Quantum Weapons Part 1

The real scientific nomenclature for this weapon is Logitudinal EM Wave Interferometer. Because of it's uneloquent name, mainstream media has dubbed it a "scalar" weapon. The Scalar Interferometry weapon is designed to create electromagnetic fields at a distance. The research started in the 1930's by Nobel Prize winner Tesla. He announced the possibility of a weapon that could destroy hundreds of aircraft hundres of miles away. He came up with this idea half a century before its time. Thus, Tesla was regarded as a mad scientist. He died in 1943 without ever revealing the secret of these great weapons. But he was onto something; research that was not resumed until the late 20th century.

By using longitudinal waves, the energy is triggered to emerge from the local vacuum at the point of the target. Thus a modest triggering signal can cause a huge effect from a distance. This weapon would not have visible light, as most people imagin from movies such as Star Wars. Instead, it uses high-powered microwaves and other sorts of radiation. Though usually deadly to humans, the idea behind these weapons is not to kill, but rather to disrupt electronic systems of enemies. Think Matrix.

Britain, China, Russia and the United States head up the research in this feild, with the United States currently being slightly behind the race.

In a new document by scalar scientist Tom Bearden at his website Cheniere.org Bearden brings together a great many threads of information to peer into the future of terrorism, and he proclaims that the future of terrorism will be scalar electromagnetic in nature. The dangers presented by scalar electromagnetic weapons, now being developed by at least 10 nations INCLUDING THE USA and SEVERAL ROGUE GROUPS, trump the dangers of nuclear weapons by orders of magnitude, and yet these dangers continue to be IGNORED by THE US government and the press under a cloak of secrecy that is nearly absolute. The real dangers we face are swept under the rug.

For those who would like some background on Tom Bearden's information about scalar electromagnetic weapons I suggest my article "Scalar Wars" and Bearden's own website Cheniere.org . In particular, read through Tom's book Fer de Lance which explains the weapons known as longitudinal wave interferometers. This weapon was announced by Nikita Krushchev in 1960 who said "It is a fantastic weapon."

This new document released by Tom Bearden is called "Scalar Electromagnetic Weapons and their Terrorist Use: Immediate Strategic Aspects of the Asymmetric War on the U.S." I should probably give a warning here, the material covered in this document can be extremely frightening and scary. Bearden paints our beloved way of life as a very delicate house of cards where a tiny force applied to a particular card can bring the whole house tumbling down. The card which Bearden believes will be the one to cause the "house" of America to fall is our highly vulnerable centralized power grid. Taking down the power grid hubs with scalar interferometers is almost child's play. This is true assymetrical scalar terrorism, whereby a relatively small attack can have a huge disastrous effect. With no electrical power for even six months, something very doable, the entire economy of America would collapse.

When I first read about these weapons a few years ago it seemed inevitable that these devices would eventually fall into the hands of terrorists and other rogue groups, because once you have the know-how, they are neither difficult nor expensive to build. Now the inevitable seems to be happening, ROGUE GOVERNMENT GROUPS HAVE ACQUIRED these weapons, and the survival of the human race hangs in the balance.
Here are some of the main points Bearden makes:

The greatest danger are these "Tesla" weapons which have unprecedented and mind boggling powers and, as stated by Krushchev in 1960, "if used unrestainably could wipe out all life on earth." .

The chief strategy will be to destroy the highly centralized and vulnerable electric power grid by scalar electromagnetic means, with the goal being the collapse of the American economy. This attack will turn off the power for many months, if not a year or more.

Further chaos and destruction by using the weapons to trigger "natural" disasters. They are already targeting the Yellowstone caldera to cause a super eruption there which could destroy much of North America. They were involved in "steering" the recent series of hurricanes which hit florida. They have been engineering the weather over North America for decades now. They intend to use the devices to stimulate and trigger earthquakes and tsunamis as well.

An even more powerful device than the scalar interferometers, called the "Quantum Potential Weapon," is being used to weaken the immune systems of whole populations in preparation for bioattacks. This is a "force multiplier" strategy of asymetric warfare in which the effects of a bioattack can be multiplied 5 times or more!

Scalar weapons in "psychoenergetics" mode ("mind" mode) are being used polarize the mental divisions among Americans with a view toward increasing the likelihood of civil war and other social unrest.

I would advise everyone to read this entire document by Tom Bearden. This is the future of terrorism in our world, and the government is ignoring it entirely, if not lying about it, both for reasons of secrecy, and because of widespread ignorance of the threat. Compared to scalar weapons, the current "war on terrorism" is like chasing a bunch of kids with firecrackers while guys with really big guns are lurking in the background, ignored.

The scalar weapons, aimed through an electromagnetic web called the "Woodpecker grid," can dud (or render useless) any nuclear weapon and its missile from any remote location where the scalar device is located. There is no "delivery system" required. Point and shoot. The electronics in the weapons are fried.

"The conventional strategic military power (ICBMs, nuclear bombs and warheads, and nuclear subs etc.) will be suddenly dudded and effectively wiped out, to exist no more. All that giant strategic apparatus will be just so much trash on the garbage dump of history."

In ten minutes the entire weapons can be rendered useless! Not a bad starting strategy! To destroy a nation it is not necessary to pound it to death with millions of bombs, all you have to do is turn out the lights! Just throw the nation's electrical OFF switch.

Never in all of human history has any would-be conqueror dreamed of having such powers! These new found abilities are absolutely intoxicating. The immensly huge powers of nature itself are available for manipulation and deployment. The image of the insane mad scientist comes to mind, going over the edge to precipitate world wide destruction.

Bearden mentions, for example, the disruption of world wide oil shipping by creating tsunamis (giant waves) in the oceans.

"By deliberately kindling the supervolcano into such a violent eruption, most of North America would be devastated, and particularly most of the United States {}. The supervolcano could eject more ash, lava, rock, and debris than the entire Grand Canyon can hold. Additional side effects would include the instant destruction of most of the agricultural food crops in North America by covering the farmland with meters-thick ash. Any few survivors would be faced with the immediate problem of starvation and quickly-fatal lung disease. Food animals would also be killed in the same catastrophe. The reader should simply check what happened the last time that supervolcano erupted, about 640,000 years ago. It did devastate a great part of North America, including most of the higher life forms.

Weather manipulations are another aspect of the scalar terrorism which is facing us, and this has in fact been on-going for the past several decades.

