New collaboration with FTI Consulting will help young people understand the economic crisis

Boom, Bust and Crunch is a brand new project for 2013, which the Citizenship Foundation is developing with FTI Consulting. It will engage 14-16 year olds in some of the issues surrounding the economic crisis.

The younger generation contains our future economists, politicians and voters. Yet there are few good-quality educational resources that make the financial crisis easy to understand. There is also little that recognises the importance for young people to understand why it happened and how we might prevent it from happening again. Boom, Bust and Crunch will help to fill those gaps.Boom, Bust and Crunch is being developed by the Citizenship Foundation in partnership with FTI Consulting. Both organisations believe in making complex economic concepts easier to understand.FTI Consulting brings to the project people with a broad range of expertise: from economists to communications strategists. The Citizenship Foundation has over ten years' experience of providing quality education about the relationship between the economy and society, through programmes such as Paying for It and the Youth Budget. Boom, Bust and Crunch will consist of three lessons, facilitated by volunteers from FTI Consulting and, later, from some of their client organisations. They will use resources created specially by the Citizenship Foundation with support from employees from FTI Consulting. We shall pilot the resources with a school in Southwark in June 2013. They will be rolled out to more schools in the next academic year.

New inquiry asks if the National Curriculum is fit for purpose

The Youth Select Committee has launched an inquiry into whether the English education system gives young people the skills they need for life after school.

In its draft National Curriculum document, the government says the school curriculum should prepare pupils for 'the opportunities, responsibilities and experiences of later life'.However, pupils themsleves are challenging the system to prove it can really deliver this. The Youth Select Committee comprises eleven members aged 15-18. It is an initiatve of the British Youth Council and is supported by the House of Commons. Its inquiry will look at how schools help develop young people's 'life skills' such as personal finance, political education and cultural awareness. The inquiry will look at the following issues: The responsibility of the education system to equip young people with 'life skills' such as political education, personal finance and cultural awarenessThe current state of 'life skills' provision in schoolsThe support currently available for teachers to deliver lessons and programmes in life skillsWhether the school education system gets the balance right between academia and 'life skills'Whether the teaching of 'life skills' should lie within core subjects or as a separate part of the curriculumHow much young people are involved in shaping the personal, social, health and economic (PSHE) and citizenship curriculaHow PSHE and citizenship teaching is implemented in different schoolsWhat the UK government can learn from others about teaching 'life skills' to young people.Eighteen-year-old Natasha Browne, MYP* for Solihull and Chair of the Youth Select Committee, said: 'It's important that young people get the right support to equip us with the skills to be successful in later life. Schools are the focus of young people's lives and, as a Committee, we look forward to hearing what people have to say about the role of the education system in equipping young people with skills for life'.The Committee's call for evidence closes on 4 June. It will hold oral evidence sessions in the House of Commons in June and July. The Youth Select Committee has a clear mandate for its inquiry. In November 2012, the UK Youth Parliament voted for 'A curriculum for Life' to be its priority campaign this year.* MYPs are Members of the UK Youth Parliament. Two MYPs sit on the Youth Select Committee, alongside two youth councillors, the Young Mayor of Bristol and one elected young representative from each of the devolved nations. Three seats are reserved for groups that otherwise may be under-represented.

Curriculum consultation closes; thanks for all the support

Thank you to everyone who fed into the UK Government's National Curriculum consultation, which closed yesterday.

Working with campaign group Democratic Life, we fielded well over a hundred submissions on behalf of citizenship education. We must now wait and see how successful we have been in strengthening the proposed National Curriculum and citizenship in particular. The Department for Education will analyse responses over the next few weeks, before presenting them to Parliament. The new National Curriculum is due to be sent to schools this autumn, for teaching from September 2014.Thank you again to everyone who responded to the consultation.

Massive curriculum changes will affect all teachers: your chance to influence them is almost up

Long lists of specific historical events; particular methods for teaching English; human rights off the citizenship curriculum; no mention of public finance.

