Why does one see the past couple of centuries in our history? A strong starting point is a secret corner of Mumbai's Bhau Daji Lad Museum (it was once named Victoria and Albert Museum). A handful of dismembered life-sized statues of the Raj 's British grandees lie in a tiny garden patch.

At the beginning of the 19th century, Lord Sandhurst, Governor of Colonial Bombay, stares into space, Marquess of Wellesley, Governor of Bengal and later the British Foreign Secretary, lies forlorn, his head off, and the Empress of India, Queen Victoria, is unrecognizable with her nose hacked away. Her statue once had a beautiful cover, but it disappeared and later surfaced in an industrialist 's garden.

Next to the museum is the sparkling equestrian statue of Edward VII, the Prince of Wales, in the zoo called Jijamata Udyan after Shivaji 's mother, (it was earlier named after Victoria). Hundreds of tourists here to see the animals walk by without a second look, unaware of the reality that this is the initial 'Kala Ghoda' after it was called Mumbai's eponymous art area. Only a couple recognized or cared about area history buffs.

Such sculptures once held pride of place in Bombay – they were demolished shortly after Independence and the government, unsure about what to do about them, installed them at their present site. Coronation Park in Delhi is where the town's colonial-era monuments hang. Ignoring that is a history better dealt with.

There are rather significant variations, of course, in the tearing down of the Colston monument – and that of Columbus in the U.S. – and the historical problems too, but there are commonalities that can not be overlooked.

Yet he is detested by the Sangh Parivar. They always have. The very qualities for we admire him are what they dislike. They are uncomfortable with secularism and are indeed awkward with modernity.

The Modi government is not likely to go as far as to tear down its monuments. Still, they have deliberately corrupted structures synonymous with its heritage, such as Teen Murti Bhavan and the Nehru Museum. They have sought to restore them with their own warped vision of history.

Narendra Modi himself never references Nehru and often continues not to remember the great guy, even though he wakes concisely regarding India's technical superiority, which was primarily attributed to Nehru's IITs set up. Narendra Modi 's followers see Nehru though anti-Hindu because it's now a Hindutva government — it can do something, anywhere. If they remove all of Nehru's traces from India, who can stop them? There's a lot of cherry-picking in the context of 'correcting' history to wipe away anything troublesome to the Hindutva project – even those that are hardline anti-colonialists ought to realize how those with their own agenda might exploit them — and dump them.

There is no hypocrisy in taking a Colston-anti view while examining colonialism in a more layered way as well. One slippery slope is blind hatred. The intention would not be to give land to those who employ a twisted argument to validate their own false statements to the history to demolish the positive and replacing it with the poor that might be historically misleading and meaningless.

(Bihar Covid Cases News) The Health Sector of Bihar Is Unable to Treat COVID-19

The state has a lack of hospitals and doctors, although the research policy has often been criticized.

Patna:

In the last week of March, when the first COVID-19 case was registered in Bihar, the Nitish government named the Nalanda Medical College and Hospital (NMCH) of the state as a dedicated hospital for the treatment of the illness. Two more medical colleges were subsequently permitted to treat patients with COVID-19.

But the Bihar government neglected its own medical colleges after the Center requested all state governments to choose a medical college and hospital as Centers of Excellence (CoE) in COVID-19 management. It selected instead the All India Institute of Medical Sciences (AIIMS), Patna, which is under the Health and Family Welfare Ministry of the Country.

This judgment bears witness to the serious shortage of facilities at state-run hospitals.

Four COVID-19 dedicated hospitals are presently in service in Bihar: NMCH (Patna), AIIMS Patna, Anugraha Narayan Magadh Medical College and Hospital (Gaya), and Jawaharlal Nehru Medical College and Hospital (Bhagalpur). Besides these, healthcare is also given by the Patna Medical College and Hospital (PMCH) and the Indira Gandhi Institute of Medical Sciences (IGIMS). Ironically, though, the state government considers none of these, suitable to be named CoE.

According to a Times of India article on August 10, Manoj Kumar, director of the Bihar State Health Society, wrote a letter saying, "The center of excellence will create an integrated environment that will allow two-way contact to recognize and address clinical patient care issues and improve capacity building by disseminating services to all related facilities."

He justified the decision to nominate AIIMS-P as a CoE, stating that from day one the Institute has helped develop the capacity of the State to handle COVID-19. He said AIIMS was "the obvious alternative" because only a dedicated COVID-19 hospital can be classified as a CoE according to the preconditions of the Centre. IGIMS was not a hospital devoted to COVID-19 and was later known as PMCH, Kumar said.

