IITA is looking for a suitably qualified person to fill the following positions to support the IITA banana project that will be based at the IITA Office at the Nelson Mandela African Institution of Science and Technology (NMAIST) in Kijenge, Arusha.

Position: FIELD ASSISTANT
Responsibilities
The Field Assistant will perform the following duties, among others:
• Pollinate banana bunches
• Extract banana seeds
• Design, plant and maintain banana fields (irrigation, manuring, pest cide application, ...)
• Supervise casual labourers working in the field
• Oversee bunch harvesting, ripening and seed extraction
• Ensure timely delivery of seeds to the tissue culture lab
• Describe banana varieties
• Transplant in vitro plants into the nursery and maintain the nursery
• Maintain excellent breeding records
• Report findings orally and in writing
• Be responsible for the maintenance of field equipment
• Maintain stocks of chemicals for field research
• Assist administration for import and export of plant material
• Other official duties as assigned by the banana breeder

Required Qualifications / Experience
• BSc in Agronomy or Plant Pathology or Plant Physiology or Breeding or related discipline with at least 1 years' experience
• Must be able to work independently with minimal supervision, but also participate as a team member in accomplishment of duties.

Position: LABORATORY TECHNICIAN
Responsibilities
The Laboratory Technician will perform the following duties among others:
• Sampling suckers and shoot tips of banana plants
• In vitro multiplication and regeneration of banana plants
• Embryo rescue and germination of embryos/ seeds
• Prepare in-vitro media (stock solutions and working media)
• Chromosome doubling of diploid banana varieties
• Transplant in vitro plants into the nursery and maintain the nursery
• Process imported plant material
• Maintain excellent lab and nursery records
• Be responsible for the maintenance of lab equipment
• Keep the laboratory operations aseptically clean
• Stock control by tracking the use of the lab consumables and supplies
• Assist the field assistant in planting in-vitro plants

Required Qualifications / Experience
• The candidate should have a BSc in Molecular Biology / Biotechnology / Agriculture or related field.

Position: Driver/Field Assistant
Responsibilities
Driver/Field Assistant will perform the following duties among others:
• Keep vehicle clean
• Operate vehicle in safe and courteous manner and always follow road safety standards
• Regularly inspect the vehicle and regularly take it for general maintenance services as specified in the manufacture's manual in order to keep the vehicle in good condition
• Advise project manager or administrative assistant and staff in due course on minor or major repairs as soon as problem is detected
• Take vehicle for routine servicing as specified in the manual and in case it is necessary with approval
• Drive Official vehicles as assigned in a safe and courteous manner at all times using defensive driving techniques
• Assist in the delivery of mail, equipment, supplies, documents to partners and other institutions as required
• Update the vehicle logbook on a daily basis with the trips undertaken indicating start and end kms, the trip description and the responsible officer
• Liaise regularly with staff, project manager and administrative officer on weekly activities
• Assist in any other activities as needed

Professional Requirements
• The candidates must possess at least category C driving license
• At least completed secondary school education
• Must possess at least a form four certificate
• Excellent written and spoken Kiswahili and English
• Prior experience driving 4X4 vehicles in city streets and rural rough roads in Tanzania will be appreciated
• Mechanical experience will be an added advantage

The East African Community (EAC) is the regional intergovernmental organization of the Republics of Burundi, Kenya, Rwanda, South Sudan, Uganda and the United Republic of Tanzania with its Headquarters in Arusha, Tanzania. The EAC is endowed with natural resources including hydro, solar, wind, biomass, geotherm and tidal waves. The EAC intends to interconnect all its Partner States with efficient, reliable and secure infrastructure for enabling power exchange between Partner States.

The implementation of the power interconnection projects will greatly improve the efficiency in delivery and security of supply of electricity exchange in the region. EAC continues to implement priority projects from the Regional Power Master and implementation of the Regional strategy on Scaling Up Access to Modern energy services as well as the Regional cross border electrification policy. EAC has received a grant from USAID to establish a project preparation facility by engaging an Energy Expert and a consulting firm to prepare projects based on the Regional power master plan and source for funding for the prepared projects.

MAIN PURPOSE OF THE JOB:
The purpose of this assignment is to coordinate the USAID energy component while working closely with the consulting firm and Partner States. This will be done in close collaboration with the Energy Department located in the Directorate of Productive Sectors in the EAC Secretariat and EAC Partner States.

DUTIES AND RESPONSIBILITIES:
The Energy Expert will:
i) Be responsible for the coordination of the energy project;
ii) Communicating and implementing decisions of the project Steering Committee;
iii) Provide strategic guidance to the project Steering Committee;
iv) Supervising the overall activities of the project being undertaken by the consulting firm;
v) Being overall responsible for the monitoring and reporting the progress and financial position of the project;
vi) Facilitating external evaluations and audits as may be required by EAC and USAID;
vii) Prepare and present progress reports to EAC and USAID; and
viii) Any other assigned duties under the Energy department.

QUALIFICATIONS AND EXPERIENCE:
• Masters’ degree in Electrical Engineering, Hydro Power Engineering, or related field. PHD level will be an added advantage.
• A Business Management/Administration degree would be an added advantage.
• At least 8 years experience in Hydro Power, Renewable Energy or related projects with 3 years at senior level.