Weather engineering
Steering the jet streams, thus "steering" or "guiding" weather entities. By warming the air in one region, the warm air expands so that it is thinner. Thus the interferometry makes a low pressure area in that region. By gradually moving the "warming region" (by moving the interference zone's location), the low pressure area is "steered" and its path is determined. By cooling the air in a region, a high pressure area is created, and it is steered in the same fashion. By making multiple highs and lows and adroitly positioning and steering them, the jet streams and other prevailing winds can be entrained, "captured" and steered. This alone allows substantial augmentation and steering of weather effects.

Triggering volcanos
By focusing the interference zone inside a volcano to its magma, and steadily depositing additional EM energy in the piezoelectric matter, a buildup of pressure in the volcano is induced. Eventually the volcano will erupt from the increased pressure. If the increase in pressure is applied slowly, the slow increase in pressure will be held longer by the static friction, so that a higher pressure is reached before the volcano erupts. This engenders a large and violent eruption, with consequently greater ejection and distant dispersion of ash, lava, and other debris.

Blasting away with explosions
All sorts of "patterns" of EM energy -- glowing spheres, hemispheres, etc. -- can be produced and these can be used against various targets, either for electrical and electronic destruction or for electromagnetic explosions of these balls of energy once they contact the intended target

Triggering earthquakes
By depositing the extra interferometry energy in a fault zone location, the increased piezoelectric activity will also result in increased stress in the rocks, thereby inducing an earthquake when the rocks finally slip. By adjusting the rate at which the excess energy is added, the size of the resulting earthquake can also be changed.

Direct Killing
By inducing repeatedly pulsed negative energy in an area containing living animals or humans, the animals or humans can be directly killed. Strong pulsing will result in rather instant death, where the bodies drop limply, with not even a nerve cell firing thereafter. Everything living cells, microbes, viruses, whatever in the struck bodies is killed instantly, and the bodies do not decay, even over a month or more. The Soviets tested such weaponry in this mode against two Afghan villages in their own war in Afghanistan, and it is probable that the Yakuza is now able to produce portable weapons with this capability.

Killing underground or underwater
Since the longitudinal EM waves used in the interferometry of a scalar interferometer easily penetrate Faraday shields, the ocean, the earth, etc., such weapons are very useful in attacking deep underground targets and facilities and destroying them or wreaking damage.

Triggering nuclear powerplant meltdown
The use of a more portable scalar interferometer to destroy the electronic controls of a normal or nuclear power plant from a distance is obvious. With nuclear power plants this poses the risk of a melt down. Electrical controls for pipe valves, etc. are also vulnerable; the storage of spent nuclear fuel rods is largely underwater in pools on normal power plant sites. If the water is drained from those pools, the rods will heat up and again a melt down condition or very hazardous venting of radioactivity can ensue

Wiping out electronics & power grids
Large electronic complexes such as switching and control systems, centralized control systems for power grids and substations, etc. are deadly vulnerable to scalar interferometry attack, by either long range or short range interferometers.

Targeting infrastructure
Chemical plants, refineries, fuel storage sites, tank farms, etc. are also deadly vulnerable to scalar interferometry, including portable attack.

Sinking tankers
Liquid natural gas ships, oil tankers, etc. are also highly vulnerable to scalar interferometry attack.

The Woodpecker transmitters can carry scalar components which, in addition to biological strikes, can be used for many other purposes such as to

1. influence and control the weather,
2. deviate the giant jetstreams of the upper atmosphere,
3. detect, track and destroy missiles shortly after launch,
4. detect, track and destroy strategic bombers and other aircraft,
5. attack land and ocean surface targets by large aerial electromagnetic explosions: the EM explosion produces the fireball, the thermal effects, and the blast wave of a nuclear explosion without the nuclear radiation and radioactive fallout contamination;
6. attack surface land and ocean targets by large "cold explosions", where living things freeze almost instantly, leaving the surface facilities and equipment intact,
7. attack land and ocean surface targets by severe internal electromagnetic disruption, so that all electronics are dudded,
8. attack personnel on land and sea by direct destruction of their nervous systems with an internally induced strong EMP,
9. disrupt the operation of distant facilities, equipment, and personnel or destroy food crops in large areas by severe cold or severe heating, or even startling oscillation between the two.
In addition, the scalar aspects of the Woodpecker transmitters can be beamed through the earth and ocean as surface waves or at a given depth to intersect at a distant region. This mode can be used to

12. set up an interference grid under the water, so that underwater submarines can be detected, tracked, and destroyed on station and with their missiles still unfired,
13. attack naval vessels and task forces through the water and through their hulls, without warning,
14. attack missile silos and nuclear storage sites "before launch", directly through the earth itself,
15. initiate the full nuclear explosion of implosion-type nuclear warheads on-board missiles on station,
16. initiate full nuclear explosion of implosion-type nuclear warheads in storage sites and ready reserve,
17. destroy seaborne and ocean-bottom-mounted mines and underwater sensors, even including entire "fields" of them,
18. detect and destroy hostile torpedoes, ship-to-underwater anti-submarine missiles, and dumped anti-submarine munitions and charges,
19. "pump" the electrical grounding of distant electrical power distribution and generation systems so that the system catastrophically fails,

Abstract
For some time we have been repeatedly queried about the technical mechanisms and unusual electrodynamics of advanced mind control research, both in the West and abroad. Calling full attention to the special note above, in this paper we present a high-level overview of the novel electromagnetic nature of mind operations, mind and body coupling, and intent―the induction of physical 3-space EM energy changes into the brain and nervous system, and into every cell of the body, from the mind's time-like coherent operations. We summarize the time-polarized electrodynamics used to engineer and affect mind operations and the mind-body coupling loop. Transduction mechanisms whereby differing EM wave polarizations can be transformed one-into-the-other are presented. We give two specific examples of lethal foreign military tests in 1997 of advanced mind control weapons against two military pilots over the central U.S. Some dangers and potential benefits of the emerging mind control technology are pointed out.

In Fresno, Calif., the morgue is full of victims from a California heat wave. A combination of heat and power outages killed a dozen people in Missouri. And in parts of Europe, temperatures are hotter than in 2003 when a heat wave killed 35,000.

Get used to it.

•For the next week, much of the nation should expect more "extreme heat," the National Weather Service predicts.
•In the month of August, most of the United States will see "above normal temperatures," forecasters say.
•For the long term, the world will see more and worse killer heat waves because of global warming, scientists say.
The July burst of killer heat waves around the world can't be specifically blamed on global warming.

A persistent high-pressure system in the upper atmosphere prevents cooler jetstream air from making it into the West, said National Weather Service meteorologist Dennis Feltgen.

"You can't tie global warming into one single event," he said.

