The centres have been managed by Fusion Lifestyle since 2011, but the company, which also manages other leisure centres across the country, has entered administration, meaning it cannot continue.

The Council says it is finalising arrangements with Serco Leisure and Leisure Solutions Community Trust to operate its three leisure centres. Leisure Solutions Community Trust is an independent not-for-profit legal entity that partners with Serco Leisure.

Cllr Anne Gray, the Council’s Lead Member for Leisure Facilities, said: “While there are some details still to be finalised, we are keen to keep customers and communities informed about the leisure centres.

“We look forward to finalising the new arrangements and moving the centres into a new phase.

“The centres continue to operate as normal, and there will be much more communication to come around the new operators.

“I am also pleased that thanks to a government grant, work will also soon start on a £3 million investment at Loughborough Leisure Centre to install a new carbon-neutral heating system, demonstrating a commitment to investing in the facilities.”

Ian Phelps, Chair of Leisure Solutions Community Trust, said: “We’re looking forward to working with Charnwood Borough Council to ensure a smooth transition period for both customers and employees at each of the three centres.

“Looking ahead, we will be working to build on the important role these facilities play at the heart of this community, providing high‑quality, inclusive leisure opportunities for residents across the borough and beyond.”

Serco Leisure and Leisure Solutions Community Trust are due to start managing the centres from early July and direct communications with customers will be issued soon. All centres will operate under Serco Leisure's customer-facing brand - MORE Leisure.

Honorary Alderman Tormey served as a borough councillor for 24 years, between 1983 and 1987 and from 1991 until 2011. He was a former Mayor of Charnwood and a deputy leader of the Council. He was appointed to the role of Honorary Alderman in 2011.

Cllr Hamilton said: “On behalf of Charnwood Borough Council, I would like to express our sincere condolences to the family and friends of Honorary Alderman Tormey, who served the borough council and residents of Charnwood for many years.

“Honorary Alderman Tormey dedicated his time and energy to making our communities better and stronger, and we will always be grateful for his service.”

As is tradition, flags at the Council will be flown at half-mast on the day of Honorary Alderman Tormey’s funeral.

The conferring of the title Honorary Alderman/Alderwoman is one of the highest awards that can be made to a former councillor in recognition of exceptional service to the Council. Honorary Aldermen/Alderwomen wear a dark blue robe and support the Mayor on formal ceremonial occasions.

They occasionally undertake social duties at the request of the Mayor and are entitled to process in and take a seat at meetings of Council, although they have no vote.

Held in the Sock Gallery between 10am and 4pm, the event saw a strong turnout of residents taking the opportunity to meet council officers face-to-face, ask questions and learn more about the range of services available to them.

Attendees were able to access advice and support on key issues including managing rent payments, reporting repairs, and tackling anti-social behaviour. Council teams were on hand throughout the day, alongside partners, to provide practical guidance and connect residents with useful resources.

Visitors also had the chance to sign up to a variety of tenant services, groups, forums and upcoming activities, helping them to stay involved and informed about housing services across the borough.

Peter Oliver, Director of Housing and Wellbeing at Charnwood Borough Council, said: “It was fantastic that so many tenants and leaseholders were able to attend this year’s engagement event.

“These sessions are incredibly valuable in helping us listen to residents directly and ensure they feel supported and informed about the services available to them.

“We remain committed to providing accessible, responsive services and events like this help ensure residents’ voices continue to shape what we do.”

The engagement event forms part of the council’s wider programme of outreach, which includes a series of pop-up events taking place across the borough throughout 2026. These informal sessions allow residents to meet officers and partner organisations in their local communities.

Upcoming pop-up events include:

Wednesday, 8 July – Leicester Road Flats, Mountsorrel

Charnwood borough councillors meet on 15 June 2026 and will be recommended to create the two new councils following two community governance reviews over the past year.

The reviews are a statutory process used to consider changes to local governance arrangements. They included two consultation stages with over 500 responses which showed support for creating the councils.

Councillor Jewel Miah, Leader of Charnwood Borough Council, said: “Town and parish councils can play an important role in giving communities a strong local voice, and the community governance review process has allowed people to share their views on these proposals.

“I would once again thank everyone who responded to the consultations and for engaging in the process.

“The Council will now consider the report and recommendations before making a decision.”

