แผ่นดิน"จำศีล"จริงหรือ!!ปริศนา"รอยเลื่อนนครนายก"

คมชัดลึก : รอยเลื่อน "นครนายก" ถูกกล่าวขานถึงหลังจากพม่าประสบเหตุแผ่นดินไหว ว่ากันว่าแผ่นดินไหวในวันเดียวกันนั้นก็เกิดขึ้นในประเทศไทยเช่นกันกับรอย เลื่อน "แม่จัน" ไม่ได้เกิดจาก "อาฟเตอร์ช็อก" จากรอยเลื่อน "น้ำมา" ในพม่าตามที่เข้าใจกันเบื้องต้น

แผ่นดินไหวขนาดใหญ่ในประเทศไทยเกิดจาก 2 ปัจจัยด้วยกันคือ ปัจจัยภายนอกและภายใน

ปัจจัยภายนอก หมายถึง เมื่อเกิดแผ่นดินไหวที่ต่างประเทศและแรงสั่นสะเทือนส่งมาถึงไทย ส่วนใหญ่มาจากพม่า จีน ลาว และฝั่งทะเลอันดามันคือ ด้านเกาะสุมาตรา ของอินโดนีเซีย

ส่วนปัจจัยภายใน คือ แผ่นดินไหวที่เกิดจากแนว รอยเลื่อนมีพลัง ซึ่งเคลื่อนตัวเป็นระยะๆ ส่วนใหญ่อยู่บริเวณภาคเหนือและภาคตะวันตก

ปัญหาที่ถกเถียงกันมานานคือ "จำนวน รอยเลื่อนมีพลังในไทยมีกี่แห่ง ?" นักธรณีวิทยาบอก 9 แห่ง หน่วยงานรัฐระบุ 13 แห่ง นักวิจัยแผ่นดินไหวแจ้งว่าพบ 45 แห่ง

ล่าสุด วันที่ 29 มีนาคม รศ.ปัญญา จารุศิริ หัวหน้าภาควิชาธรณีวิทยา คณะวิทยาศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย ประกาศว่าพบ "รอยเลื่อนนครนายก" ซึ่งมีความน่ากลัวเนื่องจากอยู่ใกล้กรุงเทพฯ ที่สุด

จากภาพถ่ายดาวเทียมของกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม ร่วมกับมหาวิทยาลัยเกษตรศาสตร์ พบรอยเลื่อนนครนายกมีความสัมพันธ์กับรอยเลื่อนแม่ ปิง ที่พาดผ่าน จ.นครสวรรค์ มาทาง จ.กำแพงเพชร ในแนวทิศตะวันตกเฉียงเหนือถึงตะวันออกเฉียงใต้ โดยแนวดังกล่าวมีความยาว 50-100 กิโลเมตร เมื่อ 600 ถึง 700 ปี ที่ผ่านมามีหลักฐานทางธรณีวิทยาว่า บริเวณนี้เคยเกิดแผ่นดินไหวขนาด 6.5 ริกเตอร์มาแล้ว และมีความเป็นไปได้ในการอุบัติซ้ำ พร้อมเสนอให้กระทรวงทรัพยากรฯ ไปสำรวจและเพิ่มแนวรอยเลื่อนที่มีพลังของประเทศไทย เป็น 14 แห่ง จากเดิมที่มี 13 แห่ง

วันถัดมา 30 มีนาคม "เลิศสิน รักษาสกุลวงศ์" ผอ.สำนักธรณีวิทยาสิ่งแวดล้อมและธรณีพิบัติภัย กรมทรัพยากรธรณี ให้ข้อมูลว่าเคย สำรวจพบรอยเลื่อนนครนายก และรอยเลื่อนองครักษ์ที่อยู่ใกล้เคียงกันมานานแล้ว จากการติดตามศึกษาต่อเนื่อง 3 ปี ทำให้มั่นใจได้ว่า รอยเลื่อนองครักษ์เป็นรอยเลื่อนที่ไม่มีพลังแน่นอน 100 เปอร์เซ็นต์ ส่วนรอยเลื่อนนครนายกนั้น นายเลิศสินมั่นใจ 75 เปอร์เซ็นต์ ว่า เป็นรอยเลื่อนไม่มีพลัง เนื่องจากไม่พบหลักฐานชัดเหมือนรอยเลื่อนมี พลังอื่นๆ เช่น ลักษณะแม่น้ำที่บิดเบี้ยว มีบ่อน้ำพุร้อนอยู่ใกล้รอยแตกร้าว จึงอยากฝากเตือนประชาชนในละแวกดังกล่าวไม่ควรตื่นตระหนกมากเกิน ไป

ข้อมูลขัดแย้งข้างต้นทำให้ "รอยเลื่อนนครนายก" กลายเป็นปริศนาว่า มีพลังหรือไม่มีพลัง ?