But global warming has made the nights warmer in general and the days drier, which help turn merely uncomfortably hot days into killer heat waves, said Kevin Trenberth, climate-analysis branch chief at the National Center for Atmospheric Research in Boulder, Colo.

Much of global warming science concentrates on average monthly and yearly temperatures, but studies in the past five years show that climate change is at its most dangerous during extreme events, such as high temperatures, droughts and flooding, he said.

"These (heat) events always occur. What global warming does is push it up another notch," Trenberth said.

And the computer models show that soon, we'll get many more — and hotter — heat waves that will leave the old Dust Bowl records of the 1930s in the dust, said Ken Kunkel, director of the Center for Atmospheric Sciences at the Illinois State Water Survey.

The way to really judge will be when scientists look back a decade from now, not at a single heat wave but at the frequency and extremes of all of them, said Mike Wallace, a professor of atmospheric sciences at the University of Washington. That's when scientists likely will see a statistically significant increase in heat waves and their severity, he said. In fact, he said, that can be seen a bit now.

In the past 25 years, most of the world has seen summer nights getting much warmer with far less evening heat relief, according to a study published earlier this year in the peer-reviewed Journal of Geophysical Research.

George Luber, an epidemiologist who studies heat-wave deaths for the U.S. Centers for Disease Control and Prevention, says the situation is on track to be "the most active one that I can recall" in terms of heat deaths.

A new analysis by Luber this week shows that between 1999 and 2003, the United States averaged nearly 900 heat-related deaths each year. This year, with 132 reported in central California alone, could be worse, he said.

Dr. John Aquila, A RAND analyst, offers an interesting thought: "We (USA) could own every Russian bioweapons expert for the rest of their lives for about the price of 1 F-18 attach aircraft." Although this might slow down the development of neuroweapons in Russia, it is far from a panacea to this newly emerging threat.

Electromagnetic Weapons

Nonlethal electromagnetic weapons span the spectrum from simple to exotic. Many can be employed (or can have collateral effects) against both personnel and equipment. Blinding and shocking effects are the most common nonlethal results of the use of this class of weapons. We will now look at potential nonlethal applications of certain technologies for which there are presently no specific prohibitions but which could certainly have LOAC implications.

Electrified Baton, Stun Gun, Taser. These weapons deliver immobilizing, lowenergy pulsed shocks either at close range (baton and stun gun) or at long range (taser). They are used by police in criminal enforcement. The taser has electric currents of high voltage and low amperage that cause the muscles of the body to contract forcefully.52 The individual experiences spasms.53 The contractions may fracture bones. If the individual collapses, he may suffer further injury.54 If an individual is repeatedly shocked, he may be rendered unconscious. The individual may suffer electrical burns that may be difficult to treat.55

Highintensity Light. These omnidirectional bombs or flares can flashblind personnel even in existing intense lighting situations. They can also degrade sensors and night vision devices.

Lasers. Lowenergy lasers can be directed or aimed at specific targets to blind personnel or sensors either temporarily or permanently. They can also be used to make a gun or other weapon too hot to hold. The most advanced blinding lasers oscillate between numerous colors to make goggles and other countermeasures ineffective.

One factor in the assessment of the legality of a weapon is discrimination. A weapon that injures the civilian population or civilian property along with military personnel and objects, without distinction, is considered indiscriminate and thus illegal. Electromagnetic weapons, and most specifically the laser, can "almost always be directed very precisely against specific targets."56

A second factor of assessment is "unnecessary suffering." Several electromagnetic weapons, such as the highintensity light and laser, may produce temporary or permanent blindness. These weapons have been the subject of much discussion. Sweden has been actively condemning the use of lasers as antipersonnel weapons on the grounds that they cause unnecessary suffering.

Several sophisticated types of military equipment, such as sensors and optics, are rendered useless when subjected to laser weapons. These pieces of military equipment are legitimate targets. Their destruction, however, may result in injury to personnel. Such injury would be incidental to the primary target of the weapon.57

The controversy surrounding lasers focuses on the legitimacy of deliberately blinding human beings. Exposing a pilot's eyes to a laser may result in the destruction of the entire plane.58 Intentionally blinding an attacking infantry unit would render them unable to fight. Some scholars, in particular experts from Switzerland and Sweden, argue that intentionally using a laser to permanently blind a combatant is a disproportionate injury to the gained military advantage.59 The essence of their argument is that the Declaration of St. Petersburg authorized the incapacitation of an opponent only for the duration of the conflict. "Although it is permitted to kill combatants under the law of war, and thus to put them permanently out of action, it is not permitted to use methods or means of warfare exclusively designed to injure soldiers with injuries lasting not only the duration of the conflict but for the rest of their lives."60 It is their position that intentional irreversible permanent blindness by a laser constitutes "unnecessary suffering."

The United States rejects this position. In a memorandum of law, it noted that there was no legal obligation to limit wounding so that the opponent would be temporarily disabled for the period of the hostilities and no longer.61 Additionally, it noted, "Blinding is no stranger to the battle field." The use of a number of conventional weapons could result in blindness.62 However, these conventional weapons are more likely to cause death. It is the United States' position that lasers do not cause unnecessary suffering but are more humane because the victim is likely to suffer less injury than that caused by conventional weapons.63

The injuries suffered as a result of electromagnetic weapons are typically less severe than those injuries resulting from conventional weapons. Although it is possible that a belligerent may be permanently injured or killed as a result of the use of these weapons, there is no evidence that the suffering experienced is greater then that experienced from conventional weapons.

Acoustical Weapons
Nonlethal acoustical weapons also range from the mundane to the extraordinary as described below.

High-intensity Sound. High-intensity sound sets the ear drum in motion. These vibrations cause the inner ear to initiate nerve impulses that the brain registers as sound.64 The inner ear regulates the spatial orientation of the body. If the ear is subjected to high-intensity sound, the individual may experience imbalance.65 Low-frequency, high-intensity sound may cause other organs to resonate, causing a number of physiological results, including death.66

The British use high-intensity sound as a means of riot control in Northern Ireland. The Curdler is a device that emits a high "shrieking noise at irregular intervals."67 The sound is emitted at levels lower than the pain threshold.

The assessment of high-intensity sound as a legal weapon must be reviewed in terms of "unnecessary suffering." If the acoustical weapon emits sounds below the pain threshold, then unnecessary suffering is not an issue. If the sound does inflict pain, the suffering must be balanced against military necessity. It may be lawful to use high-intensity sound against an attacking force, although some of the attackers may experience dis-orientation, pain, or even death. As noted earlier when discussing the legality of blinding soldiers, it is permissible to injure a combatant even with a wound that may incapacitate the soldier for a period exceeding the term of the hostilities. Combatants have been rendered deaf from conventional warfare, or have even been disoriented from the confusion of the battle. The use of high-intensity sound as a weapon to disorient, or to cause pain or death, does not constitute unnecessary suffering.

