					<description><![CDATA[if a person was appointed as LDC in 1988 and transferred(appointed) to another Cadre in 1998 after qualifying competitive exam. and subsequently promoted to the next higher post in 2002 as per existing RRs on ad-hoc basis and further promoted to the next higher post in 2007/2011 on ad-hoc basis and continued his service for more than 16 years on ad-hoc basis. whether he is entitled for his 3rd MACP after completion of 10 years of the last post he held or not? however, it is also to point that he got his ad-hoc promotions not because of his fault, but the administration has failed to conduct proper DPC well in time. his last promotion was to a &quot;A&quot; category post which cannot be regularized with out the consent of the UPSC.

2. Earlier DPC conducted by an Adminstrative department an be over rule by the same administrative department without giving proper justification.  is this right?

3.If a DPC conducted by any Department on the basis of decisions taken by the Hon&#039;ble High Court can be cancelled by any other department(administrative department) and conducting review DPC without considering the decisions of the ruling of the Hon&#039;ble High Court and subsequent decisions of the CAT. Is it in order?
in the High Court decision, a paragraph has already given to upheld the decisions of an Autonomous body. Is this is not enough for giving benefits of the subsequent employees came through the same competitive exam?]]></description>
