Russia is making plans to detach and fly away its parts of the ISS when the time comes to de-orbit the rest of the outpost.
"most observers agree that most of the ISS will have to be scrapped around 2020.
According to the plans, the remaining Russian modules will form the core of a new orbital outpost, which would serve as a haven and assembly shop for deep space missions heading to the Moon, Mars and beyond. "
Unlike many Nasa and European space officials, Russian engineers are confident that even after two decades in orbit, their modules would be in good enough shape to form the basis of a new space station.
"We flew on Mir for 15 years and accumulated colossal experience in extending the service life (of such a vehicle)," said a senior Russian official at RKK Energia, Russia's main contractor on the ISS.

"Tension Begins Over Space Station's Future"
NASA is telling its partners it has no plans for "utilization and exploitation" of the international venture after 2015, just five years after it becomes fully operational.
That's apparently worrying folks in Europe and Russia, who think that too much money and time has been put into constructing the ISS to abandon it so early. With NASA contributing 70 percent of the funds, a decline in US participation would be devastating for the project.
European Space Agency head Jean-Jacques Dordain told reporters this week that the ESA can't step in to fill NASA's shoes.
With NASA's budget strained by plans for maned Moon missions, a long list of scientific goals, and even manned Mars exploration, it's no wonder that the ISS's projected annual $2.3 billion cost to the U.S. is seen as a considerable burden. But it would be a shame to lose the station so soon -- if the U.S. drops its funding, maybe Russia can step in with some of those petrodollars instead.

"MESSENGER launched on August 3, 2004, aboard a Boeing Delta II rocket from Cape Canaveral Air Force Station, FL. It returned to fly past Earth for a gravity assist a year after liftoff. The spacecraft has now completed two flybys of Venus and is on its way to Mercury. It will fly by Mercury three times before starting a yearlong orbit of the innermost planet in March 2011."