If approved, a town council for Loughborough would have 25 councillors and be based on existing Charnwood Borough Council ward boundaries. It would be called a parish council in the first instance but once formed, it is expected that the name would be changed to a town council.

The recommendation for Broadnook is to create a parish council with 12 councillors. It would not have wards and would be known as Broadnook Village Council.

Town and parish councils can provide a variety of services, such as allotments, parks and open spaces, bus shelters and community transport schemes, community centres and leisure facilities, crime reduction and community safety measures, festivals, celebrations and tourism activities, litter bins, street lighting and street cleaning.

While some services and assets could transfer from the borough council to a new town council, no decisions have been made at this stage. Any future arrangements would be determined later in the process.

As well as approving the creation of the councils, councillors will be asked to approve Reorganisation of Community Governance Orders which once ‘made’ would mean the town and parish councils would come into effect on 1 April 2027 with elections due in May that year.

Summer Cinema, organised by Charnwood Borough Council, takes place on Sunday, 5 July, from 12pm to 7pm and offers a full day of big screen entertainment, live performances, and classic family fun.

Visitors are encouraged to bring a picnic or enjoy delicious offerings from local food traders who will be at the park.

Councillor Jennifer Tillotson, the Council’s lead member for housing, economic development, regeneration and town centres, said: “We held a Summer Cinema event last year and Queen’s Park was packed with families having an amazing time.

“This year’s event will no doubt be the same, and a great example of how we’re bringing our town centre and parks to life for residents and visitors.

“Last year the films shown were animated classics Encanto and Moana, followed by the popular musical-comedy Pitch Perfect. The films were well received and I’m sure the three films shown this year will be too.

“The event will be a superb opportunity to enjoy some top-quality entertainment and meet up with friends and family – all for free. We look forward to welcoming everyone to Queen’s Park in July.”

The Council will be contacting some voters by email saving time, money and helping the environment.

Last year, 44,790 residents were contacted by email.

Rob Mitchell, the Council’s Chief Executive and Electoral Registration Officer, said: “The ability to vote is both an important right and a valuable opportunity, so I encourage residents to keep an eye out for our email and reply as quickly as possible.

“Using email for our annual review has made the process faster, more cost-effective, and more environmentally friendly, all of which are priorities for the Council.

“The email is completely secure and contains everything residents need to respond. Replying promptly will also help avoid unnecessary postal reminders being sent out.”

The Council used to send out 77,000 letters to households in the borough.

Households will receive an email this year with the aim of reducing the number of letters issued. Some voters will still receive a letter. Residents can update their contact details with the Council’s Electoral Services team so they may be able to receive an email instead of a letter next year.

Residents who are already registered to vote and would like to update their contact details can email elections@charnwood.gov.uk.

The Council is legally required to check that its electoral register is up to date each year to make sure that everyone who is eligible to vote is registered and can have their say in future elections.

The Council is using databases to identify households where voter details are unlikely to have changed and then send them an email.

The email will be sent from elections@charnwood.gov.uk on Monday, 15 June and residents need to respond by Monday, 22 June.

If more than one person in the household receives the email, only one person needs to respond.

If a response is not received or the Council does not hold an email address for anyone in the property, a paper form will be delivered from Friday, 10 July.

Where data suggests there have been some changes to the voters at the property, a paper canvas form will be sent from Friday, 10 July.

If the information is not correct on the form, residents need to let the Council know as soon as possible so individual electoral registration forms can be sent to those who need to register to vote.

The Electoral Registration Officer needs the information to be able to publish a complete and accurate electoral register on December 1 each year.

Having your details on the electoral register will:

allow you to be able to vote

improve your credit rating

make it easier to access council services

help you avoid a fine

Full details on how residents can complete the form online, by phone, via text or by post are all contained in the email or form sent to them.

A list of frequently asked questions is available on the Council's website.

If you need to register to vote, visit www.charnwood.gov.uk/register_vote.

More information can be found on the Council’s website or residents can contact the team on 01509 634666.

Former Mayor of Charnwood, Cllr Dr Julie Bradshaw MBE is an open water swimmer and world record holder who has swum the English Channel solo twice, including once at the age of 15 and again in 2002 using butterfly.

Cllr Bradshaw is encouraging anyone considering swimming in open water to be aware of the potential dangers.

Cllr Bradshaw said: “I’ve taken part in many open water swims over the years, raising money for charity and even achieving a few world records along the way.

