U.S. court pressures Obama for drone policy details

WASHINGTON (Reuters) - A federal judge twice considered by President Barack Obama for the Supreme Court has rebuked the administration over the secrecy surrounding aerial drone strikes abroad, adding to pressure Obama already faces from fellow Democrats.

A ruling on Friday from Judge Merrick Garland in Washington capped a week of mounting calls for the release of more information and follows a drawn-out confirmation process for the new director of the Central Intelligence agency, John Brennan.

The Obama administration defends the attacks as essential to the fight against al Qaeda and other militants in countries such as Pakistan and Yemen. The strikes have at times killed civilians who were not targets, ignited local anger and frayed diplomatic ties.

A Democratic senator confronted Obama about the drone program at a closed-door meeting on Tuesday, the Politico newspaper reported, and on Wednesday a lawyer who led Obama's 2008 presidential transition, John Podesta, wrote an opinion piece accusing the administration of wrongly withholding drone-related legal opinions.

Garland, writing for himself and two other judges on the Court of Appeals for the District of Columbia Circuit, criticized the Central Intelligence Agency for refusing in a lawsuit even to acknowledge the existence of its drone program. He called the CIA's legal reasoning indefensible and a fiction.

"'There comes a point where... courts should not be ignorant as judges of what (they) know as men' and women," Garland wrote, quoting a 1949 Supreme Court opinion.

"We are at that point with respect to the question of whether the CIA has any documents regarding the subject of drone strikes," he wrote.

The ruling effectively revives a lawsuit in which the American Civil Liberties Union is asking for records from the CIA. Obama administration lawyers have opposed the suit.

TRANSPARENCY DEBATE

In response to the ruling, a National Security Council spokeswoman said the administration had been more transparent than any of its predecessors on the conduct of sensitive counterterrorism operations but would not discuss details of specific operations.

Caitlin Hayden, the spokeswoman, said in a statement: "We will continue to disclose as much as we can - as soon as we can - regarding the framework, the standards, and the process through which we approve such operations."

Justice Department spokeswoman Nanda Chitre said the department was reviewing the decision, while CIA spokesman Todd Ebitz said: "The CIA does not, as a rule, comment on matters before the courts."

Attorney General Eric Holder said in congressional testimony on March 6 that Obama would soon reveal more about the legal rationale for drone strikes.

"We have talked about a need for greater transparency," said Holder, the chief U.S. law enforcement official.

Democrats outside the administration have shown growing impatience with the secrecy. West Virginia Senator Jay Rockefeller, a former Senate Intelligence Committee chairman, urged Obama to be more open during the president's meeting with Senate Democrats on Tuesday, Politico reported.

Podesta, a Democratic insider who oversaw Obama's 2008 transition, wrote in The Washington Post on Wednesday that Obama "is ignoring the system of checks and balances that has governed our country from its earliest days."

Last week, two Democratic senators voiced similar ideas in voting against confirming John Brennan as Obama's CIA director. Brennan was confirmed to the post on March 7, but the confirmation process was delayed for weeks by concerns about the administration's use of drones.

HIGH COURT CANDIDATE

Garland, 60, was a high-level Justice Department official when President Bill Clinton appointed him a judge.

He was on Obama's list of candidates for the Supreme Court when vacancies arose in 2009 and 2010. Obama chose others, but Garland remains a frequently cited judge on the influential appeals court in Washington.

In its efforts to quash the ACLU's records suit, the CIA said it could neither confirm nor deny whether it had drone records because of security concerns.

The ACLU, which sued under the 1966 Freedom of Information Act, countered that government officials had already acknowledged the drone program in public statements from 2009 to 2012.

The question became whether the statements by Obama, former CIA Director Leon Panetta and former counterterrorism adviser Brennan amounted to an official acknowledgment.

Garland ruled that they did, writing, "The president of the United States has himself publicly acknowledged that the United States uses drone strikes against al Qaeda."

However, if the case follows the pattern of similar suits, the ACLU is likely a long way from getting any records. Its suit now heads back to a trial court, where the CIA could invoke other defenses against the records request.

Jameel Jaffer, deputy legal director of the ACLU, said the ruling would make it more difficult for the government to deflect questions about drones.

"The public surely has a right to know who the government is killing, and why, and in which countries, and on whose orders," Jaffer said in a statement.

Pentagon weapons-maker finds method for cheap, clean water

WASHINGTON (Reuters) - A defense contractor better known for building jet fighters and lethal missiles says it has found a way to slash the amount of energy needed to remove salt from seawater, potentially making it vastly cheaper to produce clean water at a time when scarcity has become a global security issue.

The process, officials and engineers at Lockheed Martin Corp say, would enable filter manufacturers to produce thin carbon membranes with regular holes about a nanometer in size that are large enough to allow water to pass through but small enough to block the molecules of salt in seawater. A nanometer is a billionth of a meter.

Because the sheets of pure carbon known as graphene are so thin - just one atom in thickness - it takes much less energy to push the seawater through the filter with the force required to separate the salt from the water, they said.

The development could spare underdeveloped countries from having to build exotic, expensive pumping stations needed in plants that use a desalination process called reverse osmosis.

"It's 500 times thinner than the best filter on the market today and a thousand times stronger," said John Stetson, the engineer who has been working on the idea. "The energy that's required and the pressure that's required to filter salt is approximately 100 times less."

Access to clean drinking water is increasingly seen as a major global security issue. Competition for water is likely to lead to instability and potential state failure in countries important to the United States, according to a U.S. intelligence community report last year.

"Between now and 2040, fresh water availability will not keep up with demand absent more effective management of water resources," the report said. "Water problems will hinder the ability of key countries to produce food and generate electricity."

About 780 million people around the world do not have access to clean drinking water, the United Nations reported last year.

"One of the areas that we're very concerned about in terms of global security is the access to clean and affordable drinking water," said Tom Notaro, Lockheed business manager for advanced materials. "As more and more countries become more developed ... access to that water for their daily lives is becoming more and more critical."

PRODUCTION CHALLENGE

Lockheed still faces a number of challenges in moving to production of filters made of graphene, a substance similar to the lead in pencils. Working with the thin material without tearing it is difficult, as is ramping up production to the size and scale needed. Engineers are still refining the process for making the holes.

It is not known whether Lockheed faces commercial competition in this area. But it is not the only one working on the technology.

Jeffrey Grossman, an associate professor at the Massachusetts Institute of Technology who has done research on graphene membranes for filtration, said he was not familiar with details of Lockheed's work. But he said finding a way to produce graphene sheets with nanometer-sized holes could produce a major advancement in desalination efficiency.

"If you can design a membrane that's completely different than what we use today, then there's a chance for more than two orders of magnitude (100 times) increase in the permeability of the membrane," Grossman said.

Stetson, who began working on the issue in 2007, said if the new filter material, known as Perforene, was compared to the thickness of a piece of paper, the nearest comparable filter for extracting salt from seawater would be the thickness of three reams of paper - more than half a foot thick.

"It looks like chicken wire under a microscope, if you could get an electron microscope picture of it," he said. "It's all little carbon atoms tied together in a diaphanous, smooth film that's beautiful and continuous. But it's one atom thick and it's a thousand time stronger than steel."

Thickness is one of the main factors that determines how much energy has to be used to force saltwater through a filter in the reverse osmosis process used for desalination today.

"The amount of work it takes to squeeze that water through the torturous path of today's best membranes is gone for Perforene," Stetson said. "It just literally pops right through because the membrane is thinner than the atoms it's filtering."

Notaro said Lockheed expects to have a prototype by the end of the year for a filter that could be used as a drop-in replacement for filters now used in reverse osmosis plants.

The company is looking for partners in the filter manufacturing arena to help it commercialize Perforene as a filter in the 2014-2015 time frame, he said.

Lockheed officials see other applications for Perforene as well, from dialysis in healthcare to cleaning chemicals from the water used in hydraulic fracturing, or "fracking," of oil and gas wells.

Obama pushes research fund, seeks common ground on energy policy

LEMONT, Ill./WASHINGTON (Reuters) - President Barack Obama tried to move past partisan fights over energy policy on Friday with a modest proposal to fund research into cars that run on anything but gasoline.

Obama toured the Argonne National Laboratory outside of Chicago, known for its research into advanced batteries used in electric cars, then delivered a speech highlighting the need to find more ways to wean vehicles off oil.

The United States has a newfound wealth of oil and natural gas resources made possible by hydraulic fracturing and other drilling advancements, but consumers still face high prices at the pumps because gasoline prices are tied to world markets.

"The only way to break this cycle of spiking gas prices for good is to shift our car and trucks entirely off oil," Obama said in Argonne's advanced photon facility, which says it produces the brightest source of X-rays in the Western Hemisphere, used for an array of research projects.

The Democratic president proposed a fund that will draw $2 billion over 10 years from royalties the government receives from offshore drilling in the Outer Continental Shelf.

The research would be aimed at new ways to lower the cost of vehicles that run on electricity, biofuels, natural gas or other non-oil fuel sources.

Obama first mentioned the Energy Security Trust fund in his State of the Union address last month.

The White House touted the idea as bipartisan, saying it came from retired military and business leaders, including some Republicans, who belong to a policy group called Securing America's Future Energy.

"This is not a Democratic idea or a Republican idea," Obama said, standing in front of three cars designed to run on alternative fuels. "This is just a smart idea."

But Republican approval was far from assured.

"For this proposal to even be plausible, oil and gas leasing on federal land would need to increase dramatically," said Brendan Buck, a spokesman for Republican House of Representatives Speaker John Boehner. "Unfortunately, this administration has consistently slowed, delayed, and blocked American energy production."

By choosing to focus his first energy speech on research - an issue that appeals equally to Republicans and Democrats, industry and environmental groups - Obama is seeking to build common ground on energy, which has been a divisive policy issue.

"In order for something like this to pass the Hill, it will need votes from both sides," said Michael Levi, an energy fellow at the Council on Foreign Relations. "That makes it wise for the president to start with something that Congress can work from."

IS CONGRESS WILLING?

The research trust fund will require consent from Congress, which is grappling with federal budget cuts. Senator Lisa Murkowski of Alaska, the top Republican on the Senate Energy Committee, had proposed a similar idea. But her version called for expanded drilling, which Obama's proposal does not include.

Murkowski's spokesman Robert Dillon said the president's plan relied on royalties that have already been factored into the budget, "which could mean either deficit spending or less funding for the Land and Water Conservation Fund."

"There's a better way that not only funds investment in research, but also addresses our need for affordable and abundant energy," Dillon said, referring to expanded drilling.

White House officials said the president's plan would not add to the deficit because they expect leasing revenues to grow in coming years for several reasons, including changes the administration plans to make to leasing policy.

White House spokesman Josh Earnest said the administration is willing to work with Congress on the research fund plan.

"If there are different ideas people want to offer up, we'll certainly have a conversation with them about that," he said.

