A Call to All The Filipinos in Philippines and Abroad: Scrap The PhilHealth Circular No. 022

The Migrante Middle East petition said, “The hike in OFWs health insurance premium will not only bleed us (OFWs and dependents) dry, it also sucks out our blood leading ‘to death due to deprivation of free and affordable social services’. The government through various agencies is killing us so softly by imposing additional fees in pretense of better social services.”

The Migrante Middle East is appealing to all fellow OFWs around the world, their dependents, friends and OFWs advocates to join their campaign by signing the petition and help pass it on to others and urge them to "Scrap Philippine Health Circular No. 022 – this is about the increase of PhilHealth annual premium contribution from P900 to P2,400 which will effect on July 1, 2012.

I searched out the names of the Board of Directors of PhilHealth and to know also if the said PhilHealth Circular No. 022 is approved by all the board of directors but unfortunately out of 14 members only one has affixed his signature to PhilHealth Circular No. 022 in the named of Dr. Eduardo P. Banzon and the other name who also signed her signature was not in the list or not in the list of Executive Officers. The PhilHealth Board of Directors are as follows:

Obviously, the PhilHealth Circular No. 022 was created by two people in named of Dr. Eduardo P. Banzon and MA. TERESA A. QUIAGIT and approved by them without the approval of other Board Members and other Executive Officers of PhilHealth. It was created on December 15, 2011. The said circular is not only addressed to the 11 million+ OFWs around the world but also to all the Filipinos in Philippines. The said PhilHealth Circular No. 022 is believed by Filipinos in Philippines including the 11 million+ OFWs as against the REPUBLIC ACT No. 10022 – AN ACT AMENDING REPUBLIC ACT NO. 8042, OTHERWISE KNOWN AS THE MIGRANT WORKERS AND OVERSEAS FILIPINOS ACT OF 1995, AS AMENDED, FURTHER IMPROVING THE STANDARD OF PROTECTION AND PROMOTION OF THE WELFARE OF MIGRANT WORKERS, THEIR FAMILIES AND OVERSEAS FILIPINOS IN DISTRESS, AND FOR OTHER PURPOSES.

Under the RULE XVII: MISCELLANEOUS PROVISIONS – Section 4. Government Fees, Administrative Costs and Taxes. All fees for services being charged by any government agency on migrant workers prevailing at the time of the effectivity of this Rule shall not be increased. This RA No. 10022 was officially approved and signed by the former president Gloria Macapagal Arroyo on March 08, 2010.

The Migrante Middle East said “We are targeting 1-M signatures by July 2012, the supposed start of imposing PhilHealth premium of P2,400 from the current P900. With our position paper, we will send the signatures to President Noynoy Aquino and to the PhilHealth Board members, members of the Senate and House of Representatives.”

As of this writing there are already 502 Filipinos have joined the petition and yet still very far to 1-M target-ted signatures – so if you are Filipinos living in Philippines and Abroad you are hereby invited to join the said petition – go to this link No to PhilHealth Premium Increase Scrap Circular No. 022. The Largest Online Protest in History: No to SOPA and PIPA

Levine (Elon University), and David G. Post (Temple University) opposed SOPA and PIPA.

Today, the said protest has already spread worldwide. Google campaign is calling you to sign the petition urging Congress to vote NO on PIPA and SOPA before it is too late. You can also visit American Censorship Site for details on how you can show your support and to join the worldwide protest – if you wanted to protect your online security and enjoy yourfreedom of expression. Now twitter is flooded with tweets of “Vote NO to SOPA and PIPA”. The protest will last until Jan 24, 2012 – the US Senate vote date. This is the largest protest ever in history!

Marjorie C. Palma is an OFW based in Kuwait. She hailed from the province of Bohol and was born on February 5, 1976. She studied Bachelor in Political Science International Relations Major. She is now currently working as a Receptionist at the DAR AL SHIFA HOSPITAL. She is also a member of the OFW ako Community of Distributors (COD) in Kuwait.