These are just some of the many changes in a National Curriculum that is arguably too detailed in core subjects and cuts chunks out of others. Do you know what is in the draft Programmes of Study? Have you considered how much this upheaval will affect your teaching? Our experience is that many teachers are blissfully unaware. But the government is listening. Until 16 April, you can respond to its National Curriculum consultation. And if, like us, you are concerned about the changes to the citizenship curriculum, much of the work has already been done for you: Campaign group Democratic Life has an online response form that you can use. It is pre-filled with thoughts about the citizenship curriculum, which you can leave in or edit as you see fit. It is sent automatically to the Department for Education's consultation team, and a copy is sent to you. Key concerns for citizenship: Include a clear requirement to teach about human rights Active citizenship is not just volunteering, it involves pupils taking part in genuine social and democratic action in their schools and communities Personal finance education should include economic understanding and public finance Key stage 3 should not focus solely on the UK but should include the European, international and global dimensions of citizenship Improve the subject aims and show appropriate progression between key stages 3 and 4, especially in key aspects such as the law. (For a fuller critique of the proposed citizenship curriculum, see David Kerr's National Curriculum implications for citizenship.)If you care about education, we urge you to respond to the government's consultation. If you care about citizenship education, we invite you to take advantage of Democratic Life's online response form to do so.

It's time to tax our crisps, say young people

This morning, 56 young people met George Osborne at his Downing Street home to share their thoughts on the Budget. This afternoon, they voted in favour of taxing unhealthy food to pay for extra health education.

Young people discuss the Budget with George Osborne in Downing StreetThe group of 14-18 year-olds made the tough health decision after discussing a number of political issues with Members of Parliament at today's Youth Budget launch. The Youth Budget is the culmination of months of work. 1,400 14-18 year-olds put forward their ideas for the economy via the online Chance to be Chancellor competition. The award for the best of these went to James Read-Tannock, who was crowned Youth Chancellor 2013. He echoed the feeling that a tax on unhealthy food would be a good policy move. Andy Thornton, Chief Executive of the Citizenship Foundation, which runs the Aviva-funded competition, said: 'They've learned that making political decisions isn't easy, and doesn't always make you popular. 'For example, putting prices up in the school tuckshop to pay for health education would be unlikely to win them many friends. But they perceived a problem - inadequate health education - and found a solution that fitted rather than one that made them look good.
Plan UK and Citizenship Foundation win award for climate education programme

Together with Plan UK, we have scooped Climate Week's Best Educational Initiative award for our international programme of climate awareness in schools.

Albha Bowe for Plan UK picks up the award from Andrex Eco's Matt Stone.Make the Link - Climate exChange connected 25,000 young people from 330 schools in Europe and Africa. Make the Link ran for three years. A multi-lingual website promoted discussion between those in high-carbon European countries (the UK, Netherlands and Bulgaria) with those in climate-impacted African countries (Malawi, Senegal and Kenya). The programme promoted learning, dialogue and action on climate change issues. Participants shared experiences and attitudes and discussed ideas for action. Five hundred teachers were trained to deliver climate change education. More than 100 MEPs signed a declaration that said young people should have more say in decisions about green issues. The declaration was drawn up by over 200 young people.A free handbook [pdf] shares what we learned from the programme. It has real examples of how young people, educators and decision-makers can work together to tackle climate change, and why they should. It contains contributions from young people in the six participating countries. The handbook is written by Plan UK, the Citizenship Foundation and the Partners Bulgaria Foundation.

Vicky Pryce case highlights need for legal education: Lib-Dem Peer calls for new Academies to heed its warning

Michael Gove's new curriculum for England has re-stated the need for mandatory citizenship education, despite his earlier misgivings about the subject. State schools must still deliver education about the law within citizenship, which includes 'how courts and tribunals work'.

The Vicky Pryce case dramatically illustrates the cost of not even indirectly preparing young citizens for their role as jurors, which has led to the reputational and financial costs of a retrial.Yet, despite the reinstatement of citizenship in the compulsory curriculum, over half of the population will be exempt from this because they will be educated in Academies, outside the National Curriculum. The Academy system leaves headteachers to choose which elements of the curriculum they will follow. Widespread doubt about the future obligation to teach the law has seen many let go of this discipline. On Friday, lawyer and peer Lord Phillips of Sudbury, founder and President of the Citizenship Foundation, issued a call for all schools and in particular Academies, to heed the lessons of the Pryce case for coming generations.'It's vital to regain the momentum of citizenship education lost over the past two years,' he said.'Academies have an indispensable civic duty to help their pupils cope with an increasingly complicated democracy and law-bound world: for their own benefit and that of society.'The Citizenship Foundation has been running education for the law for over 20 years, delivering two Mock Trial competitions that engage nearly 600 schools supported by 1,500 judges, barristers and magistrates. These take place in courts throughout the UK, introducing students age 11-18 to the administration of the law, supplementing class-lessons with real-life engagement. This year's Bar Mock Trial final is at the Royal Courts of Justice in London on 23 March.'It's an unfortunate fact of modern life that a fair justice system is sometimes going to be complicated,' said Andy Thornton, Chief Executive Officer at the Citizenship Foundation.'This high-profile case has shown us why each citizen should have a good enough working knowledge of the law and its processes, taking their turn in upholding its standards. Thankfully, schools are expected to induct young people into this. But a loophole allows Academies to sidestep this. In my opinion it's a loop-hole too big for democratic comfort.'

