From September 17, Bloomberg has this report that Airbus projects 1,500 deliveries for its A350 in support of the “reimbursable launch investments” (aka “launch aid”) pledged by the UK, Germany, France and Spain, the Airbus-member states.

The article provides some detail about how the loan would be structured, and it is this sort of transaction that drives Boeing crazy. If Airbus doesn’t reach 1,500 sales, the loan is guaranteed by the state bank, KfW. (If sales exceed 1,500, Airbus continues to pay a “success fee,” another masterpiece in marketing mislabeling for its implications of success or failure of the program. This should be called a royalty, like it is on the A320.)

Boeing doesn’t have any guarantees if it fails to reach a sales target. This is one of the things at the crux of the WTO complaint.

Airbus says A350 launch aid will conform to WTO rules.

We’ve not been in the Boeing camp with respect to the legal attack on Airbus launch aid, but as readers know we don’t like government subsidies of any kind. Which brings us to….

Multidisciplinary groups of scientists and engineers, each known as a "Working Group on California Earthquake Probabilities (WGCEP)" have developed earthquake forecasts since 1988. The 2007 WGCEP was commissioned to develop an updated, statewide forecast. The result is the Uniform California Earthquake Rupture Forecast, available for download at www.scec.org/ucerf. Organizations sponsoring WGCEP 2007 include the USGS, California Geological Survey, the Southern California Earthquake Center, and the California Earthquake Authority. The comprehensive new forecast builds on previous studies and also incorporates abundant new data and improved scientific understanding of earthquakes.

The Air Force's environmental

Today, the Air Force's environmental efforts are wide-ranging. As a result of new industry practices and the availability of innovative technology, the service practices safer handling of contaminants, purchases fewer hazardous materials, manages hazardous material more strictly, recycles, purchases renewable energy and acts as good stewards of Air Force lands and the threatened and endangered species that live on them, the general said.

The Air Force has evolved to a more environmentally friendly organization, a service that manages its lands wisely and protects resources so it can continue to train and fight.

"We have come a long way, and a lot of it was through the foresight of our environmentally conscious leaders in the late 1980s and early 1990s," General Fox said.

Back then, the Air Force had nearly 250 "open enforcement actions" it was forced to deal with. These were violations of environmental regulations that the Air Force had to address to be compliant.

Obama, technology and the future

Hopefully you all read the first post on President-Elect Obama, technology and the future (if not, it is here) in which I started addressing what Obama’s election means for the world of tech. Having looked at how Obama will work for an open Internet, I will now delve into Obama’s plans for a connected democracy and infrastructure.

The first thing that Obama has promised to do is to create a more transparent government, a policy that has probably been prompted by the manner in which the Bush administration has been very secretive. He will attempt to do this by “creating a new level of transparency, accountability and participation for America’s citizens” through the use of technology. Presumably, this will be done by extensive use of the Internet, as well as other technology such as mobile phones, as shown in the selection of Joe Biden as his second man.

Secondly, he will attempt to bring government into the 21st century by using technology to reform the way in which the government works. One of the most obvious example of this is the appointment of the US’s first CTO, or Chief Technology Officer. The CTO (who has yet to be named) will be in charge of ensuring that the government stays in line with 21st Century technology as well as working with chief technology and chief information officers. Another of the CTO’s priorities will be to increase broadband penetration, something Obama has criticized the Bush administration for.

That last point is part of the final major point in which he will work to deploy a revised infrastructure will will keep the US in the modern age. In the same way every American has phone connections, Obama hopes to instigate a program to install broadband connections to all Americans regardless of economic or social status.

In all these policies are (so far) incredibly beneficial to Americans, will help to restart the economy, and boost the technology orientated sector. Look out for part three for more policies and an insight into the future.

The foreign exchange market is highly liquid--transactions tend to be large and are executed frequently. A typical dealing institution writes between 3,000 and 4,000 trading tickets for foreign exchange transactions during an average 24-hour day, and about 50 percent more than that on a busy day. Quoted prices can change 20 times a minute for major currencies, with the dollar-deutsche mark rate changing up to 18,000 times during a single day. During periods of extreme stress, a single dealer may execute a trade every two to four minutes. Single transactions worth between $200 million and $500 million are not uncommon in the foreign exchange market and, at most times, do not affect prices.

While often overshadowed by the spot market, there is a growing and vibrant derivatives market based on foreign exchange. Over-the-counter (OTC) derivative contracts involving foreign exchange accounted for 37 percent of the estimated $47.5 trillion in outstanding notional principal of derivatives contracts at the end of March 1995, as reported by the first BIS survey of derivatives. Since notional principal provides information only about the outstanding face value of the contracts being held and not about their economic value, the BIS estimates their gross market value as well. Foreign exchange contracts account for 64 percent of the gross market value of $2.2 trillion, which itself represents roughly 5 percent of reported notional principal.

Of total OTC derivative contracts, 6 percent were foreign exchange options contracts. While this is still a relatively small percentage, there is keen interest in foreign exchange options products. The hedging strategies of many "exotic" and "plain vanilla" options require the continuous buying and selling of the underlying currencies to maintain risk-free hedges. Thus, they are often written on the most liquid foreign currencies, increasing the volumes traded in the spot market.