SKILLS AND COMPETENCIES:
He/she must possess the following skills: result orientation, planning and organizing, team and client orientation, organizational development and innovation, solid analytical, negotiating and communication/interpersonal skills strategy and direction. Ability to work under pressure and handle politically and culturally sensitive issues; and willing to travel extensively within the region and internationally. NAIBU WAZIRI HASUNGA: WANANCHI WAPEWE ELIMU KUHUSU HIFADHI ZA WANYAMAPORI

Serikali imewataka Maafisa Wanyamapori nchini kujikita zaidi katika kutoa elimu kwa wananchi hususani wakulima na wafugaji wanaozunguka maeneo mbalimbali ya hifadhi nchini ili kuepusha migogoro kati yao na mamlaka za hifadhi zinazosimamia maeneo hayo.

Hayo yamesemwa na Naibu Waziri wa Maliasili na Utalii Mhe. Japhet Hasunga alipotembelea hifadhi ya pori la akiba la Mkungunero kwa ajili ya kutatua mgogoro wa wafugaji wa vijiji vinavyo zunguka pori hilo na mamlaka ya hifadhi ya pori la Mkungunero, ambapo zaidi ya ngombe mia mbili hamsini wanashikiliwa kwa uvamizi.

“Wekezeni nguvu kubwa katika kutoa elimu kwa wananchi wanaozunguka pori hili ili wafahamu umuhimu na manufaa ya kutunza hifadhi badala ya kusubiri ng’ombe waingie kwenye hifadhi ili muwakamate, kazi ya Mamlaka ya Usimamizi wa Wanyamapori siyo kuwafilisi wananchi,” amesema Naibu Waziri Hasunga.

Ameeleza kuwa jukumu kubwa la maafisa hifadhi ni kuwaelimisha wananchi ili waweze kuzijua taratibu na sheria zinazosimamia hifadhi za wanyama pori hapa nchini jambo litakalo punguza kwa kiasi kikubwa migogoro.

Aidha amewataka maafisa hifadhi wa pori la akiba la Mkungunero kufanya kazi kwa bidii, kuwa wabunifu, kuzingatia maadili ya utumishi na kujiepusha na vitendo vya rushwa na unyanyasaji wa wananchi kwani vinaichafua Mamlaka ya Usimamizi wa Wanyamapori na kujenga sifa mbaya kwa askari wake.

“Serikali haitosita kumchukila hatua kali za kinidhamu Afisa yoyote atakaye jihusisha na vitendo vya rushwa na unyanyasaji, hivyo hakikisheni mnafanya kazi kwa weledi mkizingatia Sera, Sheria, Kanuni, Taratibu na Miongozo iliyopo ili kuongeza ufanisi wa Mamlaka hii,” aliongeza Hasunga.

Naye Mkuu wa Wilaya ya Kondoa Bi. Sezaria Makota ameishukuru Wizara ya Maliasili na Utalii kwa kusimamia kwa karibu Mamlaka ya Usimamizi wa Pori la akiba la Mkungunero.

“Ninapenda kuishukuru Wizara kwa juhudi zake za dhati za kufuatilia na kusimamia kwa karibu shughuli za pori hili, tunaomba muendelee na juhudi hizi za kutoa elimu kwa maafisa hifadhi wa wanyamapori na kutatua migogoro ya pori hili,” alisisitiza Bi. Sezaria .

Akitoa maelekezo kwa maafisa hifadhi wa pori la akiba la Mkungunero, Kaimu Mkurugenzi – Usimamizi wa Rasilimali za Wanyamapori wa Mamlaka ya Usimamizi wa Wanyamapori Tanzania (TAWA) Bw. David Kanyata amesema wamepokea maelekezo yote ya Naibu Waziri na watahakikisha wanayafanyia kazi kwa wakati muafaka.

“Tunaahidi kuyatekeleza kwa haraka maagizo yote ya Mhe. Naibu Waziri ili kwenda na kasi ya awamu ya tano,” alifafanua Kanyata.

Meneja wa pori la akiba la Mkungunero Bw. Emmanuel M. Birasso ameeleza kuwa pori hilo lina faida kubwa kiuchumi na kiikolojia ikiwa ni pamoja na kuwa sehemu muhimu ya mazalia ya wanyamapori ambao wako hatarini kutoweka kama tembo, chui na duma.

Aliongeza kuwa, pamoja na umuhimu wa pori hilo bado kuna changamoto mbalimbali zinazoikabili mamlaka ya pori hilo kama ujangili, uvamizi wa hifadhi kwa ajili ya kilimo, ufugaji na uchimbaji madini na migogoro ya mipaka kati ya hifadhi na vijiji vinavyozunguka hifadhi hiyo.

“Kumekuwa na changamoto kubwa ya uvamizi wa hifadhi kwa ajili ya shughuli za ufugaji ambapo mifugo 1320 na watuhumiwa 12 wamekamatwa hadi sasa kwa makosa ya uvamizi” aliongeza Bw. Birasso.

Pori la akiba la Mkungunero lililopo Wilaya ya Kondoa mkoani Dodoma, linazungukwa na vijiji vipatavyo 11 na lina ukubwa wa kilomita za mraba 743.95.
