		<description><![CDATA[Dr. Donald Berwick, the administrator for the Centers for Medicare and Medicaid Services, recently wrote an article in <a href="http://www.nejm.org/doi/full/10.1056/NEJMp1111671?query=featured_home&#38;" title="The New England Journal of Medicine">The New England Journal of Medicine</a>. Dr. Berwick provides his perspective on managing care by working in a team and ultimately improving the quality of care by setting up an accountable care organization (ACO).  He highlights how the ACO rules have changed since they were released back in March after receiving about 1,200 comments on the rules from providers, organizations and other health care stakeholders. The comments focused on reducing the barriers to participate in an ACO (criteria and regulations to qualify and participate), reducing the financial barriers in setting up an ACO and lastly, maintaining patient choice.<img alt="" border="0" src="http://stats.wordpress.com/b.gif?host=chpre.wordpress.com&amp;blog=12381795&amp;post=1121&amp;subd=chpre&amp;ref=&amp;feed=1" width="1" height="1" />]]></description>

		<description><![CDATA[To help stay current with health policy news around the nation, we have links for future reference.  <a href="http://www.healthcare.gov/" title="Healthcare.gov">Healthcare.gov</a> is a great resource not only to look at insurance options and learn about the health care law, but to also learn about individual states,  and how much each state spends on treating chronic disease,  and how much money can be saved with prevention initiatives.  
     Additionally, the repeal of the health care law continues to move forward with the 11th circuit court concluding that the individual mandate is unconstitutional. 		<description><![CDATA[<a href="http://chpre.files.wordpress.com/2011/03/bberenson-11.jpg"><img src="http://chpre.files.wordpress.com/2011/03/bberenson-11.jpg?w=300" alt="" title="bberenson (1)" width="300" height="225" class="aligncenter size-medium wp-image-960" /></a>On March 22, 2011, Robert Berenson, M.D., an Institute Fellow at the Urban Institute presented at the Spring HAP Seminar Series. He is an expert in health care policy, particularly Medicare, with experience practicing medicine, serving in senior positions in two Administrations, and helping organize and manage a successful preferred provider organization. From 1998-2000, he was in charge of Medicare payment policy and private health plan contracting in the Centers for Medicare and Medicaid Services. Previously, he served as an Assistant Director of the Carter White House Domestic Policy Staff and recently was a member of the Obama transition team. Effective July 2009, Dr. Berenson became a Commissioner of the Medicare Payment Advisory Commission (MedPAC) and was named Vice-Chair in 2010. 

He is a graduate of the Mount Sinai School of Medicine and on the faculty at the George Washington University Schools of Medicine and Public Health and the Fuqua School of Business at Duke.

		<description><![CDATA[On February 28, 2011, President Obama made an announcement stating that states would be able to apply for State Innovation Waivers to develop the most innovative health care solutions for their individual states.

The Empowering States to Innovate Act was introduced by Senators Ron Wyden, Scott Brown, and Mary Landrieu.  The waivers will be available beginning in 2014 instead of 2017. This proposal will allow states to have more flexibility in terms of covering Americans in each state. On March 2, 2011, the Brookings Institution hosted an Oxford Style debate analyzing the constitutionality of the individual mandate, a major provision requiring individuals to purchase health insurance.  The debate was moderated by William Galston, a Senior Fellow and Ezra K. Zikha chair in Governance Studies at the Brookings Institution.  David B. Rivkin Jr. and Ilya Somin presented the argument favoring the mandate’s unconstitutionality. On Sunday, Len Nichols participated on the Health and Human Services Committee panel where the focus of discussion was on the sustainability of Medicaid, I have summarized some points by Len Nichols, Doug Holtz-Eakin and the governors who voiced their concerns for their states. 		<description><![CDATA[<img src="http://www.nga.org/Images/NGASQUARETHUMB.JPG" align="left" />On February 26-28, the National Governors Association will hold their winter meeting in D.C.  The purpose of the meeting is to allow governors to discuss and exchange ideas about issues their individual states are dealing with and hope to help one another in developing solutions. The agenda will cover education, job creation, and Medicaid.  Sunday, February 27, meetings for The Economic Development and Commerce Committee, Health and Human Services Committee, the Natural Resources Committee and the Special Committee on Homeland Security and Public Safety will be held. For the Health and Human Services Committee,  Len Nichols has been selected to speak on the topic of Medicaid sustainability. Governors will talk about how health care cost challenges can be turned into opportunities for reform and how to implement reform quickly in order to pay out dividends in the short run. 		<description><![CDATA[An NPR story on alternatives to the individual mandate to buy health insurance, a contentious piece of the new health reform law, was reported by Julie Rovner and aired on Morning Edition on Tuesday, February 8, 2011, <a href="http://www.npr.org/2011/02/08/133503755/alternatives-to-mandating-insurance-maybe">Read Interview</a>.