A majority of government officials and politicians who contracted COVID-19 chose AIIMS-P for treatment instead of any state-funded hospitals, which also indicates better facilities are available for the institute.But concerns are being raised on whether the government has not improved the state hospital system in the past.

Experts are dismayed by the move

Doctors in the state are disturbed by the preference of AIIMS Patna as the CoE. They describe the government's action as "shameful," telling the 95-year-old PMCH, 50-year-old NMCH and Anugrah Narayan Magadh Medical College and Hospital why it "ignored."

Dr. Sunil Kumar, secretary of the Indian Medical Association (Bihar Chapter) said , "It is shameful that the government of Bihar could not find its own decades-old medical schools fit for CoE and that it had to designate AIIMS Patna, which came into being only eight years ago."

No environmental infrastructures

The shortage of adequate health sector services at Bihar is mirrored on the field.

NMCH, the first hospital devoted to COVID-19 in Bihar, has about two dozen vacancies for physicians. Dr Vinod Kumar Singh, Superintendent of the NMCH, told The Cable, "Indeed, we are missing facilities. We are not the same amenities as AIIMS Patna has, "he added.

"The state government took the decision to pick a CoE and I can't comment on it. Yet we do have a poor infrastructure, it is a reality.

On 21 July Vinod Kumar Singh was appointed the Superintendent. Earlier the superintendent was Dr Nirmal Kumar Sinha. We Indians pay homage to all the icons who have battled bravely for our nation's independence in the past. The Decisive Demand for a 10% Ews Quota Rests With Governments, Can Not Impose It, Modi Government Informs SC

The central government made the statement in an affidavit filed in response to a petition demanding the enforcement of the EWS quota in Tamil Nadu and Karnataka.

The decision to enforce the 10% quota for economically weaker sections (EWS) in the Member States is a request that lies with the individual national legislatures, the Modi government told the Supreme Court.

The Ministry of Social Justice and Empowerment of the Union refers to a petition asking for the enforcement of the quota in Tamil Nadu and Karnataka, where current allowances currently account for about 70% of government employment and school slots. It made the request in an affidavit to which the Print had exposure.

The Central Government's reaction implies that the limit, declared last year, does not extend to states until it is directly approved by the local authorities.

"Whether or not [to] designate the EWS of a nation for election to state government employees and for admission to state government educational institutions in compliance with the newly enacted provisions of Article 15(6) and Article 16(6) of the Constitution, the government of the State concerned shall determine," the Modi Government notes in its affidavit.

Article 15(6) and Section 16(6) of the Constitution were introduced into the Constitution by the 103rd Constitution Amendment Act 2019, in order to make provisions for the weak in the general category. As this is a federal rule on subjects (employment, education) in the concurrent list (subjects on which all states and the central government have jurisdiction), it must be approved by state governments before it is implemented locally.

The EWS limit refers to families with an annual income of less than Rs 8 lakh. Beneficiaries do not possess more than 5 acres of agricultural property, a residential flat with an area of 1,000 sq ft and above, and a residential plot of 100 yards and above in the notified areas and 200 yards and in non notified municipalities.

The complaint in the case was submitted in August 2019 by G.S., a lawyer of the Supreme Court , mani. It seeks the intervention of the Supreme Court to enforce the 10% EWS quota in Tamil Nadu and Karnataka without disturbing the current reservation system , which includes the Scheduled Castes (SC), Scheduled Tribes (ST), the backward classes (BC) and the most backward groups (MBC).

According to the petition, Tamil Nadu reserves 69% of its work and educational seats for SCs , STs, BCs and MBCs, whereas the percentage in Karnataka is 70%.

It defines local political resistance to the quota in Tamil Nadu as driven and claims that the Supreme Court has not set a 50 per cent limit for caste-based quotas as a guideline.

"The 50 per cent vertical reserve limit for SC, ST and BC is a recommendation or debate, but not a necessary course for the central or state to follow," the plea stated, adding that all the other states had introduced the quota.

The affidavit of the Ministry of Social Justice and Empowerment arrived after the Supreme Court of Justices S.A. Bobde and B.R. Gavai asked the governments of Tamil Nadu and Karnataka to respond to the request. The lawsuit is due to be considered later this month. The governments of the state are yet to register their responses.

Is 'Vande Mataram' Really Required by a Pluralistic Nation Like India?

