According to preliminary estimates on Sunday evening that the losses caused by tropical storm Irene, which struck the United States has more than twenty billion dollars, while U.S. authorities announced they will reopen airports and railways today after the storm abated and began heading towards the coast of Canad

Said economist and University of Maryland professor Peter Morici said that if the expense of loss of economic activity for the past two days at least, if not more in the next week, the losses could reach $ 45 billion.
For his part, said the Federation of American consumers in a statement that the compensation arising from damage caused by hurricane winds can exceed five billion dollars, while the implications for compensation will be less likely to flood, and up to about two billion dollars.
Earlier on Sunday said the "Qinetiq Analysys", which expects the volume of losses across models of computerized, the losses in the states of North Carolina and South Carolina - which were the first two terms Adharbhma hurricane with his arrival to land Friday - may range between two hundred and four hundred million dollars.
This year has been worse in the weather in the history of the United States, where losses reached $ 35 billion so far from floods, hurricanes and heat waves.
The Hurricane Katrina caused the worst loss in the history of the United States where the flooded city of New Orleans in 2005, and estimated its losses at more than one hundred billion dollars.
The effects of Hurricane Irene in the state of Maryland (French)Return movementOn the other hand, said the governor of New Jersey Chris Christie at a press conference yesterday that the major New York airports - the airport, "Newark" and "JFK" and "La Guardia" - will be re-run Monday morning.
In the same context, said Federal Aviation Administration in the United States were expected to reopen the three major airports in New York this morning.
And will return the railways to work, in turn this morning, but partially. The network said "Amtrak", a company which operates train services between Boston and Miami, said that its trains will operate only for limited distances because of flooding and fallen trees along the route.
The company added that the trains will operate on a regular basis only between Philadelphia and Washington. While the services will stop from Philadelphia to New York and Boston, and will train services from southern Washington to Miami is limited.
He also announced the governor of New York Andrew Cuomo and the chief of transportation in Washington Jay Adler, that the subways in New York City will resume its work this morning.
The other hand, authorities announced that the American Meteorological Hurricane Irene dropped his strength on Sunday night and turned into a tropical storm, and winds down to him, adding it was nearing the coast of Canada.
American officials said that the number of victims of the cyclone has risen to 18 dead, noting that there had been six deaths in the state of North Carolina and four in Pennsylvania, as in Virginia and one death in each of the states of New Jersey, Connecticut, Florida and Maryland.
Wake-up callThe president said that Barack Obama despite the decline in the power of Hurricane Irene, this does not mean that the danger is over, and called on the citizens who are in the circle of the hurricane to stay vigilant.
Obama called on U.S. citizens to abide by the warnings and directions that may be issued by the competent authorities in the coming days to avoid further damage and loss, pointing out that the hurricane damage exceeded would require weeks.
In the meantime, said U.S. Homeland Security Secretary Janet Napolitano on Sunday that the worst of the hurricane is over for many of the east coast of the United States including New York and New Jersey.
Napolitano said at a news conference that the preparations that preceded the storm led to the reduction of loss of life significantly, but it warned that the flooding of rivers across the east coast is still a threat to people's lives.

Libyan rebels have defeated Muammar Gaddafi loyalists at a border crossing with Tunisia, seizing control of a key checkpoint that could open supply routes into the country.
Rebel forces raised their flag late on Friday on the Ras Ajdir border post, the primary crossing between Libya and Tunisia, in a win that will allow them to bring in supplies and aid to the capital, Tripoli.
A Tunisian official said loyalists fled as more than 100 rebels arrived. "There were not any real clashes; the loyalists took off and the rebels' flag was raised at the border post," the AFP news agency quoted the official as saying.

Al Jazeera's Sue Turton, reporting from Tripoli on Saturday, said the capture was an "incredibly important" gain for the rebels.
"It shows that they are managing to get rid of what is left of Gaddafi troops in that area, but more importantly it opens a supply route now totally across from the west into Tripoli," she said.
In the capital, rebels were consolidating their control on Saturday, but the United Nations said security remained a key concern, with fears of reprisal attacks in a country now awash with small arms.
A street-by-street rebel onslaught has pushed most of the remnants of Gaddafi’s army to the southern outskirts of Tripoli, Al Jazeera's correspondents reported, but his forces were still resisting in other areas of the country.