S. Z.Respicio, Jr. is a Consulting Engineer of Mines, who moonlit as a Small Business Consultant while peddling used and new luxury cars, and join the Filipino-American Chamber of Commerce in San Diego County. He created the TOBY Awards of FACC, The Outstanding Business of the Year of FACC-SDC recognizing leaders in the Filipino American business, whether members to non-members of FACC-SDC.

Mark Shera C. Cruz is a native of Montalban, Rizal where he also served as a public school teacher until he left for USA in 2008, to join the Filipinos working overseas. Pangunahin sa ating mga layunin kaya nag-aabroad ay upang matustusan ang pangangailangan ng ating mga sariling pamilya na naiwan sa Pilipinas. Ang ilan ay nagsisimula sa mababang sahod at mahirap na trabaho. Pinipilit malampasan ang anumang unos para lamang maisalba ang naghihirap na pamilya. Nagtatrabaho ng higit pa sa 8 oras, ang ilan naman ay nagpa-part time pa kahit pa ito ay ipinagbabawal ng batas sa ilang lugar, katulad na lang dito sa Kuwait. May mga nakausap akong guro at accountant na naging “kasambahay” o “kadama”. Marami nang naisulat tungkol dito. Lahat ay may kanya-kanyang istorya. Nakakalungkot pero kung mapapansin ay puno ng pag-asa.

Ten days after the great flood that claimed the lives of almost a-thousand residents of Cagayan de Oro and Iligan City many are still searching for their relatives and loved ones having high hopes to be reunited with them. The moment I saw the pictures on the internet I felt I was stabbed on my heart and broke out into tears as if I lost my loved ones too. A death caused by an illness or a terminal disease might be easier to accept, but a death which could have been prevented is more painful and hard to accept. Seeing your loved ones being washed away by the turbulent flood is a morbid situation.

An OFW going by the name “Maeng Ni” expressed his views about life of an OFW abroad.
Akala ng mga tao na nasa Pilipinas kapag nasa DUBAI ka akala nila madami ka ng pera ng langis. Ang totoo, madami kang utang, dahil credit card lahat ang gamit mo sa pagbili mo ng mga gamit mo. Kailangan mo gumamit ng credit card Kasi naubus na ang cash pinadala sa pinas, kase pag hindi ka nagpadala, iisipin nila nakalimutan mo na sila. Akala nila mayaman ka at marami kang pera kasi buwan-buwan libolibo padala mo walang palya at kapag pumalya iisipin nila baka nagbisyo ka na o may sinusustentuhang iba. Hindi nila alam food allowance na lang ang natitira sayo at pag kinulang pa umuutang pa at lista muna sa malapit na bakala.

Dreams Can Take You Up a Rocky Mountain

The dreams I am talking here are not about those successions of images, ideas, emotions and sensations occurring involuntarily in the mind during certain stages of sleep. They are about the expression and visualizing of solid thoughts, emotions, and ideas that signal about what you want and what you need for your physical life. They need physical works and efforts. They are there to help you mould your future. Dreams give you strength to face the natural world of your choice to reach success in life.

Thirty-Seven years ago, I visualized becoming an accountant and a writer. But the problem was – how to make them happen. I knew my parents could not afford to send me to school to finish those courses I had wished. However, I did not give up dreaming. In 1976, I was sixteen year old at that time and had just finished my elementary; I decided to leave my parents.

Contrary to the will of my parents I still left them and lived the way I can. Living away from them was not easy and productive. I had slept under pine trees, robustly standing around our town plaza. I had used scrap cardboards and old newspapers as my gasket and beddings. Sometimes I slept on the height of the tower of our town church, inside waiting shades and fish market along with other deserted children. I had become immune from the mosquitoes bites, salty smells and the freezing darkness. There were nights I was weeping, remembering my family but the homesickness for them did not change my decision.

