There's a term that's been floating around Gen Z corners of the internet: "Chinamaxxing." It kind of started as a joke — young Westerners enthusiastically embracing Chinese lifestyle habits, fashion, and culture. But underneath the meme is a serious political signal. A growing cohort of people, mostly young, don't share their parents' reflexive suspicion of China, and are increasingly willing to say so. I find myself broadly sympathetic to the younger generation. This essay is about why I ended up Chinamaxxing and why the case for doing so rests not only on a cultural embrace of China but also its material achievements.

My Chinamaxxing initially had little to do with China

Over the years, my thinking has coalesced around something I’d broadly call cosmopolitanism. From a moral perspective, it starts from a simple premise: every person has equal worth, and that should translate into equal opportunities and prospects for material well-being, for everyone, everywhere. This sounds like an obvious conviction when stated plainly. Yet, for myself, this conviction had consequences for the direction of my career. When I was studying for an economics degree at university, it led me to focus heavily on questions of economic development and global inequality. The idea of eradicating economic inequality between nations, by supporting the development of poorer nations, was morally compelling to me.

This led me down an academic career as a development economist and, eventually, led me to take a greater interest in China. China’s scale and pace of material transformation in the past 50 years is unprecedented in human history. Most people interested in the process of economic development will have been drawn to China’s achievements to some degree. About two years ago, I started sharing data about China’s impressive economic achievements on social media. The comments I received were not always what I expected. Alongside genuine engagement, I started receiving a recurring type of comment, especially from accounts based in North America and Europe: “yeah, that’s super impressive — and we have to stop them.”

I noticed that China’s rise was, by some, treated as inherently threatening. The implicit logic was that China’s development, precisely because it was succeeding on China’s own terms, represented a problem to be managed rather than a fact to be celebrated. I call this “Western hegemonic anxiety.” This idea, rarely stated openly but pervasive in Western media and policy discourse, is that development is only legitimate when it happens in ways that don’t disturb the existing hierarchy — with wealthy Western nations at the top, everyone else ascending only insofar as the climb is permitted and supervised by those already up there. China’s rise has exposed just how deeply this assumption runs. Challenging this discourse is, in my view, one of the more important intellectual tasks of this moment.

The case for economic and political Chinamaxxing: what China has actually achieved

The scale of what China has accomplished in the past half-century demands to be stated plainly. Here are the facts.

Poverty reduction. Since 1990, China lifted more than 900 million people out of extreme poverty within its own borders. This constitutes somewhere between 60 and 70 percent of all global poverty reduction during that period. The story of declining global poverty over the past half-century is, in the most literal sense, a story about China. If you believe human wellbeing matters regardless of nationality, this is one of the greatest achievements in the history of civilisation.

Material development under constrained resources. China’s GDP per capita remains around one-sixth that of the United States (one-third if you adjust for purchasing power). In other words, China is still, by some measures, a developing country. And yet, compared to the United States, China has higher life expectancy, broader basic healthcare coverage, a superior public transport system, more sophisticated urban infrastructure, and fewer people living in extreme poverty in absolute terms. Delivering that standard of living for 1.4 billion people, with those resource constraints, is an extremely impressive feat of governance and state capacity.

Clean energy. China now accounts for at least two-thirds of global production across the cluster of every major clean energy category — solar panels, wind turbines, lithium-ion batteries, and electric vehicles. Its share of new global wind and solar capacity installation grew from under 1 percent in 2001 to over 63 percent in 2024. And yes, although China burns a lot of coal and emits a lot of greenhouse gases, since early 2024, China’s CO₂ emissions have been flat or falling, even as energy demand continues to grow. This is thanks to China’s massive clean energy boom.

A counterweight to US hegemony. The past three decades of US unipolarity have delivered an almost unbroken string of military interventions, regime changes, and coercive sanctions across the Global South. While China is a superpower that acts according to its own interests, it does not do any of these things. The emergence of China as a genuine geopolitical counterweight to the US is the beginning of something we should welcome — a world in which the rules are not written exclusively by Washington.

A different, yet popular, political model. China does not hold competitive national elections and practises considerable censorship. China’s authoritarianism deserves real scrutiny. But the reflexive Western verdict — that China is “just another authoritarian regime” — obscures more than it reveals. A recent survey by the Alliance of Democracies, a Danish-based NGO with no sympathy for authoritarianism, found that perceptions of democracy are stronger in China than in the United States, the United Kingdom, and France. China’s system is also considerably more meritocratic than many Western democracies. You cannot buy your way to national office in China. Politicians typically spend years demonstrating competence at the provincial level before being considered for senior roles. Whether you’re a fan of China’s governance model or not, it’s undeniably a model characterised by high levels of legitimacy and commitment to delivering economic development for its people.

Did my travels in China change my mind?

In April, I spent three weeks travelling across China. I had been before, but not with this kind of time or freedom to move around. I wanted to see, in person, how the country matched the data that illustrated a staggering pace of economic development.

Some things actually exceeded expectations. The high-speed rail network, now over 50,000 kilometres — more than the rest of the world combined — left an impression of technological sophistication, comfort, and scale I haven’t experienced anywhere else. In 2^nd class (the lowest out of four tiers), the seats recline to nearly 45 degrees and there’s ample leg space. I’m 195cm tall and had zero complaints. There’s a well-known story about placing a coin upright on these trains without it falling over, because the ride is so smooth. I didn’t try, but I’m not surprised people have managed it. The stations themselves were another revelation: enormous, modern, efficiently designed, and easy to navigate even without being familiar with Chinese.

More broadly, the quality and scale of infrastructure is astonishing for a country at China’s relatively low income level. Near-universal electricity, mobile data coverage, housing, and transport options — for a country with a population of 1.4 billion people. The population of China’s megacities dwarf those of any major European city, yet they felt less congested than London. Everywhere I went carried evidence of a society that knows how to build and make things: high-tech and low-tech, across the full spectrum of the value chain. Almost all of it made in China.

But the deeper point is not just that China is good at building things. It’s that China is good at building things that deliver tangible material outcomes for a lot of people. The infrastructure is not a vanity project. It is the physical expression of a developmental state that takes seriously its obligation to improve people’s lives.