Al Jazeera's Turton said the rebels' main focus now in central Tripoli is to clear out any pro-Gaddafi loyalists that may still be hiding.
"There is obviously still tension southeast of the city; down near the airport they are still being bombed by Gaddafi loyalists further out east from the city," she said.
"The rebels are telling us from that eastern position where they are sniping and where they are still sending artillery all the way back to Saba in central Libya [that] there is a route all the way back to that area, which we know is still really held by Gaddafi's troops."
Elsewhere in Libya, rebels clashed with Gaddafi loyalists over control of Sirte, Gaddafi's hometown.
Mustafa Abdel Jalil, chairman of the rebel National Transitional Council (NTC), said at a news conference on Saturday that rebel commanders were negotiating with Gaddafi loyalists to try to persuade them to surrender control over the city.

I had to run to the grocery store the other day because I ran out of milk and cereal for my daughter. While I was on the aisle where they had all kinds of sweets, I saw another woman and a child. One moment the child was very quiet and the next he was throwing tantrums and literally throwing things on the floor. No matter what his mom (I presumed) said to him, he couldn't be placated. I have read many articles about having an out of control child and I know that it is not easy.
Normal children also have tantrums, they cry, they even throw things on the floor. How, then, can you distinguish a normal child from an out of control child?
Here are signs that could help you determine if your child is out of control.
You can consider a child out of control when he often displays aggressiveness towards others or when he seems to be overwhelmingly arrogant, rude, or defiant when he is shown well intended actions. Out of control children may bite for no reason, throw tantrums at will with total disregard to their environment. They spit, whine or cry constantly or they become manipulative just to get their way.
You sometimes ask yourself where you went wrong and you feel that you have failed as a parent. But If I were you, I'd rather spend my time and energy in finding a solution to the problem. There are many kinds of programs out there that can help you in dealing with your out of control child. One example of a program that actually works, in my opinion, is The Total Transformation by James Leheman.
Being a parent of an out of control child is not the easiest thing in the world. It's physically and emotionally tiring, way too stressful, and overwhelming. However, you need to know that you are not alone and not all is hopeless. I'm going to share with you just a few tips that could actually help you with your child.
Remind your child that you are in control. How can your child give you respect when they know that they can run you? If you let this happen, then it is the end for you. Follow through limitations/punishment. You cannot expect your child to recognize your authority if you can't even implement the agreed limitation/punishment. Give verbal praises and not monetary rewards when your child has done a good behavior. This will also teach him that not all good things can be rewarded with money. Uphold your authority while you allow your child to have the freedom that he is entitled to. Being too firm or too complaisant is not a good thing to practice and you should be aware if you are doing this. Lastly, if you think that you've had too much and you are about to break down or fall apart, walk away and don't let your child see that he has that kind of power over you.
Oftentimes parents blame themselves for their child turning out not exactly the way they envisioned. Parents blame themselves when the child becomes an alcoholic, a drug addict, or a gang member. What do you do with this child? This is probably a parent's worst nightmare.
On one hand there is the natural parental predisposition to be protective of, and pander to, every whim and caprice of the child. On the other hand there is the natural desire to reform the child and to see him grow up to be a responsible adult. But if you care about your child, and want your child to be prepared to face the harsh realities of life, you might have to practice tough love.
Tough love is a term used when one person treats another with seeming harshness but in reality does so with the good of that person in mind. There is an actual feeling of love and affection but this is blurred by what seems to be "merciless treatment". Tough love entails a degree of sacrifice on the part of the parent, especially on the part of the doting parent. It is not easy to be tough on your own child. Who wants to be the bad guy?
A parent's natural instinct is be soft on children. As much as this might be in your nature, you also need to understand that it's important to exercise some toughness if you are to actually help your child. Sometimes the only way to discipline a child and solve a problem is to be firm and unyielding with this discipline. At times, this will seem harsh. Most parents hate being strict to the point of being harsh with their children. But parents also realize that failure to be firm will result in the child continuing his bad behavior. If you are not consistent with discipline, you may as well not do it at all.