การระบุว่ารอยเลื่อนใดเป็น “รอยเลื่อนมี พลัง” (active fault) หรือไม่นั้น หน่วยสำรวจธรณีวิทยา ประเทศสหรัฐอเมริกา (United States Geological Survey: USGS) ให้นิยามว่า ต้องเป็นรอยเลื่อนที่จะทำให้แผ่นดินไหวเกิดขึ้นในอนาคต และต้องมีการเคลื่อนที่อย่างน้อย 1 ครั้งภายในระยะเวลา 1 หมื่นปี

ย้อนประวัติศาสตร์งานวิจัยรอยเลื่อนในไทย เมื่อปี 2546 ข้อมูลสารสนเทศภูมิศาสตร์ของสำนักงานคณะกรรมการการอุดมศึกษา กระทรวงศึกษาธิการ บันทึกว่าทั่วประเทศมีรอยเลื่อนทั้งหมด 121 แห่ง กระจายอยู่ตั้งแต่ภาคเหนือจรดภาคใต้ ส่วนใหญ่เป็นรอยเลื่อนไม่มีพลัง สำหรับจำนวนรอยเลื่อนมีพลังนั้น เมื่อปี 2533 ศ.ดร.ปริญญา นุตาลัย อดีตนายกสมาคมธรณีวิทยาแห่งประเทศไทย วิจัยพบว่ามี 9 รอยเลื่อนคือ 1.รอยเลื่อนเชียงแสน-แม่จัน 2.แม่ทา 3.เถิน 4.แพร่ 5.เมย-อุทัยธานี 6.ศรีสวัสดิ์ 7.เจดีย์สามองค์ 8.ระนอง 9.คลองมะรุ่ย

ขณะที่ กรมทรัพยากรธรณีวิทยา ระบุว่า พบ 13 รอยเลื่อน คือ 1.รอยเลื่อนแม่ จัน 2.แม่ทา 3.พะเยา 4.แม่ฮ่องสอน 5.ปัว 6.เถิน 7.อุตรดิตถ์ 8.เมย 9.ท่าแขก 10.ศรีสวัสดิ์ 11.เจดีย์สามองค์ 12.ระนอง และ 13.คลองมะรุ่ย

แต่ที่พบมากที่สุดคือ งานวิจัยของ "อดิศร ฟุ้งขจร" หัวหน้ากลุ่มงานแผ่นดินไหว ศูนย์อุตุนิยมวิทยาภาคเหนือ ผู้เชี่ยวชาญรอยเลื่อนมีพลังในประเทศไทย ตรวจสอบพบรอยเลื่อนมีพลังมากถึง 45 รอยเลื่อนคือ รอยเลื่อนเชียง แสน, แม่จัน, แม่อิง, มูลาว, หนองเขียว, เชียงดาว, เมืองแหง, แม่ฮ่องสอน, ขุนยวม, แม่ลาหลวง, แม่สะเรียง, พร้าว, ปัว, ดอยหมอก, วังเหนือ, แม่งัด, แม่ปิง, ดอยปุย, แม่ทา, อมก๋อย, เมืองปาน, แม่หยวก, แม่ทะ, เถิน, แม่วัง, ท่าสี, งาว, แม่ติป, สามเงา, ผาแดง, ดอยหลวง, แม่ยม, แม่กลอง, แพร่, อุทัยธานี, อุตรดิตถ์, น้ำปาด, เขาดำ, ท่าอุเทน, ศรีสวัสดิ์, เจดีย์สามองค์, เขาราวเทียน, ระนอง, อ่าวลึก และรอยเลื่อนคลองมะรุ่ย

“อดิศร” ให้สัมภาษณ์ว่า การสำรวจรอยเลื่อนมี พลังสามารถทำได้หลายวิธี แต่ที่นิยมมี 3 วิธีคือ 1.การเดินสำรวจเชิงประจักษ์ กลุ่มนักธรณีวิทยามักจะใช้วิธีนี้เป็นหลัก เพื่อตรวจดูรอยแยกของชั้นดิน เนื้อดินและ เนื้อหิน ฯลฯ

วิธีที่ 2 ใช้ภาพถ่ายดาวเทียมหรือภาพถ่ายทางอากาศเป็นหลัก บางครั้งอาจเดินสำรวจพื้นที่จริงเพื่อเปรียบเทียบภูมิศาสตร์บริเวณนั้น ส่วนวิธีที่ 3 คือ การใช้คอมพิวเตอร์จับสัญญาณพลังงานการสั่นสะเทือนที่รอยเลื่อนปล่อยออกมา หรือที่เรียกสั้น ๆ ว่า “คลื่นแผ่นดินไหว”