However, acoustical weapons run the risk of being an indiscriminate weapon. The release of highintensity sound would impose the same degree of damage on the noncombatant as the combatant. It may be used only in circumstances in which the damage to noncombatants is merely incidental in proportion to the necessity of the military objective.

Infrasound. This is a powerful ultralow frequency (ULF) sonic weapon that can penetrate buildings and vehicles and can be directional and tunable. As a weapon infrasound, lowfrequency sound entails the same concerns as highintensity sound. After being exposed to highintensity infrasound, a subject suffers from disorientation and reduced ability to perform simple sensorymotor tasks.68 At elevated levels, experimental animals cease breathing temporarily.69 The principles and findings regarding highintensity sound would apply to infrasound. The suffering would be no greater than that experienced by conventional weapons. The suffering must be proportionate to the military objectives. The sound must be applied so that damage to noncombatants is incidental in light of the military objective.

Unfortunately, large banks of speakers are required to provide directionality, and the power demands are enormous.70 Area denial is a very plausible mission for such a device as the level of pain or damage increases predictably as range decreases.

Sonic Bullets. These are packets of sonic energy that are propelled toward the target. The Russians apparently have a portable device that can propel a 10-Hertz (Hz) sonic packet the size of a baseball hundreds of yards. When employed against humans, the energy can be selected to result in nonlethal or lethal damage.71 The sonic bullet uses direct sonic energy. If the energy can be controlled so that it is used only against lawful combatants, the concerns surrounding acoustical weapons may be reduced or eliminated.

Deference Tones. These are sophisticated arrays that can project a voice or other sound to a particular location. The resulting sound can only be heard at that particular location.72 Deference tones, a means of projecting sound, would not directly cause injury upon the enemy. Its use must be in accordance with the constraints of the law of armed conflict. For example, if the tone is generating a sound such as an SOS signal, the enemy has an obligation to respond to that sound. If the SOS sound is used to lure the enemy to a place where they will be ambushed, such a use of the tone would be perfidious and therefore illegal.

Informational Weapons
Recently, a new class of nonlethal weapons has drawn considerable interest in defense circles as well as in international law. Two types of such weapons are discussed below.

Voice Synthesis. This is the ability to clone a person's voice and broadcast a synthesized message to a selected audience. The propaganda value of this technique in our highly mediadependent world would be enormous. We currently have the ability to control the broadcasts of foreign radio and television stations by using orbiting platforms packed with electronic gear.

In considering whether it is legal to clone a persons voice in order to gain a military advantage, it is important to determine whose voice is being cloned. In most cases, it would be realistic to expect that the voice cloned would be that of a political leader or a military officer. The cloned voice might give orders to the enemy combatant that might prove detrimental to the combatant. The combatant would most likely be under an obligation to follow these orders. That obligation, however, is owed to his own chain of command and is not under the law of armed conflict. Treacherous acts, those which abuse an obligation to be truthful under the law of armed conflict, are illegal. But if there is no obligation to be truthful under the law of armed conflict, then the misinformation amounts to a lawful ruse. Morris Greenspan, a prominent writer in the field of international law, notes that examples of legitimate ruses are "making use of the enemy's signals, bugle and trumpet calls, watchwords, and words of command."73 Giving orders by voice is analogous to giving orders by bugle calls or signals. Cloning a voice would not violate the law of armed conflict.

Computer Viruses. The ability to severely disrupt computer operations with viruses has already been demonstrated by amateur American hackers. A more sophisticated and professional effort might be that of being able to produce viruses that can be injected into enemy hardware at long range.

When planning to disrupt computer operations, it is necessary to distinguish whether the computers are military objectives. If they are civilian property or their loss would impact only the civilian population, then they are not legitimate targets. However, if the computers serve a dual use (for both the civilian population and the military population), they may be considered valid targets. The next step in the analysis calls for applying the rule of proportionality to determine if the military advantage outweighs the impact upon the civilian population.

The United States has developed communications equipment which can make the blind see, the deaf hear and the lame walk. It can relieve the terminally ill of all pain, without the use of any drugs. A man might retain the use of all his faculties up until the day of his death.

This communications equipment depends on a new way of looking at the human brain and neuromuscular system, and gigahertz radiation pulsed at ultra-low frequencies.

Some of this equipment is now operational within the Central Intelligence Agency and the Federal Bureau of Investigation. It will never be used to make the blind see and the deaf hear and the lame walk because its use is central to the domestic political agenda and foreign policy of James A. Baker and George Herbert Walker Bush.

Domestically, the new communications equipment is being used to torture and murder persons who match profiles imagined to be able to screen a given population for terrorists, to torture and murder citizens who belong to organizations which promote peace and development in Central America, to torture and murder citizens who belong to organizations opposed to the deployment and use of nuclear weapons, and to create a race of slaves called Automatons or what is popularly called the Manchurian Candidate.

Overseas, experimentation is taking place on hostages held by the United States in Canada, Great Britain, Australia, Germany, Finland and France. In addition, there has been a long series of bizarre suicides among British computer scientists, all of whom had some connection to the United States Navy.

Considenng how recklessly, wantonly and indiscriminately America's new weapons have been used, physicians attending the dead and dying should consider the patients known political views and associations before making a diagnosis or conducting an autopsy.

China to build world's first "artificial sun" experimental device

A full superconducting experimental Tokamak fusion device, which aims to generate infinite, clean nuclear-fusion-based energy, will be built in March or April in Hefei, capital city of east China's Anhui Province.

Experiments with the advanced new device will start in July or August. If the experiments prove successful, China will become the first country in the world to build a full superconducting experimental Tokamak fusion device, nicknamed "artificial sun", experts here said.

The project, dubbed EAST (experimental advanced superconducting Tokamak), is being undertaken by the Hefei-based Institute of Plasma Physics under the Chinese Academy of Sciences. It will require a total investment of nearly 300 million yuan (37 million U.S. dollars), only one fifteenth to one twentieth the cost of similar devices being developed in the other parts of the world.

The new device will be an upgrade of China's first superconducting Tokamak device, dubbed HT-7, which was also built by the plasma physics institute, in partnership with Russia, in the early 1990s. HT-7 made China the fourth country in the world, after Russia, France and Japan, to have such a device.