“However, what people don’t always see is the level of training, preparation and acclimatisation required. Entering open water without being properly prepared can quickly become dangerous.

“I would like to reiterate the safety advice issued by Leicestershire Fire and Rescue Service.

“Open water can often be much colder, deeper and more unpredictable than it appears. Even on a hot day, the water temperature may be significantly lower.

“It’s always safest to swim as part of an organised event where safety measures are in place. You should never swim alone or without supervision.

“Avoid entering the water if you have been drinking alcohol, are sunburnt or feeling tired, as this can increase the risk of getting into difficulty.

“It’s important to understand your own limits and think carefully before entering the water.

“By following the guidance from Leicestershire Fire and Rescue Service, we can all enjoy the warm weather safely.”

Cllr Jennifer Tillotson, the Council’s Lead Member for Housing, Economic Development, Regeneration and Town Centres, said: “The public toilets in Loughborough are used by tens of thousands of visitors each year, this is why it is essential that they are restored to ensure the highest standard.”

Cllr Ian Ashcroft, the Council’s Lead Member for Property and Assets, said: “Improving Loughborough’s public toilets is a vital investment as it will benefit the town centre for many years to come.

The event will be taking place at Lift Beacon Primary School on Saturday, 13 June from midday to 2pm.

The 100-year celebration will showcase the history of Shelthorpe through information stalls and also feature food and drink stands, children’s activities and live entertainment.

The project to celebrate the centenary of the Shelthorpe estate is being led by Charnwood Borough Council.

Funding for the project has been provided by the Government’s UK Shared Prosperity Fund (UKSPF) with £10,000 of funding.

Cllr Jennifer Tillotson, Lead Member for Housing, Economic Development, Regeneration and Town Centres, said: “I am really pleased that we are able to celebrate 100 years of the Shelthorpe estate in Loughborough through the UKSPF.

“The estate has been at the heart of the Loughborough community for 100 years and it is important that we help mark the importance of the year ahead with local residents and I really look forward to this event.”

Cllr Anne Gray, Councillor for Loughborough Outwoods and Shelthorpe, said: “This will be a fantastic event to celebrate the centenary of Shelthorpe – a place that thousands of residents call home.

“The estate has a fascinating history and this will be a real opportunity to come together as a community, learn more about the place we live and celebrate the stories that we have uncovered over time.”

Ben Kilgannon, Principal at Lift Beacon Primary School, said: “It is a real privilege to host such an important celebration event at Lift Beacon.

“This occasion reflects the incredible history, pride and strength of the Shelthorpe community. Lift Beacon plays a vital role in supporting Shelthopre children to thrive and achieve and we look forward to welcoming many guests.”

As part of the centenary year, the Shelthorpe Archive has been created to collect stories and photographs.

The online collection will be available this summer to read stories, anecdotes and view the archived footage from Shelthorpe. The borough council has worked in partnership with Loughborough-based, Creative Initiatives CIC, on the archive.

Another UKSPF project includes the improvement of the Park Road shopping area in Shelthorpe. This project includes a deep clean of the site, new CCTV and the installation of a new community notice board.

Cllr Beverley Gray, Councillor for Loughborough Outwoods and Shelthorpe, said: “The launch of the online archive will be a really fascinating read for the residents in the estate, former residents and the wider community.

“I am also pleased that Shelthorpe has received funding through another UKSPF project to help improve the Park Road shopping area. We have worked with local businesses to help make it a safer and more attractive place for visitors.”

Building of the Shelthorpe estate began in 1926 as the 1919 Housing and Town Planning Act came into effect, giving local authorities more control in building council houses.

The act was brought in following the end of the First World War and was called the ‘Homes fit for Heroes’ campaign.

In the lead up to the event, community craft sessions have taken place with residents to share and map stories which will be displayed at the event.

An exhibition is also currently being held at Loughborough Library to showcase the history of the Shelthorpe estate. This information has been gathered and displayed by the Loughborough Library Local Studies Volunteer Group.

The Town Deal has supported 11 local projects after securing £16.9 million from the Government’s Towns Fund in 2021.

With match funding, the programme of projects is worth over £50 million. With all but one project now completed, the Loughborough Town Deal has handed over governance and oversight responsibilities to Charnwood Borough Council following its final meeting at the Generator in Loughborough – one of the projects supported by the Town Deal.

