Business Analyst – Projects and Systems

Responsibilities

Responsible for conducting business operation analysis and system testing.
Provide ad hoc support and advice to uses on operating systems and related business process issues.
Regular review on business processes to seek improvement in operational efficiency and effectiveness; develops new processes to improve workflow as required.
Coordinate system enhancement including gather user requirement, define relevant project scope and specification to work out project schedule and conduct UAT.

Requirements

University or College graduate in Computer Science or related subject.
At least 3 - 5 years relevant experience in production support/ testing or business analysis.
Familiar with ORSO and MPF Operation, Scheme Ordinance and related Regulations is a compulsory.
Experience in collecting user requirements, preparing test plan, performing UAT and conducting training and support to end-users.
Experience in imaging and workflow system deployment and support.
Excellent written and spoken English and Chinese, good communication and problem solving skills.
Proficient in Microsoft Excel, Access and VB programming.
Candidate with more experience would be considered as Senior Business Analyst.

MONITORING AND REPORTING ASSOCIATE (FOR INDONESIAN NATIONALITY ONLY)

Background UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context
UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
UNDP and Government of Indonesia are implementing a decentralization project titled Provincial Governance Strengthening Programme (PGSP) to assist the government of Indonesia to address some of the key challenges associated with decentralization.
In 2010, the Government of Indonesia initiated the Provincial Governance Strengthening Programme (PGSP) executed by the National Development Planning Agency (BAPPENAS) in close collaboration with the Ministry of Home Affairs (MoHA) and the United Nations Development Programme (UNDP). Strategic partnerships are established with the three provincial governments, including the Government of Bangka Belitung in the west, and the Government of Gorontalo (Gorontalo) and the Government of Nusa Tenggara Timur (NTT) in the east.
Through PGSP, UNDP supports the Government of Indonesia in re-defining and strengthen the roles and functions of provincial government through effective participatory policy making, regional development planning, and public service delivery, leading to the realization of national and local development objectives and the improvement of the quality of life of the poorest. This project offers technical assistance to resolve these remaining internal issues. Through policy reformulation and implementation, a focus on the provision of public services, and the participation of a wider group of stakeholders, including non-state actors, PGSP will address both the supply and demand sides of governance.
The Project Management Unit (PMU) based in Jakarta is designed to lead the overall implementation of the program (including the technical assistance and tools component and the policy development component) and provide timely quality support for area teams based at the province level. The PMU consists of teams responsible to achieve the following key outputs: 1) Enhanced policy and regulatory framework that further clarifies and strengthens roles and functions of provincial government; 2) Strengthened provincial government capacity in economic development planning and budgeting; and 3) Enhanced public service delivery through governance innovations, implementation of minimum service standards and public complaint mechanisms.
After one and a half year, PGSP has contributed to the revision of Law 32/2004 on Local Government. A more clearly defined role and function of the governor and provincial governments is now visible in the draft revision of Law No. 32/2004, which mandates that the provincial government is authorized to coordinate and monitor local development at the city/regency level. This authority will allow provincial governments to better coordinate and monitor local development, and ensure that district and city governments will be able to provide better public services for the community. PGSP have also provided tools to help local government strengthen their planning and budgeting processes, which has resulted in the application of the Provincial Human Development Report (and monitoring indices) into development planning and budgeting, as well as supporting the participation of communities in planning. These tools, as well as the capacity building activities, are crucial to improving participatory mechanisms in development planning and budgeting so that communities can understand and contribute more effectively in public service delivery. PGSP activities resulted in some important first steps towards the development and implementation of Minimum Service Standards in public service delivery, at both the provincal and district level, including initial assessments and the development of strategies to address gaps. The policy papers developed by PGSP also lay an important foundation for the government in moving forward, as they provide essential clarifications and recommendations for next steps. The provincial governments have expressed an interest in and committment to MSS and the support from PGSP will ensure that action plans are implemented, guaranteeing an improvement in communities to have better access to and quality of public services. PGSP has also contributed to formulation of policy paper and research paper on tools, mechanism, and guideline to enhance and strengthen provincial government role and functions, and facilitate capacity building for provincial governments.
Under the guidance and supervision of the Project Manager of PGSP and specifically in close coordination with the PGSP International-UNV Monitoring and Evaluation, the Monitoring and Reporting Associate will be responsible for tracking results and apply the monitoring framework as set up in the project document in line with UNDP’s internal monitoring guidelines. S/he will be responsible for regular reporting to the Project Manager while tracking activities, outputs, and outcomes of the project. The Monitoring and Reporting Associate is tasked with keeping all monitoring tracking instruments updated and adjust revisions accordingly.