วิธีเดินสำรวจนั้นมีข้อจำกัดคือ หากรอยเลื่อนอยู่ต่ำลงไปในชั้นใต้ดินกว่า 10 กิโลเมตร จะสำรวจไม่เห็นจึงเปลี่ยนมาใช้วิธีตรวจวัดคลื่นแผ่นดินไหวแทน หากรอยเลื่อนใด ทำให้แผ่นดินไหวเกิน 1 ริกเตอร์ คอมพิวเตอร์จะรายงานทันที ปัจจุบันไทยมีเครื่องตรวจแผ่นดินไหวแบบดิจิทัลออนไลน์ระบบไอริส (Incorporated Research Institutions for Seismology) รุ่น KS-54000-IRIS ติดตั้งที่สถานีตรวจแผ่นดินไหวเชียงใหม่ เชิงดอยสุเทพ

“เท่าที่ตรวจดูข้อมูลรอยเลื่อนนครนายกและรอยเลื่อนองครักษ์นั้น ตลอดปี 2553 จนถึงปีนี้ ยังไม่พบคลื่นแผ่นดินไหวรายงานเข้ามา หากเป็นรอยเลื่อนมี พลังจริงต้องสั่นสะเทือนอย่างน้อย 1 ครั้งในหมื่นปี แต่เท่าที่ดูบันทึกรายงานตั้งแต่เริ่มใช้เครื่องมือนี้ ย้อนหลังไป 40 ปียังไม่พบการเคลื่อนไหวเลย คงต้องเดินสำรวจและศึกษารายละเอียดด้านภูมิศาสตร์เพิ่มเติม” นายอดิศร กล่าว

ทั้งนี้ เมื่อวันที่ 31 มีนาคม หน่วยงานรัฐได้จัดประชุมหารือเบื้องต้น เกี่ยวกับแผ่นดินไหวและรอยเลื่อนมี พลังที่ส่งผลกระทบต่อเขื่อน โดยเฉพาะพื้นที่เสี่ยงภัยดินอ่อนนุ่ม และการต่อเติมอาคารให้ปลอดภัย ฯลฯ พร้อมสั่งนักวิชาการให้รวบรวมข้อมูลที่เกี่ยวข้องกับรอยเลื่อนนครนายกว่ามีอันตรายหรือไม่ หากจำเป็นอาจต้องจัดตั้งหน่วยงานกลางขึ้นมาประสานงานเรื่องแผ่นดินไหวโดยเฉพาะ

นักวิชาการหวั่นเขื่อนแตก หากเกิดแผ่นดินไหวรุนแรง

นายปัญญา จารุศิริ หัวหน้าหน่วยวิจัยธรณีวิทยาแผ่นดินไหว จุฬาลงกรณ์มหาวิทยาลัย ระบุว่า กลุ่มรอยเลื่อนนครนายกที่พบใหม่ จากการศึกษาวิจัยให้กับศูนย์วิจัยนิวเคลียร์แห่งใหม่องครักษ์ มีระยะสำคัญถือว่า เป็นรอยเลื่อนที่มีพลัง โดยมีหลักฐานทางธรณีวิทยาว่า บริเวณนี้เคยเกิดแผ่นดินไหวขนาด 6.5 ริกเตอร์ เมื่อ 600-700 ปี มาแล้ว และมีโอกาสที่จะเกิดการอุบัติซ้ำอีก
ทั้งนี้ กลุ่มรอยเลื่อนนครนายกประกอบด้วย 9 รอยเลื่อนย่อยได้แก่ รอยเลื่อนคลองสะแก รอยเลื่อนคลองบ้านนา รอยเลื่อนเขากะเหรี่ยง รอยเลื่อนเขาอีโต้ รอยเลื่อนวิหารแดง รอยเลื่อนเขาสะท้อนสูง รอยเลื่อนคลองแม่น้ำใน รอยเลื่อนองครักษ์ และรอยเลื่อนนครนายก ซึ่งรอยเลื่อนที่ยาวและมีพลังที่สุดคือ รอยเลื่อนนครนายก ที่ยาว 45 กิโลเมตร และรอยเลื่อนคลองแม่น้ำใน ซึ่งอยู่ใกล้กับเขื่อนขุนด่านปราการชล จ.นครนายก โดยเป็นห่วงว่า หากเกิดแผ่นดินไหวรุนแรงขึ้น อาจทำให้เขื่อนแตกได้ และผู้ที่อยู่บนตึกสูงในกรุงเทพฯ จะรู้สึกได้ จึงต้องการให้หน่วยงานที่เกี่ยวข้องเตรียมพร้อมรับมือเอาไว้