Gove keeps citizenship in the curriculum but the new, condensed proposal needs refining

We are delighted that Michael Gove ignored the Curriculum Review Expert Panel's advice to drop citizenship from the school curriculum.

We are pleased the Secretary of State is keeping citizenship in the new National Curriculum. (See below for our downloadable guide.) We are also pleased that the overall National Curriculum now explicitly 'provides pupils with an introduction to the core knowledge that they need to be educated citizens' (our emphasis). However, there are gaps. But the draft citizenship curriculum is a baseline, which we can all build on together to give our young people the very best citizenship education that we can. Gaps and opportunities Personal finance is now included but the economy is no longer explicit. Learning about the economy is implied by the public nature of citizenship. Human Rights, too, is no longer explicit. Something called 'precious liberties' has been added: the government may consider this to be the same thing, but others won't. Active citizenship also needs work: we all know it's more than volunteering. Transition between key stages needs care. For example, the draft curriculum has little legal literacy at key stage 4 (the Vicky Pryce jury case is a timely reminder of the importance of this). Citizenship in primary schools needs review. We need to ensure continuity to the draft citizenship curriculum at key stages 3 and 4. Implications for citizenship: a free guide David Kerr has written a guide to implications for citizenship of the draft curriculum. You can download it for free. David has considerable expertise in the citizenship curriculum. He played a key role in getting citizenship on the National Curriculum in 2002 and in its revision in 2007. Consultation But remember, the curriculum is still in draft; so please do tell Michael Gove of any concerns you have. You can respond to his consultation on reform of the National Curriculum until 16 April. Campaign group Democratic Life will soon have online help for those responding to the consultation, so keep an eye on their website. The Citizenship Foundation will be clear that this curriculum proposal is not nearly enough. Mr Gove must back citizenship with resources to re-energise it and ensure it is delivered well and universally. Headteachers, the Teaching Agency, Ofsted, Ofqual and the Department for Education must all give citizenship the support it needs to flourish back into a rigorous, nourishing and respected subject. That's what we will tell the consultation. If you believe in citizenship education, please add your voice too.

Citizenship to stay in the National Curriculum, Michael Gove confirms

This morning, Michael Gove publicly declared his support for citizenship education, during a House of Commons debate that followed his statement on changes to the National Curriculum.