"The EAST project research results will be significant for the International Thermonuclear Experiment Reactor, or ITER, in terms of basic research both in engineering technology and physics," said Wan Yuanxi, who is in charge of the project.

Wan said ITER will also be a full superconducting experimental Tokamak fusion device with an advanced configuration, but much larger than EAST.

The program, still in its initial stages, involves Russia, Japan, the United States, the European Union, China and the Republic of Korea.

Controlled nuclear fusion is seen as an efficient way for people to generate infinite, clean energy to offset the dearth of fossil fuels such as oil and coal.

Scientists believe that deuterium can be extracted from the sea and an enormous amount of energy can be obtained from a deuterium-tritium fusion reaction under huge temperatures of 100 million degrees Celsius. After nuclear fusion, the deuterium extracted from one liter of sea water will produce energy equivalent to 300 liters of gasoline.

If a device is developed that can withstand temperatures as high as 100 million Celsius degrees and control a deuterium-tritium reaction, it will be as though an "artificial sun" had been created able to supply infinite, clean energy for human beings.

China to test its 'artificial sun'

BEIJING, July 24 (UPI) -- The first plasma discharge from China's experimental advanced superconducting research center -- the so-called "artificial sun" -- is set to occur next month.

The discharge, expected about Aug. 15, will be conducted at Science Island in Hefei, in east China's Anhui Province, the Peoples Daily reported Monday.

Scientists told the newspaper a successful test will mean the world's first nuclear fusion device of its kind will be ready to go into actual operation, the newspaper said.

The plasma discharge will draw international attention since some scientists are concerned with risks involved in such a process. But Chinese researchers involved in the project say any radiation will cease once the test is completed.

The experiment will take place in a structure made of reinforced concrete, with five-foot-thick walls and a three-foot-thick roof.

June 2, 2006 - The rainy season has come to northern China, and it’s a brave new world out there. Actually the natural rainy season doesn’t start until July. But the season of man-made rain is upon us, and Chinese rainmakers have been busy. Over the past month they've mobilized cloud-seeding aircraft, artillery and rockets to enhance rainfall. "We've ordered technicians to try to make it rain again today, but so far they haven’t reported back on the results," says Zhang Qiang, a businesslike woman who heads the Beijing Weather Modification Office (yes, that’s the official name of a real Chinese government agency). "We did it many times last week to increase the rainfall."

Not content with simply making it rain, now China's weather modifiers have taken on another meterological mission: to help guarantee perfect weather when Beijing hosts the Olympic Games in 2008. "In China, we haven’t done this type of thing on a very large scale yet," says Zhang during an interview in a west Beijing compound housing five antiaircraft guns used to shoot chemicals into the clouds. "The Russians have experience creating good weather, and we can learn something from them. We still have two more years for testing. I’m sure our preparations for the Games will go well."

Zhang's office, which employs 30 people, is part of the Beijing municipal government and the nationwide China Meteorological Administration. Her unit uses two aircraft and 20 artillery and rocket-launching bases to help modify weather around the city. Springtime is the busiest season for agricultural purposes. But more and more, Zhang and her colleagues are experimenting with weather modification to try to create blue skies. Toward this end, they’ve spent nearly a month and a half total researching the effects of certain chemical activators on different sizes of cloud formations and at different altitudes. Chinese meteorologists claim that similar efforts helped create good weather for a number of past VIP events in China, including the World Expo in Yunnan, the Asian Games in Shanghai and the Giant Panda Festival in Sichuan.

And why not? The central-government leadership—dominated by engineers—has been messing with Mother Nature ever since the Chinese Communist Party came to power. They’ve built the world’s biggest dam, the world’s highest railway and even the world’s biggest Ferris wheel (in Nanchang, still awaiting verification from the Guinness World Records). Why not perfect the science of climate control?

Well, um, there is the small political question of what happens to apparatchiks if they get it wrong. At least that’s what was on Zhang’s mind on Sept. 30, 1999, as Chinese leaders frenetically prepared for Beijing’s National Day celebration the following morning. Marking the 50th anniversary of the founding of the People’s Republic of China, Oct. 1 was slated to be a bash with a full-on military parade, goose-stepping militiawomen in red miniskirts and a flyover of aircraft and helicopters buzzing Chinese VIPs on the rostrum above Tiananmen Square.

But there was one problem: a storm system threatened to make it rain on Beijing’s parade. China’s rainmakers debated whether to induce a strong downpour just before the gala, increasing the chances of blue skies on the big day. “I was on duty,” recalls Zhang. “I intended to modify the weather by using artillery.”

But Zhang understandably fretted about Mother Nature’s unpredictability. “I worried that if the techniques I used weren’t good enough, there would be a big problem. I could make things even worse,” acknowledges Zhang, inferring that she could have lost her job. “So I didn’t dare do anything.” To everyone’s relief, the rain stopped of its own accord.

In the beginning, the idea was to improve harvests for Chinese farmers, who still comprise nearly three quarters of the nation’s 1.3 billion people. Chinese scientists began researching man-made rain in 1958, using chemicals such as silver iodide or dry ice to help produce condensation in moisture-laden clouds; such efforts can enhance rainfall during planting seasons or minimize the destructive effect of hail. Firefighting is another function; last autumn, authorities in northeast China induced artificial rain to assist 10,000 firefighters battling a massive forest fire in Heilongjiang province.

Today Chinese rainmakers are among the world’s busiest. Beijing's nationwide weather-modification budget exceeds $50 million a year. The communist regime’s 11th Five Year Plan, which kicked off this year, calls for the creation of 48 billion to 60 billion cubic meters of artificial rain annually (somewhere between 12 trillion to 16 trillion gallons of water). Beijing needs it. Right now is when fruit trees and crops need life-giving water; the parched North China plain has been stalked by drought since 1998. Normal precipitation is between 22 and 24 inches annually, says Zhang, but Beijing had only 18 inches last year. And drought continued around China’s capital city this spring, “so we’re increasing rainfall using our own means,” says Zhang. “But man-made efforts can’t solve the drought problem altogether; they can increase rainfall by only 10 to 15 percent.”

And tampering with Mother Nature has been known to backfire. Cloud-seeding shells and rockets have sometimes gone astray, damaging homes and injuring inhabitants. City dwellers have raised concerns about environmental pollution, though meteorologists insist the silver iodide is used in such tiny quantities that it brings no negative health consequences. And the rainmaking scramble became so intense in 2004 that five Henan province villages reportedly squabbled over “cloud theft” after they all seeded the clouds simultaneously but only one district received the lion’s share of rain.