Projects have included the creation of the Careers & Enterprise Hub in the town centre and a Digital Skills Hub at Loughborough College; investment in key local attractions including Great Central Railway and John Taylor and Co Bellfoundry; regeneration of the town centre; support for the town’s historic markets, events and town parks, plus the expansion of SportPark.

The final project to be completed is the ongoing Loughborough Wood Brook Flood Risk Management Scheme which is being led by the Environment Agency.

Martin Traynor OBE, Loughborough Town Deal Chair, said: “It is a proud day for the Loughborough Town Deal Board as we are able to look back and reflect on the amazing work that has been delivered for the town over the past seven years.

“During this time, investment has been made in historic buildings and industries while also looking to the future through new events in the town centre, and infrastructure at Loughborough College and Loughborough University.”

"The Town Deal projects are worth £50 million of investment into the local economy, and it has been a delight to work with project leads, local partners, authorities and organisations to secure this funding and ensure it makes a real impact for the people of Loughborough and visitors to the town.

“I would like to thank everyone involved including members past and present of the Town Deal Board and officers and councillors at Charnwood Borough Council for their dedication to help deliver these projects.”

The projects supported by Loughborough Town Deal have been:

Loughborough College Digital Skills Hub

Living Loughborough Project

Healthy and Innovative Loughborough

Loughborough Wood Brook Flood Risk Management Scheme

The Bedford Square Gateway Project

The Generator - Creative Industries and Community Arts Hub

John Taylor's Bell Foundry: Saving the last major bell foundry in Britain

Great Central Railway - A new Heritage Locomotive Works, Education Centre & Museum for Loughborough

Lanes and Links Project

The Loughborough Town Deal Board was first formed in 2020, after the town was selected to bid for Government's Towns Fund.

It has involved a range of organisations, including the borough council, Loughborough University, Loughborough College Group, Love Loughborough BID, Leicestershire County Council, Charnwood Together Economy and Skills Group, local and independent businesses and the Loughborough MP, formerly Jane Hunt and now Dr Jeevun Sandher.

Following extensive research and consultation, the Board submitted to Government its Town Deal Investment plan which included a range of projects.

In 2021, it was announced that Loughborough Town Deal was successful in securing £16.9 million.

The first project to be completed was the opening of the Careers & Enterprise Hub in the town centre. The project, delivered by Loughborough College Group and Loughborough University, was supported with £750,000 of advanced funding by the Town Deal and was set up to provide people of all ages with resources and guidance for skill development and business startups.

The completion of major projects then followed including the improvements to the town centre to make it a more attractive and accessible place for visitors through the Bedford Square Gateway project in 2022, improving the canal footpaths in 2023 and helping to save John Taylor’s Bell Foundry which included the creation of a new visitor centre that opened in 2024.

Investments also saw the extension of SportPark Pavillion 4 at Loughborough University, the creation of a Digital Skills Hub located at Loughborough College and the casting and installation of the Hope Bell – a lasting memorial which pays tribute to key workers and those that lost their lives during the pandemic.

The final Loughborough Town Deal project that has been completed was the opening a new multidisciplinary arts venue in the town centre, the Generator which received £1.63 million of funding.

Fittingly, the final board meeting took place at the Generator on Wednesday, 13 May 2026.

The projects completed are worth around £40 million. Once the Loughborough Wood Brook Flood Risk Management Scheme is completed, the total investment is set to be worth around £51 million.

A new exhibition giving people a chance to brush up on the history of one of Leicestershire’s best known and longest-standing industrial firms has opened in Loughborough.

Energy engineering company BRUSH Group set down its roots in Loughborough soon after the industrialist Charles Francis Brush invented the ‘electric dynamo’ in 1876.

Since then BRUSH has grown to become a global player in electrical power equipment and solutions. ‘Keeping the lights on!’ is hosted at Charnwood Museum, which is jointly run by Leicestershire County Council and Charnwood Borough Council.

This special temporary exhibition, which runs until September, delves into the history of BRUSH in Loughborough, chronicling the company’s development through to the present day.

Visitors can explore how BRUSH has continued to reinvent itself, driving innovation and inspiring generations of engineers, with interactive displays and a behind-the-scenes peek at the company’s Falcon Works manufacturing facility which still makes power transformers that are crucial to the UK’s electricity grid.

