Restoration work is now complete to the roads, sidewalks and staging areas in our 18 work areas in seven northern San Mateo County cities!

On behalf of all of us on the Crystal Springs Pipeline No. 2 (CSPL2) Replacement team, we want to thank the residents, motorists, businesses and partnering city agencies we’ve worked with to improve our system to insure water delivery to the region well into the future.

As the 107th anniversary of the great 1906 Earthquake passed on April 18, it is important to understand how the Bay Area’s topography has changed since the CSPL2 pipeline was first installed in the early 1930s.

Crystal Springs Pipeline No. 2, first installed in Burlingame in 1937.

In spring 2011 thru early 2013, crews worked to “slipline” a large-diameter pipeline inside the original pipeline to minimize traffic impacts along El Camino Real and 12 areas in Hillsborough, Burlingame and Millbrae.

In 1936, construction crews worked alongside two homes on a South San Francisco hill to install this tunnel to allow water to travel north toward Brisbane.

In 2011 construction crews were visibly working in a vibrant South San Francisco to seismically upgrade the Hetch Hetchy regional water delivery pipelines.

April 18 Marks the 107th Anniversary of the Great 1906 Earthquake

The April 18, 1906 earthquake ranks as one of the most significant earthquakes of all time. Beginning at 5:12 a.m., with the epicenter located near San Francisco, the shocks were felt as far north as Oregon and as far south as Los Angeles.

As the earthquake anniversary looms, it presents the opportunity to begin a dialogue with your family and community about emergency preparedness in your home or workplace.

This April, we are providing you an incentive to become better prepared as it relates to water. We want you to share a photo of your water-related emergency preparedness tips. This April, the San Francisco Public Utilities Commission (SFPUC) encourages all Bay Area residents and business leaders to take the time to discuss plans, supplies and ideas with your family and community to ready your home or office for an emergency or catastrophic event.

Be a Local Hero Contest!

This April, we want to know your tips for emergency preparedness and any precautions you and your family or office have taken to be prepared for an earthquake or natural disaster.

Putting the Finishing Touches Along El Camino Real & Main Street in Daly City

The finishing touches are being applied to the roads and sidewalks along El Camino Real and on Main Street in Daly City. While the installation of Crystal Springs Pipeline #2 is complete, the construction management team is working with our partner northern San Mateo County cities to cross off the final items on the to do list.

In order to complete these final details, short-term lane closures are anticipated along El Camino Real thru early March.

The temporary El Camino Real lane closures may last for a couple of hours at a time and may be in effect in the Hillsborough, Burlingame and Millbrae areas. The Main Street lane closures are phased so that Daly City homeowners have continual access to the nearby neighborhood streets. These lane closures are necessary to safely complete restoration work so that the contractor can reach final completion in early March.

Crews will be finishing up work on the roads and sidewalks along El Camino Real

and Main Street in Daly City.

Please note, Caltrans is beginning a drainage project around 735 El Camino Real on Monday, Feb. 25. (weather permitting). This storm damaged repair project will upgrade two existing drainage inlets with eight new inlets in the southbound direction between the intersection of Oak Grove Avenue and Floribunda Avenue in Burlingame. Construction is expected to take 30 working days (weather permitting). Crews will be closing the southbound far right lane. Southbound traffic will be diverted over to the center traffic lane which will remain open at all times. Traffic control will be in effect during construction. Reaching A Vital Milestone

By the end of January, the installation of Crystal Springs Pipeline #2 reaches substantial completion!

Beginning at the end of this week and continuing next week, the construction management team and contractor will be meeting with various city and governmental agencies to conduct detailed site visits with our partnering cities in several San Mateo County neighborhoods.

The purpose of these site visits with the partnering cities is to review the last remaining restoration-related items that are in need of completion. The contractor took pre-construction photos prior to construction in early 2011 to identify pre-existing conditions in the work areas, such as cracks in the sidewalks or in the roads.

The team is aiming to reach final completion for this project in March 2013.

Upcoming Road Restoration Work on Main Street

Construction Activities:
Starting Friday, January 18, Ranger Pipelines Inc., will begin construction work to resurface the road and repair the curbs and gutters along Main Street as a result of the pipeline installation work that was completed last year. Much of this work will be located off of Main Street in the Brisbane/Daly City area (near Linda Vista Drive).