Of course, China isn’t paradise. And I say this not as a ritual disclaimer but because it’s genuinely true. The air in most cities is still heavily polluted. Labour conditions can be brutal: precarity and intense competition in the labour market are visible realities. The welfare state remains thin. These are real structural problems, and the enthusiasm you see from some Chinamaxxers can slide into a kind of mirror-image of the Western hawkishness it is reacting against — swapping one set of clichés for another.

However, there is genuine progress on some of these fronts. Particulate pollution (PM2.5) fell by roughly 40 percent between 2013 and 2022, the result of a clean-air campaign that has been described as the fastest large-scale air quality improvement ever recorded. Between 1978 and 2022, the average real wage in China’s urban areas increased a staggering 25-fold, one of the largest real wage increases recorded in a 45-year period.

“Chinamaxxing,” as a cultural phenomenon, is mostly playful. But I think the instinct behind it points to something worth examining more seriously. The n+1 magazine recently ran a piece on what they called “Sinophobic Sinophilia” — the contradictory condition of a Western world that simultaneously fears and envies China. The hostility is familiar. Less examined is the enthusiasm, which can carry its own distortions: the breathless travelogue full of bullet trains and gleaming cities that flattens a country of 1.4 billion people into an aesthetic.

My own position admittedly leans very close to the Chinamaxxing meme. If you ask me if I’m Chinamaxxing, I’d easily answer: “yes, and you should be too!” But I’d argue that my position is even simpler, and I think it follows from my values rather than from any particular affection for the Chinese state or Chinese culture. When a poor country becomes less poor, when hundreds of millions of people escape material deprivation and are able to lead longer, healthier, more dignified lives — this is worth celebrating. Not conditionally. Not selectively. Not only when it happens in ways convenient for those already wealthy and powerful.

MAGA AND MUGA BILATERAL AGREEMENT

BILATERAL AGREEMENT ESTABLISHING TERMS AND CONDITIONS FOR A RECONSTRUCTION INVESTMENT FUND：

WHEREAS the United States of America has provided significant financial and material support to Ukraine since Russia's full-scale invasion of Ukraine in February 2022;

WHEREAS the American people desire to invest alongside Ukraine in a free, sovereign and secure Ukraine;

WHEREAS the United States of America and Ukraine desire a lasting peace in Ukraine and a durable partnership between their two peoples and governments;

WHEREAS the United States of America and Ukraine recognize the contribution that Ukraine has made to strengthening international peace and security by voluntarily abandoning the world's third largest arsenal of nuclear weapons;

WHEREAS the United States of America and Ukraine wish to ensure that those States and other persons that have acted adversely to Ukraine in the conflict do not benefit from the reconstruction of Ukraine following a lasting peace;

NOW, THEREFORE, the Government of the United States of America and the Government of Ukraine (each, a "Participant") hereby enter into this Bilateral Agreement Establishing Terms and Conditions for a Reconstruction Investment Fund to deepen the partnership between the United States of America and Ukraine, as set forth herein.

1.The Governments of Ukraine and the United States of America, with the aim of achieving lasting peace in Ukraine, intend to establish a Reconstruction Investment Fund (Fund), partnering in the Fund through joint ownership, to be further defined in the Fund Agreement. Joint ownership will take into consideration the actual contributions of the Participants as defined in Sections 3 and 4. The Fund will be jointly managed by representatives of the Government of Ukraine and the Government of the United States of America. More detailed terms pertaining to the Fund's governance and operation will be set forth in a subsequent agreement (the Fund Agreement) to be negotiated promptly after the conclusion of this Bilateral Agreement. The maximum percentage of ownership of the Fund's equity and financial interests to be held by the Government of the United States of America and the decision-making authority of the representatives of the Government of the United States of America will be to the extent permissible under applicable United States laws.

Neither Participant will sell, transfer or otherwise dispose of, directly or indirectly, any portion of its interest in the Fund without the prior written consent of the other Participant.

2.The Fund will collect and reinvest revenues contributed to the Fund, minus expenses incurred by the Fund, and will earn income from the future monetization of all relevant Ukrainian Government-owned natural resource assets (whether owned directly or indirectly by the Ukrainian Government), as defined in Section 3.

3.The Government of Ukraine will contribute to the Fund 50 percent of all revenues earned from the future monetization of all relevant Ukrainian Government-owned natural resource assets (whether owned directly or indirectly by the Ukrainian Government), defined as deposits of minerals, hydrocarbons, oil, natural gas, and other extractable materials, and other infrastructure relevant to natural resource assets (such as liquified natural gas terminals and port infrastructure) as agreed by both Participants, as may be further described in the Fund Agreement. For the avoidance of doubt, such future sources of revenues do not include the current sources of revenues which are already part of the general budget revenues of Ukraine. Timeline, scope and sustainability of contributions will be further defined in the Fund Agreement.

The Fund, in its sole discretion, may credit or return to the Government of Ukraine actual expenses incurred by the newly developed projects from which the Fund receives revenues.

Contributions made to the Fund will be reinvested at least annually in Ukraine to promote the safety, security and prosperity of Ukraine, to be further defined in the Fund Agreement. The Fund Agreement will also provide for future distributions.

4.Subject to applicable United States law, the Government of the United States of America will maintain a long-term financial commitment to the development of a stable and economically prosperous Ukraine. Further contributions may be comprised of funds, financial instruments, and other tangible and intangible assets critical for the reconstruction of Ukraine.

5.The Fund's investment process will be designed so as to invest in projects in Ukraine and attract investments to increase the development, processing and monetization of all public and private Ukrainian assets including, but not limited to, deposits of minerals, hydrocarbons, oil, natural gas, and other extractable materials, infrastructure, ports, and state-owned enterprises as may be further described in the Fund Agreement. The Government of the United States of America and the Government of Ukraine intend that the investment process will lead to opportunities for distribution of additional funds and greater reinvestment, to ensure the sufficient supply of capital for the reconstruction of Ukraine as set out in the Fund Agreement.

The Participants reserve the right to take such action as necessary to protect and maximize the value of their economic interests in the Fund.