นักท่องเที่ยวไทยติดในพม่ากว่า 100 ชีวิต เหตุถนนหลักพัง คาดอย่างต่ำ 7 วันช่วยได้ "มาร์ค" ประชุมผู้ว่าฯ เมืองเหนือชี้ชาวบ้านเดือดร้อนใกล้แสน เพราะที่เชียงรายก็เหยียบ 9 หมื่น กฟผ.ร้อนก้น แจงเขื่อนในไทยมั่นคง 100%
เหตุการณ์ แผ่นดินไหว 6.7 ริกเตอร์ที่ประเทศพม่าเมื่อปลายสัปดาห์ที่ผ่านมา ล่าสุด สำนักข่าวอิรวดีคาดว่าจะมีผู้เสียชีวิตขั้นต่ำกว่า 150 คน และมีผลกระทบนับหมื่นราย แต่ดูเหมือนความช่วยเหลือกลับยังล่าช้าและไม่ทันการณ์ โดยมีเสียงของชนกลุ่มน้อยหลายส่วนเรียกร้องให้รัฐบาลทหารพม่าเปิดกว้างในการ ช่วยเหลือ ไม่เช่นนั้นจะซ้ำรอยกรณีพายุนาร์กีสที่ปัจจุบันยังแก้ไขปัญหาไม่ได้
“พม่าต้องเปิดกว้างนานาประเทศเพื่อช่วยเหลือผู้ได้รับบาดเจ็บ เพราะรัฐบาลไม่มีศักยภาพเพียงพอในการจัดการช่วยเหลือชีวิตผู้ประสบภัย”
ขณะ เดียวกัน ทีวีพม่าในส่วนกลางและท้องถิ่น ได้เผยแพร่ภาพข่าวนายหม่องหม่อง ส่วย รัฐมนตรีว่าการกระทรวงสวัสดิการสังคม การบรรเทาทุกข์ และการตั้งถิ่นฐาน พร้อมคณะนายทหารเดินทางโดยเครื่องบินไปยังเมืองท่าขี้เหล็ก และเมืองเจียงตุงเพื่อเยี่ยมราษฎรพม่าที่ได้รับความเสียหายจากแผ่นดินไหว และระบุว่า ภาครัฐได้ระดมเจ้าหน้าที่ทหารช่วยเก็บซากปรักหักพังของบ้านเรือน อาคาร วัด โรงเรียน และสถานที่ราชการหลายแห่ง รวมทั้งการตั้งศูนย์บรรเทาทุกข์ ซึ่งการเดินทางของคณะได้นำข้าวสาร อาหารแห้ง ภาชนะ เครื่องครัวต่างๆ ยา เวชภัณฑ์ รวมทั้งเครื่องนุ่งห่ม ไปมอบให้ประชาชนด้วย
มูลนิธิเวิลด์วิชั่นเผยว่า แผ่นดินไหวครั้งนี้กระทบต่อประชาชน 15,000 คนในพื้นที่ และเตรียมส่งอุปกรณ์ช่วยเหลือเพื่อให้ที่พักพิงชั่วคราวแก่ครอบครัว 2,500 ครัวเรือน
ส่วนผลกระทบต่อคนไทยนั้น ล่าสุด จังหวัดเชียงรายได้รับการประสานว่า มีกรุ๊ปทัวร์นักท่องเที่ยวชาวไทยตกค้างอยู่ในพม่ากว่า 100 ชีวิต โดยนักท่องเที่ยวได้เดินทางเข้าไปในพม่า โดยใช้เส้นทาง R-3B อ.แม่สาย จ.เชียงราย-ท่าขี้เหล็ก-เชียงตุง ซึ่งได้ตกค้างอยู่ที่ จ.เชียงตุง ไม่สามารถเดินทางกลับประเทศได้ เนื่องจากสะพานข้ามแม่น้ำท่าเดื่อ ซึ่งห่างจาก อ.แม่สาย ไปทางทิศเหนือของรัฐฉานราว 50 กิโลเมตร ที่เป็นสะพานสัญจรหลัก ได้ถูกแรงแผ่นดินไหวสั่นจนคอสะพานขาดจากกัน รถทุกชนิดข้ามไป-มาไม่ได้ ถูกตัดขาดจากโลกภายนอก ซึ่ง จ.เชียงราย ได้ประสานไปยังฝั่งพม่าเพื่อหาช่องทางช่วยเหลือ คาดว่าอาจต้องใช้เส้นทางอื่นในการเดินทาง และต้องใช้เวลาไม่ต่ำกว่า 7 วันในการช่วยเหลือได้