Responding to a question from David Blunkett, Mr Gove told the House of Commons:'Citizenship will remain a programme of study at key stages three and four and I look forward to working with the Right Honourable Gentleman to ensure that this valuable subject is even better taught in more of our schools'.'I am extremely pleased that Michael Gove recognises the importance of citizenship education in schools,' David Blunkett told us. 'It is vital for the future of our democracy, and I am relieved and pleased that the subject now has such cross-party support.'At the Citizenship Foundation, we are very pleased that citizenship will stay on the National Curriculum, with a programme of study and with the Education Secretary's express support. 'We are delighted that Michael Gove has turned around advice to drop the subject,' said Andy Thornton, the Citizenship Foundation's Chief Executive.'Citizenship strengthens civic and civil society and is set to grow in strength and influence in the coming years.''Citizenship is a distinctive subject,' said David Barrs, headteacher of the Anglo European School in Essex. 'It is a subject plus; it combines learning knowledge with engaging actively in local, national and global affairs.'The Citizenship Foundation values the high aspirations behind this curriculum reform. Developing the intelligence and abilities of each new generation is key to the progress of our nation's communities as well as our economy and culture. By retaining education about law and democracy in the statutory curriculum, Michael Gove signals that our political life does not just consist of perpetuating inherited or historic norms but that it needs continual renewal. He is reiterating that young people need support to take on that task with discretion and understanding. He also recognises that people are not born democrats: instead, each generation needs to be taught about how our legal, political and economic system has evolved so that they, in turn, can safeguard and reinvigorate democratic society as they see fit. This thinking values the role of the curriculum for an increasingly insecure and uncertain future where every member of a democracy needs to step up and play their part. However, while we welcome Mr Gove's announcement, we must ask him now to redress the damage caused by three years of uncertainty around citizenship education. Much momentum was lost because people believed he did not support it. Now it's time for extra investment to return its delivery to levels that clearly he wants.Immediate action is needed:Headteachers and senior leaders support and promote citizenship in schoolsOfsted monitors and inspects to ensure high and consistent standards in this domainThe Training Agency ensures new and existing teachers have access to the best subject trainingGovernment supports the best delivery of the new National CurriculumOfqual ensures there is rigorous assessment and examination of this subject. The new programme of study will set the bar for the citizenship education that pupils should receive, whether or not their school follows the National Curriculum.Mr Gove gives future generations the chance to develop wider skills for public life. This will strengthen their lifelong participation as members of a vibrant democracy and give them the confidence to take initiative in local communities. We call on schools to do justice to the government's concise new programme of study. We encourage them to build lively, effective and active citizenship programmes that take advantage of the school setting, the opportunities through the National Citizen Service and post-16 settings. We also reiterate our belief that the vital knowledge for participation in democratic communities can, and should, be introduced earlier in life. This is evidenced by the success of our primary school programme Go-Givers, which is now subscribed to by over 33,000 primary school teachers who recognise how valuable it is.'It is important that schools grasp any new programme of study with both hands and turn it into something that really makes a difference to the development of our children,' said David Blunkett. 'And it is important that headteachers, Teaching Agency Ofsted, Ofqual and the Department for Education give it the support that it needs to flourish back into a rigorous, nourishing and respected subject.' Mr Gove has made it clear that schools must help their pupils develop into people who are knowledgeable, empowered and innovative: people that want to make a difference in their communities and in democratic society, and who know how to do it.The draft programme of study for citizenship is available from the Department for Education website.[Updated: 18:00, 7 February 2013]

Young people get the chance to be Chancellor

Chance to be Chancellor helps 14-18 year-olds prove they have what it takes to manage the country's finances and be the face of the Youth Budget 2013.

Chancellor George Osborne with James Ellis, winner of the Chance to be Chancellor competition in 2010Young people aged 14 to 18 have until 15 February to put themselves in the shoes of the Chancellor of the Exchequer and create their own Budgets.Important economic decisions made today will effect them in the future, even if they are too young to vote on them now.How would they spend taxes? How would they choose what decisions to make? What issues are important to them?Once they've created their Budget they can go a step further. They can submit it to our competition for a chance to win an iPad and to front this year's Youth Budget.Everyone who takes part in Chance to be Chancellor will have their ideas published in the Youth Budget 2013, regardless of whether they enter their Budget into the competition. This gives them a unique voice on those important decisions.'Chance to be Chancellor reflects and responds to the increasing appetite for financial education and improved economic literacy in schools,' said Deborah O'Malley, Community Affairs Manager at Aviva, the competition's sponsor. The Youth Budget will be launched at HM Treasury in March. Stay tuned to the Chance to be Chancellor website for more about the programme, including free teaching resources.

Cabinet Office considers new social action proposals for 10-20 year-olds

A Cabinet Office team has published recommendations for providing a 'social action journey' to young people. It proposes a 'more seamless' progression between opportunities, and says schools should be a key provider of these.

Social action at school: primary school children in London campaign to renovate a local parkWe welcome the call for such a progression. And we welcome the team's recognition that while the National Citizen Service is a 'central universal moment in this journey', it should be 'embedded in a decade of opportunities'.We also welcome the recommendation to 'embed social action in schools'.We hope the Cabinet Office and Department for Education can work together to strengthen the opportunities that already exist in the school curriculum. At the moment, many of these are provided by the citizenship curriculum. We hope the education system will continue to support these opportunities, regardless of whether schools follow the National Curriculum. The recommendations are published in In the Service of Others: A vision for youth social action by 2020. It is the report of Decade in Social Action, a team set up by the Cabinet office to review its provision of social action opportunities for young people.

