Mr. A. Raja's 2G Spectrum Scam

The Union Minister of Telecommunications Mr. A. Raja, now being popularly known as SPECTRUM Raja has become a famous personality overnight. The Spectrum Scandal which has cost the government more than rupees 1 lakh crore is supposed to be the biggest scam the country has ever seen.

The Ministry of Telecommunications held by Raja is in charge for the allocation of Spectrum to the companies which offer mobile phone services in the country. In the year 2008, 2nd generation (2G) Spectrum for GSM service providers was allotted to the private players. There were a lot of controversies in the way Spectrum allocation took place by 2008 itself, now the minister’s office is being raided by the CBI for further investigation.

The Minister claims that there is no truth in the allegations against him; he says that whatever procedure was followed in the year 2001 has been adopted by him as well. But there were mere 50 lakh subscribers in the year 2001 compared to 37.5 crore mobile phone users by the end of March 2008; there has been an exponential growth in the Mobile Market which is known to all of us. The fact that the market has grown by leaps and bounds in between 2001 and 2008 is unquestionable.

In the year 2001 the government was shouldering the responsibility to nurture the mobile services market, therefore the Spectrum license was not auctioned then. Even the private players in the industry would not have anticipated such a colossal growth in the mobile services market. The Government was then in a position to motivate and attract private players to operate in the mobile services space.

But that is not the case in 2008. Both domestic as well as MNC players consider investing in Telecommunications extremely profitable. In this sort of a scenario if the government decides to fix the same price, following the same procedure as it did in the year 2001 then it would be a deliberate attempt to put too small a price for the 2G spectrum.

The Telecom Regulatory authority of India (TRAI) is a statutory body found by the government of India in 1995 to avoid excessive government interference in pricing and policy. The TRAI had advised the Telecom ministry to auction the Spectrum License in the years 2001, 2003, 2007 respectively. But the Telecom ministry held by Raja had completely neglected TRAI’s recommendations and allotted the 2G spectrum license on first come first serve basis. More than that fact, Mr. Mishra (TRAI - Head) in his letter dated 14th Jan 2008 to the Telecom Ministry had clearly pointed out that the Ministry has ignored all the crucial recommendations of TRAI and considered a few points for name sake.

The last date to submit applications for 2G spectrum was announced as 1st October 2007 by the ministry as on 24th September. Later an artificial cut-off date, Sep 25, 2007, was created and applications received between Sep 25 and Oct 1 were summarily rejected. (This in itself is a clear violation of TRAI’s guidelines).

Datacom Solutions, Yestel, Shyam Telelink, Loop Telecom, Spice, Idea Cellular, Tata Teleservice, Swan and Unitech were given license for 2G Spectrum. The total fee generated by the government for selling license to the above 9 companies is 10, 772.68 crore.

Out of the companies mentioned above, the two companies Swan and Unitech do not have any prior experience in the business of mobile phone, broadband or related services. Swan Telecom has obtained Spectrum license to operate in 14 circles for an amount of 1537.01 crore while Unitech has obtained license to operate in 22 circles by paying 1651 crore respectively.

Within a matter of six months these two companies have sold majority of their stake to foreign companies. Swan Telecom had sold 45% of its shares for a whopping amount of 4050 Crore to a company called Etisalat which is based out of UAE due to which the valuation of Swan Telecom had increased to Rs. 9990.56 crore. Unitech had sold 60% of its stares to a Norway based company Telenor for Rs. 6120 crore due to which the valuation of Unitech had increased to a monstrous amount of 10, 731 crore. Just by leveraging their ability to acquire Spectrum license, Swan and Unitech had made massive 700% return on their investment within a matter of six months.

Raja’s ministry made Rs. 10,772.65 crore by selling 2G license to 9 companies whereas Swan and Unitech just by selling half of their stake had proved the fact that their license is worth more than 20,000 crore. If we consider the market value of these two companies, the Government by selling license to these nine companies should have generated 70, 022.42 crore as license fee. In that way our country has incurred a loss of over Rs. 60, 000 crore.