1. As part of PGSP PMU, the Monitoring and Reporting Associate of PGSP should support Project Manager to ensure the strategic direction of the project’s output focusing on achievement of the following results:

Provide oversight in monitoring of project activities, to assess overall project implementation with respect to project objectives, outputs, and indicators;
Provide support to the project consultant on the development of their monthly reports and logframes, ensuring proper monitoring and information collection of project results;
Based on results of monitoring, where necessary, undertake trouble shooting, suggest corrective measures to be undertaken and make arrangements for provision of technical assistance to implementing partners;
Work closely with International UNV on Monitoring and Evaluation of PGSP in producing required reporting that are within the Monitoring & Evaluation (M&E) framework of donor agency and Democratic Governance Unit (DGU) and collaborate with I-UNV to synthesize good practices and lessons learned; and
Ensure reporting arrangements are in place and are being implemented to ensure that the reporting requirements are met in a timely manner. These will include implementation reports from the implementing agencies.

2. To support Project Manager in ensuring effective management of PGSP and supervision of the project team, the Monitoring and Reporting Associate of PGSP should:

• Strategic oversight in planning, budgeting, implementing and monitoring of the project, tracking use of financial resources in accordance with UNDP rules and regulations; and
• Effective monitoring, analysis of the project environment, timely readjustment of project, and measuring the impact of PGSP’s technical assistance.

3. To ensure facilitation of knowledge building and management, the Monitoring and Reporting Associate of PGSP should:

• Sound contributions to knowledge networks and communities of practice;
• Organization of training for the operations/project staff on project issues; and
• Professional growth through active learning.
4. Perform other related duties as required by the Project Manager that may involve other aspects of project work.
III. Impact of Results

The key result of the post is to have direct impact on the overall efficiency and effectiveness of PGSP project management, in particular the key results have an impact on the design, operation and programming of activities, creation of strategic partnership as well as reaching resources mobilization targets. Project implementation in line with the objectives of the project and UNDP regulation and procedures is critical to ensure achievement of UNDP country program outcomes. A client oriented and efficient approach has impact on the image of UNDP Indonesia.

The World Bank’s Social Development unit in Indonesia supports Indonesia’s National Program for Community Empowerment, known by its Indonesian acronym “PNPM”. Indonesia’s Country Partnership Strategy builds on nearly 11 years of experience with community-driven development, and this experience forms the core of the PNPM program. PNPM currently covers some 70,000 rural and urban communities and has become the umbrella for the Government’s community based poverty alleviation efforts. PNPM carries with it a strong policy agenda intended to improve local-level governance, planning, and service delivery.

PNPM has a rural and urban arm and builds primarily upon the successful experience with the Bank- funded Kecamatan Development Program and Urban Poverty Program, which began in 1998.   Since its launch, the Bank has provided critical financial and technical support to PNPM through a series of successive projects. The PNPM program is supported by a PNPM Support Facility, which manages a multi-donor Trust Fund. The Trust Fund finances (a) block-grants to communities; (b) technical assistance; (c) on-granting to Civil Society Organizations; and (d) implementation support, monitoring, and evaluation of the PNPM program.

The program is high-risk/high-return in the sense that it has ongoing innovation and learning built-in whereby a diverse portfolio of Trust Funded operations and analytical work creates the space to test innovative approaches to community-based poverty alleviation. To the extent that they have measurable impact, innovative approaches are brought to scale and financed through various sources, including GoI budget, Bank Loans, and donor Trust Funds. In summary, the portfolio contains:

•    Lending: Over the last 18 months, the unit prepared about US$1.4 billion in Loans to support the PNPM program. The GoI has scheduled follow-up annual loans through 2014. While the exact amounts of these loans remain to be determined, the estimate is that the unit will have an annual lending volume of between $US400 million and $US900 million per annum.
•    Supervision: The unit currently has nine projects under supervision representing about $US2 billion in Loans. The unit supervises disbursements of about $US1.5 billion per annum of GoI budget and loan proceeds. In addition, the unit supervises $US190 million in Trust Funds of which $US40 million is Bank Executed. These Trust Funds support about ten major (pilot) programs. Donors have pledged additional TF contributions of about $US254 million over the next four years.
•    AAA: The unit delivers a large portfolio of formal and informal AAA products. These include ESW, rigorous impact evaluations, “learning by doing”, operational research, policy notes, and technical assistance.