History lessons are not a replacement for citizenship classes

The Citizenship Foundation is appalled to learn that the government is considering rolling back the clock on history, hoping that students will be more capable citizens in the wake of better teaching about the past.

The suggestion today by the All Party Parliamentary Group on History and Archives is an understandable defence of their own subject based on an ignorance of another's. ('Overhaul school history, urges report by MPs and peers', BBC)Since the inception of citizenship teaching, it has clearly been seen to address a critical gap between understanding the events and choices of past generations and those facing future ones.Citizenship inducts children and young people into the social order of the day, empowering them to play their part in its stability and prosperity.Of course history is an important subject. It is unquestionable that each generation needs to comprehend their heritage and cultural formation. But this does not develop the skills to participate in democratic society, to know about the law, the economy and the practical application of politics to everyday life. Neither does it open up opportunities for schools to give students practical experiences of contributing to communities, nurturing their discretion and autonomy as equals.Teachers and school leaders across the country have transformed their schools based on the principles within effective education for citizenship. We call on the Secretary of State to keep in step with leading educational jurisdictions of the world and acknowledge that the two subjects are distinct in content and purpose, and must be delivered separately. Just because you can prefix the word history with British does not mean that you are teaching citizenship.

In National Pro Bono Week, we say thank you to the 1,800 lawyers that support us

Every year, more than 1,800 legal professionals give their time to support our work.

That's enough to fill the Old Bailey's Grand Hall six times over*. 460 are involved in Lawyers in Schools, which puts them into classrooms to help young people understand the law. 960 support the Magistrates' Court Mock Trial Competition, helping schools prepare, judging the trials and making sure the events run smoothly. The competition runs in magistrates' courts across England, Wales and Northern Ireland. Likewise, 400 support the Bar National Mock Trial Competition, which takes place in UK crown courts. Together, these programmes reach 7,500 young people every year: enough to fill twenty Jumbo Jets and the Grand Hall. Last year, 92 per cent of young people in the Bar National Mock Trial Competition showed interest in pursuing a legal career. 35 per cent of teachers in the Magistrates' Court Mock Trial Competition said their students showed the same interest. 61 per cent of those teachers said they would like to become a magistrate themselves. National Pro Bono Week is an annual campaign to promote the contribution that lawyers make through pro bono work. One of its four sponsors, the Bar Pro Bono Unit, helps find volunteers for the Bar National Mock Trial Competition. The Law Society - another Pro Bono Week sponsor - has funded our legal education work since we started over 25 years ago. Law Society President Lucy Scott-Moncrief said our work is: 'a practical way that the legal profession can help support the development of public legal education'. She echoes Robert Heslett, a predecessor, who said our work is: 'absolutely vital if we are to enjoy a healthy and cohesive society bound by the rule of law'.
On Thursday, students from seven schools were awarded for the social action projects they run. Each team received a cheque for £500, presented at the Treasury by Lord Wallace of Saltaire.

Netherthorpe School, Giving Nation Challenge winner 2012, with Lord Wallace of SaltaireThe Giving Nation awards are for outstanding commitment to charitable activities and social action.27,000 11-16 year-olds are involved in the Giving Nation programme, despite recent concern from the Charities Aid Foundation that young people are responsible for a 'giving crisis'.It seems young people are actually giving rather a lot, even if they're not giving money. Students from seven UK secondary schools and alternative education settings were at the Treasury for the Giving Nation awards, which were presented by Lord Wallace of Saltaire.Students from Queen Elizabeth's Girls' School won a video competition with their campaign to highlight the issue of childhood depression. They will travel to India to experience the work of Raleigh International, Giving Nation's charity prize partner this year.'When we were told that we had won the Giving Nation video award we were proud and speechless that all our hard work had paid off,' one student said. 'We are so grateful for this unbelievable opportunity to experience a charity at work rather than just reading about them.'The winnersNetherthorpe School, Derbyshire Giving Nation Challenge AwardThe school ran a number of projects throughout the school year. These included making and selling bath bombs, organising an Indian Summer entertainment evening, running a Christmas disco, cooking events and sponsored walks. They raised nearly £10,000. Sandgate School, Cumbria Giving Nation Spirit AwardSandgate is an special educational needs school for pupils with severe or profound learning needs. Students formed WUM - Willowfield Uniform Movement, they made and sold badges to support their cause.Coopers Technology College, Bromley Awareness Campaign AwardStudents ran a campaign called 'Having a Good Day' that aimed to raise awareness of mental health issues. A number of booklets, presentations and short films were created. Posters were put up in their local community and films released via YouTube. Overall the campaigned reached more than 1000 people.Catcote School, Hartlepool Volunteering AwardCatcote is a community special school catering for students with behavioural, social and emotional difficulties. Students wanted to tackle negative perceptions of young people, so they volunteered at a local home for the elderly. They promoted it through radio interviews and articles in their local newspaper.Sutton Grammar School, Sutton Fundraising AwardStudents undertook a 10km walk taking them across 8 London Bridges, over £1,000 was raised for the charity Peas (Promoting Equality in African Schools).Queen Elizabeth's School, Barnet Giving Video Competition winnerStudents ran a campaign to raise awareness about childhood depression. They have raised nearly £850,000 to support 2,500 charities and good causes. The annual award ceremony recognises and celebrates some of the most inspirational examples of giving amongst young people in secondary education. Each winning school was awarded £500 prize from Santander to continue their charitable activities.Giving Nation is funded by the Cabinet Office, Santander and the Social Action Fund. It helps young people understand about charities and the voluntary sector and challenges them to give time, effort and energy to support the causes they feel passionately about.