Mark Kennedy, the director of George Washington University's Graduate School of Political Management, said despite the misgivings expressed by some Republicans, the White House may be able to negotiate a deal that pleases both sides.

"I think this is the opening bid," Kennedy said. "This is the beginning of the conversation."

In his first term, Obama pushed for laws that would use market forces to reduce climate-changing carbon pollution, but the "cap and trade" bill was opposed by industry and failed in Congress.

His administration pumped $90 billion in economic stimulus funds into clean energy and "green jobs" projects, helping to dramatically expand renewable energy production in America.

But some projects failed, including a California solar panel maker called Solyndra that had received a $527 million government loan. Critics excoriated his administration for that failure, as well as for delaying approval of the Keystone XL crude oil pipeline from Canada.

The energy trust fund "is a more pragmatic approach to try to continue investments in green energy given the degree to which the (clean energy) brand has been damaged," said Kennedy, a former Republican congressman from Minnesota.

Google's Schmidt to visit Myanmar, an untapped telecoms market

YANGON (Reuters) - Google Inc Executive Chairman Eric Schmidt, who visited North Korea in January, will become the first high-profile tech company executive to visit Myanmar in the wake of reforms that prompted Western nations to ease sanctions following decades of military dictatorship.

The visit next week to Myanmar, where Schmidt will speak at a technology and communications park and meet with government officials, is just one stop in a multi-country Asian tour to promote Internet access, according to Google.

Since Myanmar's military stepped aside and a quasi-civilian government was installed in 2011, setting off a wave of political and economic reforms, the country has enjoyed a surge of interest from overseas businesses.

The former Burma is the last virgin territory for businesses in Asia, with untapped markets including the telecoms sector: mobile penetration in the country of 60 million is estimated to be a meager 5-10 percent.

Unlike Schmidt's controversial visit to Pyongyang, in which Google described as a "personal" trip, the visit to Myanmar falls within his mandate as executive chairman, which involves government outreach, thought leadership and building partnerships and business relationships, the company said.

But Schmidt, who was Google's chief executive from 2001 to 2011, is becoming more visible on issues involving technology and world affairs.

His book, "The New Digital Age", due to hit bookshelves in April, was co-authored with Google Ideas chief Jared Cohen, who had previously worked at the U.S. State Department.

According to an early review in The Wall Street Journal, the authors criticize China for being an enthusiastic "filterer of information" and a "prolific" hacker of foreign companies. During Schmidt's tenure as Google's chief, the company famously pulled out of China after a dispute over censorship and hacking.

"Eric (Schmidt) is visiting several countries in Asia to connect with local partners and Googlers who are working to improve the lives of many millions of people across the region by helping them get online and access the world's information for the first time in the next few years," Google said in a statement. His trip also includes India.

In November, Schmidt visited Seoul, Taipei and Beijing.

WHISTLE-STOP

The Myanmar trip will be Schmidt's second visit this year to a country off the beaten track. In January he went to North Korea, saying it was a personal trip to talk about a free and open Internet.

Schmidt is due to give a speech at the Myanmar Information and Communication Technology Park in Yangon on March 22, before making his way to the capital, Naypyitaw, to meet senior government officials, said Zaw Min Oo, secretary general of the Myanmar Computer Society.

"There will be an audience of about 400, comprising entrepreneurs, executive committee members of the computer association and young leaders," Zaw Min Oo told Reuters, referring to the speech.

Myanmar's planned modernization of telecoms infrastructure and expected boom in mobile phone usage will pave the way for the entry of companies such as Google, which could profit greatly through sales of cheap smartphones built around its Android platform.

In February the U.S. Treasury Department issued a general license for four of Myanmar's biggest banks, two of which are owned by tycoons associated with the former junta, before a visit by 50 U.S. executives that month to explore opportunities.

The delegation, led by the U.S. Agency for International Development (USAID) and including Cisco Systems Inc, Google, Hewlett-Packard Co, Intel Corp, and Microsoft Corp, visited Myanmar to look into projects to boost access to the Internet, strengthen transparent government and expand digital literacy, according to a USAID statement.

Many leading firms in Myanmar are still largely controlled by businessmen subject to sanctions, but Western companies are starting to move in after the implementation of a new foreign investment law.

Myanmar is offering two operating licenses for companies to build new telecoms infrastructure.

MTN Group, Africa's largest mobile phone company, which is bidding for a license, has said around 90 companies have expressed interest.

Reuters staffer accused of aiding hackers maintains innocence: lawyer

SAN FRANCISCO (Reuters) - A Reuters.com editor maintained his innocence after being suspended with pay on Friday following a federal indictment on charges he aided members of the Anonymous hacking collective.

Matthew Keys, 26, a deputy social media editor, was indicted on Thursday by a federal grand jury in Sacramento, California, on three criminal counts. The alleged events occurred before he joined Thomson Reuters, the indictment indicated.

New York attorney Tor Ekeland said he had been hired by Keys to represent him and that his client "maintains his innocence."

Ekeland told Reuters he was assembling a legal team and that Keys "looks forward to contesting these baseless charges."

On Friday, Keys exchanged tweets with some well-wishers on Twitter, telling one of them, "I'm okay."

Thomson Reuters Corp computer systems in December 2010. A story on the Tribune's Los Angeles Times website was soon altered by one of those hackers, the indictment said.

Court filings said Keys had worked for a Tribune-owned television station in Sacramento, operating its Twitter and Facebook feeds. An FBI agent said in a search warrant application that a former colleague told the agency that Keys had been terminated in October 2010.

Keys joined Reuters in New York in January 2012. As deputy social media editor, he promoted stories through Twitter and other means. He lives in Secaucus, New Jersey, the Justice Department said.

Ekeland and a California lawyer working for Keys, Jay Leiderman, laid out a number of defenses, starting with the argument that Keys was acting as a freelance journalist when he was invited to join the Internet Relay Chat channel with elite hackers.

"He was in the chat room interviewing," Leiderman said.

Ekeland said in a video interview with the Huffington Post that while he understood that Keys used the screen name AESCracked at times during the chats recovered by authorities, someone else might have been using that name when AESCracked promised to provide Tribune logon credentials.

Ekeland also said the damage Keys was accused of causing was minor. "It's just sort of a juvenile defacement of a minor story on the L.A. Times website—which he didn't do," Ekeland told the Huffington Post. The maximum for conviction on all three counts would be 25 years in prison, although actual sentences handed down by judges are often far less than the maximum.

Keys wrote on a personal blog and on a Reuters blog that he had previously obtained access to an elite group of hackers, including one known as Sabu.

Sabu, later identified as Hector Xavier Monsegur, became an FBI informant, court records show. Monsegur was publicly identified last year and has pleaded guilty to participating in multiple hacking conspiracies. He is awaiting sentencing.

Ekeland represented alleged AT&T iPad email hacker Andrew Auernheimer, aka "Weev," who was convicted last November on hacking conspiracy and identity fraud charges.

Leiderman's clients include Anonymous member Christopher Doyon, who calls himself Commander X. Doyon was charged with hacking Santa Cruz County, California, computers, but jumped bail and has told Leiderman he is in Canada, Leiderman said.

Keys is scheduled to be arraigned on April 12 in Sacramento, according to the court docket.

The case in U.S. District Court, Eastern District of California, is United States of America v. Matthew Keys, 13-82.

Insight: Expensive F-35 fighter at risk of budget "death spiral"

WASHINGTON (Reuters) - It's called the "death spiral," and America's newest warplane, the F-35 Joint Strike Fighter, is in danger of falling into it before the plane has even gone into service.

The term - recently invoked by top brass involved in the F-35 program - refers to a budgeting Catch-22 that plagues the defense industry. To keep the cost per airplane low, you need to build and sell a lot of planes. But in tough economic times, governments cut orders to save money. That pushes up the cost per plane, leading to more cancellations, pushing up the cost, leading to more cancellations. And so on.

The U.S. military is in the process of making tough decisions due to mandatory budget cuts from sequestration which went into effect March 1 and could lop off $46 billion of Pentagon spending this fiscal year.

Earlier this year, Pentagon budgeteers crunched the numbers on Lockheed Martin Corp's F-35 in an exercise that spoke volumes about the troubles facing the world's most expensive weapons system and the Navy's uncertain commitment to it.

Postponing orders for about 40 of the 260 Navy models of the plane, which will take off from and land on aircraft carriers, would save money in the short-term, according to several defense officials familiar with the analysis, which has not been made public.

But it would also add from $1 billion to $4 billion to the eventual price of the F-35 program, already at a record-setting $396 billion.

Seven years behind schedule and 70 percent over early cost estimates, the stealthy F-35 "Lightning II" appears to have overcome myriad early technical problems only to face a daunting new question: is it affordable in an era of shrinking defense budgets?

According to a congressional watchdog agency, the average price per plane has already almost doubled from $69 million to as much as $137 million since the F-35 program began in 2001. Any further price rise could scare off potential buyers -including vital foreign customers.

"It's a house of cards," said one senior defense official who is familiar with the F-35 program, but was not authorized to speak publicly. "We have finally started improving performance on the program and efficiency in testing, and bang, we get this budget challenge."

Steve O'Bryan, one of Lockheed's top F-35 executives, says the company has already cut F-35 production costs by 50 percent, and is making progress on flight tests and software development.

"While there are still challenges and room for improvement, the program is heading in the right direction and we see no insurmountable obstacles to delivering the F-35 and its unprecedented 5th generation capability to our three U.S. service and international customers," he said.

BULLET PROOF?

Built by Lockheed and designed to be the next-generation fighter jet for decades to come for the U.S. Air Force, Navy and Marines, as well as key U.S. allies in Asia and Europe, the F-35 appears bullet-proofed against cancellation.

There are no other new fighter jets in the pipeline; the U.S. military's fleet of warplanes is aging; and 10 allies including Britain, Japan and Israel are deeply invested.

Manufacturing - and jobs - spread across 46 states ensure a vital layer of political protection as well.

With 10 million lines of software code onboard, and another 10 million lines in its logistics and ground systems, the F-35 is a flying computer with radars and other sensors that can see enemy threats 200 miles away in any direction.

In what was meant to be a money-saving move, U.S. officials designed the F-35 as one basic fighter (with three variants) to replace a dozen warplanes flown by the U.S. Air Force, Navy and Marine Corps, as well as U.S. allies worldwide.

The U.S. armed forces currently plan to buy 2,443 F-35s in total, comprising 1,763 A-models for the Air Force, 420 B- and C-models for the Marines, and 260 C-models for the Navy. Foreign orders are now slated to total 721.

The Marine Corps, under pressure to replace its aging fleet of Harrier AV-8B "jump jets", Boeing Co F/A-18 Hornets, and EA-6B Prowlers, is scheduled to be the first U.S. military service to use the jet, by late 2015.