I made friendship with those children who were also at my age. I mingled and associated with them like one family with the same fate. Thus, it became easier for me to be with them. The fish market was our source of living. Lifting of goods of market vendors in exchange of some money to be divided equally among us were exciting and memorable experience. We really enjoyed for doing it.

Until I labored to a construction group, located in front of Felipe Abrigo National Memorial School of Arts and Trades (FANMSAT) now known the Southern Samar National School of Arts and Trades (SSNSAT) in the town of Guiuan, Eastern Samar. At first I felt intense pain on my body, prickly fingers and feet but despite heavy and hard works I was happy to receive the 15 pesos for a day work.

There were nights I was anxious. I could not sleep in the barracks due to chronic fatigue and pain in my whole body. I wept and I wanted to go home but the advent of the future surpassed what I felt – especially when day time came - watching hundreds of young students entering the school gate, I pretended I was one of them carrying books and notebooks. The difficulty and fatigue from hard works eventually disappeared.

Six months later, the constructions of the five units of apartments were done. We moved to another project – a three-story building owned by a Chinese businessman. But before leaving the place, I stood up in front of FANMCAT with my promise that I shall return to study high school.

I was sixteen year old when I finished and received my Grade School Certificate, from Mayana Elementary School, Guiuan, Eastern Samar, Philippines in 1976. I started my high school in 1977 as self-supporting student and received my Secondary School Certificate from Southern Samar School of Arts and Trades, Guiuan, Eastern Samar, Philippines during the school year 1980-1981. Following that year, I took up One Year in Bachelor of Science in Industrial Education from Southern Samar School of Arts and Trades, Guiuan, Eastern Samar, Philippines during the school years 1981-1982.

The following year I stopped my college education. I went to Manila to look for job but I was not lucky so I decided to go home to my home province, Samar. During the school year 1984 to 1985, I took up One Year in Bachelor of Science in Cooperative Management at the University of Eastern Philippines, Catarman, Northern Samar. Before the beginning of school years 1985-1986, I left Catarman with my school records and decided to study at Leyte Colleges, Tacloban City, Philippines. The college approved. All the units I had taken from the past years in college were credited. I was enrolled as a second year student in Bachelor of Science in Commerce Accounting. However, I did not finish my accountancy course. Just after the first semester I left for Manila again.

December 1986, I dreamed again to raise my own family. Marrying my wife was the best decision I ever made in my life. The love I felt for her was my strength. Now we have three children, all girls ages 22, 20 and 18 and we are now approaching our silver wedding anniversary. I married my wife with a ten peso bill on my wallet. I courted her for six days and on the 7th day, we were married. It happened in 1986. Mrs. Corazon C. Aquino was our new Philippine President.

On December 3, 1986, I started courting my wife. I visited her in the morning, lunchtime and in the evening for about six days. On December 8, 1986, I got her approval to marry me. Quickly as lightning, we scheduled our wedding the next day December 9, 1986. That same day, we brought our plan to her parents and it was approved. Also that same day, we contacted our chosen sponsors and we were advised to see them in the morning the next day at Trece, Martirez City Hall to get the marriage license and other documents needed for the civil wedding. On December 9, 1986 at around 9AM, all the necessary documents for the wedding were completed with the help of our sponsors. At around 10:30 AM we proceeded to the office of the judge located at the second floor of the Municipal City Hall.

The ceremony was simple and very fast. It only took less than ten minutes after the judge declared, “I pronounce you Paul and you Imelda as husband and wife”. Following his declaration were the wishes of congratulations and the signing of our signatures on the documents with his signature and the signatures of our godparents.

Early 1994, I again had dreamed to go abroad. I was lucky though because I did not experience much difficulty in acquiring an overseas job. My uncle-in-law who at that time was a chief accountant of the company Kawasaki Helicopter Saudi Arabia – Finance Department helped me get my current job by recommending me to the administrator of the company. A Philippine based recruitment agency, FB Allan processed my papers and I was able to go out of the country as a documented OFW.

