"To encourage a new generation of urban policymakers and to promote early career research, USAID's Urban Programs Team, International Housing Coalition (IHC), World Bank, Woodrow Wilson Center's Comparative Urban Studies Project (CUSP), and Cities Alliance are co-sponsoring a third annual paper competition. The competition seeks paper submissions for an upcoming policy workshop and paper competition on urban poverty in the developing world. Winning papers will be published and selected authors will present their papers in a policy workshop to be held in Washington, D.C., in October 2012. The grand prize winner will also present at the World Urban Forum in September, 2012 in Naples, Italy.&lt;br /&gt;
&lt;br /&gt;
Papers must be linked to one of the following sub-topics:&lt;br /&gt;
&lt;br /&gt;

This call for papers is directed at Ph.D. students and advanced masters degree students. To be eligible, applicants should be currently enrolled in a degree or post-doctoral program. "In today's rapidly evolving healthcare environment, improving the quality and efficiency of healthcare delivery is more important than ever. The healthcare industry must therefore foster and encourage progress and creativity. The 2012 Virginia Healthcare Innovators Awards co-sponsored by the Virginia Biotechnology Association (VABIO) honors Virginia providers and organizations/entities that have developed innovative ways to improve quality and/or efficiency. This year, the Virginia Chamber of Commerce will host the awards event at its Virginia Health Care Conference on June 7, 2012.&lt;br /&gt;

Awards will be given to organizations/entities that have developed breakthrough products, processes or services with the potential to revolutionize healthcare in Virginia.  This leadership, demonstrated through excellence in innovation, will be judged in various categories.  &lt;br /&gt;

This consensus is  shared by the more than 75 percent of Americans who recently told the  Pew Research Council they feel "angry" or "frustrated" about the federal  government. More than half of those polled said Washington needs "very  major reform."&lt;br /&gt;
&lt;br /&gt;
Dull, assistant professor with Virginia Tech's Center for Public  Administration and Policy, sees a paradox in this conventional wisdom.  While almost everyone agrees that the federal bureaucracy is broken, we  know strikingly little about how government actually works. DHS ensures safe and secure borders, welcomes  lawful immigrants and visitors, and promotes the free flow of commerce.&lt;br /&gt;

The DHS Office of Public Affairs (OPA) is responsible for managing  external and internal communications. OPA responds to national media  inquiries, maintains and updates the department's Web site, writes  speeches for principals and coordinates speaking events for department  officials. We foster strategic communication throughout the department  and with external stakeholders. We manage the department's  organizational identity program, which includes use of the DHS seal and  related guidelines. OPA oversees the department's employee communication  activities, which includes town hall meetings between management and  employees, and an intranet site. Our incident communications program  guides overall federal incident communication activity and coordinates  with state, local, and international partners to ensure accurate and  timely distribution of information to the public during a crisis.&lt;br /&gt;

All candidates must be U.S. citizens. In addition, they must also be  enrolled and in good standing in a College or University during the term  for which they are applying. Both full-time and part-time positions are  available.&lt;br /&gt;

Applicants must have a record of excellent  undergraduate teaching and demonstrable expertise in public law sufficient to  teach specialized upper-year courses in this area. Preference will be given to  applicants with experience teaching courses at other undergraduate levels, and  the ability to teach either public administration or in an associated area of  public policy.&lt;br /&gt;

It will bring together advanced graduate students, faculty,  and practitioners from diverse fields of study for challenging discussions of  questions such as the following: &lt;br /&gt;

.&lt;span class="Apple-tab-span" style="white-space: pre;"&gt; &lt;/span&gt;What kinds of citizens (if any) do good regimes  need? &lt;br /&gt;
.&lt;span class="Apple-tab-span" style="white-space: pre;"&gt; &lt;/span&gt;What  should such citizens know, believe, and do? &lt;br /&gt;
.&lt;span class="Apple-tab-span" style="white-space: pre;"&gt; &lt;/span&gt;What practices and institutional structures  promote the right kinds of citizenship? &lt;br /&gt;
.&lt;span class="Apple-tab-span" style="white-space: pre;"&gt; &lt;/span&gt;What ought to be the relationships among  empirical evidence, ethics, and strategy?&lt;br /&gt;
&lt;br /&gt;
The daily sessions will take  place from July 9-19, 2012, at the Tufts campus in Medford, MA. The seminar will  be followed (from July 19 at 6 pm until July 21 at 3 pm) by a public conference  in downtown Boston on similar themes. Participants in the seminar are required  to stay for the public conference. This is an exciting opportunity to work on projects and programs that will make an important and lasting contribution to public affairs education. It is ideal for a graduate student interested in program assessment, nonprofit management, or higher education leadership. &lt;br /&gt;
&lt;br /&gt;
NASPAA is seeking a master’s student in public policy, management, or administration for an intern/project assistant position for approximately 15-19 weeks during Spring 2012, starting as soon as possible.  Students in master’s programs in related fields, such as education or human resources management, are also encouraged to apply.  The ideal candidate will possess excellent analytic, computer, and technical skills; and be well-organized, a self-starter, and confident in dealing with academics and government professionals.   He or she should also possess an interest in higher education or nonprofit management. The individual selected for this position will assist the NASPAA staff in supporting and enhancing programs and services for the association’s members; he or she will work directly with senior staff who will provide direction and supervision.   &lt;br /&gt;
&lt;br /&gt;
Their primary responsibilities may include, depending on qualifications and interest: &lt;br /&gt;
&lt;br /&gt;
·       Working on projects related to the establishment of measureable outcomes for professional public service degrees, including assisting a task force of experts in their efforts to enhance scholarship and communications in this area.   &lt;br /&gt;
&lt;br /&gt;
·       Likely assisting on a project to implement training courses for academics and government officials who wish to become volunteer site visitors (peer reviewers) for master’s programs in public policy/administration/affairs.  The intern will work to administer and enhance a new online training course and will work with leaders in the field to organize in-person trainings at upcoming conferences.  &lt;br /&gt;
&lt;br /&gt;
·       Likely assisting with the planning and running of various policy and accreditation meetings.&lt;br /&gt;
&lt;br /&gt;
There also may be short additional projects if time allows regarding quality in public affairs education, including updating NASPAA websites and outreach to NASPAA institutional members. The internship may also include occasional office duties and projects as assigned.    &lt;br /&gt;
&lt;br /&gt;
The intern/project assistant position will pay $12-14 per hour, depending on experience and student status, and can be part-time (20 hrs/week) or full-time (40 hrs/week). Applicants should ideally have completed at least one semester of a master's program in public policy, public administration, or public affairs; no specific concentration or specialization is required. We will also consider applications from individuals seeking graduate degrees in related fields appropriate for this internship. International students may apply if they possess a visa that permits them to work.   &lt;br /&gt;
&lt;br /&gt;
Qualifications include excellent analytical skills, strong technical skills and facility in exploring software applications, written and oral communication and interpersonal skills; a strong interest in public service and public service education; a desire to work in a non-profit and academic-oriented setting; and an understanding of the subject matter and values orientation of public affairs education and practice.  Experience using web design software a plus. &lt;br /&gt;