The Central Vigilance had written a letter to the Telecom Department stating the irregularities in allocation of 2G Spectrum as on 15th of December 2008. It had clearly mentioned that it is highly disappointed with the way 2G Spectrum was licensed. Even after that, Raja while answering to a question in Parliament had told that 2G Spectrum was allotted on first come first serve basis; he had also mentioned that neither TRAI nor the Vigilance had raised objections, which is against truth.

cases against 664 Jammu & Kashmir officers, ministers for Corruption

More than 20 years after a disproportionate assets case was registered against a former Jammu and Kashmir minister, authorities are yet to grant sanction to prosecute him.

The case against former minister Jagjivan Lal of National Conference is among 664 corruption cases registered by the State Vigilance Organisation and Crime Branch against public servants including several IAS officers.

This was stated by chief minister Omar Abdullah in a written reply in the House to a question of CPM MLA M Y Tarigami, who wanted details of officers and ministers involved in corruption cases, inquiry conducted and action taken against them..

The case against Lal was registered by SVO in Jammu in 1989 but he is yet to face trial even after 21 years. The office of the speaker of legislative assembly has not decided on the government's request for accord of sanction to prosecute the accused former minister.

According to the data given in the House last year, the government had stated that three politicians including Lal, the current Agriculture Minister Ghulam Hassan Mir and former Speaker Abdul Ahad Vakil were facing charges in two decade-old cases.

However, there was no mention of the cases pending against Mir and Vakil in this year's reply.

An FIR was registered by Vigilance Organisation Jammu (VOJ) against Mir, who was then minister for law and parliamentary affairs in Ghulam Mohammad Shah-led Government, and Vakil.

The two leaders were accused of misutilisation of funds on account of legal aid and making illegal appointments during their respective tenures as Minister for Law and Parliamentary Affairs.

PDP MLA from Pattan Moulvi Iftikhar Hussain Ansari is the only former minister to be proceeded against as the government last year accorded sanction for his prosecution in an 11-year-old case.

Ansari, who was elected on a Congress ticket in 1996 elections, was Housing and Urban Development Minister in the Farooq Abdullah-led National Conference government as he was allowed to join the council of ministers by his party, which was in opposition.

While some of the IAS officers in the list of accused are facing trial, sanction is yet to be granted against the former Director Health Services, Kashmir, Muzaffar Ahmad, in an 11-year-old case relating to purchase of medicines at exorbitant prices.

Ahmad continued as Director, Health Services, during the tenure of four different chief ministers - Farooq Abdullah (1996-2002), Mufti Mohammad Sayeed (2002-05), Ghulam Nabi Azad (2005-08) and the incumbent.

How to solve hunger problem: Government involvement

The problem of chronic persistent hunger lies mainly within the developing world, in particular India, Indonesia, Bangladesh, Pakistan, Nigeria where over half of the problem lies. The only way these countries can solve the problem of hunger in their countries is by getting support from the developed world.Governments have played a major role helping to end the problem of hunger, and will continue to in the future. There are many areas in which government and state involvement can make a difference, and many governments have done so.The main area in which governments can help is by providing aid to the countries that are in greatest need of it. However, corruption and mismanagement is a major problem in these countries. Often aid schemes end up not helping to solve the problem at all - either due to corrupt officials extracting funds to support their affluent life styles or by the funds being spent on schemes that are obvious failures.

HYDERABAD - Police have seized over 200 million rupees unaccounted money in Andhra Pradesh in a drive against splurge of black money and free liquor by politicians and their cohorts in the run up to general polls.
“Similarly, more than 20 crores of rupees are under verification which have been seized during the course of checking. The assistance of the income tax department is also being taken on verification of the tax,” said A.K Mohanty, Director General of Police, Andhra Pradesh.
He said that over 11,000 cases have been registered and about 9,000 suspects detained. Most of the cases include circulation of liquor in unauthorised manner.
The police have set up check posts to check illegal transfer of money, liquor, weapons and explosives.

Recently, due to international pressure, Swiss govt. agreed to
disclose the names of the account holders only if the respective govts
formally asked for it. Indian govt. is not asking for the details…….no
marks for guessingwhy ????

We need to start a movement to pressurise the govt. to do so !! this
is perhaps the only way, and a golden opportunity, to expose the high
and mighty and weed out corruption !!

Is India poor, who says? Ask Swiss banks With personal account deposit
bank of $1500 billion in foreign reserve which have been
misappropriated, an amount 13 times larger than the country’s foreign
debt, one needs to rethink if India is a poor country?.