When I arrived in my current location on March 23, 1994, I was first employed as a janitor/laborer. That will be my work position for two years and nine months. The management must have noticed my hard work because I was promoted to be a Facility Records Clerk. After some time I was again promoted to be an Analyst/Bookkeeper and this would be my job for nine years and three months.

The promotion did not stop there. On May 8, 2006, I was assigned as Secretary to the Vice President, then later as an Analyst. At present, the company I am working for assigned me to manage of a new showroom that sells antiques and other home accessories. From being a mere janitor, I had gone a long way and one can say that things just get better and better for me.

Aside from working, I also devote some time for my other interests. While employed, I took up a creative writing course by mail with the Writer’s Bureau in Manchester London during the years 1999-2000. In 2001, I took up Journalism and short story writing course with the ICS, PA, USA by mail.

Pruelpo Shares The Invincible Man and His Golden Apple

Another interesting story happened in Mayon Volcano, Albay, Philippines in late 1900s. It’s all about an alien tree bearing-fruits, which was believed that whoever eaten its fruit would enjoy the infinite power for the rest of his life.

The story began when Goth, who was a half Filipino, a half German visited Albay and spent his vacation at Mayon. It was Christmas day, he turned 18. He’s alone at the foot of Mayon.

Mayon volcano was approximately 7,926 feet high and still a very active volcano. At 8am Goth started climbing up Mayon. He’s optimistic that he could reach the top of the volcano before the sun sits down.

Walking across the slippery steep rock face of Mayon was a perilous quest, but Goth didn’t think to go back. He courageously had kept moving till he ascended up at about 500 meters above from the bottom before he stopped under tree bearing-fruits.

What exactly are the right criteria for a Quality Content Article?

These are the 23 articles that are considered by critiques as rubbish – written in simple English with some grammar errors and spellings though these articles have generated too much traffics, views and earnings. I even considered them as my star pages!

I am not on the right side to argue with other writers who always love to criticize of other works. As a matter of facts – their negative feed-backs if considered by authors will help improve their writing capabilities. Of course, it is normal for anyone who received such feed-backs to react without realizing that in one way or those negative feed-backs would turn a stone into gold.

But on the other hand, those feed-backs can turn down authors to stop from writing and eventually will leave the site and will look forward to other paying sites. I might say that this is true especially if a writer is not yet an experienced to face those unfavorable greetings!

However, I cannot accept that it could be my valid reason to leave the site. I can turn those unfavorable feed-backs into useful tips for self-improvements because in my thought whoever writes at Triond has the same purpose as mine: to expand their world connections, world status, to inform people about new things and ideas and of course, to earn - whether you like it or not. What is love without money? You are writing not only for love but for money too!

Now here are the 23 articles that I considered as my star pages at Triond. I said they are my star pages because they generated so much traffics, views and earnings compared to my other 132 articles.

(1) The Superstar for Standing Ovations: Charice Pempengco – this was published at Socyberty on July 31, 2011. To date, it generated 224 views and earnings of US$ .19 cents.

(2) Western Union Determine Your World Status and Connections – this was published at Newsflavor on July 24, 2011. To date, it generated 314 views and earnings of US$ .44 cents.

In 1902, a young man of distinguished courage and ability defended his family against enemies: he who would die for his right and obligations to his country: he arrived from Kuwait. He was the son of the ruling Saud. His name was Abdul Aziz Al – Rahman bin Faisal Al – Saud.

At the age of 19, he began the re conquest of his family’s former lands. With forty men he courageously combated and re conquered his family’s kingdom. He captured Riyadh, the present capital of Saudi Arabia, and the territory around it, ruled by Al – Rashed. He killed Rashed by a sword. At once he proclaimed himself as the new ruler. That period also marked the new dawn and hope for Arabia.