นายบุญธรรม ทิพย์ประสงค์ ประธานหอการค้า อ.แม่สาย กล่าวว่า ถนนสายดังกล่าวเป็นถนนสายหลักที่ใช้เพื่อสัญจร รวมไปถึงการขนส่งสินค้า โดยเฉพาะสินค้าอุปโภค-บริโภค และพลังงานที่พม่าต้องนำเข้าจากไทย และเป็นเส้นทางการท่องเที่ยวด้วย เมื่อเส้นทางเสียหายและถูกตัดขาด จึงส่งผลกระทบต่อการส่งออกและการบริโภคภายในพม่าอย่างมาก
ส่วนที่ศูนย์ เตือนภัยพิบัติแห่งชาติ กระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร อาคารศูนย์ราชการเฉลิมพระเกียรติ 80 พรรษา นายอภิสิทธิ์ เวชชาชีวะ นายกรัฐมนตรี ได้ประชุมวิดีโอคอนเฟอเรนซ์ร่วมกับผู้ว่าราชการจังหวัด และผู้เกี่ยวเนื่องกับแผ่นดินไหวในรายการ “เชื่อมั่นประเทศไทยกับนายกฯ อภิสิทธิ์” ครั้งที่ 113
โดยนายสมชัย หทยะตันติ ผู้ว่าราชการจังหวัดเชียงราย รายงานความเสียหายเบื้องต้นว่า มีผู้เสียชีวิต 1 ราย และมีผู้บาดเจ็บ 2 แห่งที่หนัก คือ อ.แม่สาย บาดเจ็บ 13 ราย และ อ.เชียงแสน มีผู้บาดเจ็บ 8 ราย นอกนั้นเป็นสิ่งสาธารณูปโภค อาคารต่างๆ โดยบ้านเรือนประชาชนเสียหายบางส่วน 519 หลังคาเรือน อาคารตึกสูง 23 หลังคาเรือน สถานที่ทางศาสนา สถานประติมากรรมโบราณสถาน 39 แห่ง ส่วนราชการคืออาคาร เช่น ศาลากลางจังหวัด ที่ว่าการ อ.แม่สาย อ.เชียงแสน โรงพยาบาลแม่สาย และโรงพยาบาลเชียงแสน รวมทั้งหมด 15 อำเภอ 42 ตำบล 162 หมู่บ้าน ราษฎรได้รับความเดือดร้อน 89,186 คน ทั้งหมด 34,650 ครัวเรือน
นาย สมชัยยังเล่าถึงมาตรการในการรับเหตุต่างๆ รวมถึงการให้ความช่วยเหลือต่อราษฎร และการตั้งศูนย์ช่วยเหลือทั้งคนไทยและพม่า ในขณะที่พระครูวิจารณ์ธรรมสุนทร เจ้าอาวาสวัดพระธาตุเจดีย์หลวง อ.เชียงแสน จ.เชียงราย ระบุถึงยอดพระเจดีย์ที่มีอายุกว่า 680 ปีหักว่า เป็นห่วงถึงสภาพขององค์พระธาตุ ถ้าหากไม่ได้รับการบูรณะอย่างเร่งด่วน หากเกิดมีฝนตกและมีน้ำซึมเข้าไปในองค์พระธาตุ อาจทำให้องค์พระธาตุทั้งหมดทรุดและพังลง จึงขอเจริญพรไปยังนายกฯ ช่วยพิจารณาให้หน่วยงานที่ดูแลและเกี่ยวข้องช่วยดูแลเร่งด่วน
นายกฯ ตอบว่า กระทรวงวัฒนธรรมได้รายงานว่ามีสถานที่สำคัญทางศาสนาและโบราณสถานที่เสียหาย หลายจุด 7 จุด ซึ่งกำลังเตรียมเสนอแนวทางในการบูรณะและให้เกิดความมั่นใจว่าไม่มีความเสีย หายต่างๆ เพิ่มเติม
นายเสนีย์ จิตตเกษม ผู้ว่าราชการ จ.น่าน รายงานว่า ตอนนี้ยังไม่ปรากฏความเสียหายที่เป็นถนน สะพานสิ่งสาธารณประโยชน์ แต่มีผลกระทบโบราณสถาน 2 แห่ง คือ วัดพระธาตุแช่แห้ง บริเวณวิหารพระนอน และวิหารหลวง ซึ่งกรมศิลปากรอยู่ระหว่างการสำรวจตรวจสอบ และวัดภูมินทร์ ที่วิหารจตุรมุข และพระพุทธรูปมีรอยร้าว