Given the tight schedule and huge cost of keeping its aging current fleet flying, top Marine Corps officials are vigilant about the program and the budgetary risks it faces.

"Any delay in fielding the F-35 brings added risk to the Marine Corps' ability to execute our mission as the nation's crisis response force and it affects our ability to augment U.S. Navy carrier air wings," Lieutenant General Robert Schmidle, Deputy Commandant of Aviation, said in a statement to Reuters.

Schmidle and other planners at the Pentagon are desperate to avert the "death spiral" that gutted the Air Force's plan to buy 750 F-22 Raptor stealth fighters down to just 187 jets.

Behind closed doors, some U.S. officials fret that sequestration budget cuts could trigger a similar dynamic on the F-35, which has already seen 410 orders pushed back beyond 2017.

Depending on how the cuts are implemented, the purchase of up to nine F-35s could be deferred in fiscal 2013 alone, Navy and Air Force officials have said. That might not seem like much out of more than 3,100 destined for U.S. and foreign clients.

But initial calculations show that while cutting nine jets would save about $1.3 billion, it would also raise the cost of the remaining aircraft by nearly $800 million, said one defense official, who was not authorized to speak publicly.

The Pentagon budget analysis, which Reuters is reporting for the first time, found that postponing the 40 Navy C-model jets would raise the cost of the Navy version by about $4.5 million per plane, and add between $1.5 million to $2.6 million to the per-plane cost of the Air Force and Marine Corps versions, according to several defense officials familiar with the study.

"Cutting tails to pay bills is inefficient. Whether it's nine planes in one year, or 40 across the (future years defense plan), you're going to pay later," said one of the officials. This official and others cautioned that the studies were hypothetical for now.

Air Force Lieutenant General Christopher Bogdan, the often blunt F-35 program chief, invoked the dreaded "death spiral" this week as he pounded on the need to cut costs and keep foreign orders - which will account for half of all F-35s produced through 2017 - on track.

"The one thing that our partners care most about is how much this airplane is going to cost," he said. "If ... we want to sell the 600-plus airplanes to our partners and a couple hundred more projected to our (foreign military) customers, we better be darned sure we keep reducing the price on this airplane."

Even a two-year delay in Turkey's initial order of two jets had added $1 million to the cost of each of the remaining planes in the original order year, Bogdan told a defense conference.

No one knows exactly how much of a price tag will be too much to bear for countries like Australia and Canada, whose F-35 orders are already on shaky ground. "The tipping point will be different for each country," said one U.S. official.

In Australia, defense contractors involved in building the new jets are worried that $5.5 billion in expected orders will be in jeopardy if Canberra cuts its plans to buy 100 jets by 30 to 50 jets, as many experts expect.

Lockheed remains optimistic that international orders will hold up and even grow. South Korea is expected to choose the F-35 as the winner of a 60-jet competition to be decided this summer, and U.S. officials this week said Singapore may order more than a dozen F-35s in coming weeks.

Other allies, like Japan, see no going back on the fighter.

A senior official at Japan's Defense Ministry said it was keeping a close eye on cost and schedule risks, but there were no plans to change Tokyo's order for 42 planes: "If we don't buy until all the glitches are eliminated, it would be too late."

NAVY IS WARY

The Air Force is considering a slightly less capable version of the plane for its initial use, but the Navy is reconsidering the size of its order.

Chief of Naval Operations Admiral Jonathan Greenert this week ruled out scrapping the Navy's entire F-35C order, but said the Navy was thinking about how many jets it really needs.

Greenert last year ordered a study on equipping each aircraft carrier air wing with just one squadron of F-35s instead of two, according to defense analyst Loren Thompson. The Navy is also developing several unmanned planes, although military officials insist they will never completely replace manned fighters on carriers.

Bogdan said cutting the Navy's order too far would have serious consequences. "There is actually a 'do not go below' type of calculation, which says, if you get below the minimum production quantity on one of these variants, the price starts shooting up tremendously," he told the conference.

The Pentagon's Cost Analysis and Program Evaluation office recently forecast that the F-35's cost would rise by 9 percent if Washington only bought 1,500 jets and foreign partners stuck to their orders, according to a Government Accountability Office study, first reported by Reuters. The cost would surge 19 percent if Washington bought 1,500 jets and the partners none.

"If you cut any of these aircraft, the cost of each remaining one goes up," consultant Thompson said. "At some point soon, you're at risk of undermining the whole business case for the F-35 as an affordable new fighter."

The F-35's worsening fiscal challenges come just as advocates, and some independent analysts, say the often-troubled fighter development project is getting back on track after years of setbacks - which included two engine-related groundings this year - and expensive retrofits.

The F-35 "is now moving in the right direction after a long, expensive and arduous learning process," the GAO study concluded, although it said long-term affordability remained a big concern.

Top Pentagon officials are vowing to shelter the F-35 from the latest budget crisis, if they can.

"We'll try to protect the F-35," the Pentagon's chief weapons buyer, Frank Kendall, said this week. "There's no question about its priority.

JERUSALEM (Reuters) - U.S. President Barack Obama visits Israel next week at the onset of spring - the "red line" previously drawn by his host, Prime Minister Benjamin Netanyahu, to trigger an attack on Iran's nuclear sites.

But an Israeli-Iranian war, Washington's nightmare as it tries to scale back defense commitments abroad and avoid a draining Gulf oil crisis, does not appear trip-wire imminent.

Officials and analysts say Iran warded off Israel's threat by calibrating mid-level uranium enrichment so it does not accrue enough fuel for a potential first bomb - the threshold Netanyahu warned about in a United Nations speech in September.

He was presenting a worst-case extrapolation from U.N. nuclear inspector reports. The most recent of those, however, found a slowdown in the stockpiling of the 20 percent fissile uranium that Iran, in the face of mounting Western suspicions, says is part of an entirely peaceful program. Netanyahu has not publicly revised the spring-to-summer 2013 dating for his "red line". But several Israeli officials privately acknowledged it had been deferred, maybe indefinitely.

"The red line was never a deadline," one told Reuters.

The chief U.S. military officer, General Martin Dempsey, has questioned Israel's ability to deliver lasting damage to Iran's distant, defended facilities. Netanyahu, meanwhile, makes little secret of preferring that Washington take the lead in any war.

Yet while mobilizing Gulf forces and saying it was open to military force as a last resort, the Obama administration has resisted Israeli calls to present Tehran with a clear ultimatum.

CLOCKS AND KILOS

Interviewed by Israel's top-rated television news program on Thursday, Obama voiced cautious hope that negotiations, re-launched last month between the United States, five other world powers and Iran, could still curb its disputed nuclear drive.

"There's a window - not an infinite period of time - but a window of time where we can resolve this diplomatically, and that it is in all of our interests," he told Channel Two TV.

The U.S. "red line" was Iran reaching the verge of acquiring a nuclear bomb, Obama said, adding: "That would take over a year or so ... But obviously we don't want to cut it too close."

Confidence in Obama is not unanimous among Netanyahu's circle. While one Israeli official, speaking to Reuters on condition of anonymity, said "American presidents don't bluff" and that therefore Obama should be trusted, others worried Iran might elude scrutiny and dash to nuclear arms capability.

"The key question is not when Iran will have a bomb, but only when we can no longer prevent Iran from having a bomb," Michael Oren, Israel's ambassador to Washington, told reporters.

He accused Iran of planning to run an accelerated, "shorter track" toward nuclear weaponry "that is invisible because it is underground".

A February 21 U.N. report said Iran had 167 kg (367 lb) of mid-level enriched uranium, in gas form, after converting some of the stockpile to solid reactor fuel. Experts say it would need 240-250 kg (530-550 lb) of the gaseous material for a bomb, though the fuel would have to be further enriched to 90 percent purity.

Yet Iran has also been expanding centrifuges so it could rapidly ramp up mid-level enrichment if it chose, diplomats say.

Netanyahu alluded to those developments on March 4 when he reiterated his "red line" in a speech to a pro-Israel lobby in Washington, saying Iran was "putting itself in a position to cross that line very quickly once it decides to do so".

An Israeli official posited Iran could gather 230 kg to 240 kg of mid-level uranium - just short of a bomb's worth - and then, between inspectors' weekly visits to the enrichment plants, churn out the few kilograms required to close the gap.

Next, it could move all the material to a secret location for prospective later processing into weapons fuel, making the Islamic Republic a "latent nuclear power", the official argued.

"For now, we know what sites would have to be targeted in a military strike," the official said. "Can any of us, even the Americans, be sure of having such full knowledge in the future?"

The United States sounds more secure about nuclear inspections and intelligence monitoring of the Iranians, as well as in its ability to intervene militarily at short notice.

"We assess Iran could not divert safeguarded material and produce a weapon-worth of WGU (weapons-grade uranium) before this activity is discovered," U.S. National Intelligence Director James Clapper said on Tuesday.

STRATEGIC AMBIGUITY

Gary Samore, Obama's former nuclear non-proliferation adviser, disputed the idea that Iran would break out of the U.N. inspections regime with just one bomb's worth of fuel, or that it would be capable of making a quick switch to the highest level of uranium enrichment, given its technical lags.

"Nobody knows, including the Iranians, how much 20 percent (enriched uranium) they need to have a bomb's worth. They have never done it. They have never converted," Samore, who is now executive director at Harvard Kennedy School's Belfer Center for Science and International Affairs, said in a phone interview.

That made threshold questions "inherently ambiguous", said Samore, who referred to Netanyahu's "red line" alternatively as a "red zone".

Mark Fitzpatrick, a former U.S. State Department official who heads the non-proliferation and disarmament program at London's International Institute for Strategic Studies, had similar doubts about whether Iran would try to sneak past Netanyahu's "red line" and, if so, whether Israel would respond with strikes.

"Nobody's going to make a war-or-peace decision based on a few kilograms of 20 percent enriched uranium," he said. "Nobody knows what Israel's real 'red line' is. I don't think Israel knows either."

Fitzpatrick faulted Netanyahu for fixating on Iran's 20 percent enrichment, arguing that this risked distracting from ongoing progress in other risky aspects of its nuclear program like centrifuge improvements and tonnes of low-purity uranium.

"That may not have been a clever way of putting it, because Iran is able to make tactical adjustments and can push back the so-called 'red line' as long as it wants," he said.

But Fitzpatrick also saw a tactical gain for Netanyahu "in reminding the world that there was a concrete threat here, after the world has heard so much saber-rattling from Israel".

Israel, which is reputed to have the region's sole atomic arsenal, has spoken about being ready to attack Iran for close to a decade - rhetoric some Israeli officials say was designed, at least in part, to stiffen the determination of war-wary world powers to find a diplomatic alternative through sanctions.

Samore said the international coalition had been "deeply energized for years" in confronting Tehran. "I think we still have a reasonable prospect of stopping them, and that if the Iranians misstep, the U.S. will act," he said.