In 1913, bin Saud, as he became known, seized the Persian Gulf coastline between Qatar and Kuwait from the Turks. By 1922, he ruled the whole of Central Arabia. In 1926, bin Saud conquered Hijas that is the Red Sea coast. And in the 1930s, oil was discovered – the most vital asset that brings economic and cultural changes to the country.

On September 23, 1932, King Abdul Aziz, formally declared Arabia under the named of the “Kingdom of Saudi Arabia,” for what had been a union of regions comprising Najd, Hijas, Asir and Al – Hasa. The kingdom of Saudi Arabia became the blessed paradise in where people live to enjoy and be proud as one in culture, customs, and tradition and in faith.

In 1933, the first oil concession was granted to the California – Arabian Oil Company, the forerunner of Aramco. With the discovery of oil in commercial quantities in 1938, Saudi Arabia stood in the doorway of wealth and had the opportunity to modernize its infrastructure and economic life. Today, Saudi Arabia has the largest oil reserves in the world.

During his powerful leadership, many impacts of innovation followed. With his friendly approach, Saudi Arabia opened its door to foreign countries: that marked the many changes, which would occur. Osama Bin Laden was born in Riyadh, Saudi Arabia in 1957. He took up his business and project administration in Beirut, the capital of Lebanon after he graduated from secondary school in 1973. He also earned a degree in civil engineering from King Abdul Aziz University in Jeddah, KSA in 1979.

That moment Osama Bin Laden started writing his story, the world tormented. The innocent masses cried. It killed hundred of innocent people, damaged public and private properties. Even the superstars of Hollywood could not surpass Osama bin Laden’s stardom and his undiminished popularity. He’s brilliant. His acting was super and has shaken the world. Now he’s believed a cold dead meat! How true is it?

My thought about Osama bin Laden are based mainly from what I read from newspapers and Internet, from what I saw from Television and YouTube videos, from what I heard from Radios and from people I meet everyday.

Obviously, the people behind the media are the people who popularized Osama bin Laden. This included the thousands of Journalists around the world, the Televisions hosts and newscasters, the Radio hosts and broadcasters, the Cameramen, the Bloggers and other Writers and the common people. And according to FBI -Osama bin Laden was one of the Ten most wanted fugitives of the world. His head was equivalents to 25 millions US dollars plus another 2 millions US dollars for those who can guide of Osama bin Laden whereabouts.

If there were terrorists attacks that killed hundreds and thousands of innocents people and destroyed buildings and other properties Osama bin Laden’s name was always connected to them – as the planner or the mastermind. Example for this was the September 11 tragedy. But Osama bin Laden had denied these accusations.

Osama bin Laden’s popularity began when he joined and supported mujahideen – the Muslim fighters fighting the Soviet Union in Afghanistan following the Soviet invasion of Afghanistan in 1979, when he established in 1984 an organization named Maktab al-Khadamat known as (MAK), which was supported by the governments of Pakistan, United States and Saudi Arabia. Plagiarism is Not a Crime Compared to Copyright Infringement

In dictionaries Plagiarism is defined as the wrongful appropriation, close imitation, or purloining and publication, of another author's language, thoughts, ideas, or expressions, and the representation of them as one's own original work. While Copyright Infringement is a violation of the rights of a copyright holder, when material protected by copyright is used without consent.

Plagiarism is not a crime but is disapproved more on the grounds of moral offence. Speaking of crime it is about the breach of rules or laws for which some governing authority can ultimately prescribe a conviction. Moral here is pertaining to, or concerned with the principles or rules of right conduct or the distinction between right and wrong. I can still remember when I took up my creative writing with The Writers Bureau in Manchester, London in 1999 and Journalism and Short Story Writing with the ICS (International Correspondence School) Pennsylvania, USA in 2000 – my tutors told me that titles and ideas have no copyrights – that means anyone can use them.