6.The Fund Agreement will include appropriate representations and warranties, including those necessary to ensure that any obligations the Government of Ukraine may have to third parties, or such obligations that it may undertake in the future, do not sell, convey, transfer pledge, or otherwise encumber the Government of Ukraine's contributions to the Fund or the assets from which such contributions are derived, or the Fund's disposition of funds.

In drafting the Fund Agreement, the Participants will strive to avoid conflicts with Ukraine's obligations under its accession to the European Union or its obligations under arrangements with international financial institutions and other official creditors.

7.The Fund Agreement will provide, inter alia, an acknowledgment that both the Fund Agreement and the activities provided for therein are commercial in nature.

The Fund agreement shall be ratified by the Parliament of Ukraine according to the Law of Ukraine «On International Treaties of Ukraine».

8.The Fund Agreement will pay particular attention to the control mechanisms that make it impossible to weaken, violate or circumvent sanctions and other restrictive measures.

9.The text of the Fund Agreement will be developed without delay by working groups chaired by authorized representatives of the Government of Ukraine and the Government of the United States of America.

Contact persons responsible for preparing the Fund Agreement on the basis of this Bilateral Agreement are: from the Government of the United States of America: the Department of the Treasury; from the Government of Ukraine: Ministry of Finance and Ministry of Economy.

10.This Bilateral Agreement and the Fund Agreement will constitute integral elements of the architecture of bilateral and multilateral agreements, as well as concrete steps to establish lasting peace, and to strengthen economic security resilience and reflect the objectives set forth in the preamble to this Bilateral Agreement.

The Government of the United States of America supports Ukraine's efforts to obtain security guarantees needed to establish lasting peace. Participants will seek to identify any necessary steps to protect mutual investments, as defined in the Fund Agreement.

11.This Bilateral Agreement is binding and will be implemented by each Participant according to its domestic procedures. The Government of the United States of America and the Government of Ukraine commit to proceed forthwith to negotiate the Fund Agreement.

Knowing This Lore Makes Black Myth: WuKong Way More Enjoyable

A deep dive into Journey of the West.

With the release of Black Myth: Wukong on PC and PS5, it's important to know that this game is adapted from the ancient Chinese mythological novel "Journey to the West," written in 1592. This novel is also the source of inspiration for the famous Japanese manga "Dragon Ball."

For Chinese players, "Journey to the West" is a household name known to all, but for Western players, it may be somewhat unfamiliar. Perhaps you only know the name of the protagonist, Sun Wukong, but are unaware of the wider characters and stories in the novel. Playing Black Myth: Wukong without understanding the background of the story might make it difficult to become fully immersed in the game, or possibly diminish the surprise of seeing some characters or plot elements that appear in Black Myth.

So today, I am here to tell everyone about the key characters and plot points in this novel, to help you understand everything you should know before playing Black Myth: Wukong.

Black Myth: WuKong Screenshots

Who is Sun Wukong, the Monkey King?

Just as the game title suggests, Sun Wukong is the protagonist of "Journey to the West." The novel tells the story of the monkey Sun Wukong and his fellow disciples, Zhu Bajie, a pig, and Sha Wujing (aka Sha Monk), escorting their master, Tang Sanzang (aka Tang Monk), on a pilgrimage to the West to obtain sacred Buddhist scriptures.

The novel consists of 100 chapters and narrates how Sun Wukong and his companions go through eighty-one trials and tribulations, ultimately reaching the Western Paradise, meeting the Buddha, and obtaining the true scriptures from him. The novel is almost styled like 81 levels in a video game.

As the protagonist of the novel, Sun Wukong is not only highly skilled in martial arts but also possesses a magical power known as the "72 transformation," which allows him to transform into anything including insects and animals, an ability that appears early on in Black Myth. And of course there is his famous weapon, the staff Ruyi Jingu Bang, which he acquired from the Dragon King of the Eastern Sea.

As described in the novel, the Jingu Bang weighs 13,500 cattles (a traditional Chinese unit of weight, approximately 6750 kilograms today), and its swing can be lethal, causing serious injury upon a hit. It can also be shrunk or enlarged at will, small enough to fit into Wukong's ear and large enough to reach the sky.

However, on the journey to escort Tang Sanzang to obtain the sacred scriptures there is a need to prevent Sun Wukong's feral nature from taking over. Guanyin Bodhisattva placed a golden hoop on his head and taught Tang Sanzang the Tightening Spell. When necessary, they must recite this spell and cause the hoop to constrict, inflicting unbearable pain on Wukong's head and forcing him to obey Tang Sanzang's instructions.

In a twist, the protagonist of Black Myth Wukong isn't Sun Wukong but the Destined One, though his adventure in the game follows in Sun Wukong's footsteps. But the characters who traveled with Sun Wukong reappear in the game, and their adventures and hardships from the original novel should help clarify their importance in Black Myth.

Additionally in Black Myth, you will encounter many characters from the novel who have old ties with Sun Wukong, such as the Bull King from the Flaming Mountains. In the novel, before Sun Wukong escorted Tang Sanzang to obtain the scriptures, the Bull King and Sun Wukong were sworn brothers. His wife, Princess Iron Fan (aka Rakshasi), possesses a magical treasure called the Banana Leaf Fan,or Plantain Fan, which was later borrowed by Sun Wukong to extinguish the fire on Flaming Mountains.

At the end of the game's final trailer, there are four figures that resemble heavenly deities who are the Four Heavenly Kings, the guardians of the world from Buddhist legend. They are the most powerful warriors by the side of the Jade Emperor in the novel. How they will appear in the game and what kind of earth-shattering battle they will have with the Destined One is a surprise best left for the game.

How Black Myth's Bosses are Inspired By Journey to the West

In the game, players will also encounter different enemies and bosses, all of whom are inspired from "Journey to the West."

For instance the final boss of the first level in the game, the Black Bear Guai, is a large black bear with fire attacks. The battle arena is also filled with flames everywhere and when facing his terrifying flame attacks, it's difficult to keep from stacking fire damage and roasting alive.

