographing, and filming another person for sexual gratification.
If found guilty I personally think he should be charged per person - meaning a count against each individual who he violated. After all, this type of crime will make the majority of us who stay at hotels very leery about normal everyday showering in hotel bathrooms.
How do we know if some of the children who stayed at the hotel were victims to this as well as the adult females? What - are we supposed to take his word for it? If found guilty I would like to see that he gets charged not for just the entire hideous crime in general but per victim. I would also like to see him placed on the sex offender registry as well.
The next time anyone stays in any hotel, I am sure that they will think twice about the vulnerability aspect due to persons such as the above alleged individual that choose this type of illicit and disgusting behavior. Mr. Robert Campbell Jr. of Sioux City, Iowa - YOU SHOULD BE ASHAMED OF YOURSELF!!!