This consistency is why it's considered "tough". You don't back down as you probably have in the past, when facing an argument with your child. If the rules are fair, you must enforce them consistently. This may not be appreciated by the child at the onset. In fact the child will, in all probability, hate it. It doesn't long for this to turn into acceptance, on the part of the child. Tough love, tempered with kindness and compassion will produce the desired results... those being to improve your life and your child's.
However real the cause for anger, as children we were encouraged to avoid displaying it, or risk being chastised. Sometimes, as a parent now, you deal with your angry, hostile child by getting angry yourself. At times you may even apply unreasonable punishments because of your emotional state. You are responding to anger with anger, and then feeling guilty about it later. Normally an angry child is most likely to respond negatively if you deal with him sternly.
You have surely witnessed this. The moody toddler whose uncalled-for tantrums leave her hopeless parents scrambling to pacify her; the dominating preschooler who never discovered how to share toys or get acquainted with other children or strangers socially; the brooding teen who deems any request as the world war of wills; the bully whose rage and destructive behavior make him feared, friendless, and miserably alone. Many of these children have all the comforts they require. They live in caring, loving homes, yet for some baffling reason they feel and truly believe that most of the things that happen to them are simply unjust. They start their day angry, and can explode into an all-out rage over little setbacks or imagined offenses. These are children who are so full of rage that has no apparent or distinct cause.
For you, as a parent, one of the most distressing things to deal with is an angry, aggressive child. It wears you out mentally, and is emotionally agonizing. Worse yet, you are baffled by the cause of such destructive behavior and how to deal with it.
Many things can lead a child to behave inappropriately or act harshly toward others. He may be frustrated, sad, overwhelmed, or his feelings may have been hurt. The anger may arise from family problems (like divorce, alcoholism, abuse), social problems (banter from peers), school problems (learning difficulties, low grades), or internal problems (depression). The anger could be a reaction to stress in the family, or it could be his way of getting what he wants.
Maybe you feel (or hope) your child's antagonized behavior is just a phase that will somehow disappear in time. Unfortunately, this is unlikely to happen. In my own experience anger is an emotion that usually intensifies over time. Not paying attention to this can lead to bigger problems, and even violence. It can be a consuming force within your family that harms everyone, including your child. For this reason, it's crucial that you deal with anger as early as possible and set the rules for change at once.
Keep in mind that the darkness that seems to be floating around you and your family is not a figment of your imagination. Rage takes a heavy toll on everybody who surrounds your child, luckily, once understood, this behavior of the angry child can be replaced with more favorable and pleasant behaviors.
There are plenty of great parenting resources that you can take advantage of to learn how to achieve these pleasant outcomes, and change the interaction of your family permanently.
But do they even know that they are making the right decision?
The first thing you have to realize before you go off and send your child to a reform school is that this institution is considered by your child as some kind of a prison. Sending your child away is a drastic measure on your part. You think that this course of action is needed, so you shouldn't be shocked if your child shows animosity or hatred towards you. Don't expect them to show gratitude for sending them to "prison". Also, expect that the trust your child has in you will be totally shattered. He will feel betrayed.
Choosing a Reform School
The objective of reform schools is to keep your child in line. This means that they have very strict rules and practice severe punishment for those who do not follow those rules. There are many reform schools around the country and it is not easy to choose which one is good enough. There have been allegations that some schools actually use severe physical punishment when a child has misbehaved. You can't even begin to imagine the impact this would have on your child. You might want to think about that for a while before making a decision. If there is even the slightest chance that your child's safety is in danger, choose a different school.
One way of finding out that you are sending your child to a good reform school is to ask for references. Look for parents who have sent their children to that same school and talk to them. Listen carefully to what they have to say, their opinions, and experiences with that particular school. Ask them how their child is doing at the moment and maybe you can talk to their child so you could get more information.
However, it is not uncommon for children to revert to their old unruly ways when they get out of reform schools. The absence of strict rules and severe punishment causes them to go back to their old ways.
Alternative Methods
You have not been taught to deal with this kind of problem but this doesn't mean that you can't learn. You need to learn the parenting skills that could help you establish authority over your child. It doesn't have to be harsh or ruthless like reform schools. Yes, there should be rules and these rules should be followed. There should also be punishment but perhaps not quite as brutal. The skills you need to learn are not hard. On the contrary, they are quite easy. But, in order for you to achieve positive results, you need to have constant interaction with your child. There are programs out there that can help parents to learn these skills.