The debate around Vande Mataram is an occasion to comment on the literary elements of Bankim Chandra Chattopadhyay's 'Anandamath' as well as his definition of nationalism.

But is 'Vande Mataram' really a 'false' song? What kind of novel is that of Anandamath? Moreover, is extreme nationalism the same thing as liberalism? Often, the heat created by the flare-up of the conflict spreads to a larger and fruitful discussion. It would have been helpful if academics had taken this opportunity to comment on the literary elements of Bankim Chandra Chattopadhyay 's work and his concept of nationalism.

The whole fate is often suffered by novels that are serialized in magazines; otherwise works based on an insular perspective can also be excellent. These examples are numerous in literature. For example, Ezra Pound, an avowed supporter of fascism, is considered a great poet. About Nietzsche, Vijaydevnarayan Sahi once wrote, "From social reality Spake Zarathustra should be burned, but from a literary point of view it is one of the great works."

I read Anandamath with an open mind as with 'Vande Mataram,' but it appeared as an impressive work not only from an ideological point of view but also as art work. Sure, at the time the book was completed, the novel as a genre was not well-formed in our sections, but signs of greatness are manifesting in one direction or another. Unfortunately, those signs are not to be found in Chattopadhyay's most famous works.

The same can not be said regarding the separately written 'Vande Mataram' which should be read as such. Imposing it as the national song doesn't make sense either. When exclaimed according to law or as a recommended first, a poem fails its meaning and is reduced to a pure slogan.

Although, in our country, the ritualistic elements of nationalism are becoming increasingly seen as synonymous with nationalism. The distinction between the two is immense. A citizen must certainly have confidence in his or her country, but trust can not be measured solely in terms of national symbols.

We seem to forget that ultra-nationalism takes on a form of fascism at one level. It is not without justification that the Swayamsevak Sangh in Rashtriya has the same confidence in this philosophy as did Hitler or Mussolini. It is in the background of this theory that the controversy around singing or not singing 'Vande Mataram' continues to emerge.

'Vande Mataram' is not the only issue; there are several more that can lead to similar controversies. The question is-does these symbols really require a pluralistic nation like India? No national symbol can ever be more important than its people. In the first place, it is the people themselves who establish such symbols. So, how can there be only one religious or even non-religious, icon for such a pluralistic country as India?

An analysis of Tagore, our national poet, and master novelist Premchand 's thoughts on this topic will provide extremely useful pointers. Tagore believed that humanity's goal was well above that of patriotism; Premchand likened nationalism to a disease (leprosy).

Normally having both a national anthem and a national song would make little sense for a country. That is a special situation for our country. Thankfully the list of nationalistic symbols did not apply to other types of art. The mind boggles to think of a scenario where it was appropriate to initiate a process of making a national novel, play, paint, film, dance form, and sport.

Like the controversial debate on 'Vande Mataram,' the question of Hindi as a national language is now and then in the context of the ideology of ultra-nationalism. As Hindi Diwas (September 14) approaches, one can expect the usual slogans to be accompanied by the usual debate on the national language. But there won't be any talk of the many languages and dialects that we're deliberately or unknowingly losing by the day.

Hindi is a gentle tongue that is pleasing to the ears. Being the most widely spoken, it can easily become a language of contact. Ironically, although Hindi has been given the status of an official language, it has not even succeeded in becoming a governor's language.

Well, the most important lesson to take from the controversy over 'Vande Mataram' is that these matters should be left available, not corralled, in a free society. This will help not only to preserve our integrity but also to many other aspects of our life, that happen to be legitimate symbols of our national identity. The sooner, the ultra-nationalistic prodigals return from their Western spot to the East, the better.

In News- The Union Government recently implemented the 2020 New Education Strategy. It replaced a 34-year-old National Education Program that was introduced in 1986. The Cabinet has also approved the Ministry of Education's renaming of the Ministry of Human Resource Development.

Aim Of Policy:-

The policy's goal is to create an education system that directly contributes to transforming the country, delivering high-quality education to all, and making India a global superpower of knowledge. This is aimed at creating an inclusive & equitable education system by 2030 and creating 100 percent of youth and adult literacy in India. It aims to increase public spending in the education sector to the earliest touch of 6 percent of GDP.

Main Highlights Of New National Education Strategy 2020

1. Founding Stage

This is the early stage of childhood composed of two parts. This includes a nursery for children aged 3 to 6 in the first part of 3 years and includes Class 1 to 2 in the second part of 2 years, which provides activity-based learning for girls.