This construction activity calls for temporary lane closures in order for the contractor to complete this work.

What To Expect?
Crews will be in the road each work day and some road excavation is required to complete this work. Traffic control measures will be in place each day. Some street parking may be temporarily unavailable, and driveways along Main Street may be blocked temporarily.

Homeowners who live along Main Street should plan for a short delay, and work with the traffic control operators to expedite access in and out of your driveway.

Your water service will not be interrupted, and the contractor will abide by the local city noise ordinance.

Local drivers are advised to drive slowly and carefully around our work areas. Please look out for the No Parking signs for details.

Construction hours are Monday through Friday from 8 a.m. to 5 p.m. This work is anticipated to last up to two to three weeks.

The work area is located near the highlighted area on Main Street.

Construction Update for El Camino Real & Crystal Springs Road & Daly City

During the week of Dec. 24, Ranger Pipelines is aiming to complete the remaining items to reach final completion in March 2013. To ensure that the contractor reaches this goal, work will be taking place along El Camino Real during normal working hours weather permitting.

This work will include the installation of manhole covers to the newly installed pipeline. Similar work is also anticipated during the week of Dec. 24 along Crystal Springs Road in Hillsborough and at Site 18 in Daly City along Main Street.

Other restoration efforts along El Camino Real will continue in Burlingame, Millbrae and Hillsborough from January through late February/early March. Lane closures may occur during normal work hours and traffic control measures will be in place.

Work hours are Monday through Friday. According to the Caltrans permit, the contractor is not permitted to work on Tuesday, Dec. 25 (Christmas Day) or Tuesday, Jan. 1 (New Years Day). For questions, please call our 24-hour answering service at 866-973-1476.

This month, the Crystal Springs Pipeline No 2. Replacement Project reached substantial completion. Crews completed the remaining pipeline installation work along El Camino Real in November 2012. Currently crews are working in the sidewalk areas of El Camino Real to install air ventilation boxes. This work is expected to be complete within the next week or two.

Now that pipeline installation work is finished, pipeline service work will begin shortly. This work will take approximately two to three weeks, and will require the SFPUC Water Operations Team to begin flushing and cleaning the newly-rehabilitated pipeline just before it is put back into service.

Final road restoration on El Camino Real in the Burlingame area is scheduled for January 2013. Final completion for the project is anticipated for February 2013.

Getting CSPL2 Back Into Service!

We are happy to announce that improvements to the pipeline along El Camino Real in Hillsborough, Burlingame and Millbrae are complete. The contractor is now ready to begin the next step: Placing this regional water delivery pipeline back into service by filling it with water.

Construction Activities
Starting Monday, Nov. 19 at 10 p.m., a small crew will begin filling the newly-rehabilitated Crystal Springs Pipeline No. 2 along El Camino Real. While this is a mostly automated activity, crews must begin overnight monitoring at 10 p.m. tonight.

Since this work requires a crew member to inspect manholes in the middle of a bustling highway, a "traveling" lane closure is required. Per Caltrans, the safest way to conduct this work, is to have this activity take place at night. This overnight monitoring of the dozens of manholes along El Camino Real will take a couple of evenings. The pipeline is expected to be filled by Wednesday, Nov. 21 before 3 p.m. Holiday work along El Camino Real is not permitted.

Once crews have successfully filled the pipeline, disinfection work will begin shortly after. This work is done by the SFPUC Water Operations team, and details on this work will follow.

These activities will not increase noise levels. Water service to your home will NOT be interrupted.

CSPL2 Nearly Complete - Steel Plates to be Removed Soon!

The Crystal Springs Pipeline No. 2 (CSPL2) Replacement Project is nearing substantial completion! Crews are expected to reach this milestone this November. This means that the contractor will have successfully installed more than three miles of new pipeline along El Camino Real before the Thanksgiving holiday weekend! This also means that steel plates along El Camino Real will be removed.

