The Peoria City Council has been working to create a strategic plan all summer. Its included several council work sessions, city staff input and a citizen summit. The elements of information gathered from all three sources have been compiled to make three page strategic plan. Fourth District Councilman Bill Spears questioned the process. He joins us for the show. Third District Peoria City Councilman Tim Riggenbach served on the Peoria County Board guided by a similar strategic plan. Peoria’s new strategic plan is the topic of this Outside the Horse Shoe.

The City of Peoria is prepared to cancel the redevelopment contract with EM Properties during tonight's meeting. The development company is aiming to renovate the Pere Marquette Hotel and build a Courtyard Marriott connected to the Peoria Civic Center. But financing and supporting paper work have been an ongoing area of concern for the city. We talk with At-Large Peoria City Councilman and Civic Center Liaison Ryan Spain and City Manager Patrick Urich about the matter on Outside The Horse Shoe.
