Legislation was introduced yesterday by Senators Ron Wyden (D-OR) and Judd Gregg (R-NH), the Bipartisan Tax Fairness and Simplification Act of 2010, that included provisions to legalize and regulate online gambling. These provisions are similar to the ones in the Consumer Protection and Enforcement Act (H.R. 2267), introduced by Barney Frank last year.
It has been stated that Michael Waxman, spokesman for the Safe and Secure Internet Gambling Initiative said: "With so much media focus on the differences between Democrats and Republicans in Congress, this bipartisan initiative highlights the growing support on both ends of Capitol Hill for replacing the failed prohibition on Internet gambling with a system to regulate the industry, protect consumers and generate billions in new revenue. We applaud Senators Wyden and Gregg for taking the initiative to address and drive this issue."
The senators were to have spoken with the White House Chief of Staff Rahm Emanuel along with other top White House officials in depth about this bill prior to it being introduced.

Jon Kyl of Arizona has blocked the appointment of four treasury positions because he is angry with the Obama administration for the pause on the rule implementation of the Unlawful Internet Gambling Enforcement Act (UIGEA). The rules were originally to be put into place on Jan. 1, 2010 but have been delayed until June 1, 2010.

The regulations were written in late 2008, in the last months of the Bush administration, following the passage in 2006 of the Unlawful Internet Gambling Enforcement Act, a bill that strengthened anti-gambling laws. After Barack Obama became president, the Treasury delayed rules intended to implement the anti-gaming statute at the request of Barney Frank, a Democratic congressman who opposed the regulations, and the banking industry.

The treasury is considered dangerously understaffed with the block of positions. "It is hard to imagine that it does not have a deleterious effect," said Bush-era Treasury staffer Clay Lowery of Kyl's political maneuvering. The White House claims the matters of national security are being handled, though stated that a full complement of leadership positions is important to the Department's proper workings.