Citizenship likely to remain in the National Curriculum

According to reports over the weekend, Michael Gove is to keep citizenship as a separate National Curriculum subject, although it will be slimmed down dramatically.

The Times and Daily Mail both reported that the new syllabus - 'slashed from 29 pages to less than one' - is restricted to 'discussion of the British monarchy and parliamentary democracy together with an introduction to theories of liberty and rights'. According to the Times, citizenship is only staying in the curriculum because new legislation would be needed in order to remove it. Even so, if these rumours are true, citizenship will remain a core part of the curriculum. And we will continue to argue that it needs to stay there.

On World Teachers Day, we say thank you

Today, on World Teachers Day, we want to celebrate the extraordinary work of citizenship teachers.

Citizenship education has a precarious place in the curriculum. Its delivery varies dramatically between schools, arguably more so than any other subject.Citizenship teachers use their enthusiasm, passion and creativity in an area often overlooked, and often against the odds. But more than that: they're dedicated to helping young people take their rightful place as active members of society.Take Serin Patel, who teaches citizenship to her class at Kensington Primary School in Newham.Serin runs our Make a Difference Challenge, with which she motivates children to take action in their community. One of her groups decided to clean up a local bridge. They involved the community and local politicians. They organised a launch event. MP Stephen Timms unveiled the clean bridge - complete with artwork by the children.Serin is now supporting a group of children trying to renovate its local park and reinstate a zoo.She is a mobiliser. She is adept at involving local community partners, the council and residents.Serin is passionate about giving children a voice. And she will work above and beyond the call of duty to see that happen.Thank you Serin, and thank you to all teachers that work so hard to deliver good citizenship education.

Free handbook helps young people and politicians tackle climate change together

Young people will face the effects of climate change, politicians will make decisions about it. Our handbook shows real examples of how they can work together effectively.

The handbook is written by Plan UK, the Citizenship Foundation and the Partners Bulgaria Foundation. It draws on experience from our joint project, Make the Link - Climate exChange. The handbook includes contributions from young people in the six participating countries. It shows how young people, educators and decision-makers can work together to tackle climate change, and why they should.Make the Link ran for three years. It involved 36,000 young people from Europe and Africa. The programme promoted learning, dialogue and action on climate change issues. Six countries were involved: Bulgaria, Malawi, Kenya, Senegal, the Netherlands and the United Kingdom. The new handbook is our way of sharing what we learned. We hope it will motivate more decision-makers and young people, and help them work together meaningfully. It is in two sections. The first looks at how and why young people and decision-makers must work more closely together on climate change. It looks at the issues from both points of view. The second section looks at case studies from the programme. It shows some of the ways that participants worked successfully with decision-makers.Alongside the handbook is a new campaign.
Anne Fine, Mick Waters and Nick Hurd MP celebrate childrens citizenship learning

On Monday 16 July, children from six primary schools spoke up at the House of Lords to mark Go-Givers' fifth anniversary.