But if you can find an item called the "Fireproof Mantle" earlier in the game and equip it during the battle, you will find that you can avoid all flame damage. This significantly reduces the difficulty of the fight, allowing you to focus on countering the Black Bear Guai's attacks, quickly identify his weaknesses, and defeat him.

And this Fireproof Mantle is indeed derived from the original "Journey to the West." In the novel, the Elder Jinchi of the Guanyin Temple, in order to seize Tang Sanzang's kasya robe, set fire to the temple, intending to burn Tang Sanzang and Sun Wukong to death. Sun Wukong borrowed the Fireproof Mantle from the Four Heavenly Kings to protect Tang Sanzang from the disaster.

This plot not only explains the origin of the Fireproof Mantle but also helps you understand the character of the Elder Jinchi, who appears in the secret map of the first chapter. So when you encounter an enemy in the game that is particularly difficult to deal with, you might try to search for his story in the original novel as it could be helpful for you to defeat him.

What are Yaoguai and Loong?

As a game from Chinese developer, Game Science, Black Myth: Wukong features a lot of terminology from the original Chinese that was then translated into English. Whereas Japanese games have introduced a variety of Japanese language words into the gamer lexicon, there will likely be some Chinese terms you'll encounter for the first time.

In "Black Myth: Wukong," players will encounter some novel words, such as Yaoguai or Guai. You might not know the meaning of this word, or even how to pronounce it. Yaoguai comes from the Chinese Pinyin for the character "妖怪," which means "Monster" in English, and the correct pronunciation is "/ˈjɑʊ.ɡwaɪ/."

While you might know the word Loong better as "Dragon." In Black Myth: Wukong, the use of Loong is firstly because it specifically refers to dragons from the East, and secondly, because its pronunciation is very similar to the Chinese word for "dragon."

Additionally, there are some classic props and weapons in the game that also directly adopt the naming method of Pinyin, such as Sun Wukong's classic weapon, the Jingu Bang, which is also directly used in its Pinyin form.

As the first AAA game from China, seeing these unfamiliar words might feel a bit strange. But when Western players were first exposed to Japanese games words from Japanese such as Ninja, Samurai, Katana, and Manga quickly became common terms in English. One day, when Western players and Chinese players talk about "Black Myth: Wukong," discussing the key terms in the game, they will hopefully find common terms they recognize there also.

The people of the US are at a disadvantage, however. How can their trust in government be strong under a duopoly system that is most convincing when the population is the most polarized? That the governments in such a system based on divide-and-conquer cannot reach China's approval rating is practically built in.

The November US election was supposed to be the toughest test yet for "lesser-evil" voting. Donald Trump — who was so supportive of Israel he moved the US embassy to occupied Jerusalem, in violation of international law — was to compete against Genocide Joe — who kept the embassy there, while arming Israel as it massacred Palestinian civilians in Gaza.

Instead, Kamala Harris took Biden's place. She aligns with the Republicans on the genocidal Israeli regime, and today bears responsibility for its crimes, second only to Biden. But we are told she represents change.

According to a famous study co-authored by scholars at Princeton and Northwestern University, citizen participation in the process of US liberal democracy has "little or no independent influence" on government policy.

Conforming more to an oligarchic model, it is US "elites and organized groups representing business interests" that "have substantial independent impacts on U.S. government policy", the experts concluded.

In China, on the other hand, the elites and organized groups representing business interests are kept below, subordinated to the government. What Western critics call an "authoritarian" system is actually a different form of democracy, run not on behalf of a wealthy minority, but rather "in the interests of the great majority".

Although China's former leader Deng Xiaoping did allow market forces into the country, starting with the reform and opening up of 1978, he insisted that the state would control them. Deng said of markets, "If they serve socialism they are socialist; if they serve capitalism, they are capitalist".

In the United States, however, politicians don't listen to the people. And why would they? How can the system be a "representative democracy" when a candidate can't win an election without a great deal of money?

US politicians know whom they need to please. As the academic study on US oligarchy showed, in Washington's so-called "representative democracy", the only ones truly represented are big business.

China really is different.

China's system of "consultative democracy"

In China, citizen participation and representation are actively sought, and channels have been set up for this purpose.

China's "Message Board for Leaders" (MBL) platform connects the general population to local and ministry-level government officials. From its launch in 2006 to 2021, the "major's mailbox" had already handled more than 2.3 million demands, concerns, and complaints.

Another nationwide Chinese government initiative, the 12345 hotline, fields more than 50,000 contacts a day in Beijing alone via telephone, internet, and new media, addressing issues of everyday life. Over 85% of concerns are resolved.

Using this initiative to then act on popular feedback, Beijing included in its 2022 priority list 17 "major frustrations" of local residents. Among these were insufficient elevators in old buildings and inadequate residential property services. Almost 100 policies were subsequently introduced and more than 400 key tasks were completed. As for the elevators, 1,322 were installed.

In such ways, the Chinese government follows the principle of "from the people to the people" (or "from the masses to the masses"). Moreover, MBL, 12345, and the many other official platforms represent a technologically modern way of amplifying the voice of the people.

In the contemporary era, China's President's Xi Jinping emphasizes the importance of what he calls "consultative democracy". Xi wrote in his 2014 book The Governance of China (Volume 2) that consultative democracy "is an important embodiment of the Party's mass line".

"We need to take advantage of every mechanism, every channel, and every method to conduct extensive consultations on the major issues of reform, development, and stability, and especially on the issues that have a bearing on people's immediate interests", Xi said.

The Communist Party of China put this into practice in 2020, when the draft of its 14th Five-Year Plan (from 2021 to 2025) was submitted to public consultation online for the first time. The general public was able to participate in planning its own social and economic development, making more than a million suggestions from August 16 to 29, 2020, from which over 1,000 opinions and suggestions were incorporated.

Facilitating the transfer of information is the rapid development of new technologies. Chen Liang, associate professor at Shanghai Jiao Tong University's School of Marxism, explained:

"The opinions, views, and demands of the people can be digitized, visualized and contextualized, and the efficiency, precision and scientific nature of democratic decision-making can be continuously improved. … The people can express their views and opinions quickly, across regions and at low-cost, and exert influence on grassroots, regional and even national political and social life".