Still, Chinese authorities have discovered weather micromanagement can bring psychological relief from heat and dust. In 2004, when Shanghai’s sweltering temperatures soared above 95 degrees in July, weather modifiers induced rain to break the heat wave and reduce demand on the city’s overstretched power grids. “Shanghai was the first city in China to use man-made rain to cool down temperatures,” boasted Yu Zhaoyu of the city’s Meteorological Bureau.

This spring Beijing suffered from unusually fierce dust storms, which swirl out of the Gobi desert each year and coat the capital in fine yellow grit. One day in April a monster dust storm dumped 300,000 tons of sand on Beijing, according to local media. The city was still shrouded in gritty powder when temperatures and pollution levels began rising a week ago. To dispel the haze, technicians of the Weather Modification Office fired rocket shells packed with cigarette-size sticks of silver iodide into the clouds. It worked. Beijing enjoyed its heaviest rainfall of the year, which helped “alleviate drought, add soil moisture and remove dust from the air for better air quality,” reported the official Xinhua news agency.

The idea of creating good weather received political support from China’s former party head Jiang Zemin after he attended a 2000 celebration in Russia marking the 55th anniversary of the end of World War II. Jiang was impressed when the Russians induced rain to successfully clear up clouds for the ceremony. “When he came back, Jiang said China should do the same thing,” says Zhang, “We’re trying our best to be ready for the Olympics. Already we’ve succeeded in clearing up small cloud formations.” Dissipating larger formations that cover hundreds or thousands of square miles remain a challenge, she says. At any rate, heavy rains typically aren’t so prevalent in August, the month when the 2008 Games are scheduled. So when the time comes, China’s weather modifiers may ironically get a little help from Mother Nature.

For many years now, human-caused climate change has been viewed as a large and urgent problem. In truth, however, the biggest part of the problem is neither environmental nor scientific, but a self-created political fiasco. Consider the simple fact, drawn from the official temperature records of the Climate Research Unit at the University of East Anglia, that for the years 1998-2005 global average temperature did not increase (there was actually a slight decrease, though not at a rate that differs significantly from zero).

Yes, you did read that right. And also, yes, this eight-year period of temperature stasis did coincide with society's continued power station and SUV-inspired pumping of yet more carbon dioxide into the atmosphere.

In response to these facts, a global warming devotee will chuckle and say "how silly to judge climate change over such a short period". Yet in the next breath, the same person will assure you that the 28-year-long period of warming which occurred between 1970 and 1998 constitutes a dangerous (and man-made) warming. Tosh. Our devotee will also pass by the curious additional facts that a period of similar warming occurred between 1918 and 1940, well prior to the greatest phase of world industrialisation, and that cooling occurred between 1940 and 1965, at precisely the time that human emissions were increasing at their greatest rate.

Does something not strike you as odd here? That industrial carbon dioxide is not the primary cause of earth's recent decadal-scale temperature changes doesn't seem at all odd to many thousands of independent scientists. They have long appreciated - ever since the early 1990s, when the global warming bandwagon first started to roll behind the gravy train of the UN Inter-governmental Panel on Climate Change (IPCC) - that such short-term climate fluctuations are chiefly of natural origin. Yet the public appears to be largely convinced otherwise. How is this possible?

Since the early 1990s, the columns of many leading newspapers and magazines, worldwide, have carried an increasing stream of alarmist letters and articles on hypothetical, human-caused climate change. Each such alarmist article is larded with words such as "if", "might", "could", "probably", "perhaps", "expected", "projected" or "modelled" - and many involve such deep dreaming, or ignorance of scientific facts and principles, that they are akin to nonsense.

The problem here is not that of climate change per se, but rather that of the sophisticated scientific brainwashing that has been inflicted on the public, bureaucrats and politicians alike. Governments generally choose not to receive policy advice on climate from independent scientists. Rather, they seek guidance from their own self-interested science bureaucracies and senior advisers, or from the IPCC itself. No matter how accurate it may be, cautious and politically non-correct science advice is not welcomed in Westminster, and nor is it widely reported.

Marketed under the imprimatur of the IPCC, the bladder-trembling and now infamous hockey-stick diagram that shows accelerating warming during the 20th century - a statistical construct by scientist Michael Mann and co-workers from mostly tree ring records - has been a seminal image of the climate scaremongering campaign. Thanks to the work of a Canadian statistician, Stephen McIntyre, and others, this graph is now known to be deeply flawed.

There are other reasons, too, why the public hears so little in detail from those scientists who approach climate change issues rationally, the so-called climate sceptics. Most are to do with intimidation against speaking out, which operates intensely on several parallel fronts.

First, most government scientists are gagged from making public comment on contentious issues, their employing organisations instead making use of public relations experts to craft carefully tailored, frisbee-science press releases. Second, scientists are under intense pressure to conform with the prevailing paradigm of climate alarmism if they wish to receive funding for their research. Third, members of the Establishment have spoken declamatory words on the issue, and the kingdom's subjects are expected to listen.

On the alarmist campaign trail, the UK's Chief Scientific Adviser, Sir David King, is thus reported as saying that global warming is so bad that Antarctica is likely to be the world's only habitable continent by the end of this century. Warming devotee and former Chairman of Shell, Lord [Ron] Oxburgh, reportedly agrees with another rash statement of King's, that climate change is a bigger threat than terrorism. And goodly Archbishop Rowan Williams, who self-evidently understands little about the science, has warned of "millions, billions" of deaths as a result of global warming and threatened Mr Blair with the wrath of the climate God unless he acts. By betraying the public's trust in their positions of influence, so do the great and good become the small and silly.

Two simple graphs provide needed context, and exemplify the dynamic, fluctuating nature of climate change. The first is a temperature curve for the last six million years, which shows a three-million year period when it was several degrees warmer than today, followed by a three-million year cooling trend which was accompanied by an increase in the magnitude of the pervasive, higher frequency, cold and warm climate cycles. During the last three such warm (interglacial) periods, temperatures at high latitudes were as much as 5 degrees warmer than today's. The second graph shows the average global temperature over the last eight years, which has proved to be a period of stasis.

The essence of the issue is this. Climate changes naturally all the time, partly in predictable cycles, and partly in unpredictable shorter rhythms and rapid episodic shifts, some of the causes of which remain unknown. We are fortunate that our modern societies have developed during the last 10,000 years of benignly warm, interglacial climate. But for more than 90 per cent of the last two million years, the climate has been colder, and generally much colder, than today. The reality of the climate record is that a sudden natural cooling is far more to be feared, and will do infinitely more social and economic damage, than the late 20th century phase of gentle warming.