Next Steps:

When all pipeline installation work is completed, pipeline service work will follow just after the Thanksgiving weekend. This work requires the SFPUC Water Operations Team to begin flushing and cleaning the newly-rehabilitated pipeline just before it is put back into service. Once crews successfully fill the pipeline, they will begin disinfection work which is a nearly automated activity 24 hours a day. This work will last approximately two weeks. This work will not increase noise levels or impact local traffic. Water service to your home will NOT be interrupted.

To avoid disrupting the holiday shopping season, final road restoration on El Camino Real in the Burlingame area is scheduled for January 2013. Final completion for the project is anticipated for late January 2013.

Be Prepared!

The 23rd anniversary of the freeway-flattening Loma Prieta earthquake is coming up on October 17th. In the event of a similar emergency, will you be prepared? Will you have enough drinking water?

Make This October Emergency Preparedness Month!
The San Francisco Public Utilities Commission (SFPUC) operates the Hetch Hetchy Regional Water System, which provides high-quality drinking water to 2.6 million residents and businesses across four Bay Area counties. The SFPUC is making the investment to seismically upgrade regional water facilities, tunnels, and pipelines. However, it is important for you to remember that smaller pipelines leading to your home might be damaged in an earthquake. As a result, water from your tap may be unavailable for up to 72 hours or longer.

To prepare for an emergency:

Keep a 3-day water supply just in case!
• Each family member needs 1 gallon per day
• Store tap water in food-grade plastic containers; replace every 6 months
• Store bottled water in the original sealed containers; replace according to expiration date.

If your supply runs out, you can treat your water!
• Boil it for 3 minutes, or disinfect it by adding regular household bleach
• Add 8 drops of bleach per gallon of water
• Shake or stir then let it stand for 30 minutes

We’re almost there!

If you haven’t already heard, the CSPL2 project is at the 85% completion mark! Originally built between the 1900s and 1930s, the Crystal Springs Pipeline No. 2 has been under construction in various San Mateo County cities since 2009. The new segments of pipe were installed and welded underground.

In Hillsborough, 2,500 feet of the total 3,000 feet of pipeline adjacent to Crystal Springs Road have now been replaced. Additionally in Daly City, all 2,400 feet of pipeline have been successfully replaced along Main Street and adjacent to the PG&E Martin Service Station.

5-Day Road Closure: Crystal Springs Road at Polhemus Road

Starting Monday, September 17 Crystal Springs Road, from Polhemus Road to Skyline Blvd. (Highway 35), will be closed for construction work. The road closure will be in effect through Friday, September 21. This short-term road closure is necessary as we improve your regional water delivery system, and will ensure the safety of the residents, motorists and bicyclists who use this roadway.

The road is closed to motorists for 5 consecutive days, 24 hours a day, during this critical construction phase. Cyclists and runners only will have thru access on Crystal Springs Road during this road closure. This thru access to cyclists and runners will only be allowed from 6:30 a.m. to 7:30 p.m.

Please note the Black Mountain Road exit is the only way to reach the southern trailhead of Sawyer Camp Trail from Hwy 280 during the 5-day road closure.

Water Pipeline Painting Coming to Brisbane

Starting Wednesday, Sept. 12, crews will begin minor construction to prepare for painting work on the CSPL2 pipeline off of San Bruno Avenue in Brisbane (near McLain Rd).

The contractor will be conducting preliminary work, including removing lead asbestos from the exterior of the pipeline. Once this work is complete, crews will begin painting the pipeline. The pipeline and work area will be covered by tarp material throughout the course of work and after work is completed at the end of each day. Dust control measures will be in place each day, especially during the pipe abatement work and the painting work that is anticipated to last 2 to 3 weeks.

Prior to work and during the course of this construction, environmental monitors will be onsite to ensure the contractor follows best practices and that all environmental-related controls are in place.

Following this work, a large tree adjacent to our pipeline will be removed because its roots are encroaching and could interfere with the regional water supply. To ensure environmental mitigation requirements are met, smaller shrubs will be installed around the work area.

Work is scheduled from 8 a.m. to 5 p.m., Monday through Friday.

Your water service will not be interrupted, and the contractor will abide by the local city noise ordinance.