CERN scientists say particle is no "super-Higgs"

GENEVA (Reuters) - Physicists who found a new elementary particle last year said on Wednesday it looked like a basic Higgs boson rather than any "super-Higgs" that some cosmologists had hoped might open up more exotic secrets of the universe.

"It does look like the SM (Standard Model) Higgs boson," said physicist Brian Petersen of Atlas, one of two research teams working in parallel on the Higgs project at CERN in Switzerland.

His assertion, on a slide presentation to a conference at CERN and posted on the Internet, was echoed by the other group. "So far, it is looking like an SM Higgs boson," said slides from Colin Bernet of CMS.

The two groups work separately and without comparing findings to ensure their conclusions are reached independently.

It has been assumed since the triumphant announcement last June that a new particle spotted at CERNS's Large Hadron Collider (LHC) was the Higgs, named after British theoretical physicist Peter Higgs, that, theories say, gave mass to matter after the Big Bang 13.7 billion years ago.

But CERN has yet to confirm that. CMS may issue more information on Thursday at an expert gathering in the Italian Alps. A confirmed discovery of the Higgs boson, which could happen this year, would likely win a Nobel prize.

Meeting at CERN, near Geneva, the scientists said on Wednesday that the particle looked very much like it fit into the 30-year-old Standard Model of the makeup of the universe.

If confirmed on Thursday, it would mean LHC scientists will have to wait until late in this decade for any sign of "new worlds of physics".

Until the last few days there had been some faint signs that the discovery might prove to be something more than the particle that would fill the last gap in the Standard Model, a comprehensive explanation of the basic composition of the universe.

Rumors flew of a "super-Higgs" that might - as recently predicted by U.S. physicist Sean Carroll in a book on the particle - "be the link between our world and most of the matter in the universe."

Many scientists and cosmologists will be disappointed that the LHC's preliminary 3-year run from March 2010 to last month has not produced evidence of the two grails of "new physics" - dark matter and supersymmetry.

Dark matter is the mysterious substance that makes up some 25 percent of the stuff of the universe, against the tiny 4 percent - galaxies, stars and planets - which is visible. The remainder is a still unexplained "dark energy."

The theory of supersymmetry predicts that all elementary particles have heavier counterparts, also yet to be seen. It links in with more exotica like string theory, extra dimensions, and even parallel universes.

"I think everyone had hoped for something that would take us beyond the Standard Model, but that was probably not realistic at this stage," said one researcher, who asked not to be named.

The LHC closed down last month for two years of work that will double its power, and, it is hoped, the reach of its detectors.

Space trio lands in Kazakhstan after bad weather delay

ALMATY (Reuters) - A Russian Soyuz capsule made a "bull's eye" landing in the steppes of Kazakhstan on Saturday, delivering a Russian-American trio from the International Space Station, a day after its originally scheduled touchdown was delayed by foul weather.

NASA's Kevin Ford and Russian cosmonauts Oleg Novitskiy and Evgeny Tarelkin, who had manned the $100 billion orbital outpost since October as Expedition 34, landed in cloudy weather at 7:06 a.m. Moscow time (0306 GMT) northeast of the town of Arkalyk.

They had spent 144 days aboard the multinational ISS on their space journey of almost 61 million miles (98 million km).

"The landing was energetic and exciting," Russian TV showed Novitskiy as saying.

NASA television said the deorbit burn and other events during the descent had gone flawlessly. It said the capsule had landed upright, almost hitting its bull's eye target in thick fog.

"Oleg Novitskiy reported to search and recovery teams that the crew is feeling good," NASA television said. "Everything seems to be in order."

Due to hampered visibility, it took a few minutes before helicopters with Russian search and recovery teams could locate the Soyuz capsule after its landing.

The first images shown by Russia's Vesti-24 television featured rescue workers standing in a snow-covered steppe opening the hatch of the capsule.

The three smiling astronauts were seated on semi-reclined chairs and covered with blue thermal blankets. They were then carried to a nearby inflatable medical tent.

On Friday, fog and freezing rain at the landing site in Kazakhstan prevented helicopters from setting up for the crew's return to Earth.

In preparation for their departure, Canadian astronaut Chris Hadfield took the helm of the space station on Wednesday, becoming the first Canadian to take command of the outpost.

It is only the second time in the 12-year history of the station, a project of 15 nations that has been permanently staffed since November 2000, that command has been turned over to someone who is not American or Russian.

Hadfield will be part of a three-man skeleton crew until NASA astronaut Chris Cassidy and cosmonauts Pavel Vinogradov and Alexander Misurkin arrive later this month.

U.S. options exchanges to launch "mini" options on five securities

n">(Reuters) - U.S. options exchanges on Monday will introduce new mini-options on five popular higher-priced securities, including Apple and Google, a development expected to boost interest among retail investors.

The minis, which are 1/10th the size of a standard option, will be available on Apple Inc, Amazon.com Inc, Google Inc, the SPDR Gold Trust exchange-traded fund and the SPDR S&P 500 ETF Trust. If interest in the products is strong, more offerings are expected.

The new breed of option offers the opportunity for a small investor who holds less than 100 shares of high-profile securities to implement the same options strategies that exist for the traditional contract with much less capital.

Google and Apple, with prices north of $800 and $400 per share, respectively, also carry high option premiums. Previously, a retail trader may have found these options too costly because they would be committed to buy 100 shares of the security.

"Anytime you can expand investment products to retail investors who are qualified and excited to trade them, it is a win to all parties involved," said TD Ameritrade's chief derivatives strategist, J.J. Kinahan.

The mini-option has similar terms and contract features as the traditional product, but with certain key differences. Each contract represents only 10 shares of the underlying stock, versus the regular-sized options that represent 100 shares of a security.

"The product was designed with the retail trader in mind who may not have the capital to purchase 100 shares of those underlying securities and therefore could not hedge with a standard options contract," said Kinahan. "They now can do so with the minis."

The entry cost for trading these options is lower. A mini contract trading at $11.50 would cost $115 versus the cost of that standard "big" 100-share contract of $1,150 with the same quote, said Brian Overby, senior options analyst at online brokerage TradeKing in Charlotte, North Carolina.

The options industry has already seen explosive growth with the addition of weekly single-stock options since their introduction in June 2010. More than 4 million options contracts were traded in 2011 and 2012, the industry's two biggest years.

The new mini-option opens the door for retail investors to utilize option strategies like the "covered call," which helps protect against losses. Investors have the flexibility to sell a call on as little as a 10 share position on these expensive stocks, Overby said.

Investors previously had to own at least 100 shares of a stock to sell a call option against their stock position for it to be considered covered, Overby said. That carries a big cost for a stock like Google.

"Many investors often hold a relatively small number of shares in these stocks, and minis provide them with the ability to both hedge and write options on their holdings," said Andy Nybo, head of derivatives at research firm TABB Group.

The options will carry the symbols AAPL7, AMZN7, GOOG7, GLD7 and SPY7.

NEW YORK (Reuters) - Private equity firm Silver Lake Partners bid as low as $11.22 per share for Dell Inc in mid 2012, when it first discussed a buyout with founder and CEO Michael Dell, according to a person familiar with the situation.

Since then, on February 5 this year, Silver Lake and Michael Dell raised their bid to take the world's No. 3 personal computer maker private to $13.65 a share. At $24.4 billion, it would be the largest private equity-led buyout since the 2008 financial crisis.

When the bid was first announced, the price represented a 25 per cent premium over the stock price before news of the bid, but Dell's share price closed at $14.31 on Friday.

The computer maker has said repeatedly that the bid comes only after extensive review and negotiations, and has deemed it fair to shareholders and that view will likely be emphasized again in an upcoming proxy filing with the SEC.

But some analysts say Michael Dell and Silver Lake may eventually raise their bid to try to appease investors in Dell like Southeastern who complain it undervalues the company.

Michael Dell is trying to complete his company's transition from a low-margin PC maker into a provider of computing services. The makeover has become more urgent as the PC market shrinks. Analysts say it might best be carried out if the company were taken private, away from public shareholder pressure and scrutiny.

BID DISCUSSIONS GO BACK TO MID-2012

CNBC first reported the opening bid and, according to the business television network, private equity house KKR & Co LP had also discussed a bid for Dell at $12 to $13 a share but dropped that offer in December last year.

Several major shareholders voiced opposition to the bid including Southeastern Asset Management and T. Rowe Price.

A second person familiar with the matter told Reuters that Southeastern, Dell's largest independent shareholder, had itself broached the possibility of a leveraged buyout to Michael Dell in the summer of 2012, when it expressed interest in contributing its equity in Dell toward any deal.

But two other sources familiar with Southeastern's thinking told Reuters the firm had not touched on any sort of private equity-led buyout deal during talks with Michael Dell last summer.

These sources said Southeastern proposed a transaction similar to one it outlined on February 8 in a letter to the board, when it outlined a so-called "Dutch auction" or tender offer to all shareholders, the two sources added.

Southeastern's objection to the current bid, like that of many other investors, is that the buyout as it stands severely undervalues the corporation.

All sources asked not to be named because the matter is not public. Dell did not respond to requests for comment and Southeastern declined to comment.

A clearer picture of the negotiations leading up to the deal is expected to emerge in the last week of March in a company proxy filing.

Mars had the right stuff for life, scientists find

CAPE CANAVERAL, Florida (Reuters) - Seven months after NASA's rover Curiosity landed on Mars to assess if the planet most like Earth had the ingredients for life, scientists have their answer: Yes.

Analysis of powdered samples drilled out from inside an ancient and once water-soaked rock at the rover's Gale Crater landing site show clays, sulfates and other minerals that are all key to life, scientists told reporters at NASA headquarters in Washington and on a conference call on Tuesday.

The water that once flowed through the area, known as Yellowknife Bay, was likely drinkable, said Curiosity's lead scientist John Grotzinger, who is with the California Institute of Technology.

The analysis stopped short of a confirmation of organics, which are key to most Earth-like life. But with 17 months left in the rover's primary mission, scientists said they expect to delve further into that question. Science operations currently are suspended because of a computer glitch, which is expected to be resolved this week.

Whether or not Mars has or ever had life, it should have at one time at least had organic compounds delivered to its surface by organic-rich comets and asteroids. Finding places where the organics could have been preserved, however, is a much trickier prospect than finding the environmental niches and chemistry needed to support life, scientists said.

In May, following a one-month interruption of radio communications caused by the positions of Earth and Mars, scientists plan to drill a second hole into the Gale Crater rock to look for organic compounds.

"If there was organic material there, it could have been preserved," said David Blake, principal investigator for Curiosity's Chemistry and Mineralogy, or CheMin, experiment.

A lack of organics, however, would not rule out the Yellowknife Bay site as suitable for life, scientists added.

"You don't have to have carbon present in a geological environment that's habitable in order to have microbial metabolism occur," Grotzinger said.

Some micro-organisms on Earth, for example, can feed on inorganic compounds, such as what are found inside rocks.