Go-Givers is the Citizenship Foundation's citizenship programme for primary schools. It supports the citizenship curriculum to help children develop into caring, responsible and empathic members of society. Over 22,000 primary school teachers in England and 30,000 globally have registered to use its resources. At the celebration, speakers addressed the question, 'What role can children play in developing a caring and just society?'.In answer, pupils showed us what they had been doing. For example, at Kensington Primary School in Newham pupils have been running a campaign to renovate their local bridge. They enlisted the help of the local council and volunteer groups. And at Mayville Primary School in Waltham Forest, pupils are campaigning against the use of bear fur in royal guardsmen's helmets. They marched alongside PETA last week for the faux fur movement. Nick Hurd MP, Minister for Civil Society, closed the event with a vision that connects the children's work to creating a more caring and generous society. 'We think that too many people have lost their faith and their confidence in their ability to make a difference and we want to try and change that. That's a big change, and it's what's called a culture change. And so we believe very strongly that if you're going to be serious about that you've got to start young. You've got to try and light the spark in young people at school, at primary school.'As debates about Michael Gove's primary curriculum proposals continue, our speakers were clear about the importance of citizenship education. Former Children's Laureate Anne Fine OBE echoed concerns about citizenship's future as a National Curriculum subject:'This is the one part of the curriculum that, for the sake of all of us in society, cannot be dumped for pressures of time'.It is important to strive for excellence in subjects such as maths and English, they said, but this has to be in the context of students as members of society.Rekha Bhakoo CBE is Headteacher of Newton Farm School in Harrow, the Top Performing Primary School in England (2011). She said: 'Our relentless pursuit of excellence has to be underpinned by a curriculum which is not only robust in its teaching of basic skills, but also ensures that pupils' experiences are rich and diverse and memorable. And knowing that their voice matters; they can make a difference. 'It is the job of schools to make sure that these children's voices are heard. 'Go-Givers is a wonderful, wonderful opportunity for the children to express themselves'.

Nick Hurd to commend children's philanthropy

On Monday 16 July, children from six primary schools will meet at the House of Lords to celebrate Go-Givers' fifth anniversary.

Go-Givers is our PSHE and citizenship education programme for primary schools. It reaches over a third of primary schools in England.Children campaigning as part of their Go-Givers project. In one Go-Givers school, pupils initiated a campaign to renovate their local bridge, enlisting the help of the local council and volunteer groups. This week, Stephen Timms MP unveiled children's artwork on the newly renovated bridge. In another school, pupils are campaigning for action against people who use dogs as weapons. In March, they put their concerns to Kit Malthouse, London's Deputy Mayor.Go-Givers supports the citizenship curriculum to help children develop into caring, responsible and empathic members of society. As debate continues about Michael Gove's proposals for the new primary curriculum, pupils will speak about their own experience of citizenship education. Former Children's Laureate Anne Fine says:'This is the one part of the curriculum that, for the sake of all of us in society, cannot be dumped for pressures of time'.She will address the question, 'What role can children play in developing a caring and just society?'.Pupils will deliver speeches alongside Mick Waters, former director of the Qualification and Curriculum Authority and Rekha Bhakoo CBE, headteacher of the Top Performing Primary School in England (2011).Nick Hurd MP, Minister for Civil Society, will present medals to those children that excelled in our Make a Difference Challenge. The Make a Difference Challenge provides a structure to support pupil voice, child-led learning. It gives our youngest citizens the opportunity to take action to make their world a better place (link to video). This fifth birthday celebration will showcase Go-Givers' flagship schools. As Andy Thornton, Citizenship Foundation CEO, explains: 'Go-Givers is now successfully engaging over one third of English primary schools in developing education for a more caring society. 'We think it's time to momentarily lift our heads from the hard work and celebrate our achievements.' Nick Hurd will close the event with a vision that connects the children's work to creating a more caring and generous society. As one teacher said, 'This is what primary education should be about'.

Europe's economic prosperity relies on civic participation, say EU reports

A series of reports for the European Commission says Europe's economic policies will lead to unrest if isolated from participatory citizenship.