นาวาอากาศเอกสมศักดิ์ ชาวสุวรรณ์ ผู้อำนวยการศูนย์เตือนภัยพิบัติแห่งชาติ กล่าวว่า ได้เฝ้าระวังตลอด 24 ชั่วโมง และรวบรวมข้อมูลข่าวสารที่เกี่ยวข้องกับภัยพิบัติทางธรรมชาติจากหน่วยงานที่ เกี่ยวข้องทั้งในและต่างประเทศ นำมาวิเคราะห์ว่าจะมีผลกระทบอะไรกับประชาชน และแจ้งเตือนอย่างทันท่วงที โดยผ่านระบบต่างๆ ไม่ว่าจะเป็น SMS สถานีวิทยุกระจายเสียงแห่งประเทศไทย สถานีโทรทัศน์รวมการเฉพาะกิจแห่งประเทศไทย ระบบสื่อสารวิทยุ ฯลฯ รวมทั้งได้ฝึกซ้อมรับ ยืนยันว่าศูนย์ฯ และหน่วยงานที่เกี่ยวข้อง จะทำหน้าที่ให้ดีที่สุดเพื่อดูแลพี่น้องประชาชนให้ปลอดภัยทั้งชีวิตและ ทรัพย์สิน
นายกฯ ย้ำว่า ระบบของเราขณะนี้ได้จัดพื้นที่ประเภทของภัยความรุนแรง และมีขั้นตอนมีแผนเรียบร้อยว่าความรุนแรงระดับไหน ใครต้องทำอะไร ก็ขอให้ประชาชนติดตามข่าวสาร ซึ่งกรณีแผ่นดินไหวมีประชาชนจำนวนมากที่ยังห่วงเรื่องความปลอดภัยของอาคาร ต่างๆ ก็ได้ดำเนินการให้สำรวจ โดยเฉพาะอาคารเก่าซึ่งอาจยังไม่มีโครงสร้างรองรับ โดยเฉพาะในพื้นที่ภาคเหนือ ซึ่งขณะนี้ก็จะมีการสำรวจและให้คำแนะนำเจ้าของอาคารจะต้องเสริมความเข้มแข็ง อย่างไร
“ขอย้ำในทุกจังหวัดว่า รัฐบาลจะเข้าไปดูแลในเรื่องของการช่วยเหลือเยียวยาประชาชน และฟื้นฟูบูรณะโครงสร้างพื้นฐาน โบราณสถาน และสถานที่สำคัญอย่างเต็มที่ เรากำลังจะรวบรวมเรื่องทั้งหมด มีอะไรที่หน่วยงานส่วนกลาง รัฐบาลที่จะดำเนินการได้ ก็จะได้เร่งให้มีการดำเนินการต่อไป” นายกฯ กล่าว
นาย ทวีศักดิ์ กออนันตกูล ผู้อำนวยการ สำนักงานพัฒนาวิทยาศาสตร์และเทคโนโลยีแห่งชาติ (สวทช.) กล่าวถึงเหตุการณ์แผ่นดินไหวที่ญี่ปุ่น ว่าสามารถนำมาใช้เป็นกรณีศึกษาให้นักวิจัยไทยในการคิดค้นระบบและเทคโนโลยี เพื่อวางแผนรับมือเหตุการณ์ที่อาจเกิดขึ้นกับไทยในอนาคต
นายมนตรี ชนะชัยวิบูลวัฒน์ ผู้อำนวยการ สำนักนโยบายกรมป้องกันและบรรเทาสาธารณภัย (ปภ.) กล่าวว่า 5 ปีที่ผ่านมา ปภ.พยายามจัดทำแผนแม่บทแบบบูรณาการกับหน่วยงานเครือข่ายกว่า 50 หน่วยงาน เพื่อสร้างแผนที่ความเสี่ยงรองรับภัยพิบัติล่วงหน้า ซึ่งแผนแม่บทป้องกันและบรรเทาภัยจากคลื่นสึนามิผ่านมติคณะรัฐมนตรี และมีผลนำไปใช้งานในระดับภูมิภาคแล้ว และอยู่ระหว่างทำแผนแม่บทการป้องกันและบรรเทาภัยจากแผ่นดินไหว ซึ่งน่าจะแล้วเสร็จ พร้อมเสนอเข้า ครม.ในเดือน ต.ค.นี้ เพื่อเป็นแผนปฏิบัติระดับชาติในด้านการวางแผนก่อสร้างและบำรุงอาคารที่พัก อาศัยที่ไม่แข็งแรงต่อไป