DISHONEST INDUSTRIALISTS, scandalous politicians and corrupt IAS, IRS,
IPS officers have deposited in foreign banks in their illegal personal
accounts a sum of about $ 1500 billion, which have been
misappropriated by them.

This amount is about 13 times larger than the country’s foreign debt.
With this amount 45 crore poor people can get Rs 1,00,000 each. This
huge amount has been appropriated from the people of India by
exploiting and betraying
them.

Once this huge amount of black money and property comes back to
India , the entire foreign debt can be repaid in 24 hours. After
paying the entire foreign debt, we will have surplus amount, almost 12
times larger than the foreign debt. If this surplus amount is invested
in earning interest, the amount of interest will be more than the
annual budget of the Central government. So even if all the taxes are
abolished, then also the Central government will be able to maintain
the country very comfortably.

Some 80,000 people travel to Switzerland every year, of whom 25,000
travel very frequently.

“Obviously, these people won’t be tourists. They must be travelling
there for some other reason,” believes an official involved in
tracking illegal money. And, clearly, he isn’t referring to the
commerce ministry bureaucrats who’ve been flitting in and out of
Geneva ever since the World Trade Organisation (WTO) negotiations went
into a tailspin!

Just read the following details and note how thesedishonest
industrialists, scandalous politicians, corrupt officers, cricketers,
film actors, illegal sex trade and protected wildlife operators, to
name just a few, sucked this country’s wealth and prosperity. This may
be the picture of deposits in Swiss banks only. What about other
international banks?

Now do the maths - India with $1456 billion or $1.4 trillion has more
money in Swiss banks than rest of the world combined. Public loot
since 1947:

Can we bring back our money? It is one of the biggest loots witnessed
by mankind — the loot of the Aam Aadmi (common man) since 1947, by his
brethren occupying public office. It has been orchestrated by
politicians, bureaucrats and some businessmen.

It is further estimated by experts that one per cent of the world’s
population holds more than 57 per cent of total global wealth, routing
it invariably through these tax havens. How much of this is from India
is anybody’s guess.

What is to be noted here is that most of the wealth of Indians parked
in these tax havens is illegitimate money acquired through corrupt
means.

In 2004, about one in five MPs had criminal records, including some with charges of heinous crimes such as murder, rape, dacoity and kidnapping. This seriously tarnishes the image of honest and eminent leaders who are committed to building a greater India. It is time for every citizen of India to become a freedom fighter and unite to free India from the clutches of criminals. As citizens of a free nation, we appeal to all the political parties to refrain from giving tickets to persons with criminal backgrounds. And take an oath to free India from criminals forever.

The Anti-Corruption Bureau has to perform this onerous task of identifying such mal elements in society and deal with them as effectively as possible. No doubt fight against corruption and graft is both arduous and challenging in nature apart from being a long drawn one, but I expect all the Officers, men and staff working in A.C.B., to raise upto the task and discharge their duties with utmost dedication, integrity and free from fear or favour. The A.C.B., with its limited staff and resources might not be able to catch each and every corrupt public servant, but its actions should be so decisive and effective so as to create an atmosphere where the corrupt public servants perceive the risks involved far exceed the rewards of being corrupt.

Corruption is a social evil and like all other social evils it should be fought on multiple fronts. No laws, however, stringent they might be or no institutions, however, efficient they might be otherwise can fight this menace on their own without public support and cooperation.

A careful study of the reports on Police reforms by different Commissions reveal that not withstanding the commendations for its effectiveness in law enforcement, historically, the Indian Police has been characterised by a sense of low morale and institutional limitations. These observations merit an objective understanding in order to bring about holistic interventions to make the Police force a dynamic public service organisation that can truly serve as the Law and Conscience Keeper of the world’s largest democratic society of over 100 Crore people.

However, despite these inherited and current limitations, the greatest challenge for the Police Force is to improve its capabilities to deal with these issues and emerge as a vibrant professional force with a constitutional obligation to maintain a dynamic rule of law that can render impartial service to the people. This onerous task needs to be achieved within the framework and parameters of administrative functioning, planned processes, holistic thinking and an adequately futuristic Vision.