Beyond the implementation support to Indonesia’s flagship PNPM program, the unit also plays a critical role to foster knowledge sharing and to inform public debate with regard to social development in Indonesia. Areas where lessons from experience and from research are captured and shared include, among others, good governance; accountability of local service providers to beneficiaries; inclusion of marginal groups; capacity building in communities, local governments, and civil society, etc. To foster this knowledge sharing, the unit develops and maintains a network of national and international partners in academia, civil society, the donor community, and sister programs in other developing countries.

Given the innovative nature of the program, knowledge management is a key feature for the program’s success.

The staff member will lead the efforts of the PNPM Support Facility (PSF) in the area of Communication and Knowledge Management. More in particular, the staff member will be responsible for:

•    Knowledge Management Strategy: The staff member will develop a comprehensive knowledge, information, and communication strategy which will ensure alignment of all communication and KM activities to the overall business objectives of the program. (S)he will be responsible for ensuring buy-in for strategy from all relevant stakeholders and updating the strategy as business needs evolve.
•    Knowledge sharing: The staff member will lead and coordinate the PSF efforts in the area of knowledge sharing. This will include developing and maintaining a large network of actors in academia, civil society, government, the donor community, etc. and anchoring a vibrant exchange of knowledge and learning from field experience and from research. To support this knowledge sharing, the staff member will be responsible for the establishment of a number of knowledge management tools and approaches (such as communities of practice, network of globally recognized gurus, web-based collaboration tools, study tours and exchange visits, seminars and clinics, etc.) that allow the capturing, sharing, and adaptation of knowledge both across the program, and with other actors worldwide.
•    PSF Communications: The staff member will lead the PSF communications. This will include being the Task Team Leader for the related Trust Fund, and leading a team of about seven more junior staff and consultants who are tasked with the unit’s communications as well as support to the Government to establish effective communications with regard to its community-based poverty alleviation efforts. The staff member will be responsible for the development and implementation of an effective communication strategy to ensure that various stakeholders are adequately informed about the program.
•    Management Information Systems: The staff member will task manage the Trust Fund(s) to support the Government’s Management Information Systems. In addition to ensuring due diligence with regard to the management, fiduciary, and reporting aspects of the Trust Fund, (s)he will ensure that the various parts of the program tap into the global best practice with regard to Management Information Systems. In particular, (s)he will support counterparts in Bappenas and MOHA to ensure that the MIS is capable of providing beneficiaries and decision makers at various levels with real time, reliable, and relevant data in such a way that reduces transaction costs, increases transparency, and allows various stakeholders to both contribute and access information as needed.
•    Business improvement: The staff member will review current business processes to identify opportunities to save costs/time for operational staff through the introduction of low-cost, highly usable, rapidly deployable technologies, based on industry best practice. This will include the development and establishment of a collaboration tool that allows colleagues in the PSF, as well as various stakeholders that are involved in the program to seamlessly work together across geographical, institutional, or other boundaries. Particular attention will go to the organization of training so that various potential users are aware of the tools and their applications, and able to use them to their advantage, as well as the maintenance of the tools and the content that is contributed by different users. He/she will work with team leaders and staff at large to make sure that these innovations are appropriate to the context, are accepted by end users and bring the desired benefits to operations. To this end he/she will work with stakeholders with different level of understanding of technology and knowledge management tools, identify appropriate incentives, and develop tools and guidelines as needed.

    Management

The Sr. Operations Officer will report to the Social Development Sector Coordinator and will work under the day to day supervision of the Sr. Social Development Specialist in charge of the unit’s AAA program.   S/he will coordinate her work with SD’s various programs and the Bank’s Task Team Leaders in the Indonesia Social Development team.

This position requires the following qualifications:
•    Graduate degree in social sciences, political science, knowledge management, etc. and at least eight years’ of relevant experience with knowledge management and collaboration tools
•    A track record of innovation and the ability to conceptualize, analyze, design, and roll-out new products/approaches to knowledge management and collaboration
•    Strong persuasion skills and demonstrated ability to build business cases for KM engagements
•    Experience in the development and implementation of various communications and knowledge management approaches
•    Experience with and cutting-edge knowledge of web-based tools and products that support knowledge sharing and collaboration.
•    Experience with the development and implementation of Management Information Systems.
•    Demonstrated ability to work effectively with an authorizing environment that involves a multitude of stakeholders.
•    Excellent task and project management skills, with experience in the coordinating across units.
•    Effective interpersonal skills; demonstrated ability to work effectively as an integral part of multi-disciplinary, multi-cultural and multi-agency teams.
•    High level of energy and initiative, and ability to deal with rapidly shifting priorities and work demands.