The British Government urgently needs to recast the sources from which it draws its climate advice. The shrill alarmism of its public advisers, and the often eco-fundamentalist policy initiatives that bubble up from the depths of the Civil Service, have all long since been detached from science reality. Intern-ationally, the IPCC is a deeply flawed organisation, as acknowledged in a recent House of Lords report, and the Kyoto Protocol has proved a costly flop. Clearly, the wrong horses have been backed.

As mooted recently by Tony Blair, perhaps the time has come for Britain to join instead the new Asia-Pacific Partnership on Clean Development and Climate (AP6), whose six member countries are committed to the development of new technologies to improve environmental outcomes. There, at least, some real solutions are likely to emerge for improving energy efficiency and reducing pollution.

Informal discussions have already begun about a new AP6 audit body, designed to vet rigorously the science advice that the Partnership receives, including from the IPCC. Can Britain afford not to be there?

B is for Boy.

C is for Chemtrails.

At least this is what one American father found while paging through his child's science book. SmT was astonished to find seventh graders being taught about chemtrails. And geoengineeering their home planet.

Anyone with question about the "spray programs" he now says, "should perhaps just ask their kids."

The chemtrails section is found in the Centre Point Learning Science I Essential Interactions science book. Under "Solutions for Global Warming", section 5.19 features a photo of a big multi-engine jet sporting a familiar orange/red paint scheme.

The caption reads: "Figure 1- Jet engines running on richer fuel would add particles to the atmosphere to create a sunscreen".

The logo on the plane says: "Particle Air".

"I kid you not," SmT insists. "Why did I spend all of that time doing research when I could have just asked my kids?"

Helping habituate children to a life under lethal sunshine and "protective" spray planes, this trippy textbook urges young readers to "Use Sun Block". But its authors are referring to a sunscreen spread across the sky.

"Could we deliberately add particles to the atmosphere?" asks the text, before helpfully suggesting that "Burning coal adds soot to the air."

You might be old enough to recoil at such a notion. But in a country where down is up and wrong is right, your kids could be learning that what used to be bad and a bummer is a now good thing!

RUNNING ON EMPTY
"Be real interesting to see the politics of the folks putting this out." SmT suggests.

In the current White House, those politics are as "crude" as invading oil-rich Iraq over a bogus nuclear threat - while permitting Pakistan to export atom bomb materials to terrorist organizations in return for the chance at an election-boosting capture of Osama bin Laden by US forces in the Hindu Kush later this month. Why shouldn't the same petrol politics produce textbooks for children inheriting a nightmare? Led by a piggish petroleum president, with most major nations cutting back, US oil consumption is rising as steeply as supplies of cheap crude are collapsing.

The coal connection is this: In order to briefly "stretch the glide" of the fast-looming end of cheap oil that will utterly transform life as we know it, America's unelected oil president recently revoked pollution regulations on more than 2,000 of the nation's biggest polluting coal-fired power plants.

Ironically, this move - like so many others made by an oil-addled White House - will only hasten an Earthwreck as shattering to all onboard as a lurching square-rigger striking a rocky reef. Except our spaceship is surrounded by the cold, irradiated vacuum of deep space.

It turns out that a single 150-megawatt coal-burning power plant produces more emissions than 300,000 cars. Termed an "Extreme Human health Hazard" by the EPA, microscopic coal particles also rot lungs, stop hearts, kill lakes, choke cities - and stunt the lives of school kids with deadly sulphuric acid rain. Airborne soot also blocks sunlight, lowering greenhouse temperatures. Volcanic eruptions like Krakatoa and Pinatubo - and globe-circling soot from 1,000 burning oil wells during Desert Storm - belched enough sulphur into the stratosphere to cause a plunge in world temperatures, temporarily slowing global warming.

World scientists looking at deliberately putting megatons more sulphur into a closed, recirculating atmosphere already smoggy enough to depresses orbiting astronauts, decided that a sulphur sunscreen is not a swift idea.

But not this Jr. High science text. "Creating either kind of sunscreen would be cheap," it tells young readers. As if "cheap" is the only consideration.

Even this claim is bogus. SmT says he looked, but the section on the downstream costs associated with the health and environmental effects of massive coal pollution - or the 10 million tons of a chemical sunscreen suggested by the late Edward Teller - "seemed to have been left out."

Ditto "the cost to the solar industry". Or cumulative impacts on kids, critters and plants on which our future depends.

DIMMING PROSPECTS
Sunlight is already on the way out. Repeatedly expressing shock at how quickly our space colony's life-support systems are failing, scientists are finding levels of solar radiation reaching the Earth's surface decreasing by almost 3% a decade.

"Global Dimming" is too small to detect with the eye. "But it has implications for everything from climate change to solar power and even the future sustainability of plant photosynthesis," reports the Guardian.

All those jet-propelled vacations and car trips to the corner store add up. Since 1960, 10% less sunlight has reached Earth's inhabitants. Levels of solar radiation reaching parts of the former coal-belching Soviet Union are down almost 20%.

In any greenhouse, the rule of a green thumb is that every 1% decrease in solar radiation results in a 1% drop in plant productivity.

"It's actually quite a big deal,” says Graham Farquhar, a climate scientist at the Australian National University in Canberra. But get this: Farquhar doesn't think that identified pollutants, "by themselves would be able to produce this amount of global dimming." [Guardian Dec18/03]

The baffled Aussie should check out the role of contrails in turning off sunlight. Since the Jet Age took off in the 1960s, normal condensation trails from five million jet flights every year have been found to block 10% of sunlight across Europe and the USA. Over heavily trafficked Atlantic and American air-routes, artificial cloud cover caused by jet engine pollutants has increased 20%. [Chemtrails Confirmed '04]

Chemtrails are another major sunblock. Measurements taken with a calibrated photometer by Clifford Carnicom in Santa Fe show a rapid reduction in sunlight - from a value of 97% on a “clear day” to around 80% during the early stages of heavy chemtrailing. Using a simple UV radiation meter, this reporter has confirmed similar drops in sunlight beneath artificial "chemcasts" on Canada's west coast.

WHAT JANE AND DICK DIDN'T LEARN IN SCHOOL TODAY
In a country whose self-appointed regime routinely censors scientific studies, at least some 7th grade science are more focused on indoctrinating kids with risky techno "quick-fixes" than conscious conservation and common sense.

Forget science. SmT gazed in disbelief at another schoolbook picture showing a helicopter seeding the ocean with iron particles. These desperate "IronX" experiments did indeed trigger plankton "blooms" that, in turn, transferred tons of atmospheric C02 underwater as those carbon-inhaling critters eventually died and sank to the seafloor.

