Simple Guide to Philippine Civil Marriage

Can't wait to marry your beautiful Filipino fiancee?, You don't know where to start?. I am here to help you. Let me share with you the steps and prerequisites for Civil Marriage. Our exchange of vows took place last January 2011, the City Mayor officiated the nuptial ceremony, solemnized in Quezon City. I would also wanted to give you further information regarding this matter. I made this simple and comprehensive for you.

STEPS AND PREREQUISITES FOR CIVIL MARRIAGE:

Civil Wedding officiated by the City Mayor

* Applying for Marriage License (Proceed to the Civil Registrar's Office inside City Hall's premises)

Certified True Copy of Baptismal Certificate or Birth Certificate of both applicants, if Widowed, Certified True Copy of Death Certificate of demise spouse, if previous marriage was annulled, copy of Court Decision and Absolute Decree of Finality from the court, for Foreign Applicant, if Divorced, copy of Final Decree of Absolute Divorce
Community Tax Certificates (CEDULA) of both applicants, for Foreign Applicant, no need of course.
1 photo ID (black and white or colored background) of each applicant.
Certificate of Family Planning of both applicants > There is no age limit for Family Planning Seminar, for those couples who are 24 years and below need to attend Family Planning Sessions and Pre-Marital Counseling. These sessions are scheduled for one-half day and will be held at Department of Health inside City Hall's premises.
For Foreign Applicant ONLY, Photocopy of Passport (showing the Date of Arrival and Data)
For Foreign Applicant ONLY, Certificate of Legal Capacity to Marry (In United Kingdom, Certificate of No Impediment) issued by Respective Consular or Diplomatic Officials.

Note:
> Parental Consent is needed for applicant between 18-21 years old.
> Parental Advice is needed for applicant between 21-25 years old.
> One of the applicants must be a resident of the place where they will apply for the
Marriage License
>The Marriage License will be issued on the 11th day after the 10-day posting period upon submission of the Marriage License application. The Marriage License expires 120 days from the date of issue.

When you have already completed the necessary requirements, go straight to designated window/s inside the Civil Registrar's Office, Remember these, no transactions will be made outside the Civil Registrar's Office or in the desk of staff himself, in some cases, crooked people in the outside will approach you then offer you service to facilitate the process, some will ask you more penny and some has accomplice inside the office.

Fill up the Application Form, the Application Form cost 50 Pesos and the Marriage License cost 100 Pesos in Quezon City, you may check the City's Official Website for specific fees, as far as I know, not all cities have the same fees.

* Write a Letter of Intent to Marry; include your name and your fiancee's name along with your signatures, in the letter, you can suggest dates of wedding.

* Proceed to the Mayor's Office then look for the Secretary, submit the Letter and the Marriage License, the Secretary will ask you to leave your contact number/s; the Secretary will check if the Mayor will be available on those suggested dates, if not, she will inform you the available dates immediately.

* On your wedding day, you have to pay the amount of 100 Pesos, as Filing Fee. They will be the one to forward their own facsimile of your Marriage Contract to the Civil Registrar's Office. They will give you the original facsimile of Marriage Contract.

> They require 2 witnesses. The witnesses must be of legal age.

> As far as I remember, according to the Secretary, it takes 1-2 months before you can able to get a facsimile of Marriage Certificate from the National Statistics Office, you can visit the Official Website for further information.

Civil Wedding officiated by the member/s of Local Judiciary
(Proceed to the Hall of Justice inside City Hall's premises)

Marriage License
Family Planning Certificate
Certificate of Legal Capacity to Marry or Affidavit in Lieu of a Certificate of Legal Capacity to Contract Marriage

> The fee depends upon the Officiant, some Officiants will include the Filing Fee with their fees.

Dating websites have huge selection of women who are searching for foreign men for short or long term relationship that will lead to matrimony; the number of its members continuously expanding, the sad truth is, not all of them there are looking for genuine love, many are dreaming of making you as their future walking ATM, why?, it only takes a short period of time of chatting, an impatient pretender starts extorting money from you, many of them endowed with OSCAR-like acting prowess; Don't be surprised if they start making drama regarding their family and relatives,etc. like:

Her father or mother, etc. rushed to hospital, she insists they have no money for hospitalization fee.(Even no one of her immediate family or relatives have brought to the hospital, it's easy to )
She has to pay the matriculation fee of her sister or brother.
She has to pay her matriculation fee (Even she's not studying anymore, sometimes, if she's in relationship with Filipino guy, she'll give the money to boyfriend of hers instead, Besides, she's reluctant of showing any proof of payment.)
Their house was burned. (She's unwilling to give the exact details of their place, for fear that you will call the authorities to clear this.)
She will continue asking for money for her utility bills or any sort of luxuries and also for her boyfriend occasionally.

These are the common complaints my husband and my elder friend's husband encountered from the past few years. Yes! me and my friend were married to Caucasian men.