"There does need to be a source of carbon somewhere, but if it's just CO2 (carbon dioxide), you can have chemoautotrophic organisms that literally feed on rocks and they will metabolize and generate organic compounds based on that carbon," Grotzinger said.

'BUILDING BLOCKS FOR LIFE'

Analysis shows the Gale Crater rock contains carbon dioxide, in addition to hydrogen, oxygen, phosphorus, sulfur and nitrogen.

Carbon dioxide provides a key ingredient in the building blocks for life, all of which have now been found in the Mars rock sample, Grotzinger said.

The $2.5 billion, nuclear-powered Curiosity rover landed inside the giant Gale Crater impact basin, located near the Martian equator, on August 6 for a two-year mission.

Scientists were drawn to the area because of a three-mile (5-km) mountain of sediment, called Mount Sharp, rising from the crater floor. But shortly after the rover's landing, the team decided to first explore the Yellowknife Bay area, located in the opposite direction from Mount Sharp.

Observations from Mars orbiters showed three different types of terrain coming together in Yellowknife Bay, plus a low elevation, all hints that water could have once flowed and pooled on the surface.

That hunch was verified with the first chemical analysis of material drilled out from inside what appears to be a slab of bedrock, named John Klein, after a mission manager who died in 2011. Scientists don't know the rock's age, nor how it formed. They suspect, however, that the John Klein rock is at least 3 billion years old and that it spent enough time in non-acidic and not-too-salty water for various telltale clays and minerals to form.

"This rock, quite frankly, looks like a typical thing that we would get on Earth," Grotzinger said. "The key thing here is this is an environment that microbes could have lived in and maybe even prospered in."

The habitable conditions in Yellowknife Bay appear to roughly coincide within a couple of hundred million years of the first evidence for life on Earth.

"On Earth, finding organics in very, very ancient rocks is a difficult proposition," said Paul Mahaffy, principal investigator for Curiosity's Sample Analysis at Mars, or SAM, instrument.

Finding organics on Mars may be even more challenging. Without much protection from an atmosphere, ultraviolet and cosmic radiation can destroy organics. Mars also apparently is covered with chemicals, known as perchlorates, that consume organics.

"The search for organic carbon is an issue for this mission and you want to do this as deliberately as possible. You don't just want to wander around and try stuff out," Grotzinger said.

Knowing that Mars at least had the ingredients for life, however, makes the search for organics more viable.

"This is not a simple problem, but I think the mission is up to it and we're really excited to get started on that now," Grotzinger said.

North Dakota Senate approves "heartbeat" abortion ban

BISMARCK, North Dakota (Reuters) - The North Dakota Senate approved what would be the most restrictive abortion law in the United States on Friday, a measure banning the procedure in most cases once a fetal heartbeat can be detected, as early as six weeks.

Senators also approved a second bill on Friday that bans abortions based solely on genetic abnormalities, the first state ban of its kind if signed into law. The bill would also ban abortions based on the gender of the fetus, which would make North Dakota the fourth state to ban sex-selection based abortions.

The bills, which passed the state House of Representatives last month, now head to Republican Governor Jack Dalrymple, who has not indicated whether he would sign them into law. He is expected to receive the bills on Monday.

The "heartbeat" bill provides exceptions if an abortion would prevent the death or irreversible impairment of a pregnant woman but no exceptions for rape. It sets up a direct challenge to the Supreme Court's decision in Roe v. Wade that legalized abortion in 1973.

Several states ban most abortions after 20 weeks of pregnancy. Arkansas lawmakers earlier in March approved a ban on most abortions after 12 weeks of pregnancy that could take effect in August if it survives expected legal challenges.

Republican state Senator Spencer Berry, a bill sponsor, said 40 years of medical advancements should not be ignored.

"The images and heartbeat from the womb provide strong and overwhelming evidence of - at the very least - potential life," Berry said. "And we have been instructed by the Supreme Court to protect that very potential."

At six weeks, the ban would take effect before many women would know they were pregnant, said the Center for Reproductive Rights, which represents North Dakota's only clinic that provides abortions, the Red River Women's Clinic in Fargo.

"The passage of this law is nothing short of a frontal assault on the U.S. Constitution, 40 years of Supreme Court precedent, and the health and fundamental rights of women," said Nancy Northup, the center's president and CEO.

The center and Planned Parenthood urged Dalrymple to veto both bills. More than half of the patients at a Planned Parenthood clinic across the border from Fargo in Moorhead, Minnesota, are North Dakota residents.

"With this vote, politicians in North Dakota have proven their disregard for a woman's personal medical decision-making," Sarah Stoesz, president and CEO of Planned Parenthood Minnesota, North Dakota, South Dakota, said in a statement.

North Dakota lawmakers have several other bills still under consideration that would put restrictions on abortion including a proposed amendment to the state constitution that declares that life begins at conception. That would be put before voters in November 2014 if the state House approves the provision.

Statehouses across the nation approved a record 92 restrictions on abortion in 2011 and another 43 in 2012, which was the second-highest figure on record, according to the Guttmacher Institute, a research group that supports abortion rights.

Republican senator with gay son now backs gay marriage

WASHINGTON/CLEVELAND (Reuters) - Senator Rob Portman became the most prominent Republican lawmaker to back gay rights when he reversed his opposition to same-sex marriage on Friday, two years after his son told him he was gay.

In a newspaper opinion piece on Friday, shortly before the Supreme Court is to hear arguments in two key cases on the issue, the Ohio senator said he now supports gay marriage.

"I have come to believe that if two people are prepared to make a lifetime commitment to love and care for each other in good times and in bad, the government shouldn't deny them the opportunity to get married," Portman wrote in an op-ed piece in Ohio's Columbus Dispatch.

"That isn't how I've always felt. As a Congressman, and more recently as a Senator, I opposed marriage for same-sex couples. Then, something happened that led me to think through my position in a much deeper way."

Portman's 21-year-old son, Will, told the senator and his wife in February 2011 that he was gay and had been "since he could remember."

It was the latest show of public support for gay rights. President Barack Obama announced last year that he approved of gay marriage, and in his inaugural speech in January, he equated gay rights with civil rights.

The Supreme Court hears oral arguments later this month in two cases related to gay marriage. One challenges the 1996 federal Defense of Marriage Act, which defines marriage as a union between a man and a woman. In a related case, the court will also hear arguments that question a California law, known as Proposition 8, banning gay marriage.

Portman was quoted by the Cleveland Plain Dealer newspaper as saying he now believes same-sex couples who marry in states where it is legal should be eligible for the same federal benefits granted to heterosexual couples.

Portman served as trade representative and then White House budget director under former President George W. Bush.

He was among the front-runners to be Mitt Romney's vice presidential pick during the 2012 election, but budget hawk Representative Paul Ryan of Wisconsin eventually got the nod.

PARTY SPLIT

The Republican Party has become increasingly split on the gay marriage issue, with some arguing that socially conservative positions such as opposition to same-sex marriage are contributing to the party's election losses.

An early Republican favorite for the 2016 presidential race, Senator Marco Rubio of Florida, staged a defense of traditional marriage in a high-profile speech to a conservative conference on Thursday.

"Just because I believe that states should have the right to define marriage in the traditional way does not make me a bigot," the 41-year-old Cuban-American told the Conservative Political Action Conference.

But Republican strategist John Feehery said Portman's announcement could change attitudes in the party.

"I think so. The fact of the matter is Dick Cheney has been out there on this. Ted Olson, Rob Portman. And what's becoming clear is if you know somebody who happens to be gay, you feel much differently about this issue. The fact is we all know somebody who is gay. So I think this is going to be another indication that times are changing on this issue." he said.

In his op-ed piece, Portman wrote of how he has "wrestled" with reconciling his Christian faith with the desire for his son to have the same opportunities as his siblings.

"Ultimately, for me, it came down to the Bible's overarching themes of love and compassion and my belief that we are all children of God," he said.

Keith Cottrell, 40, an IT professional who lives in Cleveland, said he didn't "see much nobility" in Portman's decision because he only lined up behind gay rights after learning of his son's sexuality.

"I mean I'll gladly take his vote but would we applaud someone who constantly voted against women's rights if they changed their mind after having a daughter?" Cottrell said.

Portman said he consulted clergy members and friends including former Vice President Dick Cheney. Cheney, who has an openly gay daughter, has reiterated his support for gay marriage over the past several years, despite his deeply conservative views on many issues.

Bob Vander Plaats, president of the Family Leader, an influential group of social conservatives in Iowa, said Portman had been "short-sighted" for changing his views.

"I don't see the Republican Party any time soon abandoning his stance on marriage. I see more than anything it is emboldened in their stance on marriage," he said. "The last time I checked, God's word was the same yesterday, today, and tomorrow," he said.

Portman's new position was supported by former opponent David Axelrod, who was Obama's senior campaign advisor.

"Courageous decision by Rob Portman to endorse same-sex marriage, guided by the love of a parent rather than by party ideology," Axelrod tweeted.

Christie is most competitive Republican vs. Democrats in 2016: Reuters/Ipsos poll

WASHINGTON (Reuters) - New Jersey Governor Chris Christie is the Republican best placed to compete against potential Democratic presidential candidates, according to a Reuters/Ipsos poll released on Friday that also underscored Democrat Hillary Clinton's strength should she run.

As Republicans gather in the Washington area this weekend to ponder their future after losing the 2012 presidential race, the poll showed how far the party has to go to regain its footing and be competitive at the national level again.

The online survey found that Christie is preferred narrowly when matched up against Vice President Joe Biden, 34 percent to 33 percent, and Democratic New York Governor Andrew Cuomo, 36 percent to 32 percent.

Against Clinton, however, Christie fares far worse. The former secretary of state leads by 48 percent to 28 percent.

The brash, portly New Jersey governor has not said whether he will run for the Republican presidential nomination in 2016.

A moderate who was criticized by some Republicans for praising President Barack Obama's response to Superstorm Sandy last year, Christie was not invited to speak at the Conservative Political Action Conference this week.

"Christie is really the only one in the head-to-heads who gains any ground against the Democratic candidates - not against Clinton, who seems to be the favorite, although we are so far out that these numbers are very soft," said Ipsos pollster Julia Clark.

Among possible Republican candidates, the leader of the 2016 pack is Paul Ryan, the chairman of the House of Representatives Budget Committee and 2012 vice presidential running mate for Mitt Romney.

Ryan has been in the news lately for proposing a budget blueprint that would make deep cuts in government spending as a way to balance the U.S. budget in 10 years. The Obama White House has denounced the Ryan budget as draconian.

When Republican and independent voters were asked about which Republican they would vote for in 2016, Ryan took a 22 percent share. Sixteen percent said Christie and 14 percent backed former Secretary of State Condoleezza Rice, who is not believed to be running in 2016 at this stage.