In 2016, President Xi had set the stage, stating that Party cadres "must learn to follow the mass line through the internet … [and] understand what the masses think and hope, collect good ideas and good suggestions, and actively respond to netizens' concerns".

For the less tech-aware, Party-Masses Service Centers are available, from the smallest villages to the large city blocks of Shanghai. These feature distinct white and red colors, and invite anyone to come with a complaint or suggestion.

China has also created local legislative liaison stations, where "grassroots deputies discuss legislative drafts and collect suggestions from the public".

There are 45 national and 6,500 provincial and municipal "through trains" that connect ordinary people to China's highest legislative office, the Standing Committee of the National People's Congress (NPC). Local legislative liaison stations serve as contact points and collection centers for public opinion on draft national legislation.

From the launch of the offices in July 2015 to November 2023, more than 3,100 ideas on forming or revising national legislation were incorporated.

The ambition to find further ways to serve the people was made clear in a speech that President Xi delivered honoring the 60th anniversary of the NPC:

"We must expand people's democracy by improving democratic systems, enriching forms of democracy, and creating more channels for the practice of democracy, and enable broader, orderly political participation of citizens at all levels and in all domains, with a view to developing a people's democracy that is wide in scope, full in substance, and refined in practice.
"In all of the country's initiatives, we must implement the Party's mass line, build close links with the people, reach out to them, respond to their expectations, and resolve problems that are of the greatest, most direct, and most practical concern to them, in an effort to pool the wisdom and strength of the broadest possible majority of the people".

China's "thorough cleanup" of corruption

Soon after he became the new president of China in 2013, Xi Jinping launched a crackdown on corruption. In this "mass line campaign", referred to as a "thorough cleanup", Xi sought to address long-standing problems in the country, targeting the "four forms of decadence": "formalism, bureaucratism, hedonism, and extravagance".

At a study session of provincial and ministerial-level officials in 2022, Xi reprised the theme, saying, "All Party members should always maintain close ties with the people, and accept the criticism and oversight of the people".

These were no empty words. The anti-corruption campaign was very serious.

A former vice-mayor in Shanxi province, Zhang Zhongsheng, for instance, was given a life sentence in prison for accepting 1.04 billion yuan ($160 million) in bribes.

No one in China is above the law. Even China's former Justice Minister Tang Yijun found he was not too privileged to be immune. In 2024, anti-corruption authorities announced he was "being investigated for suspected severe violations of the discipline and law".

Another former justice minister, Fu Zhenghua, was jailed with a suspended death sentence for corruption in 2022.

The graft-busting campaign shows no special leniency to those who, with the most power and authority, are therefore most responsible to the people.

The anti-corruption policy has been pursued with the resolve to "offend a few thousand rather than fail 1.4 billion".

The Communist Party of China understands that the principle of "from the people to the people" would suffer in its application if the people's representatives were not close to and focused on them, but were rather prioritizing themselves over the people they serve.

Consequently, as President Xi has stressed, those who have power must have responsibility, those who have responsibility must take responsibility, and those who fail to fulfill their responsibilities must be held accountable.

Other examples include Zhang Hongli, former senior executive vice president at the world's biggest bank by consolidated assets, the state-owned Industrial and Commercial Bank of China (ICBC). Zhang was arrested for taking bribes.

Lou Wenlong, a former vice president of the world's third-biggest bank, the state-owned Agricultural Bank of China (ABC), was also placed under investigation for corruption.

It is almost impossible to imagine senior executives of large US banks on Wall Street being arrested for corruption. (In fact, they crashed the economy in 2008, only to be bailed out by the government.)

Instead, as the watchdog website Wall Street on Parade wrote, despite five felony counts, JPMorgan Chase CEO "Jamie Dimon is allowed to remain at the helm of this federally-insured bank despite his presiding over the worst banking scandals in U.S. history".

In 2023, the United States saw the second-biggest bank collapse in its history, as First Republic Bank crashed. Can you guess which bank was entrusted with more than $200 billion in First Republic assets, and realized an almost $3 billion profit on the deal? You guessed it: JPMorgan Chase.

Unlike JPMorgan, however, China's large banks like ICBC and ABC are state-owned enterprises (SOEs), under the control of the government, and therefore the people.

For the "healthy development" of capital, President Xi has stressed, "We must be well aware that profit-seeking as capital's intrinsic nature must be subject to regulation and constraints; otherwise, capital's unbridled development will cause inestimable damage to our country's economic and social development".

Economist Michael Hudson argues that China's control over capital is precisely why it is demonized as "authoritarian" in the West.

"There's only one way to prevent an oligarchy from developing as people get richer and richer, and that's to have a strong state", Hudson said. "You need a strong central state in order to have a democracy. [But] Americans call that socialism, and they say that's the antithesis of democracy, which means a state that is loyal to the United States and follows US policy and lets the US banks financialize the economy".

In the US, it was not only Republican President Ronald Reagan but also Democratic President Bill Clinton who declared that "the era of big government is over". Instead, big capital is in charge.

China, on the other hand, disciplines, guides, and even controls big capital, on behalf of the people.

Violence, crime, and surveillance

When debating the state of US "democracy", one cannot forget the brutal violence of the US state.

In the US, police have killed more than 1,000 North Americans annually for the last decade, with 1,247 victims in 2023.

Many US police departments train with the Israeli apartheid regime, borrowing tactics it uses against the occupied Palestinian people.

Every 6.6 hours in 2023, there was a police killing in the United States. In China, there were none at all, and haven't been in years.

Once again, the Chinese people have a voice in the supervision of the security organs. The Ministry for Public Security's general provision leads with the importance of the acceptance of the people's supervision by those security organs via their "petition work".

Petition work in China (or "letters and calls") is another term for citizens contacting government agencies, offering suggestions, opinions, or complaints to be handled by the relevant authorities.

According to the 2022 government regulatory document:

"For initial petitions in the form of suggestions and opinions, those that are conducive to perfecting policies, improving work, and promoting economic and social development shall be reported to the Party committee or government at the same level for reference in decision-making, or forwarded to the organs or units that have the power to handle the matter for study".