But – oops! – his kid's science book fails to mention that the resulting ocean blooms also sucked all available oxygen from the seawater, suffocating all marine life in massive, spreading "dead zones". [Chemtrails Confirmed '04]

Where are the picture, SmT wonders, "of people planting trees, or turning down thermostats, or bicycling, or any of the other ways not to add to the problem?"

Though his family gave up the idea of home schooling, he says, "it's perhaps time to reconsider."

Perhaps it's also time to reconsider state-sponsored brainwashing. And other escalating consequences of our carbon addiction, as well.

EXPERIMENTAL WEATHER MODIFICATION BILL FAST TRACKING FOR PASSAGE IN U.S. SENATE & HOUSE OF REPRESENTATIVES

U.S. Senate Bill 517 and U.S. House Bill 2995, a bill that would allow experimental weather modification by artificial methods and implement a national weather modification policy, does not include agriculture or public oversight, is on the “fast track” to be passed in 2006.

This bill is designed to implement experimental weather modification. The appointed Board of Directors established by this bill does not include any agricultural, water, EPA, or public representatives, and has no provisions for Congressional, State, County, or public oversight of their actions or expenditures.

Weather Modification may adversely impact agricultural crops and water supplies. If the weather is changed in one state, region or county it may have severe consequences in another region, state or county. And who is going to decide the type of weather modification experimentation and who it will benefit or adversely impact?

This experimental weather modification bill will impact residents across the United States not just in California. Many current and ongoing weather modification programs (80 listed by NOAA in 2005), including the one in Wyoming that is designed to increase the snowpack, may be diverting rainwater away from Oklahoma and Texas, two states that are currently fighting fires caused by a lack of rainfall. We have no idea what the unintended consequences of the Wyoming action or other experimental weather modification programs might be now or in the future.

In addition to the experimental weather modification programs listed by NOAA, there are both private and ongoing government sponsored atmospheric testing and heating programs underway in Alaska and across the United States. Alaska Senator Stevens recently received $50 million in funding for Alaska’s atmospheric heating program.

All of these unregulated, private, government, and public weather modification programs, may also have unintended synergistic effects. Senate Bill 517 does not address these issues but intends to implement more experimental weather modification programs without a national debate or public oversight.

Artificial weather modification can impact all of us by reducing water supplies, changing agricultural crop production cycles, reducing crop production, and water availability. Since most experimental weather modification programs use chemicals released into the atmosphere the public could be subjected increasingly toxic or unknown substances that could adversely impact agricultural crops and trees.

Trimethyl Aluminum (TMA) and barium are just two of the toxic chemicals used in recent atmospheric heating and testing programs according to NASA. The Alaska H.A.A.R.P. atmospheric heating program may have the capability of changing the Jet Stream which could also change our weather.

Many private weather modification companies admit that precipitation effects may be positive or negative. Fog dispersal programs, using dry ice, liquid nitrogen, liquid propane or silver iodide may improve visibility while adversely impacting Redwood Trees along the California coast by depriving them of needed water they derive from the fog.

The increasing use of varied chemicals like aluminum (coupled with increasing air pollution), can severely impact tree health by depriving trees of water and nutrients normally absorbed through their root systems.

The December 2005 Popular Science Magazine discussed a plan to use an oil slick to stop hurricanes without noting the adverse environmental impacts of the oil used to cover the ocean.

Popular Science also noted that a private company, Dyn-O-Mat, plans to purchase jets to drop thousands of pounds of a water absorbing chemical powder (unknown substance), into hurricanes to absorb moisture that may dissipate hurricanes. There is no agriculture oversight or public hearings to determine the consequences of this and other actions or to monitor or prevent adverse impacts of this chemical once it falls on the surface of the ocean or on land.

Alaska and other areas across the United States are beginning to feel the impacts of climate change. Enormous changes are being seen in the declining health of native plant and tree communities in many areas across the United States.

NASA noted in an October 2005 newsletter that increasingly persistent contrails are “…trapping warmth in the atmosphere and exacerbating global warming…” NASA goes on to note that: “…Any increase in global cloud cover will contribute to long-term changes in Earth’s climate. Likewise, any change in Earth’s climate may have effects on natural resources…”

Global dimming and the persistent contrails, that produce man-made clouds, may have serious impacts on crop production. A recent corn crop study in Illinois shows that cloud cover reduces corn crop production while direct sunlight increases production. In addition, increasing man-made clouds may reduce the effectiveness of solar panels.

Gil Smolin, an Avian Bird Flu expert, noted on the Ron Owens Show on KGO Radio (January 5, 2006), that the flu was spread more quickly in the winter when there was a “lack of sunlight”. Would man-made clouds be contributing to the lack of sunlight which might cause the Avian Bird flu to spread more quickly at other times of the year? Experimental weather modification programs could also exacerbate this problem by changing climate patterns, increasing man-made cloud cover, and changing our weather and climate patterns.

Senate Bill 517 does not address any of these important issues. Its sole purpose is to establish an experimental weather modification policy without any agriculture or public oversight of private, military, and government programs. Without oversight or public hearings agriculture, our natural resources, and watersheds may be negatively impacted. And who will be responsible to determine the synergistic effects of these programs or pay for unintended disasters created by this experimentation. If these programs change growing seasons and interrupt the pollination process crop losses could be substantial exacerbating economic losses.

Please contact all of your elected local, state and federal officials to stop this bill in its present form. This bill needs to have appropriate agriculture and public oversight, with public hearings included, prior to any more experimental projects. We need a national dialogue on this subject before more experimentation takes place.

China Makes Artificial Rain for Beijing

BEIJING -- Chinese weather specialists used chemicals to engineer Beijing's heaviest rainfall of the year, helping to relieve drought and rinse dust from China's capital, the official Xinhua News Agency reported Friday.

Technicians with the Beijing Weather Modification Office fired seven rocket shells containing 163 cigarette-size sticks of silver iodide over the city's skies on Thursday, Xinhua said.

The reaction that occurred brought as much as four-tenths of an inch of rain, the heaviest rainfall this year, helping to "alleviate drought, add soil moisture and remove dust from the air for better air quality," Xinhua said.

Though unusual in many parts of the world, China has been tinkering with artificial rainmaking for decades, using it frequently in the drought-plagued north. Last month, another artificial rainfall was generated to clear Beijing after the city suffered some of the fiercest dust storms this decade.

Whether cloud-seeding actually works has been the subject of debate in the scientific community. In 2003, the U.S. National Academy of Sciences questioned the science behind it as "too weak."