ผลพวงจากแผ่นดินไหวยังทำให้มีการพูดถึงความมั่น คงของเขื่อนในหลายจังหวัด โดยเฉพาะการเสนอข่าวว่าเขื่อนในกำกับของการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) 1 แห่งเกิดรอยร้าว ทำให้นายวีรชัย ไชยสระแก้ว ผู้ช่วยผู้อำนวยการ ฝ่ายบำรุงรักษาโยธา ต้องชี้แจงว่า เป็นความเข้าใจผิดในงานสัมมนาเรื่อง “แผ่นดินไหวและสึนามิ 11 มีนาคม 2011 บทเรียนจากญี่ปุ่นสู่การเตรียมพร้อมของไทย” โดยได้พูดถึงเขื่อนฟูจินูมาของญี่ปุ่น ไม่ใช่เขื่อนของ กฟผ.
“ผมในฐานะ ดูแลเกี่ยวกับความมั่นคงแข็งแรงของเขื่อนในประเทศ ขอยืนยันว่าเขื่อนทุกเขื่อนมีความแข็งแรง 100% ขอให้ประชาชนมั่นใจในการตรวจสอบดูแลรักษาของ กฟผ.ที่มาตรการเข้มงวดรัดกุม”
ใน ขณะที่ นายผสันต์ ธัมปราชญ์ ประธานคณะกรรมการผู้ใช้พลังงานเขต 9 (คพข.9) จ.กาญจนบุรี เผยเกี่ยวกับข่าวลือเขื่อนแตกว่า คพข.9 ได้ประชุมเรื่องนี้มานานแล้ว และได้ส่งเรื่องนี้ให้แก่เขื่อนศรีนครินทร์และเขื่อนวชิราลงกรณ เพื่อให้หาวิธีชี้แจงและให้ข้อมูลข้อเท็จจริงเพื่อสร้างความเข้าใจแก่ ประชาชนและชุมชนที่อยู่พื้นที่รอบโรงไฟฟ้าทั้งสองแห่ง เพราะเรื่องนี้เป็นเรื่องใหญ่ โดยเฉพาะพื้นที่ชุมชนรอบโรงไฟฟ้าที่มีโอกาสเสี่ยงได้รับผลกระทบหากเกิดเหตุ ไม่คาดฝัน โดย คพข.9 จะทำโครงการเผยแพร่ประชาสัมพันธ์กับประชาชนในพื้นที่ 4 จังหวัด คือ กาญจนบุรี นครปฐม สุพรรณบุรี และสมุทรสาคร
ด้านนายสรวุฒิ จงสกุล ประธานชมรมผู้ใช้พลังงานเขต 9 กล่าวเรื่องนี้เช่นเดียวกันว่า น่าจะถึงเวลาแล้วที่ กฟผ.โดยเขื่อนศรีนครินทร์และวชิราลงกรณต้องเปิดข้อมูลเกี่ยวกับมาตรการ บริหารจัดการความปลอดภัยในกรณีเกิดเหตุสุดวิสัยออกสู่สาธารณะให้ประชาชน
วัน เดียวกัน สวนดุสิตโพลยังได้สำรวจประชาชนทั่วประเทศจำนวน 1,629 คน ในเรื่องประเทศไทยและเหตุการณ์แผ่นดินไหว พบว่า เหตุดังกล่าวทำให้ประชาชนส่วนใหญ่ถึง 51.76% ติดตามข่าวสารมากขึ้น และ 38.94% ค่อนข้างสนใจ มีเพียง 7.53% ที่ไม่ค่อยสนใจ และ 1.77% ไม่สนใจเลย และเมื่อสอบถามถึงเหตุแผ่นดินไหวส่งผลต่อความเครียดหรือไม่ 42.86% ยอมรับไม่วิตกหรือเครียดมากนัก มีเพียง 31.75% ที่ค่อนข้างวิตกและเครียด 16.93% ไม่วิตกและไม่เครียด และ 8.46% วิตกและเครียดมาก
เมื่อสอบถามว่า หากเกิดแผ่นดินไหวในไทยควรป้องกันตัวอย่างไร 40.46% มองว่าต้องมีสติๆ ไม่ตื่นตระหนก 25.18% ให้ติดตามข่าวสารอย่างใกล้ชิด, 20.33% ให้รีบออกจากอาคารและบ้านเรือน และ 14.03% ให้จดจำวิธีปฏิบัติ หรือแนวทางป้อนกันให้ขึ้นใจ ส่วนสิ่งที่ประชาชนอยากฝากรัฐบาลและหน่วยงานที่เกี่ยวข้องนั้น 52.41% อยากให้รัฐบาลจริงจังและเรียกหน่วยงานเกี่ยวข้องประชุม, 24.50% ต้องเปิดเผยข้อมูลตามข้อเท็จจริง, 12.27% ตรวจสอบความแข็งแรงของโครงสร้างอาคารและบ้านเรือน และ 10.82% อย่ามัวแต่ทะเลาะและสนใจเรื่องการเมืองมากไป.