As for China's police, the provisions state:

"Public security petition work is an important part of the public security organs' mass work. It is an important task for the public security organs to understand social conditions and public opinion, listen to opinions and suggestions, test the quality and effectiveness of law enforcement, and safeguard the rights and interests of the masses. It is an important way for the public security organs to accept mass supervision, improve law enforcement standards, improve work style, and strengthen team building".

Supervision of China's government by its people, or "mass supervision", is totally unfamiliar in the West, and might be misread as surveillance.

China does have pervasive surveillance, and the result is that the country is extremely safe, with almost no violence crime. The United States also has pervasive surveillance, but it is extremely violent. On behalf of whom, then, is each government watching?

How China's elections work

An answer may be found in analyzing the profound differences between China and the US on the role of money in politics, and how it skews democracy.

China does have elections, and for genuine representation, no lobbying or canvassing is allowed.

Following the precepts of democratic elections, "In accordance with the principles of universal suffrage, equal rights, multiple candidates, and secret ballot", deputies to people's congresses at the township and county levels are elected by the Chinese people.

These representatives, the deputies closest to the public, make up 94% of the national total, and are entrusted with electing the higher-level representatives. The deputies to people's congresses at the level of townships and counties elect deputies to people's congresses of cities; they, in turn, elect deputies at the provincial level, who elect deputies at the national level.

From these grassroots onward, in China, it is meritocracy all the way. Decades of practical experience, usually with increasingly large populations, ensures progressively greater competence, as candidates get the top jobs that require such capacity.

At each level, China's most important consultative body, the Chinese People's Political Consultative Conference (CPPCC), the government's main "think tank," advises the NPC on how to better serve the people.

In the annual "Two Sessions", held every March, the NPC and CPPCC meet to map out the country's development path.

The CPPCC acts as a further bridge between the government and the people, with 34 interest groups representing a broad swath of Chinese society. They produce reports, give feedback, and offer proposals and insight for the public good.

In one case from 2013, the Chinese Peasants and Workers Democratic Party, one of China's eight non-communist parties, proposed the formation of a national-level coordinated network to tackle air pollution.

China then proceeded from its Air Pollution and Control Action Plan to achieve a historic reduction of 35-40% in particulate matter air pollution by 2017.

China's environmental protections and "green GDP"

In her book Will China Save the Planet?, prominent US environmentalist Barbara Finamore described how China "launched its moon shot in earnest", offering the most generous purchase subsidies for electric vehicles (officially known as new energy vehicles) out of any country on Earth, other than Norway (which has 0.4% of China's population).

China's consultative focus on the environment has only intensified since. The representative groups of the CPPCC chose a proposal to lower carbon emissions in the construction field as its proposal for 2022. At the same time, the "environment and natural resources group" became the first new group to be added to the body since 1993.

It was back in the early 1990s that the Chinese government set up its environmental complaint system. From the period 2001 to 2006, the ratio of the local environmental authorities' responses to complaints by letters averaged 86-96%, and the ratio of responses to visits was 75-86%.

Xi Jinping previously served as secretary of the Zhejiang Province's Communist Party Committee, and its highest-ranking official. In 2005, Xi pushed for "not only GDP but also green GDP", as he described it in his newspaper column. In a green GDP accounting pilot, only Zhejiang and one other province finally published their results.

By 2010, scholars determined that China's environmental complaint system was succeeding as a "direct connection from the public to the government, employing a 'closed-loop' working mechanism involving reporting, acceptance, disposal, and feedback".

Another channel, the 12369 telephone complaint hotline, was launched in 2009 to further enable public reporting of environmental pollution problems.

In 2015, China's ubiquitous WeChat messaging app joined in with environmental complaints reporting, bringing the system online in 2017, and "significantly enhancing public participation in reporting environmental concerns", wrote top academics.

As for government responsiveness, "when analyzing panel data from 295 Chinese cities between 2018 and 2020, the results indicate that environmental complaint reporting significantly contributes to the enhancement of atmospheric environmental quality", concluded scientific experts.

David Fishman, an expert on China's energy sector, observed in July that, "as long as the trend for the last few months of declining YoY coal consumption continues, then July 2024 will use less coal than July 2023, ensuring July 2023 goes down in the history books as China's all-time coal peak".

This is particularly important considering that the hottest day globally ever recorded was in July.

Already back in 2015, China had achieved "undisputed leadership" in the development of renewable energy, according to UN climate chief Christiana Figueres.

The US was "playing catch-up", even though, as Olivier Petitjean of the Multinationals Observatory has put it, "You can't hope to tackle the climate crisis without tackling corporate power" — something that the US government can't be expected to do.

China has faced pushback from fossil fuel interests, too. But this has been less because of corporate greed than because of operators struggling to make a living amid climate change extremes running up against procedural boundaries.

In 2021, "they were buying coal for a really high price and they're selling power for a fixed low price", Fishman explained. "And we ended up with these massive blackouts or brownouts across the country in late 2021 with coal generators, lots of capacity, but unable to actually generate enough cash to buy coal and refill their stocks to generate".

This only further incentivizes China to forge ahead in the transition to renewable energy technologies. And with big capital kept below the government, the fossil fuel industry in China has nothing like the power to resist change that it has in the US.

To make space for renewables, flexibility retrofits will have coal-fired plants in most areas able to ramp down from full capacity all the way to under 30%, and back, across intervals of 8-10 hours, or so. They already receive capacity payments for national security reasons to cover their losses, while generating less than necessary otherwise, and are looking at a future of decline.

So Chinese government intervention for the public good can be seen not only in the commitment to investment in EVs, but also the clean-up of the residential power supply source.

Meanwhile, the US has responded with 100% tariffs on China's EVs and 50% duties on its solar panels.

US imperialism vs Chinese socialism

The truth about Chinese socialism, as opposed to US imperialism, is that China's priority is domestic policy. Its focus is on its people, as epitomized by the mass line policy. From the people to the people; democracy is fundamental.

In fact, President Xi has insisted, "Without democracy, there would be no socialism, socialist modernization, or national rejuvenation".