NASPAA is located in downtown Washington, one block from the McPherson Square Metro station and four blocks from the White House.  &lt;br /&gt;

Safra Foundation Center  for Ethics at Harvard University.&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;

The Virginia Civic  Engagement Table is a new model of cooperation and coordination among  non-partisan grassroots groups in Virginia.&amp;nbsp; We are a coalition of over  25 partner organizations who have long histories of civic activism in  Virginia.&amp;nbsp; Some of our partners work on policy development, some on  issue advocacy, some on grassroots organizing. All are committed to  improving the common good by pursuing an integrated communications and  civic engagement strategy.&amp;nbsp; As charitable organizations, the groups do  not intervene in elections to support or oppose candidates or political  parties.&amp;nbsp; Instead, they seek to strengthen Virginia's civic institutions  by educating the public about important issues facing their  communities, conducting non-partisan voter registration drives and  carrying out non-partisan Get-Out-The-Vote efforts geared to  underrepresented populations.&lt;b&gt;&amp;nbsp;&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Summary&lt;/b&gt;&lt;br /&gt;
A  strong candidate for this position should have a combination of  technical, program and interpersonal skills to successfully work with  non-profit organizations on non-partisan year-round voter engagement  programs. The Field Director will primarily serve our partners on the  ground in Virginia and as such is responsible for cultivating  relationships, training and supporting our partners, including labor,  environmental groups, pro-choice advocates, education advocates, civil  rights organizations as well as non-profit, non-partisan civic  engagement groups. Responsibilities include but are not limited to  working with these organizations to develop and implement their voter  contact and field plans and building their membership bases.&amp;nbsp; Job  functions vary but in general a candidate should have direct work  experience with the following specific functions and qualifications.&lt;b&gt;&amp;nbsp;&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Job Functions&lt;/b&gt;&lt;br /&gt;
&lt;ul&gt;&lt;li&gt;Meet  with, assess the organizing capacity and recruit new and unique  partners into the network, including service providers, community  organizing groups, non-profit organizations, faith groups, and others&lt;/li&gt;
&lt;li&gt;Assist  organizational partners in developing strategic issue voter engagement  plans that encourage year-round voter engagement programs, including  voter registration, pledge to vote, and GOTV&lt;/li&gt;
&lt;li&gt;Encourage and  support organizational partners’ work on the Voter Activation Network  and assist in the creation of plans that use this essential tool&lt;/li&gt;
&lt;li&gt;Serve as resource and adviser on large-scale voter contact and issue organizing programs&lt;/li&gt;
&lt;li&gt;Work  with partner organizations to build tests and experiments into  programming to assess the effectiveness of voter contact means&lt;/li&gt;
&lt;li&gt;Work  with partner organizations and Executive Director to develop  coordinated field plans to mobilize in key regions of the state on  issues and conduct GOTV.&lt;/li&gt;
&lt;li&gt;Assist in developing a year-round  Fellowship program to train emerging community activists and leaders in  civic engagement skills.&lt;/li&gt;
&lt;li&gt;Support and fulfill duties as assigned by the Executive Director as necessary.&lt;/li&gt;
&lt;/ul&gt;&lt;b&gt;Key Qualifications&lt;/b&gt;&lt;br /&gt;
&lt;ul&gt;&lt;li&gt;3-4  years experience in labor, political or community organizing and  political campaigns preferred. Field organizing experience required.&lt;/li&gt;
&lt;li&gt;Experience working with underrepresented and/or diverse communities preferred.&lt;/li&gt;
&lt;li&gt;Experience facilitating coalitions and knowledge of the political landscape in the state are required.&lt;/li&gt;
&lt;li&gt;Ability to manage several tasks/projects concurrently and prioritize work effectively.&lt;/li&gt;
&lt;li&gt;Ability to communicate effectively, work well under pressure, be detail oriented and meet deadlines.&lt;/li&gt;
&lt;li&gt;Must exercise good judgment and discretion and be able to work independently and as a member of a group.&lt;/li&gt;
&lt;li&gt;Must be a self-starter with a sense of humor; willing to work some long, irregular hours and to travel as needed.&lt;/li&gt;
&lt;li&gt;Strong  VAN (Voter Activation Network) skills required and familiarity with  online electoral tools such as Catalist and constituent relationship  management tools is a plus.&lt;/li&gt;
