The All India Conference of BTEU BSNL 2020 is proposed to be held at Ujjain, Madhya Pradesh in the last week of April 2020.

Exact dates will be notified next week. All CHQ office bearers and Circle Secretaries are advised to start preparations immediately.

Further the number of delegates from each circle should be intimated to the General Secretary CHQ by 20.02.2020 so as to make necessary arrangements.

The BSNL management preaches austerity to its employees day in and out, but seldom practices it. Some of the Directors of the board whike on tour stay in 5 star hotels ignoring our own IQs.

Company is in critical condition now, why cant the management practice what it preaches.

BSNL VRS 2019 Recoveries of banks, societies and NOC

The Corporate office has issued orders regarding VRS 2019 wherein it is stated that the employees who are having bank loans, society loans etc should get NOC (No Objection Certificate) before 7.2.2020 from Banks and Societies. The management is holding the payments due to banks, societies etc for the last 8 months.

How is it possible, this is Unfair.

The BTEU BSNL CHQ is taking up the issue to the higher authority.

BREADS (BSNL Retired Employees Associate Distributor Sales) Policy

Breads (BSNL Retired Employee Associate Distributor Sales) shall market and sell BSNL Products e.g. SIM, C-Topup etc., to customers at their door steps and through organizing Mela/Camp at various locations in the SSA.

Person registered as BREADS with BSNL may also be appointed as BREADS-RM (Retail Manager) for a Franchisee Territory of the SSA based on the requirement by the SSA. Maximum one BREADS-RM per Franchisee territory may be appointed. BREADS-RM will report to SSA Sales and Marketing Team/SSA Sales Head.

Role of BREADS-RM (Retail Manager): BREADS would submit a report to SSA on his allocaed franchisee territory mentioning following points.

Auditing the number of visits by the FOS to retailers.
Auditing the incentives paid to retailers by the Franchisee.
Providing the information regarding BSNL product/schemes/trade schemes/VAS etc to retailer for further publicity.
Feedback about replacement of damaged material by the franchisee.
Feedback on supply of POS material such as Glow sign board etc.
Assessment of potential area for appointment of new retailers.
Combined visit with FOS and on spot issuing of C-Topup

Eligibility Criteria: Only retired employees of BSNL willing to serve customers/prospects at their premises and through organizing Mela/Camp etc., shall be eligible to apply.

Selection of BREADS: Selection of Breads will be done by SSA Head for initial period of 3 years.

Security Deposit: Refundable Security Deposit of Rs.500/- (Rupees Five hundred only)

Area of Operation: BREADS shall be allowed to operate within SSA where he/she is registered.

Commission and Incentive to BREADS:

SIM activation:- As applicable for franchisee
C-Topup/Recharge:- As applicable for DSA

Trade Scheme benefit: Trade scheme benefit for BREADS shall be as per the criteria being followed for existing retailers and its modification time to time.

Incentive applicable to BREADS as RM (Retail Manager):-
Amount equivalent to 50 liters of petrol per month towards traveling and other charges on self-certification and beats plan covered by the BREADS.

SSA head may sanction an amount up-to Rs.100/- per working day towards promotional expenditure on sales Camp/Mela.

Targets to BREADS: There shall be minimum monthly sales target of 50 no. SIM/FRC and C-Topup/Recharge of Rs.5000/-. Targets will be reviewed every three months; if minimum monthly sales targets are not achieved by the BREADS then they would not be continued further.

Bharatiya Telecom Employees union ( BSNL) is not participating in the General Strike on 08.01.2020 called by left parties.

This is a Political motivated strike call given by Communists for their self popularization and to discourage Central Government on Citizen Amendment Act (CAA).

A Delegation of BTEU BSNL and TOA BSNL Office Bearers met Shri Ravi Shankar Prasad Ji, Hon'ble minister for communications in tiruvananthapuram, kerala on 31.12.2019 and felicitated him on the steps taken to revive bsnl.

The delegation also urged the Hon'ble MOC to consider 3rd PRC for the bsnl staff and also to re-employ the bsnl workers in net work maintenance.

The hon'ble MOC responded positively. Shri venkatesh, AGS, KSS Thampi, CS BTEU BSNL and TOA office bearers Shri Prasad and Shri Madumohanan met the Hon'ble minister..

BSNL IDA Rate wef January 2020 raised by 5.3%

Based on this average of two months confirmed Consumer Price Index Numbers for Industrial Workers CPI(IW) and expecting CPI(W) for Nov 19, BSNL IDA rate of employees and pensioners increment will be calculated and arrived IDA upto 5.3% with effect from 1st January 2020.

Even if there is drop happens by 3 points for November 19 CPI numbers, the BSNL IDA rates will record an increased up to 5.3%, and total cumulative reached to 157%.

All Circle Secretaries of BTEU BSNL are advised to form an adhoc body of 3 members in all circles immediately from all those who have retired from service and should make efforts to enroll members immediately.

A meeting of the above body will be held at New Delhi in the first week of January 2020 for formalise the terms and conditions and other aspects of the proposed association.
The regular body will be formed in March 2020 by holding of All India Conference along with the AIC of BTEU BSNL.

BSNL Corporate office has issued instructions regarding NEPP Promotions for officials who are having disciplinary cases and the manner such cases are to be treated.

The vigilance cell of BSNL Co ND has issued instructions to the effect that the terminal benefits of the employees who are going on VRS should be held up in case they are having court cases.