While China keeps its army at home, where its people are, US politicians on both sides of the same electoral coin are supporting the genocidal Israeli regime as it massacres Palestinian children, in an attempt to advance US imperial interests in West Asia.

The US government is not ultimately concerned about "legitimacy", because the North American people have been denied a system of consultative democracy.

The US government is instead focused on maximizing corporate profits, privatizing public institutions, and preparing for more war.

China Anti-Doping Agency (CHINADA) noticed that the specifics of the U.S. Olympic sprinting star Erriyon Knighton's positive test have been widely reported by media at home and abroad, following which the United Stated Anti-Doping Agency (USADA) made a public statement on the case. However, there are still a number of question marks surrounding the case. One example is that the USADA CEO said blatantly that "trenbolone is a well-known livestock enhancer in the U.S. and other parts of the world". Now that hundreds of positive tests for trenbolone have taken place in recent years worldwide, why is it that only a very small number of U.S. athletes have escaped sanctions based on USADA's investigation findings and claims of meat contamination? Why hasn't USADA ever warned American athletes about the risk of contamination of trenbolone in meat?

If trenbolone is indeed a common contaminant in the United States, CHINADA would like to remind athletes from all over the world, including American athletes, to pay close attention to the meat contamination problem in the country when training and competing there, to strengthen doping risk prevention measures, and to eat meat products with caution. Otherwise, as the American swimmer Michael Phelps—under the wing of USADA—suggested in a recent interview, "if you test positive, you should never be allowed to come back and compete again, cut and dry".

In addition, the fact that Knighton was unilaterally exonerated by USADA also reflects another concern: doping scandals have been too frequently seen on U.S. athletics, and USADA's handling of these doping case has been inconsistent and questionable. According to public available information, Carl Lewis, the nine-time U.S. Olympic gold medalist, once acknowledged that despite testing positive three times before the 1988 Seoul Olympics, he was eventually "let off the hook" and represented the United States in Seoul. The Olympic 100m champion Justin Gatlin, who failed two doping tests and should have been banned for life according to relevant rules, was finally given a four-year period of ineligibility after USADA's exculpatory efforts. In 2003, the a shocking doping scandal that hit the sports world exploded from The Bay Area Laboratory Co-operative (BALCO) in San Francisco, whose founder Conte provided a list of professional athletes buying their performance-enhancing drugs, including Marion Jones, the women's 100-meter sprinting giant, Tim Montgomery, former world record holder for men's 100-meter, Gatlin as mentioned above, and many other world champions in athletics. The BALCO scandal has triggered widespread concerns from the international community about doping in the U.S. sports field. Gil Roberts, once part of the U.S. 4x400 relay team that won gold at the 2016 Rio Olympics, was cleared by USADA in 2017 by claiming that his positive test was caused by kissing of his girlfriend. However, Roberts was found to have taken a banned substance again in 2022 and was given a 16-month ineligibility. Just eight months after his return in 2023, Roberts was again given an eight-year eligibility for a failing test. It is also worth noting that this April, the American track and field athlete Aldrich Bailey tested positive for ostarine, an androgen receptor modulator, during an out-of-competition test. It was then decided by USADA that the positive test was due to contaminated neoprene hamstring sleeves used by the athletes. However, ostarine is not a common contaminant, as facts show.

Given the deep-rooted stains in the U.S. athletics and USADA's repeated disregard for procedures and standards, there is reason to suspect that there is a systemic doping problem in track and field in the United States and the positive cases therein deserve continuous investigation and attention. As pointed out by the President of the World Anti-Doping Agency (WADA), Mr. Witold Bańka, data collected in project involving law enforcement agencies and National Anti-Doping Organizations (NADOs) in Europe revealed that the U.S. is one of the world's largest markets for illicit steroids and performance-enhancing drugs. Also pointed out by WADA in a recent statement, 31% of American athletes were not sufficiently tested in the 12 month-period prior to the Tokyo Games. In light of the above, we strongly call on the International Testing Agency (ITA) to intensify testing on the U.S. track and field athletes. We also strongly recommend that the Athletics Integrity Unit (AIU) strengthen anti-doping supervision of the U.S. track and field, prevent the doping risks and strictly investigate relevant cases, in an endeavor to truly protect the legitimate rights and interests of the cleans athletes around the world, and to rebuild the trust of global athletes in fair play.

America's Poverty Is Built By Design

How did the U.S. become a land of economic extremes with the rich getting richer while the working poor grind it out? Deliberately.

Sheryll Cashin is a law professor at Georgetown University and author of several books on racial justice and American democracy.

