Evidence from US-based firms like Google, Facebook, and Amazon shows that market concentration and the failure of competition policy has had grim effects on productivity and inequality. Indeed, across a handful of industries, only a couple of massive firms control the majority of decisions Americans make as consumers. But what effects does market consolidation have on the rest of the world?

In this special CGD Partners Council event, Jonathan Tepper and Denise Hearn, authors of the forthcoming book, The Myth of Capitalism: Monopolies and the Death of Competition, and Deputy Director of Open Markets Institute Sarah Miller will discuss the global implications of market concentration and the failure of competition policy. The discussion will be moderated by Charles Kenny, Director of CGD’s Technology and Development Program.

Education policymakers care about more than just test scores. They probably care a lot about making policies that will help them get re-elected. They might care about particular people or places that have been historically disadvantaged. And perhaps they care about building a more integrated society: breaking down social barriers by putting children from different socioeconomic backgrounds in the same classrooms and positively influencing interracial or interclass attitudes and social behaviour.

Aid in the National Interest: When is Development Cooperation Win-Win?

Some development fundamentalists think that aid should never be spent directly in the national interest. At the other extreme, some people—apparently including the UK Treasury—believe all development cooperation should be directly win-win. Both these polar opposites are dangerously wrong: the truth is in-between.

Individuals do escape poverty during periods of overall rise in the poverty rate; they also transit into poverty during periods of overall decline in the poverty rate. In this paper, I explore six sweeps of household surveys of Nigeria (1980–2010) in an attempt to address these concerns. In addition, I test whether different processes are at work in determining chronic and transient poverty.

Rethinking the Infrastructure Gap in the Poorest Countries

A recent blog post by Ricardo Hausmann caught my eye because it addresses issues that I’ll be focusing on during my visiting fellowship here at the Center for Global Development. Hausmann—a former Venezuelan minister of planning—discusses the difficulty of closing the infrastructure gap in developing countries, and highlights the dilemma of whether governments should finance infrastructure projects through public-private partnerships or through their national budgets. He’s right about the dilemma, but his solution isn’t workable for fragile and low-income countries where infrastructure needs are greatest.

As part of the G7 meetings, Minister Marie-Claude Bibeau will host a meeting of G7 Development Ministers – the first of its kind since 2010.

In preparation for that meeting, Minister Bibeau will join the Center for Global Development to discuss the priorities for this global development summit. In particular, she will discuss the importance of advancing the empowerment of adolescent girls including their central role in eradicating poverty and the need to move towards gender-responsive approaches to humanitarian assistance.

The Honourable Marie-Claude Bibeau was elected as the Member of Parliament for Compton–Stanstead in October 2015, and a few weeks later, was appointed Minister of International Development and La Francophonie by Prime Minister Justin Trudeau. As minister, she has refocused Canada’s international assistance on helping the poorest and most vulnerable people and on supporting fragile states. In June, 2017 Bibeau launched Canada’s new Feminist International Assistance Policy – making Canada a leader in the fight against poverty by prioritizing gender equality in the country’s international assistance programming.

Following brief remarks, Minister Bibeau will sit down for a discussion with CGD President Masood Ahmed, followed by audience Q&A.

Chart of the Week: Taxing the Poor to Give to the Bureaucrat?

The world’s poorest people have been getting richer recently. But they remain incredibly poor. The 10 percent of the world’s population still consuming $1.90 or less a day are subsisting on a small fraction of the resources available to people at the US poverty line. So you’d hope that the governments of the countries where they live would be trying to raise their consumption levels. But the reality is more complex.