This one I don't think many foreign men aware of; I remembered when I was working in the computer shop, I saw few ladies in sexy outfits, some are mothers, I caught this one lady romancing with american guy in a chat messenger; she met the guy from a dating website; she exchanges sweet messages towards the guy with a sweet smile; I'm not a gossiper, I just heard it because she's saying whatever she types, she's just few inches away from me; the guy she is speaking with does not know that the husband is just beside her, the lady is pretending to be single.

"You're handsome(Gwapo)", "I love you (Mahal kita)", "I can't wait to be with you", "take care", "I care for you", pleasant to the ears, right?, these words are commonly used by Filipina scammers to be easy for them to lure and get what they want from their victims. Some of them are desperate of extorting money, they will solicit for cyber pleasure, they won't hesitate to show their bodies. Put in mind that no one will love you in just one day, it's a good idea that you'll be friends at first until both of you will feel you're meant for each other.

Genuine Filipina has forbearance to wait for you no matter how long it is. If she hurries you to bring her to your country after few chats, blatantly she's just after Visa; my former colleague used to be like that, she's wondering why men left her with nothing. Genuine Filipina will ask you to come to the Philippines to meet her family, relatives and friends, aside from she will be happy to see and speak with your family and relatives overseas. A decent Filipina won't take off her clothes in webcam nor requesting cash from you unless you have already met her in person and you are pretty sure you get the right lady.

Few years ago, when I signed up to a dating site and started to use it, few white men wrote on their profile "I'm looking for asian lady...except lady from the Philippines", I was extremely offended because I believe we are not the same, despite of it I cannot blame them. These Filipina scammers ruin the reputation of good Filipino women.

Here in the Philippines, many people here think that foreigners are moneyed, let's say when you exchange Dollar to Peso or British Pound to Peso (you know what I mean). Expect the unexpected, when you marry a Filipino women, some families or relatives will make sure they will benefit from their daughters' husbands. One day,you will find yourself sending money to her lazy family and relatives; whilst you are working hard for your family, her family is enjoying your money and remain jobless.

Don't let them deceive you by their looks, some Filipina scammers uses fake photos, others have temerity to show their faces on webcam. Even few Filipino men joining the circle of scammers, they won't show on cam, they will use beautiful and undress model's photos, flirt you and extort money.

You have to be patient, wise enough and cognizant of the signs of scam, surely, in the long run, you will find a better Filipina to spend the rest of your life with.

One day I was walking along the street not so far from our home, looking forward I can see children jumping by means of rope or jumping next to stone thrown in the ground with line of chalk. It seems the traditional games, the legacy of old times for us were buried in oblivion. Have these youngsters really forgotten these alfresco games?, such as Hopscotch, Skip rope, Home run, Hide and seek, Spinning top, Rock-Paper-Scissors (also known as "Roshambo"), Jianzi, Jump over the cow and Jumping over thorns . Only few of these traditional games I used to play when I was a kid, When my grandmother did not allow me to go outside, I escaped and ran going to
the opposite direction of our home wherein my playmates were waiting for me, sometimes I caught myself still playing even the sun begins to fall below the horizon, I voluntarily went home because I'm sure my grandparents are pretty worried about me.

As time goes by, quite a few things probably make changes to what they habitually do, the modern technology plays tremendous role to influence the today's youth, many of them follow the latest trend, if someone has this, he/she must also have that. What a youngster sees to his/her fellow youngsters will do the same thing, till the number of modern game enthusiast expanding continuously, the few examples are these modern gaming consoles: Playstation 2 (PS2) /PSP by SONY, XBOX by MICROSOFT and Wii by NINTENDO.

If we will go back from the past, there were many gaming consoles spread even in early 70's, mid 80's, early and late 90's, there are: Magnabox Odyssey, Philips Odyssey, Bally Astrocade, Intellivision II,Sega SG-1000, Sega Master System (II & III), Nintendo Entertainment System (Famicom), Sega Genesis, Super Famicom, Playstation, Sega Neptune and many more. Let's include the 2 of my favorite gaming consoles such as Nintendo Gameboy and Tamagotchi, a hand-held, egg-shaped, digital pet created in Japan. Aside from gaming consoles, another games play by gaming enthusiast are those brought by computer (Online and Local Area Network Games) such as: Real Time Strategy (RTS)-Warcraft III_Reign of Chaos, First Person Shooter (FPS)-Call of Duty/Resident Evil, Role Playing Game (RPG)-Dragon Age Origins, Massively Multiplayer Online Role Playing Game (MMORPG)- World of Warcraft at Massively Multiplayer Online First-Person Shooter (MMOFPS)-Planetside. The list will not be complete without those games

brought by social networking sites like Facebook, there's Farmville play even by older ones, Pet Society and many more.

The difference between yesterday and today, before, even many gaming consoles spread globally, the youngsters were still patronizing the traditional games, the street games that are not only amuse them but also help them remain physically fit and ameliorate their social intercourse. In my humble opinion, the parents can help their children in order to bring their interest back to traditional games through encouragement and guide. The traditional games are not only legacy but also reflecting our rich culture.
