A broad and diverse range of Countries, Territories and Organisations have declared their support the Busan Partnership Document.

After extended negotiations, 18 sherpas elected to represent a wide group of stakeholders reached agreement on the Busan Partnership for Effective Development Cooperation.

30th November 2011 - The President of the Republic of Korea welcomed world leaders to the Fourth High Level Forum on Aid Effectiveness today in his opening address to the official opening ceremony.

18^th November 2011 – An agreement has been made to share strategies and policies of ODA (Official Development Assistance) between the Embassy of the Republic of Korea to the United Kingdom and the UK Department for International Development (DFID).

The Government of the Republic of Korea, the United Nations Development Programme (UNDP), the United Nations Global Compact and the Business and Industry Advisory Committee to the Organization for Economic Co-operation and Development will host the HLF-4 Private Sector Forum at the 4^th High Level Forum on Aid Effectiveness in Busan, Korea. The Forum will take place in the afternoon of November 30, 2011, at the Convention Hall Room 101-103 of the Busan Exhibition and Convention Centre (BEXCO). The HLF-4 Private Sector Forum should feed into the Ministerial Session on Private Sector Engagement.

Korean President Lee Myung-Bak, US Secretary of State Hillary Rodham Clinton, Rwandan President Paul Kagame, UN Secretary-General Ban Ki-moon, Jordan’s Queen Rania, OECD Secretary Angel Gurría, and some 2000 Forum delegates – including ministers from developed and developing countries and civil society representatives - will discuss new partnerships for development.

25^th October 2011 - Civil society organizations have received a powerful sign of recognition in their mobilization towards the Busan Forum as the Republic of Korea publicly endorsed the Istanbul Principles and acknowledged the International Framework for CSO Development Effectiveness.

29th September, 2011 - Mandeep Tiwana of Civicus, the World Alliance for Citizen Participation, a member of the BetterAid coalition, calls for aid effectiveness action to be fully inclusive.

29th September, 2011 - The UN Research Institute for Social Development (UNRISD) and the Korean International Development Cooperation Agency (KOICA) will share lessons from Korean development to support development around the world in a new research project. 

Five countries share their experiences of implementing the Survey on Monitoring the Paris Declaration and state their expectations for Busan.

22nd September 2011 – Aid Effectiveness 2005-10: Progress in Implementing the Paris Declaration draws on the results of the 2011 Survey on Monitoring the Paris Declaration, building on similar surveys undertaken in 2006 and 2008. A total of 78 countries and territories volunteered to participate in the final round of surveys, which look at the state of play in 2010.

9th August 2011 - The African Development Bank, the NEPAD Planning and Coordinating Agency and the African Union Commission (AUC) have released the Tunis Consensus: Targeting Effective Development.

11th July 2011 - The first handover of the Make Aid Transparent petition signed by 5012 people from 115 countries took place at a crucial meeting of aid officials at the headquarters of the Organisation of Economic Cooperation and Development (OECD) in Paris.

Ambition is the key to a successful High Level Forum says civil society

7^th July 2011 - Civil society voiced its wish list from the Fourth High Level Forum on Aid Effectiveness in a new collective video. The video features Civil Society Organizations’ (CSOs) views from all over the world in the run up to the event. The video compliments a paper laying out what civil society asks for as outcomes from the event.

Paris Declaration Evaluation final report released

31st May 2011 - At Busan the world will take steps to boost the impact of development aid. Monitoring, evaluating and documenting actions will support decisions based on facts.

African Parliamentarians review effectiveness of development aid

At the Southern African Development Committee (SADC) Regional Parliamentary Conference on aid effectiveness in Maputo from May 3rd to the 5th 2011, 80 parliamentarians from the SADC region and a range of experts from international organisations stated that 50 years of aid has not cut poverty enough and that African economies have not benefited as much as they should.

Asia-Pacific partner countries club together to prepare for Busan

30th April 2011 - Governments of seven partner countries from the Asia-Pacific region and Reality of Aid representatives began coordinating plans for the Busan Forum on 29th April 2011 at a meeting in Copenhagen.

30th April 2011 - On the 29 April the Co-Chairs of the Working Party on Aid Effectivenesss shared a draft list of possible themes for discussion at the HLF-4. A sumarised version of that list is given below. The exact topics will be finalized after analysis of the results of the Paris Monitoring Survey, the Independent Evaluation of the Paris Declaration, the Fragile States Survey and further discussions.

Civil society organizations worldwide contribute in unique and essential ways to development as independent and innovative agents of change.For the first time in the history of high level OECD events, the Fourth High Level Forum on Aid Effectiveness will include CSOs as official participants, recognizing them as equal and important development actors in their own right.

An OECD DAC Press Release states that aid flows from DAC donor countries totalled USD 129 billion in 2010, the highest level ever and an increase of 6.5% over 2009. This represents about 0.32% of the combined gross national income (GNI) of DAC member countries.