Recognition period of Executive associations extended

The BSNL Management has extended the recognition period of executive associations upto February 2020. The verification is due but the recognition was extended. This is atrocious.

In the case of non executives the management has conducted the verification immediately and the same system should have been evolved for executives also.

This is utter partisanship of the management.

A meeting has been held today, between Shri Ravi Shankar Prasad ji, Honorable Minister for Communications and the unions & associations of BSNL, at Sanchar Bhawan. Apart from the Hon'ble Minister, Shri Anshu Prakash, Secretary, Telecom, Shri Arvind Vadnerkar, Director (HR), BSNL, were also present. S/Shri R.C.Pandey, GS BTEU BSNL, Rajeev Singh, President Corporate office branch, Manoj Dwivedi, President and Anil Tiwari GS TOA BSNL represented BMS.

BSNL Revival Plan: Salient features of the approval given by cabinet

Member (Finance) specifically mentioned that the Fund for VRS to the tune of about Rs.30,000 Crores for BSNL and MTNL will be borne by the Central Govt. through Budgetary Support instead of raising of Bonds/ getting Loans.

The VRS will likely to be implemented w.e.f. 01.01.2020, after approved by the BSNL Board, the window for the Option for VRS will likely to be opened on 15.11.2019.

1. VRS Package to BSNL employees who are attaining the Age of 50 years and above wherein they will get 25% more towards Ex-gratia and the Ex-gratia will be paid in cash as detailed below:

The Employees opting VRS will get cash payment of Ex-gratia amount in two installments i.e. first installment in the current financial year and the second installment in the next financial year due to the heavy Budgetary burden and as well as for availing Income Tax benefit.
The formula for Ex-gratia will be 125% of the salary (Basic Pay plus IDA) for the remaining period minus Pension. In other words, it will be 75% of the salary for the remaining period and Pension.
The Employees attaining the age of 56 years and 6 Months will get Ex-gratia equivalent to full Salary Benefits i.e up to a maximum of 42 Months Salary. The employees of the age less than 56 years & six months but more than 50 years will also get Ex-gratia up to a maximum of 42 Months Salary only.
Leave Encashment & Pension (without Commutation) will be paid at the time of VRS but the Gratuity and Commutation Value of Pension Payment will be deferred till they attain the age of Superannuation (i.e., 60 Years) or 5 years after VRS, whichever is earlier. During the intervening period from the date of VRS to the date of attain the age of 60 Years, Employees will get interest @ 8% on their Gratuity amount.

2. Cost of the 4G Spectrum including the GST amount will be allocated to BSNL by Capital Infusion.
3. Immediate Financial Support to the tune of Rs.15,000 Crores to BSNL and MTNL through infusion via Sovereign Bonds.
4. The Assets of BSNL/MTNL to the tune of Rs.38,000 Crores will be monetized over a period of 4 years.
5. MTNL will become a Subsidiary of BSNL till the time both entities are completely merged.

Narendra Modi Intervention: Revival for BSNL and MTNL approved in Cabinet Meeting

Fake News spreading on social media and newspapers that BSNL is going to shutdown and Employees will be thrown out of the company.
Rumours gone to peak level that Employees are in tension and believing on fake news wondering in confusion that they wont get salary and benefits on applying VRS.
Following Tuesday's late evening intervention by the Prime Minister Office (PMO), the Department of Telecommunications (DoT) has sent the note to the Cabinet without the Ministry of Finance (MoF) response.
According to the Official sources the Narendra Modi government has agreed to provide a credit worth Rs 14,000 crore as an interim relief to the two financially-stressed service providers.
On 23rd October, 2019 in cabinet meeting it is noticed that Revival for BSNL and MTNL is Approved.
In this scenario under Revival package VRS is implemented and above 25% exgratia is to be paid in cash and 40 months salary is paid to those employees between 55-60 years who applies for VRS.
At the same time Salary for employees is paid on 23rd October, 2019, the details is to be explained by Shri Ravishankar prasad to media
1. If Employees opts Exgratia without Income tax then it will be paid in 5 installment otherwise income tax will be deducted for instant payment.

BSNL IDA Rates from 1st October 2019 increased

The new financial increase BSNL IDA Rates from 1st October 2019 for all executive and non executive BSNL employees from 01.10.2019 in the PSU, and it is a compensatory allowance from the Central Government for not being able to contain prices, and all these additional IDA given is taxed as per the slabs of Income Tax, the Industrial Dearness Allowance (IDA) Rates calculates on All India Consumer Price Index (IW) with the below said points.

It is based on the weighted average of prices for consumer goods and services.
For October to December (Third Quarter of Financial year) of 2019, IDA calculation in the mean of specified months (June, July, August 2019) taken into consideration.
It decides as per the price index numbers issued by the Department of Labour Bureau of India, and it is also after taking price changes for each item in the predetermined basket of goods of above months.

Now, as per All India Consumer Price Index Numbers for Industrial Workers CPI(IW) issued by Department of Labour Bureau, CPI records ‘an increase of 2 points’ in the first month(June 2019), and 3 points for July 19, So based on these confirmed CPI points, let’s have a look at the expecting IDA rates for PSU employees and pensioners.

Based on this average of three months confirmed/expecting Consumer Price Index Numbers for Industrial Workers CPI(IW)
BSNL IDA rates of employees and pensioners an increase of 5.3% from 1St October 2019 Total IDA 146.7% plus 5.3 %=152 percent is noted.