Also I was told that copyrighted materials after at least 75 years starting the day the author died can be considered as domain materials. And domain materials can be used by anybody that include the Holy Bible and Fairy Tales. But when I referred them to an encyclopedia the definitions of Plagiarism and Copyright Infringement are far beyond of what I have learned from my tutorial schooling. Does it mean my tutors were liars?

In Copyright Infringement - the terms Piracy and Theft are highlighted. Piracy refers to an act which is intentionally committed or practice of labeling the infringement of exclusive rights in creative works - for financial gain. And they are called Pirates. The term Theft in Copyright Infringement does not refer to actual theft but an instance where a person exercises one of the exclusive rights of the copyright holder without authorization.

Plagiarism is not the same as Copyright Infringement. However both terms may apply to a particular act, they are different concepts. Copyright infringement is a violation of the rights of a copyright holder, when material protected by copyright is used without consent. On the other hand, the moral concept of plagiarism is concerned with the unearned increment to the plagiarizing author's reputation that is achieved through false claims of authorship.

Anyway, to avoid from plagiarism and copyright infringement charges – one should ask first the permission or authorization from the copyright holder of copyrighted material and give credits to the authors for their original works.

Some people said never discuss topics about sex, politics and religions as they are very delicate subject topics. But I do not agree with their logics because - there are many issues that the whole society are involved on sex, politics and religions. Mostly of the people involved in this craft are driven by economic constrained. But these people are better than a lazy man. For so very long years, no matter how the church has condemned, still prostitution exist. The state no matter how they punished this matter, yet it still exist.

Prostitution is defined as the act or practice of promiscuous sexual relations, especially for money. Several words are used for a woman and a man who engages in illicit sexual activity for pay, including HARLOT, whore and prostitute.

Pope Benedict XVI, on his Pontiff's words said, “Trafficking in human beings, especially women, flourishes where opportunities to improve their standard of living or even to survive are limited.”

This is a universal issue started from the ancient world and yet it is still an issue nowadays. How our religion, faith and governments can help the people involved in prostitution?

Several classes of harlots existed in the ancient world. One type was the temple prostitute, who performed sexual acts at a heathen temple. Both male and female cult prostitutes presided at these temples. Whenever a righteous king ruled Judah, this king sought to remove the temple prostitutes from the land (2 King 23:4-14).

A second class of prostitutes consisted of those who owned bars or inns and had sexual relations with the patrons who desired their services. Rahab of Jericho was such a woman. God had mercy on her, and she was delivered and transformed. Her name is included in the genealogy of the Messiah. Jerusalem was pictured as playing the part of a harlot. But instead of being paid for her services, she paid others!

Should we condemn these people involved?

I would rather fraternize with these people whose reasons are to make a living in this dog-eat-dog-world than with those who disguise themselves in veils of holiness when in truth and in fact they do the worst things, such as, steal in the disguise of religion. I’d rather be with prostitutes than tolerate hypocrisy as if they live modest lives. I’m not trying to justify prostitution because it is still unlawful but then we should not be quick to judge these people for their respective reasons, they may have to be engaged in this oldest profession but we should not treat them like criminals.

Who would help the victims?

There are cases that pimps seek out young girls usually runaways or loners. They show off their fancy cars, clothes, jewelries and money leading them to believe that they too can achieve a life of luxury.

At the first opportunity, they move them from their hometowns to unfamiliar places. There they start - the abuse becoming physically and sexually violent forcing her into unwanted sex. They control where these young go, what they do and whom they can speak to. They take all of their money so they are financially dependent on them hoping to prevent them escaping. They are sexually exploited and being treated as no more than a piece of human garbage!

What if prostitution is legalized?

By legalizing prostitution will allow the act to be managed instead of ignored. Prostitutes would no longer be strong-armed by pimps or organized crime rings. And there would also be health-safety improvements.