Starting Monday, August 6, Crystal Springs Road from Polhemus Road to Skyline Blvd. (Highway 35), will be closed for construction work. The road closure will be in effect through Friday, August 10. This short-term road closure is necessary as we improve your regional water delivery system, and will ensure the safety of the residents, motorists and bicyclists who use this roadway.

The road closure is for 5 consecutive days, 24 hours a day, during this critical construction phase.

Sawyer Camp Trail will also be closed on Monday and Tuesday, August 6th and 7th for seismic reinforcement of the regional water pipeline that runs adjacent to the trail. Please note the Black Mountain Road exit is the only way to reach the southern trailhead of Sawyer Camp Trail from Hwy 280 during the 5-day road closure. The trail will reopen on Wednesday, August 8th.

The road closure is for 5 consecutive days, 24 hours a day, and will be closed to all non-local traffic. Please use Black Mountain Road as a detour route. Detour signs will be in place to help guide cyclists and motorists. Your water service will not be interrupted, and the contractor will abide by the local city noise ordinance.

Tour de Peninsula Road Closure
There will be an additional road closure, implemented by the San Mateo County Parks Foundation, on the morning of Sunday, Aug. 5 for the annual Tour de Peninsula. This is a single day road closure. For details, visit www.supportparks.org/tdp.

Access & Traffic Concerns
In order for this work to be completed quickly and safely, traffic control measures and detours will be in place. Detour signs and flaggers will direct traffic along Crystal Springs Road during work hours, as needed. For residents who travel through Hillsborough, please use Black Mountain Road and look for detour signs.

For residents who live on Crystal Springs Road (or on an adjoining street) within the road closure area, the contractor will allow access onto Crystal Springs Road to get to your home. An attendant will be located at both ends of the road closure area to limit access to non-local traffic.

To expedite this work and to ensure the safety of residents, pedestrians and motorists near the area, Crystal Springs Road will be closed 24 hours a day from El Cerrito Avenue to Polhemus Road from July 30 through Friday, August 3.

The road will be closed to all motorists, pedestrians and cyclists 24 hours a day, during this critical construction phase. Please use Black Mountain Road as a detour route. Detour signs will be in place to help guide cyclists and motorists.

El Camino Real Work Resumes Between Ray Drive & Mills Avenue in Burlingame

Construction work for the Crystal Springs Pipeline No. 2 Replacement Project continues in Burlingame during the week of July 9. The project will ensure that our region’s water system infrastructure has a sustainable and reliable water supply.

Pipeline installation work will resume on El Camino Real between Mills Ave. and Ray Drive. The San Francisco Public Utilities Commission’s contractor will begin potholing to open access pits in certain segments of the road to confirm the location of utilities under the road. Crews may need to open up to three pits to complete this work.

Beginning on July 16, road excavation and pipe installation work will begin. For residents who live near the work area, the contractor will lay steel plates at the end of each work day to cover the access pits. Work hours are anticipated for Monday through Friday from 7 a.m. to 3 p.m. and Saturdays from 9 a.m. to 5 p.m.

Starting Monday, July 9, KM Industrial, Inc. will begin minor construction work to replace and improve a segment of the Crystal Springs Pipeline No. 2 (CSPL2). Much of this work will be located off of San Bruno Avenue in Brisbane, near McLain Road. Work includes wrapping and seismically upgrading the pipeline.

Dust control measures will be in place each day. This will include having our work area and pipeline covered by tarp material throughout the course of construction. Due to the nature of this work, some noise from the machinery may occur. Some street parking may also be temporarily unavailable, but no driveways will be blocked. Local drivers are advised to drive slowly and carefully around our work areas.

Construction hours are Monday to Friday from 8 a.m. to 5 p.m. This work is expected to last up to four weeks.

Road Closure Update for Crystal Springs Road at Polhemus Drive

On Saturday, June 30, Ranger Pipelines will reopen Crystal Springs Road between Polhemus Drive and Skyline Blvd. to motorists and recreational users. This road closure was needed so that the contractor could successfully and quickly install new pipeline segments underneath the narrow road.

Over the next couple of months, the contractor will continue less intrusive work to the new pipeline in this area of Crystal Springs Road. Motorists and cyclists are encouraged to watch out for steel plates, as this road is still an active work site.