Councillor Kevin Crook, Leicestershire County Council cabinet member for Heritage, said: “The history detailed in this exhibition just shows how powerful and meaningful heritage and legacy can be.

“I know this exhibition will mean a lot to local communities who may have grown up in the local area, who are employees of the manufacturer or even visitors to the area, who get a glimpse of the iconic BRUSH neon sign when arriving in Loughborough rail station.

"It’s a great celebration for BRUSH and it really highlights how Leicestershire is thriving, bolstering business and supporting economic growth. I’d encourage everyone to visit the museum and see this local piece of history brought to life.”

Nicolas Pitrat, CEO of BRUSH Group said: “BRUSH has a long and rich heritage, and it is a history that we share with the town of Loughborough and its people.

"We’ve been a major employer in the region for generations of people who together have played a key role in shaping the UK’s energy landscape.

"It’s a pleasure to be able to share our story through this exhibition and highlight the importance of BRUSH, our employees and the town to the country’s critical energy infrastructure, in the past, present and future.”

Councillor Anne Gray, Charnwood Borough Council’s Lead Member for Leisure Facilities, said: “Having BRUSH in Loughborough is something for the whole town to be proud of.

“This exhibition at Charnwood Museum will shine a light on the work they have done as a global business for so many years, and it is a fantastic opportunity for residents and visitors to discover how Loughborough has contributed to international engineering excellence.”

The exhibition is free entry and open until Sunday, 27 September. Charnwood Museum is open Wednesday to Saturday, from 10am to 4pm and Sunday 1pm to 4pm.
Over 400 non-LED fixtures have been replaced in the venue’s main foyer, gallery, conference rooms and public areas, with added professional stage lighting also being replaced in the main auditorium.

These replacements are expected to reduce the Town Hall’s carbon footprint by 29.85 tonnes per annum, alongside an average energy reduction of 65%.

Many of the stage fixtures replaced were between 20 and 45 years old, enabling the venue to benefit from improved energy efficiency while also increasing the range and quality of technical support across its programme.

Cllr Beverley Gray, the Council’s Lead Member for Climate Action and Net Zero, said: “It is fantastic to see the new lighting installed at Loughborough Town Hall to continue to make the venue energy efficient.

“We are determined to reduce emissions across the whole borough, whether that is in our buildings, by installing electric vehicle charging points in our car parks or just by encouraging our residents to look towards a greener way of living.”

Cllr Anne Gray, the Council’s Lead Member for Open Spaces and Leisure Facilities, said: “We continue to invest in our leisure facilities across Charnwood and it is important that we do so to keep them running effectively and efficiently, while cutting costs.

“I’m really pleased to see the new lights installed to cut carbon emissions. They will also give visitors a better experience with the lights being more powerful and clearer.”

The total cost of the project is £133,000 with the return of investment expected in around three and half years.

In 2024, 30 LED house lights and 48 LED stage lights were fitted in the main auditorium.

Charnwood Borough Council declared a climate emergency in November 2023 and committed to working with partners and communities to reduce carbon emissions and help limit global warming.

Loughborough Town Hall is a multi-award-winning professional theatre, gallery and event venue, originally built in the 1850s as a corn exchange and ballroom.
The patrols provide a visible presence to help tackle retail crime and anti-social behaviour.

The scheme is being funded and led through Charnwood Borough Council and Love Loughborough BID.

Following the introduction of the programme in 2025, the street patrols have supported 127 individual businesses directly and visited Loughborough businesses on over 3,000 occasions.

Cllr Jennifer Tillotson, the Council’s lead member for Housing, Economic Development, Regeneration and Town Centres, said: “The security patrols have made a huge difference in reducing crime and anti-social behaviour within the town centre therefore this is an important investment to help protect our local businesses.

“The feedback we have received from local shop owners and businesses has been really positive and we are pleased to be able to keep supporting them.”

The scheme was originally funded through the UK Shared Prosperity Fund, however will be continued with £30,000 of investment from the borough council and Love Loughborough BID.

Lez Cope Newman, Chair of Love Loughborough BID, said: “I am pleased that we are able to extend the scheme to have our friendly street patrollers in the town centre.

“They have been an invaluable asset at over 12 major events, ensuring visitors to Loughborough felt safe and welcome.

“Their visible presence has served as a deterrent, and the results are clear to see that they have made a significant difference to Loughborough.”
