CCTV can make an important contribution to security. It can assist in the monitoring of streets, shops, buildings and other public places. Cameras consistently monitored by alert and trained staff help to create a safe and secure environment; they act as a deterrent to would-be offenders as well as providing valuable evidence to prosecute criminals who choose to ignore the deterrent.
In areas where cameras are operational local police are able to respond much more effectively to incidents. All operators in the CCTV environment must be aware of the obligations and implications under the Data Protection Act 1998 and the Human Rights Act 1998.
A closed circuit television system could be described as a private system, as the circuit or route taken by the signal is closed or not open to others. An effective system is only as good as the operator that is using it, and conversely even if the operator is well trained they will only be as good as the system allows them to be (quality of equipment, number of cameras, positioning etc). CCTV can provide key evidence in 'post incident' investigations, and has brought many criminals to justice. Operators must be aware of what the aims and objectives of the CCTV System are. The owner of the system will have identified these. In order for an operator to carry out their duties effectively they must be aware of the contents of the Codes of Practice for the system and comply with the Assignment Instructions for the system. Operators are also required to comply with the Operators Code of Conduct and relevant legislation. It is essential that the CCTV operator has a good local knowledge of the area they will be patrolling. This must be the whole area covered by the cameras.
A good knowledge of the area will allow the operator to know which camera they need to switch to when the person, persons or vehicle being viewed leaves the range of the camera in use. It will also allow the operator to give accurate directions of travel and locations to the police. Not only should the operator have a good knowledge of the area covered by the cameras and their range etc, but should also know the area with regard to the location of the various vulnerable properties. These areas are most likely to require extra attention at certain times, i.e. public houses and clubs at turning out time, take-away's where crowds gather after closing time, business properties that are closed at weekends and thus often unoccupied. Car parks are always a prime target for thieves. The operator should have a good partnership with the local police to maintain knowledge and support. The CCTV operator must have a genuine interest in the detection of crime, and other incidents, i.e. flooding, road hazards etc. Anybody not interested will soon become bored and lose interest and concentration. The new operator will soon learn what to look for in connection with the various offences.