Upcoming work at this portion of the road will include some welding and installation of manholes in the coming weeks. Due to the blind curves of this road, lane closures and flaggers may be in place Monday thru Saturday from 8 a.m. to 5 p.m. to ensure the safety of our work.

Additional work to the regional water pipeline will take place at other locations around Crystal Springs Road. Construction in this area will continue through the summer at Sites 2-8 and 10 (see map below to find our work areas). Work areas 9 & 11 were completed last winter.

Look How Far the Water System Improvement Program Has Come

The Water System Improvement Program (WSIP) is $4.6-billion of infrastructure upgrades, including more than 80 projects located in six Bay Area counties to ensure the highest quality drinking water and a reliable water supply to customers following an earthquake. These seismic improvements include dams, tunnels, pipelines, treatment plants and many more facilities that serve 2.6 million Bay Area customers. 2011 marked the start of the WSIP’s most active construction year to date. As of March 31, 2012, 55 out of 81 local and regional projects have been completed. All WSIP projects are forecasted to be complete in 2016. Starting Monday, June 11, Crystal Springs Road from Polhemus Road to Skyline Blvd. (Highway 35), will be closed for construction work. The road closure will be in effect through Friday, June 29. This short-term road closure is necessary as we improve your regional water delivery system, and will ensure the safety of the residents, motorists and bicyclists who use this roadway.

The road closure is for 18 consecutive days, 24 hours a day, during this critical construction phase. On Sundays, cyclists will have access to this segment of the road.

Construction Hours: 7 a.m. to 7 p.m. Additional welding work, which may occur inside the pipeline and underground, may take place from 7 p.m. to 10 p.m.

Saturday Work on Crystal Springs Road Near Polhemus

This Saturday, a small crew will continue to install 42 inch high wildlife protection fencing on the grassy and wooded areas along Crystal Springs Road near Polhemus.

The work is part of the preconstruction activities before a new water pipeline is installed under portions of Crystal Springs Road in early June. Minor work will take place in the area throughout May, including the emptying of water from an existing pipeline that was originally built in the early 1900’s.

No lane closures are expected this week, but sections of the shoulder and bike lane will be closed periodically. Please use caution if you are driving or biking and observe the speed limit. The work will proceed along Crystal Springs Road between Polhemus and Skyline Blvd., 9 a.m. to 5 p.m.

Upcoming Construction Work on Crystal Springs Road

Beginning late May 2012, our contractor Ranger Pipelines will replace a stretch of aging water pipeline along Crystal Springs Road between Polhemus Road and Skyline Blvd. Much of this work requires an open trench installation process. Construction work will take place Monday to Friday only, and steel plates will cover the trenches or pits each weekend. During work hours, Crystal Springs Road will periodically be reduced down to one lane. Flaggers will be present to safely direct traffic through the one open lane.

Work hours:

Monday to Friday, 8 a.m. to 5 p.m.

The project will continue north along Crystal Springs Road, with several locations on Crystal Springs between Skyline Blvd. and El Cerrito Road. Work will also take place on the Tartan Trail Road, just north of the intersection of Polhemus and Crystal Springs.

The construction is scheduled to take place between May and October 2012. Restoration of the roads is anticipated in late 2012 after the water pipeline project is completed.

In the event of an earthquake, will you have enough drinking water?
The San Francisco Public Utilities Commission (SFPUC) operates the Hetch Hetchy Regional Water System, which provides high-quality drinking water to 2.6 million residents and businesses across four Bay Area counties. The SFPUC is making the investment to seismically upgrade regional water facilities, tunnels, and pipelines. However, it is important for you to know that smaller pipelines leading to your home might be damaged in an earthquake. As a result, water from your tap may be unavailable for up to 72 hours or longer.

To prepare for an emergency:

Keep a 3-day water supply just in case!
• Each family member needs 1 gallon per day
• Store tap water in food-grade plastic containers; replace every 6 months
• Store bottled water in the original sealed containers; replace according to expiration date.

If your supply runs out, you can treat your water!
• Boil it for 3 minutes, or disinfect it by adding regular household bleach
• Add 8 drops of bleach per gallon of water
• Shake or stir then let it stand for 30 minutes