The story has generated a range of reactions that merit a response. To clarify, I was not advocating alternatives to the purchase mandate, as the web story makes clear. I told Ms. Rovner that the mandate was the best way to accomplish the shared objectives of getting all Americans covered while using private insurance. As I have written and testified numerous times elsewhere, and as was implicitly understood by both Ms. Rovner and myself, expanding coverage this way will also require insurance market reforms – e.g., requiring insurers to sell to all regardless of their health status and limiting how much more the sick may be charged.<img alt="" border="0" src="http://stats.wordpress.com/b.gif?host=chpre.wordpress.com&amp;blog=12381795&amp;post=821&amp;subd=chpre&amp;ref=&amp;feed=1" width="1" height="1" />]]></description>

		<description><![CDATA[<img src="http://www.exigencehealthcare.com/images/layout/home.gif" align="left" />National Public Radio released a 3 part series titled, <a href="http://www.npr.org/series/129473931/primary-care-under-pressure">"Pressure on Primary Care,"</a> which focuses on the changing landscape of delivering primary care.  
The problem: Americans aging and not enough physicians to treat them. It is predicted that by 2030, 70 million Americans will be older than 65, which means they will require more care.   With health reform, another 32 million will be covered. Additionally, Health Affairs stated that 21% of the US population lives in a rural area and only 10% of physicians practice there<img alt="" border="0" src="http://stats.wordpress.com/b.gif?host=chpre.wordpress.com&amp;blog=12381795&amp;post=771&amp;subd=chpre&amp;ref=&amp;feed=1" width="1" height="1" />]]></description>

Lisa feels that when physicians are accepting money in exchange for promoting drugs, there is a conflict of interest. 		<description><![CDATA[<img src="http://upload.wikimedia.org/wikipedia/commons/thumb/4/47/Flag_of_Virginia.svg/200px-Flag_of_Virginia.svg.png" align="right" /> It was a long and challenging semester, but on December 14, 2010, the final meeting of The Virginia Health Reform Initiative convened and voted on the 28 recommendations for health reform. The Secretary of Health and Human Services, Bill Hazel presented Governor McDonnell with 28 final recommendations in addition to the 100 page report that demonstrates the health care problem in Virginia, Virginia's health status compared to rest of the country and suggests how to move forward with health reform.  The goal of the Virginia Health Reform Initiative is find ways to deliver high quality health care in a more efficient way at a lower cost. Len stresses the importance of changing the way health care is delivered and paid, if this is not changed,"half of the families in America will be spending about a third of their income on health care". Even if the bill is repealed and the reform legislation may not survive when challenged in court, it demonstrates that the nation's health care system is not on a sustainable path.  In the interview, Len mentions that "health care costs are growing faster than economy-wide productivity and faster than income". Edwards, known as the father of the technology, In Vitro Fertilization (IVF) made it possible for four million babies to be born over the past thirty years received the Nobel Prize for Medicine in October 2010. He is responsible for the first "test-tube baby".  IVF made having children possible for couples who could not have biological children, same-sex couples, single parents and those concerned about genetic disorders. IVF became an ethical issue that Edwards battled throughout his research. The initiative will focus on 6 crucial areas of health reform implementation.  These include delivery reform, capacity, insurance reform, technology, Medicaid reform and purchasers perspectives. The House proved the Democrats can govern, even with Republicans in full-throated opposition.... While waiting in line, I was observing the protesters closely, thinking to myself, what is it that makes them think that President Obama would allow for something terrible to happen to one's health care coverage.