In late 2020, a crowd of mostly Black and Hispanic workers rallied outside the statehouse in Albany, New York to gather support for a $15-an-hour minimum wage for tipped workers. A group of white people wearing red MAGA hats approached. Coincidentally, the protest was taking place the same day the state legislature was meeting to certify the results of the 2020 presidential election — and MAGA protesters had gathered to challenge the count. You'd expect clashes to ensue. But when some Trump supporters stumbled upon the workers of color pushing for higher wages, they shook hands and joined their protest.
Matthew Desmond recounts this story in the epilogue to his ground-breaking new book, Poverty, By America to suggest that a movement to abolish poverty could transcend our toxically divided politics.
Many Americans already know that the core of Desmond's argument is true: that systems are rigged to favor people who are already advantaged. He makes a refreshing, brutally honest case that poverty is pervasive in America by design, to enable the lifestyles of affluent people. U.S. rates of poverty are substantially higher and more extreme than those found in 25 other developed OECD countries, including Australia, Canada, France, Germany, Poland, Portugal and the United Kingdom.
How did America become a land of economic extremes, with entrenched, grinding poverty for those struggling at the bottom — even as most poor adults who are not seniors are working?
Desmond's greatest contribution is changing the lens from individual behavior — the hoary focus of so many books about poverty — to asking and answering the larger question, "Who benefits from practices that keep people poor?" Poverty, he argues, results from three quintessentially American habits: exploitation of the poor; subsidization of the rich; and the intentional segregation of the affluent and the poor such that opportunity is hoarded and social mobility is rare.
Desmond acknowledges the role of anti-Black racism in perfecting Americans' antipathy to spending for public benefits. Other books engage directly with the "dog-whistling" politics that dissuade working and middle class people from voting their economic interests. Desmond focuses more on making transparent the systems that fabricate scarcity and offers solutions.
He paints a clear picture of the morally fraught systems we all participate in. Well-paid professionals like me benefit as consumers from the poverty wages paid to others in an economy where Uber is a verb and surveilled and squeezed gig workers respond to —and deliver — our every need. Our stock investments swell as companies cut or outsource jobs, stagnate wages and oppose unions. We get free checking; the poor get usurious fees from banks and "payday" lenders. Meanwhile, zoning codes that allow only single-family homes create artificial housing scarcity that enhances our property values while foisting high costs and homelessness on others. Segregation encourages "private opulence and public squalor," Desmond argues, as affluent people withdraw from public institutions and society systemically disinvests in the public goods ordinary people need.
Desmond also shows how the federal government, through the tax code, greatly subsidizes the affluent. In 2021, the U.S. spent $1.8 trillion on tax breaks, forgoing revenue that otherwise would have been paid in taxes, much of it going to very rich people. For example, each year the U.S. loses more than $1 trillion in unpaid taxes because of the tax avoidance strategies of multinational corporations and wealthy families.
What to do about this system of American-designed poverty? Desmond offers a bold proposal. He argues that we could bring nearly every family in America above the official poverty line without adding to the deficit simply by collecting unpaid federal income taxes from the top one percent of households — from closing loopholes to going after tax cheats. That would amount to an estimated $175 billion annually; those resources would then be allocated to expand broadly popular programs, like the Earned Income Tax Credit, that directly alleviate poverty. He also advocates for structural reforms that reverse the practices that deny poor people choices in housing, banking and employment.
If it is utterly easy — as Desmond claims — to find plenty of money to abolish poverty by closing nonsensical tax loopholes, then why don't we do it? He notes that in 2019 other western democracies like France and Germany raised as much as 38 percent of their GDP in tax revenues and invested broadly in public goods while U.S. total revenues were at 25 percent and the U.S. "lavished government benefits on affluent families and refused to prosecute tax dodgers."
After laying out his analysis, Desmond urges readers to become poverty abolitionists, to spread an ethic that shuns companies that exploit workers and supports government policies that rebalance the social contract toward alleviating poverty rather than helping elites grow their wealth. Importantly, he is not arguing for redistribution per se. He is arguing that if the rich pay their taxes and the government stops over-subsidizing them and instead invests in the general welfare with aid to the poor, poverty can be eliminated, without adding to the deficit.
It remains to be seen whether an ethic of poverty abolition can take hold or overcome the rigging of electoral politics, particularly by Republican-dominated legislatures that constrain majority will through voter suppression and extreme gerrymandering. But Desmond's surprising insights and proposals offer much needed new thinking.
This brings me back to the role of racial division and the necessity of transcending it if America is to dismantle extreme systemic inequality — in which people of all colors suffer.
Desmond notes that white families with accountants benefit most from government largesse. They have the strongest antigovernment sentiments and vote more often than those who both need and appreciate the role of government. And race-coded rationalizations justify hostility to government benefits — a false, debunked propaganda that public benefits create welfare dependency being first among them.
Herein lies the rub. Decades of anti-Black racial coding, including Ronald Reagan's stoking of the "welfare queen" stereotype, helped perfect anti-tax and anti-government attitudes and consolidate Republican power, especially in the South. Just as the forces that perpetuate poverty are structural, so are the politics that undergird it.
(Oddly, Desmond doesn't mention political culture-warring against the IRS which underfunded and undermined the agency, itself something of a tax cut for the rich, even as the IRS audited poor wage earners at five times the rate of everyone else. Hopefully, the Inflation Reduction Act will reverse these trends with its $80 billion increase in IRS funding over the next decade.)
Desmond finds hope for a transcending scenario in polls showing that most Americans believe the economy benefits the rich and harms the poor; that the rich do not pay their fair share of taxes; and that there should be a $15 federal minimum wage. Invoking "abolition" as a mantra for the transformation that needs to occur aptly describes his ambition, though advocates for racial equity or reparation for the legacy of slavery, redlining and other forms of racial oppression may wince at his call for universal strategies for all races. The deep irony is that anti-Black policy and rhetoric were central to the creation of savage systems of inequality that harm everyone, and anti-Black processes continue to sustain segregation. But direct efforts to repair the economic and social damage to Black people inevitably produces backlash or is weaponized by the political right to woo voters, as was done with the Black Lives Matter movement.
Desmond admits that Black people have been disproportionately harmed, especially from historic and contemporary redlining and discrimination in housing. But he suggests that the universal reforms he recommends would disproportionately benefit Blacks while broadening political coalitions to end poverty.
This is an important debate. For my part, I have called for the abolition of America's residential caste system and argued in support of policies that promote racial equity and repair for historically defunded Black neighborhoods — and the citizens who have most suffered predation and disinvestment by government and private institutions. And I applaud local governments that are doing this work. But in wrestling with the conundrum of how to repair the damage of anti-Black racism, I have also been greatly influenced by the late stage thinking of Dr. Martin Luther King, Jr. and contemporary Black civil rights visionaries. They pursued a fusion politics that Desmond also admires.
In the final months of his life, Dr. King envisioned a national Poor People's Campaign that intentionally built a multiracial coalition to demand an economic bill of rights. In the 2010s, Reverend William Barber II successfully led the Moral Mondays movement in North Carolina and recently revived a Poor People's Campaign that brings conservative poor whites into the movement for economic fairness. The North Carolina movement paid off in 2023 expansions to Medicaid in the state, for example. They are a sign of hope in a nation riven by division, racism and hate. I see traction for a bold politics that joins the aspirations of all economically oppressed people, similar to the exciting rhetoric and moral claims of the new-South "Justins" who are building multiracial power in Tennessee by speaking to a rainbow of humans seeking freedom from gun violence and oppression of all kinds. The alternative is more of the same, a nation divided, with systems that elevate the wealthy — and crush others.
