128. Maturity of account

(1). The account shall mature on completion of twenty-one years from the date of opening of account. At the time of closure of account, payment will be made to the Girl Child only in whose name account was opened. Girl Child has to get account converted to her name on attaining the age of 18 years by submitting fresh identification and address documents from the list of officially valid documents mentioned for opening of a savings account.

(2). The closure of the account may also be permitted before completion of twenty-one years if the account holder (girl child) on an application makes a request for such closure for the reason of her intended marriage on furnishing of a declaration duly signed on non-judicial stamp paper attested by the notary supported with proof of age confirming that the applicant will not be less than eighteen years of age on the date of marriage. No such closure shall be allowed before one month from the date of the intended marriage or after three months from the date of marriage.

(3). On maturity, the balance including interest outstanding in the Account shall be payable to the Account holder, on an SB-7A application by the Account holder for closure of the Account, and on furnishing documentary proof of her identity, residence and citizenship.

(4). On receipt of SB-7A by the Account holder, Counter PA will invoke the menu HCAAC in Finacle for closure of account. Supervisor will use the same menu for verification. For withdrawal Rs 20,000/- and above will be paid either by transferring the amount to POSA of the Account holder or by issuing cheque in favour of the Account holder / Guardian

129. Premature Closure

(1). In the event of death of the account holder, the account shall be closed immediately on application in Account Closure Form SB-7B on production of death certificate issued by the competent authority and the balance at the credit of the account and interest due thereon till the date of death shall be paid to the guardian.

(2). Interest for the period between the date of death of the account holder and date of closure of the account shall be paid at the rate applicable on Post Office Savings Account for the balance held in the account.

(3). If it is satisfied that in case of extreme compassionate grounds such as medical support in life threatening diseases of the account holder or death of the guardian that the operation or continuation of the account is causing undue hardship to the account holder, after complete documentation establishing the grounds for such closure, by order and for reasons to be recorded in writing, premature closure of the account may be allowed. Outstanding balance in the account with interest due as applicable to the Scheme shall be paid to the account holder or guardian, as the case may be. Such closure shall be sanctioned by Head of the Division for the accounts standing in SOs and their BOs / Sr. Postmaster or Chief Post Master or Director for the accounts standing in Gazetted HOs/GPOs.

(4). No premature closure of an account under above sub rule (c) shall be made before completion of five years from the date of opening of the account

During the visit of GS NAPE 'C' FNPO to Directorate from 14.11.22 to 17.11.22 GS met DG Posts, Member Personnel, Member Technology, Member PLI, DDG P, DDG Budget and submitted following letters and development of meeting is as follows. AGS and CS MP Mahesh Kashyap is also with GS.

1.Agreed to conduct local induction training for PAs or special batches at PTCs.

2.Opposed the attachment order of PA to IPO office

3. Immediate steps for release of PO OE, Mails, Medical, etc. funds for required circles

4. McCamish, Finacle and network related issues including preventive measures to arrest frauds.

5. Demanded for payment of PLI/RPLI incentive to the staff after retirement also.

6. Stop shifting of Hyderabad HQ region from present building.

7. AAO and IP Results will be announced before the end of this month.

8. Agreed to circulate 7th CPC switch over option clarification order dated 7.10.22 to other circles too.

9. Defects in Rule38 online process will be resolved soon.

10. Discrimination against merger issues of FPO Mumbai and FPO Kolkata.

11. Met CPMG Delhi circle to discuss about union accommodation related issue.

Sri V Sivaji GS NUPE Group C, M Tirumalarao CS NUPE Group C AP Circle, S Yogeswararao CS NUGDS AP Circle, P S David Raju Dy Circle Secretary NUPE Gr C AP Circle, Venka Reddy ACS NUPE Gr C met CPMG AP Circle and submitted newly elected list of office bearers of NUPE Group C AP Circle and NUGDS AP Circle and also handed over Copy of Resolutions and discussed in detail on important issues of delinking of quarters, harassment on targets & technology issues and other issues. CPMG has responded positively and assured to issue suitable instructions on delinking of quarters, in ordinate delay in issue of GDS LEAVE orders.

Later met DPS Hqtrs CO and introduced newly elected CS NUPE Group C and NUGDS.

27th Circle Conference of NAPE C, NUPE Postman &MTS & NUGDS held at GR Function Hall, Ananthapuram under the presidentship of Sri R Sudhakar garu from 30.10.2022 to 01.11.2022. Honourable Member of Parliament, Anantapur Sri Talari Rangaiah, Honourable MLA, Rapthadu Sri T. Prakash Reddy and Smt Girijamma, ZP Chair Person, Ananthapuram graced occasion and addressed the huge gathering in the Open Session held on 30.10.2022. The open session held in a Grand Manner. On 3.11.2022 Sivaji Vasireddy GS NAPEc FNPO, RH Gupta Deputy GS NAPEc and Prerit kumar CHQ org. secretary met Member PLI, DDG P, Director Staff, ADG Admin accounts and discussed about following issues and result is positive.

1. In online Rule 38 some discrepancies noticed and escalated to resolve ..like seniority issue.

2. Irregular orders issued by DPS Muzaffarpur should be cancelled and a letter also given to DG and Member P. They assured to go for inquiry and will resolve soon.

3. Member PLI assured to consider our request about payment of PLI/RPLI incentive to the retired staff also till policy alive.

4. No condition about Minimum 4 policies procurement in a year for eligibility to get incentive issues also going to be considered. We also asked to implement automatic credit of incentive to staff.

5. Today also Member Tech, DDG Tech and other team also in a serious meeting about to resolve all technical problems.

6. AAO results issue DPC pending and remaining process completed. Expecting results by the end of this month.

7. IP results process issue- vigilance clearance still some information pending and results will be given soon.

8. Seventh CPC switch over issue requested for clarification to all circles.

On 14.2.2022 GS NAPEc FNPO visited Directorate for inviting Secretary and DG to our Kurukshetra 24th AIC. Due to busy schedule of secretary invitation given to PS. Later met DG Sri Alok Sharma and invited. He assured that secretary will attend without fail. After that the following issues reminded for immediate action.

1. Network and Finacle frequent failure

2. Periodical meeting items delinking of Post attached quarter concept and upgrading all C class SOs into B class.

3. Officiating in PA vacancy by PM&MTS

4. One time relaxation for HSG I and HSG II file again sending to DOPT with positive recommendations.

5. Decrease in Speed post bussiness due to treating as parcel which SP article weight is more than 500 grams. Undue delay is happening due to this and big loss to customer as well as department.

DG sir positively reacted to take suitable immediate action on above issues.

On 15.2.22 greeted Sri Vinay Prakash Singh on promotion as Member (personal), Postal Services Board. The officer is having very postive attitude and assured cooperation to the unions.

Directorate is moving to suspend ordinary Mails system and it is big change going to happen. Let us waith for the proposal of the Department in this regard.