2. Preliminary Stage

This stage is for Classes 3 to 5 and will target children aged 8 to 11. It consists of an exploration, activity-based, and interactive approach to children's learning in the classroom.

3. Middle stage

This stage is for classes 6 to 8 and will target the age group students of 11 to 14 years. It is a groundbreaking step to bring to this level of experiential learning. This would help students to understand the meaning behind the idea and use the learning process by using so in subjects such as science, maths, music, social science, etc.

4. Secondary Stage

This is the final stage of this new academic curriculum designed for classes 9 to 12 for the 14 to 18 age group. This stage incorporates greater critical thinking and allows the student to select his / her choice of subjects.

Numerous new educational institutes, organizations, and concepts have been given legislative permission to be established under NEP 2020.

This Week's Top Stories About New Education Policy 2020

Important schooling highlights start now at age 3. The New Education Policy extends the age group from 6-14 years of compulsory education to 3-18 years of schooling. The NEP introduces three years of pre-schooling previously uncovered, the age group of 3-6 years under the school curriculum. With three years of Anganwadi / pre-schooling, the new program will have 12 years of schooling. The 10 + 2 structure of the school curriculum, with emphasis on Early Childhood Care and Education (ECCE), is to be replaced by a 5 + 3 + 3 + 4 curriculum structure corresponding to age 3-8, 8-11, 11-14, and 14-18, respectively. The NEP focuses as the medium of instructions on the mother tongue of the student even as it adheres to the 'three-language rule, but also ensures that no language should be forced on anyone. The NEP recommends only the mother tongue as an instructional medium and does not make it compulsory. The policy document states that children learn in their home language and comprehend non-trivial concepts faster. "Wherever possible, the instructional medium will be the home language, the mother tongue, the local language, or the regional language until at least Grade 5, but preferably until Grade 8 and beyond. The home or local language shall consequently continue to be taught as a language, wherever possible. This will be followed by both private and governmental schools. NO UGC, AICTE, NCTE Higher Education Commission of India(HECI) will be formed as a single umbrella body for the entire higher education, excluding medical and legal training. The same set of regulatory, accreditation and academic standards will apply to public and private higher education institutions. The govt. will phase out college affiliation in 15 years, and a step-wise system for granting graded autonomy to colleges is to be created. Science, art, and commerce are becoming blurred.

The film Shakuntala Devi starring Vidya Balan premiered on Amazon Prime and finally, we have a female protagonist who is independent, tender, strong, and human. The film is a biopic and the Bollywood actress has always been known for her acting skills and she has come up with the film.

The actress manages to present Shakuntala Devi in a way that she would probably have preferred to see on screen. As the film progresses, one feels turned to real-life - Shakunala's Devi, which one observes, and the actor who describes her character. The role is loosened up the picture by picture and over time you can feel how it moves from one scene to the next with ease.

The role of Shakuntala Devi is played by Vidya Balan, who embodies such characters so convincingly and so lovingly in real life. I fell in love with the vibrant and effusive Vidyas and the amazing justice she brings to her. Otherwise, the film is adorable to watch and should be given to those who know it. Integrated Services Digital Network ( ISDN) is a series of networking protocols for continuous multimedia transmission of voice, video, data, and other network services through the public switched telephone network's conventional circuits. It was first established in the "Red Book" of the CCITT in 1988.[1] Before ISDN, the telephone system was seen as a means of transporting speech, with some special services available for data. ISDN's main advantage is that it incorporates speech and data on the same lines, incorporating functionality not present in the traditional telephone system. ISDN specifications describe various types of access interfaces, such as Basic Rate Interface (BRI), Primary Rate Interface (PRI).

ISDN Products

ISDN ProductsIntegrated services refer to the ability of ISDN to provide at least two simultaneous communications over a single line, in any combination of data, voice, video, and fax. The line can be connected to multiple devices and used as needed. This means an ISDN line will take care of what was supposed to be the full connectivity needs of most people (apart from wireless internet access and entertainment television) at a much higher transmission rate, without having numerous analog telephone lines to purchase. This also applies to integrated switching and transmission[5], in which telephone switching and carrier wave transmission are combined and not separate as in previous technology.

The signaling is carried out via SS7 between telephone company switches. A PBX is normally connected via a T1 with a robbed bit signal to indicate on-hook or off-hook conditions, and MF and DTMF tones to encode the destination number. ISDN is much easier because messages can be sent much quicker than by attempting to encode numbers as long as the tone sequences (100 ms per digit). Which results in faster setup times for calling.