Rounding out the field were Florida Senator Marco Rubio at 9 percent, former Florida Governor Jeb Bush at 6 percent and Louisiana Governor Bobby Jindal at 3 percent.

CLINTON VERY STRONG

The poll showed just how strong Clinton's name recognition is less than two months after the former first lady ended her four years as secretary of state.

Clinton leads the Democratic field at 51 percent, far outpacing Biden, who was at 12 percent. She leads all potential Republican challengers by wide margins.

Cuomo, who is said to be considering a run, is way back at 4 percent, as is Newark, New Jersey, Mayor Cory Booker (4 percent), Virginia Senator Mark Warner (2 percent), Maryland Governor Martin O'Malley (1 percent) and Massachusetts Governor Deval Patrick (1 percent).

Clinton has said she wants some time off to rest after her grueling global travel schedule and consider her next move. Medical issues, including a blood clot in her head, complicated the final weeks of her time at the State Department.

A surprisingly strong showing in the poll came from Rice, who was secretary of state for Republican President George W. Bush. She was a well-received speaker at last year's Republican National Convention.

The poll found that she was viewed favorably by 71 percent of Americans, including 80 percent of Republicans, 67 percent of Democrats and 61 percent of independents.

The survey said 29 percent have an unfavorable view of Rice, who last year was accepted as one of the first women to join the Augusta National Golf Club in Georgia where the Masters tournament is played.

For the survey, 1,224 Americans aged 18 and over were interviewed online, including 511 Democrats, 447 Republicans and 162 independents.

The precision of the Reuters/Ipsos poll is measured by a credibility interval. In this case, the poll has a credibility interval of plus or minus 3.2 percentage points for all, 4.9 percentage points for Democrats, 5.3 percentage points for Republicans, and 8.8 percentage points for independents.

U.N. body agrees on women's rights policy, skirting sexual politics

UNITED NATIONS (Reuters) - A U.N. policy-making body agreed upon a declaration Friday urging an end to violence against women and girls despite concerns from conservative Muslim countries and the Vatican about references to women's sexual and reproductive rights.

Iran, Egypt, Saudi Arabia, Qatar, Libya, Nigeria and Sudan, along with Honduras and the Vatican, expressed reservations about the declaration of the United Nations Commission on the Status of Women, but did not block adoption of the 18-page text.

While the declaration of the commission, created in 1946 for the advancement of women, is non-binding, diplomats and rights activists say it carries enough global weight to pressure countries to improve the lives of women and girls.

"People worldwide expected action, and we didn't fail them. Yes, we did it," Michelle Bachelet, a former president of Chile and head of U.N. Women, which supports the commission, told delegates on Friday after two weeks on negotiations on the text.

Shannon Kowalski, director of advocacy and policy at the International Women's Health Coalition, said the declaration was a victory for women and girls, but could have gone further to recognize violence faced by lesbians and transgender people.

"Governments have agreed to take concrete steps to end violence," she said. "For the first time, they agreed to make sure that women who have been raped can get critical health care services, like emergency contraception and safe abortion."

Earlier in the talks Iran, Russia, the Vatican and others had threatened to derail the declaration with concerns about references such as access to emergency contraception, abortion and treatment of sexually transmitted diseases, activists said.

A proposed amendment by Egypt, that would have allowed states to avoid implementing the declaration if they clashed with national laws, religious or cultural values, failed. Some diplomats said it would have undermined the whole document.

But on Friday, Egypt's delegation said it would not stand in the way of the declaration for the sake of women's empowerment. Egypt's Muslim Brotherhood Islamists had warned on Thursday that the declaration could destroy society.

'FREE OF FEAR'

The United States welcomed the declaration but lamented that references were not made to lesbian and transgender women and that the term "intimate partner violence" was not used to capture the range of relationships in which abuse can happen.

U.S. Ambassador to the United Nations Susan Rice last week boasted that all 50 U.S. states have laws treating date rape or spousal rape as equal to that of rape by a stranger. In contrast Egypt's Muslim Brotherhood decried the idea of allowing women to prosecute their husbands for rape or sexual harassment.

Last year, disagreements over sexual and reproductive rights issues prevented the commission from agreeing upon a declaration of a theme of empowering rural women. The commission was also unable to reach a deal a decade ago when it last focused on the theme of ending violence against women and girls.

U.N. Secretary-General Ban Ki-moon said states now had a responsibility to turn the 2013 declaration into reality.

"Violence against women is a heinous human rights violation, global menace, a public health threat and a moral outrage," Ban said in a statement. "No matter where she lives, no matter what her culture, no matter what her society, every woman and girl is entitled to live free of fear."

Germany's U.N. Ambassador Peter Wittig said the declaration was balanced and strong. "It sends a much-needed message to the women around the world: your rights are crucial," he posted on Twitter (@GermanyUN)

Venezuelans flood streets for another Chavez coffin parade

CARACAS (Reuters) - Hundreds of thousands of Venezuelans were on the streets again on Friday at a funeral parade for Hugo Chavez amid opposition protests that the government was exploiting his death to win the election.

Chavez's remains were transported for about 12 miles through Caracas from an army academy to a military museum on a hillside where the former soldier launched his political career with a failed coup in 1992.

The events were the culmination of 10 days of official mourning in the South American OPEC nation led by the flamboyant socialist president for 14 years until his death from cancer.

A state funeral was held a week ago.

"You are a giant," his daughter Maria Gabriela said in an emotional religious service before the procession began.

"Fly freely and breathe deep with the winds of the hurricane. We will care for your fatherland and defend your legacy. You will never leave, your flame is in our hands."

Though his remains will for now be placed in the museum on the edge of the populous January 23 neighborhood - arguably the most militantly pro-Chavez zone in the country - there was still doubt over his final resting place.

The government wanted to embalm Chavez "for eternity" in the style of Soviet leaders Vladimir Lenin and Joseph Stalin and China's Mao Zedong. But embarrassingly, officials said the process should have started earlier and confirmed on Friday that it had been ruled out.

A Russian medical team told the government the body would have to be taken to Russia for seven to eight months to carry out the procedure, Venezuela's information minister said.

Parliament had been due to debate a motion this week to amend the constitution so that Chavez's body could be buried in the National Pantheon, close to the remains of his idol and South American independence hero Simon Bolivar.

The constitution states that honor can only be accorded to leaders 25 years after their death.

But the debate was delayed amid talk Chavez's corpse might instead be taken to his hometown Sabaneta, in the Venezuelan "llanos," or plains, to fulfill his oft-stated wish to lie alongside the grandmother who raised him in a mud-floor home.

Crowds of red-shirted "Chavistas" lined the streets for Friday's parade. Some wore headbands with the name of acting President Nicolas Maduro, who was picked by Chavez as his preferred successor. He is running in an April 14 vote.

"Chavez, I promise you, my vote is for Maduro," read the headbands, repeating a slogan at pro-government rallies.

"I've got 500 and I'm going to sell them all easily. Chavez left Maduro in charge and he will be president," said Miguel Angel, 43, selling the headbands.

'PERVERSE PROSELYTISM'

The opposition, whose presidential candidate Henrique Capriles faces a tough battle to beat Maduro amid so much emotion over Chavez, says the government is mawkishly protracting the mourning and exploiting his coffin as a campaign prop.

Capriles, a 40-year-old state governor who views Brazil as his political and economic model, plans to begin campaigning around the country over the weekend.

"We urge those indiscriminately using the president's name for the capture of votes to halt this perverse method of electoral proselytism," an opposition communique said.

"Let's have a decent campaign, without unfair advantages or abuses of power."

That, many analysts say, looks unlikely given the government's vastly superior financial resources and pro-government supporters' dominance of state institutions.

Fighting back against that impression, however, the government says Capriles is a well-financed puppet of both Venezuela's powerful and wealthy elite and the U.S. government.

The deification of Chavez in death has taken surreal turns.

Maduro suggested that in heaven Chavez helped persuade Christ to choose a Latin American pope.

And the state oil company PDVSA has been distributing a flyer titled "Chavez Crucified" amplifying the government's accusation that he may have been infected with cancer by his enemies.

"Chavez is a Christ, he suffered for his people, he extinguished himself in their service, he suffered his own C Calvary, he was assassinated by imperialists, he died young ... and he performed miracles in life," it said.

That level of eulogy is drawing scorn in some circles for a man who, though loved by millions of Venezuela's poor for his welfare policies and down-to-earth style, was also hated as an authoritarian bully by large segments of society.

The election campaign has started in a nasty atmosphere, with both camps accusing each other of dirty tricks, and Capriles and Maduro landing highly personalized blows.

Photos of guns aimed at TVs showing Capriles have been circulating, while an opposition newspaper this week juxtaposed a photo of Maduro next to Hitler giving a Nazi salute.

Maduro, a 50-year-old former bus driver who is trumpeting his working-class roots like Chavez, has a solid lead over Capriles of more than 10 percentage points, according to two recent opinion polls. Both came before Chavez's death.

At stake in the upcoming election is not only the future of Chavez's leftist revolution but also the continuation of Venezuelan oil subsidies and other aid crucial to the economies of leftist allies around Latin America, from Cuba to Bolivia.

Venezuela boasts the world's largest oil reserves.

Samsung Galaxy S4 blitz may prompt Apple rethink

SAN FRANCISCO (Reuters) - Samsung's newest, feature-packed Galaxy S4 may put pressure on Apple Inc to accelerate its pace of smartphone design and venture into cheaper devices - both departures from usual practice.

The latest Galaxy, unwrapped with much fanfare in New York on Thursday, out-does the iPhone in most technical aspects. But the challenges it encapsulates run deeper than just a simple specifications comparison.

"It would be overstatement to say Apple is far behind," Charles Golvin, analyst with Forrester, said, but it does need to note the quickening pace of competitive devices being released.

"If anything, what Apple needs to respond to is the cadence of their own releases, probably a completely new design every two years and a sort of speed bump every year is not an adequate cadence for Apple to remain at the forefront of smartphone innovation today."

Samsung's apparent ability to go toe-to-toe with Apple on cutting-edge smartphones may prompt the U.S. titan to finally make its own assault on the lower-end of the market that it has famously stayed away from -- not least to get into untapped markets like China and India.

Many analysts now say Apple has to respond in force to Samsung and other rivals that are grabbing attention. Much of Wall Street is now looking ahead to the next iPhone, but expectations are muted.

Once the darling of Wall Street, Apple has in six months seen its shares fall 30 percent from a high of $705. Its Maps software was panned for inaccuracies; its once-reliable financial results, that rarely failed to surpass Wall Street estimates, missed analysts' expectations.

IN A RUT

Apple appears stuck in an iPhone product cycle, with a new phone typically launched in the second half. In past years, the iPhone has gotten a complete redesign only every two years.

Brian White, analyst with Topeka Capital Markets, who views the Samsung Galaxy S4 as a refresh and "not a game changer," said smartphone technology is now improving so fast that timetables put Apple at a disadvantage.

