The electoral map of Europe changed on the weekend. If there is one clear message that the people of France and Greece sent to their governments, it is that, like Howard Beale in the movie Network, they are mad as hell and aren't going to take it anymore. The election of François Hollande, who campaigned on converting the euro zone fiscal stability pact to a growth pact, and political disarray in Greece, introduce additional uncertainty to the outlook.

We live in interesting times.

When it comes to food security and agriculture, the G20 seems to be all too willing to take the credit while passing the buck. It wants to set the agenda on world food security. But it has been reluctant to require the G20 governments themselves to coordinate regulatory changes to address high and rising food prices or put the kind of money needed into agricultural investment in the world’s poorest countries.

Kick Argentina out of the G20? Absurd

Such far-out proposals indicate two things: how low Argentina’s credibility has sunk, but also how far removed from the real world of 2012 some North Atlantic opinion-shapers are.

Argentina’s partial renationalization of its oil company, Yacimientos Petroliferos Fiscales (YPF), has triggered a veritable frenzy of anti-Argentine sentiment. Ironically, this has been more pronounced in the British and American media than in the Spanish one, though it is a Spanish company, Repsol, that is affected.

It is tempting to think that good ideas will prevail, even (or especially) in technical issues such as those on the global financial governance agenda. Yet this type of advance may prevail in areas such as those relating to the highly complicated but vital "Basel III" framework, so-called because it represents the third round of standards put forward by the Basel Committee on Banking Supervision, a forum of international bank regulators.

Afghanistan as a Test of Canadian Politics: What Did We Learn from the Experience?

This paper considers lessons that can be drawn from the Canadian effort in Afghanistan, especially the challenges of trying to build security, governance and development in Kandahar. First, it examines how the Canadian Forces (CF) adapted over time, both in Afghanistan and in Ottawa. Second, it looks at the challenges presented by a minority government and what can be learned from this political context.

Carleton will be participating in the Africa Initiative Graduate Research Program by welcoming Ms. Prisca Kamungi, a top doctoral student at the University of Witwatersrand's African Centre for Migration and Society, one of the world's leading scholarly centres on migration and refugees in Africa. Through short-term academic opportunities for cross-continent research, the Africa Initiative Graduate Research Program is supporting 10 Africa-based and 10 Canada-based graduate students with over $200,000 in funding to facilitate research on critical issues facing Africa.

The single most important reform of the G20 process would be to concentrate the proceedings more clearly on the leaders themselves.

In considering the evolving role of the G20, it is worth reflecting upon the factors that shaped the group’s original mandate. As the first decade of the new century progressed, it became increasingly clear that the international balance of power had shifted, but the institutional framework, which sought to manage the global economy, had not adapted to reflect this new reality.