แล้วจึงเขียนลงแผ่น DVD แต่ไม่ใช่สั่งไรท์ตรง ๆ นะคะ เดี๋ยวจะใช้บูทเครื่องไม่ได้

ต้องไรท์ให้เป็นแผ่นบูทเครื่องได้ด้วย เพื่อให้เรียกใช้โปรแกรม Mini Windows XP ที่มีในแผ่น บูทเข้ามาจัดการเครื่อง (กรณีที่เปิด window ไม่ได้)

ดังนั้น จึงมีข้อแนะนำการไรท์ค่ะ

เมื่อแตกไฟล์ที่ได้จากการโหลดแล้ว

ไฟล์ที่โหลดมาจะอยู่ในโฟลเดอร์ Hirens.BootCD.13.0 ทั้งหมด (13.0คือเวอร์ชั่นของโปรแกรมค่ะ ถ้าเวอร์ชั่นอื่นก็จะเป็นเลขต่างกันไป)

Which was probably why the construction workers had on very snug, tattered jeans and T-shirts too tight for men half their size—an adjustment for their female audience, no doubt. There was absolutely no way a man could work comfortably in a shirt that tight.
Likewise, the landscapers wore their work boots and jeans, some of them with no shirts on at all. And the carpenter—he had a heavy tool belt hanging low on his hips. The ensemble was complete with wrenches, a nail pouch and the largest hammer Sebastian had ever seen, no doubt a pitiful attempt at symbolism. Sebastian shook his head and tried, without much success, to mask his amusement.
The announcer, a woman with a very wide, toothy smile, led a man around the stage by one finger hooked in his belt loop. The audience roared, then roared again when she had him turn, showing him to advantage. The spotlight moved over his backside and feminine shrieks filled the air.
Sebastian wondered if any of these rich people realized the seriousness of the benefit, the purpose the money would serve in assisting abused women. He doubted it. To them, it was a lark, not a humanitarian deed to build shelters and help those in need.
To Sebastian, it was much more personal.
The brawny guy ahead of him bounded onstage, anxious for his turn to titillate the giggling masses, and Sebastian was left with a female attendant, waiting for his cue.
As he'd guessed, the bewhiskered fellow went quickly, the last bid coming on a crescendo of womanly squeals and bawdy jests. The attendant took Sebastian's arm and directed him forward.
As he reached the center of the stage, hot lighting flooded over him. He stared out at the audience, satisfied with their reckless spending, but thoroughly disgusted by their careless attitudes. None of them gave a thought to where the money would go or how badly it was needed. They were all the same, full of glitz and shine; shallow, frivolous, concentrating only on their own pleasures. He was disdainful of them all.
And then he saw her.
She stood alone, a small dark-haired woman with huge eyes that dominated her face and expressed her fascination. She didn't smile as he met her stare. She didn't yell out suggestions or a bid as the other women were doing. She didn't laugh or joke; she didn't do anything but watch him. He no longer heard the announcer, no longer felt the heat of the bright lights. His boredom and disinterest seemed to melt away. Her face was upturned, her lips slightly parted, as if in surprise. And he knew—she couldn't look away. Somehow he held her physically by the connection of their gazes.
Sebastian didn't dare blink. She seemed awestruck and innocent and he found her utterly irresistible. For some insane reason, because something inside him had stirred and heated at the sight of her, he had no intention of letting her go.
Maybe he wouldn't berate Shay after all. He just might end up thanking her.

Brandi stood in the middle of the floor, right beneath the stage. The men had been coming and going, none of them overly remarkable to her mind, but then, she wasn't here to buy a man. She was only attending this benefit to support her sister, Shay. In truth, she avoided gatherings like this one, where the testosterone filled the air so thick you could choke on it. And there were any number of ways she would have preferred to spend her birthday.
But none of that mattered at the moment. The man onstage was incredible, and once her gaze locked with his, she couldn't stop staring. She felt an irresistible connection to him, and she couldn't seem to find the wit—or the will—to walk away.
The woman handling the bids chuckled at some jest Brandi had missed, then turned to catch the man's arm. Holding a microphone in one hand, she gripped his arm firmly with the other and cuddled up to him. "Such a generous bid!" she called out sounding very excited, though Brandi, deeply involved in her own scrutiny, hadn't heard the exact amount offered. "He's worth every penny, ladies! Come on now, don't be shy. This one is quite a specimen." She squeezed his upper arm, testing his muscle, then made an "oohing" expression to the audience.
The man didn't look overly complimented. He looked disdainful, and rather than work toward drawing more attention to himself as the other men had, he merely crossed his arms and braced his long legs apart. He seemed impossibly tall and strong and masculine in his rigid stance. As impenetrable as a stone wall. Almost barbaric in his strength. And he continued to look at Brandi.
The announcer struggled to gain his cooperation. She tried to force him into a turn, wanting to display him as she had the others in order to raise the already astronomical sum they'd collected. He resisted her efforts with ease. The announcer couldn't budge him a single inch.
And the women loved it. They called out more bids, made explicit suggestions on what they'd do with him and haggled amongst themselves.
Brandi's fascination built. Never before had she felt it, at least, not in eight long years. And before that, she'd simply been too young. But there was no denying the interest surging inside her now. She'd made a decision earlier that day, a decision that would change her life—hopefully for the better. But this? Could she really consider bidding on a man? On this man?
In answer to her own thoughts, she shook her head no.
The man gave her a slight, devastating smile that stole her breath—and then slowly nodded his head yes, as if to encourage her. Embarrassed color flooded her face.