More importantly, White said, Apple needs to broaden its portfolio and play in more smartphone categories as the high-end market could soon be saturated, and get into new categories such as the oft-rumored television or a smart watch.

"They have all the components of the magic potion, which is the hardware-software ecosystem," he said. "All they need to do is take that potion and put it in a different segment of the iPhone market."

While many on Wall Street believe the quickest way to penetrate fast-growing markets like India and China is a cheaper iPhone, the risk is that a cheap iPhone would cannibalize demand for the premium version and eat into Apple's peerless margins.

Apple's vice-like grip on its ecosystem - with the closely managed app store and its seamless integration with the hardware - is still seen as its biggest strength, one that Samsung is trying to emulate with a larger investment in software and connectivity. The Korean giant is also emphasizing its own mobile "Samsung Hub" rather than the Google Play store that most other Android adopters point to.

The iPhone has seen its sales increase to 125 million in fiscal 2012 from 40 million in fiscal 2010. But in 2012, Samsung became the No.1 in the global smartphone market with 30.3 percent share followed by Apple with 19 percent share.

Samsung's rapid rise is partly helped by the fact that it bombards the market with close to 40 versions tweaked for regional and consumer tastes, from high-end to cheaper models.

Samsung's momentum is a major issue for Apple, Ben Reitzes, analyst with Barclays, who is expecting Apple to launch a lower-end iPhone globally this summer.

Apple declined to comment on Friday. But a day before Samsung's launch, marketing chief Phil Schiller attacked Google's Android operating system, saying that the majority of its users were stuck on older versions. He also said Apple's internal research showed four times as many consumers were switching to iOS from Android than vice versa.

LONDON (Reuters) - Scientists have worked out how a deadly new virus which was unknown in humans until last year is able to infect human cells and cause severe, potentially fatal damage to the lungs.

In one of the first detailed studies of the virus - which emerged in the Middle East and has so far infected 15 people worldwide, killing nine of them - Dutch researchers identified a cell surface protein it uses to enter and infect human cells.

The finding, published in the journal Nature, came as the World Health Organization (WHO) confirmed the 15th case of the virus, known as novel coronavirus or NCoV, in a male patient in Saudi Arabia who died on March 2.

Other cases have been in Jordan and Qatar, and in patients in Germany and Britain linked to travel in the Middle East.

NCoV is from the same family of viruses as those that cause common colds and the one that caused the deadly outbreak of Severe Acute Respiratory Syndrome (SARS) that first emerged in Asia in 2003.

The WHO first issued an international alert about it in September after it was identified in a Qatari man in Britain who had recently been in Saudi Arabia.

A study published last month found that NCoV was well adapted to infecting human cells and may be treatable with medicines similar to the ones used for SARS, which killed a tenth of the 8,000 people it infected.

In this latest study, led by Bart Haagmans at the Erasmus Medical Center in The Netherlands, researchers set out to find how the virus got into cells - which receptors it used - and then to find out where in the body those receptors were common.

POTENTIAL VACCINES

"Once you can identify the receptor and you know the distribution of the receptor in the body, then you can get more information on the pathogenesis (the way it infects people) of the virus and the possibility for transmission," Haagmans said in a telephone interview.

Researchers identified the key receptor for the disease as a cell surface protein called dipeptidyl peptidase 4 (DPP4).

They also found cells containing DPP4 receptors were common in the lower respiratory tract but not in the upper respiratory tract - giving clues to why the virus causes illness in the lungs rather than in the nose and throat as a cold virus would.

The findings should help researchers find ways of developing potential drugs or vaccines to block the DPP4 receptors and prevent infection, Haagmans said.

A few drugs that block DPP4 receptors are already on the market, licensed for use in diabetes, but Haagmans said his team already tried using those to stop the virus in laboratory tests and found they did not work.

He said, however, that the team was working with other molecules that might block the receptors and could form the basis for developing a potential vaccine.

Initial analysis by scientists at Britain's Health Protection Agency last year found that NCoV's closest relatives were most probably bat viruses.

Yet further work by a research team in Germany suggests NCoV may have come through an intermediary - possibly goats.

Haagmans said since DPP4 receptors were also present in other species, including bats, his findings showed it was feasible the virus came from bats. He said the idea that goats may have been an intermediary also looked feasible.

U.S. to press China on cyber attacks, seek deeper ties: official

WASHINGTON (Reuters) - Treasury Secretary Jack Lew will press China to take "serious steps" to stop cyber attacks directed at the United States and urge the administration of new Chinese President Xi Jinping to accelerate economic reforms, a U.S. official said on Friday.

Lew's visit to Beijing on Tuesday and Wednesday comes at a crucial time, the official told reporters on condition of anonymity. "China is undergoing their once-in-a-decade leadership transition and, of course, their reform process is at a crossroads."

"It's important to deepen our relationship with China's new leadership team at this time," the official said.

Lew lacks the international stature of his predecessor, Timothy Geithner, and is signaling the importance the United States put on its economic relationship with China by making his first international trip as secretary to Beijing.

Secretary of State John Kerry in coming weeks will also make his first trip to China since taking office last month.

Both Kerry and Lew will host their Chinese counterparts in Washington in the middle of this year for the annual U.S-China Strategic and Economic Dialogue, the official said.

China's legislature formally chose Li Keqiang as premier on Friday, installing the English-speaking bureaucrat as the man in charge of the world's second-largest economy.

President Barack Obama raised U.S. concerns about computer hacking in a phone call with Xi on Thursday, just days after U.S. intelligence leaders said for the first time that cyber attacks and cyber espionage had supplanted terrorism as the top security threat facing the United States.

"We will press China to take serious steps to investigate and put a stop to these activities and to engage with us in a constructive direct dialogue to establish acceptable norms of behavior in cyberspace, recognizing it is a growing challenge for both of us," the senior U.S. official said.

Lew will also press China to allow its currency to rise further against the dollar and push on other concerns such as increased market access for U.S. goods and better protection of intellectual property rights, the official said.

China's yuan has appreciated 16 percent in real terms against the dollar since June 2010. "More progress, however, is needed," the official said.

MOSCOW (Reuters) - Europe and Russia signed a deal on Thursday for a joint Mars mission which will bore beneath the Red Planet's surface for soil samples they hope will solve the mystery of whether there is life beyond Earth.

Europe's space agency had hoped to work with NASA on the two-spacecraft ExoMars mission but turned to the Russians after the U.S. agency pulled out due to budget shortfalls.

The announcement comes amid heightened excitement over the search for life on the planet in our solar system most like Earth after scientists said analysis from NASA's own mission rover, Curiosity, showed Mars had the right ingredients for life.

European scientists say the two-stage mission, with the two craft to be launched in 2016 and 2018, will pave the way for what NASA has described as the "Holy Grail" of Mars exploration: a separate mission to return dirt samples from the Red Planet.

"Curiosity learnt us a little bit, ExoMars will bring us a step further, but bringing back those samples to Earth you can do 10 to 100 times more analysis," Rolf de Groot, head of the European Space Agency's (ESA) Robotic Exploration Coordination Office, told Reuters.

"That is a goal of everybody who works on Mars exploration."

The Europe-Russia mission hopes to take scientists beyond NASA's finding that the surface of Earth's neighboring planet had the right mix of elements to sustain life, by drilling 2 meters (6 feet) below its radiation-hit surface for samples.

"NASA is also drilling, but two centimeters deep," de Groot said, referring to the ongoing Curiosity mission. "It's a completely different story."

"ExoMars, by drilling 2 meters into the ground, might hope to identify really the big molecules because that would be a direct indication of the presence of life or that life once existed on Mars."

He said the ESA's Mars rover would also be equipped with a much more advanced laboratory than Curiosity has, so would be able to carry out more detailed analysis.

RUSSIAN ROCKETS

Russian Space Agency Roskosmos will provide the rockets to launch the ExoMars - short for Exobiology on Mars - mission and will also design the descent module and surface platform.

Europe turned to Russia after NASA left the $1.3 billion project in February 2012, citing a budget crunch. The ESA and Roskosmos agreed to cooperate last April, but talks to work out the details dragged on for nearly a year.

"This event was a long time in the making and took a great deal of collaboration," Roskosmos head Vladimir Popovkin said after signing the deal with ESA Director Jean-Jacques Dordain in Paris.

Russia's involvement in the ambitious mission could boost the status of its once-pioneering space agency after a litany of costly and embarrassing failures.

The delays in agreeing the mission hinged on the extent of Russia's participation, according to Russian space experts who said Moscow had seemed to reach its goal of full partnership.

"The agreement implies that Russian scientists and engineers will become full-fledged participants in all the international scientific and technical groups," Roskosmos said in a statement.

What was to be Russia's first deep space mission in more than two decades - the Phobos-Grunt mission to scoop up soil samples from Mars - was among five botched launches that damaged Moscow's reputation as a reliable launch partner.

European governments have so far committed 850 million euros to the mission. The funding cap has been set at 1 billion euros ($1.3 billion) but delays and changes to the scientific aspects of the project are expected to drive up the price tag.

Even though NASA pulled out, it will still provide radio communications equipment, an important organics experiment and engineering and mission support.

The United States also plans to follow up its Curiosity rover with an identical probe, to launch in 2020. It has not yet decided if it will cache samples for a future return to Earth.

The U.S. National Academy of Sciences in 2011 ranked a Mars sample return mission as its top priority in planetary science for the next decade. The long-term goal of the U.S. human space program is to land astronauts on Mars in the 2030s.

Kerry voices conditional U.S. support for U.N. arms treaty

UNITED NATIONS (Reuters) - Secretary of State John Kerry voiced support on Friday for an international treaty to regulate the $70 billion global arms trade, but restated Washington's "red line," affirming that it would not accept limits on U.S. domestic gun ownership.

The U.N. General Assembly voted in December to hold a final round of negotiations from March 18 to 28 on what could become the first international treaty to regulate international weapons transfers after a drafting conference in July 2012 collapsed because the United States and others wanted more time.

Arms control campaigners say one person every minute dies worldwide as a result of armed violence and that a convention is needed to prevent the unregulated and illicit flow of weapons into conflict zones fueling wars and atrocities.

"The United States is steadfast in its commitment to achieve a strong and effective Arms Trade Treaty that helps address the adverse effects of the international arms trade on global peace and stability," Kerry said in a statement.

"An effective treaty that recognizes that each nation must tailor and enforce its own national export and import control mechanisms can generate the participation of a broad majority of states, help stem the illicit flow of conventional arms across international borders and have important humanitarian benefits."

But he repeated that the United States - the world's No. 1 arms manufacturer - would not accept any treaty that imposed new limits on U.S. citizens' right to bear arms, a sensitive political issue in the United States.

"We will not support any treaty that would be inconsistent with U.S. law and the rights of American citizens under our Constitution, including the Second Amendment," he said.