The authors warn against concentrating on economic policies - at the expense of participation and social cohesion - to create growth in European countries.'Strategies are needed to encourage people to get more involved,' the reports say.flickr.com/ykoutsomitisThe reports, from the Participatory Citizenship in the European Union study, examine people in the 27 EU member states (including the UK). The reports look at how those people take part in society, communities and politics, how much they get involved, and what barriers are in their way.The study was led by Dr Bryony Hoskins at the University of Southampton and co-led by David Kerr at the Citizenship Foundation.'The current harsh economic climate across Europe and austerity policies are leading to a critical loss of trust in political leaders and a move towards more extremist parties,' says David Kerr. 'It is important for people, especially the young and unemployed, to have their voices heard in the political decision making if levels of trust in democracy are to be rebuilt.'The study maps the state of play on levels of citizen engagement, and identifies policies and practices to facilitate this across Europe and help to find effective strategies to encourage people to get involved.'Results show that, in relation to the economic crisis and creating growth, participatory citizenship, economic competitiveness and social cohesion are interrelated and reinforce each other. The reports recommend that strategies are needed to encourage people to get more involved in communities, politics and decision making, at both national level in EU countries, and more locally within individual countries. The study's key policy recommendations:Place an emphasis on learning citizenship, both in schools and outside of school. The study shows people who vote and take an interest in politics and decision- making are usually engaged in diverse forms of learning at different levels;Target groups most at risk of unemployment and exclusion. Achieve this through engagement in schools; vocational education or training; and youth work;Provide long-term strategic and sustainable funding for projects, non-governmental organisations and programmes encouraging participatory citizenship (to counter those being cut due to the financial crisis);Encourage collaboration and partnerships between different types of organisations, such as schools, local authorities, youth groups, charities and businesses;Explore the use of new social media to enable wider participation in decision-making, by providing more interactive forums for the exchange of information between citizens and politicians. The reports identify some key barriers and challenges to participatory citizenship:A lack of trust in politicians;Dialogue between politicians and the public;A decline in participatory citizenship generally;International issues such as the globalised economy, climate change, an ageing population and a larger European Union. The findings will help to shape European policy and funding programmes. In particular: European Year of Citizens 2013;2014 - 2020 Europe for Citizens Programme;2014 European Parliament elections and voter turnout.Find the full reports on the European Union website.

New primary curriculum could fail many children

Last week, Michael Gove announced his proposals for a new primary curriculum. Citizenship teaching is absent. Is the curriculum becoming too narrow?

The Secretary of State has the laudable aim of raising standards in education. His approach, though, is to put more emphasis on specific subjects - such as English and mathematics - and to shift emphasis away from subjects such as citizenship. More specifically, he prescribes certain knowledge that children must learn and when they must learn it. In other words, such knowledge must be learned and it must be learned in a given order. By narrowing the curriculum like this, does Mr Gove risk depriving children of an important body of learning; and, worse, of reducing their chances in life? Marguerite Heath thinks he does. Marguerite is director of our Go-Givers programme for primary schools, and has a solid teaching background as both a primary teacher and a headteacher. In a heart-felt response to the proposals, Marguerite worries that, by forcing all children down the same path, many will get stuck and be unable to progress. She fears that, without a broad curriculum, there will be no other progression opportunities open to them. 'If we fail to deliver a broad curriculum, we risk a widespread sense of failure in the many children with strengths other than literacy and numeracy (including the dyslexic). It could leave us with a limited and warped view of children's learning potential.' She goes on to argue that a citizenship programme such as Go-Givers enriches the curriculum, and gives children a sense of place and purpose within their wider world. 'It constitutes a rich and memorable experience that demonstrates to children the significance of their education. 'Furthermore, it teaches them about leadership, the value of co-operation and how to work as a team - important skills for life and work. 'The knowledge that they have the wherewithal to make a positive difference to their communities increases children's self-confidence, and this has a ripple effect on other aspects of their learning.' Any new curriculum should promote understanding of our democratic society. Indeed, citizenship education features in the highest performing countries and in every European nation (Department for Education, 2011). Citizenship is currently in our primary curriculum. It's optional, which means it does not provide a secure foundation for citizenship learning later on (such as in the government's National Citizen Service). This curriculum review, therefore, is an excellent opportunity to clarify the importance of citizenship education and its place in the National Curriculum. Unfortunately, says Marguerite, Mr Gove currently proposes a curriculum that is 'narrow', 'linear' and 'separated from the here and now'. It is, she says, 'unrelated to the children's future'.Further information Marguerite's response to the draft primary curriculum. The government's National Curriculum Review update. Details of the proposed secondary curriculum are expected soon.
