&lt;p align="center"&gt;The Peoria City Council&amp;nbsp;has been working to&amp;nbsp;create a strategic plan all summer.&amp;nbsp; Its included several council work sessions, city staff&amp;nbsp;input and a citizen summit.&amp;nbsp; The elements of information gathered&amp;nbsp;from&amp;nbsp;all three sources&amp;nbsp;have been compiled to make&amp;nbsp;three page strategic plan. Fourth District Councilman Bill Spears questioned the process.&amp;nbsp; He joins us for the show.&amp;nbsp; Third District Peoria City Councilman Tim Riggenbach served on the Peoria County Board guided by a similar strategic plan.&amp;nbsp; Peoria’s new strategic plan is the topic of this Outside the Horse Shoe. &amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp;&lt;/p&gt;&lt;div class="feedflare"&gt;