"International conventional arms trade is, and will continue to be, a legitimate commercial activity," he said, adding that countries should work to prevent arms from reaching those who commit "the world's worst crimes, including those involving terrorism and serious human rights violations."

The point of the treaty is to set standards for all cross-border transfers of any type of conventional weapon - light and heavy. It would also set binding requirements for nations to review all cross-border arms contracts to ensure the munitions are not used in human rights abuses, do not violate embargoes and are not illegally diverted.

DISPUTE OVER AMMUNITION

The leading U.S. pro-gun group, the National Rifle Association, has vowed to fight the treaty, dismissing suggestions that a December U.S. school shooting massacre in Connecticut bolstered the case for such a pact.

If a treaty is approved, it will require ratification by countries' legislatures before it goes into effect. The NRA has warned the arms trade treaty would undermine the right to bear arms and says it will fight hard to prevent ratification if the Obama administration supports the treaty.

Backers of the treaty accuse the NRA of deceiving the U.S. public about the pact, which they say will have no impact on domestic gun ownership and would apply only to exports.

Some 150 countries will participate in the negotiations that begin on Monday at U.N. headquarters.

Human rights groups and other advocates of the treaty welcomed Kerry's statement.

"While the U.S. government reaffirms its red line on the Second Amendment, it did not issue any new red lines or demands on the international community," said Frank Jannuzi of Amnesty International. "We hope that this means that they will lead the next round (of negotiations) to consensus."

Daryl Kimball, head of the Arms Control Association, said Kerry's remarks were a "long overdue positive statement that makes it clear the administration is dedicated to pursuing a robust treaty."

He added that it was positive Kerry did not raise the issue of ammunition, something the United States had previously demanded be excluded from the treaty. Supporters of a tough treaty in Europe and elsewhere insist on including it.

Last month, U.S. National Security Council deputy spokeswoman Caitlin Hayden said Washington would continue to oppose the inclusion of ammunition in the draft treaty.

"Ammunition is a fundamentally different commodity than conventional arms," Hayden said. "It is fungible, consumable, reloadable, and cannot be marked in any practical way that would permit it to be tracked or traced."

A U.S. official told Reuters on Friday that Washington's position against including ammunition had not changed.

Radio frequency chip makers tune in to smartphone race

n">(Reuters) - Radio frequency chip makers are set to gain as Samsung Electronics Co Ltd and Apple Inc unveil ever more sophisticated smartphones and tablets to battle for the No. 1 spot in the global mobile devices market.

Investors and analysts say they like shares of RF Micro Devices Inc, Skyworks Solutions Inc and Avago Technologies Ltd - companies that make the chips that enable gadgets to send and receive data wirelessly.

Samsung unveiled its latest flagship phone, the Galaxy S4, in New York on Thursday. The S4 can stop and start videos when someone looks at the screen, flip between songs at the wave of a hand and record sound to accompany pictures.

As manufacturers improve and add new features to phones, which are increasingly used to stream music, video and games, they are boosting the RF chip technology used in the devices.

"The RF content in handsets continues to go up," said Stewart Stecker, a portfolio manager at AlphaOne Capital. "That's good from an immediate to longer-term perspective for the entire RF supply chain."

The importance of RF chips will increase as network operators deploy high-speed wireless technology known as 4G LTE (long-term evolution), analysts said.

LTE requires a much higher number of frequency bands, which increases the number of RF chips in a phone.

The global LTE market is expected to almost double this year, surpassing the $10 billion mark, according to a March 13 report from telecom market research firm Infonetics Research.

"As you add LTE - that's a whole other frequency - you need more radio, more RF equipment," said Northland Securities analyst Tom Sepenzis.

A Verizon customer, for example, using a Samsung Galaxy S4 while traveling the world, would need to be able to use the LTE network in the United States and other countries, said Sepenzis.

"That requires more complex amplifiers that can handle multiple frequencies, requires better antenna solutions, switching capability to handle all the different frequencies. That obviously favors the RF component manufacturers," he said.

DIVERSIFYING ORDERS

Within the RF chip supplier group, analysts said those that have diversified their client base by supplying to Samsung, Apple, and other smartphone vendors such as China's ZTE Corp are best placed to take advantage of demand.

After chipping away for years at Apple's market share, Samsung emerged as the No. 1 seller of smartphones last year, undercutting its main competitor with cheaper handsets and a wide range of products.

Samsung sold 64.5 million smartphones in the fourth quarter of 2012, compared with 43.5 million iPhones sold by Apple, data from market research company Gartner shows.

Greensboro, North Carolina-based RF Micro receives about a quarter of its revenue from Samsung, up from 10 percent a year ago, data compiled by analysts showed. Orders from Apple account for a fifth of sales, they said. RF Micro declined to comment.

Power amplifier maker Skyworks relies on Samsung and Apple for about a quarter each of its revenue, analysts said. Skyworks was not available for comment.

T. Rowe Price Global Technology fund portfolio manager Josh Spencer said he likes Avago Technologies Ltd.

"Avago has some very high-end filtering technology that you have to have in the smartphone antennas," Spencer said, adding that he was also considering buying RF Micro's stock.

Shares of RF Micro and Skyworks gained 15 percent and 21 percent respectively from the beginning of the year until February 21, when the upward trend was interrupted by Qualcomm Inc's unveiling of plans to make its own RF chip.

But both stocks recovered a day later after analysts said it was unlikely that Qualcomm would risk damaging integrated circuit partnerships to seek a profit opportunity of not more than $600 million.

Qualcomm has nearly half of the global market for "baseband" chips, which connect mobile phones to cellular networks, and therefore is also set to benefit from rapid LTE growth.

The S4 will use Samsung's application processor in some regions and Qualcomm's Snapdragon chips, which have LTE features, in others.

"Qualcomm has such dominance in the baseband market that they have pricing leverage even against big customers," Spencer said.

Space station crew landing delayed by foul weather

MOSCOW (Reuters) - Three Russian and American astronauts are stuck for one more day aboard the international space station after foul weather delayed their landing on Friday in the steppes of Central Asia.

Since October, NASA's Kevin Ford and Russian cosmonauts Oleg Novitskiy and Evgeny Tarelkin have been aboard the orbiting outpost, a $100 billion research laboratory that flies about 250 miles above Earth.

Fog and freezing rain at the landing site in Kazakhstan prevented helicopters from setting up for the crew's return to Earth, NASA TV commentary said during live mission streaming.

A spokesman for the Russian space agency Roskosmos said the landing would be pushed back by one day and is now scheduled for 7:06 a.m. Moscow time (0306 GMT).

The crew's descent back to Earth aboard a Russia Soyuz spacecraft will take less than four hours.

In preparation for their departure, Canadian astronaut Chris Hadfield took the helm of the space station on Wednesday, becoming the first Canadian to take command of the outpost.

Hadfield will be part of a three-man skeleton crew until NASA astronaut Chris Cassidy and cosmonauts Pavel Vinogradov and Alexander Misurkin arrive later this month.

Mitt Romney tells conservatives he's sorry he's not president

OXON HILL, Maryland (Reuters) - At a gathering for conservatives to plot their future, there was a stark reminder of the past on Friday as failed presidential candidate Mitt Romney made his first public speech since election night.

"I am sorry that I won't be your president," Romney told the audience of the Conservative Political Action Conference, "but I will be your co-worker and I will stand shoulder to shoulder beside you."

Since he accepted defeat to President Barack Obama in the early hours of the morning on November 7 in Boston, Romney has largely vanished from view. He is occasionally spotted on the ski slopes with his family, pumping gas, or shopping at Costco.

He and his wife Ann have retired to La Jolla, California, where the Romney family keeps a home, although they did give an interview to Fox News last month.

The former Massachusetts governor was the first losing presidential candidate in nearly 25 years not to be in Washington on Inauguration Day.

Looking tanned since his time off the campaign trail, Romney delivered what sounded very like his campaign speech. He told vignettes about the Americans he met as he traveled across the country on the way to his eventual defeat.

Romney said he realized the awkwardness of his position.

"As someone who just lost the last election, I'm probably not the best person to chart the course for the next election," he said.

ROCKY RELATIONSHIP

Romney has never had a simple relationship with the conservative base, which always suspected he was too moderate on healthcare, abortion and other issues.

In past years, Romney won the conference's straw poll for preferred presidential candidate, but audiences like CPAC are often filled with the sort of Republicans who were most suspicious of his conservative credentials.

Appearing at the same event last year, Romney declared himself to be "severely conservative." That strained formulation did not warm conservatives' hearts and led to ridicule from some in the media.

For many gathered at a hotel here south of Washington, the lesson from Romney's loss is a simple one: Republicans nominated a candidate who wasn't conservative enough.

On Thursday, Texas Governor Rick Perry, once Romney's rival in the presidential primary, told the crowd: "The popular media narrative is that this country has shifted away from conservative ideas, as evidence by the last two presidential elections. That's what they think, that's what they say. That might be true if Republicans had actually nominated conservative candidates in 2008 and 2012."

"The fact is the base didn't come out for him," said Bob Vander Plaats, the president of the Family Leader and a prominent social conservative in the early-voting state of Iowa. "No matter how much we did to push our base towards him that was a hard rope to push."

Romney was received warmly by the audience and the former candidate thanked them for their "earnest support."

He did have one warning for conservatives.

"We particularly need to hear from the governors of the blue and purple states," he said, advising conservatives not to give up on the states where he lost to Obama.

Romney mentioned two governors — New Jersey's Chris Christie and Virginia's Bob McDonnell — who were not invited to participate in the influential conference.

Both governors have been criticized for taking positions that part with Republican orthodoxy. But a Reuters/Ipsos online poll on Friday showed Christie as the Republican with the best rating against possible 2016 Democratic opponents Hillary Clinton and Vice President Joe Biden. [ID:nL1N0C76P2]

LARGELY IGNORED

Since his defeat, Romney has rarely been mentioned by conservatives.

Speaking a few hours before Romney, Wisconsin Representative Paul Ryan, the Republican vice presidential nominee, centered his remarks on the federal budget and made no mention of his former running mate.

In the aftermath of the last campaign, Republicans have set about refashioning their image, moving away from Romney's campaign positions.

Romney's campaign was marked by a hawkish view on immigration and was hindered by his remarks in secretly recorded video deploring nearly half of all Americans as "victims."

Now, Republican congressmen are playing leading roles in trying to reform immigration laws and leaders are encouraging reaching out to African-American and Hispanic voters, two groups that backed Obama by wide margins.

Influential Republicans like Texas Senator Ted Cruz and Louisiana Governor Bobby Jindal have called on their party to embrace the people Romney appeared to reject in his infamous "47 percent" remarks about voters who receive government aid.

Despite his downfall, Romney was undeterred.

"It's fashionable in some circles to be pessimistic about America, about conservative solutions, about the Republican Party," Romney said. "I utterly reject that pessimism."
